Excitement to the Max as famous Filipino restaurant opens in Winnipeg Manitobans do not need to travel to Calgary or Edmonton anymore to enjoy the famous “sarap to the bones” chicken after Max’s Restaurant Winnipeg officially opened its doors to the public last April 5, 2019. Max’s Restaurant Winnipeg is a family business venture, franchised by the Alibin Group Inc. composed of siblings John, Frank, Arnel, Hipolito Jr, Sheila and their mom Natividad and in honor of their late father Hipolito Sr.
Hipolito Jr, in his speech, was happy to share some good news since their soft opening last January. In the business and economic side, the restaurant created 60 new jobs and building the restaurant definitely contributed to the trades industry. He also shared that their Max’s franchise is the first in North America to showcase the future look of Max’s Restaurant globally. May 13, 2019 serves as “de facto” referendum for President Duterte, would he win?
P
resident Rodrigo Roa Duterte is at the eye of the political storm brewing right now as the May 13, 2019 constitutional election of senators, members of the House of Representatives, governor, city and town officials approaches. And in spite of his popularity, he is facing some formidable opponents to validate his presidency! Would he survive this most contentious elections when more than ten alliances and parties and
independent groups have fielded their candidates in all levels of the electoral process? The May 13, 2019 mid-term election will serve as "de facto" referendum for President Duterte, focusing on his policies on the drug war, corruption, death penalty, federalism, poverty and inequity, the Bangsamoro peace process, infrastructure, environment, and foreign relations.

Alongside with these policies are the perennial problems with the NPA, family dynasty, the end of contractual work and most especially his relationship with the Catholic church. With more than sixty-two senatorial candidates running under the banner of various alliances, President Duterte is facing many obstacle to get a clear mandate, making himself available to campaign hard for Bong Go and Bato, both are so close to him amidst some critics accusing him of favoritism. In reality, the 2019 midterm election has ten new political parties consists of the alliances among the Liberal, Nationalista, labor, federalists and other party-list groups. To cite some alliances, the Hugpong Ng Pagbabago led by Davao Mayor Sarah Duterte is composed of Nationalist, People's Coalition and National Unity Party while OTSO Diretso, the Liberal Party, Magdalo Party List, Akbayan Citizen Action Party and Aksyon Demokratiko led by Sen. Francis Pangilinan. Other political groups and alliances include Katipunan ng Demokratikong Pilipinas, Partido Liberal ng Pilipinas, United Nationalist Alliances, Pwersa ng Masang Pilipino, Labor Party of the Philippines, Makabagong Koalisyon ng Mamamayan, Partido Lakas Ng Masa, and independent groups with more than 20 senatorial candidates. Let us do some analyses. Did he win the war on drugs? And how he would justify the extra-judicial killing? And what is the status of the peace and order in the country especially in Metro Manila. "Kami pong mga taxi driver, hindi na kami kinakabahan dahil sa malaking pagbabago ang ginawa ni Duterte, marami pong nawalang mga manghoholdap, mga mamatay-tao, at hanggang gabi ay namamasada kami. Malaki po ang nagawa ni Duterte sa kaligtasan naming mga taxi-driver, patuloy po ang aming paghahanap-buhay na walang kaba," at least 6 taxi drivers I had interviewed during my 30-day stay in Manila for family matters and at the same time, to personally experience some changes in the Philippines. I did interview many bus, grab, taxi and tricycle drivers and the comments were very positive. But because of the many decades of drug problems, it seems that Duterte has to change his tactics to win the war in drugs. Corruption is already embedded
into the psyche of the people and Duterte faces more obstacles to eradicate corruptions in the BIR, Customs, Immigrations, Justice department, PNP,and other government agencies and few had been prosecuted and imprisoned and there was a setback when Jinggoy Estrada and Bong Revilla and Juan Ponce Enrile did not finish their jail term and were set free! The war against corruption is going on in spite of the loud cry to dismantle the obnoxious family dynasty.And many critics have been vocal when Duterte made alliances with the corrupt Marcos family and the former President Glora Macapagal-Arroyo who was given freedom and became the Speaker of the House of the Representatives; and to make the matter worst, to include the former governor Imee Marcos, Revilla and Estrada in the Hugpong ng Pagbabago. And his alleged connections with the drug lords. Death penalty is on the bill for discussion; and the Bangsamoro peace process has become a law, making this part of Mindanao as an autonomous in governance, Poverty and inequity problems are being attacked from the very roots of the problem. Many economic policies are favoring the common people especially the farmers, the copra makers, the teachers, the members of the Police force, and the final end of contractual work. Land distribution has become active and making most of the Filipinos as land owners. Foreign relation is at stake especially the most discussed island in China Sea being taken over by China, highlighting that the Philippines is already owned by China as reported by some critics. Added to this foreign policy is to make new alliances with other countries, and less exposure to the United States.And making the Philippines as an active member of the Asean group. Duterte's "Build, Build, Build" has helped to ease the perennial traffic in the Metro Manila and the neighbouring cities and towns. Many of the projects have started from the last administration of Pnoy and being continued to make travel faster and easier. "I was surprised when we took the highway along the Laguna de Bay, and we reached Santo Tomas with ease, no traffic at all. And when I asked some drivers about EDSA, in unison, they said,

One of the Grab drivers (Grab bought UBER in Manila) said: "Grab was introduced to ease traffic so that we can carry more people to their destination but the problem came up when most of the operators bought more than one cars, even one family has ten cars and hired drivers to operate the GRAB...so, instead of easing the traffic, many GRAB owners converted it into a business, to compete with taxi cabs. And Duterte has sounded loud and clear that Federalism is the only salvation of the country, changing the constitution by installing NOT THE UNPRODUCTIVE, ONEROUS UNITARY GOVERNANCE, but to form a Federal government. Our present constitution is very restrictive, a protectionist constitution that limits opportunities for the kind of foreign direct investments which transformed the economies of Singapore, Malaysia, Vietnam and China! Without this change in the present Constitution enacted during Cory Aquino's term, Duterte will face more problems while heading to the end of his term! Would the Catholics vote for him? And how progressive is Duterte's to negotiate with the NPA? Even Duterte has a testicural fortitude, with these herculean problems facing him in his midterm presidency, what would be the result of this litmus paper test on his presidency, and on his leadership to bankroll a new country. This mid-term election must have the result favoring his kind of presidency to effect a drastic change!

Health Matters with Dra. Denise: Flooding Magandang araw mga kababayan! It seems like Spring is finally here, although it’s been teasing us with warm weather for weeks now! The good thing about this pattern of melts and freezes is that it significantly decreases the risk of flooding in Manitoba and all the risks that go with it. It’s still important to be prepared for that possibility, so let’s talk more about the implications of flooding and what you can do to protect yourself. First off—flooding is the most common natural disaster in both developing and developed countries, and it is projected to get worse because of Climate Change. The damaging consequences of floods are not only limited to your property and possessions but can have a lasting effect on your health and wellbeing. Studies have shown that the stress from going through a flood disaster can last a long time even after the waters have receded. In addition, the impacts on health aren’t always obvious. These effects are wide-ranging and depend on a number of factors, such as where you live, the extent of flooding in the area, whether your home floods, whether you are evacuated from your home and for how long, if you have a private well, etc. Immediate health impacts of floods include drowning, injuries, hypothermia, and animal bites. Health risks are also associated with evacuation, such as that of patients, loss of health workers, and loss of health infrastructure including essential drugs and supplies. In the medium-term, skin and soft tissue infections such as infected wounds, complications of injury, poisoning, stress and poor mental health, communicable diseases such as gastroenteritis and animal-mediated infections such as leptospirosis, and starvation are indirect effects of flooding. During a flood, there is an increased risk that drinking water wells may become contaminated with bacteria and/or any other contaminants that may be present in the floodwater. In the longterm, chronic disease, disability, poor mental health, and povertyrelated diseases including malnutrition are potential outcomes. In certain parts of the world, outbreaks of mosquitoborne infections such as malaria have followed flooding due to the increase in mosquito habitats from the floodwaters. After floods, excess moisture and standing water greatly increases the risk of mold growth in homes and buildings. Those sensitive to mold may experience irritated eyes, nose, skin, or throat, difficulty breathing, and mold infections in the lungs. So what can we do to prepare for the flooding season and prevent or minimize the negative implications to our health? 1) Get informed and prepare: the Manitoba government has set up the Flood Home Page at
manitoba.ca/flooding which gives the latest flood forecasts and reports, media bulletins and news releases, contact information for useful resources, road and highway information, and links to Flood Fact Sheets. Or you can follow the Twitter account twitter. com/MBGov. You can also call the Flood Information Line at 204-945-1165 or 1-855-415-4530 (toll free) or email floodinfo@ gov.mb.ca with flood-related concerns or questions. 2) Stay off water and ice: Stay off all waterways and never attempt to enter the water. Currents at this time of year are extremely strong and can easily pull you in and carry you away. Prevent children and pets from wandering onto the ice or into water if you live near water. 3) Check road conditions: Overland or flash flooding can happen quickly and create unpredictable conditions along roads, particularly those near creeks and ditches. Stay off closed roads. Do not attempt to drive or walk through the current, if you do come near flooded roads or fast-moving water. Stay in your car and call for help. If travelling in parts of Manitoba that have had overland or flash flooding in the past, check road conditions before leaving home. • Alternatively, securely wrap the well casing and vented well cap in heavy plastic and secure with electrical tape. • Place sandbags around the well to protect the well from floating debris in floodwaters. 5) If you will be in contact with floodwater (eg sandbagging, etc) or have questions about floodwater, check out the Floodwater and Your Health Fact Sheet at http://www.manitoba. ca/flooding/health_safety.html. The best way to protect yourself is to wear protective clothing – gloves, boots, overalls, etc. – and wash your hands with soap and warm, running water for at least 15 seconds: • after sandbagging • after contact with floodwater • after handling garbage or debris contaminated with floodwater • after handling animals or animal waste in a flood affected area • after changing clothes worn to work in a flood affected area • before eating or preparing food when you’re working in a flood affected area • before touching other people when you’re working in a flood affected area 6) If you have to evacuate your home, check out www.manitoba. ca/flooding/evacuation.html for an evacuation checklist, tips on securing your home and dealing with pets. 7) Check out the tips and resources for dealing with the stress at: http://www.manitoba. ca/flooding/managing_stress. html. 8) After the Flood, go to http:// www.manitoba.ca/flooding/ flood_recovery.html for resources such as an excellent detailed booklet called After the Flood, links to Disaster Financial Assistance, Protecting Yourself from Mold, and Returning Home. Raptors beat Magic to even series
T
he Toronto Raptors trounced the visiting Orlando Magic 111-82 Tuesday night to even the firstround Eastern Conference playoff series at one game apiece. The Raptors was leading throughout the game with Kawhi Leonard scoring 37 points on 15for-22 shooting from the field. Pascal Siakam added 19 points and 10 rebounds while Kyle Lowry contributed 22 points and seven assists. Off the bench, Serge Ibaka scored 13 points and eight rebounds. Topscoring for the Magic in their losing quest was Aaron Gordon with 20 points. Terrence
Ross and Evan Fournier added 15 points and 10 points, respectively. Toronto scored the first 11 points of the game and led 26-18 after the first quarter. They were ahead by 12 points at halftime
and took a 24-point lead into the fourth quarter. The best-of-seven series moves to Orlando for the next two games on Friday and Sunday.

n the light of allegations that Filipino celebrities were part of President Rodrigo Duterte's narco-list, ABS-CBN and GMA 7 said that they've been conducting mandatory drugs tests on their employees and celebrity artists. ABS-CBN Corporate Communications head Kane Choa said that the network has a drugfree workplace policy that includes mandatory random drug testing of all employees, artists and third-party contractors. Meanwhile, the Philippine Drug Enforcement Agency (PDEA) said that there were 31 popular celebrities in the drug list. I remember, as a child, I always asked my mom to let me help her in the kitchen every time she would prepare foods for get-togethers, because I knew that the preparation would include opening cans of food items like fruit cocktails, condensed milk, canned sausages, and many more. And the best of all, I enjoyed—even to this day—opening cans that came with keys—like corned beef, sardines, or luncheon meat. I used to wonder what the reason could be behind the
delight. I finally realized that it's all about that feeling of excitement or little accomplishments or curiosity or the awe or sense of wonder in being able to use can openers, can keys, and other similar tools that represent simple technology. And a kid’s being able to use such simple tools could make her feel like a grownup. Rubbing Sole of Feet on Rough Surfaces Since childhood, I’ve always felt relaxed—especially at night before sleeping—every time I rubbed the soles of my feet or even my palms against rough surfaces like mosquito nets, the surface of beds or couches or carpets, or rough walls. The Call of the Mountains

o search of Canada’s Attractions would be complete without the iconic images of Lake Louise and Moraine Lake. I remember going through every picture and wondering if these places are as perfect as they look, or if, like many other tourist area photos, these ones have been heavily edited as well. Very much intrigued, I have put Banff in my bucket list when I moved here in Canada. Four years after, we have set out to explore Banff to its fullest, and get to know Canada’s most popular national park. Driving from Winnipeg downtown to Calgary takes 13.5 hours non-stop via Highway 1. Since we are not that used to long distance driving, we decided to break the trip and spend the night in Regina. Early morning the next day, we headed to Calgary. On our way to Calgary, we stopped at the Dinosaur Provincial Park, a UNESCO world heritage site, as a side trip. It didn’t take long before we realized that the
park in itself is a major destination. The badlands unique topography is surely breathtaking. The expanse of countless canyons is a sight to behold. From the Dinosaur Provincial Park, we continued to Calgary, and although it only takes about 1.5 hrs to get to Banff from Calgary, we decided to stay in the city and explore the downtown. Early morning the next day, we drove to Banff National Park. Park pass can be purchased ahead of time from select shops or online. This is also available at the main entrance of the park. If you are arriving after 8pm, I would suggest buying the pass ahead of time. Banff National Park is very easy to navigate and complete with signs. We are by no means what would be considered as seasoned travelers, and we were able to go around not just Banff, but other national parks as well with ease. There are also tons of free maps and brochures available in the Visitor Centre and in almost all accommodations.
Banff is for everyone. There is an activity that will appeal to any type of traveler, from those who are looking for an adventure to those who are more like us, who prefer to quietly take in the beauty of everything. 2- 3 full days are more than enough to explore the city centre and visit the famous sites – Tunnel Mountain, Lake Minnewanka, Lake Louise and Lake Moraine. Since we were there for 5 days, we also visited the very charming town of Canmore, and drove further west to Fields, BC to Yoho National Park. Another alternative is to drive one of Canada’s most scenic route from Banff to Jasper, the Columbia Icefields Parkway The postcards, as perfect as they are, don’t do justice to the incomparable beauty of Banff. It is that kind of place that gives you the feeling that you’re in a special place. The fame and millions of visitors each year are rightfully deserved.

Duterte signs 2019 national budget Vetoes P93.3 Billion Pork Barrel President Rodrigo Duterte has finally signed the 2019 General Appropriations Act or national budget four days after threatening to "outright veto" the entire budget. Executive Secretary Salvador Medialdea said Duterte signed Republic Act 11260 on Monday, April 15th. He added that the President vetoed parts of the budget bill, including P95.3 billion worth of items in the "Details of DPWH Programs/Projects." These projects were vetoed because they are not
among his budget "priorities" for 2019. The government was operating on a reenacted budget for over two months prior to the signing of the budget bill.

DNA test confirms death of terrorist leader

Filipina girl to represent Manitoba at 2019 Canada Galaxy Pageant
A
young lady kababayan is set to represent Manitoba to the 2019 Canada Galaxy Pageant. It is a pageant open to all girls and young women aged 9 and above and subdivided into 6 divisions according to the contestants’ age group. They are a system that’s inclusive to women and do not have restriction based on age, size, height, marital status or that they’re mothers. The objective of the pageant is to tap intelligent, ambitious, personable and progressive women who make a difference in the community through volunteerism and service. The pageant is taking place on April 26-28, 2019 in Mississauga, ON with Manitoba being represented by 12-year old Katrina Czarina Salazar in the Junior Ms. Galaxy division. Karina or KC as she is fondly called, may not be a new
face to some as she has been very active both in school and community since her family moved in Winnipeg in 2015. KC won the Second Princess title in the Manitoba Filipino Street Festival’s 2016 Queen Bulilit. She was the Best in Talent during 2017 Shining Star Fashion Show. She is also a member of Winnipeg Sikaran Arnis Academy where she won several medals. She was also a finalist for the firstever Winnipeg Kid Mayor ‘18. KC graduated grade 6 with honours and awards such as Leadership Award from MLA
of Logan in 2018, Outstanding Grade 6 Student, Winnipeg Foundation Scholarship and Leadership Award from CanU. Although her name symbolizes toughness, KC is known for being loving, charming and funny. If KC wins Canada Galaxy Pageants, she will represent the country and compete at the Galaxy International Pageant happening in Orlando, Florida. Manitoba will also be represented by Ariele Lopuck in the Miss Teen Galaxy division.

ll scenarios in this year’s Gapay is the Philippine Exercise the Philippines-Southern Luzon Balikatan Exercise between Director of Balikatan 2019 and Command (AFP-SolCom). the Philippine and United Chief of the Armed Forces of States forces were meant to be mutually beneficial to both countries. In a press briefing at Camp Aguinaldo, Quezon City shortly after the closing of the 35th Balikatan Exercise which run from April 1 to 12, 2019, Lt. Gen. Gilbert I. Gapay said that all scenarios in the Balikatan is not meant to address any specific threat or security concerns. He added that all scenarios were mutually agreed upon and decisions were made jointly by the Philippine and US forces.

Wolseley Watch Launched Spring Patrolling
Wolseley Watch, the newest neighbourhood patrolling group, launched its spring patrolling on April 3rd. 204 Neighbourhood Watch mentored Wolseley Watch and helped the latter with patrolling logistics such as vests, gloves, etc. 204 Neighbourhood Watch started in 2017 and was mentored by Bear Clan. “For at least 3 times we walked with Bear Clan at the Dufferin area to learn their methodology. They walked with us during our first patrolling at the Maples. After more than a year, it was our turn to pay it forward. For the case of Wolseley area, for two months we joined its residents in their patrolling walk. Wolseley is a very nice neighbourhood. The other multicultural areas we patrol have modern houses, at Wolseley there are many beautiful traditional houses and you will fall in love with them. Most of them have been living there for a long time and they know one another,” the founder of 204 Neighbourhood Watch Leila Castro said. “It is sad that just like the other areas in the city that we patrolled, in just a short period of walk at Wolseley, we found a lot of needles and baggies used for drugs. In one corner close to business establishments, there were 4 needles. At a back lane, we found a small plastic bag containing what looked like a tiny chunk of meth. These are clear symptoms of growing drugs crisis. The volunteers in our watch groups are doing the best we can to help clear the areas from needles, drug paraphernalia and anything harmful. We also talk to people in the community to spread awareness. We at 204 Neighbourhood Watch are happy
