LIGHTS OF INKSTER GARDEN True meaning of Christmas comes from our heart and extend to our homes where love and tradition become the cornerstone of sharing and giving. And as we look forward to Christmas, we see houses with stunning Christmas decoration, making the neighborhood festive and full of wonders. One of the houses, at the corner of Inskter Garden and Garton Avenue, owned by the Francisco family, has become a sight to behold. Photo by Ron Cantiveros | Filipino Journal

Francisco residence ushers the festive celebration of Christmas
H
ave you passed by Inkster Garden lately? For sure you did not miss this Christmas display by the Francisco family that stands out in the neighborhood as bright lights shine through various Christmas ornaments. It has been a tradition of homeowners Johnny and Juliet, together with their kids, to decorate for Christmas since
they moved in this house in 2007. Through the festive display, with the Belen being the center, they do not only entertain but also share
the true spirit of Christmas to the community which is the celebration of the Birth of Jesus Christ.

Health Matters with Dra. Denise – Cannabis: The Low-Down on Getting High (part 2) Effects on the Lungs Chronic, frequent cannabis smoking causes toxic by-products (similar to those in tobacco cigarettes) to be released and inhaled. Using cannabis and tobacco together increases the risk of developing lung disease such as asthma, chronic obstructive pulmonary disorder (COPD) and lung cancer. Mental Health Daily or near-daily use of cannabis increases the risk of developing anxiety, depression, psychosis, and schizophrenia. Avoid using cannabis if you have a personal or family history of psychosis, schizophrenia, or bipolar disorder. While most cannabis users will not develop schizophrenia, those already at risk either from family history or other risk factors are more likely to suffer psychosis with cannabis. This is especially true if cannabis use starts when a person is young, or if a person uses cannabis frequently. Psychosis symptoms can persist even after
cannabis use has stopped. Using cannabis for long periods of time greatly increases a person’s risk. With bipolar disorder, cannabis increases the likelihood that manic periods will be triggered. Research has shown that teens with high levels of anxiety might start using cannabis at a younger age, and they may increase the amount and frequency of use more quickly than other teens. Teen girls who experience depression may also use larger amounts of cannabis more often than peers. There is conflicting evidence about cannabis and its effectiveness to treat anxiety, so talk to your health care provider if you are considering using cannabis to treat your anxiety or depression. Pregnancy Cannabis can affect your ability to become pregnant by disrupting menstrual cycles or reducing sperm count. Cognitive Effects: Poor memory, concentration, and motivation
Long-term frequent cannabis use has been associated with lower grades and poorer work performance. This is because it can negatively affect your memory, your ability to concentrate at school or work, and for some people will make it more difficult to become motivated. Addictiveness While many believe it is not addictive, approximately 9% of users become dependent on cannabis (compared to alcoholism, which occurs in 23% of drinkers). The risk is nearly twice that if you start using cannabis as a teen or young adult. If you begin using it multiple times a week, the risk of becoming dependent increases to between 25 and 50%. Signs of cannabis use disorder include: ·craving cannabis ·not completing important responsibilities at work, school or home; ·giving up important social or occupational activities ·using cannabis more often or in larger amounts to achieve the desired effects ·having difficulty cutting down on or controlling cannabis use Withdrawal symptoms include irritability, anxiety, upset stomach, loss of appetite, disturbed sleep and depression. If someone you know is struggling with a dependency, contact the youth addictions centralized intake service: 1-877-710-3999, or the Manitoba Addictions Helpline at 1-855662-6605. Overdose Contrary to popular belief, it is possible to overdose on cannabis. While not fatal, overdose can be quite uncomfortable and cause nausea, vomiting, sleepiness, confusion, disorientation, clumsiness/loss of coordination, fainting, dizziness, chest pain, fast, slow or pounding heartbeat, panic attacks, loss of contact with reality, paranoia, and seizures. These effects can take several hours to go away, depending on how the cannabis was consumed.
The risk for overdose is especially high if you consume homemade edible cannabis products, as it is usually not possible to accurately measure your dosage. Since they take a while to take effect, people sometimes take a second dose thinking the initial dose was not enough, leading to an overdose. This is why, it is important to start with lower doses of a product, and to take time between “puffs” or “hits,” or before taking more edibles. It is recommended to wait at least four hours before taking a second serving of edibles to avoid taking too much. Seek immediate medical attention in case of overdose if experiencing chest pain, panic attacks or seizures. If you have taken too much and find the effects overwhelming, and you are not experiencing chest pain, seizures, or a loss of contact with reality, make sure you are in a safe place and do not drive a vehicle or ride a bicycle. As the effects of cannabis wear off, you should begin to feel less anxious and uncomfortable. For lesser symptoms, contact poison control (1-855776-4766 or 1-855-7POISON), or Health Links – Info Santé (204-788-8200 or toll free 1-888315-9257) for 24-hour advice. If you choose to use cannabis, the only way to avoid these risks is to use it infrequently, taking breaks from using cannabis, using products with lower levels of THC and higher levels of CBD, and limiting the amount of cannabis that you use in a single day. Driving Remember: it is illegal to drive while impaired by a drug, including cannabis. Driving high can double the likelihood of having an accident. Consuming cannabis slows your reaction time, attention span, memory function, and other skills needed to drive safely or engage in other high-speed activities (like riding a bike, skiing, skateboarding). The risk is even greater when you add alcohol to the mix.

Cannabis stays in your body even after you stop noticing its effects. You can still be impaired hours after you no longer feel high. If you have consumed cannabis, it is the safest decision not to drive until the next day. If you consume cannabis frequently, you may consistently have levels of cannabis in your body that make it illegal to drive, even if you do not feel impaired. Impaired drivers can be charged and face penalties under the Criminal Code plus also receive sanctions, such as driver’s license suspensions, under the Highway Traffic Act. It is important for drivers, including those in the medical marijuana program, to be careful to not get behind the wheel if their ability to drive is impaired by a drug; otherwise, they pose a risk of injury or death to themselves and others and could face serious legal consequences. Laine makes hockey history with 5-goal game performance
I
t took seven years before another five goal game in the NHL history took place last November 24 when Winnipeg Jets’ Patrick Laine scores 5 out of the team’s 8-goal win against St. Louis Blues. The last player to score five goals in a game was Johan Franzen of the Detroit Red Wings on Feb. 2, 2011. Laine’s five goal surge is yet another milestone in his hockey career, now being on the list of the players with the rare 5 or more goals in a single game.

'Pasko na naman, kay tulin ng araw' Mabilis ang panahon. 'Time flies so swiftly', ika nga sa inglis. 'Every man has his own story to tell.'

Kickerfish Winnipeg Ice Fishing Show
I
am very pleased to say that the first ever Kickerfish Winnipeg Ice Fishing Show presented by Cabela’s was a huge success. The ice fishing focused consumer trade show took place on November 17 and 18 at Red River Ex Place. Attendees enjoyed being immersed in all things hardwater angling with over fifty exhibitors at the show. The Hooked Magazine Presenter Stage had packed audiences
the entire weekend with expert speakers teaching everything from advanced jigging techniques to Lake Winnipeg tactics to lake trout strategies. Cabela’s had a huge retail store on site with a No Tax promotion. Thank you to everyone from the Fil-Can community who attended the show. Given the positive feedback from this one, I plan to organize an even bigger and better show for next year!
The Filipino Anglers Association of Manitoba participated with a booth at the ice show. Members shared with the public the various activities and benefits there are to joining the group. Speaking of which, our Annual General Meeting/ Christmas Party is on December 14, 6:30pm at Glen Lawn Funeral Home 455 Lagimodiere Blvd. New members are always welcome to attend. Mark Sobrevinas has been cooking for more than 20 years, he’s always had a passion for cooking as he watched his dad in the kitchen as a young kid. He’d worked in many different aspects of the culinary industry, from hotels to golf courses to franchise restaurants to one of a kind restaurants here in Winnipeg. He teaches cooking classes to his community, as well as works as an instructor for MTEC teaching intro to line cooking and volunteer his time for local fundraising foundations here in Winnipeg. The one thing that got him when he first started cooking was the feeling of getting slammed during service and getting through it working together with a team that all had the same motivation of putting out amazing food! His inspiration for his dinner is that he wanted to re-create all of his favourite childhood food memories growing up and adding the techniques he’s learnt through his years working in the industry.

Horoscope This is an important for you to give thanks for all that you have. Give your loved ones extra hugs and let them know how much they mean to you. If things start to get a bit too serious and depressing, you’re the one who can pull others out of the way of their habit. There is no need to be sad when you have so much to be happy about.
Tell a few jokes and keep things light and energetic. Maintain a positive attitude and things will naturally flow your way. You will find that you can multitask very well and you have the ability to make everyone smile. Don’t shy away from things - move toward them. Put away your self-doubt and be more aggressive in your approach to everything you encounter.
You may be unwilling to commit to anything. Your natural tendency is to look skeptically at those who promise grand and wonderful things. You’re smart to question such talk. Don’t be surprised if someone’s new idea accumulates all the acclaim. Don’t buy into it without first hearing the facts. It isn’t a good day for you to gamble, either.
PAHALANG
This may be one when you feel completely alone even if there are hundreds of people around. No one seems to understand your perspective. Your incredible sensitivity and emotionalism is putting you in a category all your own. Try not to exclude yourself from the group. Reach out instead of pull away. You have more in common with other people than you think.
It’s important to laugh, but it’s also important to stay on task with your duties. Balance your energetic, adventurous nature with a bit of discipline. The good news is that both of these things can work in tandem. They aren’t mutually exclusive. In fact, one will help you achieve the other. Be serious, but have a good time and keep things in aspect.
There may be a thousand things for you to do, but you can only get them done if you concentrate on one at a time. You will never finish by focusing on the sheer amount of work you have to do. Take a lighthearted approach. Break it up into smaller pieces and delegate tasks if you can. Try to see the fun side of things. Schedule breaks and snacks.
Turn the stereo up to full volume and dance around the kitchen as you make dinner. No matter what you’re doing, have fun. Whistle a tune. You can find amusement in just about anything, so keep this in mind as you tackle even the menial tasks. You’re responsible for your own attitude, so don’t blame anyone else for a sour mood. Turn yourself around and have fun.
Others could seem too demanding of your attention, and want to keep the focus on themselves. You might find it difficult to deal with people on an emotional level. At the same time, you will probably need a bit more attention than usual. Try not to be so stubborn! Give people the love they need and you will find that the love you require will come to you as well.
Other people’s influence may be leak into your mind. You might need to spend time alone in order to reset your programming. There’s no reason to always do or say what other people dictate. Your sensitivity helps you understand things about others, but it can also bring you down if you start to take on their burdens. Try to counterbalance this tendency with more of your own energy.
Try not to blow things out of proportion so much. You might find your emotions bit moisten, but this may not be a bad thing. Don’t feel that you need to turn every small story into a major headline. There’s no need to exaggerate the truth just to get more attention. Take a more reserved approach to your actions and reactions to all situations.
You will find that discipline, organization, and a bit of a dramatic talent are exactly the things needed to be successful. Just because you have to be practical doesn’t mean that you have to be serious and grumpy. Remember that taking care of serious matters can actually be fun as long as you maintain a positive attitude about the situation. A smile goes a long way.
This is an important time for you to let go of your inhibitions and open up to the world. Make sure you get your dose of laughter and try to come out of your shell a bit more. You may find that there’s a calm tone to your emotions, but you can overcome this easily as long as you keep your chin up. There’s no reason for you to be gloomy.

Weighed down at Christmas
D
uring a December visit to one of the many malls in Winnipeg, I paused to admire a magnificent Christmas tree. It was covered with angels and surrounded at its base by an elaborate nativity scene. Nearly two hundred figures, including shepherds, and a crowd of townspeople looked in anticipation toward the manger or gazed up in awe at the angels. But one figure appeared

to lift up all those who are bowed down. JESUS used the words of Isaiah to announce His God-given mission on earth: "To preach the gospel to the poor; to heal the brokenhearted, to proclaim liberty to the captives and recovery of sight to the blind, to set at liberty those who are oppressed" (Luke 4:18).
JESUS came to lift our burdens so we can raise our eyes to welcome HIM at CHRISTMAS. Help us, LORD, to give our burdens, to YOUR tender, loving care; Grant us FAITH to TRUST YOU fully, knowing that each one YOU hear.
TO FIND TRUE JOY AT CHRISTMAS, LOOK TO JESUS, OUR LORD AND OUR SAVIOR. A MAN'S HEART PLAN HIS WAY, BUT THE LORD DIRECTS HIS STEPS. (Proverbs 16:9) WISHING EVERYONE A VERY BLESSED CHRISTMAS!
different from the rest - a barefoot man, who carried a heavy load on his back and looked at the ground. It struck me that this man , like so many people today, was so weighed down that he couldn't see the MESSIAH. Christmas can be a difficult time for those who carry the burden of hard work, stressful family situations, and personal loss. Naging mapagkapuwa tao. Being nice, kind, gentle, forgiving, generous and humble. The new ‘indios’ and the new ‘Filipinos’ PEREZCOPE by Perry Diaz PerryDiaz@gmail.com
D
uring the 300-year Spanish colonial era, the natives were called “indios” and the Philippine-born Spaniards and mestizos (mixed heritage) were called “Filipinos.” In 1898, after a brief period of Philippine independence, Spain ceded the Philippine Islands, Puerto Rico and Guam to the United States at the Treaty of Paris for $20 million. The old masters left and the new masters arrived. Consequently, the fallacy that had been going on for more than 300 years was corrected: the natives who had been derogatorily called “indios” became the new “Filipinos.” The first thing the Americans did was to integrate the new Filipinos into the government patterned after the American civil service. Another was to educate the Filipinos in the language of the colonial masters, which is the exact opposite of the Spaniards who discouraged – nay, banned – the indios from learning Mother Spain’s language. Only the Filipinos (non-natives) and the favored elite were allowed to speak Spanish. It didn’t take long for the Philippines to progress after gaining its independence on July 4, 1946. In the 1960s, the Philippines was second only to Japan in terms of economic power. When the corrupt Marcos dictatorship took power, the country came to be known as
“The Sick Man of Asia.” Fast-forward to the Duterte era. President Rodrigo Duterte announced that he couldn’t stop corruption in his administration no matter how hard he tried to stop it. He also complained that the trafficking of illegal drugs continue to mercilessly destroy the lives of millions of Filipinos. He was so frustrated that he was thinking of stepping down. But then came another threat to Philippine sovereignty – the Chinese colonization of the Philippines. Indeed, the threat is three-pronged: influx of Chinese nationals, trafficking of illegal drugs, and debt trap diplomacy. Influx of Chinese nationals China’s “One Belt, One Road” (OBOR) expansion into the Philippines has drawn various industries that created new economic opportunities. One of them is offshore gaming known as Philippine Offshore Gaming Operations (POGO), which was established after Duterte took over the government in 2016. There are now more than 50 POGO licensees, many of whom are Chinese groups.
employ mostly Chinese nationals that deprive Filipinos of muchneeded jobs. Their flimsy reason is they speak Mandarin, which is what the Chinese gamblers from China speak. Indeed, the influx of Chinese nationals to the Philippines has taken a quantum leap. As a group that’s known for not assimilating with the general population, the Chinese would build in no time hundreds of ethnocentric communities – mega-Chinatowns -- that would control the economic activities in major population centers. Trafficking of illegal drugs The illegal drug operation involves various players, to wit: Foreign drug manufacturers, smugglers, corrupt government officials, shabu laboratories, drug lords, corrupt Customs officials, corrupt PDEA officials, corrupt police officers, drug pushers, and drug users. It’s a hierarchy where all the players play a part in the distribution network that has turned the Philippines into a country of drug-induced zombies. It’s destroying the country!
Philippines is very vulnerable to “debt trap” because of China’s high interest rates. Compared to Japan’s interest rates that range between 0.25% and 0.75%, Chinese loans come with an interest rate of 2% to 3%, which is 12 times higher than those from Japan. Yet, the Philippines and other poor and underdeveloped countries would take Chinese loans only because they’re part of the OBOR packaged deal. It’s a trend called “debt trap diplomacy,” a new form of neocolonialism. In his attempt to improve and modernize the country’s economy, President Duterte is seeking more loans for the country’s infrastructure buildup in the next four years totaling a whooping P8 trillions ($150 billion). Since infrastructure projects don’t generate revenue directly, the country could fall victim to China’s “debt trap diplomacy.” Indeed, falling into a debt trap could lead to Filipinos’ subservience to China – secondclass citizens in their own country, just like it was during the Spanish colonial period.
The drug problem started at the top of the food chain – the drug manufacturers that are based in China. The Philippines has become the major distribution hub because of the corruption in every level of the government structure. Corrupt government and local officials protect the smugglers, shabu laboratories, and drug lords, who in turn bribe the corrupt Customs, PDEA, and police officers.
The influx of Chinese gaming companies has created another industry – real estate. Due to the demand for POGO facilities, offices and houses of the Chinese nationals, property values have skyrocketed. The growth is Debt trap diplomacy Studies show that phenomenal. POGO companies
China’s ambitious trilliondollar OBOR project has attracted 70 countries in Asia, Oceania, Africa, and Europe with railway lines and shipping lanes. However, to fund OBOR, China offers high-interest loans to poor and developing countries, which makes one wonder: What happens when these countries are unable to pay their loans? Well, it’s just like having a house or a car that you can’t afford to pay the loans; the lender would either foreclose your home or the repossess your car. In the case
of OBOR projects, Chinese loans use natural resources and assets as collaterals that she could take possession of if a country defaults on her payments. To date, eight countries are vulnerable to debt traps: Djibouti, Kyrgyzstan, Laos, the Maldives, Mongolia, Montenegro, Pakistan, and Tajikistan. One country, Sri Langka, had fallen into a debt trap already; she had defaulted on her more than $1 trillion debt to China. Recently, she handed over the Port of Hambantota and other projects to several Chinese stateowned companies. Another one is Djibouti, which ceded control of a key port to a Chinese-linked company. Djibouti is strategically located at the strategic Strait of Bab-el-Mandeb at the mouth of the Red Sea, an inportant sea-lane that connects to the Suez Canal. It’s important to note that China has a preference for taking over shipping ports that are along the OBOR sea routes that would bring goods – particularly oil and gas -- from as far as Africa and the Persian Gulf through the strategic Strait of Malacca all the way to China. With China controlling shipping ports along the OBOR sea routes, which are often referred to as China’s “string of pearls,” China’s domination of the sea-lanes is assured. Neo-colonial masters In regard to the Philippines, with China’s high interest rates, the current government’s debt of approximately $123 billion could rise to over $1 trillion in 10 years. Given the humongous loans that the country gets from China, what’s the likelihood of China taking possession of Philippine assets if she defaults on her loans? There are lucrative assets that China could take over such as the oil-rich Recto Bank, Benham Rise, Malampaya gas field, Clark and Subic Bay Freeport Zones, Port of Manila, Port of Cebu, mining companies, and others. Indeed, with the influx of Chinese nationals, trafficking of illegal drug from China, and the likelihood of defaulting on her Chinese loans is pretty high. With her geostrategic location in the South China Sea, where $5-trillion worth of goods pass through each year, it makes the Philippines a high-value target for China’s imperialistic expansion. If China establishes herself as the neo-colonial master of the Philippines, the Filipinos would then become the new “indios” and the Chinese colonizers would be the new “Filipinos.” Does that sound like it would be the Spanish colonial era except that the Chinese would take the place of the Spanish colonial masters? Is this history repeating itself? The question is: Is it inevitable or could it be prevented?

he Life of Peg Association of Manitoba (LPAM) Sportsfest opened on November 24th at R.B. Russell School. Under the leadership of Nestor De Quiroz and wife Jackie De Quiroz, the organizers have delivered 5 years of successful sports events engaging men and women from all walks of life. Nestor is a Mortgage Specialist of Coast to Coast Mortgage Group. Jackie is a realtor of Century 21.
The De Quiroz’s are co-owners of Gemstone Digital Graphics. Also, for five straight years, Rodel Olesco of Birchwood Honda has been an avid supporter of the league. “One thing I am sure that I’ve doing right ever since I migrated here in Winnipeg, is being a donor to the LPAM Sportsfest event. And I will continue supporting it in the many years to come. It is worth it. I am helping these people, specially
the young ones, who have made the right choice of being active in sports instead of doing drugs and abusing substance.” Rodel is also an active patroller of 204 Neighbourhood Watch which advocates safety in the community. I had the honour of delivering a speech in front of the crowd of athletic men and women; and tossing the ball for the first game.

ust only about a 50-minute drive fromv Ka'anapali resorts in western Maui is "Iao" Valley, or as Mark Twain called it, "The Yosemite of the Pacific". Heading off Highway 30 to Kaahumanu Avenue , aka Iao Valley Road, and later taking a left at a traffic signal of a dead end road we are in a lush tropical valley, the Iao Valley State Park Monument. Ancient Hawaiians named the valley "Iao" ("Supreme Light") in honour of native god
"Io" and native people come to this site to pay tribute to this deity. For hundred of years the walls of the valley used to be the burial ground for Hawaiian rulers. In addition to the stunning verdant landscape and striking rock features the park is also a reminder of the island's legendary history. It is here where one of the bloodiest battles of Maui history was fought in 1790 when King Kamehameha I defeated Maui's tribal warriors leading to the unification of the Hawaiian

Iao Valley, Maui - "The Yosemite of the Pacific" islands. It is said that when the battle was over the stream of Iao Valley was dammed with all the littered bodies that the water ran red with blood , hence the place was named "Kepaniwai" ("Damming of the Waters"). The historic 10acre state park is crowned by the iconic "Iao Needle" (pronounced "EE-ow"), known in Hawaiian as "Kukaemoku". Remnant of erosion as a volcanic basaltic core over million years and now dressed in green tropical foliage, the spire-shaped Iao Needle, often surrounded in mist, rises out roughly 1,200 feet into the air out of the dramatic tableau of streams and high steep rocks. Visible from the scenic valley is the 50- feet high natural lava rock formation jutting out from the side of a hill with striking resemblance to the profile of late United States President John F. Kennedy. It is dubbed as a natural monument to the American president. Nearby in the valley is the Kepaniwai Heritage Gardens, a wonderful showcase of Maui's ethnic heritage.
