more years. Within two years, it is expected that these individuals will receive official nominations from Manitoba's Provincial Nominee Program (PNP), paving the way for
permanent residency.

Dr. Guzman is the Regional Lead for Vascular Surgery with the Winnipeg Regional Health Authority and Professor and head, Section of Vascular Surgery at the University of Manitoba, Max Rady College of Medicine. He graduated from the Faculty of Medicine at the University of Medicine in 1983 where he subsequently completed his residency training in General Surgery. He then completed a one-year Fellowship in the Section of Vascular Surgery at the University of Manitoba followed by a one-year Senior Research Fellowship in the Vascular Surgery at the University of Washington in Seattle with a focus in duplex ultrasound.
He has also had a long interest in residency education, starting early in his career as a Program Director of Vascular Surgery at the University of Manitoba. He is a past Exam Chair and current Chair for the National Specialty Committee for
Vascular Surgery at the Royal College of Physicians and Surgeons of Canada. He currently serves on the Council at the Royal College, past president of the Canadian Society of Vascular Surgery and past president and current Governor of the Manitoba Chapter of the American College of Surgeons. In 1992, Dr. Guzman returned to Manitoba as an Assistant Professor in the Department of Surgery and was subsequently promoted to Professor in 2008. He completed an Interventional Vascular Radiology Fellowship at the University of Manitoba in 2006. He was the Director for the I.H. Asper Clinical Research Institute for the Department of Surgery at St. Boniface Hospital from 2009 to 2020.

MANILA, Philippines — The House youth and sports committee on Wednesday reviewed a bill proposing a lifetime monthly pension of at least P15,000 for retired Filipino Olympians, recognizing their dedication and sacrifice. House Bill 3523, introduced by Rep. Eric Buhain, seeks to provide this pension to retired Olympians aged 50 and above, separate from other retirement benefits.

Climate Change Intensifies April Heatwave in Asia
MANILA, Philippines — Humancaused climate change significantly intensified the extreme temperatures experienced across Asia, including the Philippines, in April, according to a study by the World Weather Attribution group. The heatwave, exacerbated by El Niño conditions, resulted in hundreds of deaths, school closures, and crop damage.
Friederike Otto from the Grantham Institute at Imperial College London stated that emissions from oil, gas, and coal added deadly heat to the natural climate patterns. The study revealed that without human-induced climate change, such heatwaves would have been nearly impossible in the Philippines, even during El Niño.
The analysis predicted that similar heatwaves could become a frequent occurrence, potentially happening every two to three years
if global warming reaches 2°C. The heat prompted schools to switch to online classes and strained power grids, with at least seven reported heat-related deaths.
Experts stress the need for robust heat action plans, particularly in rapidly urbanizing areas like Manila. Labor groups, including
Kilusang Mayo Uno, are urging the government and employers to implement safety measures for workers, such as extended breaks, to mitigate heat-related health risks.

Civilian Convoy Heads to Scarborough Shoal to Assert Philippine Rights
MANILA, Philippines — On Wednesday, a civilian convoy comprising Philippine fishing boats sailed towards the Chinacontrolled Scarborough Shoal to provide supplies to Filipino fishermen and assert Philippine sovereignty over the disputed waters. The mission, organized by the Atin Ito Coalition, follows a recent incident where Chinese Coast Guard vessels fired water cannons at Philippine government boats in the area.
Escorted by a Philippine Coast Guard vessel, the convoy includes around 100 people aboard four commercial fishing vessels and smaller outriggers. Rafaela David of Atin Ito emphasized the mission's peaceful intent, based on international law, aiming to support fishermen and affirm territorial rights.
Despite reports of a significant Chinese presence near the shoal, the group remains undeterred and plans to deploy buoys marked "WPS is ours," referring to the West Philippine Sea.
