MAFTI Launches a Bilingual Program in the Winnipeg School Division by Gemma D. Dalayoan

T

he pandemic has not deterred the Manitoba Association of Filipino Teachers Inc. (MAFTI), a non-profit and voluntary association composed of Filipino and non- Filipino members to continue its various educational and cultural programs for the community. Majority of the members are internationally trained teachers from the Philippines. The association is also open to educational assistants, child care providers, child and youth workers, and all those who have background of working with children/ students. It was founded in 1976, and therefore has existed for 45 years. Many MAFTI members are currently employed in the school system. MAFTI’s goal is to aim and facilitate the delivery and administration of educational and cultural programs so that Filipinos and non-Filipinos in the different sectors of our community will have successful integration and participation

in a multicultural, technological, and democratic Canadian society. MAFTI has sponsored both English and Filipino programs, such as the General Educational Development (GED), Settlement Language Training Programs, (SLTP), Rondalla, Scholarship awards, and Filipino Heritage programs. This year MAFTI is launching a Bilingual Program in the Winnipeg School Division in schools heavily populated by Filipino students. Meadows West has been chosen as the pilot school that will offer the bilingual program in a multilevel set-up from Grades 1-3. In a bilingual program, the medium of instruction is Filipino in Language Arts, Social Studies, Physical Education, and Arts and Crafts. Other subjects such as Mathematics and Science will be in English. It is hoped that parents will not worry about their children losing their ability to speak and write in English language because they already live in English-speaking contexts and people.

Furthermore, studies show that from ages 6-18 children’s minds are malleable to pick up or learn as many languages they as they can. MAFTI realizes that language and culture are intertwined or interrelated. Language is defined as “the principal method of human communication, consisting of words used in a structured and conventional way and conveyed by speech, writing, or gestures.” A language of a group of people also includes postures, expressions and gestures. These are called non-verbal language. Voice tones are also included in a language. Culture is defined as “the customs, arts, social institutions, and achievements of a particular nation, people, or other social group”. Simply defined, it is the way of life of a group or people. The environment, values, customs, norms and traditions are embedded in the Filipino language. There are words in Filipino that do not have

very literal or exact translations in English. For examples are words that show respect for elders, such as ho, opo, and ate, kuya, tito, tita. Raising the voice tone of a younger to an elder person in arguments is frowned upon. Postures, such as putting both hands on the respective hips, are also construed as being boastful or arrogant. Therefore, using the Filipino language skills in everyday communication will promote good relationship with families, relatives, friends, and other members of the community. Studies show that when their heritage language is valued and appreciated in a school set- up, children not only develop pride of their own first language and cultural heritage but also boost their morale and self- esteem. This, in turn, enhances students’ academic work. The success of any bilingual program lies in the strong support and motivations of the parents as proven in the research by R.C Gardner and W. Lambert (1972). They realize that “motivation is considered as a key feature in the success of language learning and has great effect on the efficiency and productivity of English language teaching.” Thus, MAFTI

Kababayans call for Winnipegbased Consular Services A group of Filipino immigrants in Winnipeg has appealed through a petition, to The Philippine Embassy in Toronto, to provide Winnipeg-based consular services to the 90,000 Filipinos living in the city. Winnipeg permanent resident, Ann Evangelista, who initiated the movement said that they have appealed to the Ambassador of the Philippines to Canada, His Excellency Ambassador Rodolfo D. Robles and the Consulate General Orontes Castro. They have also reached out to Philippine Honorary Consul Ronaldo Opina who according to Evangelista, has expressed support to them. Currently, Winnipeg Consular Movement is campaigning for 3000 signatures online through https://www. change.org/CALLFORWPGCONSULARSERVICES. Here is the petition posted online last March 15th. PETITION: To Urge the Philippine Embassy in Toronto, Canada to Provide Consular Services Based in Winnipeg, Manitoba, Canada to serve almost 90,000 Filipino residents and migrants. WE, THE UNDERSIGNED MIGRANT, AND IMMIGRANT FILIPINOS IN CANADA, do hereby call the attention of the Philippine Embassy in Toronto, Canada to the following: WHEREAS, one of the main problems of Filipino immigrants and Overseas Filipino Workers (OFWs) in Winnipeg, Manitoba is the lack of access to consular services. Consular services are only offered at the Philippine Embassy in Ottawa and the consulate offices in Toronto and Vancouver. While the Philippine Embassy used to schedule consular outreach in Winnipeg, Manitoba, there has been none in the past year from July 2019 until the day of this petition due to COVID restrictions. Due to lack of consular services, many Filipinos’ passports have

expired and had faced issues, travel limitations, and difficulties which seriously added to the stress brought about by this pandemic. WHEREAS, had there been a local consular office that offers passport renewal services and issues travel documents, those Filipinos who needed to be reunited to their families when faced with emergency cases, and especially during this challenging time would have been helped. WHEREAS, based on the 2020 Statistics, almost 90,000 Filipinos are currently residing in Manitoba. The absence of a consulate office in this province has caused significant inconvenience to the Filipino families who need to travel to other provinces to renew their passports and process other consulate-issued documents. Most 'kababayans' have to take a few days off to travel to Alberta, Ottawa, Toronto or Vancouver to renew their passports, NBI clearance, secure travel documents, apply for dual citizenship, etc. Statistics Sources:

PROVINCE ANNOUNCES SUCCESSFUL INNOVATION GROWTH PROGRAM PROJECTS Program Commits More Than $270,000 to Help Small Businesses Commercialize Innovative Products and Processes:

he Manitoba government is investing $272,500 in four small businesses through the Innovation Growth Program (IGP) to support the development and commercialization of new, innovative products and services, Economic Development and Jobs Minister Ralph Eichler announced today. “The Innovation Growth Program provides support to local businesses that are pursuing innovation and new opportunities, building on Manitoba’s many economic strengths,” said Eichler. “We are investing in four Manitoba companies to help create new jobs and stimulate economic growth in our province.” The latest recipients of the Innovation Growth Program are: • D.B.I Technologies; • Power HV Inc.; • Vexxit Inc.; and • VidDay.com. Eichler noted these four local companies are forecasting the addition of 177 new full-time jobs and $13.6 million of export sales within five years. “The IGP will give VidDay the support to implement several product changes based on user feedback, enhance software and scale sales globally, while hiring

more local talent to join our growing company with a mission to make a billion people smile,” said Denis Devigne, president and co-founder of VidDay.com, which launched in 2015 as an online service that collects and edits video messages and photos into video montages to give as gifts. The minister announced the latest Innovation Growth Program recipients through a VidDay.com video montage that can be viewed at https://share.vidday.com/o-nnc580. The Innovation Growth Program launched in June 2019 and provides up to $100,000 in 50-50 cost-shared, non-repayable financial assistance to Manitoba-based small and medium-size enterprises to assist in developing and commercializing new and innovative products and processes. Filipina-Canadian poet, Alia Ceniza Rasul, announces debut collection of comedic poetry, Super Important Filipina Thoughts. April 1, 2021 – Just in time for April, National Poetry Month, Tkaronto (Toronto)-based Filipina artist, comedian and producer Alia Ceniza Rasul is releasing her first book of hilariously irreverent poems entitled Super Important Filipina Thoughts. The collection reflects Rasul’s musings on identity, family, navigating relationships and friendships, and growing up Filipina. Alia Rasul is a member of awardwinning comedy troupe the Tita Collective, and is a regular performer and writer on the Toronto/Ottawa circuit. She is the artistic director of Tawa Filipinx Comedy Festival and is an alumna of McGill University, the Second City Conservatory, and the Bob Curry Fellowship. In 2019, Rasul challenged herself to write and share a poem on Instagram every day. This practice continued as the world entered pandemic lockdown. Rasul was surprised by the number of other Filipinas who approached her to share how meaningful and entertaining her poems were to them, and encouraged

her to keep writing. What began as an exercise to process her own thoughts and feelings also became an avenue to gently address and heal the stigma against mental health within her community. “I got so tired of my own negative self-talk. I wanted to break free from it so I had to tell myself that all my thoughts, no matter how silly, are important. If this book can just remind women that they are important, if it can make them laugh and feel less alone, then I’ll be happy,” says Rasul. To celebrate the launch of Super Important Filipina Thoughts, a night of poetry and music featuring Filipina artists is being held via Zoom on Saturday, April 3rd at 7:00 pm EST. Proceeds from the event will be used to support the performing artists as well as the artists of the Inday Dolls Palangga Prison Art Project. Inday Dolls are iconic art products made by Ilongga women behind bars as voices of disaster, survival and resilience. The book is published by

Closer (Again) You and I In 1987 Gino Padilla's "Let the Love Begin" was released, immediately becoming a radio hit. I was in 4thyear high school. I was proud of it and was feeling secretly privileged. This is the story why. I first met the Filipino singer Gino Padilla personally sometime in 1985, when he first arrived in the Philippines from the U.S. My Aranzamendez/Del Prado relatives in Better Living Subdivision in Bicutan, Parañaque, where I used to spend summer vacations in the 1980s, held a welcome lunch/dinner for him and his family. Lolo Nonong Aranzamendez was my side of the family, whereas Gino is a relative on the side of Lola Charing del Prado-Aranzamendez. The wife

(Lola Chit) of a brother (Lolo Iking) of Lola Charing was a Padilla. I was there at the gathering. We were excited to see Gino, who at the time was just about to dip his foot in showbusiness. After the meals, Gino graced us with a song or two on minus-one or karaoke or even a cappella. Everyone was jovial and starstruck, especially the young ones. Stories were told. Pictures were taken. Unfortunately, because Kuya Edmon and I were busy helping around, I did not manage to squeeze myself into any of the shots. Nonetheless, great memories of that day remained. I never saw Gino in person again until 35 years after. In January 2016, while I was

on vacation in the Philippines, friend Meds Marfil invited me to watch the show of True Faith at 12 Monkeys Bar in Makati, where he with the rest of his band was a special guest at the concert of Lou Bonnevie, who was celebrating her 30th Anniversary in the scene. Among Bonnevie's other guests were Basti Artadi of Wolfgang and, yes, Gino Padilla! I took the opportunity to chat with Gino; and when I mentioned to him about that get-together at my Lola's house 35 years ago, he beamed a smile of familiarity and nostalgia, saying that he could remember it fondly. After all, that was the time when he was yet to start his singing career. And in the greater scheme of things, we are somehow related by music and affinity. Final Note Gino Padilla released his first studio album in 1987, titled Shifting Gears, which contained the singles that he is best known for--"Gusto Kita," "I Believe in You," and "Let the Love Begin."

n my column, “Quo Vadis, Tea Party?” (December 14, 2012), I wrote: “Is the Republican Party in disarray? No. Is it dysfunctional? Probably, yes. Is it crumbling? Not yet. Yes, at the rate the bloodletting is going on, the Grand Old Party of Abraham Lincoln is going through like what ‘Honest Abe’ went through during his tumultuous presidency—a civil war. “What was once the party that welcomed – nay, tolerated – people with moderate social values into its ranks, has gone through a drastic makeover in 2010 when a new crop of political activists mushroomed in the aftermath of the 2008 defeat of the Republican Party at the hands of Barack Obama. Calling themselves the Tea Party movement, these activists vowed to fight President Obama and deny him a second term. “And like clockwork, everything went according to plan until Election Day when the Obama blitzkrieg rolled into the nine battlefield states, capturing all except North Carolina. And by the time Ohio was won, the election was over. With 303 electoral votes to Mitt Romney’s 206 – and Florida still voting – Romney conceded defeat. “A month after the devastating loss of Romney, the Republicans were still trying to figure out why they lost the election. For the past two years after capturing the governorship and legislative bodies in many states, the Republicans systematically put in place legislations that were purportedly designed to prevent ‘voter fraud.’ “But the Federal courts overturn

most of these ‘voter suppression’ laws in the weeks before Election Day. With the bad publicity created by the Republicans’ attempt to suppress the vote, it generated more interest among Obama supporters – particularly minority and young voters – who turned out in huge numbers on Election Day. A lot of them had to wait for hours – as much as seven hours – to cast their vote. In Florida, voters stayed in line until the wee hours of the following day even after Romney conceded. “Romney, who was confident that he was going to win -- he didn’t bother to prepare a concession speech just in case he’d lose -- was reportedly shell-shocked by the sudden turn of events as states began reporting the election results. “What surprised Romney was that he lost in eight of the nine battleground states when his internal polls showed that he’d win them all by at least five percentage points in each of them. What the hell happened? Where were the ‘angry white men’ whom Romney cultivated and depended on to vote for him? But as it turned out, there were more angrier women, minority, and young voters than these ‘angry white men.’ And this brings to mind: What made them angrier than the ‘angry white men?’ “For starters, the Republican Party’s rightwing extremist agenda alienated a lot of voters. And they would continue to alienate them for as long as they continue to peddle their extreme rightwing agenda. But their problem is that a lot of Republican right-wingers believed that they lost

the election because Romney was not conservative enough. “But the truth of the matter is that Romney lost because he ran on an ultra-conservative agenda, which is a death knell to anyone seeking the presidency. History tells us that nobody has won the White House on an extremist rightwing or leftwing agenda. A case in point was ultra-conservative Republican Barry Goldwater who lost to moderate Democrat Lyndon B. Johnson in 1964. Likewise with ultra-liberal Democrat George McGovern who lost to centrist Republican Richard M. Nixon in 1972. “In essence, to win in a presidential campaign, the candidate should run on a moderate/centrist agenda. Indeed, it was Nixon who said it best when he wrote a letter to Bob Dole in 1995 when he was seeking the Republican presidential nomination. ‘To win the Republican nomination,’ he told Dole, ‘you have to run as far as you can to the right because that’s where 40% of the people who decide the nomination are. And to get elected you have to run as fast as you can back to the middle, because only about 4% of the nation's voters are on the extreme right wing.’ “Romney tried to do that by running a rightwing campaign during the primaries and then made a sudden – and unexpected -- detour to the middle during the first presidential debate, which took Obama completely off guard. Obama lost that first debate but recovered in the second and third debates. But Romney’s shift to the middle came too late. By that time, most voters had already made their choices and the early voters had already voted. “So, what is in store for the Republican Party? Can the GOP recover from the 2012 election debacle and remain a viable political party capable of winning the presidency? But with the Tea Party still in control of the Republican Party apparatus

and dictating its political agenda, it would be difficult for the Republican Party to attract minority, women, and young people into a ‘Big Tent’ that welcomes people of diverse political persuasions. The party tried it in the 1980s and 1990s but failed to keep them simply because of its strict adherence to ideological purity and intolerance to deviation from the party’s rigid stance on issue… or, as Republicans love to say, ‘core values.’ “In the aftermath of the Republican Party’s defeat in the 2012 elections, Tea Party leaders are jumping ship. Former House Majority Leader Dick Armey left FreedomWorks – which was instrumental in the rise of the Tea Party movement – in the wake of its dismal performance where only a quarter of the Tea Party candidate won.”

It was a coup attempt to install Trump as president. It failed. Voter suppression Recently, Republicans in 47 state legislatures have filed legislation to control elections in their state. Georgia was the first state to do so successfully on March 26. Governor Brian Kemp unhesitatingly signed the bill into law behind closed door witnessed by six white male Republican legislators. Immediately, several civil rights and voter rights groups filed lawsuits challenging the new Georgia election law, which many civil rights leaders have compared it to the Jim Crow era. The new law makes it harder for Georgians to register and vote. It allows for unlimited challenges to a voter’s registration. It requires voters to provide their driver’s license, state ID number or a photocopy of their ID to cast a mail-in ballot. It bans third-party groups from sending absentee-ballot applications to voters. It ends the use of portable polling sites. It criminalizes offering food and water to individuals waiting in line to vote. And most importantly, it strips the secretary of state, Georgia’s top elections official, of his role as chair of the state election board, and gives the state legislature the power to fill three of that board’s five seats. It essentially gives the state legislature control over the certification of elections and voting rules in the state. Leaderless and rudderless, the Republican Party seems like it is about to implode. A lot of Republicans are disillusioned. Many have changed their party affiliations. They believe that the Grand Old Party of Abraham Lincoln has lost its vision and moral compass. The party needs an extreme makeover to survive and remain a viable political party.

Eight years later… déjà vu Fast forward to 2020. Former President Donald Trump, who won the 2016 election, lost the 2020 election to Joe Biden by 74 electoral votes – 306 to 232 – compared to the Obama-Romney contest eight years earlier, which were 332 to 206. The big difference is that Romney conceded defeat right after losing Florida while Trump never conceded to this day. He is still challenging the results of the 2020 election. Trump couldn’t believe that he lost the election. He was reportedly shell-shocked by the sudden turn of events as states began reporting the election results. It’s interesting to note that like in 2012, the Republicans resorted to “voter suppression” tactics in 2020. However, the courts – state and federal, including the Supreme Court -- rejected the lawsuits brought by Trump and his supporters who challenged the election results. Trump claimed massive use of “voter fraud” but it never gained traction. More than 60 lawsuits alleging voter fraud were rejected for lack of merit. Use of AstraZeneca vaccine paused for those under 60 Following the recommendation of the Food and Drug Administration (FDA), the Department of Health (DOH) stated that it has temporarily stopped administration of the COVID-19 vaccine produced by the BritishSwedish company, AstraZeneca to people under 60 years of age. Such direction from FDA came when a link between the coronavirus shot and a few cases of unusual blood clots with minimum platelet count was discovered by European drug regulators. FDA Director General Rolando Domingo had asked DOH for the inventory of the said vaccine and recommended not using it on people below 60 years until a clearer guidance and evidence has been obtained from the World Health Organization (WHO) and the country’s experts. For its part, the European Medicines Agency reported that it has finished reviewing 62 cases

of clotting in the sinuses that drain blood from the brain and 24 cases of clotting in the abdomen, with 18 of this fatal. To avoid panic, Domingo made it clear that the people who had this reaction were under 60 and they had received no report of similar adverse effects for those who were already given the vaccine. "Life's most persistent and urgent question is, WHAT ARE YOU DOING FOR OTHERS?" --Martin Luther King, Jr. Ayuda - a Filipino term which literally means "help" or "assistance" - was derived from the Spanish word ayudar meaning "to help." This has been the "word of all days" since the start of year 2020 until now that COVID is still very much prevalent in our midst. Wala pa ba ang ayuda ni Mayor? Yung 5,000.00 PhP mo, nakuha mo na ba? 8,000.00 PhP daw 'yon, di ba? These are questions commonly heard among families within the community as residents have been promised groceries and money to alleviate hunger and, temporarily, financial strife. This may not last a month for a family of five, but it would surely help in day-to-day food and meager financial obligations.
