F

or me, getting the vaccine means gaining a sense of freedom and feeling less stress about contracting the virus. Mentally, I know that having the vaccine means I’m more protected now from COVID. Getting immunized is one more step toward getting things back to normal. I’ve been impacted at my work by COVID, because my interactions with the people I support are overly cautious and less meaningful. Activities are more restricted, and the people I support have less choice of activities to enjoy outside of St. Amant. In my personal life, I don’t get to see my family anymore, besides

virtually calling them. I’m very close to my aunts, uncles and cousins, and we used to see each other every weekend or on my days off. However, now with the restrictions, that pretty much has become impossible. People who are hesitant to get the vaccine should not be forced, it should be a choice they make on their own. I can’t say that it is something we shouldn’t be scared of, as there are still unknown risks. However, I think people also need to keep in mind, that getting the vaccine doesn’t necessarily just protect themselves, but also the people around them who can’t get vaccinated because of

underlying conditions, or younger individuals. For right now, even after the vaccine, we do have to be careful, and continue with our routine of social distancing and hand washing until more people are vaccinated. There’s still some risk of passing the virus through touch. Also, now that we‘ve been forced to distance ourselves from others, try to remember the importance of your relationships with others, don’t take each other for granted, and really value the times you do get to spend with your loved ones.

n spite of the pandemic, the Filipino Music and Arts Association of Manitoba Inc and the Barangay Canada held a more than an hour zoom Filipino Folk-Music Festival to celebrate the 123rd Independence event with a theme: Musikang Pilipino Sa Panahon ng Pandemya. The loaded of talents this presentation was in cooperation

with the Filipino Seniors Group Winnipeg, Acoustic Live in Winnipeg (ALIW), and the local talents and musicians. With this zoom presentation, the music festival had a much wider audience, not only in Winnipeg but also entertaining the Filipinos from coast to coast to international audience.

ack in 1989 when Rodrigo Duterte was Mayor of Davao City, he gave a shocking -and explosive – order to his death squad. That’s according to Arturo Lascanas, a retired police officer, who accused Duterte of masterminding a campaign of extrajudicial killings (EJKs) before the Senate in February 2017. “We were the first hit squad during his reign,” claims Lascanas, who went into hiding to escape the wrath of Duterte. There must be some truth to it because during his 22 years as mayor of Davao City, the city had come to be known as the “Murder Capital” of the country and his hit squad earned the name “Davao Death Squad” (DDS). Then he ran for president in

2016 with the promise to rid the country of drugs and crime – kill every drug dealer and user – and to feed their corpses to the fish in Manila Bay. DDS took on a national face and it was changed to mean “Duterte Death Squad.” After more than four years in office, the EJKs continue with impunity. It’s estimated that more than 30,000 people have been murdered since Duterte took office. Last June 14, 2021, Prosecutor Fatou Bensouda of the International Criminal Court (ICC) announced that she concluded her preliminary examination in the Philippines and is seeking authorization from the ICC’s judges for a full investigation into crimes against humanity, torture and other inhumane acts committed

in connection with the country’s “war on drugs” between November 1, 2011 March 16, 2019. Duterte is now in a fish bowl; the ICC is scrutinizing his every move. Meanwhile, Agnès Callamard, Amnesty International’s Secretary General, said “The ICC’s intervention must end this cycle of impunity in the country and send a signal to the police and those with links to the police who continue to carry out or sanction these killings that they cannot escape being held accountable for the crimes they commit.” These include extrajudicial executions committed by police in “anti-drug operations” following incitement and encouragement by high-ranking officials, including the President. When the ICC launched a preliminary examination into possible crimes committed in the country in February 2018, the following was revealed during the pre-Trial Chamber evaluation: 1. According to Vice President Leni Robredo, murder cases rose by 60% since Duterte took power; 2. Some 25 to 29.7 extra violent deaths occurred daily as a result of

state-personnel and state-directedvigilante EJKs; 3. 1,600 Filipinos died daily in 2017, on average, from all causes; 4. 22.3-27 average daily killings took place as a result of murders and occasional armed conflicts; 5. Under Duterte there were 27,832 traceable EJKs up to December of 2018. Duterte repeatedly admitted publicly to the murder of Filipinos. At one time, Justice Secretary Vitaliano Aguirre II said, “Killing a class of people known as ‘drug suspects’ is not a crime against humanity because they are not human.” Duterte and 11 other government officials including Aguirre, former PNP Director now Senator Bato dela Rosa, and Solicitor General Jose Calida were named by the ICC as defendants. The following month, Duterte announced that the Philippines would withdraw from the Court. Obviously, it was an attempt to avoid investigation. This withdrawal took effect a year later, on 17 March 2019, but did not remove the ICC’s power to investigate crimes in the country. Duterte, however, said he

will not cooperate with the probe and rejected the ICC prosecutor's findings. What is the ICC? The ICC is an intergovernmental organization and international tribunal that sits in The Hague, Netherlands. The ICC is the first and only permanent international court with jurisdiction to prosecute individuals for the international crimes of genocide, crimes against humanity, war crimes, and the crime of aggression. The intent is to complement existing national judicial systems and it may therefore exercise its jurisdiction only when national courts are unwilling or unable to prosecute criminals. While the ICC lacks universal territorial jurisdiction, and may only investigate and prosecute crimes committed within member states, crimes committed by nationals of member states, or crimes in situations referred to the Court by the United Nations Security Council. Since Duterte withdrew the Philippines’ membership in the ICC – to avoid prosecution – the next Philippine president may have to request the Continued on page 13 ►

Phreatomagmatic Eruptions on Taal Volcano raised to Alert level 3 On Thursday, July 1, 2020, The Philippine Institute of Volcanology and Seismology (Phivolcs) elevate the status of Taal Volcano to Alert Level 3 after a phreatomagmatic eruption started at 3 p.m. which the crater at the time created a momentary dark phreatomagmatic plume, that was one kilometer high. The same two smaller eruptions later in the day from 6 p.m. - 7 p.m. lasted two minutes and generated plumes as high as 200 meters. Phivolcs explained that the phreatomagmatic eruption was caused when the magma and water in the lake of the main crater came into contact. That’s why the water was converted to gas in the form of water vapor. The institute reminded the public that the volcano island is a Permanent Danger Zone, entry into

the vicinity is prohibited. Authorities on high-risk barangays of Agoncillo and Laurel in Batangas due to possible hazards have started their evacuation activities as of Thursday afternoon, the National Disaster Risk Reduction and Management Council reported. “Evacuees are either staying

in evacuation centers or with their relatives,” said Agoncillo Mayor Daniel Reyes. Reyes added that authorities are preparing relief goods and will be seeking assistance from the national and provincial governments. This is a developing story

Donaire cancels fight against Casimero, due to unacceptable behavior

ward-winning actress Bea Alonzo officially begins a new chapter in her career after Bea and GMA Network sealed the deal with a contract signing ceremony this afternoon at the Edsa Shangri-La, Manila, in Mandaluyong City today, July 1, Thursday.

Bea Alonzo (Phylbert Angellie Ranollo Fagestrom) is a half-British, half-Filipino born October 17, 1987. An actress known for being exquisite and her versatility, Bea starred in several blockbuster movies that earned her acting awards. An exhilarated Bea said that she's looking forward to working with Kapuso artists, some of whom

Ara Mina’s, from superstition to answered prayer

ra Mina, 41, finally says goodbye to being single after joining in marriage to Dave Almarinez 45, this Wednesday, July 30, 2021, held at Alphaland Baguio Mountain Lodges Chapel, Baguio City. It was an answered prayer for Ara to finally find her partner in life. Ara said that she was waiting so long for her “The One” to come along. In her prayer, she added that she’s not getting any younger and really wants to experience having her own family one day. Ara is a single mother of daughter Mandy 6, from her former boyfriend Bulacan Mayor Patrick Meneses. She felt a little frustrated, especially after both her sisters married first before her. There’s a superstition which she believes that once your younger siblings marry first the older ones will no longer be married but she relied firmly on her solemn prayer. In November 2020 Ara announced that she and Dave are officially dating after having known each other for 2years. Over a year later in his hometown in San Pedro, Laguna Dave proposes to her which leads to this happiest moment in their life.

The ICC began operations on July 1, 2002, upon the entry into force of the Rome Statute, a multilateral treaty that serves as the court's foundational and governing document. States that become party to the Rome Statute become members of the ICC, serving on the Assembly of States Parties, which administers the court. As of December 2020, there are 123 ICC member states; 42 states have neither signed nor become parties to the Rome Statute.

Additionally, the Office of the Prosecutor is conducting preliminary examinations in nine situations: Colombia; Guinea; Nigeria; Palestine; the Philippines; Ukraine; Bolivia; and two in Venezuela.

So far six have been convicted, one on appeal, thirteen currently under investigation, and one investigation pending authorization. However, as is normally the case of people facing investigation before the ICC, an arrest warrant is issued once the case is underway. This means that Interpol could arrest Duterte if he steps out of the country. However,

the ICC lacks the proper resources to enforce the laws prescribed by the Rome Statute. It is ineffective when issuing arrest warrants for individuals who have committed crimes against humanity. Duterte just might avoid prosecution. At worst, he’d be branded as a fugitive from justice, which would prevent him from traveling outside the Philippines, lest he’d be arrested and flown to Geneva where ICC is situated.

n my late elementary and especially highschool days, the genre that became my number-one favorite was New Wave, and it remains to be so. Thinking about it--what really drew me to this kind of music--I long realized that it's the melodie, the often complex arrangements and instrumentation, and the catchiness. Further recollecting my earliest exposure to music, in my early-'70s childhood, I remember The Carpenters, The Hollies, The Beach Boys, The Monkees, The Byrds, The Zombies, The Cascades and, of course, The Beatles. This prompted me to explore farther and deeper into what became known as Sunshine/Psychedelic Pop, making me discover/rediscover the following wondrous gems that you might want to check out also.

Winnipeg Filipino band Velvet Blitz releases debut album

I

n the last decade, the Filipino community in Winnipeg has seen a surge in young bands that perform as frequently as they could at whatever festivals and venues became available to them, especially before Covid struck and rendered many people unable to stage musical gatherings. Despite this challenge, there remain a few bands that continued to persist, writing and recording original music; the notable ones are The 12/21, Humous, and Velvet Blitz. Speaking of Velvet Blitz, they have just released their first fulllength album—something that they painstakingly recorded amidst all the challenges and restrictions that the still ongoing pandemic has caused. Formed in 2019, in Winnipeg, Velvet Blitz consists of Loloy (lead guitar / vocals), Mish (female vocals), Dri (bass/keyboards), and Eric (drums). Their first gigs included performing at the food and music festival dubbed as Food Trip, in September 2019; and a benefit concert, billed as 1Heart, in November of the same year. Standouts were the infectious “Do That Thing,” the Filipino-worded “Habílin,” the guitar-oriented instrumental “Velvet Blues,” the timely metallic stomper “Vaccine Bomb,” and the apt album closer “Heartbeat.” By June 2020, Velvet Blitz have started taking advantage of Spotify, Apple Music, Amazon Music, YouTube Music, Deezer, and Pandora to promote their music. VANCOUVER, One of the Top Ten Most Beautiful Cities in the World (Part 4)

O

ne of Vancouver’s best places located at the northern tip of Stanley Park is Prospect Point. At the Prospect Point lookout we can see West and North Vancouver and admire the spectacular views of the North Shore Mountains and watch the ships coming in and going out of Burrard Inlet under the Lions Gate Bridge. Prospect Point has a bar and grill and ice cream counter. At its coffee shop enjoy the locally roasted Moja coffee! There is a little wild life at Prospect Point as we see warning signs about the raccoons that are not uncommon in the area. If you happen to see one don’t feed it just give it lots of space. Towering over the waters of the Burrard Inlet is the iconic Lions Gate Bridge, the longest suspension bridge with a total length of 1,517 meters. Recognised as a National Historic Site of Canada, the bridge opened in 1938 to connect the city of Vancouver to the districts of North and West Vancouver. Actually,

the term “lions gate” refers to the “Lions”, a pair of mountain peaks of North Vancouver as represented by a pair of cast concrete lions placed on either side of the south approach to the bridge. From here it is only a matter of minutes to the trendy Robson Street, the popularly famous haunt of the young and the young at heart. Once known as “Robsonstrassee” for the number of German and European stores that opened up after World War II, the long Robson Street is Vancouver’s premier shopping boulevard lined with stores of well-known luxury brands and restaurants serving food from all over the world. For most visitors like us Robson Street is a must-stroll especially in the evening after dark with lights on the trees on both sides of the street. And because of the frequently numerous crowd, day and night, people watching along the famous walking thoroughfare has become a primary attraction! A bustling place at Robson Street is the Robson Square naturally

It is also the site of the glasscovered Provincial Law Courts and University of British Columbia downtown satellite campus. Downtown Vancouver is also home to Canada’s largest Chinatown. Passing through the Millennium Gate on Pender Sreet you’ll know that you are in “Hongcouver”, as the city has been referred to before because of first-generations immigrants from Hong Kong who settled in the area to work at British Columbia’s railroad during the 1800s; so a little of history can still be felt here. There are also trendy Chinese restaurants here like the Bao Bei and the Juke. Our visit at Chinatown ended up with the purchase of several dozens of our favourite Chinese delicacy, “asadong siopao”. If you want to experience something different come quickly and take a look at downtown East Side of Vancouver, the area with the most poverty, drug dealing and drug use, crime, mental health, sex work, and homelessness. 3,634 people are identified as experiencing homelessness in the Metro Vancouver region.
