Won By One youth choir hosts 14th annual Music Central fundraiser

O

n Sunday, November 24, 2013, Won by One Youth Choir from the West Park Seventh-day Adventist Church held their 14th Annual Fundraiser called Music Central, held at Red River Valley Jr. Academy. Sheena Abella and Adrian Villagomez did a wonderful job as hosts for the event...a casual night of delicious Filipino food and live entertainment, which showcased many young talented local performers. Each year, WBO reaches out to the community through music, searching for local talent (that normally don’t get much recognition for their music) outside of their church circle. This year’s event showcased 11 performers that consisted of soloists, vocal groups and 1 band. Each year brings about 250 attendees, both young and old and this year was no exception. Many thanks to Ivy delos Santos, WBO Youth Choir Director, for organizing this annual event and for the West Park SDA Church members for their continuous support through volunteering their time in food prep, staging decor, sound system, and ticket sales. The history of Won by One Youth Choir: Originally called Higher Calling Youth Choir, this group started back 23 years ago, under the direction of Ivy delos Santos. With no other intentions

but to give the small group of youth something to be involved in, she finds herself today just as committed to lead out in the church’s music ministry with the young people. The purpose of the group remains the same; to bring together all youth through music and to share their Godgiven talents to those around them. The youth come and go, as the group started off with just half a dozen in the first year together and reaching close to 40 in membership in another year. Currently there are 18 members. They keep active throughout the year with regular choir practices every Friday nights, scheduled programs at local nursing homes, performances in and out of the city, and other various fundraising events to generate funds for choir tours. This year they are fundraising for a 14-day chartered choir tour to San Antonio, Texas in July of 2015 for the 60th General Conference Session of the Seventh-day Adventist Church, travelling and performing throughout New Mexico, Arizona, Nevada, California, then up to BC, Alberta, and Saskatoon. If you have not yet attended their annual fundraising event, make plans to join them next year as they celebrate their 15th year of Music Central! For more info of this youth choir, email them @ ivyds90@gmail.com

Skilled immigrant loan program marks 1st anniversary

Recognition Counts gets new funding partner, expands outside of Winnipeg Manitoba may soon have more nurses, engineers and physicians thanks to Recognition Counts, a loan program for skilled immigrants. Administered by SEED Winnipeg, the program celebrates its first anniversary today by announcing that it will expand to serve the rest of Manitoba thanks in part to the Jubilee Fund, which has committed to provide Recognition Counts with an additional $100,000 in funding. Recognition Counts offers loans of up to $10,000 to skilled immigrants who are seeking recognition in Manitoba for the education and experience they obtained abroad. The program has delivered loans totalling more than $640,000 to 75 people in its first year. Four of those loans have been repaid already and 14 recipients have completed their certification processes and are working in their chosen occupations or a related field. “When we have engineers or dentists who can’t find a job here in their chosen fields, then that’s a problem for them, their families and for all of us,” said Cindy Coker, Executive Director of SEED Winnipeg. “Until now, the program has only been available within Winnipeg, but there are a great many people throughout the province who need a program like this, which is why we’re very excited to expand to serve the rest of Manitoba.” Recognition Counts is delivered through a partnership between SEED Winnipeg, Assiniboine Credit Union, and the Province of Manitoba. The Federal Government provided $ 1 million for the loan fund plus additional funds for program delivery. The Province of Manitoba contributed $250,000 to cover administration costs over three years. Ottawa’s

funding created a loan loss reserve which is used to guarantee 80 per cent of each loan against loss, while Assiniboine Credit Union accepts 20 per cent of the lending risk. “Our donors support our organization because they know that we invest in people to help them make better lives for themselves and their families,” said Neil J. Childs, President of the Jubilee Fund. “We’re all stronger when they succeed. Our mandate is to run an ethical investment fund that is focused on poverty reduction and building healthier communities. Recognition Counts is a wonderful example of a program that reaches in to give

individuals the boost they need to radically change their lives.” “The Manitoba government is proud to be a partner for Recognition Counts and excited to see it expand beyond Winnipeg to begin meeting the needs of immigrants in towns and cities around the province,” said Labour and Immigration Minister Erna Braun. “Thanks to Recognition Counts, over the past year, 14 newcomers have been able to get their qualifications recognized and enter our labour market, with many more to follow. That’s good news for Manitoba’s growing economy, and will make a real difference in the lives of these families.”

Ethel Fernandez is now working as an engineer at the Royal Canadian Mint in part because of the support provided by Recognition Counts.

Immigration and Labour Minister Erna Braun helped announce that the Recognition Counts program is now available for skilled immigrants across the province.

hile at the height of the fund raising campaign for the Bohol earthquake victims, the officers and members of the Bisaya Association of Manitoba had no idea that there was a brewing tropical depression in the Pacific, let alone to know that the Central Visayas was the target of the storm. It happened too fast and the tropical storm was considered as the super typhoon Haiyan, known in the Philippines, Yolanda. The officers and members of the BISAMAN were totally affected by the super typhoon and this calamity has added the demand to raise more money. "Total devastation is what typhoon Yolanda did to the Central Visayas and we confronted with more responsibilities to raise more funds," said Dong Calunia, president of BISAMAN. " It was a calamity after calamnity, and we are mobilizing our members to help raise the fund. Donations and other forms of help have been pouring in and Bisaman had to find a place to hold their fundraising campaign. They could not find a vernue for their fundraising and fortunately, the officers and board of directors of the newly constructed Punjab Centre at King Edward was offered to them for free. "It is a real blessing that this new Punjab Centre is offered to us for the venue of our fundraisning, and as if it was a miracle, the miracle of giving, of sharing with other ethnic group, " added Calunia.. With help of Josie Rana and Luz,and other officers and other organizations, tickets were distributed and sold. "With so many guests tonight, all are here to help us meet our fundraising goals, is a great success, a real blessing ," he said with smile. Grant Park High School donated more than $800 from the food sale initiative led by Rose Solitario. MP Kevin Lamoureux donated 20 boxes of pizza; and the prizes for the auctions were

donated by businesses and individuals. Fundraising activities are still going on and your donations are will accepted. The officers of Bisaman include Dong Calunia, president;Raffy Alingsog,

My Ride Ron Cantiveros

2014 Acura RLX

Acura’s new flagship in the luxury midsize segment just gained an additional letter. The new 2014 RLX model is redesigned from the former Acura RL. The new RLX is now longer and now provides more than adequate room for rear seat passenger comfort and a larger trunk. The ride quality in the RLX was stellar. The ride was firm and very quiet as I rolled through the streets of Winnipeg. The interior is extremely well crafted for a vehicle in the $60,000 range. Some of the interior cabin amenities include heated and chilled leather seating. For us in the great white north, a heated steering wheel is welcome any day during our long winter months. For the music aficionados, the new 14-speaker Krell audio system is a huge plus. Listening to beats is fantastic, including the Winnipeg Jets TSN 1290 game day broadcasts. It’s almost like you’re at a concert hall! Lots of bells and whistles as one would expect from a luxury car. In fact, just looking at the

number of buttons and knobs on the steering wheel was confusing at first but easier to manage once I figure out everything. For the week I had the RLX, average fuel economy for a fair majority of city driving was just under 12.0L/100kms in winter like conditions. That’s average fuel economy from my standpoint. I’m curious and anxiously waiting for the RLX Hybrid AWD to be released soon for those waiting for a hybrid model. Under the hood of the 2014 RLX is a modern 6-speed direct injection 3.5L V6 engine and offers up to 310hp at 6500rpm and 271b.ft of torque at 5800rpm. The P-AWS badge on the rear trunk of the 2014 Acura RLX also had me curious as I originally assumed it was an allwheel drive acronym. In fact, P-AWS refers to Precision AllWheel Steering system and Acura claims that it controls the left and right toe angles of the rear wheels. In layman’s terms, the rear wheels pivot to assist with driving dynamics. On u-turns at

low speeds, the rear wheels pivot in the opposite direction of the front wheels. The headlights on the Acrua RLX are pretty sick and aptly named Jewel-EYE LED headlights. As far as the exterior styling of the car, the LED headlights about the only eye catching feature. Don’t get me wrong, the car looks great but from a $60,000+ luxury vehicle, I

would have expected more from the new RLX. One last thing about the Acura RLX that impressed my passengers – three-stage rear seat passenger heated seats! Great for

Vibrant economy accelerates local real estate market

T

he Philippine property market remains vibrant thanks to strong domestic consumption and increases in government spending. Data from to Colliers International (see graph) indicate that during the year to end-Q2 2013, the average price of a luxury 3-bedroom condominium in Makati Central Business District (CBD) soared by 12.92% equivalent to PHP128,730 per square meter (sq. m.), higher than the annual rises of 5.6% in Q1 2013, 8% in Q4 and 8.3% in Q3 2012, The highest increase since Q4 1995 was recorded during the latest quarter with the high-end residential property prices in Makati CBD increasing 6.92% in Q2 2013.

In the second quarter of 2013, land values and rents in Makati CBD, also been appreciating recently. Based on figures from the Bangko Sentral ng Pilipinas (BSP), the total real estate loans countrywide soared by 42% to PHP546.51 billion (US$12.47 billion) in 2012 from the previous year, yet the size of the mortgage market remains small at about 5.5% of GDP in 2012. Among the obstacles encountered by property buyers include houses sold for cash or pre-sold, . high transaction costs, corruption and red tape, fake land titles and substandard building practices.

In recent years, employees of new ITrelated firms such as call centers and other business process outsourcing (BPO) firms have boosted demand for rental housing, with a ripple effect on the construction, retail, and telecommunications sectors, resulting in property price increases of 59.3% (16.2% in real terms) from 2005 to 2008 (see graph). Thus in 2009, luxury condo price growth slowed to a meagre 0.2% y-o-y due to the global financial meltdown. But the significant economic recovery of the Philippines that started in 2010 is now propelling prices up again, with 5.5% price rises in 2011 (0.72% in real terms).

According to the World Bank, the remittances of Overseas Filipino Workers (OFWs) are powering the low-end to mid-range residential property market including the upper residential market due to increased housing demand from BPO employees and expatriates. Ayala Land has entered this market with around 55% of Vista Land’s reservation sales currently going to OFWs in Asia, Europe and Middle East, while US-based OFWs account for another 5% to 10% of sales.

MaCCFA & FCTPAM initiative hits more than $25,000 for Haiyan victims

W

ith more than forty volunteers, the officers and members of the Manitoba Council of Canadian Filipino Associations, Inc. (MaCCFA) and the Filipino Canadian Technical Professional Association of Manitoba (FCTPAM), in cooperation of CADPOWER and the Filipino Journal, have hit the more than $25,000 cash donation for more than two weeks of campaign. The cash donations will be endorsed to the Canadian Red Cross, and when the Canadian government will match the donation dollar for dollar, the cash campaign is worth $50,000 for the Haiyan typhoon victims in Central Visayas. “I’am so humbled by the outpouring help from our Canadians friends from all walks of life, theethnic and church groups, these donors have all the willingness to give, to help and to share our stories if our families are affected by the typhoon. Their responses are contagious, and the dedication and commitments of our volunteers are so strong, a great foundation of a community to work together to help the typhoon victims," said Rod E. Cantiveros, president of MaCCFA. “We are in awe from the outpouring of supports by Winnipegers and from those out-of-town visitors. One thing noteworthy is the passion of the members of the Filipino community to help their kababayans who were victims of the super typhoon Haiyan,” said Astrophel Miguel, a

collective comment from FCTPAM volunteers. “For the two-week duration of the campaign, we are humbled by the magnanimity of the community members who shared their bounties to those who are in need. It was an amazing two-week experience, “ he added For the past two weeks, the officers, members and volunteers of MaCCFA and FCTPAM held their fund raising at Lucky Supermarket, Polo Park Mall and Kildonan Place. The largest contribution received by the groups is the $10,000 donations from the management of Lucky Supermarket. "Finding volunteers to man the campaign locations is an experience of how people easily respond to help raise the funds, there is a common thread of helping other people who are victims of this super typhoon," said Letty Antonio, chairperson for volunteers. " Volunteerism is at this height of their commitments to help other people. The final computation is being tallied by Opel Miguel and Norman Padilla, chairpersons finance. MaCCFA has been continuously holding fundraising for HELPfund Calamity Fund. In the current MaCCFA project, Mrs. Philippines Manitoba 2014, the proceeds will be used in the reconstruction program in the areas where the need for housing is most felt. And being a co-sponsor of the Winnipeg Symphony Orchestra: Pilita Corrales Special, the proceeds will add to the funding for the reconstruction for the Haiyan typhoon victims.

ocal ballet dancer Justin Calvadores might be young, but he’s well on his way to reaching his goal of becoming a professional ballet dancer. While he entered the world of professional dance later than some, his drive and determination have helped him land a starring role in RWB’s holiday classic, Nutcracker. Calvadores hopes he’ll inspire others just like him to follow their dance dreams. FJ: It is amazing to have a very talented Filipino Canadian to grace the celebrated tradition of the Royal Winnipeg Ballet’s Nutcracker. How did you reach this level within the performing arts?

JC: I started dancing at Sisler in Sisler’s Most Wanted, and from there I began doing hip hop, jazz, disco and ballroom. I remember one teacher telling me I was naturally good at ballet so I searched the internet for local studios and I begged my Dad to bring me to the Royal Winnipeg Ballet School to sign me up for classes. I started in the RWB School Recreational Division and during my final dance recital in 2012, the Director from the Professional School was in the audience and saw my final piece which resulted in an invitation to attend the four-week Summer Session in July. It was an amazing honor to be considered for the program. From there, I’ve joined the full time program which

FJ: As a role model, what is your advice to your Filipino friends pursuing this career? JC: I want to encourage younger students, if they have that passion or desire to start dancing, to not hesitate. Dance is a very disciplined art form where you learn a lot about yourself, how to overcome challenges, how to persevere through struggles, while having a lot of fun at the same time. It has been a great experience for me. FJ: Fifteen years from now, who will Justin Calvadores be? JC: It’s hard to know exactly, but I’ve always told myself that no matter where I am in the future I want to make sure that what I’m doing what I love and what makes me happy – so whether I am involved in dance as a dancer, a choreographer or a teacher – right now I feel like those are all paths that are possible. Wherever I do end up, I hope to have reached out and inspired people along the way. Justin Calvadores is a current student in the RWB School Professional Division and will be starring as Julien in the RWB’s Nutcracker which runs from December 19-29 at the Centennial Concert Hall.

Pacquiao’s victory enlivens Filipino spirits

T

housands of Filipinos expressed their gratitude online to boxing icon Manny “Pacman” Pacquiao after he reduced Brandon Rios to a bloody pulp in their 12-round bout in Macau to win the WBO international welterweight title via unanimous decision. The American boxer suffered a nasty cut on his left eyebrow that started bleeding from the sixth round. In comparison, Pacquiao didn't suffer any cuts. Prior to the fight, Pacquiao made it clear that he had his fellow Filipinos in mind who suffered so much to super typhoon "Yolanda" (international name Haiyan) when he went up against the brash Rios. The event was beamed live at a public park in Tacloban, Leyte for the benefit of typhoon survivors to whom Pacquiao dedicated his victory. A fan said Pacman lifted the hearts of Filipinos while another fan said the victory has given hope to every Filipino

to rise from calamities. The statement of a fan named Joy Ligaya summed it best when she posted online that the Filipino boxing icon didn’t only gave the Filipinos a break from trials and hardships but a victory as well. Pacquiao's masterful win over Rios only proved that his time as a world class boxer is not yet over. The win raised his record to 55-5-2 with 38 knockouts, while Rios' mark slipped to 31-2 with 22 knockouts.

Filipinos bid goodbye to Paul Walker On December 1 at around 10:30 a.m. Manila time, “Fast & Furious” star Paul Walker died in a car crash shortly after attending a charity event to raise funds for the victims of super typhoon “Yolanda” (international name “Haiyan”). His death was emotionally felt in the Philippines because his final act was spearheading a fund raising drive to aid the Filipino victims of the latest disaster

that hit the country. Prior to the event, the charitable organization ROWW (Reach Out World Wide) which he and his friends founded four years ago has already sent a medical team to help the typhoon victims. Walker and the cast of the seventh sequel of “Fast & Furious” also appeared in the 45-second video to cheer up their Filipino fans and appealed for aid to the Philippines. The “Fast

& Furious” movie premiered in Manila and topped local box office for two weeks. Walker became famous in 1999 after his role in the hit film “Varsity Blues.” He became a big international star as Brian O’Conner in the film series “Fast and Furious.” In real life he was an avid car enthusiast and competed in various racing series. He was also very active in worldwide charity works.

Why scoring the minimum on the language test can still result in a refused visa

M

ost people who receive provincial nominee certificates are get Canadian permanent residency. For those whose applications are refused, the most common reasons for refusal are findings of “inadmissibility” for past criminal records, current medical conditions or past problems with immigration. However, a provincial nominee can be refused even after meeting all of the other criteria for immigration. This is because Citizenship and Immigration Canada can refuse a provincial nominee if they believe that the provincial nominee will not become “economically established” in Canada. In the case of Fahmeeda Noreen, which was decided last month, Ms Noreen was told by Citizenship and Immigration Canada that her visa may be refused because she had an English language score that was too low. She was told this despite the fact that she scored above the minimum required by Citizenship and Immigration Canada and the Saskatchewan Immigrant Nominee Program on the language test. (Ms Noreen was applying to Saskatchewan.) What did Ms Noreen argue to say she could become economically established? In response to the visa officer, Ms Noreen gave 6 reasons why she could become “economically established”. The 6 reasons, as set out in the court decision, were as follows: 1. First, she would be immigrating with her husband whom, she said, would have no difficulty obtaining employment as a security guard. 2. Second, as her husband would be working full-time and supporting the family, she would be “focusing

more” on improving her English language abilities by taking courses at the University of Saskatchewan “and working any part time job to contribute to the family income to become economically independent.” 3. Third, while she recognized that her ultimate goal of working in education requires strong communication skills, she was confident that by living in Canada and taking courses at the University, she would quickly achieve a “competent level of proficiency in English.” 4. Fourth, she was prepared, like all immigrants, to “start any odd or basic job” and she foresaw no problem with communication given her overall score of 5 on the IELTS. 5. Fifth, while she also foresaw difficulty obtaining her Saskatchewan teaching certification while working part time, she pointed to her accomplishments to date as an indicator that she would be successful. 6. Sixth, she pointed to the $24,000 she had saved to assist her and her family in becoming economically established. Despite giving these reasons she lost her court case. In the court decision, the judge made a number of comments that all provincial nominees should be aware of. Taking on odd jobs is NOT proof of the ability to become economically established While Ms Noreen thought the fact that she would be willing to take on odd jobs would prove she would become economically established, the judge in her case had the opposite view. In this case, the judge stated that “part-time or casual work” would not allow Ms Noreen to “fully support” herself. As a result, the judge found that the officer could find that Ms. Noreen would not be able to fully

support herself and her family (even with the assistance of her husband) if she is only working on a part-time or casual basis. For people applying under a provincial nominee program, a commitment to take on whatever job may come your way could result in your application being refused. A commitment to get recognized in a profession in Canada is NOT proof of the ability to become economically established While Ms Noreen indicated a commitment to working in her chosen profession in Canada, she was unable to indicate to the visa officer how long this would take. Without the ability to indicate how long it would take, the judge said that while “she offers light at the end of the tunnel”. She “does not tell the officer how long the tunnel is and perhaps it is never ending!”. As a result, a simple commitment to work hard may not be enough to get an immigration application approved. Scoring the minimum on an language test does not guarantee an approval Perhaps the most surprising finding of the judge in Ms Noreen’s case is that the judge found that scoring above the minimum on an English language test does not guarantee that language will not be an issue in an immigration application. In this case, the judge stated that scoring in excess of the minimum IELTS requirement “only shows why she was not immediately screened out”. As a result, this case clearly shows that an officer can refuse a visa on the basis of language ability even if a person scores above the minimum test requirement. Filipino Journal At Your Service

The Filipino Journal has been working with our kababayans who have encountered problems in housing, job hunting, in writing a will and in dealing with some agencies where they want to bring a petition and complain about rental housing and other problems with the landlords. Currently, we are doing a follow-up with the Provincial Attorney General and the City of Winnipeg on the compliance of the landlord, part of the recommendations by the Residential Tenancy Commission on case brought up by the tenants at the Simcoe apartments. The tenants won their appeal and the 17 tenants received a refund of $1,705 each. We are also working with some tenants in a Sherbrook apartment who present an appeal against the landlord's application for the apartment ecxcessive rental increase starting this coming month. We learned that some tenants have been paying the new rent without the approval of the Residential Tenancies Branch. We do accompany some of our kababayans to help communicate with the personnel in the tenancy office. (My advise to our kababayan, you have the right to appeal if the rental increase is not justified. Give yourself a time to appeal and to attend the hearing. This is your right. Huwag kayong matakot.(

Dito, pantay-pantay tayo.) Of late, we got a call from a company's owner to help his contract worker who has no relatives or "kakillala" in Winnipeg to find a rooming house or a room for rent. The contract worker had been living in a hotel since his arrival and the owner could not afford the nightly rate. At first we guided the person how to use the transit system. And we brought him to some Filipino events to meet other kababayans. He met some Filipinos who came from the same town where he lived before. And we were able to find a house with a room for rent n the Westend. His monthly payment is almost half of the hotel rate. And many kababayans who want the service of the lawyer are increasing and we are able to recommend our kababayan to help and advise their legal needs. And many bagong datings have been asking some information about job opportunities, credentials and other professional requirements. The Filipino Journal is always willing and ready to help.. Chinese Dream: Beyond the First Island Chain

I

n an apparent move against Japan – and the United States -China established an Air Defense Identification Zone (ADIZ) over a large portion of East China Sea, which includes the disputed Senkaku Islands. The “No-Fly Zone” took effect last November 23. In her announcement, China said that her military would take “defensive emergency measures” if aircraft

entered the area without reporting flight plans or identifying themselves. It is evident that China unilaterally imposed the ADIZ as part of her goal to eventually control the “First Island Chain,” which runs from Northeast China, thorough Japan, the Ryukyu archipelago, Taiwan, the Philippines, Borneo, Malaysia, and to the Strait of Malacca, and encompassing the Yellow Sea, East

China Sea, and South China Sea. China could then break through the Miyako Strait between Taiwan and the Ryukyu chain or through the Luzon Strait between Taiwan and Luzon Island of the Philippines. Pax Americana Currently, the U.S. operates six major air bases in Japan including the strategically located Okinawa Island, which is host to 25,000 American troops including 13,000 marines. Another 25,000 American troops are stationed on Japan’s main island, which is home to the forwarddeployed USS George Washington Carrier Strike Group based at the Yokosuka naval base. Recently, Japan deployed several units of surface-to-ship missiles on Miyako Island, which could control navigation through the strategic Miyako Strait. On the other side of Miyako Strait is Okinawa. Any attempt by China to break through the Miyako Strait would be difficult and could inflict heavy casualty to Chinese forces. And this is where imposing a Chinese ADIZ could deny U.S. and Japanese forces from exercising total control of the Miyako Strait. If China exercises control of Miyako Strait, then she can make her next move, which is to dominate the Second Island Chain – a demarcation line from Japan through Guam to Indonesia – and bring China right to America’s doorsteps: Guam. And who would prevent China from declaring an ADIZ over the entire Western Pacific including the airspace over Japan, Taiwan, and the Philippines? Outlandish the idea might be, but it is possible. By controlling the vast Western Pacific, China could establish herself as the sole superpower in the AsiaPacific region and transform the entire Western Pacific waters into “Lake Beijing.” The question is: Would China stop at the Second Island Chain? There are now talks that China is looking far beyond the Second Island Chain; that is, a Third Island Chain that would extend all the way to Hawaii… and ultimately to the shores

of California. By then China would be the biggest economic and military power on Earth. Pax Sinica In my article, “Xi Jinping’s Pax Sinica” (November 3, 2013), I wrote: “Last October 31, 2013, China’s state-run Global Times published an article, saying that escalating tensions between China and Japan over territorial claims to the Senkaku Islands could ignite a war. It said that Beijing was preparing for a ‘worstcase’ scenario of military conflict over the disputed islands. “It seems that China’s worstcase’ scenario is a deliberate attempt to fulfill Xi’s ‘Chinese Dream,’ which is the revival of imperial China — or Pax Sinica (Chinese Peace) – that had maintained Chinese hegemony in Asia during the reign of the Ming dynasty. ‘The great revival of the Chinese nation is the greatest Chinese Dream,’ Xi said before taking office in November 2012. “Surmise it to say, China’s carefully orchestrated actions in the past two years are leading to war against Japan… and ultimately against the United States, with the goal of ending American hegemony – Pax Americana — in the Pacific.” But there is a stumbling block – America – who, since the end of World War II, had established herself as the unchallenged power in the Pacific with the First Island Chain as her first line of defense against, at that time, Russia or what used to be the Union of Soviet Socialist Republics (USSR). Paper tiger Three days after the ADIZ was imposed, the U.S. -- in an apparent show of force -- sent two unarmed B-52 Stratofortress bombers from an airbase in Guam to fly over the Senkaku Islands. Stunned by the U.S.’s quick response, China didn’t scramble her jet fighters to intercept the “intruding” aircraft. Evidently, China didn’t have any contingency plan to respond to the U.S. action. The Defense Ministry merely said that it identified and monitored the aircraft. The People’s Liberation Army (PLA), with all its past bravura, was caught off guard. This led some Chinese media to call the PLA a “paper tiger.” The U.S. counter-action proved two things. First, it served as a stern

December 5-20, 2013 warning to China that the U.S. would not take this sitting down. Secondly, the U.S. reassured her Asian allies that she remains committed to rebalancing 60% of her naval and air forces to the Asia-Pacific region. No sooner had the B-52’s headed back to Guam than Japan and South Korea, in an act of defiance, sent their reconnaissance aircraft over the ADIZ. Again, there was no reaction from the PLA in both instances. Chinese Dream In an article in the Want China Times that appeared on June 27, 2013, Admiral Liu Huaqing, the mastermind of China’s modern naval strategy, was quoted as saying in 1982 that it would be necessary for China to control the First and Second Island Chains by 2010 and 2020, respectively. “The PLA Navy must be ready to challenge US domination over the Western Pacific and the Indian Ocean in 2040. If China is able to dominate the Second Island Chain seven years from now, the East China Sea will become the backyard of the PLA Navy,” he said. China has yet to control the First Island Chain, which put her three years behind her timetable. But by imposing an ADIZ over the East China Sea and planning to do the same over the South China Sea, China was hoping that U.S. would be shooed away from the Western Pacific. If China were successful in doing that, then the “Chinese Dream” is within her reach. But there is one thing that prevents China from fulfilling the “Chinese Dream” and that is the United States’ intent to remain a Pacific power. And at the rate China’s neighbors are coalescing together to counter China’s aggression, she may have to find a friendlier and less threatening way of winning her neighbors’ goodwill and cooperation. Instead China is stoking fear among her neighbors in the same manner that Adolf Hitler stoked fear in Europe when Germany annexed Czechoslovakia’s Sudetenland. Makes one wonder if history is repeating itself? At the end of the day, China’s dream of going beyond the First Island Chain could turn out to be just that -- a dream. Or it could be a nightmare nobody wants to wake up from.

UMAC sends more than 150 boxes of relief to Haiyan victims

ith more than thirty volunteers, the UMAC Cargp Express Winnipeg led by Garry and Aida Montierro, manager/owners, mobilized their door to door service by calling family friends in Winnipeg, Brandon and Steinbach, to donate used clothes, shoes, children and baby dresses, shoes, blankets and groceries. And the response was tremendous and it took them many days and nights to pack and repack the donations. Donations of goods came from Western Glove, Warehouse One (new garments) Greenwood Hotel (blankets and bed sheets), Steinbach and Brandon Filipino associations, french school, and families and friends. "I am so amazed and humbled by the responses from our friends, our clients and our canadian friends when we started our plan to send relief goods to the typhoon victims", said Garry Montierro who was busy assisting the Steinbach delegation led by its president, Cesar Valdez,to unload the forty boxes of relief goods donated by the Filipinos in Steinbach. The warehouse of UMAC was busy like a beehives where the volunteers had to work classifying the relief goods. Toys, used clothes for men, women, children, boys and babies and blankets were packed separately. Upon learning some of the news of relief goods which are no longer being accepted by the Philippine government, the UMAC management changed their plans to distribute the relief donations. "We decided that the UMAC Philippines will be in charge to distribute these relief goods. No

The collection of cash amounting to $5,000 was endorsed to Canadian Red Cross. According to Aida, more than 20 boxes are addressed to some barangays and churches where the needs are most wanted. "We do this to help our kababayan, at least in a very small way. Your sympathetic attitude towards someone in need will be appreciated. Taking the advice of a friend may benefit you on the investment front.

There is optimism, there is faith, and there is a tendency to take chances at the deepest emotional levels. Winnipeg Jets Report by Derick Ramos @DerickRamos

Expect the Unexpected

A

s we near the 30 game mark of the NHL season, the Winnipeg Jets are flying an unpredictable course. When the Jets seem poised to take off and challenge for a playoff spot, they tail off and go into a mini slump. When the Jets faithful expect their team to sink further down in the Western Conference standings during a two week road trip, they surprise everyone and look like road warriors. So what can the Jets fan base expect from their team? Anything and everything. Coming off a 5-4 loss to Western Conference cellar dwellers, the Calgary Flames, the Jets would close their home stand against the powerhouse Chicago Blackhawks and division nemesis, Minnesota Wild. The Jets fought hard and gave the Blackhawks a stiffer

challenge this time around. With the score tied 3-3 going into the third, Chicago captain Jonathan Toews powered the Hawks to three third period goals to double up the Jets 6-3. Winnipeg would entertain the Minnesota Wild in an afternoon matinee and Jets secondary scoring came from Matt Halischuk and Michael Frolik , both recording a goal and an assist. With five minutes left and the score 2-1 for the Jets, Wild forward Zach Parise scored a short-handed equalizer forcing overtime and a shootout. Niklas Backstrom outdueled Ondrej Pavelec in the shootout to give the Wild a 3-2 win. With an upcoming road trip, Claude Noel felt it would be good for the Jets to take a break at home and build some chemistry on the road.

“Now we play in the East and it will be good for us and get some team building and some comradery, Noel said. The New Jersey Devils would be the perfect tonic for the Jets woes. Evander Kane scored the game winner to get the Jets back into the win column with a 3-1 victory. Pavelec turned aside 22 shots in the win.

Winnipeg would build off their win with another solid outing against the New York Islanders. A three goal second period gave the Jets enough to hold off the Isles 3-2. Backup Jets goalie Al Montoya stopped 22 shots to get the win against his former club. In an early Black Friday tilt in Philadelphia, the Flyers edged the Jets 2-1. Flyers forward Sean

Couturier scored a second period short-handed goal which held up as the game winner. Olli Jokinen provided the heroics against the New York Rangers. Jokinen had two goals in the third period and also added an assist to help propel the Jets to a 5-2 win in Manhattan. The Jets have a 13-12-4 record and sit four points out of a playoff spot.

Meralco says increase in electric rates temporary

C

ustomers of the Manila Electric Company (Meralco) were assured that the increase in its generation charge by P2 to P3 per kilowatthour would be temporary. Meralco spokesman Joe Zaldarriaga in a radio interview said the increase in generation cost starting December is due to the shutdown of the Malampaya Power Plant from November 11 to December 10. He explained that Meralco will use more expensive fuel from the Ilijan and Sta. Rita power plant in Batangas which use the more expensive liquid fuel instead of natural gas. Zaldarriaga further said the increase in generation charge will reflect on the receipts of customers starting this December and will last until February.

Grand Cayman, "a place that forgot to age" by Gem and Lita Anis

I

f you happen to be in "a place that forgot to age" life seems to be in a suspended animation, i.e., as long as you are in the British Overseas Territory of Grand Cayman where you can stroll endlessly on a beach or experience a magnificent underwater world to a depth of one hundred feet without getting wet.

Since becoming fans of Mississippi novelist John Grisham after reading his best sellers "The Firm" and "The Pelican Brief", which are made later into Hollywood movies, we have been interested in Grand Cayman being used as a place of refuge for Grisham's heroes and heroines to

escape the madness surrounding their lives in America. Located directly south of Cuba, Grand Cayman is only 60 minutes flying time from Miami, Florida. In the centuries past Grand Cayman is the perfect hideaways for pirates and now a favourite tax haven for businessmen and investors because the country imposes no income tax, no corporate tax, no capital gains tax, no payroll tax, no sales tax, no inheritance/gift tax, and no withholding tax on foreign entities. It is said that "if you bring your

cash to Grand Cayman, it will be invisible to the whole world". Having its own dollar currency, the Cayman Islands GDP (Gross Domestic Product) per capita is the 14th highest in the world. With an average income of KYD (Grand Cayman Dollar) 47,000, the Caymanians have the highest standard of living in the Caribbean. No wonder, you won't see roadside vendors and panhandlers on the streets! In 2003, the Cayman Islands become the first country on earth to mandate health insurance for all

Capital and main city is George Town, modern and bustling with 27,704 people It is the centre of government, business and shopping. George Town harbour is home to cruise ships anchoring offshore and ferrying passengers by tenders called shuttle boats.. When cruise ships are in the port the downtown area gets very crowded. Grand Cayman is a duty-free port and charges no sales tax, so imported goods are available at bargain prices. Many stores and shops are closed on Sundays except restaurants and snorkeling / scuba diving shops. On the western shore of the island lies the Seven Miles Beach, a crescent-shaped coral and white sand beach. The beach which is actually 5.5 miles long is a public beach which means visitors/ guests can stroll freely along the shoreline. Driving up the west coast we reach a popular small town called "Hell", so named due to its eerie black limestone formations occupying an area half the size of a soccer field. Just off Grand Cayman`s North Sound lies the shallow sandbar known as ``Stingray City`` inhabited by tamed friendly, graceful stingrays. No visit to Grand Cayman is complete without experiencing Àtlantis Submarine`excursion to discover Cayman`s underwater parks and gardens to depths between 65 to 100 feet without getting wet. The journey in this 48-passengers fully submerged excursion takes about two hours. You`ll be mesmerized travelling through the coral canyons among the abundant sea life of corals, fishes, stingrays, and, on rare occasions, sharks. Quick stops at the Tortuga Rum Factory noted for its delicious rum cakes, at the Conch Shell House uniquely built with more than 4,000 conch shells, and at Pedro St. James House, the oldest existing structure in the island where the Caymanians met in 1931 to introduce democracy with its first elected Parliament, give us more insight into the culture and history of the Cayman Island.

chieving that natural “cover girl” makeup appearance is the look we all would like to perfect, especially for those days when we are rushing in the morning. If you don’t know how to achieve that natural everyday look, we will teach you what to use and how to apply it. You can still wear foundation, mascara and blush. The key to naturallooking makeup, is flawless glowing skin, and to highlight your best features.

PROVICI TIP: Make sure you're washing your face every night before bed to remove all makeup from the day. Once you've got a clean face, moisturize thoroughly. Make sure you're choosing a good quality moisturizer. We recommend our Hydrating Crème Concentrate to nourish your skin on a daily basis.

Our guide to the Barely-There look:

Step 1: Even your skin tone

Using Liquid Powder Mineral Foundation and a Foundation Brush, apply using small strokes all over the face.

Try using Provici’s Your brows also need to be filledWhisper Apricot Sheer Satin Blush in to frame your eyes since you if you like a bit of glow, or Café Blush won’t be wearing any eye shadow. if you prefer a matte look.

Going Dutch Krystle added to the look with a beautiful Dutch Braid. Follow these three simple steps for a dazzling new style for your hair: Now be knotty

Begin your Dutch braid just under the : Step 2 teased portion. Tie off the end of your hair once you have reached the bottom.

Use an eye shadow with a Precision Angle Brush (we used our Cedar Matt Eye Shadow). Using an eye shadow instead of a pencil to fill your brows gives a more natural effect.
