Largest Living Maple Leaf goes viral for Canada 150 celebrations

T

housands of Winnipeggers came together to create the first ever living maple leaf at the intersection of Portage and Main – claiming the title of largest living maple leaf in Canada! Over 3,600 proud and patriotic people gathered at the intersection dressed in red for the photo and the title. Guests were joined by Robert FalconOuellette, MP of Winnipeg Centre and His Worship Brian Bowman, Mayor of Winnipeg. CIBC brought the Canadian Oath of Citizenship to the event, which was presented by Mayor Bowman and Paralympian Tim McIssac. Singers lead guests in

O’Canada and Happy Birthday and a Hercules plane flew over the crowd in the heart of downtown Winnipeg. “Canada Day is all about celebrating our love for our country, and appreciating the values that bind us together as a nation,” says Stefano Grande, CEO of the Downtown Winnipeg BIZ. “This year, for the first time ever, we brought the 201 Portage Canada Day Living Maple Leaf to the iconic Portage and Main intersection, where thousands of Winnipeggers came together to show love for their country. It proved to be a big success for our city and downtown.”

The folly of federalism redux

P

resident Rodrigo Duterte’s top legislative agenda is the federalism of the Philippines. Actually, federalism was not the idea of Duterte, two of our national heroes, Emilio Aguinaldo and Apolinario Mabini, were the first to suggest dividing the Philippine Islands into three federal states: Luzon, Visayas, and Mindanao. More than a half century later, former president of the University of the Philippines Dr. Jose Abueva proposed and argued that a federal form of government was necessary to more efficiently cater to the needs of the country despite its diversity. He said that the primary goals of a constitutional amendment is to increase decentralization, greater local power and access to resources most especially among regions outside Metro Manila which has long been dubbed as rather imperial. Aside from Abueva, senator Aquilino Pimentel Jr. was a prominent supporter of federalism who had advocated federalism since 2001. He saw the proposed system as a key component in alleviating the Mindanao crisis

and appeasing Moro insurgents. He argued that federalism will also hasten economic development since resource and financial mobilization is upon each states' or provinces' discretion without significant constraint from the central government. [Source: Wikipedia] During the presidential elections of 2004, president Gloria Macapagal Arroyo campaigned for constitutional reforms. After winning the elections, she created the Consultative Commission, headed by Dr. Abueva. The task of the commission was “to propose the necessary revisions on the 1987 Constitution that included a shift to a unicameral parliamentary form of government, decentralization of national government, and empowering local governments by a transition to a parliamentaryfederal government system.” i The proponents of charter change, while agreeing on a parliamentary system, are divided between the supporters of Federalism and those that decry Federalism as an unworkable political system. Instead, the anti-federalist group is pushing

for the adoption of a unitary parliamentary system. Today, President Duterte is pushing hard to change the government to a federal system using the model similar to the one proposed by Abueva in 2004. He has been pressuring the House of Representatives to pass legislation to effect a charter change. Well, it doesn't seem as easy as it sounds. While a unitary government – the central government -- has all the power, federalism would seem to be more democratic. But don’t be fooled by it. There are lots of variables and unknowns before the House could responsibly fashion the necessary amendments to fit the fundamental tenets of a Philippine democratic system as enshrined in the 1987 Constitution. Allow me to share excerpt from my column, “The Folly of Federalism,” which I wrote in October 2005. I said, “To get a pretty good ‘feel’ of how Federalism works, let's look at Australia. In 1901, Australia adopted the Federal Parliament and government with the six States giving up some of their powers, but remaining independent. The Australian Constitution states, ‘The legislative power of the commonwealth shall be vested in a Federal Parliament.’ In addition, the constitution gives a range of powers and responsibilities to the Federal Parliament. Powers not identified in the constitution reside with the States. Each of the six States has its own constitution, parliament and government. “But there is a lot of overlapping between the Australian Federal and the State governments. A history of competition between the Federal government and the State governments exists. Since the Federal government controls tax collection, it has established its dominance in the political system. The States became dependent on Federal financial assistance. [www.AustralianPolitics.com] “In terms of tax collections, the website says, the Federal government gets 70-80% of all tax revenues. The Federal government then divides the expenditure of the tax revenues between the Federal and State governments. This created ongoing financial negotiations -- and haggling -between the Federal government and the States.

“There are advantages and disadvantages of Australian Federalism. However, the disadvantages far outweigh the advantages, some of which are: duplication of government; overlapping or conflicting policies in different parts of the country; State education systems with differing curricula and grading methods; financial inequality which leads to unhealthy competition and rivalry between the States; neglect in important areas of, to cite a few, public policy and public transportation; and over-government. The website claims, ‘It is often argued that a nation of 19 million people cannot afford to have 15 houses of parliament, plus hundreds of local governments.’ “According to a study conducted by the University of Sydney, the question was asked: ‘Has Federalism outlived its usefulness in Australia?’ The study concluded: ‘It is obvious that the advantages no longer exist and the advantages are overweighed by the numerous disadvantages. It is truly time for Australia to make major reforms for it to remain an effective government process.’ “ Federalism for the Philippines Given the advantages and disadvantages of Australian-style Federalism, it begs the question: Should the Philippines pursue a Federal system of government? In my opinion, Federalism for the Philippines is a folly. Let's look at some numbers. Its Gross Domestic Product (GDP) was worth $292.45 billion in 2015 and the GDP per capita was $7,725 (ranked 118) compared to Australia’s GDP per capita of $48,899 (ranked 17), the Philippines would not be able to afford the cost of Federalism. First of all, most of the big industries and manpower resources are concentrated in Metro Manila and its surrounding provinces, Cebu City, Davao City and a few other places. Provinces that are agriculturalbased would be hard-pressed to collect taxes to maintain their government structure, which would consist of a legislative body, judicial system, education system, health professionals, law enforcement, social services and several other agencies. After the Federal government has taken its

bigger share of the tax revenues, the amount left for the regional governments would not be enough to sustain their existence. ARMM and CAR In 1989, the law creating the Autonomous Region in Muslim Mindanao (ARMM) was passed. It was composed of the provinces of Basilan, Lanao del Sur, Maguindanao, Sulu, and TawiTawi and the cities of Marawi and Lamitan. The political intent was to satisfy the aspirations of the Bangsamoro people for selfrule and self-determination. It was created to address the “Moro problem.” But instead of solving the “Moro problem,” ARMM divided Bangsamoro into several factions run by regional warlords. In 1997, the Philippines passed a law creating the Cordillera Autonomous Region (CAR), which states: “The Cordillera Autonomous Region is a territorial and political subdivision administered by the Regional Autonomous Government consisting of the regional government and local government units under the general supervision of the President of the Republic of the Philippines.” On paper, ARMM and CAR are ideally suited to address the “needs” of the Bangsamoro people and the cultural minorities in the Cordillera region, comprised Abra, Apayao, Benguet, Fugal, Kalinga, and Mountain Province. However, ARMM and CAR do not have the financial independence or the ability to create revenuegenerating industry. As a result they become pauper entities that depend on the central government for all the things they need to function as “autonomous” regions. Some people argue that a Federal government is the only way to give freedom and independence to the Filipinos. In today's globalized economy, what is freedom and independence? In my opinion, freedom is "financial freedom" and independence is "financial independence." Real freedom and real independence can only be achieved with wealth and the ability to compete in the global market. If we free the Filipinos into creating their own country without financial freedom, then they will become slaves of their own country.

Hey, You! Don’t Sing That Song! (False Sense of Entitlement)

Story #1: Justin Bieber covers the song "Love Will Tear Us Apart" by Joy Division. Many fans of the seminal English PostPunk band protested, starting to ridicule Bieber; some even went to the extent of issuing threats and denigrating Bieber's character and his entire family. Story #2: The Philippine Pop singer Charice Pempengco (now Jake Zyrus) regularly performs her covers of songs by the American band Nirvana. Many Rock-music enthusiasts reacted by insulting Zyrus, even going to the extent of shaming him an making fun of his sexual preference and orientation. Are these people who express their hateful and overthe-top reactions to what the likes of Bieber and Zyrus have decided to do being reasonable? Are their

expressions of disgust and anger valid? Are they evil-hearted bullies who were most likely just projecting their own insecurities and incapability? Yes. More so, these hateful individuals are selfish, selfcentered, and delusional. A False Sense of Entitlement The problem with many music enthusiasts is that they develop a false sense of ownership and entitlement and attachment to certain bands or kinds of music just because they happened to love these. They now think and believe that no one else could listen to, perform, sing, or render versions of such songs but only themselves--especially when they perceive that the person "touching" "their songs" is out of their cool league. For me, once a work of art or music or anything at all has been released publicly, it becomes available for everyone's use. In fact, even the original creator could not really stop others from using his creation; instead, he could just demand user's fee or royalty, or at least,

acknowledgment, from whoever has used his song or art. People who are afflicted with this sense of entitlement are also experiencing some form of delusion—in which they believe that only they have the right to touch whatever it is that they have fallen in love with or have developed fondness for or attachment to. Such selfishness and self-centeredness! Sa Madaling Salita Hindi dapat maging mapoot ang pakikitungo sa kapwa natin. Kahit pa hindi natin gusto ang mga kagustuhan o desisyon ng ibang tao, e hayaan nating tahakin nila ang kanilang sariling mga direksyon sa buhay—basta ba wala silang nasasaktan nang pisikál sa mga kagustuhang iyan. And pagkamuhi sa mga kagustuhan ng ibang tao, kahit na wala namang iligál sa mga ito o wala namang nasasaktan sa kanilang mga desisyon, e nagbabadya lang ng pagkamakasarili, pagkasarado ng isipan, at pagka-itim ng budhi ng taong madaling magsilab ang poot at galit sa kapwa niya kahit na wala naman itong masamang ginagawa. People should be judged not by their race, religion, or choices in life; instead, if we need to, we should judge others by their character, attitude, and wrongdoings. As long as a person is not physically harming anyone or doing something illegal, she must be left free to make her own choices without the need to be ridiculed or, worse, threatened for this.

Horn beats Pacquiao for WBO welterweight crown

F

ormer school teacher Jeff Horn is the new World Boxing Organization welterweight champion. The 29-year-old Horn proved his detractors wrong in his

fight against Manny Pacquiao, as he convinced the three judges to score the fight 117-111, 115-113 and 115-113 to the Australian after 12 rounds. Pacquiao, 38, is an eightweight world champion and is a Senator in the Philippines. He is considered one of the greatest fighters of his generation. His camp had predicted a “short and sweet” win over Horn, a 2012 Australian Olympian. Pacquiao connected on 182 total punches, 123 of which were power

punches, while Horn managed to land just 92. Horn’s upset win, however, didn’t sit well even with NBA stars and Hollywood celebrities, who did not hold back on social media in venting out their disappointment over the shocking turn of events. Top Rank reporter Crystina Poncher told Pacquiao about the rematch clause in the contract and boxing’s only eight-division champion gave a positive response.

Riding Mountain National Park

forward. This was the first time I drove outside the city and despite the long ours of driving the view gets better as you get closer to the park. The park is surrounded by lodgings that can accommodate every kind of adventurer.

Campsites, trailer camping, oTENTiks, resorts and hotels are within a short drive from Wasagaming Drive. For our trip, we opted to try the oTENTiks for a more hassle-free but nature engaging experience. The oTENTiks appears to be a mix

he Riding Mountain National Park (RMNP) is one of Manitoba’s National Park along with Wapusk National Park located in Churchill. The RMNP is about a 3-hour drive west of Winnipeg. The drive towards this destination is fairly straight

between a tent and a cabin with wooden floors and canvas siding. It is furnished with bunk beds to accommodate the whole family. There is heating, lighting and electrical outlets available in the site. The best part was propane barbecue grill included in the reservation. So, we cooked and ate to until we were full. Visitors can take part in many outdoor activities while enjoying the cool breeze and the warm sun. During the operating season visitors can rent bicycles, hike the trails, enjoy the tennis court and play mini golf. For visitors that enjoy water activities, paddle boats, kayaks and motor boats are available to be rented. The business site is lined by

PHCM Celebrates Another Successful Philippine Heritage Week

T

he Philippine Heritage Council of Manitoba (PHCM) Inc. and its member organizations hosted yet another successful Philippine Heritage Week from June 9, 2017 to June 18, 2017, with daily events and festivities celebrating 119 years of independence from Spain and 60 years of the Filipino community in the province. Volunteers from over 30 different Filipino associations and individual members came together to organize a number of events throughout the week to help preserve and promote Philippine culture. These events included heritage nights featuring dance and singing performances, cultural

demonstrations, resource fairs and a citizenship ceremony. A cultural exchange and storytelling circles were also held to encourage dialogue of shared experiences between the Filipino community and the Chilean, indigenous, a former refugee and the European communities as well as between generations (elders – Lolos and Lolas- and their apos). Keeping with this year’s theme of “Imagine,” PHCM facilitated envisioning exercises to “imagine” the community’s collective vision for the future and plan a strategy to achieve our goals of shared values. The week kicked off with a Flag Raising and Opening Ceremony at the Philippine Canadian Centre of

Manitoba and concluded with a Community Picnic at Assiniboine Park. One of the highlights of the celebrations was the Philippine Independence Ball which this year celebrated both the Anniversary of the 119th Commemoration of Philippine Independence and the 150th Anniversary of Canadian Confederation. The first part of the program featured a moving dance number by Magdaragat entitled “Ako ay Pilipino” and song performances from talents Hannah Sagaral, Arnold Tongol of Traffikk Jamm, and Paul Ong. The second part of the evening was filled with stories of struggles, challenges and successes from representatives of four cultural groups demonstrating

the courage, strengths and resiliency of our multicultural society that is Canada. Culminating with a giant circle of all Canadians, FilipinoCanadians, newcomers, oldtimers, young and old in the room linking arms together in symbolic recognition of the unity and cooperative spirit that we all share as a Filipino-Canadian community and our wider community of Winnipeg, Manitoba and Canada. It is the hope of PHCM that the events of Philippine Heritage Week encourage a sense of pride and oneness among members of the

Filipino community and our fellow Canadians. The many volunteers who committed their time and hard work did so because they believe and are passionate about the importance of bringing us all together. Philippine Heritage Week would not have been possible without the generous support of its sponsors. t was two non-stop weekends for QPAM members. On June 24, the annual meeting and election of officers was held at a member’s house at Amber Trails. It was a rainy day, but it did not stop the attendees from enjoying

s they all say, the rain is here because of Red River Ex. The Filipino Journal night on Thursday June 22 had to start a bit late because of the rain. But it did not dampen the hype. Once the first performer hit the stage a good crowd of audience started gathering to witness the performances of known talents from the Filipino Community.

Performers Sheryl-Lyn Padua, Ria Sarsaba, Julia Dacyon, Mikhaila Navoa, Sayan Project reggae band and Tiffany Ponce entertained the crowd. The show was hosted by Ron Cantiveros. This is the second year that Filipino Journal has brought a Filipino show and entertainment to Winnipeg’s yearly most awaited Red River Ex.

Out of the ashes: God’s presence in our pain

M

any presumed that “Life is full of misery, loneliness and suffering, and it’s all over much too soon.” Pain and suffering are woven into our common human experience. Suffering erupts globally through war, earthquakes, tsunamis, floods, typhoons. It expresses itself personally, loss of relationship, loss of health, loss of a child, loss of a marriage, loss of a job. It affects us personally, emotionally, relationally, spiritually. In suffering, we slam up against a nameless, faceless, heartless enemy. And that enemy evokes questions for which we have inadequate answers. Yet, difficult as they are, those very questions compel our search for better answers. We read books. We consult thinkers, philosophers, theologians and teachers. We argue and debate explanations of the problem of suffering. But no matter

how high our expectations or how promising those sources appear, they leave us with unanswered questions – maddening mysteries that either drive us away from God or draw us near to Him. There are few questions around this difficult issue. What is suffering like? How do we respond when suffering calls our name? How can God be found in the midst of life’s darkest moments? There is no better starting point from which to view suffering than through the experiences of a man named Job. His story is told in the oldest book of the Bible. Job lived in the land of Uz in the earliest times recorded in human history. He is introduced as a man who lived in relationship to God and is described as “blameless”, “upright” and a man who “shunned evil”. (Job 1:1) He sought to do right and to please God. Yet a rapid series of cataclysmic events

shattered his world and threatened that relationship. It is telling that the oldest book in the Bible focuses on the common denominator of human experience – the problem of pain and suffering. Though Job’s story is familiar to many, it has more to say than we might imagine. More about our world, more about us, and more about God. Suffering Feels Mysterious. (Job 1:1-12) Because of the fall of the human race through its sin, suffering is a common experience to all people. While we experience suffering in different degrees and in different forms, suffering is a universal human experience. That is why stories of perseverance are so powerful. Suffering Feels Overwhelming. (Job 1:13-19) “When sorrows come, they come not single spies, but in battalions.” This was certainly true of Job’s experience, one messenger after another came bringing him news of devastating loss. Rapid-fire reports of devastating loss ripped into Job’s heart. Servants practically tripped over each other as they arrived with more bad news. In job’s world, wealth was measured in terms of servants and property. Both were weapons in the assault on Job’s heart. First, it was the loss of donkeys and oxen and the death of servants. Then came word that the “fire of God fell from heaven,” consuming Job’s

sheep and more servants. Next came the message that Chaldean raiders had stolen the camels and killed even more servants. With each announcement, the stakes rose as the losses became greater and greater. But the greatest loss came when the messenger arrived with the heart-wrenching news that Job’s sons and daughters had been killed. When waves of heartache wash over us, whether single spies or whole battalions, their sheer weight and relentless nature can be suffocating. Suffering simply overwhelms us. When news of tragedy first reached Job, he responded with profound faith and confidence. “Naked I came from my mother’s

It is found in learning to rest in God’s grace and to trust in His power – even when the suffering is mysterious and overwhelming. God loves us with an everlasting love. Followers of Christ can embrace this with hope and confidence and can offer it to a world suffering with more than we can imagine. In the end, we need Jesus, God-who-suffers-with-us. The Dawn Rising (in Winnipeg)

he Philippine music scene is steeped with many pioneering and prolific bands which to this day remain active, gigging and releasing new music. One of these is The Dawn, whose history harks to the beginning of New Wave music in the Philippines. Currently consists of Jett Pangan (vocals), JB Leonor (drums), Francis Reyes (guitar), Rommel Sanchez (guitar), and Mon Legaspi (bass), The Dawn was actually formed in 1985, in Metro Manila, Philippines, by the late guitarist and visionary of the group, Teddy Diaz. The band emerged in the late ’80s, during the commercial peak of New Wave music in the country, with the strength of original songs such as “Enveloped Ideas,” “Dreams,” and “Mad Game.” In the ensuing years, more chart-topping singles further catapulted the band into

mass popularity—“I Stand with You,” Love (Will Set Us Free),” “Iisang Bangka,” and “Salamat.” Sadly, in 1988, just fresh off the success of their second studio album, Diaz was stabbed by two men while he was on his way home from his girlfriend’s house. Despite this unfortunate event, the remaining members of the band soldiered on. More albums were released, continuing the vision of their fallen comrade. To date, The Dawn has eleven studio albums to its credit—from 1986’s self-titled debut to 2009’s Sound the Alarm. Their songs continue to get considerable airplay on some Philippine radio stations, and their music continue to be lauded by their fans, old and new. Ultimately, The Dawn serves as one of the long-standing and positively influential bands in the Philippine music scene. Many music-loving Filipinos

in Winnipeg must have seen The Dawn back in the days or in the recent years; or at the least, are familiar with some of the band’s beloved songs. On August 12, The Dawn is playing the Winnipeg leg of their North American tour at Pyramid Cabaret, in Downtown. Don’t miss out on this one. How is a new Pope chosen? A new Bishop of Rome, also known as the Pope or the Supreme Pontiff and considered by the Roman Catholic Church as the apostolic successor of St. Peter, is elected by a papal conclave, a meeting of the College of Cardinals that is always held at the Sistine Chapel since 1878 when a vacancy occurs due to death or resignation of the reigning Pope. On 28 February 2013 Pope Benedict XVI (born Joseph Ratzinger from Germany) shocked the world when he became the first

Pope to resign in 600 years (since 1415) because of declining health due to old age. Pope Benedict served as Pope from 2005 following the death of Pope John Paul II. On 13 March 2013 the Papal conclave elected Jorge Mario Bergoglio, then Bishop of Buenos Aires, Argentina, as Pope taking the pontifical name of Francis as the successor. Cardinals are bishops, visibly recognizable by their distinctive red vestments, and Vatican officials from all over the world personally chosen by the Pope. Their primary responsibility is to elect the Pope aside from advising the Holy Father

in the governance of the Roman Catholic Church. As of 2017 there are 228 cardinals 117 of whom are eligible to vote. Seventeen new cardinals including the Vatican envoy to Syria has been recently named by our incumbent Pope Francis. Only cardinals under the age of 80 are eligible to vote. The cardinal electors as they are known process to the Sistine Chapel while singing the "Litany of the Saints" and then take an oath of secrecy before sealing the door of the chapel. They vote by secret ballot. Four rounds of voting are taken every day until a candidate receives two/thirds (2/3) majority vote. The cardinals' ballots are burned after each round of voting. The outcome of voting is known by the waiting crowds gathered in St. Peter's Square and by the entire world through the colour of the smoke that emanates from the special chimney perched on the roof of the Sistine Chapel. Dark or black smoke indicates that the ballots did not result in an election because no one receives the necessary 2/3s majority. White smoke announces that a new Pope is chosen, i.e. the cardinal candidate receives the required 2/3s majority vote. Starting from 2005, the bells of St. Peter's Basilica keep ringing after a successful balloting to augment the billowing of the white smoke. Since 1963 a mixture of chemicals are used to burn the ballots in a stove in the Sistine Chapel to produce the black or white smoke. Originally, damp/wet straw was added to the fire in the stove to produce black smoke in

the event that a new pope was not chosen; otherwise, the ballots were burned alone creating white smoke. From the balcony of St. Peter's Basilica the senior cardinal deacon

SOPA : An Edge with Canadian Job Preparedness – Part I A Story from 204FM Community by Leila Castro

T

hree weeks ago, there was a call at the 204 Filipino Marketplace community to form a group dedicated for job hunters and job postings. We formed the 204FM Pinoy Job Hunters group. To date it has 1.6K members and growing fast, and there were lots of desperate posts about looking to land on any job. I made a quick search on indeed. com which returned over 4000 available jobs in Manitoba. I talked to my friends who are community and immigrant workers to get an expert’s view about what is going on. They all referred me to Milagros Simeon Dacwang. Mila is an Intake Counsellor at SOPA (Settlement Online Pre-Arrival). SOPA started as a program in November of 2015. SOPA is an intensive program that gives the immigrant the advantage of preparedness on how to apply for a job even before arriving in Canada. Mila said that they have tracked their students and SOPA has a success rate of 70%. It means that 7 out of 10 students who completed the program landed on a related job within 3 months. She is surprised that she does not see any member posting or commenting inquiries or statuses about SOPA at 204 Filipino Marketplace. I met with Mila at downtown last week and interviewed her for this article. How long should it take for a new immigrant to find a job? “According to Canada government, 6 months is ideal for them to get a job. I personally think it should be in 3 months because you will start to run out of money. Our SOPA program says in 3 months time the immigrant should land on a job that is as much as possible related to the profession back home. Say you are a project manager in the Philippines, you can be hired here as project manager, and that is happening. If it is a regulated career, you can get a job we call as “the foot on the door” or the entry level positions. If you are a nurse, then at least be a health care aide. If you can’t land on a job as health care aide, there must be a reason for that. if you cannot find a related job or entry level position for a regulated career (plan A) within 3 months, then you go for survival job (plan B).” What is a survival job? “Before immigrants come here, they should know their passion, should have a career goal, should have a short-term

plan (plan A and plan B), and long-term plan. Your passion is the work that is in line with your skills and experiences. Survival job is the job unrelated to your experiences back home. What Canada wants is you will land on a job that is at least related to what you do. But survival job need not be a low paying job. There are production workers who earn 30 dollars per hour. Initially SOPA clients tell us that they are looking for any job. What SOPA advises is go first to the plan A (related on the carrer goal) and in within 3 months that no job related to the career goal is found, then go to plan B which is the survival job.” You are actively supporting the 204FM Pinoy Job Hunters. Do you think the fast rising number of its members is an indication that Filipinos are not getting jobs according to their goal? “I don’t have an answer to that. But I can give you the success rate figures of SOPA. SOPA has a success rate of 70%. Meaning that of the new immigrants that underwent the program, 70% found a job in 3 months that is in line with their career goal (plan A). For Manitoba, many Filipinos registered for the program. But of all the Filipinos who registered, 60% did not go through it. Say of 10 Filipinos that registered, only 4 of them took the program; compared to immigrants from Israel where of 5 of them registered, all 5 of them took the program and completed. Of those who took the SOPA program, the success rate for non-Filipinos is 90% (in our example that was 4 successful out of 5 from Israel); compared to Filipinos with only 60% success rate (in our example that was 3 successful out of 4 Filipinos). It’s because most Filipinos do not complete the SOPA program despite starting it. Tell me more about SOPA? How helpful is it to an immigrant? “SOPA help’s new comer in their pre-arrival. We focus on their plan. We emphasize on their career goal, and this should have both the short term and the long term. With our SOPA, the government wanted the immigrants who are coming who have the technical skills, to gain the soft skills (understanding about the Canadian workplace). That is the information we can give them. When immigrants do the short-term career planning, the number one important thing is to know the passion, because that will land them on the job. If they have the passion on the job, they know how to respond during interviews because they have a background on the position they are applying for. During interview, there are two types of questions asked, the technical and the behavioral. If they ask you, “Tell me about yourself,” you tell them what is your experience. Then after a while you will notice that the next question is, “Tell me a time when you had a client who reacted this way, and how you handled that situation”. So that is a sample way that the

interviewer finds out how the immigrant handles the situation. They want to know your technique, your behavior and your attitude towards the situation. It is important for them to know that you have the technical skills and that you are able to adapt to the Canadian workplace. That is the reason why there is a prearrival program, so the immigrant will know on how to integrate to the Canadian workplace. For example, here in Canada, we do not use Sir or Ma’am, we are all equal. Not knowing the culture might even be the reason why you will lose your job. For example, we have a SOPA client who lost her job and the reason was she was not doing the professional communication. Our client enrolled in the SOPA program but did not take it by heart because her assumption was having the technical skills was sufficient to land on a job. The client looked back and realized that during breaktime she still continued working. Here in Canada, breaktime should be breaktime. That is where you develolp the smalltalk. In other countries, smalltalk is gossiping but in Canada it is the way to develop your relationship with your coworker. “ Another important thing that I learned from Mila is that recruitment agencies are given information on who completed

the SOPA because they want applicants in the interview shortlist that are ready to integrate to the Canadian workplace. If the applicant underwent SOPA, there is higher likelihood that the applicant will be interviewed. The second part of this article that will come out in the next issue. Mila will tell us in detail how to undertake the SOPA and other pre-arrival preparations to be better prepared for the Canadian Job market even before setting foot here.
