he poorest of the poor in the Philippines will be happy by the generosity of the Vickar Automotive Group’s donation of a whopping $25,000 at the ANCOP Walk 2017 fund raising event held recently at the Assiniboine Park; by the donation of of CN Railroaders Grants worth $10,250; by the donations of the Couples For Christ Community, friends and relatives. and by partners and donrs like Dr. Tom Colina of Ellice and Pearl Dental Care Group, SPC Cleaning Services, Scotia Bank Winnipeg and C & K Music. Larry Vickar, CEO and president, Vickar Auto Group Inc, says: “For Tova and I, our sons and Vickar Auto Group Team members, friends and customers to participate in the efforts of a worthy non-government organization like CFC-ANCOP with sweat as well

as financial equity is a privilege, as Tova and I know after two visits, the benefits on the ground in the Philippines as well as in India, Kenya and other areas that their educational and home building efforts for the poorest of the poor are directed in such a beneficial manner.” And he adds: “Much thank goes to all of like mind who have participated in any way to make this event so successful.” Couples for Christ-ANCOP (ANswering the Cry Of the Poor), a faith based organization, has been building homes for the poorest of the poor in the Philippines and also it provides scholarship to children to allow them to improve their lives. Eli Minglana, CFC ANCOP Area Coordinator, says: "The CFC ANCOP annual fund raising event held last Saturday, August 12, had become a successful event and

this proves that regardless of our ethnic background and religious orientation that when it comes to helping the needs of our less fortunate brothers and sisters in the Philippines and in some other parts of the world, we have responded with an open heart, only one heart of giving and sharing." The new projects for this year include the granting of at least 500 scholarship grant and the new TOVA VICKAR CFC ANCOP Winnipeg Village in Baliwag, Bulacan.

W

hat a delight to see that our social media group 204FM is being used as a tool to connect with people who deserve acknowledgement. Joey Abrillo’s post at 204FM captured many hearts and was trending at 204FM for days. There was one who commented, “We need more stories like this.” Joey took to 204 Filipino Marketplace social media group his search for the person who helped him so he would not miss his passport renewal appointment. The Philippine Consular Outreach Team, that conducts services such as

Philippine passport renewal, travels to Winnipeg only a few times in a year. Despite huge demand, only a fraction of those needing to renew their passport are accommodated. Registering for appointment is done online and all schedules get booked in just matter of hours. Joey was one of those very lucky to get a spot for the consular outreach mission last month. On the day of his appointment, Joey arrived at the venue early but realized that something was missing in the Xpress Post envelope he was required to provide. Joey, who commutes, ran from Holiday

Inn Ellice to Polo Park to purchase a new envelope. Going back in time for his appointment to was a problem, but a kababayan helped Joey. Joey wrote, “A couple of weeks ago we went to Holiday Inn to renew our Philippine passports. One requirement was to provide an Xpress Post envelope. Our appointment was at 4:30 pm and we arrived there at around 3:00 pm. When I brought out my envelope, someone noticed that it had no signature stamp. I had no idea I needed that. I had to buy two and the nearest Canada Post was at Shoppers Drug Mart inside Polo Park Mall. It was almost 4:00 pm. There was no taxi around so I had to walk to the mall. It rained and my envelopes got damaged. When I was at Shoppers, I was quite wet. I fell in line and waited for my turn. I was worried I wouldn’t make it back on time.

I noticed that the lady in front of me was a Filipina and I assumed she was buying the same envelope for passport renewal purposes. Desperate, I talked to her and asked if she would be going back to Holiday Inn and if she was, I asked if it was okay for me to hitch a ride. And she agreed. To cut the story short, I made it on time and I’m happy to say that there are still kind Filipinos or Pinoy Canadians around who are willing to help their kababayan in need. No crab mentality here.

And thank you, to the ones who pointed out my missing signature stamp.” Aila Barte was the Good Samaritan that Joey was referring to. She was tagged to Joey’s post by Lito Canlas. In the same thread, Aila thanked Lito (and Yolly Canlas) for being instrumental in booking the appointment for the former’s mom. From time to time, similar random acts of kindness posts surface at 204 Filipino Marketplace. Sometimes it is a found wallet or card or phone, where 204 Filipino Marketplace is used as a tool to locate the owner. Posts like these that show the bayanihan spirit in our community make me a very proud Filipino in Canada. 204 Filipino Marketplace or 204FM is the social media group of a huge Filipino Community in Manitoba. I am one of the admins of this FB group where an estimated 30,000 Manitoba based Filipinos are connected.

or two consecutive Wednesdays, 204 Neighbourhood Watch volunteers patrolled at Tyndall. Patrollers inspected the places frequented by children Stanley Knowles playground, Fairgrove Park, Prairie Rose Playground and Garden Grove School Playground. A few drugs baggies were recovered from playgrounds while a number of liquor bottles were collected from Garden Grove Drive. Residents that we met in the streets appreciated our patrolling efforts. Bakerite at Keewatin was the assembly venue. It’s owners Manny and Emy Adao provided free hearty snacks for patrollers. crowds came out to watch Canada's next set of Olympians compete. Manitoba was awarded the Centennial Cup by the Canada Games Council. The award is given to the province or territory for exemplifying the pan-

Video Killed the Radio Star? Not Really (On the Significance of Music Videos)

I

n the Internet age, YouTube is perhaps the biggest source of music videos. Whenever a music fan wants to check out a new song by her favorite artists or a new band which got her curious, the automatic go-to site is YouTube. However, did you know the origin of music videos—at least the official one? On August 1, 1981—36 years ago—MTV (Music Television) was launched. It is an American cable and satellite television channel that Viacom Media Networks owns; with its

headquarter in New York City, United States. The first music video shown on MTV was The Buggles’ version of “Video Killed the Radio Star,” a song originally recorded and released in 1979 by Bruce Woolley & the Camera Club. The song was an expression of the sentiment that music videos would ultimately make the artists behind songs obsolete. I never bought that suggestion. For me, it’s just another knee-jerk reaction of those who tend to feel aversion for anything that is new that they feel possesses better qualities than the things that they’ve grown accustomed with. It’s the same old story of the aging, jaded and tired ol’ hippie’s getting threatened by the emerging, young hipster who is full of life and energy. In fact and in fairness, the advent of music videos has even

Luis M. Taruc, The Huk Supremo Ka Luis M. Taruc was a tailor before the Second World War. He was born in San Luis in Pampanga and spent his growing years there. In the thirties, people acknowledged it as the time of countryside tranquility and people termed it as peace time. He had a small shop in barrio Batasan, San Miguel Bulacan. His shop was located on the ground floor of a small house. Life seems so easy. The meager income from the shop was good enough to raise a family. The upper floor was where he and his wife lived. The couple had a son whom they named Romeo. But loneliness intervened when his wife died and Romeo was only two years old. And it was at this time when war was permeating in the whole of Europe as Adolf Hitler rose to power and began invading neighboring countries. War spread and Japan invaded our country a day after Japanese planes bombed Pearl Harbor in December 8, 1941. And in those three years of Japanese occupation guerrilla movements spread all over the country, and the Hukbalahap (Hukbo Laban sa Hapon) was one of them. Ka Luis

was at the forefront in fighting the Japanese invaders. The turning point in his life was the disappointment he and his group they got from the United States government after the war and liberation came. Many guerrilla units were recognized and were recipients of backpays and the Hukbalahap was excluded. To make matters worse, now Ka Luis who had a socialist leanings because of the influence of Pedro Abad Santos, a socialist leader from San Fernando, won in the first congressional elections together with Amado Yuzon of Guagua, a poet laureate and an English professor in the Far Eastern University. Five other socialists reformers including Jesus Lava of Bulacan formed the minority group in the House of Representatives. This group of seven congressmen gave the biggest headache to then President Manuel Roxas reportedly who in blind faith followed the barked orders of the US government. The controversial RP-US Agreement, Bell Trade Act and

extended the lifespan of music stars. MTV’s having taken their music, along with their faces via music videos, right there into the very bedrooms and living rooms of the homes of countless music lovers around the world enabled many of such artists to expand their horizons from the claustrophobic confines of the radio and record players and exhausting concert tours (which could only go so far, considering time and promotional budget). In simple words, MTV teletransported so many artists and their music to the farthest reaches of the television network. So, instead of maligning the development of music-video technology, artists and fans should actually be thanking music videos for broadening the scope of music—no longer only auditory but has also become visual and as creative and imaginative as it could get—more influential and inspiring. Final Note After all, at the end of the spin, music will never really die or fade away. It just keeps on growing and growing and diversifying in styles as newer and younger songwriters emerge—not to replace but really to join the league of the veterans as well as the departed yet musically immortalized ones. Like any other cultural elements, music just evolves and expands. As in books versus e-books—the art of reading remains whichever format the reader prefers. So with music—be it via the radio,

Parity Rights law were items and were subjected to long debates in congress. As a result, the socialists leaning members of the House were expelled. Out of Congress the former guerrilla unit Hukbalahap became the HMB ( Hukbong Mapagpalaya Ng Bayan),and Ka Luis became the supremo. It became the dissident movement that lasted for years until in 1951 the HMB forces were already on the doorstep of Metro Manila, with some units already spread around Marikina town. Things changed when Ramon Magsaysay, a former congressman of Zambales defeated incumbent President Elpidio Quirino. Magsaysay was known as man of the masses and wanted nothing more in his incumbency but peace in the country. He sought for Taruc and tasked a young journalist, Benigno S. Corruption at BOC

W

ell, what else is new? Ever since I can remember, the Bureau of Customs is a place where corruption is the rule rather than the exception. It’s a culture that was introduced by the Spanish colonial rulers. The Americans improved it. And the Filipinos made it a part of their daily lives after the Americans left. Indeed, after 400 years under colonial rule, corruption is inbred into the Filipino psyche. It is not surprising then that the Philippine government is deeply immersed in corruption, from the top, down to the lowest levels of the bureaucracy. And the government agencies where corruption is most prevalent are the two highest revenue-generating agencies: the Bureau of Internal Revenue (BIR) and the Bureau of Customs (BOC). Recently, the BOC made the headlines when a shipment of 605

kilograms of “shabu” (crystal meth) – worth P6.4 billion – was smuggled through the BOC and ended up in a warehouse in Valenzuela City. A BOC team recovered the contraband, which originated from China last May, after being tipped off by the Chinese government. However, the raid on the warehouse was not coordinated with the Philippine Drug Enforcement Agency (PDEA), which is responsible for illegal drug operations. Why? This is the P6.4-billion question. But unlike other corruption cases involving government agencies, the BOC case unleashed a torrential amount of fingerpointing, particularly against BOC Commissioner Nicanor Faeldon. Faeldon and top BOC officials are under fire for allowing the contraband to pass through BOC without inspection, which is a violation of BOC regulations.

But ever the controversial figure that he was --Faeldon gained national and international attention when he participated in the Oakwood Mutiny on 2003 -- President Rodrigo Duterte appointed Faeldon to the BOC post last year with high expectations. He gave Faeldon a mandate to clean up the BOC of corruption. Shall I say, “Hahaha,” now or save it for later? Scapegoat, anyone? And now the search for a scapegoat is on. Yep, it’s time again for another “Whodunit” witch-hunt in Congress. Several senators demanded that Duterte fire Faeldon for the P6.4-billion imbroglio. Senate Minority Leader Franklin Drilon sought a reorganization of the BOC, including the firing of Faeldon. He accused Faeldon and other BOC officials of incompetence. Faeldon shot back, saying that some members of Congress have peddled influence in the BOC. However, he rejected calls for him to name names. “I don’t want to publicly embarrass people,” he said, explaining that he would only reveal the names of the politicians in an executive session. Meanwhile, Sen. Richard Gordon, chair of the Senate Blue Ribbon Committee investigating the shabu shipment, said that he told Duterte of his disappointment that Duterte hasn’t dismissed Faeldon yet despite the recommendation of several senators and congressmen. But Puwersa ng Bayaning Atleta Rep. Jericho Nograles defended Faeldon. He said that Faeldon’s “lack of understanding on the office’s dynamics might have unwittingly allowed the people surrounding him to manipulate the system and continue corrupt practices.” “Commissioner Faeldon might be clean and true to his mandate but I don’t feel the same way on the people who are with him. That shabu shipment that passed through the green lane could have not happened without the knowledge of people in his office,” he said, which begs the question: What is the “green light”? At a House of Representatives Ways and Means Committee hearing, suspended risk management officer Larribert Hilario of BOC testified that he tried to request an “alert order” on the shabu shipment, which would

have resulted in a “full physical examination.” But for some fuzzy reason, Import Assessment Services (IAS) Director Milo Maestrecampo did not act on his request. Protocol categorizes imported products to pass through four lanes, depending on the risk level: super-green, green, yellow and red. The shipment, which was declared as “kitchenware,” went through the green lane because of the “lack of parameters” that would have signaled the need for stricter inspection. But several red flags were raised about the shipment: (1) All were unusually assessed at having P40,000 in value-added taxes for importation of varying quantities; and (2) The shipment was consigned to a “new” trading firm, EMT Trading, which should have warranted random physical inspection. Chinese connection What is interesting to note is that the owner of Hongfei Logistics, the warehouse where the shabu shipment was seized, is a Chinese businessman named Richard Tan (alias Richard Chen, Chen Yu Long, and Ken Joo Lung). Tan, who spoke only in Chinese through an interpreter, revealed during the Senate hearing that he received a phone call from Wang Zi Dong, head of the inspection department of the Customs of China, informing him that the shipment from China included illegal drugs. Tan said that Wang called him to inform to the BOC to check the shipment. He also said that China Customs has arrested the suspects. But while China’s assistance in the seizure of the shabu shipment was commendable, it brings to fore the question: Why didn’t the China Customs stop the transshipment of the shabu? Or could it be that China Customs is uncontrollably corrupt just like its Philippine counterpart, the Bureau of Customs? Does the Chinese criminal syndicate Triad control the flow of goods in and out of China, just like the way it is the Philippines? If so, then one has to resign to the fact the BOC and – most possibly -- all the other custom houses around the world are like a snake pit: a place of vicious behavior and ruthless competition, where the “rule of survival” is: the fittest rule and there is no room for losers.

The plot thickens But that’s not the end of the story. During the House Committee hearing, Mark Taguba, a customs broker testified that Davao City Vice Mayor Paolo Duterte, one of the president’s sons, was “namedropped” by BOC officials who were receiving P27,000 in bribes. However, Taguba said that he didn’t have any evidence to prove it. Paolo’s dad, President Duterte, immediately came to the defense of his son. "Corruption is the one that I really do not like. Pati iyong anak ko ngayon, sinasali diyan sa Customs. I told you before and I am telling you now again, sino sa anak ko ma-involve sa corruption, I will immediately resign. That you have my word," he said. But Duterte’s harshest critic, detained Sen. Leila de Lima, has a different opinion of the situation. She claimed that Duterte launched an attack against her in an attempt to “divert attention from the alleged involvement of his son Paolo in the smuggling of illegal drugs.” She said the mention of Paolo’s name in the House committee hearing proves the confession of hitman Edgar Matobato that Paolo was involved in smuggling. “Although a lot has yet to be uncovered and proven before any case is solidly built against Paolo Duterte,” de Lima added, “the controversy offers a delectable story that the President’s drug war is merely paving the way for his son’s rise to power in the criminal underworld as the country’s number one drug lord and smuggler.” At the end of the day, life at the BOC goes on. Hundreds of containers pass through the “green line” each day. Custom examiners routinely go over the paperwork and sign off. Occasionally, a suspicious-looking shipment is routed through the yellow and red lines, which is then opened for inspection. And occasionally, the paperwork doesn’t match what was inside the container. The importer would then be asked to pay the difference in tariff and taxes, unless the shipment was contraband, which is then confiscated. And this is where the influence peddler or fixer comes in – to settle the “problem” on behalf of the importer. The fixer earns his or her “commission” or “lagay” and moves on, a much-happier – and richer – person. Hahaha…

Manitoba Master Angler Program

I

f you have ever gone fishing in this province or know anyone who has, you have most likely heard of the term 'Master Angler'. These two words spell out the quintessential achievement for many sport anglers who drop a line in Manitoba waters. The term refers to any sport fish caught by an angler that meets or exceeds a minimum length measurement for that particular species. In essence, a standardized way to recognize trophy quality catches. The program, created by Travel Manitoba in the 60's, is the oldest and longest running one of its kind in North America. Originally, recordings were documented by the fish's weight. In the 90’s the change was made to recording

in length instead as this method is more conducive to catch and release practices and conservation. Every year there are over 10,000 entries of trophy fish submitted to the program and over 90 percent of these fish are released. Many of you will have seen the minimum length table published in the Angler's Guide every year. This page lists out 30 species recognized as sport fish in Manitoba and the length required to qualify as a Master Angler. New for 2017 is the requirement of a measurement photo of the fish against a measuring device for all entries. This was previously only needed for fish exceeding a certain specified length that was well beyond the minimum. This

Standhardinger to suit up with Hong Kong in ABL Gilas Pilipinas’ big man Christian Standhardinger is set to join Hong Kong Eastern Long Lions in the coming ASEAN Basketball League season. The news was announced by sports agency YouFirst on its Twitter account and was later confirmed by German sports website basketball.de, with Standhardinger also set to see action in Hong Kong’s top-tier league. The surprising development will pit the

6-foot-8 Fil-German against Alab Pilipinas, the country’s representative in the regional league which will coached by former Gilas Pilipinas skipper Jimmy Alapag. Why? Seeing God in our pain

F

rom childhood, we want things our way. “I don’t want vegetables; I want ice cream! “Why do I have to take a nap?” Do I have to stay in the backyard? As we get older, we gain more freedom. Soon enough, most of us get to make all the choices we care to make. We’re designed for freedom. All human beings crave it. But we are also designed for responsibility – for ourselves and for others. “No man is an island”, we learned that from everyday experiences. Even a single death affects each one of us, and applies to all life. Each human choice has a ripple effect

on the rest of humanity. We cannot avoid it. God gave us the freedom to choose. When Adam and Eve exercised that freedom, their shortsighted choice introduced evil into the world. We still have that freedom, but we live with its consequences too. And it doesn’t feel very free. Why is there suffering? Should we blame God for it? What role does our God-given freedom to choose play in the evil we see every day? What does it mean to be truly free? We normally think of pain and suffering as bad, and we do our best to avoid them. But since they are inevitable parts of life,

maybe we should adjust thinking. Instead of grumbling about our problems, or blaming someone else, let’s look to the Bible to see how God uses trials to draw us closer to Him. Why” Seeing God in our Pain shows us the root causes of our pain and suffering and allows us to see Him more closely as a God Who really does care. While suffering is unfortunately the common denominator of life in this present world, pain and suffering will have no place in the world to come. This is, in part, what was accomplished on the Cross. The cross gives us hope that helps us endure, by grace, when the long shadow of suffering passes over us. It is the Cross that promises a time when wrongs are made right and suffering is brought to an end. Where is God when we suffer? Right Beside Us. God’s love for us is most evident by His presence with us when we suffer, not when suffering is absent. In His presence we can find peace.

LTFRB defends ruling on Uber suspension

he Land Transportation and Franchising Regulatory Body (LTFRB) defended its decision to suspend Uber operations despite criticisms from the public. The transport regulatory body also issued a stern warning to Uber not to use public convenience

Filipino Immigration to Canada down 18%

The Honourable Tobias C. Enverga Jr., Senator from Ontario, voiced his concern and disappointment upon learning that recent statistics show that Filipino immigration to Canada is down by 18% from the year 2015 to 2016. “It troubles me greatly that within just one year this substantial drop occurred with regards to Filipinos coming in to Canada,” stated Senator Enverga. “Canada and the Philippines have a long and rich history that continues to be a great benefit to both nations. Filipinos have long been an integral part of Canadian society and Canada’s proud multicultural fabric. It is truly unfortunate to see that such a large drop in numbers could occur over such a brief period of time.” Since 2010, the Philippines has been the number one source of Canadian immigration in each

year, except for one. In 2015, the last year under the previous Conservative government, a high benchmark was set as an incredible 5 0 , 8 1 6 Filipinos came to Canada. The most recent statistics available show that in 2016, the first year under the current Liberal government, that number has dropped to 41,785, or is down by 18%. “Although the Philippines continues to be a main source of immigration to Canada, it is my hope that this downward trend will not be commonplace under the current government. I will continue to work to strengthen the special bond that Canada and the Philippines enjoys,” concluded Senator Enverga. In the recently released 2016 Census, Statistics Canada indicates that since 2011, Canada now has 103,940 more Tagalog speakers. That is an increase of 31% of Tagalog speakers in Canada over 5 years, the vast majority of which were welcomed under the previous Conservative government.

Bill filed requiring public officials to ride public transport

City Councillor for Old Kildonan Speaker of Council

bill has been filed in Congress seeking to require government officials to ride public transport at least once a month during weekday rush hour. House Bill 6195 authored by assistant minority leader and AANGAT TAYO partylist Rep. Neil Abayon requires elected and appointed public officials and civil servants in national and local government offices with the rank (or equivalent) of division chief to Department Secretary to ride public land transport to and from work and for official business, at least once every calendar month during weekday rush hours. The mode of transportation includes passenger buses, commuter trains, light rail, taxis and transport network vehicle service, public utility. The bill also sets economy class as the mode of all air travel of all elected and appointed public officials and civil servants regardless of rank. The only exceptions provided are actual existing physical handicap or serious medical condition that significantly limits physical movement and mobility; and security threats and concerns involving the President, Vice President, the Chief Justice, and Justices of the Supreme Court.

the amateur category. His active involvement in sports at Maples Collegiate earned him the title Sportsman of the year 2017 and a scholarship. He was also part of the North American Basketball Association (NABA). As proud and happy mommy Shiela writes on facebook about her son, “Your hardwork pays off. From waking up early in the morning and going home late at night from your practices and games.. even if you had tons of assignments and exams.. even if we argue for you not to come to practices or games because you are not feeling well.. even Psalm graduated from high if your knee is painful.. even if school with Honours. He will be going to University of Winnipeg this fall where he was accepted at the Faculty of Kinesiology in. Psalm is the son of Ramon and Shiela Arnuco. His family came to Canada 12 years ago. Not only is Psalm an academic achiever, he is also a basketball and badminton varsity player, a barber, and he has an awardwinning talent in cooking. In the last Food-A-Rama, his Psalm with brother Patrick, mom Shiela, Breakfast with a Twist dish won dad Ramon and brother Pierre.

In fact, he spent the spring WMBA season coaching a basketball team of 10 year old boys at Maples, a community service experience that he truly enjoyed.
