Tribute Gala honors Dr. Romulo F. Magsino, Sr.
T
he Viscount Gort Hotel, Conference and Banquet Centre was the site of a very special evening on Saturday, March 18. The Quezon Province Association of Manitoba (QPAM) hosted an exciting gala event to celebrate the accomplishments of one of their own, Dr. Romulo F. Magsino, Sr. The sounds of laughter, joy and excited chatter filled the halls and banquet room all evening, lasting till the wee hours of the evening.

Biography of Dr. Romulo, F. Magsino, Sr. Dean Emeritus at the Faculty of Education at the University of Manitoba, Dr. Romulo Magsino, O.M. (B.A, B.Sc. Ed/Luzonian, M.Ed/Sydney, M.A. Ed., Ph.D./Wisconsin) was the first and only FilipinoCanadian to become the Dean of Education at a major university in Canada. Educated on three continents and a Rotary International scholar, Dr. Magsino arrived in Canada in 1971 and moved to Winnipeg in 1988. He has a lifelong commitment to excellence in higher education, and has demonstrated leadership within the Filipino community which has raised awareness of the important role of immigrants in the cultural diversity of Manitoba. He is an expert in the areas of multiculturalism, immigration and intercultural education. He is a prolific scholar and a recognized authority in education, having authored and edited nine books and monographs; published more than 80 articles in various books and journals; authored approximately 80 papers which were presented at international, national, regional, provincial and district conferences; and authored over 50 papers which were presented at seminars, workshops and lectures. His scholarship evolved over time, but he had a consistent preoccupation

with diversity, democracy, multiculturalism, and later on, globalization and cosmopolitanism. In 2006, Dr. Magsino received the Pamana ng Pilipino Award from Philippine President Gloria MacapagalArroyo. This award is a Presidential Award conferred on overseas Filipinos who have brought the country honour and recognition. In 2008, Dr. Magsino was inducted into the Order of Manitoba, as an educator and leader in the Filipino-Canadian Community. He was awarded the Golden Jubilee Award (2002) and Diamond Jubilee Award (2012) by the Lieutenant Governor of Manitoba. He served as president of the associations for Multicultural Education in Newfoundland and Manitoba, vice-president of the United Council of Filipino Associations in Canada and chair of the Manitoba Ethno-Cultural Advisory Council. He was instrumental to the development of the $2.3 million Philippine-Canadian Centre of Manitoba and served as its first president. Some of his service included member of the Board of Directors of the Winnipeg Foundation and the Seven Oaks General Hospital Foundation, as well as Deputy Commander in Canada for the Order of the Knights of Rizal. Dr. Magsino is referred to by his colleagues as “a fine scholar, a community leader, and a caring institutional leader who exemplified the ideal collegial system and the role of the public intellectual.”

Appeasing the Chinese Dragon
A
ccording to Chinese mythology, dragons are legendary creatures that symbolize power and strength. Today, the Chinese Dragon is China’s national symbol just like the eagle is to the U.S. and the bear to Russia. In 1949 Mao Zedong’s People’s Liberation Army (PLA) drove the Kuomintang government out of Mainland China in a bloody civil war and established the People’s Republic of China (PRC). No sooner had Mao gained power than China started expanding its domain beyond its borders. In 1959, China occupied Tibet and incorporated it into the PRC and declared it as one of its national core interests. In 1972, then U.S. President Richard Nixon went to China and held talks with Mao. Relations between the two countries warmed up and in 1979 the U.S., under the presidency of Jimmy Carter, established formal diplomatic relations with the PRC and severed ties with Taiwan. However, the U.S. Congress passed the Taiwan Relations Act, which states that the U.S. must help Taiwan defend itself. To this day, the U.S. remains Taiwan’s
main supplier of arms. China’s emergence as an economic power – second only to the U.S. today – may be attributed to its entry into the World Trade Organization (WTO). The U.S. saw China as one of the fastest growing markets of American goods and services; thus, endorsed China’s admission into the WTO in 2001. Hence began China’s economic miracle. Chinese Dream In my column, “Chinese Dream: Beyond the First Island Chain” (December 1, 2013), I wrote: “Admiral Liu Huaqing, the mastermind of China’s modern naval strategy, was quoted as saying in 1982 that it would be necessary for China to control the First and Second Island Chains by 2010 and 2020, respectively. “The PLA Navy must be ready to challenge US domination over the Western Pacific and the Indian Ocean in 2040. If China is able to dominate the Second Island Chain seven years from now, the East China Sea will become the backyard of the PLA Navy,” he said. In the 35 years since then, the Chinese Dragon has set its eyes on the East and South China Seas. In 1974, after China defeated
Vietnam in a naval battle in the Paracel Islands, China established de facto control over the Paracel Islands. In 1991, the Philippine Senate rejected the renewal of the U.S. bases. The American forces left the following year. Their departure created a power vacuum in the South China Sea. In 1995, China took possession of the Mischief (Panganiban) Reef in the Spratly archipelago, which the Philippines claimed as part of its exclusive Economic zone (EEZ). Consequently, China grabbed Subi Reef, which is just a few miles from the Philippinecontrolled Pag-Asa Island. With a navy with no warships and an air force with no warplanes, the Philippines was left at the mercy of the Chinese Dragon. In 2012, after several months of standoff between the Chinese and Philippine coast guards, China took de facto possession of the Scarborough (Panatag) Shoal, which is within the Philippines’ EEZ. The following year, China started building artificial islands in the Spratly islands. Today, seven of these man-made islands were fitted with runways, harbors, and buildings. Recent satellite images show that radars and surface-to-air missiles have been installed in most of them. Uncle Sam vs. Chinese Dragon Last year, China started building its first overseas military base in Djibouti, which is strategically located at the mouth of Gulf of Aden into the Red Sea. Purportedly built as a logistical base for fighting piracy in the region, the Chinese naval base is just a few miles to Camp Lemonnier in Djibouti, which is one of the U.S.’s largest and most important foreign bases. With the two rival bases closely situated to one another, one wonders if the Chinese base’s primary purpose were to monitor activities at Camp Lemonnier. One might say, “The Chinese Dragon has come too close for comfort.” Indeed. One wonders, how did all these happen? Why didn’t the U.S. stop China from building these artificial islands? Could it be because Uncle Sam was still licking its wounds after the Philippines kicked the U.S, bases

out? Did then President Barack Obama purposely appease the Chinese Dragon to punish the Philippines for evicting the U.S. bases? But instead Obama kept repeating that the U.S. remains neutral in the territorial disputes between the Philippines and China. But on a similar situation in the Senkaku Islands, which Japan administers and China claims, the U.S. went on record that any attack on the Senkakus would be defended by Japanese and U.S. forces under their Security Treaty. The difference between the Philippines and Japanese defense treaties with the U.S. is that the U.S. has 50,000 military personnel stationed in Japan in addition to a forward naval operating base and several air bases scattered around Japan. In the case of the Philippines, there are none except for a small contingent of about 100 special operations personnel who are helping the Philippines in combating terrorists in Mindanao. EDCA In 2013, after losing the Scarborough Shoal, then President Benigno Aquino III invited the U.S. to come back to the Philippines. The U.S. agreed and in April 2014, the two countries signed the Enhanced Defense Cooperation Agreement (EDCA), which would allow American forces to be deployed to several Philippine military bases around the country. With the ascension of leftleaning Rodrigo Duterte to the presidency in 2016, the security situation in the Philippines changed with Duterte establishing close economic, political, defense relationships with China. Duterte had openly admitted that he is appeasing China because the Philippines doesn’t have any chance of winning a war against the Chinese Dragon. It is the same situation with Japan; however, the difference is that Uncle Sam has Japan’s back while Duterte has given Uncle Sam the middle finger and called Obama, “Son of a whore!” Benham Rise In the short time that Duterte has been playing ‘footsie” with the Chinese, openly admitting that he’ll never go to war against them, the Chinese Dragon is spreading its foothold into

Philippine territories. In February 2016, the Philippines’ Bureau of Fisheries and Aquatic Resources (BFAR) reported that several Chinese ships were seen in the Benham Rise. The following July, China Daily published a report about China’s “secret undersea exploration” in the Benham Rise area. The report said that China discovered massive mineral deposits. During a press conference last March 10, Chinese Foreign Ministry spokesperson Geng Shuang said that the Philippines can explore and develop the natural resources in Benham Rise as a sovereign right but she cannot take the region as her own territory. The Philippine Department of Foreign Affairs (DFA) sought clarification on what Geng said. In response, the Chinese informed DFA that they recognize the Philippines’ sovereign rights and they are not disputing Benham Rise.” Although China backed off, it’s a red flag about China’s ultimate goal. All we have to do is go back to Admiral Liu’s “naval strategy” that he laid out in 1982. “The PLA Navy must be ready to challenge US domination over the Western Pacific and the Indian Ocean in 2040,” he said. Well, he’s not too far behind in his timetable. With virtual control over the South China Sea, the Chinese Dragon is stealthily waving its way out of the First Island Chain into the Western Pacific and beyond. Obama might have realized at the end of his presidency that appeasement or using “soft power” approach in dealing with the Chinese Dragon was a tactical mistake. Duterte is beginning to realize it too that appeasement is not going to work. He should take cue from U.S. President Donald Trump whose mantra, ”Peace through strength,” keeps the Chinese Dragon at bay. However, one should – nay, must! – be vigilant. As Sun Tzu wrote in his “The Art of War” 2,500 years ago, “In war, the way is to avoid what is strong and to strike at what is weak.” Appeasement is a sign of weakness and should be avoided at all cost. Yes, there is no substitute for strength.

DA targets rice-sufficiency by 2020, intensifies promotion of hybrid rice
T
o meet the rice selfsufficiency target by the year 2020, Agriculture Secretary Manny F. Piñol is leading the intensified promotion of hybridization in rice the assistance of rice experts from all around the country. During the opening program of the 4th National Rice Technology Forum held in M'lang, North Cotabato on March 8, 2017, the Department of Agriculture (DA) Secretary laid down four strategies to attain the sufficiency goal. These include the (1) promotion | of hybrid seeds; (2) access to credit/loans; (3) access to right marketing; and (4) provision of post-harvest facilities. Promotion of hybrid rice To determine which variety produces more yield per hectare DA will launch a rice derby contest. The end-result will serve as the government’s guide as to what variety to distribute to farmers. In line with the same initiative, the Department has forged partnership with private seed companies to assist in technology transfer. Access to credit To provide easy access to
credit and financial assistance, DA has proposed to Congress the enactment of a Quick Credit Facility (QCF) that will help both farmers and fishers alike. Under QCF, farmers may avail themselves of a P25,000 per hectare financial assistance for both farmers and fishers. The DA, thru the Agricultural Credit and Policy Council has also launched the Survival and Recovery (SURE) Assistance Program for calamity-stricken farmers and fishers. SURE does not require collateral, has zero interest, and is payable in three years. Access to right marketing To give producers access to market, the DA will organize rice farmers into highly-functioning organizations and assist them in setting-up farmer-owned rice outlets in key areas. Through this strategy, the DA aims to eliminate unnecessary layers in the market system. Provision of post-harvest facilities In his message, Piñol stressed that “the government will not give equipment which does not work and which you (farmers) do not need."
As such, the DA will prioritize the distribution of useful and efficient post-harvest facilities. Piñol has been awarding facilities and equipment that will enable farmers to lessen their production and post-harvest losses as he conducted his Biyaheng Bukid tours. The Biyaheng Bukid tour around the country allows the DA Secretary to interact with farmers and fisherfolk closely, giving him and the agency direct information on the needs of the agriculture sector at the grassroots level. Aside from distributing agriculture machinery, the DA is seeking a P20-billion budget next year for the distribution of solar irrigation system, which forms part of the rice expansion program for 2017. “The department has to irrigate 80,000 hectares every year to be able to feed the growing number of Filipinos,” Piñol said. An additional 20,000-30,000 hectare expansion program is targeted for 2018. “All we need is the political will to implement the programs and projects,” he concluded. (Bethsay Bustamante/DA-AFID)
Training for IP health workers okd
T
he House committee on indigenous cultural communities (ICCs) and indigenous peoples (IPs) chaired by Rep. Nancy Catamco (2nd District, North Cotabato) recently approved a substitute bill which seeks to institutionalize the training of IP health workers (IPHWs) to strengthen the health care system in cultural and indigenous communities. The bill is in line with the State policy to provide cheap and affordable quality medicine and appropriate medical services to citizens in far-flung areas and indigenous cultural communities. The unnumbered measure substituted House Bill 2886 authored by former President now Rep. Gloria Macapagal-Arroyo (2nd District, Pampanga). Macapagal-Arroyo said despite the provision in the fundamental law that the State recognizes and promotes the rights of the indigenous cultural communities within the framework of national unity and development, the ICCs still have no access to basic services especially healthcare. “Most tribes and settlements of the ICCs are located in the hinterlands, making it difficult for them to avail of such services,” Macapagal-Arroyo said. With no other recourse, ICCs turn to traditional medicines and healthcare whenever a member gets sick, said Macapagal-Arroyo. “The benefits of modern medicine and healthcare are rare for ICCs, making them susceptible to serious health problems,” said Macapagal-Arroyo.
She explained that government agencies and nongovernment organizations (NGOs) have sought ways on how to improve the health conditions of the IPs for the past decades. “One way is the sending of medical personnel to these indigenous communities in order to treat common illnesses,” Macapagal-Arroyo said. With the formal health care delivery system in the country almost exclusively located in cities and municipalities, she said there is an urgent need to train health workers from ICCs to intensify the practice of traditional and alternative medicine, as well as first aid treatment for their members. An indigenous peoples health worker (IPHW) as defined in the bill refers to a member of an ICC who has undergone health training by either government or NGOs, and renders voluntary health care in the IP community. Qualified to have IPHWs are all ICC/IP communities that are located within 10 kilometers from the barangay center. The bill further provides there shall only be one IPHW to serve 20 families and that the number of families in a community shall determine the number of IPHWs that will serve the IPs. The IP community chief shall appoint the IPHW, upon the confirmation of the National Commission on Indigenous Peoples (NCIP), and submit his/ her name to the local health board. The local health board meanwhile shall register the appointed IPHW and shall furnish a copy of the list of IPHWs

to the Department of Health (DOH), National Commission on Indigenous Peoples (NCIP), and the Department of Interior and Local Government (DILG). The DILG shall maintain a national list of IPHWs to ensure the engagement of the NCIP, DILG and local government units (LGUs) with the IPHWs, which is crucial in the delivery of basic health services to the ICCs/IPs. The training of IPHWs shall primarily consider the needs, aspirations, culture and tradition, language and learning styles of the ICCs and IPs. Among the duties of the IPHWs are: provide primary health care to members of the ICCs/IPs; assist, should the need arises, sick person/s to the nearest clinic or hospital; and establish an herbal garden in the community since primary health care may use traditional medicines, one of which is herbal medicines traditionally available and held by the ICC/IP group. The bill provides incentives and benefits to the IPHWs such as free health care insurance and hospitalization, educational benefits, continuing training and free legal services, among others. Other authors of the bill are Catamco, Reps. Jose Panganiban Jr. (Party-list, ANACIP), France Castro (Party-list, ACT TEACHERS), Allen Jesse Mangaoang (Lone District, Kalinga), Gabriel Bordado Jr. (3rd District, Camarines Sur), Wilter Wee Palma II (1st District, Zamboanga Sibugay) and Cecilia Leonila Chavez (Party-list, BUTIL).

VLeague Winnipeg - De Quiroz - Mance Cup Opening
S
eason 2 of VLeague Winnipeg opened at Red River College on Saturday, March 19. The growing volleyball league has 13 women’s teams and 11 men’s teams competing. The opening day games were held at Red River College and all regular season round-robin games will be held at RB Russell on Saturdays between April 8 and June 10. Final round robin games are scheduled for June 11 with playoffs beginning June 17 and Championship finals schedule for July 8 at Red River College.

Kindness
K
indness is the path to Happiness. This is a simple statement with a profound truth that seems to have escaped all human history and philosophy. Galatians 5:22-23 – “But the fruit of the Spirit is LOVE, JOY, PEACE, FORBEARANCE, KINDNESS, GOODNESS, FAITHFULNESS, GENTLENESS, and SELF-CONTROL.” This lumps KINDNESS in with a lot of other good stuff, but only KINDNESS is a foundation to the rest and deserves to be separate. LOVE often leads to frustration, jealousy and hate; JOY is often taken at another’s expense; PEACE is as much dependent on the behavior of the people; PATIENCE, GOODNESS, FAITHFULNESS, GENTLENESS and SELF-CONTROL, are all fruits and dependent upon your HAPPINESS and KINDNESS. Everyone seeks to be happy, but in their pursuit of happiness, so many run after things that are shallow and meaningless as far as happiness is concerned. MONEY, POWER, FAME, INFLUENCE, SUCCESS, FUN . . . . will not bring happiness, and the frustration you will get at the failure of your achievements to give you the happiness that you seek will lead to your MISERY. Only KINDNESS will feed HAPPINESS. Many are of the opinion that KINDNESS is weakness, and leaves one vulnerable. It is true that your KINDNESS might interfere with your attainment of money, power, fame, influence . . . but it will never interfere with your attainment of

HAPPINESS, and what, pray tell, is the point of all the rest if it not make you happy? Your happiness is all that matters and anything that interferes must be forgotten in your pursuit of HAPPINESS! The kinder you are, the better you feel about yourself, and so the better your happiness. The happier you are, the easier your kindness, goodness, patience , LOVE. On Profile: Local Concert Producer Jhayzon Paredes
L
ast issue, we gave recognition to one of our local concert producers, acknowledging his hard work and his being instrumental in providing good band-music
entertainment especially for the Filipino community in Winnipeg. Now, we are turning our focus on another important producer in the local Filipino community, who
already has a long list of bandmusic productions. In time for the forthcoming concert of the Philippine Alternative Rock bands Siakol and Grin Dept., at Essence Event Centre at Canad Inn on McPhillips, on May 6, I am giving recognition to this show’s producer: Jhayzon Paredes, the man behind Jaizen Design, who with his team has been bringing in worthwhile acts to the city since 2006. A family man, a musician himself (being a member of various local bands that included FourSight and Fhamathou), and a businessman (managing JJ Cabinet Warehouse), Paredes began producing shows of local bands in the early 2000s, but his first big venture occurred in 2006, when he brought in Siakol to Canada for the first time, here in Winnipeg. After that, more Philippine bands and artists followed suit. The long list included Mike Hanopol in 2007, Slapshock in 2008, Eraserheads’ Ely Buendia and the rest of Pupil in 2009, True Faith in 2010, The Youth / Yano’s Dong Abay / Teeth’s Glen Jacinto in 2013, and Lolita Carbon in 2016. he nth Winnipeg show of the Philippine Alternative Rock band Parokya ni Edgar was once again a blast. The six-man-band—Chito Miranda (lead vocals), Buwi Meneses (bass), Darius Semaña (lead guitar), Gab Chee Kee (rhythm

guitar, vocals), Dindin Moreno (drums), and Vinci Montaner (backup vocals)—delivered not only a solid set of classic and new songs (like “Buloy,” “Harana,” “Inuman Na!,” “Mr. Suave,” “This Guy’s in Love with You, Pare” “Picha Pie,” “Halaga,” and
“Sorry Na”—but also an engaging exchange of comedic spiels and banters that sent the audience to a hearty laughter. However, the highlight of the performance was the band’s rendition of their Alternative Hip-hop songs “The Yes Yes Show” and “Bagsakan,”
in which Miranda called two members of the audience to render the respective lightningspeed Rap parts of Gloc-9 and the late Francis Magalona. And unfair not to mention, Winnipeg’s very own local performers who fronted for the headlining Parokya ni Edgar—Elisi, Lyrical Anxiety, and Santribo (featuring singer Bea Jaime and Konflict,
of the ’90s-forming Rap group Death Threat)—played part in making the event successful. The show was brought to the Filipino community by Pinoy Tribe Entertainment. It was the Winnipeg leg of the 2017 North American tour of the 24-yearold Parokya ni Edgar, in support of their latest album, 2016’s Pogi Years Old.

residential Peace Adviser Secretary Jesus G. Dureza, representing President Rodrigo Roa Duterte, said that the message of the President is very simple, “Everybody could help bring peace in the land.” Speaking before the Mindanao Peace Summit and Mindanao Business Congress at Royal Mandaya Hotel held on 18-19 March 2017, Dureza
emphasized that there is no magic formula for peace. In a play of words, he said “Peace is a pieceby-piece process", exhorting everyone to engage in the peace process. He further said, peace and development should go hand in hand. There can be no peace without development. There can be no sustainable development without peace. Dureza lauded the Mindanao State University (MSU) for bringing together various sectors in Mindanao because of the need for inclusive engagement not only with Bangsamoro, but also with other stakeholders. He mentioned that MSU is “a factory of young people holding intelligent positions", adding however that it could also become a factory of violent extremists if the root causes of the conflict are not addressed. He further said that we should also guard against the attraction of young people to terrorist organizations.
Dureza assured the summit participants that peace efforts are moving forward despite challenges. The Bangsamoro Development Authority continues to lead the implementation of development projects in conflictaffected areas. The Bangsamoro Transition Commission was officially launched last
February 24 to craft a revitalized Bangsamoro enabling law. OPAPP Assistant Secretary Dickson Hermoso presented the Six-Point Peace Agenda of the Duterte Administration. The agenda are meant to implement the signed peace agreements and accelerate peace initiatives with the Bangsamoro, the Communist group and the Cordillera group.
DOLE to repatriate 5,000 Saudi OFWs
T
he Department of Labor and Employment (DOLE) will repatriate at least 5,000 overseas Filipino workers (OFW) who are currently stranded at various cities in the Kingdom of Saudi Arabia (KSA). Labor Secretary Silvestre H. Bello III said the labor department is taking advantage of the 90day amnesty period given by the government of Saudi for all undocumented foreign individuals. “A team composed of senior officials will be flying to Saudi this April to bring home at least 5,000 undocumented and stranded OFW’s. This is our top priority. We will do our best to process their travel documents as soon as possible,” Bello said. Following the amnesty given by Saudi Arabia, Bello directed Undersecretary Dominador Say, who is also the OIC of the Philippine Overseas Employment Administration (POEA) to lead the repatriation mission team in Saudi and bring home the stranded OFWs safely. In an interview, Say noted that after their arrival in Saudi, they will be facilitating the repatriation delegation, and get more individuals to assist them in

processing the travel documents and papers of the stranded OFWs. The team will also be setting up three processing centers which are located in Riyadh, Al Khobar, and in Jeddah. “We will need as many people as we can who are knowledgeable in processing these documents of the OFWs for immediate repatriation. We have to take advantage of the amnesty and bring them safely back home within the period given by the Kingdom of Saudi Arabia,” Say explained. The 90-day amnesty will cover undocumented, and overstaying foreign individuals of Umrah, Hajj and visit visa holders; OFWs with expired iqamas (residence permits), or have never been issued an iqama; Huroob cases or those who escaped from their employers; and OFWs who were abandoned by their employers, including their dependents. The amnesty applications of OFWs with the said cases will be processed free of penalties, and will be given with exit permits, and issued with exemption in acquiring certificate of no objection from their employers.

They will also be exempted from the usual “deportee fingerprint system” and will be able to return to the kingdom legally. However, undocumented OFWs who have police cases, traffic violations and bank obligations are not entitled for the amnesty. Say added that aside from processing their travel documents and clearances, the government will be paying for the plane tickets of the stranded OFWs going back to the Philippines. “We understand that they are distressed. Those who prefer to stay are allowed to stay because some of them have already found a job. However, more OFWs want to go home, that’s the mission of the delegation: to take advantage of the amnesty, and bring home all stranded OFWs in Saudi,” Say reiterated. Meantime, the DOLE senior official also ensured that the labor department, OWWA, and the Bureau of Local Employment (BLE) are ready to assist the repatriated OFWs when they arrive in the Philippines. They will be given livelihood assistance for them to continue earning income while still looking for a regular job in the country.

Lapses of past Phil Presidents
I
t will be useful and important to look back and maybe point the finger of blame to many past presidents of our country, particularly to those chief executives who were from Central and North Luzon on why our country didn't progress as it should. Should they not be accounted for their lapses? Maybe yes, maybe not. It will depend on how they performed and contributed in the snail progress of our nation. I was thinking all these things as I was traveling the NLEX, SCTEX and TIPLEX on my way for a four day vacation trip to Baguio City. Past presidents coming from the north regions include Elpidio Quirino, Ramon Magsaysay, Diosdado Macapagal and daughter Gloria, Fidel Ramos, Corazon Aquino and son Noynoy and Ferdinand Marcos. The last among them, Marcos, the man from Batac, Ilocos Norte was at the helm for more than 20 years. All of them failed to upgrade the Philippine National Railway, and
at the same time failed to expand within international standard the MacArthur Highway. What a pity? Where are the the think tanks? Their economic and infrastructure managers? Up in Baguio City, I can still feel the breeze because I was lodged in one of those quarters inside John Hay and still marvel on the many age old pine trees there where they luckily remained untouched by commercial progress. But in the downtown area, it is a pitiful sight. Even the popular destination Burnham Park lost its glory. It was one playground in my youth where I learned how to skate and bike. Session Road, the iconic street where lowlanders loved to walk and stopped for breakfast lost also its mystery and beauty. When someone goes up to Baguio City, one of his intentions is to escape the punishing heat being brought by summer. While snaking on the Kennon road I started feeling the cool mountain breeze. But once I reached the

downtown area the smell of pollution pushed away the scent of the pine trees. And the traffic was terrible. EDSA has no match. I had dinner with my long time friend Baguio born Cesar Fianza in one of those restaurants along the Kizad road near Burnham, and I pointed to him the terrible traffic confronting the city. All roads, primary and secondary, are clogged due to park vehicles on both sides. Him, being a friend of Mayor Mauricio Domogan, I suggested through him the possibility of puting up a mult-level parking on one side of the football field of Burnham. I explained that there is one mode of procurement which the city government can avail, and that's the unsolicited proposal that will lead to what they term in business circle as Swiss challenge. A letter proposal( not intent) that will detail the number of floors, the number of slots, the features like elevators, drivers' lounge, the number of lease years, the sharing of incomes etc.etc. I hope some Baguio businessmen and the unbeaten Mayor Domogan may accidentally read this item.

Angel Locsin says farewell to ‘Darna’

ctress Angel Locsin last played the film adaptation of the character “Darna” in 2005 on GMA 7.
Now the actress could no longer play the role of the iconic superhero due to health reasons. This was confirmed on March 20 by Star Cinema's managing director Malou Santos, ABS-CBN president and CEO Carlo Katigbak, and director Erik Matti. The actress herself took to Instagram on Tuesday, March 21, to formally say goodbye to playing Darna in the film adaptation to be produced by Star Cinema. No announcement has been made on who will take on the role.

hree Filipino models, namely Jennica Sanchez, Maureen Wroblewitz and Anjelica Santillan, are among the 14 contestants competing for “Asia’s Next Top Model” (AsNTM). Jennica is a blogger-model who will be using her charm as an alluring young woman and hope
that it will electrify her photographs. Maureen who grew up in Saudi Arabia and Germany said she joined the competition to challenge herself and get out of her comfort zone. Anjelica, who also loves wakeboarding and other extreme sports, plans to buy or build a new home for her family if she won

Quezonians visit Sand Hills Casino To raise funds for bursary recipients in the Philippines March 25, 2017 was a red-letter day for the casino aficionados of QPAM and friends as participants who tried their luck at the Sand Hills Casino in Carberry, Manitoba. Chaired by a couple, Mario and Rowena Arquero, the Quezon Province Association of Manitoba with 56 individuals from the Marinduque Group and the Guimbanian Association of MB; and friends headed by Joanne Velliere joined in on a 2.5-hour long trek to the casino. They enjoyed the buffet lunch and the
hospitality of the casino staff. Games and raffle draws kept the group entertained during the trip with Alden Novallasca at the helm. Nimfa Canuto and Pacita Carillo won the raffle prizes donated by Buhler Versatile, Inc. and by the Novallasca family.
Funds raised by the casino trip are earmarked for the two bursary recipients in Quezon Province, Philippines; and a portion of the proceeds was allocated to help

New Beginnings: Settling in Manitoba hosted at Mosaic Event Centre by Linger Ann Aragon
T
he first tradeshow took place on March 17, 2017 at the Mosaic Event Centre located on 1006 Nairn Ave. This free event welcomed new immigrants, connecting them with local businesses essential to starting a life in Canada. Refreshments and snacks were catered by Pampanga Restaurant, Aristocrat, and Emerald, along with a popcorn and cotton candy bar. The Filharmonic Ensemble provided live entertainment for the evening, as new immigrants made their way through the multiple exhibitors. The program included four speakers beginning with greetings from Jordan Lobe of Vincent Tacium and Associates, one of two Presenting Sponsors of the tradeshow. JR Alibin, president of the Manitoba Filipino Business Council spoke on the
importance of networking and staying connected to one's culture. Presenting Sponsor, Larry Vickar of the Vickar Automotive Group also expressed warm greetings to the new immigrants. Darin Hoffman of Mosaic Services and Success coach spoke about his entrepreneurial journey, encouraging everyone to work on their dreams. The evening wrapped up with prizes provided by the many exhibitors of the tradeshow including a cart full of groceries from the New Beginnings committee. The positive feedback and interest of exhibitors wanting to return for future tradeshows has encouraged the committee to hold one on an annual basis. D
espite its diminutive size (only 10,452 sq. km.), the Republic of Lebanon is a country within the Middle Eastern region with a long and rich history dating back more than 7,000 years. The country's greatest treasure, Baalbek, can be counted among the wonders of the ancient world. Also called "Heliopolis" (City of the Sun), Baalbek, located atop
a high point in the fertile winegrowing Bekaa Valley northeast of the capital city Beirut, is a large achaeological complex, a UNESCO World Heritage Site, that encompasses the ruins of an ancient Roman Empire - the largest temple ever built and also among the best preserved in their original forms through years of restoration work done
by German, French and Lebanese archaeologists. These temples functioned as important places of worship until Christianity became the official religion of the Roman Empire. The temple complex at Baalbek is made up of the Temple of Jupiter and Bacchus Temple adjacent to it, the Temple of Venus and Mercury. One of the principal structures on the site is the Temple of Jupiter built by Julius Caesar in 15 B,C. Jupiter is the god of sky and thunder and King of the Gods in ancient Roman religion and mythology. Rising above a wide flight of stairs, the temple of Jupiter is the principal temple and the largest sanctuary in the Roman world but today only six (6) Corinthian columns of the original 54 are still standing due to earthquakes. The best preserved and grandest Roman temple ruins in the world is the Temple of Bacchus, the Roman God of wine and intoxication and giver of ecstasy, with its walls adorned by 42 Corinthian columns comprising its peripheral colonnade - 23 have toppled, despite suffering serious damages in 2006 Israeli-Lebanese War. It must be remembered that in July 2006 the kidnapping of two Israeli soldiers by the Hezbollah militants triggered a 34-day conflict between Israel and Lebanon. A short distance away from the main ruins is the tiny exquisite Temple of Venus, the Roman
goddess of love, sex, beauty, and fertility, a circular shrine with many fluted columns, built on a horseshoe-shaped platform with a big square entrance. Only a flight of stairs remains of the fourth temple on a hill dedicated to Mercury, the Roman goddess of finance, gymnastics, thieves, merchants and commerce. Baalbek is also famous for its Baalbek International Festival, the largest of Lebanon`s many arts festival and the oldest (first took place in 1955), and also most
prestigious in whole Middle East. The festival which has evolved into a major international event is held among the Roman ruins of Baalbek and takes yearly during the the months of July and August featuring music (including opera, jazz, pop, and world music), poetry, dance, and theatre. TRIVIA: Lebanon is the first Arab country to permit private radio and TV. Over ten million Lebanese now live abroad (two-and-a-half times its population).

SSS to release P71M for P1,000 benefit under special cases T he state-run Social Security System on Thursday said it has released about P71.84 million to its partner banks for the P1,000 additional benefit of the first batch of pensioners under special cases. SSS President and Chief Executive Officer Emmanuel F. Dooc said that the first batch of the pensioners under the special cases may withdraw their additional P1,000 benefit on Friday, Mar 31. “We are glad to announce that some 41, 000 pensioners under the special cases may withdraw their additional P1,000 benefit for the months of January to March on Friday. Since this is retroactive since the approval of President Duterte on Jan 10, they will receive around P1,000 to P3,000 pension differential tomorrow,” Dooc said. SSS earlier classified pensioners with special cases as it has to run a special program for about 10 percent of its pensioners who are not regularly receiving their monthly pension as of the approval of the P1,000 additional benefit on Jan 10 since their pension computation varies depending on the nature of their pension status. Among the pensioners who will receive up to P3,000 additional pension tomorrow were those under the Special Pension System which includes death claim with more than one payee and one of them is overpaid;
payees with withheld share; and those covered by a Bilateral Social Security Agreement between the Philippine and other countries and the Portability Law. Dooc earlier clarified that for the death benefit with multiple payees, they will receive the P1,000 additional benefit divided equally among them. “Since we have clarified this earlier, we are reminding our pensioners that the P1,000 additional benefit for the threemonth period for pensioners of death with multiple payees will be shared equally among them,” Dooc said. SSS also clarifies that pensioners on suspended status due to non-compliance with the Annual Confirmation of Pensioners (ACOP) but are up for resumption within January to March 2017, their additional benefit is already integrated in their monthly regular pension upon its resumption. For the first batch of the additional P1,000 benefit under special cases, SSS has released P71.849 million for the 41, 486 pensioners. Of the total number of pensioners for the first batch of special cases, 6,685 pensioners belong to the Special Pension System while the remaining include pensioners who have resumed their monthly pension after their ACOP compliance.

Meanwhile, retiree-pensioners who availed of the advance 18 months retirement pension from August 2015 onwards will receive the P1,000 additional benefit on May 12 to cover the remaining months starting January 2017. Pensioners with settled initial disability, death and retirement (DDR) claims from November 2016 to April 2017 as well as those who filed for adjustment in their pension will be able to withdraw their P1,000 additional benefit from their bank accounts on May 12. Other types of pensioners scheduled to receive the additional benefit on May 12 are partial disability pensioners with less than 12 months duration of monthly pension but paid in lump sum. The additional P1,000 benefit shall be paid for the number of months they received the disability pension starting January 2017. For pensioners who availed of the three-month advance pension due to typhoon Lawin and Nina last year, they will be paid their pension differential on May 26. Only about 13,000 pensioners with unpaid loans will not be able to receive the P1,000 additional benefit to offset any outstanding obligation. Worst Roads Campaign Hits the Halfway Point More roads nominated, more votes cast, but top title is still up for grabs
Just two week into CAA Manitoba’s annual search for the worst roads in our province, the top ten list is split between rural and city streets. But with more roads nominated and more votes cast, it’s clear Manitobans are eager to fight for their road to win top dishonor. “By the midway point of the campaign, we usually see 400 to 450 roads nominated,” said Liz Kulyk, corporate manager of government and community relations of CAA Manitoba. “This year we’ve already seen 5,000 votes cast on 527 roads around Manitoba. Clearly, more Manitobans are engaged in the discussion about the state of our roads.”
While Chevrier Boulevard, Empress Street and Fermor Avenue have always garnered a significant number of votes, none have ever been on the top ten list – until now. New rural roads in the running are Dugald Road, which stretches from Winnipeg through Anola, Main Street South in Minnedosa, and Highway 20 north of Riding Mountain Provincial Park. “Dugald is a busy commuter stretch for so many people,” said Kulyk. “This road is past due for a fix. If it doesn’t take top dishonour in 2017, I’d expect to see it climb the ranks next year if it doesn’t get repaired.” Voting runs until April 17, 2017 at caaworstroads.com/ manitoba. Only one vote per road each day is permitted, though you may vote for as many roads as you’d like. 204 FM: Going Beyond the Marketplace
204FM 1st Family Fun Day (July 17th 2016) at Kildonan Park.

ust weeks ago, the 204FM noticed a post about a youth with cancer needing financial help. In minutes, one of the admins connected with the youth’s family member and validated the family’s very unfortunate situation. The admins supported the family’s call. Financial help started pouring in through the youth’s GoFundMe account or the donation box which location is announced by the admins. Whether the donors got the information from 204 Filipino Marketplace or not, it does not matter to the admins. What matters for them is that a fellow Filipino Manitoban who is in a very disadvantaged situation should never ever feel alone. In just 17 months, 204 Filipino Marketplace grew to 30 thousand members. In a typical day, seven admins take turns in monitoring the posts. 60% are sales posts; 40 % are posts about anything under the sun such as seeking information, and sharing thoughts and experiences. At times there are posts of fellow Filipino Manitobans who are seeking help. The admins are not salaried for what they do at 204FM and normally spare something from their pocket for the person in need, but they can make such post trending or viral within the group that virtually connects perhaps almost half of the Filipino families who are based in Manitoba. Upon learning about parents grieving over the death of two young children due to drowning, the admins made
concerted effort to put across the information to the members of 204 Filipino Marketplace. The families of the children were new immigrants and were at a lost and scrambling on how to continue with their lives. Elaine Tumbokon, a 204FM admin, made efforts to consolidate the donations received from 204FM members and met the families at the children’s wake. She did the same when an old lady whose family could not be traced, passed away. Leila Castro, another 204FM Admin, rushed to PCCM with Elaine one Saturday morning to volunteer for fund raising for an 18 year old girl who was found to have stage 4 cancer and who was wishing to seek other treatment options to prolong her life. The other admins Aleli, Charry, Angelic, Ian and Kaiser kept bumping up the posts about said call for financial help and prayers. Leila is happy that 204 Filipino Marketplace is leveraged to help fellow Filipino Manitobans in need. As 204FM admins, they manage to achieve balance on various posts and comments made by members, and at times they come across posts where discussions go out of proportion or negative statements are dropped about a person. But when a kababayan knocks for help, the bayanihan spirit (or spirit of communal unity) surfaces then everyone feels the oneness of the entire 204FM community.
The 204FM admins share with us their vision of the group. “In the next couple of years, we will continuously have the opportunity and the responsibility to connect the rest of the population in Manitoba. 204 Filipino Marketplace is not here for a short time, Admins vision is to have it for good for as long as Facebook exists. In today's world, social media is the most effective means of marketing, and so by having 204FM we've created virtual community connecting families, new friends, created new services and built small businesses. Villar: Additional lanes along Napindan Bridge 2 to open by July

onsistent with the mandate of the President Rodrigo Duterte to fastrack project, Department of Public Work Secretary Mark Villar announced
that two additional lanes along the Napindan Bridge 2 can soon be accessed by road users. “We currently on the last stretch of the construction. Final
inspection as to the structural integrity, safetyness of the bridge has already commenced,” Villar said. “This coming July, 2 more lanes are set to open within the bridge connecting the boundaries of Taguig and Pateros,” he added. Villar noted that the opening of the additional lanes is part of the installment for the Laguna Lake Highway Project which is projected to reduce the travel time from Taytay to Bicutan. “The rehabilitation of Napindan Bridge 2 also includes the construction of a 3-meter bike lane to ensure accessibility to more individuals,” he said. “Increasing the mobility of individuals entails not only
the construction of roads highways. It is high time pedestrian instructure seamlessly integrated to our network,” added Villar.

Jhayzon Paredes: Rocker Entrepreneur by Levy Abad
M
any of those who are familiar with the Rock ’n’ Roll scene of Winnipeg’s Filipino community most likely know also Jason “Jhayzon” Paredes as a rakista and the founder of three bands in the ’90s; namely, Palitaw (1994–2004), FourSight (2004–2011), and Fhamathou (2012–2016). Also a founding member of Filipino Association of Musicians and Other Unknown Artists (FAMOUS), Paredes conceptualized the website of Pinoy Musikeros of Winnipeg – an artists' webpage where musicians can show their prowess – and initiated 204 Live Music on Facebook – a venue for artists in the community to post their live performances. Recently, Paredes launched a music video of his song “Iisa Lamang.” He will be releasing also his EP titled Nasaan Ka Man, featuring songs like “Asahan,” “Bakit Pa?,” “Droga,” “Iisa Lamang,” “Di Nakakatuwa,” “Pagbabago,” and “Sinayang.” These materials may be found online at www.jaizendesign.com. Jason the Entrepreneur. There is more to Paredes than some people know about. Not only a rakista singer-songwriter, he is also an entrepreneur. Paredes is one of the partners (the other one being James Haryett) and founders of JJ Cabinet Warehouse (406 Pacific Avenue corner Ellen Street). According to Paredes, JJ Cabinet started in 2011. On the first floor is the showroom, where quality cabinets are on display. In the basement, Paredes set up his music studio, where fellow musician friends hang out, unwind, and jam. Despite their success with their business, both Paredes
and Haryett remain down-to-earth. They prefer donning casual attire; nothing fancy nor forced executive, wannabe getups. Whenever I go there, Paredes does not fail to say hi; none of those “deadma mode” assumed by the “hard-to-get,” snobbish-type corporate bosses. Paredes and I would usually talk about writing songs, plans of producing an album, or organizing a concert to make the community happy. JJ Cabinet Warehouse. Touring the warehouse, I asked Paredes what led him to this business. He explained that he worked for the owner of the business for more than ten years as a web designer. Along the way, he learned the different aspects of the trade until the owner, Morton Sparber, decided to gradually turn the running of the business over to Haryett. Eventually, Paredes and Haryett, who, by the way, also plays guitar and likes siopao, took over the business and repackaged it as JJ Cabinet Warehouse. Paredes said that business is good. “We are getting good deals lately and are producing, selling, and installing a lot of products.” One time, Paredes took me with him to deliver cabinets and, over lunch, we discussed Rock ‘n’ Roll and business. Browsing through JJ Cabinet’s website, I found an article that best describes its products: “For many, the kitchen can still be the hub of the family. And it can be beautiful when the cabinets are attractive and functional.” As a homeowner myself, I can imagine having JJ Cabinet’s quality products in my kitchen.
Quality is of paramount importance in the partners’ business. Their construction features include, first and foremost, three-quarter-inch plywood boxes and solid wood doors and drawers. Second, both the interior and the exterior of entire cabinets and drawers are stained with the same color as that of the cabinet doors. Then comes the choice of the three popular traditional colors: maple, cherry, and cappuccino (but with more color options available). Knowing Paredes as a rakista in the community, I am really amazed by his profile as a business owner and partner. Furthermore, Haryett explained, “We priced one of our kitchens at about $2,900, and the same kitchen with the same specifications from a larger home

Piñol Sees Bumper Rice Harvest this Year
Agriculture Secretary Emmanuel Piñol said today, Thursday/March 30, that he sees a bumper harvest of rice this season based on his visual appreciation of farm areas he visited at the start of the year. "Of course, this will still have to be validated by PRISM (Philippine Rice Information System). But the way I see it, i am upbeat that we will have a bumper harvest this year considering that we didn’t have any major typhoon, no rat infestation or outbreak of diseases," he said. Piñol's optimism stems from his recent visits to Central Mindanao, Iloilo, Aklan, Antique, Capiz, Quezon and Bicol as well as favorable reports from Central
Luzon and Cagayan Valley. The only area that yielded negative report he said is Eastern Samar which almost always bear the brunt of incoming typhoons. Piñol said that he will present the PRISM data to the Philippine Council for Agriculture and Fisheries once he gets hold of it to determine the amount of additional importation we will have for the year. "At the moment there is no need. We will have to confirm first from the PRISM report," he said of the prospect of rice importation. "It should validate my visual appreciation first." Have Mercy on Maurice By Allan Madriaga

hen I talk to fans about the Winnipeg Jets’ season most of the time the conversation leads to the Jets needing to fire coach Paul Maurice. Despite the recent string of wins, many have already called it quits with the head coach. He's failed this team for a second year in a row. Or has he? Jets GM Kevin Cheveldayoff is likely to extend Maurice’s contract at the end of the season. And rightfully so; Maurice’s work is not finished. The club took a chance to go with an even younger squad this year and part of Maurice’s job was to continue to develop the young players. Unfortunately, a rash of injuries and terrible netminding ruined the Jets’ season. It made it even worse for Maurice's case for an extension. Take a look at the Jets’

goaltending for instance. Sportingcharts.com shows the Jets are third worst in the league for team save percentage at an embarrassing .899. The league average save percentage is .914. If Maurice had this average save percentage it would have equated to an extra 26 goals saved. The Jets lost 11 games in regulation time by one goal this season. Another six games were lost in overtime. Sprinkle all 26 goals saved onto all the Jets games this season and you can bet on a few landing on some of the losses mentioned. Imagine if we could have had just another five wins from better goaltending. Maurice would probably be preparing his team for round one of the playoffs right now. We are not that far removed from a season where Pavelec and Hutchinson had .920 and .914 save percentages that got the Jets to the playoffs. Maurice was the coach that season too. Surely with better goaltending he can bring the White Out to Winnipeg once again. According to Mangameslost. com, the Jets have lost 351 mangames this season due to injury. That’s second in the league, right behind the Canucks. For comparison, the Capitals lost only 44 man-games thus far. The Jets lost Tyler Myers, a key defenseman, for practically the whole season. lockout for another 13 games. What choice are you left with? I’m sure most coaches in the league would overuse Byfuglien the way Maurice did. How about Bryan Little’s injury? How much did this team suffer without him in the lineup? Little wins face-offs (his win percentage is top 10 in the league). He contributes offensively (sixth highest points on the team). To top it all off, he's defensively responsible in all zones. Losing an integral center like Little for a third of the season would negatively affect any NHL team’s path to the playoffs. Every team goes through injuries but the two key injuries mentioned have profoundly affected this team. Throw in other long term injuries to role players such as Stafford, Matthias, Perreault, along with Frolik replacement, Armia and it gets a little easier to see why this team
struggled the way they did. Let’s take a trip to a happier time. Remember when the Jets made the playoffs? I’m sure you can. It was only two years ago. Who was the head coach then? Oh right. It’s the same man behind the bench this season. Look at that 2014-15 roster. Players 23 years old and younger were: Trouba (20), Copp (20), Scheifele (21), Lowry (21), Kane (23), Chiarot (23). Ignore Copp as he played one game with the Jets that season. This year: Laine (18), Ehlers (20), Connor (20), Petan (21), Morrissey (21), Trouba (22), Dano (22), Copp (22), Scheifele (23), Lowry (23), Hellebuyck (23), Armia (23). That’s a total of 12 players 23 years old and younger. Include Nogier (20) in there too if you want. Most people would agree that’s quite a few inexperienced players to deal with. It’s kind of funny how fans can forget the Chevy mantra of “draft and develop”. He’s only been saying it for years. Look at the list above again and tell me

how great of a job Chevy has done at the drafts. A few picks weren’t his, but the point is, his shelves are getting full. We’re in the midst of the "develop" phase now, folks. Developing players is not easy and unfortunately it can take a long time. This season is proof of that. Give Maurice his extension and plug the holes. When the time is right let Maurice flip the switch from player’s coach to disciplinarian. I recall Chevy recently adding a third phase to his mantra. It now goes: "Draft, develop, and dominate".
