Lani Misalucha warms up Winnipeg with Valentine's Day concert
T
he weather outside may have been cold and snowy, and Lani Misalucha's performance at her Valentine's Day concert in Winnipeg was hot! Dressed in a deep red and black dress in her opening set along with Baihana as backup singers, Misalucha got the crowd singing and dancing in their seats. Lani Misalucha played to the crowd's wishes as she invited four fans to join her on stage for several Valentine's Day duet ballads. Each fan received a copy of Lani's 2014 album "The
Nightingale Returns." She also used the concert to announce her new single, "Timeless" available now on iTunes. Lani Misalucha was joined by jazz trio, Baihana who flew in from Manila, Philippines to join her for Valentine's Day concert in Winnipeg. This is the first concert for Beyond Limits producers - Glenda Pepito and Janice Yu. Their next concert announcement will bring Filipina pop-rock singer Yeng Constantino to Winnipeg later this year.

Koreans’ quest for reconciliation
I
n a gesture of friendship, South Korean President Moon Jaein hosted a luncheon for Kim Yo-jong, sister of North Korean Leader Kim Jong-un after the opening ceremony of the Winter Olympics in Pyeongchang, South Korea. It was the most significant diplomatic encounter between the two Koreas in many years. Their meeting was preceded by another event, when dignitaries from around the world assembled at the Olympic Stadium’s VIP box. In the box sat twelve world leaders and their spouses, who included U.S. Vice President Mike Pence, Japanese Prime Minister Shinzo
Abe, North Korea’s nominal head of state, Kim Yong Nam, and Kim Yo-jong, Kim Jong-un’s sister. The presence of Ms. Kim signals a thawing of tensions between the two Koreas. Interestingly, Pence who was seated on the front row with his wife Karen to his right, was just a few feet away from Kim Yo-jong who was seated on the second row right behind Mrs. Pence, an arm’s length away from Pence. It was reported in the news that Pence seemed to have made no effort to acknowledge her. It’s interesting to note that by not acknowledging her presence, it is considered a

“snub” – an insult in Asian cultures. It certainly would have earned Pence – and by extension, the United States – some respect had he simply nodded to acknowledge her presence. It was a diplomatic faux pas, which Pence could have avoided with a smile. But as it turned out, he coldly ignored her and watched the entire show with a stiff neck. Missed opportunity What could have been a great opportunity to start a new chapter in U.S.-North Korea relations, Pence’s seemingly arrogant stance had doused any prospect to jump start bilateral talks between the two countries… or even better, a trilateral negotiation including South Korea. It could also open the door for the inclusion of China in future talks, particularly the denuclearization of the Korean peninsula. But to convince North Korea to abandon her nuclear program would be an exercise in futility. It would be like telling a little boy to throw his marbles away. No way! But as North Korea grows up and matures into a more responsible society, the notion of peaceful coexistence between the two Koreas gains viability. But first, the two Koreas must end the state of war that they’re in since the Korean Armistice was signed in 1953. Korean Reunification But a final peace agreement has yet to be achieved, not with the current political situation. And for it to evolve into a détente between the two Koreas, they must demonstrate that they’re willing to sit down and discuss the issues that have driven a wedge between them. The Pyeongchang Winter Olympics would have offered that opportunity. For the first time in 65 years, the two nations joined together in an Olympics parade as One Korea. And proudly beaming with a smile, South Korean President Moon seemed to be enjoying playing host. Surely, he is looking at the Winter Olympics as an opportunity to re-establish bilateral talks with North Korea. Although it’s too soon to talk about reunification without inciting protests from South Korean conservatives -- who have been critical of the use of the Unification Flag – the timing for such an overture fits perfectly well. The conservatives claimed that the Reunification Flag has
undermined South Korea’s “big moment” as host to the Olympics. Generational loyalty Incidentally, the conservatives used to be avowedly pro-reunification. However, over the years, their numbers dwindled, which paradoxically is indicative of generational loyalty; that is, younger generations of South Koreans identify themselves distinctly different from North Koreans. To them, the concept of “One Korea” and “shared nationalism” is fading away. As one South Korean think tank researcher said, “The more and more we move to younger generations, the idea that we are one people is disappearing.” A recent survey by RealMeter showed that only four out of 10 South Koreans favored the idea of the two Koreas flying the Unification Flag at the Pyeongchang Winter Olympics. By contrast, a similar poll conducted in 2002 showed 76% of South Koreans approved of flying the Reunification Flag during the 2002 Asian Games in Busan, South Korea. While South Korean “nationalism” may be a major factor in blocking any attempt to reunify the two Koreas, “family reunification” has a strong emotional pull in bringing the two Koreas under one government in an open society. It’s hard to imagine how this could be achieved with North Korea ruled by an authoritarian government in a communist society, while South Korea, by contrast, is governed democratically in a capitalistic free market economy. South Korea is one of the richest countries in the world, while North Korea is a pauper state. Unifying the two Koreas Politics aside, it would be ideal to unify the two Koreas under the South Korean model simply because the union would have a better chance of thriving. It would bring progress to the lives of 25.6 million North Korean. If unification is to be done under a North Korean government, what do you think would happen to the lives of the 51.1 million South Koreans who would be forcibly integrated into a repressive communist society? But the problem with unifying the two Koreas under a South Korean government is that China would most likely object

to such union. There is just no way that China would agree to letting go of North Korea, which has served as a buffer zone to China’s eastern flank. And with nuclear-tipped ballistic missiles that North Korea could use to threaten South Korea, Japan, and America’s western periphery, the U.S. nuclear defense umbrella is weakened. But China’s objection to a unified Korea under a South Korean government is not the only problem. Although the U.S. must appear to favor “One Korea” under a South Korean government, the U.S. could be taking a political risk because once a unified Korea is achieved under a South Korean government, there is no assurance that South Korea’s defense alliance with the U.S. would survive in its current form. Indeed, with the elimination of a North Korean nuclear threat and massive troop invasion, the U.S.South Korea defense alliance would no longer be as needed as it is today, which means that South Korea would eventually ask the 28,500 American troops to leave. And in the case of China, there would no longer be a need to be adversarial. China had always been trying to maintain friendly bilateral relations with South Korea and if North Korea doesn’t exist anymore, there is no reason why they can’t be friends. After all, China is South Korea’s biggest trading partner. Indeed, China would immensely benefit -- politically, economically, and militarily --from a unified Korea Kim Jong-un’s invitation During the luncheon hosted by Moon, Kim Yo-jong extended a formal invitation to Moon to visit North Korea. Moon responded by suggesting the two countries “should accomplish this by creating the right conditions,” adding that talks between North Korea and the United States were also needed, and requested that “North Korea be more active in talking with the US.” That was a smart move by Moon. Clearly, Moon still needs the protective nuclear umbrella of Uncle Sam. If Kim agrees to Moon’s suggestion to bring the U.S. to the negotiating table, then it would open the door to a peaceful resolution of the Korean people’s quest for reconciliation and reunification.

Corruption in public bidding
P
resident Duterte hit the nail right in the head. The president said recently that there are many people involved in the so-called ‘golf course’ syndicate in anomalous biddings of government projects. And may I add Mr. President, that it’s not only on golf courses where fake bidding is frequently done . It is done on restaurants which must not be far from where the government agency will conduct the actual bidding. Let’s explain further. Formal bidding happens in the agency office, say for example at a district office of Department of Public and Highways, National Irrigation Agency, Department of Education etc. etc. In most cases, the ‘sindikato’ already conducted their own ‘bidding’ and the winning bidder is already pinpointed and including the
price of the winning bid. The arrangement is for the prearranged winner to set aside three percent of the total package cost to be equitably distributed among the designated participants. ‘Pamalengke’, is their term for it. Let’s be graphic for easier understanding how things were done and still being done with impunity despite repeated expose, warnings and even congressional investigations. The procurement law mandates that all government projects are to be subjected to competitive bidding, and that biddings of projects are to be advertised on newspapers of general circulation and on the PHILGEP, the government website. Having done that, the concerned agency will start selling bid documents, and the amount will depend on the

The BLISTTDA creation aims to ensure the efficient and effective planning, supervision, and coordination of essential basic services in Benguet. The BLISTTDA is envisioned to serve as the platform to hasten social, economic and political development in the area by managing the component LGUs to respond to common developmental challenges through unified, effective, and economically efficient programs and undertakings. For one, the BLISTTDA shall set the policies concerning the worsening traffic situation in the Benguet province particularly in Baguio City, wherein coordination, regulation and
project cost. Now the participants will be known and who will be participating in the bidding. The work starts for the ‘sindikato’ here. The pinpointed winning bidder has his money ready for distribution to the bidding participants. The three percent will now be distributed equitably and everybody will be happy on their way to the bank. They got their ‘pamalengke’, but not yet the people from the regional and district offices whose sticky fingers must be greased, or else... When you come to think of it why most government infrastructure projects are substandard, it is because every project is marked with corruption. In that rigged bidding, the congressman in the district has to be given his demanded share. That’s only the first instance. There is a long list of people who will assert what’s due them based on what’s euphemistically called SOP (standard operating procedure). Maybe 10 or 15% for congresssman, 5 or 10 % on the head of the agency, small percentages on every office like quality control, resident auditor, cashier and few others who will be given balato. You minus the VAT of 12% and the allowable 10% contractor’s profit, you have now ladies and gentlemen how much went into that road project. Two years later you will see cracks. A governing board shall be created composed of the Governor of the Province of Benguet, the congressional Representatives of Baguio and Benguet and the municipalities of La Trinidad, Itogon, Sablan, Tuba and Tublay. She has been a consistent achiever from way back. She was a Math wiz in school and has displayed exceptional ability with figures. Hence, most of her mentors expected that she would eventually choose a career which is going to be very much in line with her expertise. During those days, however, she discovered that she has another passion – community service! Oftentimes she would join a group in school to visit the slums or even the home for the aged. She would do this without telling her parents specifically where they were going lest she be barred from joining such activities because of the presumable risk it poses on a young girl like her. Her exposure in the field developed in her a genuine desire to work towards alleviating the lives of the less fortunate and to rally behind any cause which sought to address their sad plight. These and more she took along with her when she enrolled at the De La Salle University (DLSU) in Manila where she took up B.S. Computer Science. While studying there, she was actively involved on issues relating to women, the environment, education, and children, to name a few. She is not one who would just sulk in a corner. or the past two years, she has deliberately lied low from all the pressures of work and other related activities and opted just to take it easy. For so many years, she had been engrossed with achieving things insofar as her professional career is concerned. She had constantly been at the forefront of her Data Centre Projects and Cloud Infrastructure where she had earned recognition as an IT Professional. Her former colleagues at Hewlett PackardPhilippines look up to her and always held her in high regards. Her Project Management skills is something that HP management has grown to appreciate and their respect for her knows no boundary.

volunteered with the University’s Centre for Social Concern and Action (COSCA). And because of her active participation in various socio-civic activities, she was presented the Community Leadership Award when she finished her University degree. As she went on to pursue a career in the IT world, she has never failed to show compassion for others in her workplace. A classic example would be during the height of a major typhoon which inundated about eighty percent of Metro manila, she called up the company’s top honchos in Singapore to initiate actions geared towards locating and addressing the concerns of affected employees and their family. She went out of her way to encourage the top management of HP to find ways and means to determine the status of their employees who did not make it to work. She took it upon herself to call each one and inquire whatever assistance they might need. She practically became a one-woman disaster coordinating body to the delight of the whole organization. She seemingly left all these concerns when she migrated to Winnipeg together with her family. She focused more on their new life and hoped for a better life. They settled, adjusted and integrated to Canadian society quite well. Her kids went to school while both she and her husband found gainful employment. They eventually acquired their own home as each of their dreams came to its fruition. To her, however, it seems something was missing. Could it be that she has already been too accustomed to corporate life that she has started to miss the pressure that goes with it? Does she really want to continue with something that seems to drain her energy? She was left in a quandary – a puzzlement! That was when she decided to give up her job, slow down and pursue a more meaningful life.

While at that stage and to avoid boredom, she decided to join hands with a couple of Filipinos to put up 204 Filipino Marketplace, a social group at Fb, whose primordial aim is to help migrants and newcomers find a venue or outlet to exchange views with each other, may it be on consumer goods and/or services. At first, she chose to become a passive observer just reviewing the various interactions among members. However, as the membership grew to a sizeable number, she was compelled by circumstances to participate actively by contributing her thoughts, posting her ideas and communicating with the daily visitors and inquirers at the group page. And in one of the postings of a hacking incident that targeted children, it was also at this stage that she decided to set up the 204 Neighbourhood Watch. 204 Neighbourhood Watch played a pivotal role in making her realize the importance of having such a group to serve as a deterrent to perpetrators of crimes against person and property. But what she started initially as a group of people on the lookout for crime offenders, eventually turned into a cause-oriented group involved in parks, playgrounds, and streets clean-up. This was consequently after noticing the proliferation of drug paraphernalia on the said areas. This has greatly alarmed her to the point that she asked and gained the consensus of the members that patrolling be done on a regular basis in various critical areas. The effort did not escape the public eye. It has even caught the attention of both the media and the Winnipeg Police. In all of these, she was invited to various safety forum to discuss about the necessity of a community-based program on safety patterned on what the 204 Neighbourhood Watch is doing – taking care of the community, caring for its people and its environs. came in trickles at first, some would come to patrol and be out for a while. Somehow, there would regularly be those who would replace those who would go. Single men and women, sometimes couples, husband and wife team. Sometimes there were those who would come just for the sheer experience, the camaraderie and the food after every safety forum. There were personal invitations from other areas with interested individuals joining the walk, aiming to learn a thing or two from it, with firm hope that they could also start something similar within their own community the soonest time possible. It is at this juncture that Leila realized that doing community service is what makes her happy. It suddenly dawned on her that, perhaps, God has carefully laidout this plan for her. She, probably, fell ill, or so she thought, to allow her to focus on a much noble purpose, that is to be of greater service to the community, the very place she now calls home. She now recognizes the new avenue that God has directed her to explore! When asked if she would change anything if given a chance to live her life all over again, her response is NO! She would live it as it is with the unstinted and loving support of her family, with special mention of Rene, her better-half, her children who ceaselessly inspire her, her circle of friends and supporters, together with the outpouring blessings of the Infinite Being. Just recently, she bagged the Newcomer Volunteer Recognition Award at a Gratitude Gala held at the Hilton Winnipeg Airport Suites. This is in addition to various citations she has already received in the past but hesitates to enumerate. Relatively, both 204 Filipino Marketplace and 204 Neighbourhood Watch were likewise nominated for recognition in the same event. People are all praises for all these recent achievements of hers, but she remains as humble as she is up to today, to the extent of cautioning me not to overdo my description of her nor to blow everything out of proportion because she prefers to be as ordinary as she is, as simple as the person that I’ve known the very first time we’ve met. In fact, in one of our recent talk over dinner, I asked her what drives her to do such wonderful things. I distinctly remember what she uttered, “What sets us apart from other creatures is the ability to choose what we would like to do in the fulfillment of our dreams as we endeavour to gain knowledge from every experience and apply such learnings for the greater good.” Indeed, she has come a long way in the pursuit of her dreams and passion. But what she formerly thought was a journey to recovery has now turned into a Journey to Rediscovery!

In simple words, Valentine’s Day is the occasion on which many people celebrate love and affection especially between couples and, by extension, friendship among close relations. However, what really started Valentine’s, one may ask. I did a quick dig… According to Wikipedia: “Valentine's Day, also called Saint Valentine's Day or the Feast of Saint Valentine, is celebrated annually on February 14. It originated as a Western
Christian feast day that honored an early saint named Valentinus. Through the passing of time, Valentine's Day has become widely recognized as not only a religious commemoration of the aforementioned saint but also a significant cultural and commercial celebration of romance and romantic love.” Ayun naman pala. God’s Comfort
W
ith the passing away of our two (2) beloved sisters and long time loyal and dedicated members of OFSAM- the original Filipino Seniors Association of Manitoba, in the person of AFRICA "Apring" TORRES and CARIDAD "Carrie" SAAVEDRA DELA CRUZ, (January 10 and February 10, 2018, respectively), both families received letters from friends and acquaintances. All wrote to express grief and sympathy for their families' great loss. We, the Officers and Members of OFSAM felt the great loss, too. Apring and Carrie played a great
role and immeasurable part in all activities and events since it was established in 1977. Both were crowned Queen Valentine and in 2016, Carrie was crowned an OFSAM Queen. Both of them will be missed, but will always be remembered in our hearts, and their absence will be a reminder of their innumerable contributions to the success of OFSAM. May the COMFORT of GOD be with the families of AFRICA and CARIDAD. They are now in the Mighty Hands of GOD a place where there are no more pains, no more tears, no more sickness, no more worries, and

The words comfort and consolation appeared repeatedly in the Bible as a reminder that the LORD holds us close and invites us to cling to HIM. When people suffer and we long to help. it's good to recall Paul's word-picture of "the GOD and Father of our LORD, JESUS CHRIST" as "FATHER OF mercies and GOD of all COMFORT" (2 Cor. 1:3). Our Heavenly Father is the ultimate source of every tender mercy, kind word, and helpful act that brings encouragement and healing. As the LORD wraps HIS Loving Arms around us, we are able to embrace others "with COMFORT" with which we ourselves are comforted by GOD. May the Lord God Almighty richly bless us.

rior to the start of the February 9 episode of Chinese singing competition “The Singers,” Kristine Zhenie Lobrigas Tandingan or popularly known as KZ Tandingan, revealed to her manager, Erickson Raymundo, how nervous she was. Raymundo had an exchange of messages with his ward sometime before the show. He assured the 25-year-old soul singer that it’s okay to feel that way. The reassuring
words boosted her morale as she promised to give her best on the show. Tandingan then proceeded to beat her idol Jessie J after performing a jazz rendition of Adele’s “Rolling in the deep.” Jessie J has been dubbed as the audience favorite for four consecutive weeks in China’s most popular reality TV singing competition. Professional singers from various nations over the world compete with each other to win the audience votes.

House creates P100M trust fund for more research at PH Rise
T
he House of Representatives has adopted House Resolution 1636, urging the executive department to allocate funds for additional scientific research and feasibility studies in the area east of Luzon, known as the Philippine Rise, including marine exploration for mineral deposits and other resources therein which may be used as alternative sources of energy. The resolution cited the need to establish a trust fund with a seed amount of P100 million which shall be managed by the National Coast Watch Council (NCWC) for additional scientific research, feasibility studies, marine exploration of the region, and acquisition of new equipment to improve the government’s research capabilities and further enhance the development strategies of the country. Under the United Nations Convention on the Law of the Sea (UNCLOS), the Philippines shall exercise sovereign rights over its exclusive economic zone (EEZ), the body of water extending up to 200 nautical miles from the archipelagic baselines, and the continental shelf, seabed and subsoil of the submarine
areas that extend beyond its territorial sea throughout the natural prolongation of its land territory to the other edge of the continental margin. When the continental shelf extends beyond 200 nautical miles, a coastal State is required under Article 76 of the UNCLOS to make submission to the United Nations Commission on the Limits of the Continental Shelf (CLCS) which will set out the coordinates of the outer limits of the shelf accompanied by technical and scientific data to support the claim. The CLCS assesses the data submitted and makes recommendations. The outer limits of the continental shelf established by a coastal State based on these recommendations are final and binding. Benham Rise, now called Philippine Rise as directed by the President under Executive Order No. 25 series of 2017, is a 13 millionhectare undersea region that lies approximately 160 nautical miles east of Luzon and off the provinces of Isabela and Aurora. The Philippine Rise is a massive formation of basalt, a common volcanic rock , and is described as a thickened portion of

the oceanic crust of the Philippine Sea plate. Scientific data on seismic, magnetic, and other geological features of Philippine Rise indicate that the region is an extension of the country’s continental shelf. On April 9, 2009, the Philippines lodged its claim with the CLCS that the Philippine Rise is part of the country’s extended continental shelf. In April 2012, the CLCS officially recognized and approved the Philippines’ claim over the Philippine Rise, giving the country sovereign rights over the territory. The resolution authored by Rep. Deogracias Victor Savellano stated that scientific surveys and marine explorations showed that the Philippine Rise is rich in marine resources and massive mineral and gas deposits which can help the country achieve energy sufficiency. vThe award of the Philippine Rise to the Philippines by the CLCS increased the areas of seabed subject to the country’s sovereign rights and jurisdiction, prompting the amendment of the country’s existing submarine maps which will likewise be used as the reference point by potential investors, the resolution further stated.

he largest Filipino community event is moving from downtown to the heart of the Filipino community in Winnipeg. After two years, the popular summer festival that celebrates Filipino culture, heritage and food is moving to the Maple Multiplex for a 2 days on June 9 and 10. The parade, floats, performances and
food stall will continue and more programing is expected to be over the next couple of months. The MFSF board and committee held a joint news conference last Sunday in cooperation with Beyond Limit Productions including a special surprise performance by Lani Misalucha.
