A race for disgrace: Chevrier and Empress named Worst Roads in Winnipeg
CAA Manitoba’s sixth annual Worst Roads campaign concluded with a record number of roads around the province being nominated for the annual disgrace. Just over 8,400 votes were cast for 712 roads around the province, demonstrating the campaign to recognize roads that need improvements continues to grow. “Worst Roads has achieved another personal best – or should I say worst? – as Manitobans voted on an historic number of roads. Clearly, many of us believe the routes on our commute are the roughest roads around and deserve to be recognized as an area of concern,” said Mike Mager, President of CAA Manitoba. “That’s why we’re pleased our elected officials are more willing than ever to receive our campaign results.” Provincial Road 239 took an early lead, and while several other roads made up ground during the

he University of the Philippines Board of Regents (BOR), the university’s highest policy making body, has offered a Doctor of Laws, honoris causa, degree to President Rodrigo Duterte as part of tradition. The state university’s students and alumni have expressed their disappointment over UP’s decision, saying Duterte must instead be held accountable for the thousands of deaths under his administration’s bloody crackdown on drugs. Former student regent Cleve Arguelles in a public post said Duterte should be conferred instead with a doctorate on “crimes against humanity,” due his administration’s brutal war on drugs that has left thousands of suspected drug pushers and addicts killed. Meanwhile Presidential spokesperson Ernesto Abella downplayed the issue by saying that Duterte was not after the honorary doctor of laws degree.

Prayer Changes Things What, How much, and in What Manner? You will understand prayer much better, if you will consider three questions that arise from the well known saying "Prayer Changes Things. 1.What Things Does Prayer Change? Prayer changes "all things". If we are to "pray in everything", (Philippians 4:6) then everything must be capable of being changed by prayer. Prayer helps make "all things" work together for good (Romans 8:26-28). But "all things" does not mean absolutely everything in the universe but rather "all things that pertain to godliness" (2 Peter 1:3-4, 11). The "Life" referred to is eternal life. Prayer does not change things which have no connection with the salvation of souls. However this doesn't mean that prayer changes only spiritual things. Prayer will certainly change material things when that change has a spiritual benefit. On the other hand, God is not Santa Claus. Prayer is not satisfying material lusts and whims, although it is certainly important that we pray for material needs. In one breath, Jesus taught us to
pray, "Give us our daily bread and forgive us our trespasses . . . The main purpose of prayer, however is to help make things "turn out for salvation" (Philippians 1:9). 2.How Much Does Prayer Changes Things? Prayer avails "much" (James 5:6). But how "much" is "much"? If you think "Not very much", you are mistaken. "Much is more than we ask or think. (Ephesians 3:20) Prayer changes things more than we imagine or comprehend. Prayer changes things for spiritual and eternal purposes which are wonderfully high. We cannot measure or perceive the changes which prayer makes, so in one sense, we cannot answer question "How much?" But we know this: Prayer changes things as much as is necessary to insure the salvation of our souls. Thus prayer changes very much indeed! 3.In What Manner Does Prayer Change Things? Sometimes in a miraculous manner - for example when Peter raised Tabitha from death (Acts 9:40) Sometimes in an extraordinary manner - for example the case of Elijah and the drought (James 5:17-18).
April 20-May 5, 2017
But mostly in an ordinary manner - for example when Paul was met by his friends (Acts 28:15-16). We usually experience the changes prayer makes at an ordinary level. If miracle and extraordinary events were commonplace, they would not be extraordinary, would they? God is able to influence the ordinary course of events so that our real needs are satisfied. This does not diminish the power of prayer or the providence of God. In a way, it makes it all the more wonderful and abundant, QUESTIONS FOR REVIEW 1. Does God do more for those who ask of Him than He does for those who don't? 2. What things should we pray about? What about material/ physical things? 3. To what extent, and to what end, does prayer change things today? 4. Why is it foolish to think of every answer to prayer as extraordinary or miraculous? 5. God answering prayer is by defenition "supernatural". Isn't it therefore "miraculous"? 6. Why is the operation of providence mistaken for coincidence or mere good fortune? 7. When prayer change things in the ordinary course of events, it does not change things very much. True or False? 8. Can we usually and confidently point to something and say "GOD change that!" and is it necessary or fruitful for us to do so? 9. The story of Esther (in the Old Testament) certainly demonstrates providence. How many miracles does the story record?

Only in the Philippines, Really
I
t’s commonly said, ‘only in the Philippines’. Our country is so well known for changing the rules mid-stream. The forthcoming barangay elections was supposed to be held last year but was postponed to October this year. From Malacanang, President Duterte made an open declaration that he wanted the local polls to be once again be held some other time. ‘The president’s wish is my command’, his allies in congress were poised to accommodate Duterte’s desire. You may want to look on yesterday’s political system. I grew up knowing two political parties in our country, the Liberal Party and the Nacionalista Party. Our political system copied the two party system of the the United States of America. The counterparts in the USA are the Republican Party aka GOP (Grand Old Party) and the Democratic Party aka Democrats. There was a time the voting age in our country was 21 but overtime our congress lowered it to 18. Curiously, I asked few eighteeners to name at least two political parties now accredited

by our Commission on Elections (Comelec). I got blank answers. Those above 21 whom I queried mentioned the Liberal Party and the Nacionalista Party. The Liberal Party (LP) is one of the oldest extant political parties in the country and pride itself with big names like Manuel Roxas, Elpidio Quirino, Benigno ‘Ninoy’ Aquino and Diosdado P. Macapagal. It was founded after the war, sometime in 1945. And the oldest party is the Nacionalista Party (NP) which was founded in 1907. The NP was the ruling party from 1935 to 1944 and was headed by President Manuel L. Quezon till the war broke out. Quezon took the submarine with General Douglas Macarthur for the United States via Australia and left the country and the party under the care of Sergio Osmena Sr. The NP big guns include former Presidents Ramon Magsaysay of Zambales, Carlos P. Garcia of Bohol, Ferdinand E. Marcos of Ilocos Norte and Claro M. Recto of Batangas. One national figure coming from Pampanga was the late Senator
Let's get social
Gil J. Puyat of Guagua who became senate president. The late Rafael L. Lazatin of Angeles City and the late Congressman Igmidio Bondoc were the last known prominent members of the party coming from Pampanga. The leaderships of this country changed hands from stalwarts of these two parties. No political figure during those years can become president unless they belong either to the NP or LP. I remember I was still in the high school when Raul Manglapus, a brilliant senator run as an independent candidate and assembled prominent names in his senatorial slate and all of them failed to get the approval of the electorates. When martial law was proclaimed by President Ferdinand Marcos in 1972, the political system was overhauled and the multi-party system was born. Today we can no longer count with our fingers the number of political parties nationwide, and more so if we include the local parties that mushroomed in most provinces. Our poltical system became chopsuey. Then came the party list system and the population of the lower house of congress ballooned from 104 members in the late sixties with almost 300 members now. There is a considerable view that the party list system is only an added cost shouldered by taxpayers’ money. And by the looks of it, the
additional party list members are enjoying the perks, and no way they will budge from their seats. Only in the Philippines. Editor's Note: Formerly newspaperman of Daily Inquirer and other major dailies; former
TV and radio Broadcaster. Former Director of various corporations like Clark Development Co.; and a former City of Angeles Councillor. Now a regular columnist of Sun Star Pampanga.

Trump’s North Korea dilemma
I
n the wake of the Tomahawk cruise missile strikes on a Syrian airbase and after dropping a 2,100-pound “Mother of all Bombs” – MOAB – in Afghanistan, North Korea had threatened to test another nuclear weapon, her sixth test. In reaction, senior U.S. intelligence officials told the media that the U.S. is prepared to launch a preemptive strike with conventional weapons against North Korea if they’re convinced that North Korea is about to perform a nuclear weapons test. Now that Trump has shown that he has cojones and is willing to risk going to war with North Korea, the geopolitical chess game has changed direction. What happened at the summit meeting between Trump and Chinese President Xi Jinping at Trump’s Mar-a-lago resort in Florida was one for the books. Trump told Xi as they were having dessert, “Mr. President, let me explain something to you. We have just fired 59 missiles, all of which hit by the way, unbelievable, from hundreds of miles away.” Trump said the Xi paused for 10 seconds and then asked the interpreter to please say it again. Then Xi told Trump, “Anybody that was so brutal and uses gases to do that to young children and babies -
it's ok.” In a chess game, that was a brilliant end game: Trump checked Xi and Xi resigned to avoid a checkmate. “We have a good chemistry,” Trump now said of Xi. Not too long ago, when he was campaigning for the presidency, Trump accused China of being a currency manipulator and a thief of American jobs. He said that China should no longer be allowed to “rape our country.” If elected, he promised to impose heavy tariffs on China and take her to court for shady trade practices. But, ever the consummate dealmaker – or I might say, a wily wheeler-dealer -- Trump flip-flops on the issues and went easy on Xi. He must have taken note of what Xi said at the start of their meeting, to wit: “There are a thousand reasons to get China-US relations right, and not one reason to spoil it.” Trump abandoned his position on U.S.-China trade, which gave Xi a sigh of relief. He did not declare China as a currency manipulator and the South China Sea and Taiwan were not discussed, as they would surely have caused some friction. Trump paid a heavy price for whatever concessions he got, if any. But they agreed to form a
working group with a “100-day plan” to bolster American exports and reduce the US bilateral deficit. China’s burden It’s interesting to note that on April 5, on the eve of the Trump-Xi summit, the Chinese government-owned Global Times published China’s “bottom line” on the situation on the Korean Peninsula. It said that China would not allow a “hostile government” in Pyongyang. It also said that Beijing would “not tolerate a U.S. military push toward the Yalu River.” It did not then come as a surprise when Beijing deployed 150,000 People’s Liberation Army (PLA) troops to the China-North Korea border at the Yalu River. This reminds us when hordes of Chinese troops crossed the Yalu River in October 1950 during the Korean War to stop the northward push of the United Nations (UN) forces under the command of Gen Douglas MacArthur. The Chinese intervention pushed the UN forces back and the war seesawed until it ended on July 27, 1953, when an armistice was signed. Technically, the two Koreas are still at war today. Indeed, China hasn’t changed her position since the time of Mao Zedong, which is to protect and preserve the communist regime in North Korea. Let’s face it: Korean reunification under the existing South Korean government would not be palatable to the Chinese rulers. The best thing that the U.S. could hope for would be a regime change that would usher in a friendlier communist government like Vietnam is today. But would Xi agree to that? I don’t think so. Don’t be fooled by his affability and “soft power” approach to world economic dominance. But deep inside him, he is a dogmatic and hard-line communist in the mold of Mao. Putin scared stiff In the case of Russian President Vladimir Putin, the Tomahawk cruise missile strikes in Syria must have scared the daylights out of him. It caught him flat-footed and dealt a humiliating blow to his ego. His inability to stop the strikes is a repudiation of Russia’s much-ballyhooed air defense system and proves that Putin is an unreliable ally. Indeed, the Tomahawk strikes diminished Putin’s image as a fearsome bully
who uses nuclear blackmail to get what he wants. Not anymore. The new bully in the neighborhood is Trump. The difference between the two is: Putin is unpredictably predictable while Trump is predictably unpredictable. That makes Trump more dangerous than Putin. And to show that Trump means business, he dropped the “Mother of all Bombs” – America’s most powerful nonnuclear bomb – on a network of fortified underground tunnels in Afghanistan that ISIS used to launch attacks on Afghan forces. The strike also killed at least 94 ISIS fighters. On the European continent, Putin’s misadventures in Ukraine and Crimea might look like a geopolitical victory for him but are actually a big setback for him. Prior to the Ukraine invasion, Russia’s relations with the Eastern European countries -- her former satellite states – were mutually economically beneficial. Now, these Eastern European countries, fearful of Putin’s aggressive behavior, have turned to their NATO allies for protection. The U.S. and several other NATO countries responded by sending thousands of troops and hundreds of tanks including heavy weapons to Poland and the three Baltic countries – Estonia, Latvia, and Lithuania. They formed a “wall of steel” along the border with Russia. Kim Jong-un’s obsession Trump’s slogan “Peace through strength” is finally put to a test. A few days after the Trump-Xi summit meeting, Trump ordered the USS Carl Vinson carrier strike group to sail to the waters off North Korea in response to North Korea’s planned nuclear weapons test, which was scheduled to coincide with the 105th birth anniversary of North Korea’s founder and Supreme Leader Kim Jong-un’s grandfather Kim Il-Sung last April 15. The occasion was celebrated with a parade showing a variety of offensive missiles. During the parade Kim threatened to annihilate the U.S. with what he called “game-changing” missiles. He vowed to “beat down enemies with the power of nuclear justice.” Within hours after the parade, North Korea attempted to launch
April 20-May 5, 2017
a ballistic missile and failed. “It blew up almost immediately,” an observer said. But the fact that North Korea tried to launch the missile in spite of warnings from South Korea and the U.S., is an indication that Kim is obsessed with making his country a nuclear power. It is estimated that North Korea may already have at least a dozen nuclear weapons, which she can use against South Korea, particularly targeting the huge U.S. base near the DMZ. Some experts believe that North Korea could build a hundred nuclear weapons within five years. North Korea could then become a very dangerous threat to the peace and stability in East Asia. With that in mind, Japan and South Korea might decide to build their own nuclear capability. In particular, Japan could produce nuclear weapons if she wanted to. She has 47 metric tons of weapons-usable plutonium, which is enough to make nearly 6,000 warheads like the one the U.S. dropped on Nagasaki. This huge cache was the by-product from reprocessing of spent uranium and plutonium used in Japan’s nuclear plants, which makes one wonder: Would Japan make nuclear warheads and use them if she were threatened with nuclear extinction by North Korea? Well, your guess is as good as mine. But I think your guess is: Yes, she would. Who wouldn’t? The U.S. and China’s goal is the denuclearization of the Korean Peninsula. But for as long as Kim Jong-un is in power, that is not going to happen. And with North Korea fast-tracking her production of nuclear weapons and the development of landbased and submarine-launched medium- and long-range ballistic missiles capable of reaching as far as the U.S., she could become a nuclear superpower within a decade. And this begs the question: Would the U.S. allow a rogue nuclear superpower to threaten not only the security of Japan and South Korea but the existence of America as well? Trump’s dilemma is that there is no easy solution to the North Korean problem. He might just bite the bullet to keep the peace in Asia-Pacific.

Philippines’ Finest Alternative Novelty Bands:
T
Siakol & Grin Dept.
he Alternative Rock scene of the Philippines is populated by countless of bands and artists many of whom have made their unique marks in the country’s music history. The scene may be traced back to the classic so-called Pinoy Rock of the 1970s, with the likes of Maria Cafra, Asin, and Juan De La Cruz Band. In the 1990s, the scene became so much revitalized, giving birth to more exciting local bands—diverse groups with equally interesting styles of music. Among these, Siakol and Grin Department served as the representatives of what may be described as Novelty Alternative Rock, whose theme is light comedy and social sarcasm, poking fun and critique at the ills of the Philippine society; or, in some cases, giving doses of lighthearted humor meant to lighten up the mood of the listeners amidst the country’s prevailing political and social issues. Siakol Formed in 1994, Siakol is comprised currently by Noel
Palomo (vocals), Anthony Cervantes (guitar), Wowie Flores (bass), and James Rodriguez (drums). In their more than 20 years of activity, the quartet has released nine studio albums, from 1996’s Tayo Na sa Paraiso to 2015’s Haymabu, spawning a string of singles that include “Lakas-Tama,” “Peksman,” “Bakit Ba?,” and “Hindi Mo Ba Alam?” To this day, the wacky yet serious-with-theircraft band remains active in the concert circuit. In fact, they will be performing in Winnipeg this coming May 6, at Essence Event Centre (Canad Inn on McPhillips), along with another prime Philippine band Grin Department. Grin Department Formed in 1995, Grin Department rocked the Alternative Rock–loving community of the said decade with its brand of naughty, double entendre songs that are full of humor and wordplay. To date, the lively band has several studio albums under its name, from 1995’s Hahehihohu to 2009’s
Apunten (Eym), producing now classic singles like “Miss U (Miss, Miss sa Loob ng Jeepney),” “Syota ng Bayan,” “Magbati Na Kayo,” and “Picture Mo, Inday.” Currently, the band consists of Andrew Balatbat (vocals/bass), Alfie Gutierrez (drums), and Jason Pelonia (vocals/guitar). The trio
will be joining Siakol in gracing the stage of Essence Event Centre on May 6. Now that Winnipeg weather is finally bright and dry, a bit warm and still chilly, going out to have some fun is the order of the season. So, come May 6, be in your best Rocking self and

Fun with suckers
F
or us anglers in southern Manitoba, the month of April signals the end of ice fishing season and brings eager anticipation of opening day in May. This transition period where frozen bodies of water give way to fast flowing spring runoff is also a time marked on the calendar by many who partake in an annual tradition in this province. A short timeframe window in the spring, known locally as the ‘sucker run’, is when hundreds of people take advantage by pulling out their dip
nets (saloks) and head to their favourite spots to catch a few (or dozens) of these fish. There are several species of suckers here in Manitoba. The most common one that is readily caught during the spring spawning run are of the white sucker variety. In other parts of the province a good run of redhorse suckers can be found as well. The ones that spawn can range in size from 15 inches to a whopping beyond Master Angler 20 inches plus in length.
Suckers are regarded as ‘rough fish’ and are commonly looked down upon as by-catch by most sport anglers. To those in the know however, they are quite tasty and can be prepared several different ways including canned, smoked, breaded/battered, and the ever popular Filipino-style fish ball. Prepared properly the cooked meat resembles that of a lake whitefish. For many others, the main reason for dip netting these fish is to accumulate a supply of cut bait for later in the open water season. Cut chunks of sucker are a go-to bait for many channel catfish enthusiasts in the spring while sucker belly strips make fantastic bait for those who target lake trout. Places to salok some suckers are along the shorelines of small rivers and creeks. You can watch as huge schools of them swim diligently along the water’s edge. They spook very easy though and netters have to be creative and apply some skill to be able to get a few in the scoop. The best place to get them by far however are flooded roadside ditches that flow into any lakes or rivers that have suckers in them. These relatively narrow strips of water can surprisingly
All photos & articles available online!
carry hundreds if not thousands of these fish at times kilometres away from the source waterbody. Culverts and neckdowns are natural places that people and suckers alike congregate to. I ventured out recently with my daughters to catch a few. We explored several areas checking ditches and creeks with no luck but eventually came upon a spot that had good numbers swimming along the length of it. I placed my girls with a big catfish net at a narrow spot while I went upstream a ways and herded a bunch of fish their way until some would end up in the net. We were able to get lots of pictures and we filmed a video which you can watch on the Kickerfish channel on YouTube.

Things to be aware of if you plan on heading out sometime these next few weeks to try: An angling licence is required which is the same one that you would have from this past ice season or last summer. Practice safety as many waterways can have fast flowing water at this time of year and small creeks and ditches are deceptively deep in the middle. In addition to any sucker species, carp, burbot, tullibee, and other small baitfish can be taken. Any game fish such as pike, walleye, perch, etc. that you may catch in your net must be released immediately. Always refer to the current Manitoba Angling Guide for full explanations on the regulations.

he past years have been exciting for band-music enthusiasts in Winnipeg. The city has already hosted a stream of Philippines-based bands that included Slapshock, Pupil, True Faith, Ely Buendia & His Band, and MYMP. In fact, Parokya ni Edgar had just jampacked Garrick Centre a month ago; and Siakol and Grin Department are about to rock the stage of Essence Event Centre next month. But, hey, summer fun is not yet over! We still have Sponge Cola to watch out for, end of May; and then the premier Rock band of the Philippines, The Dawn is set to rise this August. In the meantime, prepare yourselves for a sparkle of Sponge Cola. The dashing quartet is set to shower the open-air parking grounds of Philippine Canadian Centre of Manitoba (737 Keewatin St.) with sunny, summery Alternative Rock music on May 21. Formed in 1998, Sponge Cola currently consists of Yael Yuzon (vocals, guitar), Gosh Dilay (bass, vocals), Armo Armovit (lead guitar), and Ted Mark Cruz (drums). In its nearly two decades of activity, the band has released five studio albums, from 2004’s Palabas to 2014’s Ultrablessed, spawning a string of singles that include “Jeepney,” “Bitiw,” “Tambay,” “Kay Tagal Kitang Hinintay,” “Tuliro,” “Di Na Mababawi,” and “Move On.” Brought by Vocal Arts Production, the Winnipeg show of Sponge Cola is part of the band’s 2017 North American Jeepney Tour. Jets Flight Path: Staying The Course by Ryan Reyes
O
h Jets, you just had to tease us with a 7 game winning streak to end the season didn’t you? Were they clicking on all cylinders? Was their goaltending now decent? Were they playing something resembling defence? It was a little bit of each but maybe it mostly had to do with the fact that there was no longer any pressure on the team. Regardless of any analysis, that nice little run did one thing for sure; it helped Jets management solidify their stance on extending head coach Paul Maurice’s contract this summer. Anything Paul Maurice-related in the latter third of the season was discussed and debated with much passion by fans and media alike: Patrik Laine not being in the first power play unit, Nic Petan continuously scratched in favour of Chris Thorburn and the aforementioned extension speculation. I’d have to agree with my colleague Allan Madriaga; let’s extend Maurice and see what he can do with our talented young core AND some average goaltending. Right, ok, I can hear detractors saying “PoMo’s track record has been one of consistently below-average results with teams that did have young talent and bad goaltending in the past; eg. Carolina.” Let’s just say my leash would be shorter than True North’s. It’s understandable why Winnipeg’s fanbase has little patience left. It’s been 6 years(but 6 years isn’t too long for me if we’re creating a dynasty!). It didn’t help that we overachieved a couple of years ago and were swept by Anaheim. It sure doesn’t feel right when we were gifted by the hockey gods with a player as exciting & talented as Hatrik Laine only for the team to fizzle out of playoff contention. Heightened expectations. I get it.
Allan gets it too: we’ve done well with the drafting part, now we’re in the thick of the developing stage and sooner or later it’s going to be domination time. I’m fine with The Hockey News’ prediction of 2019 being the year that the Jets hoist the Stanley Cup on the corner of Portage & Main aren’t you? Fast Facts Part I Winnipeg had a better record this year: ●2016-17- 40 Wins- 35 Losses- 7 OT Losses- 3 SO Wins- 87 Points ●2015-16- 5 Wins- 39 Losses- 8 OT Losses- 3 SO Wins- 78 Points Fast Facts Part II The Jets finished with 4 players that had 60 points or more: ●Mark Scheifele 32 Goals + 50 Assists = 82 Points ●Blake Wheeler 26 Goals + 48 Assists = 74 Points ●Nikolaj Ehlers 25 Goals + 39 Assists = 64 Points ●Patrik Laine 36 Goals + 28 Assists = 64 Points
Forward Thinking Future Jets Kyle Connor, Jack Roslovic and Eric Comrie all performed fine in their late season call-ups with the Jets; each played a single game. Connor scored a goal in his, Roslovic didn’t look out of place, and Comrie earned the win in his game. I feel Connor has a higher chance to make the senior squad next year compared to Roslovic. Don’t kid me, both would be nice. While Comrie will blossom with the Moose next season and be ready to compete for an NHL job in 2018-19. Who will the Jets leave unprotected in the Expansion Draft: Perreault or Lowry? Will they somehow keep both by offering Las Vegas a side deal? That’s my wish. Which goaltender do you want the Jets to pick up? Are you as excited as I am in seeing how Tucker Poolman pans out? Let me know your thoughts by tweeting me at @FJRyanReyes.

Unifying cultures and communities in Winnipeg
Culture Card is an arts, cultural and cultures together to create Bayanihan in mind,” says Valen Filipino Business Council. “The community – that’s how we view custom Bayanihan Culture Card.” media, and entertainment company communal unity. Vergara, co-founder of Culture Card Filipino “We created Culture Card with and board member of Manitoba represents unity, cooperation, and Vergara and his fellow co-founder, that brings different generations Arturo Orellana want to work toward unifying and exploring different cultures Winnipeg has to offer. “Winnipeg is such a great city because of how multicultural it is, it’s something to be proud of,” say Orellana. “The main goal of our project is to highlight the cultures our city offers.” Orellana says Culture Card makes people feel like they’re home again because their events showcase tradition and integrate all generations. Dalagita 2017 is one of these events – Dalagita celebrates the Filipino community through fashion, food, music, and dance. This event takes place on May 12, 2017 and features prominent Filipinos Jeremy Senaris, Tiffany Ponce, and Kelvin Ong. While Culture Card looks to connect Winnipeg’s cultures, it also encourages its users to explore Winnipeg. Culture Card grants users exclusive treatment like discounts to events at Winnipeg Symphony Orchestra, Royal Winnipeg Ballet, Canadian Museum for Human Rights, and more. “Imagine as a newcomer coming from the Philippines having access to this project for free,” says Vergara. “As a newcomer, you might not know the city yet or know what to do, Culture Card solves that – it delivers useful information to get out and explore right to your cell phone.” Culture Card mobile app is available on iPhone and Android mobile devices for free and delivers everything you need to explore your city and the cultures it offers. “Culture Card keeps you informed, keeps you active, and keeps you excited, not just about events, but about Filipino culture and the other amazing cultures in Winnipeg” says Vergara. “It’s communal unity.”
