Minister MacKay Officially Opens Canadian Museum of Immigration at Pier 21 Government of Canada fulfills commitment to preserve important chapter of our history HALIFAX, February 7, 2011 – The official inauguration of the Canadian Museum of Immigration at Pier 21 in Halifax—Canada’s sixth national museum—was celebrated today by the Honourable Peter MacKay, Minister of National Defence and Member of Parliament (Central Nova). “I am proud that the Harper Government is delivering on our commitment to create the Canadian Museum of Immigration at Pier 21, Canada’s sixth national museum and the second one we have established outside of the National Capital Region,” said Minister MacKay. “This national institution pays tribute to the women, men, and children from all over the world who chose Canada as their home. I know I speak for all Nova Scotians in saying that we are proud to be part of ensuring this important chapter of Canadian history is preserved, promoted, and shared with all Canadians—now, and for generations to come.” “This museum is for all of us because with one in five Canadians tracing a relationship back to this site, we know that Pier 21 has played a key role in creating the Canada we cherish today,” said the Honourable James Moore,

Minister of Canadian Heritage and Official Languages. “By creating this National museum, we’ve ensured that the stories of those who travelled far, toiled long, and sacrificed much for a better life in this great country, will be forever preserved in the national fabric of Canada’s broad and colourful history.” From the late 1920s to the early 1970s, Pier 21, a national historic site in Halifax, was Canada’s front door for more than a million immigrants, refugees, troops, wartime evacuees, and war brides and their children. As Canada’s last surviving ocean immigration shed, Pier 21 gives Canadians a chance to explore a key part of our heritage. The Canadian Museum of Immigration at Pier 21 has a broadened scope and mandate that tells the stories of people who came to Canada seeking a better life for themselves and their families, and

who contributed immensely to building our great country. “I am very happy to chair the inaugural board of Canada’s newest national museum,” said John E. Prime Minister Stephen Harper Announces the Citizen’s Arrest and Self-Defence Act TORONTO – Prime Minister Stephen Harper today announced the introduction of The Citizen’s Arrest and Self-Defence Act. The legislation will expand the circumstances in which citizens’ arrests can be made, and streamline and simplify the self–defence and defence of property provisions in the Criminal Code. “Our Government is committed to putting real criminals behind bars. Canadians who have been the victim of a crime should not be re-victimized by the criminal justice system. That’s why we have introduced changes to the Criminal Code so Canadians know they have the law on their side and that our justice system targets criminals and not victims.” Currently, the ability to make a citizen’s arrest is very restricted and is only permitted if an individual is caught actively engaged in a criminal offence on or in relation to one’s property. The legislation would authorize an owner, a person in lawful possession of property, or a person authorized by them, to arrest a person within a reasonable amount of time after they find that person committing a criminal offence either: • on their property (e.g. the offence occurs in their yard); or • in relation to their property (e.g. their property is stolen from a public parking lot). This citizen’s arrest authority applies when it is not feasible in the circumstances for a peace officer (i.e. a police officer) to make the arrest. “Law-abiding Canadians should

not be the target of the criminal justice system. This new law provides clear direction on the appropriate use of citizen’s arrest, self-defence and defence of property,” noted Prime Minister Stephen Harper. “Canadians want to know they are able to protect themselves against criminal acts and that the justice system is behind them, not against them.” The legislation being introduced in no way compromises the principle that police are the first line of protection against crime. Police officers will continue to have the responsibility to preserve and maintain public peace as Canada’s first and foremost criminal law enforcement body. The legislation simply recognizes that the police cannot be everywhere at once, and that Canadians must be able to protect themselves and their property in urgent situations. This bill would also reform self-defence and defence of property provisions in the Criminal Code, which the police, prosecutors and the courts have all acknowledged to be confusing and overly complex. These laws would be clarified so that it will be easier to determine whether the actions of an individual, made in defence of themselves, others or their property are reasonable. A person acting in such cases should, therefore, not be charged or convicted of a criminal offence for those actions. An online version of the legislation will be available at www. parl.gc.ca

Canada’s Economic Action Plan Continues to Create Jobs and Economic Growth. The Harper Government today released the Seventh Report to Canadians on the Implementation of the Economic Action Plan. The report was released by Jim Flaherty, Minister of Finance, who was joined by Julian Fantino, Minister of State (Seniors). “The Economic Action Plan continues to create jobs and economic growth with more than 26,000 projects underway or completed,” said Minister Flaherty. “With the economic recovery still fragile, our top priority will continue to be the economy.” The Report to Canadians says the Economic Action Plan is on track to deliver $28 billion in stimulus in its second year. These investments will provide long-lasting benefits to Canadians through a modernized, greener infrastructure, a renewed science and research base, a highly skilled workforce, lower taxes and a more competitive business environment. “While the first phase of our Government’s extraordinary response is nearing its end, our Economic Action Plan will

continue to play an enormous role in achieving the economic potential of this country and increasing the living standards of Canadian families well into the future,” said Minister Flaherty. Minister Flaherty cited several key statistics to highlight the progress made in implementing the Plan’s first phase: • More than 26,000 projects have been completed or are underway under the Economic Action Plan. These projects have put Canadians to work across the country and have contributed to a strong labour market recovery, with close to 400,000 jobs created since July 2009. • Close to 85 per cent of the jobs created since July 2009 have been full-time jobs and more than 90 per cent have been high quality jobs in high wage industries. The Report to Canadians noted the Government has also shown flexibility in allowing its partners an additional construction season beyond the March 31, 2011 deadline to complete their infrastructure projects under four stimulus funds.

“It’s clear to me that Canada’s Economic Action Plan has played a significant role in promoting growing optimism in Canada’s future,” said Minister Fantino. “Our government’s job-creating, low-tax plan for the economy is helping to keep Vaughan families—and indeed, our entire country—strong and growing.” The Report was released today at the Earth Rangers Centre in Vaughan, Ontario, an Economic Action Plan funded award-winning facility that serves as a global demonstration site for sustainable technologies and green building operation. The Harper Government allocated funding of more than $2.5 million to expand the Earth Rangers Centre, integrating new environmental technologies including the installation of geothermal heating and cooling systems, solar panels and facility expansions. This investment is helping to provide greater opportunities for young people to become inspired and learn more about science and our natural environment.

Ottawa, February 2, 2011 — Today, the Harper Government took another step towards ensuring that criminals are held fully accountable for their crimes with a new proposal to increase the fee charged when applying for a pardon. The Honourable Vic Toews, Minister of Public Safety, announced that the proposed new application fee would require individuals to pay $631 for the cost of processing their pardon application, an increase from the current fee of $150. “Canadians are right to expect that convicted criminals be held fully accountable for their crimes,” said Minister Toews. “That’s why our Government is proposing that criminals pay for the administrative costs of applying for pardons.” The proposed increase is a necessary adjustment that will respond to inflation, workload

increases, and processing costs required to process a pardon application following the recent amendments to the Criminal Records Act. As a first step, the government increased the administrative fee for convicted criminals to apply for a pardon from $50 to $150 in December 2010. This was the first time the pardon user fee was increased since its introduction more than 15 years ago. “There are numerous examples of law-abiding Canadians being required to pay administrative application fees and it is wrong that criminals are being subsidized in this manner,” continued Minister Toews. “Increasing the user fee will contribute to the effectiveness and long-term sustainability of the Parole Board of Canada’s pardons program, which is not sustainable at the current cost, and ensure

Learning English can be difficult, but there is help

earning the language of a new country can be a hard task. I remember how hard it was to learn a new culture and language when I immigrated to Canada at age 12. But having strong supports can make understanding English much easier. That is why I am excited to announce our new “Break the Wall” website, at www.breakthewall.alberta.ca. In Canada, we are communicating all the time - at the bank, in the doctor’s office, at work or at school. “Break the Wall” provides access to a number of Government of Alberta programs that will assist you with English in all these places and more. One of the programs on the

site that I am really excited about is “Learning English with CBC.” I was proud to unveil the new partnership with CBC on February 14 in Edmonton. “Learning English with CBC” is unique because it provides weekly English lessons that can be downloaded online. By visiting “Break the Wall” and following the links, you will find weekly updated news stories, lesson plans and short quizzes. Now you will be able to stay informed about what is going on in your province and practice your English at the same time. The announcement of “Learning English with CBC” was a great success. Judy Piercey, CBC Managing Director, and I met with English teachers, immigration settlement agencies and post-secondary institutions from around the province. We were also joined by a number of students and teachers who had tested the downloadable lessons on the website. They were able to describe what a great tool this will be to Albertans looking to improve their English. The partnership with CBC is

not the only service featured on “Break the Wall” though. There is also information about assessment and referral centres in the province. These centres specialize in providing information about English referrals or other English learning programs. The website provides contact information for you to either click, call or come in to any one of the centres around Alberta. So if you are looking for some help with your English, I strongly encourage you to visit www. breakthewall.alberta.ca. Whether you are looking for a centre that provides in-class support or want to practice the language at home on your computer, “Break the Wall” is there to help. New Arena Report Highlights Progress Discussions underway with Katz Group A new City administration report updates City Council on progress made to date in several areas on the proposed downtown arena project. The report will go before Council on March 2. “Our goal is to provide Council with the information they have asked for so that they can make an informed decision on whether this project should go ahead. We have provided some of that today and will provide additional information in April,” says Simon Farbrother, City Manager. The report briefly notes that discussions with the Katz Group are underway and administration anticipates reporting back further

in April. Administration will also bring back information on two funding options – a Community Revitalization Levy and Seat Licensing – in April. Some general information, based on other cities’ experiences with the sale of seat licensing models is included in the report. In today’s report administration also provides further background on a foundation model of governing the proposed arena model, an approach administration raised in its January report. The foundation would have a mandate to make decisions in the best interest of the facility while also representing the public interest. Members would

be individuals with expertise in the following areas: construction, facility maintenance, sports and entertainment, legal and finance. Other items discussed in the report, scheduled to go before Council on March 2, include: the experience of other cities with similar developments, corporate social responsibility /community benefits and facility design. Ministerial Statement on Evacuation of Canadian Citizens from Libya: Thursday, February 24 (No. 81 - February 24, 2011 7:50 p.m. ET) The following is a verbatim transcript of a statement by the Honourable Lawrence Cannon, Minister of Foreign Affairs, delivered in Rome, Italy, on Thursday, February 24, 2011: “As you know the situation in Libya is very quickly changing and continues to become more dangerous. We continue to call on the Libyan authorities to cease the use of force and the outrageous abuses against civilians. As the situation remains volatile, our first and foremost priority is the safety of Canadians. “Earlier today the scheduled evacuation flight from Tripoli to Rome was cancelled by the charter operator for security reasons. However, we have made alternative arrangements. Our goal is to get Canadians out. Safely. By any means possible. “To achieve this we are coordinating with our allies to get Canadian citizens out. We are doing everything possible to ensure that we can get Canadian and chartered aircraft in to make that happen. And we are in constant contact with our international counterparts to make sure we are sharing resources and helping each other. “We have arranged for the evacuation of Canadians on a number of flights and boats chartered by allies such as the United Kingdom, Spain and the United States. My officials tell me that nearly 200 Canadians have been, or are about to be, safely evacuated. I am told that this would include all or virtually all Canadians who have been waiting at the airport in Tripoli today. “In terms of next steps, our government has diverted a C-17 aircraft to assist with this evacuation. This C-17 can carry 156 Canadians to safety. It will soon be en route from Germany to Rome. It will then depart for Tripoli as soon as possible, provided Libyan authorities grant clearance to land. My officials have informed me that Canada has also contracted a charter flight out of Amman, Jordan, that we expect to arrive in Tripoli in the early hours of Friday morning. “Additionally, I have requested that the aircraft to be used by the

nce the pride of the nation for their heroic defense of freedom and the Motherland, a small band of military officers -- sworn to protect the people and the State – are now in the midst of a firestorm that could irreparably damage the image of the armed forces’ general staff. Indeed, it might even cause the eventual demise of the six-decade old Philippine Military Academy (PMA) – which was patterned after the West Point military academy of the United States -- where all officers of the Armed Forces of the Philippines (AFP) completed their formal training. And it’s all because of the greed and corruption that have spawned into a monstrosity during the last decade. As a result of all the corruption cases involving PMAers, there are now talks of tapping ROTC cadets for commissioning to the officers’ corps of the AFP. And if one brave retired soldier – Col. George Rabusa

Rabusa’s bombshell It all began when the Senate formed an investigation panel to look into the controversial plea bargaining agreement that former AFP Comptroller Maj. Gen. Carlos Garcia – Rabusa’s former boss -negotiated with the Office of the Ombudsman, which dropped the charges of plunder and substituted a guilty plea to lesser offenses of bribery and money laundering, with a promise to surrender P135 million out of the P303 million he illegally amassed. During the Senate investigation, Sen. Jinggoy Estrada surprised everybody when he brought in Rabusa to testify. Rabusa accused Gen. Angelo Reyes of receiving P150 million including a P50-million “pabaon” (send-off money) when he retired as AFP Chief of Staff in 2001. He said that he and his boss, then AFP Comptroller Lt. Gen. Jacinto Ligot (Garcia’s predecessor), personally delivered the money to Reyes at his staff quarters, known as the “White House.” Rabusa, who was the budget officer at that time, worked directly under Ligot and Garcia, who were then called the “Comptroller

Mafia.” He was their “bagman.” He also implicated the Chiefs of Staff who succeeded Reyes, Generals Diomedio Villanueva and Roy Cimatu, saying that they illicitly received around P10 million monthly while in service and pocketed half of it. He indicated that he would execute an affidavit detailing the corruption under Reyes, Villanueva, and Cimatu, and the “rotten system” in the AFP during the period from 2000 to 2002. He said that Garcia and he “converted” – or laundered – almost P1 billion between 2000 and 2001. “Dead man walking” Reactions from the senators were spontaneous, some of whom said that Rabusa’s testimony was credible and that the government should file charges against Reyes based on his exposé. If charges were to be filed against Reyes and the others, Rabusa would most likely become a state witness, a specter that could bring a conviction of plunder against the accused. In fact, Sen. Miriam Defensor Santiago was so optimistic of conviction that she said over the radio that Reyes was a “dead man walking.” But it’s not going to be easy to convict Reyes. He has strong ties to former President Gloria Macapagal Arroyo, which means that he might also be protected by Gloria’s allies in the Judiciary including the Office of the Ombudsman, which is still headed by Merceditas Gutierrez, a close friend of former First

Minister Ambrose takes Message Internationally to end Honour Motivated Violence Against Women and Girls OTTAWA – The Government of Canada announced today that a Canadian delegation will attend the fifty-fifth session of the Commission on the Status of Women at United Nations Headquarters. The Honourable Rona Ambrose, Minister for Status of Women will attend, along with the delegation, and discuss Canada’s perspective that women and girls be treated equally and respectfully, that they have equal access to opportunities including work and education, and that they live free from all types of violence. Minister Ambrose will use the opportunity to highlight the need to end all forms of violence against women and girls, including honour motivated violence. “It is a privilege to take part in the 55th session of the United Nations Commission on the Status of Women, as the Government of Canada is steadfast in our support for the prosperity, freedom and security of women and girls,” said Minister Ambrose. “Canadians believe that everyone should live free from violence and abuse, and we believe that honour motivated violence against women and girls must come to an end.” This year, Member States will address the priority theme, Access and participation of women and girls in education, training, science and technology, including for the promotion of women’s equal access to full employment and decent work. The review theme is the elimination of all forms of discrimination against the girl child. In addition to Minister Ambrose as Head of Delegation, the Canadian delegation to the UNCSW this year is composed of representatives of the Government

of Canada, three provinces (Manitoba, Quebec and Prince Edward Island), as well as the following representatives from four non-governmental organizations: Ms. Rosemary McCarney, President and CEO of Plan International Canada; Mr. Todd D. Indeed, it could be an uphill battle for the government who may be able to secure a conviction from the anti-graft court Sandiganbayan – assuming that the Ombudsman would put real effort to prosecute Reyes – but would be stymied in the Supreme Court where Reyes – with Gloria’s aid -- could muster enough support from the justices to overturn his conviction. It is interesting to note that Reyes’ link to Gloria was tempered during the ouster of Joseph “Erap” Estrada from the presidency in January 2001. Reyes, who was Estrada’s AFP Chief of Staff, withdrew his support of Estrada and threw it, together with his top commanders, behind Gloria at the crucial time. With the AFP high command abandoning Estrada, then Chief Justice of the Supreme Court Hilario Davide Jr. quickly sworn in Gloria as “President” instead of “Acting President” as he reportedly had agreed to -- while Estrada was still President! -- Gloria’s ascendancy was a fait accompli. It is no wonder then that when Reyes reached mandatory retirement age, Gloria appointed him two days after he retired to a succession of plum positions: National Defense Secretary, AntiKidnapping Czar, Anti-Smuggling Czar, Environment Secretary, and Energy Secretary. Indeed, Reyes has served Gloria well throughout her presidency. It did not come then as a surprise when Rabusa implicated

Gloria in a fraudulent military transaction, which he said cost the government $2 million. At that time, Reyes was the Defense Secretary, Villanueva was the AFP Chief of Staff, Cimatu was the Vice Chief of Staff, and Garcia was the Comptroller. If Rabusa could provide a strong testimony, the government might be able to take all five of them down in one clean swoop. That would indeed be a major, major victory for President Aquino in his fight against corruption, bagging no less than the “Big Kahuna” herself. Prosecute corruption It is for this reason that Aquino should put all the power of his presidency behind the prosecution of corruption in the military. If corruption were successfully prosecuted, it could be the tipping point in ridding the military establishment of hoodlums in uniform. And just like the Phoenix that rose from the ashes, the Philippine Military Academy could once again shine as a noble institution that produces disciplined and dedicated officers, worthy of the respect by the people they are sworn to protect. As Edmund Burke once said, “All that is necessary for the triumph of evil is that good men do nothing,” the time has come for Filipinos to rise to put an end to the scourge that has wrought havoc for so long. At the end of the day, all it took was one brave soldier who stepped up to the plate to right a wrong.

Recently, I have been asked numerous questions about the Live-In-Care (LIC) program. Listed below are the frequently asked questions (FAQs) and the answers. If you have any questions that are not covered in this issue, please feel free to send me an email at jon@nuerainc.ca Q1: What employment requirements were recently changed in the LIC program to be eligible to apply for Canadian Permanent Residence? A: On April 1, 2010, live-in caregivers working in Canada under the Live-in Caregiver (LIC) Program have two options for calculating their work experience as LIC to be eligible to apply for permanent residence: ‬ a total of 24 months of authorized full-time employment, or ‬ a total of 3,900 hours of authorized full-time employment. Authorized, full-time employment

means, you worked with a valid LMO and a valid Work Permit and worked an average of at least 37.5 hrs. per week. Live-in caregivers submitting an application for permanent residence under the Live-in Caregiver Program on or after April 1, 2010, must select one of the two options for calculating whether they have met the employment requirement to be eligible for permanent residence as a live-in caregiver. Q2: Who can I include on my Permanent Residence application? A: All family members living in Canada and abroad must be included in your application for permanent resident status in Canada. Family members are defined as your spouse or common-law partner and dependent children. “Dependent children” are defined as children of the principal applicant or of the principal applicant’s spouse or common law partner. They must: i. Be under the age of 22 yrs. old and not have a spouse or common law partner or ii. Be depend substantially on the financial support of a parent and have continuously enrolled and in attendance as full-time students in a post-secondary institution accredited by the relevant government authority since before age of 22 (or since marrying or entering into a common-law relationship, if this happened before the age of 22 )or iii. Depend substantially on the financial support of a parent since before the age of 22 and unable to provide for themselves due to medical condition. Your family members’ applications for permanent resident status will be processed at the same time as yours. Your family members living abroad will not receive their papers to come to Canada until you receive permanent resident status. In order for you to become a permanent resident, all of your family members who are not Canadian citizens or permanent residents must undergo and pass an immigration medical exams,

and background security checks (eg. police clearance) even if they are not coming to Canada. If any of your family members is determined as inadmissible... then you are also inadmissible to Canada. Q3: I am legally married in the Philippines but have been separated for several years with my spouse. There is no divorce in the Phils. I have been living “common law” with another person in Canada for more than one year. When I fill out my Permanent Residence application forms, can I put my “common law” spouse name on the form, even though I am not legally “divorced” in the Phils.? A: In Canada, a couple is considered in a common law relationship, if they have been continuously living together as husband and wife (conjugal relationship) for at least one year. This applies also to same sex couples who have been living together as “husband and wife” for at least one year. A conjugal relationship exists when there is a significant degree of commitment between two people – that they support each other emotionally, financially, etc., that they present themselves in public as a couple. Proof of commitment and living together would include but not limited to: living in same address, joint names in apartment lease agreements, joint names in telephone or utility bills, joint bank accounts, etc. So, if you meet all the above requirements for a common law relationship, you can put the name of your common law partner in your PR application. However, you cannot marry your common law partner until after you obtain a proper divorce in Canada. You can file for a divorce in Alberta, if you have been legally residing in Alberta for at least one year and you have been separated from your spouse in the Philippines for at least one year. Your spouse in the Philippines will have to be notified that you are filing for a divorce in Canada.

Q4: Can I take a vacation in my home country? A: Yes, you can take a vacation in your home country. You should get a letter from your employer indicating that you have his/her permission to take a vacation and that you are returning to work in Canada after the vacation. Bring your valid Work Permit with you before leaving Canada. The Visa Officer at the port of entry (POE) may want to see this document when you return to Canada. The length of your vacation should be in your current employment contract. If you take a vacation longer than what you have agreed to in your contract, without a written permission from your employer, you could lose your job in Canada. Before leaving Canada, you should check with your country’s government for information on visiting or exit visa requirements. These requirements may have changed while you are working in Canada. Q5: Can I work in another country for my Canadian employer? What if my Canadian employer wants me to work at his/her winter residence in the U.S? A: Your live-in caregiver Work Permit only authorizes you to work in Canada at the residence of your employer or in the residence of the person you are caring for. While you may be able to obtain authorization from another country to perform work there, that work does not count toward your work requirement eligibility calculation for permanent residence application under the Live-in Caregiver Program. Q6: Can I study in Canada while I am working as a live-in caregiver? A: Yes. You can study in Canada without a Study Permit, if the course length is six months or less. However, if the course you want to take lasts more than six months, then you will need to apply for a Study Permit. You do not need the permission of your

employer to study as long as you are fulfilling and meeting all the terms and conditions of your employment contract. Q7: Can I work without a valid Work Permit while I wait for a new one? A: No. It is illegal to work in Canada without a valid Work Permit. You should talk with your employer to apply for a new LMO at least three (3) months before your current Work Permit expires. You need a new LMO before you can apply for a new Work Permit. LMOs nowadays can take up to 2 months or more before it gets approval. You should apply to extend your Work Permit (WP) at least 30 days before the expiry date. Your temporary status as a worker will continue under the same conditions (Implied Status), until your WP application is processed and you have been notified of the decision. Q8: Can I work for more than one employer at the same time? A. No, you cannot work for more than one employer under the Livein Caregiver Program. Your Work Permit specifies your employer name, your work location and the type of work you may perform in Canada. You can leave the Live-in Caregiver program to find other types of employment, however, you need to have the new employer obtain a new LMO and you have to obtain a new Work Permit before you can start working in another job. Remember that if you leave the LIC program, the hours you work for your new employer will not count towards the work experience required to apply for permanent residence under the Live-in Caregiver Program. Q9: Can I change employers, before my employment contract period is completed? A: Yes, you can change employers before your employment contract period is completed. However, you should provide the required notice of your resignation as stipulated in your employment contract. Employment contracts normally states the number of more on page 9 ►

days or weeks of notice required either for you to resign on your job and notice required for the employer to fire you. Before resigning, it is best that you have your new employer first obtain a positive LMO because he/she will not be able to hire you without one. You need a signed employment contract with your new employer before they can apply for an LMO. After your LMO is approved, you need to apply for a new Work Permit to work for your new employer.

Q10: How do I check, if the “consultant” with whom I am dealing with and paying a fee is a licensed immigration consultant? A: Licensed immigration consultants are listed in the Canadian Society of Immigration Consultants (CSIC) website members’ directory: https://www.csic-scci.ca/find/ CSIC is an independent, federally incorporated not-forprofit body which operates at

arm’s length from the federal government. It is responsible for regulating the activities of Certified Canadian Immigration Consultants (CCIC) who are members and who provide immigration advice for a fee. In addition, the Society is also responsible for ensuring the education and competency testing of its members. The Society’s mandate is to protect the consumers of immigration consulting services and ensure the competent and professional conduct of its members.

If the person is not listed in the CSIC website member’s directory, then chances are the person is NOT a licensed immigration consultant. Make sure that the consultant fills-out a Use of Representative Form (IMM Form 5476), puts his/her license number on the form, and indicates that you are paying him/her for consulting services. Do not sign a blank IMM Form 5476... request the consultant to fill-out the form first with all the information required before signing it.

Throne speech sets the stage for Alberta to tap growing Asian markets

Province helps develop more housing for low-income and homeless Albertans

Growing Alberta’s economic pie by tapping into the huge, expanding and diverse markets of Asia topped the government’s agenda, unveiled as the spring legislative session began. The 2011 Speech from the Throne, delivered by Lieutenant Governor Donald S. Ethell on The Alberta government is Feb. 22, detailed plans to meet helping to develop over 1,000 the challenges of a changing

additional housing units for low to moderate income Albertans and the homeless. More than $90 million in provincial capital grants will leverage project funding from partners for 27 projects in 13 communities across Alberta. The 2010/2011 Housing Capital Initiatives program supports projects tailored to meet the unique needs of communities through partnerships with municipalities, charitable and non-profit groups, or the private sector. The program was designed to assist both homeless and low to moderate income Albertans, promote mixed-use housing projects, and direct funding to meet community priorities. Details on the 2010/2011 Housing Capital Initiatives, including approved projects, are available on the Housing and Urban Affairs website. With strategic investments over the past four years, including the 2010/2011 funding, the province is closing in on the goal to help support the development of 11,000 housing units by 2012. The remaining portion of the $188 million Housing Capital Initiatives program, including projects jointly funded by the province and the federal government, will be announced in the coming months. The Alberta government has a clear plan to move Alberta forward. An important part of this plan is maintaining support for programs and services Albertans need most, such as health care, education, and safe and vibrant communities. Alberta improves parents’ access to quality child care

Premier promotes Verlyn Olson and Greg Weadick to cabinet

More than 18,000 net new child care spaces have been created in Alberta over the past three years, improving parents’ access to quality care in rural and urban communities across the province. A total of 15,138 new spaces were created in family day homes, pre-schools, day cares and out-ofschool care programs across the province. An additional 3,323 new kin child care spaces were also created, supporting the choice of some families to have a relative care for their children. The Creating Child Care Choices plan provided Alberta communities with a wide range of incentives designed to offset the cost of opening new child care spaces, increase the number of qualified child care staff working in licensed and approved programs, and make access to quality child care more affordable for lower-income parents. Now that the goal has been exceeded, the government’s focus will shift to sustaining the more than 90,000 quality child care spaces that exist across the province. Accreditation funding that supports wage top-ups for staff, and subsidies to help more than 20,000 lower-income families with the cost of accessing quality child care, will continue. On Feb. 17, Premier Ed Stelmach announced that Wetaskiwin-Camrose MLA Verlyn Olson, QC, was named Minister of Justice and Attorney General, and Lethbridge West MLA Greg Weadick was named Minister of Advanced Education and Technology. Premier Stelmach also named a new Parliamentary Assistant to the Minister of Finance and Enterprise. “I’m pleased that Red Deer South MLA Cal Dallas, who had been serving as the Parliamentary Assistant in Environment, will take over this important role and work closely with Finance Minister Lloyd Snelgrove,” said the Premier. In addition, Premier Stelmach announced changes to committee memberships. Joining the Agenda and Priorities Committee are Sustainable Resource Development Minister Mel Knight, Children and Youth Services Minister Yvonne Fritz and Agriculture and Rural Development Minister Jack Hayden. New members of Treasury Board are Len Webber, Minister of Aboriginal Relations, Heather Klimchuk, Minister of Service Alberta, and Naresh Bhardwaj, MLA for EdmontonEllerslie. The new Cabinet members were sworn in on Feb. 18 at Government House.

Aragon is on the road to becoming a star in the Philippines

he local Filipino community in Winnipeg is all agog these days because of the big achievement of a 10-year-old diminutive singer from their locality. Maria Aragon first came into public attention last week when music star Lady Gaga praised her YouTube video performance while singing one of Gaga's song. Aragon has since made an appearance on the 'The Ellen DeGeneres Show’ Tuesday and will be appearing on the show 'Good Morning America' on Thursday. Lady Gaga has also asked Aragon to perform with her at a concert in Toronto in March, for which the young singer replied that she's nervous about sharing the stage with the star. DeGeneres told Aragon that

Thia Megia makes it to second round of American Idol Thia Megia’s performance of “Summertime” got the unanimous nods of show judges Randy Jackson, Steve Tyler, and Jennifer Lopez to qualify her for the second round of eliminations of "American Idol" during a period in the contest dubbed “Hollywood Week.” The 15-year-old FilAmerican is now among the remaining 100 as over 200 other hopefuls didn’t make the cut from the original 300 contestants. Megia auditioned during the show’s Milwaukee leg. She first made waves in 2009 via the show,

“America’s Got Talent,” where she made it to the quarterfinals. Phil Younghusband asks Angel Locsin out on a date via Twitter Team Azkals star player Phil Younghusband extended a date invitation to Angel Locsin via Twitter on Feb. 10 but was turned down by the actress, also via Twitter, because she would be working on Valentine’s Day. The story was revived however when “Paparazzi” host Ruffa Gutierrez brought up the matter of Tim Yap tweeting on Feb. 12 about Younghusband and Locsin finally going out on a date on Feb. 13, and how the football star had denied it when TJ Manotoc asked him. In the end the supposed date remained unconfirmed as the concerned parties kept mum on the issue.

Phil Younghusband and brother James were former models who appeared on some billboards and magazine editorials. They were thrust back into the spotlight when the underrated Team Azkals, in which they are both members, won the ASEAN Football Federation (AFF) Suzuki Cup tournament in December last year. Phil has admitted to the media his admiration for KC Concepcion and Angel Locsin. As for his showbiz plans, he said football is their priority and passion right now. Team Azkals will be going to Baguio in the last week of February to train for the second leg of the 2012 Asian Football Confederation Challenge Cup slated in Mongolia.

Singer-actress Sharon Cuneta addressed anew an issue involving her controversial Marie France billboard ad. Cuneta said that Marie France would never put up a billboard using her altered photos for their ad campaigns as they risk ruining both their reputations and credibility. According to Cuneta, she is picky when it comes to accepting endorsements because she has to believe in the product or service that she endorsed. She also added that all her photos were done by noted photographer Raymond Isaac, who is known for his ability and honesty. A few weeks ago, the Megastar angrily reacted on Hayden Kho’s Twitter post which allegedly alluded to the authenticity of her billboard

The controversial doctor has already denied that the tweets were meant to the Marie France billboard as he claimed he was referring to the launch of another fragrance line wherein the competitor supposedly uttered some remarks to spite him. But Cuneta said she if Kho was referring to the billboard of Joel Cruz of Aficionado Perfumes that came out in July 2010, she wondered why it took Kho 7 months to react. The actress also pointed out that he made that post when rumors about plans to remove her billboard along EDSA began to circulate. Kho is the central figure in the 2009 sex video scandal, and the boyfriend of Dr. Vicki Belo, owner of the Belo Medical Clinic.

Showbiz couple Melai Cantiveros and Jason Francisco celebrated their first year anniversary as a couple last Feb. 8. The couple made the announcement last Feb. 11, three days before Valentine's day. Francisco met Cantiveros a year ago in the hit reality TV series, “Pinoy Big Brother,� where both were contestants. For their anniversary, Francisco said they had a special date at a posh hotel and that he bought Cantiveros a ring as a token of his love. In return, Cantiveros gifted Francisco with a cellphone-watch, which she said, he had long wished for. Cantiveros acknowledged

that they are like normal couples who had their moments of disagreements but they are glad they were able to sort it quickly. She also candidly admitted that she has a long-time crush to actor Jericho Rosales. She however quickly denied that she would abandon Francisco if Rosales courted her. In the end, the couple admitted that they are also thinking of their future together as husband and wife but they are not in a hurry. The Adventure Begins at Terwillegar Community Recreation Centre The City of Edmonton and its partners are celebrating the opening of the Terwillegar Community Recreation Centre, a community hub where Edmontonians of all ages can connect with friends and neighbours, play, learn and have fun. “It is great to see residents taking advantage of everything this new recreation centre has to offer,” said Mayor Stephen Mandel. “Building new recreation centres and enhancing existing ones is an important way we are investing in Edmonton's communities. These facilities encourage physical activity and social interaction, and contribute to a high quality of life for our

residents.” The Terwillegar Community Recreation Centre, located at 2051 Leger Rd. in southwest Edmonton, offers a wide range of opportunities for Edmontonians, including an aquatics centre, fitness facility and running track, an arena with four NHL-sized ice surfaces, community and program spaces, a children’s area and four commercial retail stores offering food, clothing and health services. The site of the recreation centre integrates a number of facilities including an Edmonton Public high school, Catholic high school, district park and transit centre.

The Government of Alberta contributed $34 million to the $160 million project—which includes design, construction, roads and landscaping—through the Municipal Sustainability Initiative and $10 million through the Major Community Facilities Program. “I’m delighted that the residents of southwest Edmonton can now enjoy another great recreation centre,” said Dave Hancock, MLA for EdmontonWhitemud. “This facility is just one example of the Government of Alberta’s investment in public buildings that make our communities a great place to live

and raise a family.” The Terwillegar Riverbend Advisory Council (TRAC) raised $74,620 towards the five-metre diving tower, with a supporting grant of $70,000 from the provincial government’s Alberta Lotteries Community Facility Enhancement Program. “This facility is a labour of love for the members of TRAC and the residents of Terwillegar/ Riverbend, who have donated thousands of volunteer hours

to make this a reality,” said Dr. Rob Agostinis, President of TRAC. “We hope this recreation centre becomes the heart of the community, which is the vision of TRAC.” The Edmonton Springboard and Platform Diving Club provided $35,000 towards the one- and three-metre diving boards, supported by a matching grant of $35,000 from Alberta Lotteries. The following is the transcript of their tête-à-tête: Pacquiao: Good morning… I mean, good afternoon, Mr. President. Obama: Actually it’s still morning here… so, good morning to you, Dr. Pacquiao. Pacquiao: Sorry, but I’m still on jet set. He he he… Obama: Jet set? Hmm… Do you mean, jet lag? Pacquiao: Same thing. You see, it’s now afternoon, “PI” time. Obama: “PI” time? What’s that?

Alberta Party on the Provincial Budget: Where’s the Savings Plan? The Alberta Party is pleased to see that the Provincial Government is preserving funding for key programs and services for Albertans such as health care, education, and social services in its 2011-12 Provincial Budget released Thursday. However, the Alberta Party is concerned about the lack of a long term savings plan for the province. “We are spending nearly $40 billion this year, yet we have no significant long-term savings strategy to ensure that we can build the future Albertans want,” says Sue Huff, Acting Leader of the Alberta Party. “This budget lacks a cohesive vision and feels more like a shopping list.” Alberta Party MLA Dave Taylor echoed her sentiment. “Albertans have expressed to us, through over 100 Big Listens, that they want a government that plans for the long-term and gets us off this boom-and-bust cycle. If we’re going to succeed at that, we have to develop the savings habit starting now.” Through the Alberta Party’s Big Listen process, people from across the province have submitted nearly 20,000 pieces of feedback. Across the board, Albertans have expressed frustration with the boom-bust cycle and the pressures it places on their families. Pacquiao considers Mosley too kind for an opponent

Manny Pacquiao finds Shane Mosley too kind and even considered him the kindest of all those that he have ever fought inside the ring. Although the two fighters have never ever shown any animosity between them, Pacquiao said they have to fight hard as it is their job to give their best and entertain their fans. Pacquiao added that Mosley is a tough fighter, and has the speed that could make it difficult for him to catch.

The Filipino champion is heavily favored to beat the American fighter in their welterweight match scheduled on May 7 at the MGM Grand in Las Vegas. Pacquiao and Mosley are in New York City for the third and last stop of the press tour for the fight where all 17,000 tickets are almost sold out three months away. They will soon part ways to start their respective training.

Angelo Reyes laid down to rest

Former Armed Forces chief of staff and defense secretary Angelo Reyes was laid down to rest at exactly 12 noon on Sunday February 12 in the dignitary’s section of the Libingan ng mga Bayani in Fort Bonifacio. Reyes, who killed himself on Tuesday amid allegations of corruption, was accorded special honors fit for a fallen hero with star generals from the Armed Forces of the Philippines serving as pall bearers. A 19-gun salute met the funeral cortege at around 11:00 a.m., followed by a funeral march showered by red and white rose petals dropped by an Air Force helicopter. During the necrological service on Saturday night, Reyes's son Marc described his late father as an honest public official who

was aware of the flawed system but still tried and never lost his faith. He also thanked everyone for their kind words. Present at the funeral were former president and now Pampanga Rep. Gloria Macapagal Arroyo, Defense Secretary Voltaire Gazmin, former Armed Forces chiefs of staff Dionisio Santiago, Generoso Senga, and Hermogenes Esperon, among others.

Taiwan recalls representative over deportation row The Taiwan government has temporarily recalled its representative to the Philippines as part of their protest action after the Philippine government handed over 14 Taiwanese nationals to Beijing, China, along with 10 Chinese nationals who are suspects in an international fraud scam involving US$20 million. The Taiwan Economic Cultural Office (TECO) also released a strongly worded

statement to the media claiming the Philippine government succumbed to the pressure from the People's Republic of China. The statement also added that the incident gravely impaired their trust in the Philippine government and even mentioned the legal rights and protection of the 80,000 overseas Filipino workers (OFWs) currently in Taiwan. Meanwhile, the Manila Economic Cultural Office

(MECO), which acts as the Philippine representative office in Taiwan, expressed fears on the fate of the OFWs in Taiwan who might lose their jobs over the row. MECO chairman Amadeo Perez Jr. also confirmed that Taiwan is now expected to strictly screen Filipino visas going to Taiwan. Taiwan wants the Philippines to apologize for the deportation issue but the Aquino government is standing by its decision because it

was the Chinese government who presented a warrant for their arrest and the victims of the fraud were all Chinese. For its part, Perez said it cannot apologize for the Philippine government since MECO is a non-profit corporation and Taiwan wants a personal emissary of the Philippine government to issue an official apology.

UN to assist in fund mishandling probe if requested The Department of Peacekeeping Operations (DPKO) of the United Nations (UN) on Tuesday will extend assistance to the Philippine government if requested, in its investigation of the alleged misuse of UN peacekeeping funds intended for Filipino troops sent to East Timor. The alleged mishandling of the UN funds was exposed by former state auditor Heidi Mendoza who said the funds were diverted by military officials through double charging and ghost projects. One project involved the repair of a C-130 aircraft in 2002, which was double charged to both the UN fund and a depot maintenance program of the Joint US Military Assistance Group (JUSMAG). Another double charging was the P9.1 million in fuel expenses which were also double charged to the Balikatan and UN funds, and were even reimbursed by the US government to the Armed Forces of the Philippines (AFP). Mendoza also revealed a missing P50 million out of a P200 million UN reimbursement cheque signed by then military comptroller Carlos Garcia. For its part, the DPKO said all payments covering expenses related to peacekeeping operations are made in accordance with standard procedures. It also said the UN does not enforce measures to keep track of how UN peacekeeping funds are used by the Member States. At this stage, UN National Information Officer Teresa Debuque said that the DPKO has not yet received any inquiries or complaints from any specific contingent regarding payment. The chief of the AFP Resource Management Office earlier said there were no records available on how the UN funds were used prior to 2005.

Escape Completely: Cruising Australia and New Zealand December cruising Down Under in the southern hemisphere below many of the other countries on the globe is a complete escape from the chill of Winnipeg winter and a learning experience to discover and explore the natural beauty, history, culture, and traditions of Australia and New Zealand. Our family tour (with our daughter Marie Anne and her husband Jerry and their daughter Cassy) began from Sydney, the largest city in Australia. Six days gave us enough time to visit the city's icons and famous places - the iconic Sydney Opera House, the Harbour Bridge and Tunnel, The Rocks and Circular Quay, Chinatown, the famous historical George Street, Manly and Bondi Beaches, and the Blue Mountains in the town of Katoomba. On December 22, we left the picturesque Sydney Harbour on Diamond Princess and arrived the day before Christmas at the sprawling city of Melbourne. A halfday guided bus tour brought us to the Shrine of Remembrance, the Royal Botanic Gardens and Cook's Cottage, the Federation Square, the Yarra River, the Queen Victoria Market, the Rod Laver Tennis Arena which

is home to the Australian Open, and the Eureka Tower and its skydeck overlooking the whole city. For the first time away from home we celebrated our Christmas at sea on our way to the port of Hobart in the island of Tasmania, once a British penal colony, with Mt. Wellington towering in the background. We visited the Rozny Point, Bonorong Wildlife Conservation Park and explored the Georgian town of historic Richmond, home of the first Catholic Church and the first stone bridge in Australia. After a two-day voyage at the Tasman Sea the ship was sailing along the Fiordland World of southern New Zealand. Milford Sound, the most famous of the any majestic fiords, is simply stunning! December 30 found us at the Port Chalmers - the gateway to Dunedin, a Kiwi city of New Zealand with a Scottish heart. We enjoyed the sights on a scenic drive and toured the Larnach Castle, Dunedin Train Station, Cadbury Chocolate Factory, and bustling Octagon Square at the city centre. The next port of call is Lyttelton,the gateway to another famous city, Christchurch, New Zealand's most English city. Places

of interest that we visited include the tree-lined Avon River, Botanic Gardens, Worcester Boulevard, the Arts Centre/Christchurch Art Gallery, the Cathedral Square, and the Bridge of Remembrance. On the early morning of January 2nd, the Princess docked in Tauranga situated in the Bay of Plenty, an area rich in Maori history. Adjacent to the pier is the town of Maunganui which we explored on foot after taking Tauranga's highlights on a narrated tour along the busy bay. We arrived in Auckland, the famous City of Sails, on January 3rd for a five-day visit-tour of the city's must-sees - Mt. Eden (an extinct volcano), Piha Beach, Paihia and the beautiful Bay of Islands, Mission Bay, Auckland Sky Tower, Te Puia Thermal Reserve (Maori Arts and Agrodome), the worldfamous Waitomo Glowworm Caves, the Queen Street, Auckland main avenue. New Zealand Air flew us back to Vancouver on the 7th of January, 2011.

Filipino Friendship Night

here are many Filipinos in Edmonton who are foreign contract workers or new immigrants. Each one has to deal with the challenges of living in a different country, with a different culture. In addition, most have to be separated from their families and friends while trying to settle here. Wouldn’t it help to be able to talk to others who are going through the same experiences, and get support from people who understand your culture, your language and the situations you are going through? We invite you to a Filipino Friendship Night on Saturday, April 2 from 5:30 pm to 9:00 pm to be held at Church on 99 facilities (9910 - 67 Avenue). Activities include a sumptuous Filipino dinner with lechon and other Filipino food and desserts, live

performances, multi-media shows, and a chance to meet fellow Filipinos who are providing monthly venues for socialization and fun activities like picnics in the park, sport days, camping, karaoke nights,

barbecues, information sessions – all for free!
