204 Filipino Marketplace Holds Inaugural Family Fun Day! the 204FM administrators and take in a little Zumba too. Earlier this month, 204 Filipino Marketplace surpassed over 20,000 members and is one of the popular groups within Winnipeg's Filipino community. Kildonan Park was the backdrop to the inaugural Family Fun Day for the hugely popular Facebook group, 204 Filipino Marketplace. Over 500 members attended the event and was supported by many local businesses and sponsors including the Filipino Journal. What family fun day wouldn't be without face painting for the kids, a bouncy castle, and special cotton candy giveaways! While group members are known for engaging online, the Family Fun Day was an opportunity for many of the members to meet

couple of months ago, I decided to undertake the challenge of sampling all of the Halo Halo that Winnipeg has to offer. For those who aren’t familiar, Halo Halo (pronounced

I created the hashtag #HaloHaloWinnipeg on Instagram and posted pictures and descriptions of my Halo Halo adventure. I discovered eight different eateries in Winnipeg that offer a different take on

the famous Philippine dessert, presented below in the order which I visited them. Jimel’s Bakery (471 Bannatyne Ave) – A Mix of Colour and Flavour With a top layer of ube, flavoured jellies, leche flan, and a wafer tube, this Halo Halo had a beautiful presentation. The thick bottom layer had nata de coco, macapuno, candied beans, corn, jackfruit, and more jellies. Jeepney Restaurant (714 Sargent Ave) – An Ube Lover’s Delight The first thing that struck me was the lovely purple top layer with ube ice cream, some regular ube, leche flan, and a sprinkling of pinipig (crisped rice). The bottom layer had candied beans, jackfruit, and nata de coco. Asia City (519 Sargent Ave) - A Fresh Approach Although there are three locations in the city, I only tried the Halo Halo at the Sargent site. Topped with pinipig, the milk in the icy layer seemed to be a sweetened regular milk as opposed to evaporated milk. The

bottom layer contained candied beans, a variety of flavoured jellies, tapioca pearls, and slices of avocado which added a creamy freshness. Green Ninja Eatery & Bakery (240 McPhillips St) – A Sweet Treat The toppings on this Halo Halo were phenomenal with a scoop of vanilla ice cream, ube, red nata de coco, a pretty rectangle of leche flan, and ube frosted pinipig, which delightfully reminded me of the frosted cereals of my childhood. The bottom layer had candied beans, jackfruit, white nata de coco, and corn. Supreme Ice Cream Shoppe (11295 Jefferson Ave) – We All Scream for Ice Cream Loaded with vanilla and ube ice cream and a wafer tube, this Halo Halo was a summer delight. The bottom layer was full of candied beans, pinipig, tapioca pearls, red nata de coco, macapuno, ube, leche flan, jackfruit, and small bits of what tasted like sweet plantain. Juvian’s Catering (506 Notre Dame Ave) – Love That Leche Flan The top was colourful with vanilla ice cream, sweet ube, red nata de coco, pinipig and a good amount of ultra-creamy leche flan. The bottom layer was loaded with candied beans and chickpeas, corn, more nata de coco, jackfruit, macapuno, and chunks of cassava (sweet white yam), which was a unique addition. Mangkok International Cuisine (1075 Nore Dame) – When Size Matters By far, the largest serving of Halo Halo, the take-out version was presented in a 32oz container that could easily feed two or more people. A straightforward take on Halo Halo, the top had ice cream, corn and ube, while the bottom layer had candied beans, nata de coco, jackfruit, macapuno, and palm fruit. La Merage Restaurant (99 Isabel St) – Turon Meets Halo Halo Topped with vanilla ice cream and a generous amount of velvety leche flan, bottom layer was laden with candied chickpeas, red and green palm fruit, corn, juilliened slices of jackfruit, and large chunks of sweetened saba banana. It pleasantly reminded me of eating turon with my Halo Halo. Let me know if there is any place that I have missed. I am always open to adding to my list. Duterte starts term on a high note

P

resident Rodrigo Duterte is trusted by majority of Filipinos as shown by the results of the latest Pulse Asia survey. The results of the July 2 to 8 poll showed 91 percent of Filipinos trust the President indicating that practically no one distrusts Duterte as he only got a small or no trust rating of 0.02 percent. The pollster also noted that only eight percent of the respondents said that they were undecided if they would trust the President. The 91 percent rating

is the highest trust grade achieved by any individual since Pulse Asia started its trust surveys in 1999. Duterte got the highest trust rating in Mindanao (97 percent),

followed by the National Capital Region at 92 percent. Luzon and Visayas posted the same trust rating at 89 percent.

NBP’s security now under PNP-SAF

J

ustice Secretary Vitaliano Aguirre II said in an interview that around 320 Philippine National Police-Special Action Force (PNP-SAF) troopers are now in charge over the security at the New Bilibid Prison (NBP) in Muntinlupa City. The SAF troopers will take over security posts in the prison for a few months while 200 NBP employees undergo retraining for possible reassignment to other penal colonies across the country, Aguirre said. The Marines may take over security posts at the NBP and replace the SAF after two months, with Marine Maj. Gen. Alexander Balutan, who will be taking an early retirement in August, sitting as the head of the Bureau of Corrections (BuCor). Aguirre earlier said that he has the blessing of President Rodrigo Duterte to make drastic changes

at the NBP, adding that he considers the BuCor as the most corrupt agency in the entire bureaucracy.

PH-China bilateral talks in quandary

oreign Secretary Perfecto Yasay said the possibility of bilateral talks between the Philippines (PH) and China were unlikely to start anytime soon due to the latter’s rejection of the ruling by United Nations (UN)-backed tribunal over their maritime dispute on the South China Sea. The Hague-based Permanent Court of Arbitration ruled last week there was no legal basis for China’s claims to most of the strategic, resource-rich waters and added that China had violated the Philippines’ sovereign rights to exploit resources in waters up to 340 kilometers beyond its coast or its exclusive economic

China seized the fish-rich Scarborough Shoal, which lies about 230 kilometers from the Philippine coast in 2012 after a brief stand-off with the Philippine navy. Manila lodged suit at the tribunal the following year. President Duterte had earlier disclosed his plan to send former President Fidel Ramos to China as special envoy to help start talks over the longrunning dispute. The President’s first and foremost priority is to regain access to the Scarborough Shoal for Filipino fishermen, Yasay said.

Case for Capital Punishment

A

s to this writing the SONA (State of the Nation Address) of President Rody, is being crafted. It is bruited other than issuing strong statements against the proliferation of illicit drugs, which involved rank police officers, elected officials, and wealthy businessmen, the President may also cover his political agenda he shift into federal structure of government and parliamentary system; as well, the imposition of capital punishment - death penalty - purposed to deter crimes and retribution for extra-heinous offences committed, e.g., a mother and her one year old child murdered by crashing their heads with the use of a hammer. I am a man of faith and was questioned what my rationale is why I hold a view that is seemingly in contradiction to my core beliefs of compassion and forgiveness; but, espousing a “bizarre idea”, the institution of capital punishment? Further, I was challenged that if God is a loving God and He is the Author of Life why would He institute imposition of death penalty? Is the imposition of death penalty not an act of murder contrary to His command, “Thou shalt not commit murder”? The profound question on sanctity of life versus death penalty constrained me to examine again and ponder over what the Scriptures say about capital punishment. I am not a sadistic person that relish killing, neither am I a vengeful individual that hold grudges against parties who wronged me. Let me preface, however, my essay by stating that I am not overly partisan because I supported the candidacy of President Rody. Rather, I wish to invite the readers to meditate what the Spirit says about capital punishment as written in the Scriptures. Its precepts are true and are aligned to God’s nature that He is holy God and God of justice. Primordial, the state sanctioned death penalty demonstrates the government value human life. From the Scriptures we read, “Whoever sheds the blood of man, by man shall his blood be shed; for in the image of God has God made man.” Genesis 9:6 (NIV) God gave mankind the responsibility to protect the helpless victims and execute the murderer. Murder is an attack to a person created in the image of God. To snuff out the life of innocent soul is an indirect assault to the Creator. The life of every single person has value because you and I are made in God’s image. This value is extended to the strongest, the most handsome, to the wealthiest among us to the mentally incapacitated, the most physically handicapped, and to the poorest of the poor. The image of God is the reason why we are to treat other human beings with dignity and compassion.

Capital punishment reminds us of the seriousness of spilling the blood of fellow beings created in the image of God. The government or culture that abandons capital punishment wittingly abandons God and the value He places on human creation. Point number two, death penalty when used consistently deters crime. If we examine the Book of Genesis the reason why the world in Noah’s days was destroyed by Flood was due to the widespread crimes of blood shedding that God said He is going “…to put an end to all people, for the earth is filled with violence because of them.” Genesis 6:13 (NIV) The old homeland is filled with violence – kidnapping for ransom (kahit nakapagbayad na ang pamilya ng mga na hostage pinapatay pa rin); systemic corruption in government bureaucracy perpetrated by elected officials and appointed bureaucrats bleeding the national treasury dry; the proliferation of illegal drugs protected by rank police officials and wealthy criminal drug lords. The demonic activities that enslave the entire nation must stop. God established civil authority to keep the evil of murder and other forms of violence in check. God promulgated the institution of government to carry out His will in governing a nation. The pattern of restoring order in society is shown in the Book of Genesis: Adam and Eve disobeyed God, so the Creator took away immortality; Cain sinned and was banished from the presence of his parents, but to keep retaliation from overtaking him God put a mark on him and promised vengeance if anyone attacked him; rulers became corrupt and oppressive, hence, God limited mankind’s lifespan from hundreds of year to 120 or less. The entire population in Noah’s days were so corrupt that God sent flood to destroy them except Noah and his family. Opponents to capital punishment say it is not so. They point to statistics to make their case. In the Philippines they noted that until President Arroyo’s time, there is a provision for death penalty; but, murders, kidnapping, and prevalence of other shapes of crime went on unabated. The opponents of capital punishment, have a valid point. Unfortunately, however, they overlook significant facts. First, the death penalty did not deter crime because the violators who were sentenced to death were not put to death. Hence, the murderer has all the chances to commit crime again. Haven’t you heard prisoners confined in the maximum prison cells are granted passes to leave for a few days to carry out murder? If the convicted perpetrator of extra-heinous crime is immediately put to death, the criminal could no longer commit

another crime. A dead criminal is too dead to fire a gun or rob another unknowing victim. Second, is the problem of inconsistency of the use of capital punishment. How many death row inmates die from execution? Many of them died in prison from old age or from ailment. The noisy influence of anti-capital punishment advocates lead by some religious leaders; the foot dragging law enforcers; the reluctance of corrupt judges to impose death sentences (nasuholan kasi); and the pack of appeals that pile before the appeals court, obviously slows down the execution process. Let us take a look of the Ampatuan Case. How many of the accused died in their cells? The crime transpired during the term of President Arroyo; but, none were sentenced yet of the crime they committed. The six year term of PNoy was over, yet, the case is still pending for trial? (Not all members of the Ampatuan Clan are criminally involved. In fact, one of the Ampatuan brothers helped in persuading his involved brethren to submit to the authorities. I know because I was in Manila when the crime was committed. I immediately called up one of the brothers to appeal to his father and kin’s to lay down their arms and yield to the authorities). Organized crimes have a better performance in terms of deterrence. Do you know why it is difficult to break up Mafia? Members who desire to turn in themselves to the law are too scared to squeal since anyone who betrays their Code of Silence (Omerta) get automatic death sentence. Mafia is consistent in carrying out capital punishment to those that commit treason against their organization. Third, the execution of death penalty must be done in public. The community must participate in the execution of the criminal found guilty. But, the Philippine experience except for the execution of Lim Seng, the convicted drug lord, his death sentence was carried out by firing squad in public. I was there, I witnessed it along with my friend who was undergoing cadet officer’s military training. But after that episode, there was no public viewing of criminals executed. Execution of convicted criminals sentenced by death penalty must be viewed by the public and implemented consistently. Reason number three why I defend the proposed imposition of capital punishment in the legal system, is: just application of the law defers God’s judicial intervention. God gave the right of execution to mankind to uphold the value of human beings, to deter potential violent criminals. Otherwise, if criminal neglect is the order of the day, God, would step in and clean the land, just like the Flood during Noah’s time when God cleansed the corrupt land from violent people. God has handed this responsibility to the state since He specifically delegated this responsibility to civil government. Christians are admonished not to take vengeance on those who harm them; rather, the Apostle Paul reminded them that God has authorized the government

to enact retribution for Him and for the victims. “Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. 2 Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. 3 For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended. 4 For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer”. Romans 13: 1-4 The government have the inherent power to carry a “sword”. What does the sword do? It kills. The New Testament affirms the government have the authority to use the sword to stop evil. The greater reason why capital punishment must be carried out towards convicted murderers, is, spiritually speaking, when justice is not rendered for the spilled blood of the murder victim. the land where the shedding of innocent blood happened is corrupt before the sight of God. “Do not pollute the land where you are. Bloodshed pollutes the land, and atonement cannot be made for the land on which blood has been shed, except by the blood of the one who shed it.” Numbers 35: 3 If we fail to execute the guilty, which means we value more the lives of the criminals than the innocent victims, our nation cannot escape the wrath to come. If our leaders will not seek justice our country will never rise from the curse of corrupt land, the Sick Man in Asia. The innocent blood

City just before the yearly feast day celebration on December 12th of Our Lady of Guadalupe, the Patroness of the Americas. After a night rest at the Hotel Plaza Fontan located on the main avenue of the capital city, Paseo de la Reforma 24, our small group of nine "pilgrims" headed to two of the country's historically important cities, Cholula and Puebla. About two hours from the city centre, the city of Cholula is best known for its great pyramid, Tepenapa Pyramide, with the beautiful church, Nuestra Senora de los Remedios Sanctuary, on the top.

Puebla, a colonial pre-planned city founded in 1531, is a UNESCO World Heritage Site due to its history and cultural value of its architectural style. It is home to tile buildings and Mexican baroque churches particularly the Church of Sto. Domingo which houses the awesome Capilla del Rosario. On day 3 we feasted our eyes on the main square of Mexico City, officially named `Plaza de la Constitucion` where the nation`s first constitution was proclaimed in 1813. Considered as the beating heart of the city the locals popularly call it the `Zocalo`, meaning `base`. Around the huge plaza are the `Palacio Nacional`(Presidential Palace), the Cathedral Metropolitana, various city government offices, shops, and extravagant hotels lining the arcade called `Portal de Mercaderes`. The tour continued through the Reform Avenue, the most important and beautiful avenue in the city and also one of the most famous in the world because of the important buildings and monuments that stand along it

like the world-renowned Angel of Independence and the monument to Christopher Columbus. Our busy day ended at the Anthropological Museum, one of the world`s largest collections of archaeological and anthropological artifacts from Mexico`s prehistoric Mayan civilization to the Spanish conquest. The main highlight of our tour on day 4 is the visit to the Shrine of Our Lady of Guadalupe in Tepeyac Hill, the site of the apparitions of Virgin Mary from December 9 - 12, 1531, to the native convert, Juan Diego. We heard mass in the modern basilica which has seven front doors and a circular floorplan so you can see the image of the virgin from any point within the church. The main altar displays the astounding `Tilma`, or sackcloth bearing miraculously the image of the Holy Virgin of Guadalupe. Earlier we stopped at the ancient city ruins of Tlatelolco to see the `Plaza of Three Cultures` which symbolizes Mexico`s three periods of history: pre-Columbian, Spanish colonial

and the independent `mestizo` nation and also spent several hours at the archaeological site of `Teotihuacan` to see and explore the three ancient pyramids, the Pyramid of the Sun and the Moon, the Temple of Quetzalpapaloti, and the Avenue of the Dead. On day 5 we`re at the towns of Cuernavaca and Taxco. Just 50 miles south of the city, Cuernavaca is known as the `City of Eternal Spring` because of its stable pleasant temperature and abundan vegetation. Best known for its silver craft, picturesque Taxco, perched on a steeply sloping hillside, with its preserved colonial structures and cobbled winding lanes, is an ancient mining town. Quite blessed we departed for Vancouver on the 6th day!

It gives me great pleasure to extend to you all a very warm welcome to tonight’s coronation gala - to the 4th Annual Search for theQueen of the Manitoba Filipino Street Festival! As the reigning titleholder, I genuinely believe that participating in this pageant during my year is one of the most significant experiences I have involved myself in. To carry this title means having to carry out the many duties of being an Ambassadress - it is embedded not of gold but with great responsibility; the responsibility to serve as the face and spokesperson of this wonderful organization. To hold the role of an Ambassadress comes with the power to help spread the word about the goodness of our ever growing Filipino community, and to educate people about what the underlying purpose of this group - and that is to help bring Filipinos together and honour our beautiful culture. I, for one, cannot be more proud to say that I became a huge part of this celebration. To all the volunteers, sponsors, and the committee members of the Manitoba Filipino Street Festival, I would like to further recognize each and everyone of you. Who will blink first?

R

ight after the Philippine Congress proclaimed Rodrigo Duterte president of the Philippines, Chinese President Xi Jinping didn’t waste any time writing a congratulatory message to him. Elated by Xi’s gesture, Duterte said, “I was honored, receiving a congratulatory message from a great president.” Several days later, Duterte -- who was seemingly buoyed by Xi’s expression of goodwill -remarked that he would not resort to violence. He declared that that his government was “willing to talk with China over the maritime dispute instead of waging a war.” “War is a dirty word,” he quipped. It must have sounded like a sweet melody to Xi. Indeed, he might have felt that his “China Dream” was just about to be fulfilled. But then… several days later, his world turned upside down! The Permanent Court of Arbitration (PCA) had just handed China a stunning defeat to her claim to 90% of the entire South China Sea (SCS). It seemed like a bad dream, a nightmare! But then he must have realized that it wasn’t a dream. It’s very real. Revelation But what happened next revealed China’s true intent. In an extraordinary move, China went on a diplomatic overdrive and tried to bamboozle the Duterte administration into submission. That was a big – no, stupid! – mistake on the part of the Chinese. They just blew what could have been a productive bilateral relationship, which would have settled their territorial disputes once and for all. Xi would have gotten everything he wanted while Duterte would be happy with a railway in Mindanao. Would it have been an equitable trade? Not by any means. But Duterte’s wish would have been granted – “No war!” In an article, “Man in the Middle: Rodrigo Duterte Gets a Taste of China’s Heavy Hand,” published in the Wall Street Journal, columnist Andrew Browne wrote: “On the afternoon of July 12, Mr. Duterte was irritated, according to one of his closest aides. He felt China was toying with him. “A cabinet meeting had just received word live from The Hague of Manila’s stunning victory in its legal challenge to China’s claims in the South China Sea, and after noisy clapping and jubilant fist-pumping around the table the first order of business was to issue a public statement. A minister spoke up: He’d had dinner the previous night with the Chinese ambassador.“That got Mr. Duterte’s attention. ‘Are you already a spy of the Chinese?’ he demanded, in a teasing kind of

way, according to the aide who was in the room. “The minister then relayed a long and detailed list of demands from the envoy about what the Philippine government should say—and not say—when the ruling came out. Anticipating a defeat, China was panicked at the prospect that Manila might issue a gloating statement that would add to its humiliation. “Mr. Duterte turned serious. What irked him, said the person in the room, was more than just the presumptuousness of the Chinese demands. The president had met with the ambassador [Zhao Jianhua] himself earlier the same day to offer reassurances. ‘Didn’t he trust what I told him?’ asked Mr. Duterte. “ ‘Between us guys,’ he remarked, ‘I would have said some of those things, but because the [Chinese] embassy wants me to say them, I won’t.’ ” Diplomatic faux pas Given Duterte’s volcanic temperament, he must have felt insulted by China’s highhandedness in trying to force him to kowtow to Xi’s demands. But nothing could have been more insulting to him – he grew up a “kanto boy” in an environment that abides by the law of the jungle – than a disloyal underling, the “minister” who dined with the Chinese Ambassador, who handed him a list of what to say and not to say about the arbitral tribunal’s ruling. Could that “minister” be Perfecto Yasay Jr., whom Duterte handpicked to be his Secretary of Foreign Affairs? Given Yasay’s professional and business background, he appeared to be his perfect choice for the job. But as it turned out, Yasay wasn’t perfect after all. He committed a diplomatic faux pas that drastically changed the dynamics of what could have been an amicable - albeit unfair – settlement of the South China Sea disputes. However, it could have been a blessing in disguise because it gave Duterte a quick lesson in geopolitics. And as quickly, too, he became his own man, and not somebody’s puppet or patsy. Boiling water But Yasay -whose immersion into the treacherous waters of the South China Sea imbroglio has taught him never to jump into boiling water -- has been rumored to be on his way out. But last July 19, Duterte doused cold water on the rumor when he released a video statement to clarify Yasay’s status. He said, “I would like to arrest a few rumors going around that Secretary Yasay of the Department of Foreign Affairs is on his way out. I would like to assure the Secretary that

he is in good company and there is no truth to the rumor that there is a plan for his ouster, far from it actually.” Duterte went on to say that he personally pleaded with Yasay to join his administration because of his competence and honesty. But here’s the twist: He said, “Although there’s a caveat. Actually, Secretary [Yasay] accepted the position on the condition that he will only serve for a few months, not even a year because he has contractual obligations to teach, professorial chair, well most universities in the western side… California, Hawaii and somewhere else.” He went on to say that Yasay has “his backing and full support.” But don’t they all say that when someone is just about to be canned? Standoff Last July 14, Duterte said he would send former president Fidel V. Ramos to China to start talks on the PCA arbitral tribunal ruling. In accepting the assignment, Ramos suggested setting aside the arbitral tribunal’s ruling to pursue a “settlement” with China. However, he said that the Philippines should first convene the National Security Council (NSC), which consists of the President, Vice President, Senate President, Speaker of the House, and others who are chosen by Duterte. “There should be a National Security Council [meeting] first, so that the Philippine position can be defined,” Ramos said. But the whole idea of setting aside the tribunal’s ruling brings to the fore a slew of questions that the NSC has to address, to wit: (1) Could the Philippines bring the tribunal’s ruling back to the negotiating table at a latter time? (2) Would the Philippines recognize China’s “nine-dash line” claim over the SCS? (3) Would the Philippines acknowledge China’s “undisputed sovereignty” over the SCS? (4) Would the Philippines agree to relinquish her exclusive economic zone (EEZ) to China who claims that it is within the area demarcated by the ninedash line? And (5) Would the Philippines vacate and surrender Pag-asa Island, which is part of the province of Palawan? There are more; however, these, I believe, would be the core questions that need to be answered. But like all successful diplomatic negotiations, a middle ground has to be reached, and a compromise to be worked out. In other words, the parties have to agree to a “win-win” solution. Can this be achieved knowing that China had time and time again declared that she would not yield an inch of territory? Indeed, Ramos has his work cut out for him. Let’s hope -- and pray -- that he’d be able to convince the Chinese that while there is plenty of room for negotiation, there are certain things that the Philippines can’t concede, which are spelled out in the Constitution. And this is the toughest challenge for both the Philippines and China. The question is: Who will blink first? Or, did Duterte blink already?

Lopez Quezon International 4th Reunion, many unforgettable moments at Niagara Falls

R

eunion is an elixir of life! It brings more happy lives of the past; adds colours to the wonderful memories; and infuses more hope and faith for the future! Yes, reunion is a dramatic encounter loaded with poignant narratives of recollections and many unforgettable sweet memories of the past. And especially if they had never seen for more than fifty years! Or never had a chance to see again after their elementary school or high school or college days for more than two or three decades! Or never had an opportunity to say goodbye when she or he immigrated to the USA and Canada or Australia? The more than 200 Lopezenios who gathered at the Niagara Falls, Ontario last July 8 and 9, during the Friday's meet and greet; and at the gala night on Saturday, had all the chances and opportunities to re-kindle the friendship and to re-connect family ties. The 4th Lopez Quezon International Reunion was an instant success, thanks to the officers and members of the Lopez Quezon Association of Ontario led by Judith Yngente-

Uy Francisco who hosted the memorable event; and thru the leadership of Emmanuel Yngente, president of the Lopez Quezon International (LQI.) The Lopez Quezon Association of Ontario led by President Judith Yngente-Uy Francisco and other officers and members welcomed their kababayans from Australia, and the USA and from some Canadian Cities. The Welcoming Committee is composed of Sena Paulite Flores, Mena Paulite, Letty Paulite, Christy Malungkit and Abel Paulite; administrative support include Ellen Dalogo, Lanie Serdon, Joanna Francisco, Cassidy Paulite, Master Thoby Paulite, Luth Dalogo, Ariezel Erandio, Talissa Paulite, Tyler Paulite and Franz Peralta. Official photographer, Joeffrey Francisco of FJ Photography; and Ramilyn B. Francisco, photo booth support. The Meet and Greet event held Friday when long lost relative and friends met for the first time. And to expected, narratives full of memories became the norms of hugging and kissing, remembering their elementary and high school days; retelling the stories of their family ties,

connecting the countless dots of days and events when they were together, and when they moved to the United States, Australia and Canada. It seemed the stories of their lives would not end. Wishing and laughing became the center stage of reuniting each other. The Gala Night at the Double Tree Hotel by Hilton started with a reception at foyer where Lopezenios continued greeting each other, endless hugs,kisses, smiles and laughs. Lots of "kumustahan" as they sipped wine and beer; and ushered to pose for a photo shoot for keepsake by the official photographer, Jeoffrey Francisco, by Rod Escobar Cantiveros of the Manitoba Filipino Journal, or by Jun Libranda Angeles of the Alberta Filipino Journal, or by a family member to share with others; for a photo booth pose by the support of Ramilyn B. Francisco. Formal programs followed and the sumptuous dinner was served to the delight of the guests. Messages of thanks and blessings by Lopez Quezon Associaiton of Ontario president Judith Yngente-Uy Francisco; and by Emmanuel Yngente, president of LQI. Songs were rendered by some Lopezenios, and a special

dance number was presented by the officers and members of the LQAO. Public dancing followed as Lopezenios boggied, tangoed and hit the floor with sweet music and rock n roll. Senator Enverga welcomes international Court’s ruling

T

he Honourable Tobias C. Enverga Jr., Senator from Ontario, welcomes today’s ruling on the dispute in the West Philippine Sea by the Permanent Court of Arbitration in The Hague under the United Nations Convention on the Law of the Sea (UNCLOS). “I am pleased with the Court’s unanimous ruling on seven of the 15 points filed by the Republic of the Philippines,” said Senator Enverga in a statement. “It is a clear statement by the international community

that the People’s Republic of China’s claim does not hold up to closer scrutiny and that it is attempting to coerce the smaller nations in the region by using its military and economic might. The independent Permanent Court of Arbitration has clearly stated that China is in violation of international law, and I am concerned about China’s refusal to participate in the process and their response to blatantly ignore international law,” the Senator continued.

The Philippines initiated the arbitration on January 22, 2015, in order to establish that the Chinese historic claim or so-called ‘ninedash line’ is inconsistent with the Convention and invalid to determine the nature of the disputed physical features in the West Philippine Sea, and that China’s actions have violated the Convention, which the Court upheld. “I urge the Canadian government to do everything in its power to ensure that all

parties comply with agreed upon international conventions and demand that the People’s Republic of China comply with its obligations under the Convention, which the country ratified in 1996. If we allow a member of the global community to ignore the rule of law, we will risk a similar situation with our own claims in the Arctic. Superior Court found Cusipag & Balita liable for defamation On July 13, the Honourable Sidney Lederman, Judge of the Superior Court of Justice, ruled in favour of the Honourable Tobias C. Enverga Jr., Ontario Senator, in his defamation lawsuit against Balita Media Inc. and publisher Tess Cusipag, in a damning verdict over false and defamatory remarks published about the Senator which alleged fraud related to fundraising efforts on behalf of the Kalayaan Cultural Community Centre (KCCC) in 2000. The judge awarded Senator Enverga general and aggravated damages, in addition to punitive damages and a permanent injunction against the publisher and her company to publish/ broadcast, or assist or encourage others to publish/broadcast, any statements about the issues related to the Senator’s role in KCCC fundraising, the charitable status of the Philippine Canadian Charitable Foundation (PCCF) and Senator Enverga being a biological and pathological liar. In the judgement, Justice Lederman wrote in part: “In the end, the defendants have no reliable evidence to prove the truth of the $6,000 fraud

allegation or the PCCF donation/ tax credit allegation. In fact, Cusipag admitted on discovery that it is not true that Senator Enverga committed a fraud in relation to fund raising activities and that the PCCF allegations are false.” “… an award of punitive damages is necessary in this case. The defendants, and in particular Cusipag, has done virtually everything she could to destroy and discredit Senator Enverga in an unrelenting manner … They engaged in absolutely no investigation whatsoever as to the truth of what they were publishing. They were recklessly indifferent to the truth of the Article … At no time has there been any retraction or apology given. Cusipag vows to continue to make defamatory statements against the plaintiff [Senator Enverga] and has shown no interest in stopping her efforts or refraining from misconduct. In 2010, after Senator Enverga was elected as a Catholic school board trustee, he arrived late to a press event held by Cusipag [Senator Enverga went to a wake for a good friend]. She published a warning to Senator Enverga. ‘First off is to respect the press who can wield

its power to make or break you.’ In the article and on her Facebook page, she is fulfilling the threat that she made against the plaintiff in 2010 that she would destroy him,” the judge continued. The judgement is clear on the motivation of the Balita publisher, stating that: “Cusipag was motivated by malice. She obviously holds a deep seated resentment towards Senator Enverga. She used his comments to the Philippine press as a springboard to vent her unfounded allegations in the published Article and her Facebook to intentionally besmirch Senator Enverga’s reputation in the FilipinoCanadian community.” After receiving the decision, Senator Enverga’s counsel, Howard W. Winkler, told the Senator: “The decision is a complete vindication of your reputation. The decision is a complete indictment of Ms. Cusipag.” “I am relieved by the court’s decision on this matter,” said Senator Enverga in a statement. “This is a victory for the community,” Senator Enverga ended.
