Look no further than the Picking and Strumming Bootcamp. Phil Natividad is an instructor at the Manitoba Conservatory of Music & Arts and will be teaching a new group of students this coming May with their "Picking & Strumming Bootcamp" The boot camp will explore techniques and strum patterns, including mutes/chucking, fan strum and triplets to help spice up your playing for many campfire songs this summer. The online virtual boot camp is on Saturday, May 8th. Registration for the 1h30m course is $25 on the MCMA.ca website. Happy Strumming!

Last Monday, the Government of Manitoba announced that Manitobans aged 40 and above were immediately eligible to take the AstraZeneca CovidShield vaccine. The move followed announcements by Alberta and Ontario offering the AstraZeneca vaccine with the same age eligibility down from people aged 55 and above. Pathway to Citizenship for 90K TFW, Healthcare Workers, Essential Workers and International Students

Ottawa is creating a new pathway to permanent residency for 90,000 essential workers and international graduates who are currently in Canada, Immigration Minister Marco Mendicino said Wednesday. The new policy will grant permanent status to temporary workers and graduates who possess the skills and experience the country needs to fight the COVID-19 pandemic and achieve an economic recovery, Mendicino said. "Canada's path to prosperity lies through immigration because newcomers ... will come and roll up their sleeves and contribute and give back in our health care sector and in many other vital areas of the economy," he said at a news conference. Mendicino said health care and other eligible essential workers must have at least one year of Canadian work experience to apply, while international graduates must have completed an eligible Canadian post-secondary program within the last four years. On May 6, the immigration department will start accepting up to 50,000 applications from health care and other essential workers and 40,000 applications from international students who graduated from a Canadian institution. Goldy Hyder, president of the Business Council of Canada, said the new program will strengthen Canada's economic recovery by ensuring that everyone who wishes to participate in the labour force has the ability to do so. "Immigrants have long played a critical role in supporting Canadians' high standard of living and building vibrant communities," he said in a statement. "They fill labour market shortages, offset our aging population and broaden the tax base, thereby helping
fund social and public services." Hyder said COVID-19-related restrictions have hit Canada's immigration system hard, significantly reducing the number of newcomers entering the country. The Immigration department said the new policy will help the government meet its goal to accept 401,000 new permanent residents this year. Mendicino said the jobs that are deemed essential are the same ones that people have sometimes labelled lower-skilled. "From caring for seniors to putting food on our tables, we now have a greater appreciation for the many skills and talents and supports that temporary workers are contributing right across our economy." Mendicino said he hopes Canadians will look back on this moment as a time when the country began to recognize the value of essential workers with an immigration policy that reflects appreciation for their roles. "What began as temporary changes to keep our economy going are now blossoming into a wider shift in how we see and treat immigration to Canada," he said. Leah Nord, a director at the Canadian Chamber of Commerce, welcomed the new program, saying it's "an important step towards the inclusive pandemic recovery." She said in a statement that international students and temporary foreign workers are essential sources for talent pipelines for communities and industries across the country. "We have long been advocating for the government to facilitate pathways to permanent residency for temporary residents." This report by The Canadian Press was first published April 14, 2021.

Manitoba investing $2.5M in trails and outdoor recreation to promote health and well-being during the pandemic Funding Meets Increased Demand for Activities Promoting Health and Well-Being During Pandemic: Ministers
T
he Manitoba government is investing an additional $2.5 million to establish the Manitoba Trails Strategic Fund in order to help create, maintain and expand recreational trails across the province, Municipal Relations Minister Derek Johnson and Conservation and Climate Minister Sarah Guillemard announced today. “Our government recognizes the increased demand among Manitobans for trail activities and the need for outdoor recreation opportunities,” said Johnson. “Outdoor recreation is very important and one of the safest ways to support physical and mental health during the COVID-19 pandemic. This investment will help support the development and maintenance of new trails across our province, giving Manitobans opportunities to engage in activities that are beneficial for their health and well-being while following public health guidelines.” The Manitoba Trails Strategic Fund has been developed in partnership with Trails Manitoba to provide grants totalling up to $2.5 million to help ensure equitable, provincewide support for trail projects in our urban centres outside of Winnipeg. These funds will encourage collaboration with local organizations and municipalities for trail expansions and improvements, Johnson noted, adding that the total investment complements similar investment previously dedicated to the City of Winnipeg. “We have seen phenomenal growth in the number of people using our provincial parks and our trails, so there is interest in this type of expansion,” said Guillemard. “The Department of Conservation and Climate is preparing a trails strategy that will guide the development and maintenance of a provincial trail network for a variety of activities including hiking, cycling, snowmobiling and off-road vehicle riding that will
give Manitobans more ways to safely explore this great province.” In 2020, the province committed $7.5 million in funding to be managed by The Winnipeg Foundation and administered by Trails Manitoba for the establishment of trail-related funds including operating funding for Trails Manitoba, the Trails Grant for Manitoba and the dedicated Trails Grant for Winnipeg. The demand for trails and active transportation routes has exceeded all expectations with enthusiasm from across the province, Guillemard noted. “Trails Manitoba saw an incredible response to our call for trail grant applications this past winter,” said Erik Dickson, president, Trails Manitoba. “This additional investment in trails will allow us to respond to many more meritorious grant applications for trail development and maintenance projects throughout Manitoba. As more Manitobans look to trails to stay active, improve their mental health and explore their province, this funding will allow us to continue to improve our province’s trail offerings and ensure their long-term viability for future generations to enjoy.” The Manitoba government has consulted stakeholders about the provincial trails strategy and reached out to the public earlier this year through a survey on EngageMB that brought more than 2,000 responses. Nearly half of respondents confirmed they have used trails more since the beginning of the COVID-19 pandemic, with activities covering a range of uses including hiking, horseback riding, off-road vehicle riding and paddling on water routes. A full report on the Manitoba Trails Strategy survey will be released along with the strategy itself in the coming months. Second Cold War looms!
N
obody expected that the first US-China high-level meeting in Anchorage, Alaska would lead to an open adversarial situation. Facing each other, the two groups seemed to suggest that the two superpowers were locked in a new Cold War in a tumultuous start sans the usual diplomatic courtesies that happen when diplomats meet for the first time. US Secretary of State Antony Blinken and National Security Advisor Jake Sullivan and their counterparts Wang Yi and Yang Jiechi took uncompromising positions for the whole world to see. After both sides displayed a belligerent and uncompromising stance, they seemed to have reached some minor concessions without any radical change in China’s political system or foreign policy. The basic problem with USChina relations has always been China’s totalitarian society against America’s democratic foundation. It’s the same problem that the US had during the First Cold War when the US was trying to stop Soviet expansionism. Now, the US is trying to contain China’s expansionist moves around the world. It’s the same playbook with different adversaries. First Cold War During the First Cold War, which began in 1947 with the implementation of the Truman Doctrine -- America’s foreign policy goal of containing Soviet geopolitical expansion – and ended in 1991 with the dissolution of the Soviet Union. This led to the creation of the North Atlantic Treaty Organization (NATO) in 1949 among the US, United Kingdom, France, and 11
other European countries. They agreed that an armed attack against any of them would be considered an attack against them all. Later on, Greece and Turkey joined NATO. After the collapse of the Soviet Union, the 10 former Warsaw Pact members joined NATO in 1997. Eventually the alliance expanded to 30 members, the largest military alliance in the history of the world. It must be remembered that back in 1960, the late Soviet leader Nikita Khrushchev told the United Nations General Assembly, “Socialism is replacing capitalism.” Sixty years later, Chinese President Xi Jinping said, “The East is rising, while the West is in decline.” Evidently, Xi believes in it, which gives him a false sense of security that could lead to US-China military confrontation knowing that China would take advantage of any demonstration of weakness on the part of the US. Cuban missile crisis This reminds me of the Cuban missile crisis in 1962 when war between the US and the Soviet Union almost broke out when the Soviet Union attempted to bring Soviet nuclear missiles to Cuba. When President Kennedy found out about it, he directed a blockade of the Russian ships. For 13 days, the world watched the standoff in the Caribbean Sea. Finally, Khrushchev backed down and ordered the ships withdrawn. In 1964, the Kremlin stripped him from power for his recklessness that led to the Soviets’ embarrassment during the Cuban missile crisis. But the US has made it clear that she won’t sit by and abandon a nation that she has formally committed to support and protect. In the waning days of the Trump administration, an arms deal was sent to Congress for approval. Beijing claimed that the weapons are offensive, which could be used to attack the Chinese forces’ assembly area on the mainland coast before departure or their vessels while crossing the Taiwan Strait in the event China decides to invade Taiwan. China is angered by the deal saying it “seriously damages China’s sovereignty and security” and threatened to retaliate. The US is obligated by the 1979 Taiwan Relations Act to provide Taiwan with the means for defense, hence the series of weapons deal that the two countries had inked in the past that included 66 F-16 fighter jets worth $8 billion, the largest weapons sale in recent history. Chinese Dream But the Taiwan question is just the tip of the iceberg. China has always been jealous of American superiority. When Xi Jinping came to power in 2012, he envisioned the “Chinese Dream” as the “great rejuvenation of the Chinese nation." It is described as achieving the material goal of China becoming a “moderately well-off society” by 2021, and the modernization goal of China becoming fully developed nation by 2049, the 100th anniversary of the founding of the People’s Republic. So far China is on track. The rapid deterioration in USChina relations has taken many by surprise. US-China rivalry has always been moderated by the need to work together on economic, financial, and geopolitical issues. But their relationship has gone awry due to recriminations over the coronavirus pandemic, which has exposed the depth of their mutual mistrust. China thinks the US is bent
on containing China to prolong the declining power of the US while denying China her rightful place in the sun. Meanwhile, the US has increasingly believed that China is threatening US security interests; thus, undermining her prosperity, interfering in her democracy, and challenging her values. Didn’t we go through this same exercise during the US-Soviet Union rivalry? World dominion But world dominion, which has always been communist China’s global ambition, is hampered by the existence of the US, which China is trying to replace as the sole superpower. But the US is hard to replace. Its democratic foundation is solidly unshakable, whereas, China’s ruling body has to impose a communist and totalitarian rule over her 1.3 billion people. Simply put, democratization of the Chinese society is hard – if not impossible – to accomplish because of the corrupt and godless ruling class. Eventually, China would find herself in the same situation as the Soviet Union, which has brought her own downfall by incessant internal power struggle. Another factor that has detrimental effect on Chinese military power is that China’s navy – although far more warships than the US – is inferior to the US simply because the US has more experience in actual naval warfare than China. Besides, American naval weaponry is far better in technology. A few years ago, Rear Admiral Luo Yuan, a supporter of communist orthodoxy and rabidly nationalist, anti-American, and anti-Western, said that the People’s Liberation Army Navy (PLAN) is the weakest link in the Chinese armed forces. But what surprised – and shocked -- his audience was his statement, “Although my country’s military strength has improved significantly in recent years, there is still a clear gap between China and the United States and Russia. Although our country is recognized by all countries in the world in terms of the army, our country is far inferior to the United States and Russia in terms of the navy.”

US-China naval confrontation Last April 9, the USS Theodore Roosevelt carrier strike group and the USS Makin Island Amphibious Ready Group with the 15th Marine Expeditionary Unit – ready for action -- sailed to the South China Sea to lend support to the beleaguered Philippine Navy, which was sent by the Philippine government to monitor the 220 Chinese vessels that were parked off the Julian Felipe (Whitsun) Reef, which is within the Philippines’ exclusive economic zone (EEZ). By the time the combined US Navy and Marine Corps team reached the vicinity of Julian Felipe Reef, only 10 of the Chinese vessels remained. Apparently, the Chinese militia force ran off to avoid confrontation with the Americans. Rear Adm. Doug Verissimo, commander of Carrier Strike Group Nine, said in a statement, “The combined Navy and Marine Corps team has been a stabilizing force in this region for more than a century and will continue to support all who share in the collective vision of peace, stability, and freedom of the seas.” Touché! Late last month, Secretary of State Blinken affirmed the U.S. commitment to defending the Philippines if she was attacked. He issued a statement, saying, “The United States stands with our ally, the Philippines, in the face of the [People’s Republic of China]’s maritime militia amassing at [Whitsun Reef]. We will always stand by our allies and stand up for the rules-based international order.” Many geopolitical experts believe that the South China Sea is where the next global conflict is going to be. For as long as China claims the South China Sea as her territory, there would always be territorial disputes among the six claimants – the Philippines, Vietnam, Malaysia, Brunei, Taiwan, and China. And with the US affirming her commitment to defend the Philippines if attacked, the region could spark a shooting war. Are we seeing the start of a Biden Doctrine, which is: To contain Chinese geopolitical expansion? With that, it would seem that a Second Cold War looms ahead.

Our existence is beyond our explanation whether we believe in God or we have religion, or we're atheist"-Anthony Hopkins, renowned actor Atheism To put it simply, atheism is the belief (act of the person) that there is no supreme being or deities. Anent to this, while logic and correct reasoning plays a key role in shaping the minds, characters, and ways of life of those who chose to become atheists, it is a common ideology amongst members that human beings were created by means of evolution. Thus, given that an evolution involving life is not something that is done with a whisk of a hand, human beings had gone through a process of change millions of years until they have reached the state and form they are in today. Atheism is not a religion, but a frame of mind (attitude). In fact, atheism includes the belief that human beings could live peacefully,
amicably, morally, and lovingly with others even without any religion. Morality, in the same line, is dictated by the applicable laws an atheist adheres to wherever he may be. One's set of values (morality or decency) is based on the behavioral patterns a human being is born with and applied through culture and tradition that he will learn or form as he progresses in life. Self-control is the summary and manifestation of the humanitarian assets. As Benjamin Franklin once said, "If passion drives you, then let reason hold the reins." Catholicism/Christianity On the other hand, Catholicism/Christianity is a religion in which God (the god of Christianity) is recognized as the Supreme Being, and Jesus (the son of God) acts as the messiah or messenger of the Word of God. Theology or religious teachings include liturgy

(Bible or as they say, Word of God), morality, and spirituality. Stewards of the Church are priests and nuns. The clergy chooses the most worthy among the deceased Christians/ Catholics and recommends them to the Pope (head of the Catholic Church) for Canonization. They consider love and reason ("freewill") as the key elements in a Christian/Catholic life, based on the 10 Commandments set forth in the olden times. The members of this religion are encouraged by the Church to act on faith that whatever their difficulty and wherever they may be, God will help them. They believe that God is in control. In a country where majority of its inhabitants are Christians, atheism takes the back seat but still upholds ideologies that the majority would consider unpopular. Rational thinking, in this sense, is considered unpopular. Anyone Listening? Focusing on COVID as the main predicament that befell humanity since the start of 2020, Christians have prayed on end to be spared from or to heal those who have been infected by the COVID virus. Yet, according to the World Health Organization website, 16,141 deaths are attributed to COVID. The numbers are still rising.
Islam and Hinduism are other deity-centric religions that thrive in the Philippines. Members of these religions seem silent during the pandemic; they are most likely practising their faith in private. Atheists, with the lack of belief in a supreme being or deity, will compose himself, follow the health and safety precautions as well as laws prescribed with regard to the matter,
rationalize on the best possibilities and results, and move on with life. Meditation/self-assessment is the quiet moment they give to themselves. Let's Rationalize Christians have been praying since the olden times and yet, time and time again, apart from COVID, rape, murders, abductions, and any difficulty or strife that gives humans agony happen not only to their members but also to most humans. the exercise of critical and rational thinking as well as religiously (pun intended) following laws and regulations, he will soon find his place in the world. Speak your mind. Practice self-control. Learn to meditate and assess yourself. It might give you the courage and strength that you need so much in your life.

CFL and Winnipeg Blue Bombers announce ReturnTo-Play for August
Wednesday, April 21, 2021 — TORONTO (April 21, 2021) – Canadian Football League (CFL) Commissioner Randy Ambrosie issued the following statement today announcing the League’s Returnto-Play plans for the 2021 season: “We will play CFL football in 2021. “Our revised target date to start our regular season is August 5. To facilitate a 14-game season, for our players, fans and partners, we are re-scheduling the Grey Cup to December 12 in Hamilton, Ontario. “I say ‘target date’ because our plans are subject to the state of COVID-19 across the country. A so-called ‘third wave’ in some provinces is forcing us today to
postpone the start of our regular season, which had been scheduled for June 10. “So, what must be in place for us to kick off on August 5? Two things. 1. The approval of public health officials across the country of our plans for protecting the health of our players, coaches, and ultimately our fans, so a 2021 season is safe. 2. Permission from governments to host a significant number of fans in the stands, in a significant number of venues at the start of the season, and in the rest of our venues soon after that, so a 2021 season is financially tenable for our clubs. “The CFL depends on ticket revenue more than other professional
sports leagues in North America. Fans in the stands account for at least half of our revenue. Our clubs already stand to suffer substantial financial losses this year. Playing without fans in the stands would dramatically increase those losses. “We are prepared to be creative as well as prudent. For example, if we are unable to host fans in the East because of COVID-19, we are prepared to start play in the West, provided eastern teams can return to their home provinces, and play in front of their fans, later in the season. “And we have contingency plans in place, should factors beyond our control delay the start of our season beyond August 5. The bottom line is we are optimistic we will have a season in 2021, culminating in a great Grey Cup. “Everyone who loves the CFL can help us and their communities. Please, when it is your turn, get vaccinated. And please follow your local public health guidelines on measures including wearing a mask and social distancing. “To our players, fans and partners: thank you for your patience as well as your passion for our game. Thank you all the frontline workers out there for all they’re doing for all of us. We look forward to keeping you posted on our progress and to kicking off another great season of CFL football on August 5.”

elcome to BAGA Tour 2021. The members and officers of the Batangas Amateur Golfers Association (BAGA) are excited to be back on the golf course this season. The opening rounds are a couple of weeks away and the opening rounds are scheduled for May 8 at Kildonan Golf Course and May 15 at Whispering Winds of Warren Golf and Country Club. BAGA is inviting women to join and is waiving the membership fees to encourage participation from more women golfers. For more information about BAGA, contact Manny Aranez, or Joey Licmo. Got to Ultraspin Those Electrorecords Again! (On The Dawn's and Eraserheads' Respective Debut Records)

can only thank the record company for making The Dawn's legendary record available again, albeit only in limited numbers.
The Dawn In the mid-'80s, during the peak of what is known now as New Wave music, The Dawn was among the few local bands that made Philippine music relevant alongside the surge of British, American, Canadian, and Australian New Wave groups that dominated the scene. The Dawn's "Enveloped Ideas," was enough at the time to make every Filipino Rock music lover feel proud and empowered. To this day, The Dawn's 1987-released debut record, which I had in cassette tape back in the day, remains a must-have. It was not even released in CD format. That's why when PolyEast Records reissued it on vinyl last year, fans certainly celebrated. Many keen-eared observers noticed that the sound of quality of the reissue paled in comparison with that of the original. Fair enough. However, for music collectors like me who had long lost our original copies of it or who never had the chance to own one before, the reissue becomes as valuable. We
Eraserheads Hands down, Eraserheads was one of the very important bands to ever grace the Philippine music scene in the 1990s. When Alternative Rock music set the international scene on fire in the said decade, many of the Philippines' very own bands stepped up and delivered their own original dishes to the plate. Eraserheads led the pack, releasing its debut album--Ultraelectromagneticpop! ("Ligáya," "Tindáhan ni Áling Néna," "Tóyang," "Malíng Akála," "Páre Ko")--in 1993. I bought a cassette tape of it but, unfortunately, I long lost it. That's the reason I was among the first in line when Offshore Records reissued a vinyl edition of the said album. Lots of comparisons have been made concerning the sound of the originals as opposed the reissues; to me though, it doesn't really matter. The reissues simply filled the void--thanks for that! If only the originals are still readily available to buy, then why not? But for music fans who have either long lost their originals or didn't have copies to begin with, any reissue becomes as important and something to celebrate for.
wo of the Philippine bands that I consider the most monumental, influential, and essential are The Dawn and Eraserheads. We were lucky to have been able to purchase copies of the reissued respective first albums of these two bands that were released last year.
