he Philippine Independence Ball was held on July 15, 2018 at Marlborough Inn. Perla Javate, Chairperson of the Philippine Heritage Council (PHCM) gave the opening remarks while Fr. Darrin Gurr did the invocation. The “Hiyas”Jewel Awards went to two community associations: Manitoba Association of Filipino Teachers Inc.( MAFTI) and Magdaragat Inc. that have worked in the preservation, promotion or sharing of Filipino culture and language. MAFTI awardees: Genalyn AseronTan , current MAFTI president; Lolita Oandasan, founder of MAFTI, award
accepted by Genalyn on her behalf .Gemma Dalayoan and Victoria Cabrera. Magdaragat awardees: Gil Buenaventura, Artistic Director of Magdaragat Inc., Nerissa Mabel Goldie Garcia and Manny Reyes. Entertainment throughout the evening included I Am a Filipino by Cecilia Berces; Interpretative dance by Jeselia dela Cruz, Lynette. Trinidad, Jenica Reyes, Calia Pacle, and Neil Berces. Vina Dimyuga ,Youth Ambassador General of Magdaragat, sang the song for the interpretative dance with flag bearers Goldie Garcia, JenniferOmaga, Ruby Adriosula and Lauren Orobia. Duet by

Our goal and dream...World Championships in Dublin, Ireland
T
his will be a very busy summer because our family will be investing a lot of training hours to prepare both of us as members of Team Canada at the World Karate Championships in Dublin, Ireland on October 27 to November 2, 2018. In our previous articles we wrote about our preparations and our experiences at the Canadian Nationals in Ottawa where we competed with the best of the best martial arts athletes across the country. Our hard work paid off when we both came home victorious of being in the Top 4 overall standing in the different events we competed in and qualified us to be part of the Official Delegation representing Canada. We are both excited and determined to compete and proudly carry the Canadian Flag at the competition rings. Our dream to represent Canada can only be realized if we are able to raise $8k to get us both and our coach to Ireland. We are very thankful for our parents and our school, Winnipeg Sikaran Arnis Academy have lined up a few fundraising events: - On July 10 10am to 1pm and July 13 6pm to 9pm, “PAINT WITH MARIA” Make this season a summer to remember. Tita Maria offered to share her passion and skills in painting. Registration is now open and it is $40/person (materials included) You can be your own Picasso or Da Vinci. - We also have an online sale of slightly used items from clothes, shoes, toys and many

With these much activities it would definitely be a fun and exciting summer for everyone so come and join us at any or all of these events! T
he state-run Social Security System (SSS) said collections from its 15.4 million actively paying members amounted to P42.57 billion in the first three months of 2018 pushing its total revenues for the period to P49.72 billion. SSS President and Chief Executive Officer Emmanuel F. Dooc said that the total amount collected was a result of aggressive collection drives such as posting of show cause orders in noncompliant establishments, serving of warrants of arrest together with the Philippine National Police (PNP), and the implementation of the Real-Time Posting of Contributions (RTPC) as a new form of collection system. “There was a large volume of paying members in the first quarter of this year, majority of them are voluntary members. Combined with the implementation of the RTPC since January 2018 which caused the immediate posting of collections in our system,” Dooc said. Component-wise, collections from the employed sector
registered the biggest amount at P35.75 billion followed by voluntary paying members at P4.78 billion, and self-employed at P2.04 billion. SSS members’ contribution collection from January to March 2018 grew by 7.64 percent from the P39.55 billion booked in the same period in 2017. On the other hand, investment and other income slipped to P7.16 billion, a 22.50 percent drop from the P9.23 billion recorded in 2017. Dooc explained that SSS' investment and other income slid in the first quarter due to several factors such as the the unfavorable mark-to-market valuation and timing of receipt of dividend income. “The Philippine Stocks Exchange index (PSEi) opened at 8,584 on the beginning of the first quarter and closed at 8,039 by end-March 2018 period. This represented a 7.04 percent drop or 604 points, which affected not only SSS but also other investors. Also, SSS dividend income from invested companies for the period
of January to March 2018 declined by 9.61 percent to P1.27 billion compared to the P1.41 billion in the same period last year," Dooc explained. He also noted that payment for member loans was lower in the first quarter of the year because there was no Loan Restructuring Program (LRP) offering during the period offering unlike the posted income from LRP of 2017 same period. “Our investment in government securities, which comprises majority of our investment power, performed well but was tapered by the fair value loss on government bonds” he said. Dooc added that SSS had also no programmed Education Assistance Loan Program (EALP) counterpart funding in first quarter 2018. “But we have high hopes that the proposed amendments to the Social Security Law of 1997 would be passed by the end of this year which will allow expansion of investment powers of the Social continuation on page 21

KAUA'I, "The Garden Isle" (pt. 2) by Gem and Lita Anis
A
quintessential tropical paradise, Kaua'i, known as "The Garden Isle" of the Hawaiian Islands, boasts diverse and natural wonders that are easily accessible. And time stands still at the old historical towns of Lihue, Kapaa, Hanalei, Hanapepe, and Waimea. Conspicuously, the charm and the laid-back pace of these friendly little towns have not been obscured by tall buildings because by the isle's eco-friendly law no building in Kaua'i is allowed to be built taller than a mature palm (coconut) tree, about four stories high. Lihue which means `cold chill`in the Hawaiian language is home to the airport and is the government, commmercial, cultural, and historical centre of the island. The heart of the town
is Rice Street with government offices, banks, supermarkets,a post office, and the Kauaì Museum which offers a historical look at Kauaì as well as exhibits of contemporary artists. Coming to Lihue from The Point at Poipu where we`re booked for nine days is a beautiful driving experience passing through the famous `Tree Tunnel`, a green canopy of eucalyptus trees that line Maluhia Road shading the first mile of Highway 520. Continue Rice Street until Kalapaki Beach of white sand located at Nawiliwili Bay - a public beach lined with coconut trees popular for stand up paddle (SUP) boarding, swimming, surfing, and windsurfing. SUP, now all the rage on calm waters of peaceful rivers or seas, allows you to stand, kneel or

sit on a board by using a canoetype paddle to drive forward or onward. Showing up in our bucket list of Kauai`s wonders is the Alekoko Fishpond and our GPS directs us to drive up to Niumalu Road and right on Hulemalu to get a view of the Alekoko Fishpond, also known as Menehune Fishpond, a masterful display of aquacultural engineering, which is listed on the US National Register of Historic Places. According to legend, the Menehune (a mythical race of wild banana-eating little dwarf people that lived in Hawaii before settlers from Polynesia many centuries ago) built the pond in one night approximately 1,000 A.D. Then head north to see Wailua Falls, the 80-foot tiered waterfalls where Hawaiian chiefs once jumped from the top to prove their courage. Remember the longrunning well-known TV show Fantasy Island - Wailua Falls is the falls featured in the opening scene.

Next stop is the Old Kapaà Town, the largest town of Kauaì with 10,000 people, once the heart of the plantation community of the island. This historic town where most of the buildings have been renovated is home to dozens of bars and restaurants, boutiques and shops making it a hip little hot spot. As we continue along the highway (hwy. 56), seeing lush mountains on the left and oceans on the right, we`re approaching Kilauea en route to see the Kilauea Lighthouse on the northernmost point of the isle and the Kilauea Point National Wildlife Refuge noted for `shearwaters, boobies, frigates, monk seals, and a rugged coastline`. On the left side of Kuhio Hwy. (a section of Hwy. 56) lies the Hanalei Valley Lookout with an informative plaque that tells the valley`s rich agricultural history offering the best views of the
picturesque Hanalei Valley with its patchwork of terraces and its moutainous interior. Just past the Princeville Centre, the road winds down towards the town of Hanalei crossing the Hanalei River on a one-lane bridge. The one-lane bridge etiquette is: whoever reaches it first has the right of way, with up to six (6) cars to follow. Quite interesting but smart! After spending some time in the Hanalei Town we turn right at a road called Aku to reach the crescent-shaped Hanalei Bay with its mile-long white sandy beach ideal for beach walking. Beyond Hanalei, the road winds along curving coastline past the lush green landscape and beaches until the Haena Beach Park to see `Maniniholo`, the `Dry Cave`, an ancient lava tube where you can walk into. Before the night falls we`re back at Poipu.

Give your loved ones the attention they need. Don’t let another day go by without saying you love them. Life is short and getting shorter with each passing day. Feel free to be aggressive about a serious issue that needs to be addressed. You’re responsible for your own feelings. Don’t play the role of the victim. You’ll only experience more pain and resentment later.
Being compassionate to others’ needs is charitable, but you need to face the music and look at yourself. Stop trying to feel everyone else’s emotions and really feel your own. Make a clear difference between your needs and those of others. Express your feelings to those around you. Ask for help if you need it. Other people aren’t mind readers. They probably have no idea what you feel.
Usually you can jump from one issue to another with no problem, but people are likely going to call you on it. You may say one thing one minute and the opposite the next. Think about what you really mean before you say it. Don’t do all your thinking aloud where other people can hear. Your continuous thought process might be mistaken for a final analysis. Confusion could arise.
Any sort of emotional stress you feel will be combined tremendously if it isn’t dealt with right away. Don’t run away from tension. Be in the moment while the moment is here. The more you face in the present, the less you’ll regret in the future. Clear up any sticky situation that arises and move forward. People may not understand your needs and concerns until you tell them clearly.
The only solution you might be able to come up with is to go back to bed. It may seem like neither side of the bed is the right side to wake up on. Focus on your heart, because it’s trying to tell you that it needs some attention. Emotions may be running quite high, so be extra careful of how you treat yourself and others.
You’ll find that you need to get a lot off your chest. The fine tension in the air might be just what you need to make you more aware of hidden issues that affect your behavior. The more honest you can be about the pain people have caused you, the more loving words will be able to flow in the future. Open the channels of communication and let it flow.

W
hen a Chinese military aircraft landed at the Davao International Airport on June 8, 2018 to refuel -- with no apparent permission to land -- it should have triggered a diplomatic protest. However, according to Department of Foreign Affairs (DFA) Assistant Secretary Elmer Cato, the aircraft, an IL-76 strategic cargo aircraft, would have to have diplomatic clearance and the necessary permission to land at the airport. “We would have to check with the Intelligence and Security Unit of the Department, which is in charge of issuing diplomatic clearances for all foreign military aircraft entering Philippine airspace,” Cato said. A senior military official then asked Cato: “Where did you get that report [information]? I don’t know that.” Evidently, the Philippine military was kept out of the loop on the reported landing of the Chinese cargo aircraft. From what transpired between Cato and the unnamed military official, the question arises: Shouldn’t the Department of Defense (DOD) been notified about the Chinese military aircraft landing on Philippine territory? If it were an emergency landing, that would have been understandable. But China’s People’s Liberation Army Air Force (PLAAF) should have known that if the aircraft needed refueling they should have requested the proper Philippine government agency for clearance to land and refuel ahead of time. But there was no evidence that such process had occurred. But two days later, Special Assistant to the President Bong Go said that a request for landing
was “received, processed, and cleared” by relevant Philippine government agencies. Go explained that technical landings by foreign government and commercial planes are done through close coordination by relevant government agencies, “following established domestic procedure and in consideration of existing agreements.” Presidential Spokesman Harry Roque also issued a statement, saying that based on the records of the Civil Aviation Authority of the Philippines (CAAP), “the Chinese aircraft made a technical stop in Davao City on June 8 for mere refueling. According to the permit granted, the aircraft was bound for Cairns, Australia.” Protection for Duterte If the DOD was not privy to clearing the Chinese aircraft to land in Davao City, it makes one wonder if Duterte has a secret understanding with Chinese President Xi Jinping that would allow Chinese aircraft to land on Philippine territory for refueling or any other logistical needs? Could this be one of Duterte’s concessions to Xi who had promised Duterte during his trip to Beijing last May that he’d protect Duterte from any plan to remove him from office? When Duterte arrived in Manila from his Beijing trip, he announced: “The assurances of Xi Jinping were very encouraging. ‘We will not allow you to be taken out from your office, and we will not allow the Philippines to go to the dogs’, Xi told me,” which begs the question: What did Duterte promise Xi in return for Xi’s protection? Xi wouldn’t put Duterte under his protective mantle unless Duterte was willing

Is Duterte remiss in protecting the country’s sovereignty? to kowtow to his authority. Could it be that Duterte has placed his country under the vassalage of China or as a protectorate of China? Last June 12, Chinese Ambassador to the Philippines Zhao Jianhua, who attended the Philippine Independence Day celebration in Kawit, Cavite, dismissed fears and concerns over the landing of Chinese aircraft in Davao City. He maintained that China followed Philippine protocols regarding the aircraft’s landing in Davao City. On June 23, China did it again! The same IL-76 cargo plane landed in Davao City. PLAAF sources said the aircraft made a quick pit stop to refuel after participating in a military exercise in New Zealand. Malacañang said that the refueling was cleared by government agencies. But while most Philippine officials and journalists remain silent on the two refueling incidents, Jose Antonio Custodio, a Filipino defense analyst and military historian, told CNN Philippines’ The Source that it was a way for China to “see how our reactions would be.” "They could have refueled in those artificial islands [Chinese bases at the Mischief, Fiery Cross, and Subi Reefs] they constructed in the seas they stole from us. But they chose to do it in Davao," he said. "Basically, they're probing us." Conspiracy theories Custodio doesn’t believe that China had obtained the necessary permissions and clearances. He pointed out that the plane bore Chinese military insignia, which means that it had to pass through an even higher level -the Department of Defense, AFP or the National Security Adviser.

Citing reliable military sources, Custodio claimed the Chinese aircraft was in Davao City for “several days,” which was much longer than the time it would need to refuel. There are a lot of questions, but no answers. For instance: What did the aircraft or its crew does during the time the aircraft was grounded for a few days? Were they on a classified or secret mission? Was the aircraft a spy plane? Did they bring some espionage or surveillance equipment to be used by Chinese spies already in the country? Did they bring in a homing device or guidance system to navigate Chinese aircraft, warships, missiles or satellites? Did the crew secretly meet with Duterte? It is a common knowledge that Davao City is the de facto administrative capital of the country, which explains why China is treating Davao City as the “seat of power,” not Manila? With Duterte exercising his presidential duties from his home in Davao City, Congress is isolated in Manila and detached from the goings on of the Executive Branch, which is operating in Davao City. Indeed, Manila was abound with rumors and conspiracy theories since the Chinese aircraft landing in Davao City, which makes a lot of people wonder: What is China up to? Sen. Antonio Trillanes IV, a former Philippine Navy officer and one of Duterte’s harshest critics, said the aircraft landing in Davao City was “wrong in so many levels.” He questioned why of all the airports in the region [Mindanao], the plane had to refuel in Davao City, Duterte’s hometown. He said, “This is not the first time such a plane landed in Davao City” because a similar one was spotted there "few weeks before [June 8]." He also said, “The fact that it’s a cargo plane, most probably they unloaded some precious cargo. We’re trying to verify on the ground what was unloaded." He also branded as a "lie" the government's claim that the plane was in Davao to refuel, noting that it was a cargo aircraft. “Where will this plane go from Davao or where did it come

from, except that Davao was the ultimate destination?" he said. At a crossroads Custodio said that Philippine independence – or sovereignty -- is at a crossroads. “It can choose the path to defend its interests, defend the sacrifices of our forefathers who fought for freedom, or it can go this path and become a vassal state of China,” he said. “The thing with China is it knows it has its foot in [already]. So [this time] it's going to bring its entire body in," he added. "That's something we have to watch out [for]." Surmise it to say, the refueling in Davao City could have been be the first step in a series of maneuvers to pierce the Philippines’ sovereignty. Indeed, China has already opened the country’s backdoors in Davao City and established direct communication link with Duterte. All China has to do now is send her troops on the pretense of fighting ISIS in Mindanao. China has demonstrated that its military aircraft and warships could intrude into Philippine territory at will and the Philippine government wouldn’t do anything to stop her. Xi Jinping knew that he has Duterte on a string. Indeed, Duterte is at Xi’s beck and call. And because of Duterte’s reluctance to go to war against China, if Xi tells him to jump, Duterte would probably say, “How high, boss?” In other words, Philippine sovereignty is rendered meaningless. As I mentioned in my recent column, “Sovereignty without security” (June 1, 2018), “What Duterte is now left with is a sovereign country without security. But as a wise man once said, ‘If you cannot defend and secure the independence of your country, then you are not sovereign.’ If not, what are we then?” And this brings the issue of sovereignty to the fore, which is: Is President Duterte remiss in protecting the country’s sovereignty?

flagbearers of the genre are treating Winnipeg to a nostalgic trip to the glorious decade—Dodong Cruz of The Youth, Eric Gancio of Yano, Cooky Chua of Color It Red, and the wacky trio Grin Department. The Youth Formed in 1989, in Metro elive the vibes of ’90s of the scene. On July 14, 2018, Manila, Philippines, The Youth Filipino Alternative Rock at 7 p.m., at Philippine-Canadian were Joseph Carrasco on drums, with some of the veterans Cultural Centre, four of the Robert Javier on bass, and Dodong Cruz on guitar and vocals. The trio was on the forefront of the Alternative music scene in the decade that followed, dishing out Grunge-influenced singles that included “Multong Bakla (Multo sa Paningin),” “Basura,” “Mukha ng Pera,” and “Magulo Buhay ng Tao.” In their on-and-off career, The Youth was able to release three major studio albums: 1994’s Album na Walang Pamagat, 1997’s Tao Po, and 2012’s Pirata. Yano Comprised by Dong Abay on vocals and Eric Gancio on guitars, Yano was formed in 1993, in Metro Manila, Philippines. Their brand of socially conscious and scathing Folk/Punk ditties immediately catapulted them onto the center of the then flourishing Alternative Rock scene in the country. Yano is best known for the songs “Banal na Aso, Santong Kabayo,” “Esem,” “Trapo,” and “Senti.” The band has five studio albums under its name—1994’s Yano, 1996’s Bawal, 1997’s Tara, 2013’s Tala, and 2014’s Ya Hindi No. Color It Red Formed in 1989, in Metro Manila, Philippines, Color It Red was among the darlings of the

crowd during the ’90s Philippine Alternative music era, primarily because of the charm of the band’s frontperson and vocalist, Cooky Chua. Their music may be likened to the Folk/Pop-oriented New Wave styling of groups like 10,000 Maniacs, The Pretenders, and Edie Brickell & New Bohemians. Chua and her comrades went on to release five studio albums—1994’s Hand-Painted Sky, 1997’s Fool’s Circle, 2000’s Pop Fiction, 2006’s self-titled, and 2017’s Silver. Color It Red became a household name when their acoustic-flavored guitar ballad “Paglisan” topped the country’s radio charts. Grin Department One of the finest Philippine Alternative Novelty bands, Grin Dept. was formed in 1995, in Metro Manila, Philippines. Currently consisting of Andrew B. (vocals/ bass), Alfie Gutierrez (drums), and Jason Pelonia (vocals/guitar), Grin Dept. rocked the Alternative Rock–loving community of the 1990s with its brand of naughty, double entendre songs that were full of humor and wordplay. To date, the lively band has six studio albums under its name—from 1995’s Hahehihohu to this year’s The Green Album—spawning now classic singles like “Miss U (Miss, Miss sa Loob ng Jeepney),” “Syota ng Bayan,” “Magbati Na Kayo,” and “Picture Mo, Inday.” On July 14, feel the nostalgia as these visiting Filipino artists rock the stage of PCCM for the Winnipeg leg of their Canadian tour dubbed as Tunog Kalye. t least 60 people gathered in Sinclair Community Centre on June 28 to celebrate the fist year anniversary 204 Neighbourhood Watch Inc. Tyndall Park MLA Ted Marcelino and Maples MLA Mohinder Saran were present in the event. Generous donors Emy and Manny Adao of Bakerite, and Vivek Sharma of Pizza Pizza LoganMcPhillips branch brought food. Other sponsors who came to celebrate with us were Rhodel and Mabel Climacosa of AIM World and Climacosa Services, and Cy Rocero. CityNews and Papa Dee AYOS! made the media coverage. 204 Filipino Marketplace Admin and Tupperware U.S. & Canada Two Star Director Elaine Tumbokon donated raffle prizes. Sinclair Community Centre management allowed us to use its function hall for free. Looking back, 204 Neighbourhood Watch was formed last year after an alarming incident involving a teenager who was robbed and threatened by two men with machetes. A week after the incident, a planning meeting was held where James Favel of Bear Clan was invited as resource person. On June 26, the first 204 Neighbourhood Watch
patrollers and Bear Clan gathered at the Seven Oaks immigrant Services Office at Jefferson St for the group’s very first patrolling. Patrollers walked to Marlow Court, the area where the robbery incident happened. On the months that followed, every Wednesday, 204 Neighbourhood Watch went to areas where there were requests to patrol. On the start of winter, the patrolling day was changed to Thursday. Realizing the value of spending time to build connection among the volunteers through conversation, and to debrief from any negative encounters during the walk, we reduced the walking time to include a one hour community conversation. Other than the weekly patrolling, 204 Neighbourhood Watch has been active in various volunteer works. In August year, it assisted at the shelter that housed the indigenous communities displaced by wildfire. In December, volunteers delivered Christmas hampers to houses at East Kildonan. During the snow storm in January, volunteers roamed around the city for people needing help with their stuck cars. 204 Neighbourhood Watch Leader Joe Baldo assisted a couple needing a ride going to
their baby’s medical check up. The baby was suffering from allergy and the transportation that the couple arranged did not make it to their place because of the storm. 204 Neighbourhood Watch also attended various safety forums and community events to talk about safety issues in the community. It partnered with Alzheimer Society of Manitoba. The latter tapped the group to serve as marshals at the Walk for Alzheimer’s event held in Assiniboine Park. The group also volunteered to marshal various community and cultural events. 204 Neighbourhood Watch also helped in searching for missing persons. The group has now more than 40 active volunteers, a huge increase from the time last year when we had only 6 patrollers. Still, it is far from the number of volunteers we hope to have to accommodate the many requests to patrol areas, and to increase the number of patrolling days.
