Filipino community mourning the loss of David Medina and Jhonalyn Javier

Family, relatives and friends of two young Filipino kids are mourning the loss of David Medina, 12 and Jhonalyn Javier, 11. The drowning victims were pulled from the water at Grand Beach on Monday, August 1st. David is turning 13 years old, and he migrated here in Winnipeg last Nov 26, 2014. They’re originally from Dasmarinas, Cavite. While Jhonalyn is only 11 years old and arrived here last year Aug 12, 2015 from Angeles City, Pampanga. Tackle Shop Talk “How long is this gonna take?” That’s the usual question I get from my daughters accompanied by the requisite groans of exasperation whenever I turn the truck into a tackle store. Admittedly, I do find that I take an inordinate amount of time perusing and examining every product in every aisle when I’m at the fishing shop. Everything from Walmart to small tackle sections at gas stations in the middle of nowhere will still get a few minutes of my time to see what they carry in stock. Over the years, I’ve come to learn a lot about all sorts of techniques and styles of angling just from reading packages and handling products in the stores. For a novice angler and even for seasoned veterans of the sport, the endless selection and variety of lures, tackle, and equipment can be intimidating. Having options narrowed down or gaining some background knowledge can be helpful when looking to try new products and techniques. In each article of Angler Management going forward, we will include a ‘Tackle Shop Talk’ profile of a product or two that our readers can take a look at. If you have any questions at

all about fishing or what you can do to improve your experience or success on the water feel free to email me anytime as well. Floats (bobbers) Fishing floats are used by anglers primarily to present bait or a lure at a specifically set depth below the surface of the water. This can be advantageous to avoid snags and rocks on the bottom, targeting fish that are feeding near the top like goldeye, or for visual strike detection. Styles and sizes vary from the well-known ‘red and white’ round plastic bobber to pencil floats made of balsa wood. Each has its own merits and advantages depending on the application. One thing to keep in mind when selecting a style to use is that the rounder profiles

have more resistance meaning a fish won’t be able to pull it under as easily. Depending on how or who is fishing, this can be either a positive or a negative. Another thing to consider is whether you prefer to have the float ‘clipped’ on the line or have it ‘run through’ the line and marked with a product called a bobber stop. Having a ‘slip float’ free running on the line is ideal for deeper line setting to enable the angler to cast properly. If you are setting the line around four feet or less, than a clip on float such as what the round bobbers employ will work just fine. The next time you are at the tackle shop, take some time to look at all of the available float options and see if you can work this aspect into your angling repertoire.

International court of public opinion

ow that the Permanent Court of Arbitration (PCA) has ruled strongly in favor of the Philippines’ maritime disputes against China in the South China Sea (SCS), people are wondering, “What’s going to happen next?” Unless China accepts the arbitral tribunal’s ruling – in parts

or in its entirety – nothing is going to happen in terms of enforcement. While the Philippines may have won a moral and legal victory, she cannot force China to dance “tango” with her, simply because China has refused from the getgo to participate in the arbitration case and made it crystal clear that

she would not abide by the PCA’s ruling. However, to avoid the appearance of losing face, China opened a little window for bilateral talks. But the question is: Is she going to impose the same old demand that the Philippines must first recognize China’s “indisputable sovereignty” over the South China Sea before talks could begin? And since the Philippines had refused to agree to it, bilateral negotiation was out of the question; hence, the Philippines went to the PCA to seek arbitration. With the PCA’s legally binding ruling, the Philippines is left with few options, none of which is easy to achieve. But with an alternative of going to war against China, a “peaceful” means of settling their disputes would be in everybody’s best interest, including the international community, which is keeping a keen eye on how China is dealing with the arbitral tribunal ruling. With 80% of global trade – that’s $5 trillion annually – passing through the SCS, there is just too much at stake. Any change in the status quo could upset the balance of power in the Indo-Asia-Pacific region, which would directly or indirectly affect the world’s leading economies. And that includes the Group of Seven (G7), which represents the top seven world economic powers. International rule of law At the G7 summit hosted by Japan on May 25-26, all the G7 members – Canada, France, Germany, Great Britain, Italy, Japan, and the U.S. – displayed an impressive show of unity to “defend the international rule of law and jurisdictional status quo in both the South and East China Seas.” As reported in the news, the G7 leaders also “affirmed the freedom of navigation and overflight, international law, peaceful settlement of disputes and arbitration, and they condemned unilateral action and the use of force or coercion.” “Rock the boat” But while the G7 is solidly in favor of abiding by the international law, the 10-member Association of South East Asian Nations (ASEAN), at their Foreign Ministers’ meeting in Vientiane, Laos, was divided over the PCA’s ruling. The members were deadlocked over the Philippines’ request to mention the PCA’s ruling in their joint statement.

The Philippines and Vietnam backed the PCA’s ruling, which denied China’s sweeping claims in the SCS, including the nullification of the controversial “nine-dash line,” which delineates about 90% of the SCS as belonging to China. But Cambodia opposed the wordings in reference to the PCA’s ruling; thus, preventing ASEAN from arriving at a consensus. To break the impasse, the Philippines’ Secretary of Foreign Affairs Perfecto Yasay Jr. withdrew the Philippines’ request and agreed to a watered-down joint communiqué that avoided any reference to the PCA’s ruling. Yasay said, “The Philippines did not want to gloat over the win, or rock the boat with ASEAN.” But excuse me Mr. Yasay, “rocking the boat” is not “gloating over the win.” On the contrary, it would have brought to the fore the importance of ASEAN unity in geopolitical issues that affect them collectively as a regional power bloc as well as individually as nations. Had ASEAN failed to gather unanimity among its member-nations, so be it. But it would have triggered a process to bring the maritime disputes to the center stage of international debate. Enforcing the ruling In a commentary by Senior Associate Justice Antonio T. Carpio published in the Philippine Daily Inquirer last July 21, he asked: “How can the Philippines enforce its exclusive right to the resources in its EEZ? “If China National Offshore Oil Co. (CNOOC) installs a gas platform on Recto Bank (Reed Bank), which is entirely within the Philippine EEZ, and extracts the gas there, the Philippines can sue CNOOC in Canada where CNOOC has assets. “The Philippines can show the ruling to the court in Canada, which ratified the United Nations Convention on the Law of the Sea (UNCLOS), that the gas on Recto Bank belongs to the Philippines and CNOOC pilfered it. “The Philippines can ask the Canadian court to seize CNOOC’s assets to compensate the Philippines for the pilfered gas. “The Philippines can also ask the International Seabed Authority (ISA), a creation of UNCLOS, to suspend the exploration permits it issued to China. “The ISA has issued 27 permits to explore the seabed

outside any national jurisdiction, and four permits have gone to China, the highest number for any state. “UNCLOS is a “package deal”—any United Nations member that ratifies UNCLOS must accept all its provisions. “If China refuses to comply with the ruling of the Permanent Court of Arbitration, the Philippines can ask the ISA to suspend the exploration permits of China because China is accepting only beneficial provisions of UNCLOS and rejecting its burdensome provisions. “The Philippines must be creative in finding legal means of enforcing the ruling, and not be timid in exploring the frontiers of international law. “To paraphrase Sun Tzu, you must defeat the enemy in the courtroom if you cannot defeat the enemy on the battlefield.” The primacy of UNCLOS Indeed, the most potent weapon that the Philippines could employ to force China to comply with the PCA’s ruling is UNCLOS, which both China and the Philippines are signatories; thus, obligating them to adhere to its provisions. And should China refuse to abide by it, the Philippines could then avail of the legal means that Justice Carpio outlined in his commentary. It is interesting to note that the U.S. has been pretty vocal and persistent in asserting freedom of navigation and overflight for her naval and air forces. Other countries might follow including Vietnam, Japan, Australia, and India, which begs the question: Is China prepared to go to war against her neighbors, five of which have mutual defense treaties with the U.S.? While China would try to save face and cut her losses and keep as much territory that she could bargain for, she is vulnerable to global economic sanctions and condemnation. And if the negotiations fail, then there will only be one court left to settle their disputes; that is, the “international court of public opinion,” where judgment is final and there is no appeal. Can China afford to disregard global public opinion, just like what’s happened to another rogue state, North Korea? I doubt it.

Mining firms to observe responsible industry practices

T

he mining industry will continue keeping up with the standards of responsible mining in response to President Rodrigo Duterte’s recent warning on businesses that are destroying the environment and violating government standards. The Chamber of Mines of the Philippines (COMP) said mining firms are covered by a strict

order to safeguard the people, environment and country’s interests. The COMP added that the mining industry will continue to abide by the law and support the President’s effort to weed out the irresponsible miners who conduct their business without regard for the law. The chamber also clarified that the Foreign Technical Assistance Agreement provides

for a 50-50 sharing formula with government. In the Mineral Production Sharing Agreement, the chamber said government gets a 45-percent share depending on prices of commodities, belying the prevailing assumption that government only gets 18 percent from mining operations.

NPA rebels return to government fold

Army Capt. Rhyan Batchar, spokesperson of the 10th Infantry Division said three members of the New People’s Army (NPA) surrendered last Aug. 1 to authorities in Mawab town, Compostela Valley, Batchar said the surrenderees are all members of the NPA’s Southern Mindanao Regional Committee. He said they were convinced by a former rebel to return to normal lives . He added

that the surrender was further influenced by the increasing number of NPA fighters who chose to lead peaceful lives by availing of the government’s Comprehensive Local Integration Program (CLIP). Records show that 64 ex-NPAs have received livelihood and monetary assistance from CLIP since 2015. In the first seven months of this year, a total of 141 rebels have voluntarily surrendered to 10th Infantry Division units.

Also drawn into the group is Indonesia, which rejoins the competition after FIFA lifted its

Pearl of the Orient Philippine Pavilion Magdaragat is a Filipino word meaning voyagers of the seas, or sea-farers. Magdaragat Philippines Incorporated was established in 1976 by the late Dante C. resident Rodrigo Duterte outlined his vision for the country as he delivered his first State of the Nation Address (Sona) on July 25. One of the highlights of the President’s speech was the change in the form of government as he urged Congress to immediately work on the federal system he wants for the country. He called a purely parliamentary form of government dangerous and said the French model would be better for the country. He added that the president under the federal system could be given either ceremonial powers or even the authority to dissolve parliament. The other highlights of Duterte’s SONA are his declaration of a unilateral ceasefire with leftist rebels as

part of his bid to end Asia's longest running Maoist insurgency. A unilateral ceasefire on the part of the government means the military will halt offensive operations against communist rebels. The Communist Party of the Philippines (CPP), led by its founder Jose Maria Sison, earlier indicated that it was willing to stop offensive operations during the peace talks. The other salient points in the SONA include increasing the capacity of the capital’s train systems and make them run faster to accommodate more commuters; strengthening laws against terrorism financing as well as the Philippines' coordination with Indonesia and Malaysia to suppress kidnappings in east Asian waters; and lowering of income taxes. Duterte also urged law enforcers and local officials to double their efforts against narcotics. He also reiterated his promise of providing full support for lawmen that fulfil their duty of battling drugs, as well as prioritizing the rehabilitation of drug dependents. Meanwhile, Armed Forces spokesperson Brig. Gen. Restituto Padilla said this year’s Sona was generally peaceful and different from previous years as this was the first time that militants were allowed to get closer to Batasang Pambansa.

op superstar Selena Gomez sang a total 18 songs at the Mall of Asia Arena on Sunday for her Revival Tour concert with the huge Filipino crowd visibly enjoying and reciprocating her energetic performance.

Men’s mag picks Pia Wurtzbach as ‘sexiest woman alive’

he men’s magazine Esquire Philippines has named reigning Miss Universe Pia Wurtzbach as the “sexiest woman alive” in the country. Wurtzbach won the Miss Universe title in December 2015 and has since traveled to various countries. She went to Ecuador in May to help with relief efforts after the earthquake in April, and being one of the judges in the Miss Peru beauty pageant. She and Miss USA 2016, Deshauna Barber, helped crown Miss Teen USA 2016, Karlie Hay, on Sunday. She recently successfully campaigned to have

Filipino action movie wins big in Germany

The Filipino action movie was directed by Noriel Jarito and tells the story of a bodyguard who is hired by a corrupt politician. 2017 Canada Summer Games Host Society launches official countdown to The Hottest Summer in Half A Century

I

n 365 days, the largest multisport and cultural event in the nation will begin in Winnipeg. From July 28 until August 13, 2017, the 2017 Canada Summer Games will welcome over 4,000 athletes and coaches and over 20,000 visitors to Winnipeg, Gimli MB, and Kenora ON. Today the 2017 Canada Summer Games celebrated the Countdown to the Games: One Year To Go presented by Payworks with a free concert and sport demonstrations at The Forks Market Plaza. The milestone celebration featured live performances by JP Hoe, Leonard Sumner, Kelly Bado, Dirty Catfish Brass Band and DJ Mama Cutsworth, 14 of the 16 Canada Summer Games sports hosted games onsite, and Niibin, the Games’ mascot, made several appearances. “The 2017 Canada Summer Games Host Society has put forth immense effort and preparation thus far into ensuring that these Games go down in history as an iconic Canadian sporting event,” said Tom Quinn, Canada Games Council Chairman. “In just 365 days, Canada’s top young athletes will converge in beautiful Winnipeg for a magical two weeks competition, and we can’t

wait to witness it all!” Representatives from the federal, provincial and municipal governments gathered together with leaders in the sport, business, and indigenous communities to count down and unveiled the Games’ countdown clock. “In 2017, sport and recreation will play an important part in the festivities for the 150th anniversary of Confederation— and the 2017 Canada Summer Games in Winnipeg will have a prominent place in our country’s celebration. Jeremy Senaris soared to popularity after winning second place in the reality television show MasterChef Canada. Inspired by his mother, Jeremy elevated everyday Filipino and Asian food throughout the popular cooking competition. Jeremy's family had taught him how to cook and after his mother had passed away from cancer he became passionate about replicating her dishes. On July 17, 2016, the monthly series of pop-up restaurants Baon Manila Nights featured Jeremy Senaris as the guest chef for their one-year anniversary. All of the dishes he presented were based on food his mother used to prepare. Jeremy was no stranger to Manila Nights, having presented the first course at the June instalment. However, with 135 guests, this month's seven course meal was the first time that Jeremy was the head chef for a such as large event. With a day-job as a building plan examiner, Jeremy admitted he faced several challenges for his first pop-up dinner such as planning the menu, deciding how much food to buy, and portioning for each person. This was also the first time that Jeremy cooked in a commercial establishment, taking place at The Merchant Kitchen. Jeremy says that he had great support to help him out, including Baon Manila Nights' founder, Chef Allan Pineda. "I had a good team, all in the restaurant industry." Jeremy admitted. "They're the ones who taught me the ways of the kitchen." Although he struggled with plating and presentation on MasterChef Canada, his skills improved throughout the competition, showcased in each of the beautiful dishes presented at Baon Manila Nights. The first course was a play on Arroz Caldo with an artful black squid ink risotto topped with a charred garlic shrimp. The result was a lovely garlic flavour that carried hints of the sea. The second course consisted of a savoury cocktail called the Manila Minchelada with a tomato juice base, tequila, lime and a salted spiced rim with subtle hints of tamarind.

The third course was a take on Agedashi tofu. The topping of Benito flakes mesmerized the guests as they moved with the heat of the dish. The coconut onion vinaigrette was assertive against the fried tofu and cut the heartiness of the pulled pork. The crispness of the tofu breading and bits of chicharon provided a crunchy texture. The fourth course was a chicken wonton sopas with meaty wontons, a delicate chicken broth with diced vegetables that reminded me of my own mother's chicken soup. Crumbled fried chicken skin sprinkled on top provided a contrasting crunch. The fifth course was prepared by Chef Claire Snowball, twotime Iron Chef Winnipeg. She presented a refreshing mango granita with a chia seed float and mint chiffonade, a perfect palate cleanser. The sixth course was magnificently plated Escarbache Fish and Chips using seared Arctic Char and lotus root chips, served with julienned vegetables. The

sweet sour sauce had a wonderful tartness that heightened the flavour of the fish. The final dessert course was an ode to Champorado. A quenelle of mild chocolate ice cream was presented astride puffed purple rice, whipped cream and topped with candied bacon to provide the salty element. The success of the July 17th dinner is only the beginning for Jeremy Senaris, an up and coming talent in the Winnipeg culinary scene. Jeremy hopes in the future to present more pop-up dinners on a smaller scale with a focus on more intricate dishes. However his biggest upcoming project is expecting his first child, due in January 2017. Congratulations, Jeremy! Baon Manila Nights is a monthly series of pop-up restaurants showcasing guests chefs and their takes on Filipino cuisine. The next dinner will take place August 27th with guest chef Pamela Kirkpatrick from Cake-ology. Inaugural V-League Championships

T

he inaugural V-League wrapped up their first season with exciting championship finals. In the women's division, Forever Flames (Munoz Silk Screen Printing) captured the championship over Normita Lorenzana's Archangels. In men's division championship finals, Align Chiropractic & Massage Therapy defeated Winnipeg Tigers.
