Uncle Sam or Xi Dada: A question of trust
O
ne of the most quoted maxims in politics is: “There are no permanent friends, no permanent enemies, only permanent interests.” But regardless of whether you’re dealing with a friend or an enemy, the one that could earn dividends is the mantra: “Don’t burn your bridges because you’ll never know when you would need them.” American presidents since the beginning of the 19th century were good at following this mantra. Not only did they not burn bridges, they built bridges for their former enemies. Yes, indeed. Look at post-World War II Germany and Japan. At the end of World War II, the U.S. initiated the Marshall Plan – officially the European Recovery Program – to aid Western Europe from the ravages of war. More than $12 billion (approximately $120 billion in current dollar value) were given in the 1950s and 1960s. The reunification of
West Germany and the former communist state of East Germany in 1990 created Europe’s biggest economic power. Today, the U.S. continues to maintain a strong military force to protect Germany and 25 other European countries – collectively the North Atlantic Treaty Organization (NATO) -- from the threat of Russian aggression. In the case of Japan, the American occupation of Japan provided a smooth transition to economic recovery. With the presence of American bases and troops, Japan allocated only one percent of her Gross Domestic Product (GDP) for her selfdefense force; thus, giving her more to spend on economic recovery. By the 1960s, Japan became the world’s second largest economy after the U.S. Today, Germany and Japan join the ranks of America’s most dependable allies. Germany, together with her World War II
adversaries -- United Kingdom and France -- form the bulwark of NATO while Japan partners with the U.S. and South Korea in keeping China and North Korea at bay. Rise of China With the rise of China as the world’s second largest economy after the U.S. – displacing Japan who moved down to third place -- there is a great deal of anxiety among her Asian neighbors who are fearful of China’s imperialistic design in the South and East China Seas. Thus far, Vietnam and the Philippines have lost territories to China. In 1974, China grabbed the Paracel Islands after engaging Vietnam in a fierce naval battle. In 1994, China occupied the Mischief Reef, which is within the Philippines’ exclusive economic zone (EEZ), and built permanent fortifications on it. In 2012, China took possession of the Philippines’ Scarborough Shoal after four months of standoff between Chinese and Philippine coast guards. To break the impasse, the U.S. mediated for both parties to withdraw their vessels from the shoal. Both countries agreed. Well, the Philippines withdrew her ships but China didn’t. Since then, China cordoned the only opening to the shoal’s lagoon; thus, preventing Philippine ships and fishing vessels from entering what was once Philippine territory. In 2013, China started building artificial islands on seven reefs in the Spratly archipelago in the South China Sea (SCS). When the U.S. confronted China about those artificial islands, China said she had no intention of militarizing them. However, satellite photos show runways, harbors, and structures that appear to be missile emplacements. When asked again, China said that she has the right to build and install defense equipment on her sovereign territory. Can China be trusted? The representations that China made when she was building the artificial islands were different from what she’s saying now; she’s fortifying these islands to defend them from external forces. It manifests China’s propensity to lie. In other words, China can’t be trusted.

In a survey conducted by Social Weather Stations (SWS) in the Philippines last September, 76% of the respondents had “much trust” in the U.S. compared to 22% about China. What is interesting is that the survey was conducted at a time when Digong was vociferously expressing his anti-American tirades. Duterte continued his verbal assaults on the U.S., particularly against then-President Barack Obama whom he called “son of a whore” and told him to “go to hell.” But Duterte seemed to be attracted to then President-elect Donald Trump who talked to him on the phone telling him that he was doing the “right thing” in his war on drugs. As an expression of goodwill towards Trump, Duterte sent his Communications Secretary Martin Andanar and National Security Adviser Gen. Hermogenes Esperon to attend Trump’s inaugural last January 20. Although there were no news reports of the two attending the inaugural ball and having a seat at the VIP section at the inauguration, they were at the pre-inaugural reception at the Philippine Embassy, which was mostly attended by FilipinoAmericans. Change in Duterte Something must have happened since then because Duterte seemed to have a change in his attitude towards Uncle Sam. Recently, it was reported in the news that Duterte had given Defense Secretary Gen. Delfin Lorenzana the go-ahead for the U.S. military to build barracks and fuel depots in designated Philippine bases where American forces are allowed to temporarily station under the Enhanced Defense Cooperation Agreement (EDCA). This is a far cry from last month when Duterte threatened to terminate EDCA. He said then that he didn’t want his country to get entangled if a Sino-American war erupted. Lorenzana identified three bases where the U.S. is supposedly bringing weapons, including Palawan, which is just within 100-200 miles from the militarized artificial islands in the Spratly archipelago in the SCS. Realignment Obviously, Duterte is realigning with the U.S., just a
few months after he announced during his state visit to China that he will “separate” from the U.S. His 180-degree about-face surprised the Duterte watchers. Last February 5, Duterte announced that he had terminated the peace talks with leaders of the Communist Party of the Philippines (CPP) and the National Democratic Front (NDF). He also lifted the “ceasefire” with the New People’s Army (NPA). In a media conference, Duterte said that the CPP-NDF-NPA triumvirate was making unreasonable demands including freeing hundreds of prisoners whom NPA claims to be “political prisoners.” Duterte had initially released 18 prisoners but their number was increased to 23 upon the insistence. After releasing them, the rebels demanded the release of another 400 prisoners. It was then that Duterte ordered the arrest of jailed leftist leaders who were allowed to join the peace talks. Duterte then branded the CPP-NDF-NPA as a terrorist group, which didn’t dwell too well with Chinese President Xi Jinping. It’s a big blow to Xi whom the Chinese people affectionately call Uncle Xi or Xi Dada. Xi had expected Duterte to turn the Philippines into a vassal of China and terminate EDCA including the Mutual Defense Treaty (MDT) and Visiting Forces Agreement (VFA). And with a navy without warships and an air force without warplanes, the Philippines would helplessly be at the mercy of a militant China. What a shame! At the end of the day, the defensive umbrella that Uncle Sam provides over the Philippines would ensure that the country remains sovereign and independent. Unlike Xi Dada, Uncle Sam has no imperialistic design in the Philippines. However, America has vast national security interests in the Indo-Asia-Pacific region and thus has to remain a power in the region to keep the strategic shipping lanes in the SCS and other bodies of international water open to all nations. Ultimately, it all comes down to a question of trust. Whom can Duterte trust: Uncle Sam or Xi Dada?

DOLE grants P1-M livelihood assistance to displaced workers in South Cotabato
T
he Department of Labor and Employment (DOLE) has recently granted Association of Displaced and Active Dolefil Employees (ADADE), a workers group in Polomolok, South Cotabato P1 million worth of livelihood assistance to help its memberbeneficiaries finance their Rice and Agri-Veterinary Supply Trading project. DOLE Regional Office No. 12 Director Albert E. if the project will be monitored to be in good standing,” said Gutib. Barangay Cannery Site Chairperson Antonio B. Octavio, who stands as the Accredited CoPartner (ACP) for the project, urged the beneficiaries to extend their full cooperation and encouraged them to be transparent in managing the business. Octavio explained that this because of the full support being extended by the local government unit of Polomolok to the project. Among this includes provision of a public market stall which will be free of charge for 10 years, and the provision of its counterpart amounting to P100,000.00 for the project. Meanwhile, Risaly Vela, the association president, expressed his gratitude to the institutions
that provided assistance to their displaced member-beneficiaries. “We thank the DOLE XII, LGU-Polomolok and Barangay Cannery Site, for providing livelihood assistance that will help our members-beneficiaries in their pursuit for economic stability,” said Vela. Taken from the DOLE’s Integrated Livelihood and Emergency Employment Program (DILEEP), the assistance forms part of the DOLE’s contribution to the government’s efforts to reduce vulnerability to risks of the poor, vulnerable, and marginalized workers, either through transitional emergency employment; and promotion of entrepreneurship and community enterprises.
Senate ratifies social security agreement with Japan
T
he Philippine Senate has concurred in the ratification of a social security agreement between the Philippines and Japan which sought to protect the social security rights of overseas Filipinos in Japan. Senate President ProTempore Franklin Drilon said the treaty would benefit an estimated 377,233 Filipinos in Japan and 17,021 Japanese nationals currently in the country. The agreement would also enable overseas Filipinos in Japan to have access to social security benefits, including sickness, maternity, paternity, occupational diseases,
invalidity, old age, and survivor’s pension.. The Philippines-Japan Social Security Agreement was signed on November 19, 2015 in Manila and ratified by President Duterte on January 12, 2017. The Philippines has similar agreements with Austria, the United Kingdom, Northern Ireland, Spain, France, Canada, Quebec, Switzerland, Belgium, Denmark, and the Netherlands.
Bello calls on employers to give additional compensation to workers Labor Secretary Silvestre H. Bello III echoed the call of workers for employers to provide their workers with additional compensation such as night shift differential and overtime pay for work beyond their regular hours. “We would like to reiterate that it is the obligation of employers to give additional compensation to their workers if they worked beyond the eight hours working period to avoid the unnecessary sanctions,” said Bello. He added that overtime pay refers to the additional compensation for work performed beyond eight hours a day, while night shift differential is an
additional compensation of ten percent of an employee's regular wage for each hour of work performed between 10:00 PM and 6:00 AM. Bello issued the statement after the DOLE Hotline 1349 received a call from Jen Lacson, a computer programming assistant, reporting the non-payment of overtime pay and night shift differential of her agency. “I empathized with Ms. Lacson who expressed her sadness and disappointment over not being paid fairly by her company,” said Bello. A report from the DOLE Hotline 1349 showed that Action Officer John Pili facilitated the call of Lacson.
Pili immediately called up the agency where Lacson was working to inform them of the proper computation of overtime pay and nightshift differential. The human resource manager of the said company acknowledged their mistake and adjusted Lacson's wage on January 30. After receiving her salary adjustment, Lacson called up the Information and Publication Service, the DOLE office incharge of Hotline 1349, to express her gratitude to Pili. The DOLE Hotline 1349 attends to calls from clients inquiring on labor and employment matters including queries on employment opportunities, locally and overseas.

Getting kids hooked on fishing - A tip for success
I
f you have ever taken a younger person on a fishing outing with you before, you have no doubt dreaded hearing the words “I’m bored,” or “Can we go home yet”. “There’s no fish,” is another phrase that often signals the beginning of the end of an unsuccessful trip. This can also apply when taking out people who are new to the sport. They are usually more polite however, so them not having fun comes through with their body language as opposed to children (or girlfriends) who will tell it to you straight up. In years past, I have lead many a fishing excursion with kids where the desired result of having a ton of fun left something to be desired. Thankfully, a stop for ice cream or Slurpees on the way home was usually enough to make them quickly forget. The thing is the whole point of me taking them on these outings was to make memories, have fun, and to get hooked on fishing. I used to take my younger cousins with me and later my nieces and nephews on various trips to places like Selkirk, Portage la Prairie, Gimli, and the Whiteshell. Some trips were more fun than others. At first I equated good times with good fishing. What I came to learn was that the best outings were the ones where we didn’t even catch that many fish, if any at all. Early on, I would take on either one of two personas when

heading out on a trip. One where I would set really high expectations for the day saying things like “We’re going to hammer ‘em!” or “Get ready guys ‘cause it’s going to be unreal”. What sounds like positive thinking or just healthy optimism to an adult, means quite literally ‘we are going to catch a lot of fish today’ to a kid. As it would turn out, anything less than a gazillion fish was taken as a failure by my crew in tow. This would put a lot of pressure on myself to come through. At the first sign of slow fishing, my demeanour and outlook would be affected negatively and this was contagious to the kids. At the other end of the perceived success spectrum, I would other times set the bar very low. But even in doing this, I was just transferring the pressure from myself onto the kids instead. “I want you to catch at least one today,” or “We can’t get skunked”. These types of comments made the kids feel like they had to succeed or they would be letting me or someone at home like their Mom or Dad down. If they happened to land a nice fish or two, I observed that it wasn’t joy they exhibited after but more relief than anything that they didn’t fail. And that was definitely not the feeling that I wanted them to associate with catching a fish. After years of ‘kids fishing trips’, the best tip that I can give anyone who wants to get a
Let's get social
kid hooked on fishing is to not make the trip about catching fish. Certainly focus can be put on the act of fishing, however you may want to do that, but the overall success or failure of the day should not be defined by whether or not a set number of fish or a certain size is caught. A child having a line in the water and being outdoors for an hour or all day should be something to high-five about on the way home as long as everyone had fun. The only way a child knows any different is when we as adults set expectations on the results we want to see. Today I can safely say that my best ‘fishing buddies’ are my two daughters (9 and 10). They were hooked on fishing long before those memorable trips when they caught their own first fish. I could go on and on about
various Do’s and Don’ts and tips for taking kids fishing which I don’t have the space to fully get into here. Perhaps in another issue I will list some out. My main message is to keep it light,
Kayla Labaupa keeping an eye on the rods at 3 years old in 2011.
or ‘relaxed lang pag kasama ang mga bata’. With this approach, you can create fishing buddies for life. As I always say, there are a lot worse things that people can be doing nowadays than fishing.

the super bowl come what may. His mind, his heart, his strength were focused on his inspiration, his sick mother who was at the stadium to watch him win the Superbowl LI. He wanted not to fail his mother for this eventful sport competition. The 3 points gained by the New England Patriot against the Falcon's 28 points seemed an impossible feat for a quarterback who have been wearing 4 championship games in the NFL. Would this be a winning game for his mother, let alone to have another Championship Ring. The odds were against the New England team. Read what the Associated Press had written the lead of the sport story after the super comeback of the New England Patriot.'They looked old and outmanned. Their star quarterback was frazzled, their stingy defence was a sieve. So what? Tom Brady and the New England Patriots shrugged and did what they always seem to do win the Super Bowl.' With so many questions about his role in the Deflategate saga, he focused on the whole week of the Super Bowl not to be fazed, instead Brady focused on

his ailing mother who travelled to to Houston to watch her son played in the Super Bowl LI. "She is the one I want to win for," he said of his mom, as reported by Newsday. The presence of his mom at the Super Bowl LI had become one the major driving forces for him to play hard, and while gaining points during the overtime, Tom Brady had to mount to win and he got it. his historic comeback has become the greatest story in the NFL, much more to Tim Brady whose inspiration to win is his mother who for the past 18 months has been ill and had been unable to travel to the games that season. But at the Super Bowl LI his mother was able to witness the most telling events between his fans and his five rings; and between his mom and the winning inspiration, and his love to his mother. I did not see the outpouring joys of winning. At the end of the 3rd Quarter, feeling defeated by the 3-28 deficit, I decided to change the channel. And then, later I turned the channel off. I slept with a little frustration: my NFL team would be a loser. And i did not want to share the faces of frustrations among the faces of the New England Patriot. By the next morning, I got a copy of the Winnipeg Free Press! What! New England Patriot wins, a historic comeback! What happened? How did Tom Brady face the mammoth obstacle and win the record breaking overtime spectacle?

How do you solve a problem like Duterte? by Max Sangil
G
oing eight months in office and the traditional 100 days honeymoon period was long over. Is the Duterte administration deserves the political grace of our people? His cursing. His double speak and his rough manners. How do you solve a problem like Duterte? It might be recalled in July 25 last year and it was a Monday, the feisty former mayor of Davao City and the first person to be elected president coming from underdeveloped Mindanao took center stage and delivered his State of the Nation (SONA) before a joint session of congress. On that same day of July 25, the Monday gospel of St. Mathew 20:20-28 is saying in part,' whoever wants to be great in your community, let him minister to the
community. And if you want to be the first of all, make yourself the servant of all'. When the Good Lord speaks we better listen, for he speaks with fortitude. When President Rodrigo Roa Duterte speaks, the people, lettered and unlettered, rich and poor, men or women listen. They only don't hear him, they believe him. No wonder nine out of ten are apparently giving their thumbs up and appreciate his fight against illegal drugs. But please Mr. President stop your cursing. And don't joke about yourself, or anything that's state matter. We don't want the people get confused. And media persons covering you will definitely report what you said, and radio, television commentators plus the political analysts will make their comments
bad or good based on your public statements. No time to decipher of what you mouth is a joke or not. Our president can be appreciated more if there will be a timeline when he can get rid of corruption in our country which is pervasive.just like when he makes a public declaration that he will erase the drug menace in our country in three to six months. Maybe again nine out of ten Filipinos will also adopt silence and may give their nod if notoriously corrupt officials, past and present will just disappear in the face of the earth. Many are saying those two immigration officials who took home the P50 million from a Chinese gambling lord are lying through their teeth when they testified in the senate hearings.
Those senators and congressmen conducting hearings are not clean either. Maybe they can also place a cardboard placed as a necklace saying ' huwag pamarisan, kurakot ako ng pera ng gobyerno '. In my ears I can hear ringing his strong statement: 'Don't destroy my country, I will kill you'. Government corruption is slowly killing the country. In several surveys conducted there are several issues or concerns that the people wish it can be addressed by the Duterte administration, like traffic, rising prices, contractualization, more jobs, political dynasties, etc. etc. The millions of his followers are not hesitant in always giving him the benefit of the doubt
Celebrate World Day of Prayer
The Filipino women in the Philippines in the front line
B
efore the World Wide Web, there was the World Day of Prayer, an international event that has been connecting people in a meaningful way for almost a century. Despite being planned years in advance, World Day of Prayer services have a remarkable record for anticipating events, like the refugee crises (2013), the Arab Spring (Egypt 2014) and the winding downof the US embargo against Cuba (Cuba 2016). The secret to this dept and insight is the women who plan and write each World Day of Prayer service. Too often, women have the most intimate experiences of armed conflict, violence, social injustice, and human rights violation. What might Canadians learn from women of the Philippines, a
country on the front lines of climate change, foreign mining and resources interests, a regional insurgency and social upheaval due to migraton, who wrote the World Day of Prayer 2017? Senator Enverga represents Canada in Japan The Honourable Tobias C. Enverga Jr., Senator from Ontario, joined parliamentarians from Canada to attend the 20th Bilateral Meeting of the CanadaJapan Inter-Parliamentary Group, January 23-29, 2017. The meetings were held in the cities of Tokyo, Kyoto and Osaka. “It is always an honour to be selected among my colleagues in the Senate and the House of Commons to represent Canada at these kinds of bilateral meetings,” Senator Enverga said in a brief statement. “These are important forums for legislators to work towards bringing the two countries closer together,” the Senator ended. The Canada-Japan Inter-
Parliamentary Group (CJIG) is a bilateral organization representing the two countries’ legislative branches, and it promotes exchanges between Japanese and Canadian parliamentarians, proposes initiatives likely to lead to a better mutual understanding of bilateral and multilateral matters, and works to develop cooperation between the two countries. On the agenda were a range of issues including trade, security cooperation and climatechange. Annual bilateral meetings between Canadian federal parliamentarians and their counterparts from the Diet of Japan is one of the key components of the CJIG activities.

AJAC Cars of the Year: VW Golf Alltrack & Subaru Forester
I
t's been a couple years since I last attended the Canadian Autoshow in Toronto and the early morning news conferences have been fast and furious. Over 40 new vehicle announcements including several concept vehicles and world wide premieres dominated the press conferences to kick-off the 2017 Canadian Autoshow. The Volkswagen Golf Alltrack was named AJAC Car of the Year and taking AJAC Utility of the Year honours was the Subaru Forester. This year's contenders for Car of the Year were the BMW M2 and Hyundai Elantra. Finalist for
the Utility of the Year were the Chrysler Pacifica and MercedesBenz GLC 300 4Matic. Acura NSX Concept to Reality It seems like it was yesterday when Acura unveiled the NSX Supercar concept at the 2013 Detroit Auto Show. Fast forward to the 2017 Canadian Autoshow and the Acura NSX is real and it's amazing!

Senator Enverga opens alumni building in honour of his father The Honourable Tobias C. Enverga Jr., Senator from Ontario, had the honour to participate in the inauguration of the new alumni building at Manuel S. Enverga University Foundation. The new building is named in honour of the Senator’s father, Dr. Tobias Y. Enverga. “My father was a simple man who spurned flackery but was clued directly towards a true and honest Christian virtue of doing good deeds to our fellowmen,” Senator Enverga said during his acceptance speech on behalf of his family. “Besides his love for our dear Lord, the school was my father’s life. Education was his great passion. Day in and day out, the school was in his mind. Education was his urge, and his life was the University,” the Senator ended. Later in the day, Senator Enverga addressed faculty, staff and students in a full auditorium on the topic of Global
Leadership and Community Service. Using his own experience as an immigrant in Canada who rose to his current position, the Senator said: “To everyone here today, I pose you this challenge: aspire to become leaders yourselves, and actively seek out opportunities to provide a fresh perspective for others. Make a commitment to become better leaders in your community, and be an inspiration to everyone around you. Remember: global leadership starts in the community you serve.”

Horoscope A lively focus on your community sector with plenty options for romantic outings and events. Also, you may be an attractive option and the life and soul of the party, too. Don’t be surprised if you have many admirers that you knew nothing about. This isn’t the best time for commitment, however. Lighthearted dates will prove more satisfying.
Focus on a more isolated sector of your chart; it’s possible you’re eager to keep one relationship under wraps. And there’s no reason why you shouldn’t until you feel ready to drop the beans. You might choose to celebrate by preparing a healthy but seductive meal for the one you love. If food is as dear to your sweetie’s heart as it is to yours, you will enjoy yourself extremely.
Someone could have the hot for you but prefer to keep things friendly and expressing nonphysical love for the time being. Why? Perhaps this person feels embarrassed about sharing their feelings at this time. And he or she might prefer to keep a low profile. Watch this space, though, as things could change in the space of a few days.
PAHALANG
A lovely influence in your home zone could see you breaking out the sparkling and celebrating at your place. Do you have feelings for your boss or vice versa? It wouldn’t be surprising if you received a card from someone you hold in high treasure. Later, a shift in energy might encourage travel or a desire to study a subject that implication and delights you. Go for it!
If you’ve arranged to enjoy a romantic adventure with your loved one, it could be memorable. Chances are that you’ll want to go somewhere exotic, even if it’s only for a short break. If you’re single and away you could happen out of the blue. Will it last? Maybe not, but you’ll enjoy yourself extremely. More intense sector of your chart, it might be time to resolve an emotional issue.
Emotions could be quite intense so much, so that they could complication out into the open. If you haven’t told someone how you feel and have been itching to do so, try to keep and cover on things. The person in question might feel overwhelmed if you admit too much too soon. Your sweetheart would deeply appreciate a special gift that may be more than enough to show how much you care not only now but always.
Yours is a romantic sign, this year should be no exception. Your sector of relating, a flowering romance could go from simmering to red hot very quickly. And long-term bonds could develop extra sparkle due to vital energies. It’s time to let go and enjoy some passion. Also, move into your wellness sector could encourage you to remake your routines.
Your communication sector can be an opportunity to network for pleasure. They could involve a wild party at your place. Not content to celebrate alone with your sweetie, you might want to invite your friends over for a fabulous evening. However, later, when the lights are out, your passionate side can come alive. If you’ve thought about learning a new subject, get started.
A focus on your exercise and fitness zone could have you attracting attention at the gym. In fact, someone you may have had your eye on for a while could exchange your feelings just in time for a wonderful day. If you’re already involved, you can include plenty of exercise, which could be in the privacy of your bedroom! The romantic theme continues, bringing even more options for enjoyment.
You make the suggestions and your sweetheart or love interest will be more than happy to go along. Someone could take you at face value, so be sure you really do mean what you say. When it comes to having fun, the ball is in your court. Your sector of personal finances are making this a time to take stock.
If you’re newly in love, could see you crossing the beginning into a more committed bond. You look delightful in so many ways. Your sector of leisure and pleasure, there could be no ending to the fun you have. However, you’ll also want your space, so be sure to make this clear at the outset. Things are equally passionate if you’re in a longterm bond, especially if you can go away together.

F
riendship is the hardest thing in the world to explain. It's not something you learn in school. But if you haven't learned the meaning of Friendship, you really haven't learned anything. Friendship is a relationship of mutual affection between people. It is a stronger form of interpersonal bond than an association. People with close friendships are happier. Although there are many forms of Friendship, some of which may vary from place to place, certain characteristics are present in many types of bond. Such characteristics include sympathy, empathy, honesty, altruism, mutual understanding and compassion, enjoyment of each other's company, and trust. When we honestly ask ourselves which person in our lives mean the most to us, we often find that it is those, who instead of giving advice, solutions or cures, have chosen rather to share our pain and touch our wounds with warm and tender hand. The Friend who can be silent with us in a moment of despair or confusion, who can stay with us in an hour of grief and bereavement, who can tolerate not knowing, not caring, not healing, and face with us the reality of our powerlessness, that is a Friend who cares. Friendship quality is important for a person's wellbeing. High quality friendship, have good ways of resolving conflict, ultimately leading to stronger and healthier relationships. Good friendship has been called "life-enhancing"". Quality friendships lead an
individual to fell more comfortable with his or her personal identity. Higher friendship quality directly contributes to self-esteem, self-confidence, and social development. GOD is a FRIEND because He instilled in us the experience of LOVE and LOVINGKINDNESS. A Friend is someone who leads us to experience love and friendliness. Dear Lord, I thank you for the good friends You have placed in my life, but above all, I thank You for Your FRIENDSHIP. QUOTES ON FRIENDSHIP 1. A Friend is someone who knows all about you and still loves you. 2. It is not lack of love, but a lack of Friendship that makes unhappy marriages. 3. Life is an awful, ugly place to not have a best friend. 4. Friends are part of the glue that holds life and faith together. 5. You are my best friend as well as my lover, and I do not know which side of you I enjoy the most. I treasure each side, just as I treasured our life together. 6. A Friend is the first person who comes in when the whole world has gone out. 7. I would rather walk with a Friend in the dark, than alone in the light. 8. If you live to be a hundred, I want to live a hundred minus one day so I never have to live without you. 9. Don't walk in front of me . . . I may not follow. Don't walk behind me . . . I may not lead, Walk BESIDE me . . . just be my FRIEND.

he Department of Environment and Natural Resources (DENR) is set to cancel 27 mineral production sharing agreements (MPSAs) in Luzon, 11 MPSAs in the Visayas and 37 MPSAs in Mindanao, or a total of 75 MPSAs. DENR Secretary Regina Lopez said the decision was reached due to concerns on adverse environmental impacts on watersheds covered by these MPSAs. She added that irreparable environmental damage from mining leaves mined-out areas almost impossible to restore to their respective former states.

The DENR has started issuing Tuesday its show cause orders for holders of non-operating MPSAs to justify, within seven days, why the government agency must not cancel these agreements. For its part, the Chamber of Mines of the Philippines (COMP) said the announcement has now become an issue of upholding the sanctity of contracts and a question of due process. The group added that the cancellation of MPSAs does not rest on Ms. Lopez alone but must be collectively decided upon by the government as a whole considering the adverse impact it may have on the country.

House leaders question STL, ask PCSO to revisit charter
I
n a hearing called to investigate the proliferation of illegal gambling and the use of small town lottery (STL) as front for illegal gambling, House leaders led by Speaker Pantaleon D. Alvarez asked officials of the Philippine Charity Sweepstakes Office (PCSO) to revisit their charter and warned them to stop practices that are not legally part of their mandate “What you are doing is illegal. Congress is the one which gave you your charter. Stop what you are doing unless you want Congress to file a case against you in the Ombudsman for doing things you are not authorized to do,” said the Speaker during this week’s hearing of the House committee on games and amusements. The Speaker reminded PCSO officials that entering into agreements with local operators
is not part of the charter which Congress gave them. The issue stemmed from three House resolutions which were referred to the committee chaired by Rep. Gus S. Tambunting (2nd District, Parañaque City), namely : House Resolution 546 authored by Minority Leader and Quezon Third District Rep. Danilo E. Suarez, seeking an inquiry into the proliferation of illegal gambling; and HR 712 filed by Rep. Jesulito A. Manalo (Partylist, Angkla) and HR 715 by Rep. Rodel M. Batocabe (Partylist, Ako Bicol), both seeking an inquiry into the alleged failure of the small town lottery (STL) operations of the PCSO in generating its projected income, resulting in the loss of billions of pesos in revenues on the part of the national government, and the use of STL operations as fronts
for jueteng and other illegal numbers game in the country The Speaker told the officials that based on the PCSO charter, the agency has no authority to issue any license, franchise or enter into agreements or partner with “agents.” He further said the PCSO charter clearly states it is their sole responsibility to directly operate the national lottery. “Wag na tayo magbolahan. Naghahanap lang kayo ng justification para sa jueteng. Kaya nga kontrolado yung binibigyan niyo ng partnership, tapos ngayon meron pa kayong ‘right to match’. (Let’s not kid each other. You are just trying to justify jueteng. This is why you are controlling who you partner with, and now you have what you call ‘right to match’),” said the Speaker. Alvarez said the right to match is under the unsolicited proposal of the build-operate-
transfer (BOT) law, and not in the PCSO system. Tambunting agreed that the right to match clause is detrimental to the government. He said the House will exercise its oversight over the agency, especially on the right to match issue, and pursue cases against those involved. PCSO Chairman Jose Jorge Corpuz explained the system was already in place when they took over the agency. He said they are also tasked to produce revenue for the government. Moreover, Corpuz said they have already issued additional contracts to new authorized agent corporations (AAC) which have already paid the government. He said the government stands to lose more if the operations will be abruptly put to halt. The Speaker, however, debunked this. “Your mandate
authorizes you to do national lotteries, not provincial nor local. I suggest you cancel all contracts issued and return the money to your ‘partners’ and concentrate on your mandate. Payments in terms of billions of pesos will never legalize what is illegal,” he said. Suarez also agreed with the Speaker’s observation and suggested a technical working group be organized to come up with solutions and legislative initiatives that could address two important concerns: employment and government revenues; and transparency. As an exercise of the committee’s oversight function, Tambunting and several committee members compelled the PCSO officials to submit relevant documents, including reports, bidding documents and other important records.
Boxing pundits await Bob Arum’s words Filipino boxing legend Manny Pacquiao has announced he will be fighting his next opponent in the United Arab Emirates, either in Dubai or Abu Dhabi. In that poll, Jeff Horn got only 7 percent of the yes votes, Amir Khan 48 percent, Kell Brook received 28 percent while Terence Crawford got 24 percent. This recent development

fueled speculation that not only is the fight with Horn likely to skip Australia, but perhaps his date with the Australian isn’t secure either. Meanwhile, veteran promoter Bob Arum, who had supposedly contracted Horn to face Pacquiao on April 23, has not issued any statement on the matter. Pacquiao cannot fight without the approval of his promoter who charted him to boxing superstardom.

Jets’ Playoff Hopes On Thin Ice
by Ryan Reyes
First Half February Funk The first half of February has been one filled with adversity for Winnipeg’s beloved NHL franchise. To start the month off they won against division rivals Dallas Stars 4-3 but proceeded to drop the next four games against the Avalanche, Wild, Blackhawks and Lightning. Heading into February a contingent of fans believed the Jets had a chance of making the playoffs. That chance whether it be significant or small was at least just that. A chance. After their lackluster defeat to the Tampa Bay Lightning on February 11th reality set in. Making the playoffs would
take a miracle. Being 8 points out of the last playoff spot is just too steep of a mountain to climb with 24 games left and with every team having games at hand. Dallas Stars @ Winnipeg Jets - Tuesday, February 14th, 2017 Enter the Dallas Stars on Valentine’s Day. Both teams were tied at 54 points a piece and desperately fighting for their playoff lives. Initially things weren’t too lively for the Jets as their first shot on goal came at 13:23 of the first period. But soon after rookie sensation Patrik Laine opened the scoring with a tap-in goal from a
beautiful pass by Andrew Copp who waited patiently to avoid a sprawling Stars defender. The MTS Centre was alive. In the second period, Armia extended the Jets lead after capitalizing on a one-timer. The Stars’ Jamie Benn scored at 8:43 of the second period to make it 2-1 then Tyler Seguin fired a wrister past a well-screened Hellebuyck to tie the game up at 2-2. With 5:07 left in the game Laine scored an absolute beauty of a goal off a Mark Scheifele faceoff win. Arguably one of his best goals of the season. Patrik utilized his outstanding quick-release and

zipped it past Niemi to put the Jets up 3-2. Blake Wheeler scored on a long distance empty-netter and Laine did his best impression to complete his third hat trick of the season. Forward Thinking Can this uplifting win be considered a glimmer of hope for the Jets’ playoff chances? According to www.sportsclubstats. com the Winnipeg Jets playoff chances have now “improved” to 4%... It would take an impressive run of 15-5-3 to secure 89 points. I feel it’s highly unlikely that we’ll reach the playoffs but let’s hope it’s a competitive and exciting run that will aid in the development of our young guns and set a positive tone for the Winnipeg Jets Hockey Club this coming off-season.
Let us know your thoughts by tweeting at @FJHockeyCorner @ FJRyanReyes @FJAllanMadriaga. Fast Facts ● The Jets snapped a 15 game streak where they surrendered 3 or more goals ● Patrik Laine is the first rookie to record 3 hat tricks in a season since 1992 when Teemu Selanne had 5 and Eric Lindros had 3 ● Connor Hellebuyck stopped 34 out of 36 shots for an impressive .944 save % Notable Quotable “That release is extraordinary. He gets the puck on and off his stick so fast that you can’t find it.” - Paul Maurice commenting on Patrik Laine’s second goal.
