Marcos: Justice for Drug War Victims Lies with Philippine Judiciary
President Marcos emphasized that the responsibility for delivering justice to victims of the previous administration's drug war rests with the Philippine police and judiciary. Amidst the International Criminal Court's (ICC) probe into the controversial campaign, Marcos reiterated his refusal to recognize the ICC's jurisdiction, labeling it as a threat to sovereignty.
In an interview with ABC News, Marcos dismissed the ICC's involvement as a "political move," asserting that the Philippines possesses a functioning judicial system capable of addressing such matters. He highlighted progress made in holding accountable erring policemen and ensuring due process for those implicated in the drug-related killings.
Marcos clarified his administration's stance, emphasizing a focus on rehabilitation for small-time drug offenders rather than resorting to extrajudicial measures. He reiterated Duterte's position that allegations against him should be addressed within local courts, firmly rejecting ICC jurisdiction despite public opinion in favor of cooperation with the tribunal.
Despite Marcos' stance, public sentiment, as reflected in a recent poll, suggests a majority of Filipinos support government cooperation with the ICC's investigation into the drug war, indicating a complex landscape of public opinion and governmental policy.
Charges Filed Against Quiboloy for Sex Abuse and Trafficking
The Department of Justice (DOJ) has made a significant decision to pursue legal action against Kingdom of Jesus Christ leader Apollo Quiboloy, ordering the filing of sexual abuse and qualified trafficking charges. This move comes in response to a petition for review, overturning a 2020 decision by the Davao City prosecutor's office to dismiss charges of rape, child abuse, and human trafficking against Quiboloy and five others.
Justice Secretary Jesus Crispin Remulla announced the DOJ's decision, emphasizing the gravity of the allegations and the necessity for accountability. The charges stem from
a 17-year-old victim's account of sustained abuse dating back to 2011, including a rape incident in September 2014. The victim also detailed emotional and physical mistreatment, coupled with forced labor under the pretext of religious service within Quiboloy's church.
Remulla underscored the DOJ's commitment to ensuring justice for the victim, highlighting the appointment of a special panel of prosecutors to handle the case. Additionally, the DOJ intends to seek the transfer of these cases to a Manila court for further proceedings.
The filing of charges not only holds Quiboloy accountable for his alleged actions but also serves to prevent potential extradition to the United States, where he faces similar charges. Remulla clarified that the decision aims at providing justice to the victim within Philippine jurisdiction, emphasizing that no extradition request from the US has been received yet.
Quiboloy's inclusion in the Most Wanted List of the Federal Bureau of Investigation underscores the international significance of this case. However, for now, the focus remains on addressing the allegations and ensuring due process within the Philippine legal system.
House Panels Greenlight Enhanced Benefits for Seniors and PWDs
In a significant move, three House committees have given the green light to three bills aimed at bolstering discounts, incentives, and tax exemptions for senior citizens (SC) and persons with disabilities (PWDs). Led by Rep. Joey Salceda, chair of the House committee on ways and means, these bills propose comprehensive guidelines for local government units and businesses to streamline the administration of benefits for SCs and PWDs.
Among the key provisions, businesses would be required to train staff in granting these benefits and prominently
display information on entitlements within their establishments. Additionally, simplified registration processes and an innovative "e-Gov PH Super App" are slated to facilitate identification and access to government services for seniors and PWDs.
Data reveals a significant demographic of 2.3 million seniors and 670,000 registered PWDs in the Philippines, underscoring the importance of these measures. The bills emerged from a January inquiry by three House committees, prompted by concerns over implementation gaps in existing legislation, notably highlighted by Starbucks' controversial discount policy.
Notably, the proposed monthly grocery discount of P500 is poised to alleviate financial burdens amidst rising inflation, according to the National Commission of Senior Citizens (NCSC). NCSC Chair Franklin Quijano emphasized the meaningful impact of this increase, urging vigilance from seniors and PWDs to ensure compliance from establishments. Speaker Martin Romualdez has advocated for further increases in grocery discounts, reflecting a broader commitment to improving benefits for these vulnerable groups.

Global Pinoys will be able to relate to this movie, "Coming Home," starring Jinggoy Estrada and Sylvia Sanchez. Family man Benedicto "Benny" Librada (Jinggoy) finds success as an OFW in Qatar and secures his family's brighter future. But he engages in an affair that tears the family apart. His wife, Salve, played by Sylvia, ends up making sacrifices to keep the family together. She goes as far as concealing the secret of her terminal illness. Watch it on March 10.
Airing on March 17 is "Broken Blooms." The award-winning drama, about a newly married couple struggling with growing financial burdens and other setbacks brought on by the global pandemic, stars Jeric Gonzales and Therese Malvar as Jeremy and Cynthia, respectively. Playing Jeremy's mother, who
constantly reprimands Cynthia for marrying her son, is award-winning actress Jaclyn Jose.
Compassion thrives amidst the wreckage caused by a husband's suicide and the mountain of debts he left behind in the movie "In the Name of the Mother." Snooky Serna plays Carmen, who not only keeps the family together following the tragedy but also pays her husband's debts and re-opens their jewelry store. Less than two weeks ago I was in the Philippines participating in a wide variety of meetings and a ribbon cutting ceremony. Before the formal agenda began, I was able to take a long walk-in downtown Makati on a typical sunny February day while absorbing the atmosphere around me. It is easy to understand why so many people like to be in the Philippines in January and February. Unfortunately, due to the work schedule I was not able to host any immigration workshops or visit schools or visit many people or even go outside of Metro Manila, but we did accomplish a great deal.
The primary reason for the trip was for Canada's Minister of Agriculture to open the first ever IndoPacific Agriculture and Agri-Food Office. The new Manila office will provide expertise and resources related to Agri-food and trade to 40 countries and I was pleased to be there when we cut the ribbon.
Our Prime Minister has invested a great deal of resources in expanding trade opportunities and building relations with countries around the world. For me the Philippines has always been a priority and having this office located in Metro Manila says a great deal. Agriculture, food security and trade will be growing worldwide in a very large way in the years ahead and this new office will be playing a critical role in many ways.
Two very different groups we met with clearly demonstrated how in different ways this new office will help. Pork is a gigantic industry in Canada with Manitoba alone producing over 8 million pigs a year. In meetings with several stakeholders the issue of protecting the local producers share of the market was critically important (and we agreed) but it was very clear that there was a high interest in importing more processed pork from Canada. We met with some
potato farmers who supply Manila with most of the potatoes that the city requires for things like French fries. It was interesting to learn that the potato seeds that they used to grow their potatoes come from Canada because our potatoes provide a larger yield of potatoes per plant. We had a tour of a Metro Supermarket where they have over 150 items processed from Canada that you can purchase at their grocery stores, and they indicated that the demand for Canadian products continues to grow.
As I indicated that the new office will be there to serve 40 countries in total but let
there be no doubt there is an advantage having it located in the Philippines.
It was really cool to meet the CEO and the owners of Jollibee, and I reminded them about Winnipeg having the first Jollibee in Canada. Jollibee's short-term goal is to open 100 restaurants in Canada. Sticking with fast food, if you live in Winnipeg, you have likely noticed that KFC has been brought back to life with stores being renovated and service dramatically improved. Well, that is due to its new ownership, ownership that is based in the Philippines and KFC Canada is wanting them
to continue to expand in Canada.
With the help of Ambassador Austria I was able to meet with the President of the Senate, the Speaker of the House of Representatives and other Members of Congress. One evening I was afforded the chance to walk around in Pasay where I even met with a Barangay Captain and many others.
Canada's million plus residents of Filipino heritage is a valuable advantage in many ways as we build a stronger and healthier relationship between both countries. Wouldn’t a trade agreement be nice?

Festival du Voyageur Adapts to Mild Winter with Spirited Celebrations
Bon Festival, He Ho! We made it out to Festival du Voyageur on the last day and despite the mild weather and lack of snow, we still had a great time and continuing our yearly tradition, we headed straight for the Sugar Shack for maple taffy.
The festival, now in its 55th edition, kicked off with thousands in attendance, celebrating the region's fur-trading heritage and French culture. Executive
Director Breanne Lavallée-Heckert emphasized the festival's role in preserving French-Canadian and Métis heritage, even as traditional snowy landscapes were scarce.
This year introduced several new features to accommodate the unusual weather, including an Indigenous art gallery and sculptures made from recycled materials, alongside the traditional snow sculptures. "We've had to
innovate a bit, so there's lots of different elements," Lavallée-Heckert said, highlighting the festival's commitment to sustainability and creativity.
The tents, though surrounded by an unconventional mix of mud and hay, were alive with the sounds of fiddles, accordions, and enthusiastic crowds. From traditional jigging competitions to the warmth of maple sugar shacks, there was
no shortage of entertainment or culinary delights.
The Festival du Voyageur's resilience and dedication to cultural celebration stood out, as it successfully adapted to the mild winter. LavalléeHeckert's reflection on the festival's importance in fostering community and inspiring future generations underscored the undiminished spirit and magic of this beloved Winnipeg event.
Skating Towards Success: QPAM's Adult Learn to Skate Program
An important and transformative program is gaining momentum, changing lives one glide at a time. The QPAM Adult Learn to Skate Program, generously supported by the Manitoba Arts, Culture, and Sport Fund, has become a beacon of community engagement, wellness, and personal growth. This unique initiative not only aims to teach adults the art of skating but also fosters a sense of belonging and accomplishment among its participants.
At the core of the QPAM Learn to Skate Adult Session is the belief that learning new skills, particularly in adulthood, can significantly enhance one’s lifestyle, mental health, and social connections. Funded by the Manitoba Arts, Culture, and Sport Fund, the program is a testament to the government's commitment to enriching the community's cultural and sports landscape. By investing in such programs, the Fund highlights the intrinsic value of combining arts, culture, and sport to create comprehensive developmental opportunities for adults.
The program recently gained additional recognition and support with the attendance of special guests Councillor of Old Kildonan Ms. Demi Sharma and the Honourable Glen Simard, Minister of Sports, Culture, Heritage, and Tourism. Their presence underscored the importance of community and government backing for initiatives
that contribute to the cultural and physical well-being of Manitobans.

The Winnipeg Jets celebrated the sixth annual Follow Your Dreams (FYD) Day and WASAC (Winnipeg Aboriginal Sport Achievement Centre) games, presented by Scotiabank, on Feb. 24 and 25 at the Canada Life Centre. This special weekend was dedicated to honoring Indigenous culture, with a particular focus on connecting with youth from northern and remote Indigenous communities.
True North Sports + Entertainment unveiled the 2024 Jets WASAC and Moose FYD jerseys on Wednesday, Feb. 21, marking the occasion with a cheque presentation of $54,512.00 funds raised in support of WASAC throughout the 2022-23 season.
The highlight of the celebration, the Winnipeg Jets WASAC Night, took place on Sunday, Feb. 25 at 5 p.m., featuring a match against the Arizona Coyotes. A ceremonial puck drop paid tribute to Indigenous youth and elders, spotlighting figures such as Manitoba’s first Indigenous judge and former Canadian Senate member, Murray Sinclair.
The event was enriched with cultural performances, starting with Rhonda Head, a mezzo-soprano vocalist from Opaskwayak Cree Nation, who sang both national anthems, performing "O Canada" in Cree. During the first intermission, Métis singer Krista Rey presented the Métis National Anthem. The
celebration continued with Aboriginal Music Hall of Fame member Errol “C-Weed” Ranville, round dance singer Darryl Buck, and Inuit throat singers Nikki Komaksiutiksak and her daughters, alongside DJ Uncle Craig who spun Indigenousinspired music on the concourse, all contributing to the vibrant celebration of Indigenous heritage.
Winnipeg Jets Celebrate Black History Month - February 20
The Winnipeg Jets celebrated Black History Month by hosting a special Black History Night game against the Minnesota Wild on Tuesday, Feb. 20. This event was part of the NHL's Hockey is for Everyone campaign, which aims to
promote positive social change and create more inclusive communities within and around hockey.
The game honored the legacy of Bill Riley, the Jets’ first Black player, who took the ice as a right winger for the team during the 1979-80
season. Riley's journey in the NHL began with the Washington Capitals in 1974, making him the third Black player in the league's history. His pioneering career was recognized by the Nova Scotia Sport Hall of Fame in 1998, celebrating him as
the first Black Nova Scotian to play in the NHL. Beyond his playing days, Riley significantly contributed to the sport as a coach and general manager for the Moncton Wildcats, helping to establish the team as a prominent QMJHL franchise.

In the '80s phase of the New Wave spectrum, its English Pop angle was dominated by colorful bands like Culture Club, Visage, Kajagoogoo, Thompson Twins, Spandau Ballet, and Duran Duran, among which the last two reigned the charts, the radio, MTV, music magazines, as well as the bedroom walls of many fans of these so-called New Romantics. I was one of them--13 in 1984, when I started wearing flamboyant clothes and painting my face with blue and yellow eyeshadows, black eyeliners, and red lipsticks.
You might be expecting me to say, "Those were the days"; but, sorry to disappoint you, I will not. Or, did I pleasantly surprise you?
Because for me, those days never ended. They don't have to end. I have been living the life and the music for almost four decades now.
I may have mellowed when it came to donning the fashion, but I remain a listener of the music.
Dreams never end.
I never stopped listening to and reading and writing about this kind of music--not only the old ones but also the new releases. I still follow the activities of all those bands, regularly updating myself with especially new albums.
