MaCCFA’s Kalayaan 2014 celebration premiers two cultural events Have you participated in "Balagtasan" lately? Or you've joined a "Sungka" or "Yo Yo" Tournament? Or are you the best "sungka' or "yo yo" player? The Manitoba Council of Canadian Filipino Associations Inc. (MaCCFA) will present, for the first time in Winnipeg, the Balagtasan and the Filipino Traditional Games Tournament, as part of the monthlong celebration of the 116th Anniversary of the Philippine Independence on June 29, Sunday at 1 p.m. to 4:30 p.m at the Filipino Senior Hall at 49 Euclid. The subject of the "Balagtasan", a poetic debate, will be "Saan Magandang Mamuhay; Sa Canada o sa United States?" (" Where is Better to Live? Canada or United States?" Letty Antonio will be for Canada side while Clarita Nazario the United States Side and Rod E. Cantiveros, the Lakandiwa. “Balagtasan” started in April 6. 1925 to celebrate the birth of Francisco Balagtas, the father of the Filipino language. Prominent writers and well-known Filipino poets including Rafael Olay, Tomas de Jesus, Amado V. Hernandez, Guillermo Holandez, Corazon de Jesus (Huseng Batute) and Florentino Collantes (Kuntil Butil) were involved to introduce the cultural event to promote the language to the Filipinos. poetic debate all over the country. The celebration of the birth of Balagtas is not complete without Balagtasan. There are more than 40 traditional Filipino games and most of these games are now at the back of the burner specially today when internet has been the preoccupation of the young generations. But in far flung places in the Philippines, some the games are being played; and today, MaCCFA will revive two of these traditional Filipino games, namely, Sungka and Yo Yo with tournaments on June 29, Sunday, at 2:30 p.m. at the Filipino Senior Group Hall at 49 Euclid. World class fishing only minutes from home

T
alk to any Manitoban about the term ‘fishing vacation’ and automatically thoughts of deep sea fishing in the warm Caribbean or maybe a fly-in trip to a remote resort somewhere in Canada’s pristine northern wilderness comes to mind. Every summer there are many anglers from places throughout the United States, other parts of Canada, and even from Europe who pack up and leave home to embark on one of these such ‘fishing vacations’. Their destination? The lower Red River from Lockport to Selkirk. Like many of you reading this now, I was at first surprised that someone, out of all of the places, would plan an angling holiday getaway to these relatively mundane yet nevertheless wonderful municipalities. The answer is that they come here to target a species that

we here locals truly take for granted, that being the mighty Channel Catfish. Species belonging to the catfish family can be found throughout the world. In the Philippines these would include fish called Hito and Dalag. The catfish species we have swimming in Manitoba waters along with the Channels are the often maligned Brown Bullhead and even smaller species the Stonecat. Anyone who has fished our surrounding rivers and waterways will undoubtedly have come across any three of these species attached to their line at some point. Channel catfish exist in other places, but what makes our local population so distinctive is the fact that they are so much larger and in such comparatively absurd abundance. For many visiting fisherman, our waters provide the best opportunity to catch a true fish of a lifetime. The minimum length requirement for a ‘Cat’ to qualify to be a Manitoba Master Angler trophy fish is 34”. Catching those sized fish on the Lower Red is the closest thing to a sure thing as there can be for a trophy hunter. A Master Angler is a great accomplishment but these
fish are fun to catch no matter what the size. Channel Cats are one of the strongest freshwater fish around and any medium to extra large specimen (25” to 39”) will most definitely give you a workout. While the Red River at Lockport to Selkirk gets the most attention from visiting and local catfish anglers alike, there are trophy fish swimming all throughout the Red until well south of Winnipeg. The entire Assiniboine and the latter portion of the Seine River in the city also have healthy populations of supersized cats. I have caught monsters fishing from shore at places like Kildonan Park, The Forks, and the end of Ferry Road. To target one of these monsters, an angler should have equipment and tackle strong enough to match the brute force that these fish can exhibit. Incidental catches on pickerel rigs or jigs does happen but purposely using light gear to go after cats causes unnecessary stress on the animal as a ‘fight’ can go on for as long as half an hour or more in some cases especially when battling in stronger river current. Thicker rods that are designed for cats or shore-fishing for greenbacks come in all price ranges and are readily available for sale in local stores. Recommended fishing line strength is anything upwards of 25 lbs. Premade catfish rigs can be purchased at any tackle shop or you can make your own. A simple rig that I make myself consists of a 5/0 circle hook, 18” of 25 lb or stronger monofilament, a size 1/0 barrel swivel, and a 2oz flat lead sinker. A Google search can show you instructions on what knots to use and advantages to various styles of rigs and hooks. As for bait, anything that gives off a strong scent will work. The most popular choice by far is either cut
pieces of sucker or goldeye or whole shrimp. I’ve found that store bought packaged baits are not as effective and anglers would be better off using chicken hearts or pieces of red meat instead. I can recall times when I was younger when I would steal a small zip-loc of my dad’s BBQ babad (marinade) and use that as bait with great success. A reminder that the Manitoba regulation for Channel Catfish is a possession limit of 1 for Conservation License holders and 4 for a Regular License. Also, any catfish over 24” (60cm) must be released. Catfishing can get very addictive and doesn’t take too much of a time or cost commitment as world class

Inihaw na Striped Bass My favourite way to prepare white bass. The result is very similar to a tilapia cooked the same way. Ingredients: 1 small tomato, diced 1 small red onion, diced Thumb sized piece of ginger, sliced Salt and pepper 1 tbsp Calamansi juice Directions: Dress fish by scaling, gutting, and trimming fins. The scales on white bass can be easily removed by your fingers. When cooking whole fish I wash it thoroughly with a vinegar and salt solution first and then water to remove any remaining fish slime. Make a couple diagonal slices into each side of the fish and then rub with salt. Prepare stuffing by combining tomatoes, onion, and ginger in a bowl. Add calamansi juice and salt and pepper to taste. Stuff mixture into the fish’s cavity then wrap the fish in a banana leaf or aluminum foil making sure to fold up or close the ends. Cook fish on gas or charcoal grill for approximately 10 minutes on each side. Serve with desired dipping sauce. My favourite is toyo (soy sauce) with calamansi juice and sliced chillies.

Our National Hero
T
he greatest Filipino who ever lived is not Manny Pacquiao who might be the most popular having beaten most of the top boxers in several divisions. He could be the Filipino who made the most money in one day (over US$20 million.) Nor is the greatest Pinoy Flash Elorde or Ninoy Aquino or Ramon Magsaysay or even Lapulapu. The greatest Filipino has his picture in some Philippine stamps and paper money, has the greatest number of monuments in the Philippines in his honor, and has streets, towns, schools, sports arenas, a university, a province named after him. He is also the man most often quoted for his timeless thoughts, ideas and ideals. He is our National Hero, Jose Protasio Rizal Mercado y Alonzo, born June 19, 1861 in Calamba, Laguna and died December 30, 1896 in Manila. He lived thirty five years but what a lifetime of achievements and dedication to his country and his countrymen. Some still believe that his rise to national stature and prominence was micro-managed by the Americans as they are wont to do wherever they stick their noses around the world as in Panama, Korea, Vietnam and Iraq. Over a century ago, Gov. William H. Taft was supposed to have said to the three Filipino members of the Philippine Commission he chaired (Trinidad de Tavera, Benito Legarda, Jose Luzuriaga), “And now, gentlemen, you must have a national hero.” And these men, in dogged obedience, chose Rizal after considering among others, Marcelo del Pilar of La Solidaridad, Gen. Antonio Luna with victories over the

Spaniards during the Revolution, Emilio Jacinto of Kalayaan and Andres Bonifacio – Father of the Philippine Revolution. This is far from the truth, but I can imagine Taft suggesting to the Commission that honoring some of the fallen Filipinos in the Revolution has an uplifting and unifying effect. Rizal was great long before Taft came into the picture – a brilliant (sobre-saliente) student, a leader among the expatriates in Europe, a writer and novelist, a physician, a researcher. He led the Propaganda Campaign for reforms in the Philippines during the period 1882 to 1896. His novel Noli me Tangere, published in 1887 in Berlin, Germany showed his nationalism and helped to establish the Filipino identity. The Noli in a way influenced the Revolution although Rizal consistently claimed no such purpose. He was basically a reformer. But his friend, Prof. Ferdinand Blumentritt said to him of the Noli, “Your work, as we German say, has been written with the blood of the heart… If you continue so, you will be to your people one of those great men who will exercise a deterministic influence over the progress of their spiritual life.” Prof. Blumentritt also said, “Rizal was the greatest product of the Philippines and his coming to the world was like the appearance of a rare comet whose brilliance appear only every other century.” Being the most intelligent and outspoken of the Filipinos made him a most dangerous man to the Spanish tyrants. It was therefore necessary and expedient for the oppressors to eliminate him and make him an example and a warning to those who might

follow in his footsteps. After a brief mock trial, he was put to death by firing squad early in the morning of December 30, 1896 at Bagumbayan Field (Luneta) in Manila. Ironically, the squad was made up of Filipinos. In the Noli, Crisostomo Ibarra (who personifies Jose Rizal) said, “I love my country, the Philippines, because to it I owe my life, my happiness and because every man must love his country.” Dr. Jose Rizal became our National Hero not only because of his genius, his multiple talents but because of his unquenchable love of the Philippines. On December 20, 1898, almost two years after Rizal’s execution, Gen. Emilio Aguinaldo issued the first official Proclamation making December 30 “Rizal Day”. While waiting in prison for his mock trial and execution, Rizal wrote the poem "Mi último adiós" in Spanish. (It is believed that he had this poem written even before his imprisonment,) Probably the most famous translation of this 14-stanza poem was by Charles Derbyshire which begins with Farewell, dear Fatherland, clime of the sun caress'd Pearl of the Orient seas, our Eden lost! Gladly now I go to give thee this faded life's best, And were it brighter, fresher, or more blest Still would I give it thee, nor count the cost. Proceeds for MaCCFA's Mrs.Philppines-Manitoba 2014 are for HELPfund and for Yolanda's reconstruction projects in LEYTE

f there is a council which is dedicated to help the less fortunate in the Philippines and in some other parts of the world, the Manitoba Council of Canadian Filipino Associations Inc.can be accorded as one of the most active groups in raising funds. And to make a record straight, the Haiti Fund raising campaign with FCTPAM, MaCCFA submitted the amount raised totalling to more than $19,000; and to Haiyan (Yolanda),the two groups raised $26,753.89 with the matching dollar for dollar from the Federal Government. MaCCFA officials submitted the amount to Red Cross on time. MaCCFA together with other groups had been given recognition by the Red Cross during the special award ceremony held at the Government House where Lt. Gov. Philip Lee handed the certificate of thanks and recognition.
" We have all the records of our fundraising events for public information. We spend our own money and time to address our mandate. Even the Red Cross stipulate that an organization can get 5% of the amount raised for fund raising expenses, MaCCFA did not get that 5% for administrative expenses, instead, the amount was totally donated for Haiyan victims," says Rod E. Cantiveros, president of MaCCFA. "Anybody can ask us our record, and we will publish our financial records to inform our supporters and donors. And in this coming major fundraising of MaCCFA, the Mrs. Philippines-Manitoba 2014, the proceeds have been assigned to the HELPfund, a calamity fund and for the reconstructions in Leyte. "We have made connections to facilitate our plans to help the reconstructions in Leyte. We sent letter of intention to the person
who is more engaged in the reconstructions," Letty Antonio, adviser of MaCCFA, said. "As we have done before, all our fundraising efforts are intended to help the victims of the calamity. Another first in the Filipino community is when MaCCFA officers and board members were inducted by the officer of SILOAM Mission when they spent their own money, and with the help of some donors, to serve the less fortunate in Winnipeg. Instead of formal dinnerdance, the officers, members and volunteers had donated time and money to be with the people who would need more food. "We are the first Filipino organization to hold this special event at Siloam Missions. And we are planning more events which will address the needs of less fortunate in Winnipeg," said Julie Javier, vice president of MaCCFA.

City of Winnipeg joins the 116th Philippine Independence celebrations
A
s the sun shines brightly and the wind rustles in a gently sway, Mayor Sam Katz and Dr. Roland and Irene Guzman, raise the Filipino Flag, a warm gesture of the City of Winnipeg's participation in the MaCCFA’s Kalayaan 2014 Celebration. "By raising the Filipino Flag, I would like to commemorate the 116th years of Philippine Independence and recognize the importance of the Filipino community in Winnipeg," says Mayor Sam Katz. "Over 50 years ago, four nurses arrived from the Philippines to work at the Misericordia Hospital. Today, the Filipino community in Winnipeg is one of the largest in Canada, at over 60,000 people strong."
The celebration also welcomes the presence of one of the family pioneers who, as husband and wife tandem, has left indelible marks of their volunteerism in the community. And those who are present were honored to have Dr. Roland and Irene Guzman, as special guests. The Guzman family arrived in Winnipeg in the late 50's and practiced as medical professionals and had become one of the pioneers in the Filipino community. Added to this, Dr. Roland Guzman has served as Honorary Consul General for almost 25 years. "On behalf of my family, especially my wife, Irene, I would like to extend my sincere greetings to all the Filipinos here in Manitoba, and to all our Canadian
friends in celebrating the Philippine Independence, in conjunction with the 116th anniversary of the Proclamation of the Philippine Independence Day," Dr. Roland Guzman said. And he added: "If there is anything to learn from our revolutionary past, it is that we must fight together as a caring, sharing and daring citizenry for the purpose of becoming capable and competitive in the present century." At the ribbon cutting ceremony of Food Evolution, owner Doug Stephen gave accolades to Councillor Devi Sharma saying, “right from the beginning, Councillor Sharma was on the phone with me asking what we can do to keep the project moving. She has an immense devotion to Kildonan Park.” Councillor Sharma praised Doug and his team for their dedication and vision in seeing Food Evolution come to fruition. Levy Abad: Winnipeg’s Lone Filipino Folk Singer/Songwriter
S
urely there are many Filipinos in Winnipeg who could play a guitar and sing well. However, so far, there’s only one I knew of who could play the guitar and sing passionately not only covers but songs that he himself wrote. Levy Abad started playing the guitar when he was in secondyear high school. He wrote a whole cassette tape of love songs. Unfortunately, he could no longer find the said tape. He grew up with
songs of The Cascades (“Rhythm of the Rain”) and Neil Diamond (“Sweet Caroline”). When he was in high school, his favorites were Jim Croce (“I’ll Have to Say I Love You in a Song”), Simon & Garfunkel (“The Sound of Silence”), Asin (“Kapaligiran”), Eagles (“I Can’t Tell You Why”), Neil Young (“Only Love Can Break Your Heart”), Dan Fogelberg (“Leader of the Band”), and CSNY (“Teach Your Children”). here are a few times throughout the year where different car manufacturers send me more cars than I have space for on my driveway. I remember last year, I had three different vehicles in a span of over 10 days. This time, I’m just playing catch up on the media cars that have rolled through Manitoba. Last month, the 2014 Nissan Pathfinder Hybrid and 2014 Lexus

CT200h arrived. It seems I’ve been driving more hybrid vehicles in recent memory over the last couple of months. It’s a trend that won’t be ending anytime soon. 2104 Nissan Pathfinder Hybrid I'm always going to have a special place in my heart for the Nissan Pathfinder. My first SUV in high school was a Nissan Pathfinder and I drove it everywhere. It was a workhorse and at the time, it was
one of the first SUVs on the market. The Pathfinder has come a long way since my high school days in the early 90's. Firstly, it's a hybrid and comes equipped with a dual 2.5L supercharged engine and electric motor combination that puts out 250hp, 243 lb-ft of torque. The lack of power is evident when accelerating. During my weeklong test, average fuel consumption for combined highway/city driving was 11.8 litres/100kms. That's a far cry from published fuel consumption of 7.8L/100kms (city) and 7.1L/100kms (highway). There's lots of storage space in the back when the 3rd row of seats are folded down. I would just prefer the extra storage space and get rid of the 3rd row. I'm still waiting to see a
real life practical use for a 3rd row in any SUV. The 2014 Nissan Pathfinder Hybrid MSRP as tested is $49,198. Add $295 for metallic/pearl paint and carpeted floor mats and $1,560 for freight and PDI, the grand total for this media review vehicle is $51,053.

ood guys, doing good things — that's all Winnipeg’s Got Sole want to be known for. Jerry Legaspi, Frendell Cano, and Johann Generao make up Winnipeg’s Got Sole, a nonprofit charity that aims to connect Winnipeg’s sneaker community. What was originally just an idea, soon stemmed into a real possibility once Cano reached out to Legaspi, and Generao to help him organize a sneaker event. “I didn't know if an event like this would sell in Winnipeg,” says Legaspi. “But, once we started planning, things just took off.” In March of last year, Winnipeg’s Got Sole began to plan for the Winnipeg Sneaker Swap Expo, which took place in June. In just four months, the charity gathered Winnipeg’s sneaker community and successfully received over 500 pairs of lightly used shoes, and donated them to Siloam Mission, Basketball Manitoba, and Soles4Souls. “When we began planning the event, we wanted to incorporate a way to give back to the community, not just a standard sneaker event,” says Legaspi. “We wanted to make sure that we would do our part to give back to the city, and inspire others to do the same.”
During last year’s expo, the charity’s goal was heard by a teenage boy who donated the shoes on his feet, and spent the remainder of his at the expo in his socks. “I was touched,” says Legaspi. “It sent chills down my spine — later on during the expo, we tracked the kid down and gave him a brand new pair of shoes.” The Winnipeg Sneaker Swap Expo 2 is on June 21, 2014, at Bronx Park Community Centre. Tickets are on sale for $10 at several local shops including Modern Baohouse, The Urban Bakery, and Red Ronin Tattoos and Apparel.
Winnipeg’s Got Sole asks that attendees bring any pairs of gently used shoes that they no longer use for donation. In return, those who donate shoes will be entered to win a door prize including a pair of Nike basketball shoes. Winnipeg’s Got Sole also recognizes student athletes. Last year, the charity awarded Pajack Open Obeing from General Wolfe School with a pair of basketball shoes and a basketball. Winnipeg’s Got Sole aims to do the same this year, and reward another student who excels in academics and athletics. “We want to pay it forward, and we want others to understand that giving back is easy,” says Generao. “We're at a point in our lives that if somebody needs our help, we'll do it.”

UPAA-MB extends university bursary project to the Philippines
I
n its efforts to give back as “Iskolar ng Bayan” [Scholars of the State], the University of the Philippines Alumni and Associates in Manitoba, Inc. (UPAA-MB) extends its bursary project to the Philippines. This bursary which reflects the value the organization places on higher learning and community support, will have its first recipient in the Philippines: an underprivileged but deserving student of the University of the Philippines (UP) Tacloban campus. The choice of campus was chosen primarily through the following criteria: potential for UPAA-MB to create impact; overall need by students for financial support; and ease with which to administer the bursary. UP Tacloban was severely damaged by Typhoon Haiyan (local name Yolanda), the super typhoon which ravaged several cities and caused over 6,000 lost lives. Starting 2012, UPAAMB, Inc. has been awarding a bursary to a first year university student in Manitoba, of Filipino descent, who has demonstrated strong inclination to pursue postsecondary education. University of Manitoba students in the names of Fredieson Jem Tumambing and Coleen Valdez have been the first recipients of this bursary in

Manitoba. The recipient for this year’s bursary in the Philippines will undergo a screening and selection process by a UPAAMB, Inc. Bursary committee in cooperation with UP Tacloban. Flapjack Fundraiser In line with this year’s bursary project in the Philippines, UPAA-MB, Inc. will hold its Flapjack fundraising. Flapjack fundraising is a campaign driven by ticket sales for a pancake and drink breakfast, a 50/50 draw, individual/corporate sponsorship, and door prizes to lucky attendees. This year’s The Flapjack Breakfast Fundraiser will be held on June 28, 2014, Saturday, from 8-10am, at Applebee’s Neighborhood Grill and Bar, 1150 Grant Avenue, Winnipeg. Tickets cost $10. Through this fundraiser, donor companies and individuals can give hope, support, and change one life through educational endeavours. After the devastation of typhoon Haiyan where almost everything was lost, education will surely be one sweet gift. Obviously you’re not interested in chasing windmills, but you could inadvertently say no to an innovative plan just because you were recently burned by another grandiose scheme. Remain open-minded so you can weigh what you hear on its own merits and then act accordingly. Don’t look a gift horse in the mouth.
You may as well put in extra effort this period, for it could be your best chance to get some real work done. Your new plan of attack might be an excellent one, but it’s still highly likely that you’ll run into more obstacles later in the day. Don’t be self-critical if you fall short of your own expectations now. Get plenty of rest tonight; tomorrow is a brand new day.
Keeping your thoughts quiet might feel safer than sharing them, but the isolation you manifest may be completely unnecessary. The real problem isn’t what you are thinking, but how you communicate your ideas now. Others won’t be able to fix your problem, but they can listen and be supportive of your process. There’s no need to prove anything by carrying your burden alone.
You are capable of secretly holding onto an old wound for too long, even after you’ve forgiven everyone involved and allegedly moved on. But even if you can detach from your personal pain, it’s not necessarily the smartest strategy for happy living. Once you have relearned your lesson and passed the test, you will finally get to take things to the next level. You can’t embrace your future until you have fully dealt with your past.

You could lose your patience very quickly if you believe that someone is trying to pull the wool over your eyes. But even if you don’t know exactly what kind of tricks others are up to now, you can clearly tell the difference between fact and fiction. Trust your inner voice more than anyone else’s advice; your intuition won’t lead you wrong as long as you maintain a modicum of objectivity along the way. This is a transition period for you, so finish up your current projects so you can be ready for an interesting new opportunity. The sparks of excitement may already be flying in your mind, but you can’t make your enthusiasm last longer by exerting control over all the variables in your environment. Your best move now is to temporarily let go of your previous agenda and simply be as spontaneous as possible. The real magic comes from living in the present moment rather than engineering your future. If you have your eye on someone at the office, you might feel as if the two of you are ready to make beautiful music together. This person might share your attraction, but what’s even more compelling is the fact that both of you appear ready to take on exploring whatever that attraction means.
It seems as if the clock is ticking and there’s not much time left to untangle a couple of loose ends; unfortunately, you might have to leave some things unfinished before moving on to what’s next. Don’t fret about incomplete projects since you may have time over the next few weeks to revisit what’s been left undone.
You may decide early on to adopt a spiritual approach and not force your ideas onto others. However your laid-back demeanor only lasts so long; when you decide it’s time to make your move, at least do so with kindness and awareness. An act of courage doesn’t have to be delivered at the tip of a sword.
Your upbeat manner just might be your clever tactic of covering a growing insecurity. However, others probably won’t even notice that you’re faking your way through the day. Examine your motives behind your false optimism later. Believe it or not, it’s best to go ahead and share your feelings now, resigning yourself to dealing with the consequences as they unfold.

Reforming the reformers
I
watched the “Godfather” movie -- for the umpteenth time -- last week and loved every scene just like when I saw it the first time 42 years ago. Yes, forty-two years and the movie is still popular – indeed, very popular -- and the No. 1 movie of all time. It had brought criminal enterprise and the violence and corruption that it brews into a level of acceptability – and even respectability -- in people’s lives. In the same year the “Godfather” made its debut in the movies, another “Godfather” emerged from the political doldrums of the early years of an independent Philippines. On September 21, 1971, in a stroke of madness, then President Ferdinand E. Marcos signed Proclamation No. 1081, the declaration of martial law. Fifteen years later, the EDSA People Power revolution ousted Marcos and brought Cory Aquino to power. She presided over a revolutionary government, rewriting the constitution in the process. Known as the 1987 Constitution – often called Cory’s Constitution -- it was supposed to dismantle and reform the corrupt system of government that Marcos left behind. Anti-corruption provisions were added to the constitution; however, not all of them were selfexecuting, such as those found in Article II, the Declaration of Principles and State Policies. Most of them are general principles that require a supplementary or enabling legislation to make them executory. Without the enabling laws, these constitutional provisions are hollow and useless. Fighting corruption Twenty-seven years later, Cory’s son Benigno “P-Noy” Aquino III, who became president in 2010, is still struggling to fulfill his promise of change, “Pagbabago.” He has been in office for almost four years, yet things seem like they hadn’t changed at all. His campaign slogan, “Walang korap, walang mahirap” (No corruption, no poverty), which excited a lot of people during the presidential election, is now the most despised cliché in Philippine politics. Corruption in government continues with impunity and people are mired in abject poverty and misery. The famous French journalist and novelist Alphonse Karr once said in 1839, “The more things change, the more they are the same.” This epigram seems to fit well into P-Noy’s “Pagbabago.” And no matter how much P-Noy tries, if he had tried at all, the government is so corrupt that he has to go -- beyond demagoguery -- to hell and slay the devil himself. Then and only then can he pierce the firewall that protects the corrupt, many of who are members of his inner circle including his KKK cronies – Kakampi, Kaklase, Kabarilan (party mates, classmates, and shooting buddies) -whose loyalty to him is betrayed by their corrupt activities for personal aggrandizement. Institutionalized corruption In my article, “Institutionalized corruption” (November 21, 2012), I wrote: “In many countries, like
the United States, people with illgotten wealth deposit their money in banks in Switzerland or the Cayman Islands, where bank secrecy laws protect the identity of depositors. But in the Philippines, a corrupt official, a drug lord or a jueteng operator doesn’t need to go abroad to hide their dirty money. Yep, they can go straight to their local bank and open a foreign currency deposit account and nobody can see it, not even government investigators. “Known as ‘Foreign Currency Deposit Act of the Philippines,’ Republic Act (RA) 6426 was signed into law by then President Ferdinand E. Marcos in 1974 during the martial law era. The law states that any information can only be disclosed ‘upon written permission of the depositor.’ Many believe that it was enacted for the purpose of hiding the ill-gotten wealth of Marcos and his cronies. “But RA 6426 survived when the people power revolution toppled the Marcos dictatorship. Oddly, it remains in the books to this day. Perhaps, the lawmakers find it useful. “After Corona was impeached and removed from office, there was a move by a few lawmakers to amend or repeal RA 6426. But P-Noy didn’t warm up to the idea and it ended up in limbo, never to see the light of day again.” Freedom of Information But instead of reforming the law, P-Noy chose to run his administration with shallow slogans. He prods his underlings to walk a straight path --“Daang matuwid” – in the exercise of their responsibilities. But many of them have chosen to take a path that runs counter to P-Noy’s objectives. To make matters worse, P-Noy disregarded allegations of impropriety against his appointees. And without looking at the facts, he absolved them of any wrongdoing, saying that they’re “presumed innocent until proven

guilty.” But Mr. President, how can anyone prove their guilt when you’d dismiss these allegations without investigating them? But even if investigations were done, they might not produce evidence to prosecute erring public officials because of the secrecy lid on information, which can be pried open with the passage the Freedom of Information (FOI) bill. P-Noy knows too well that the notion of FOI was embodied in Section 24, Article II of Cory’s Constitution, to wit: “The State recognizes the vital role of communication and information in nation-building.” The framers of the constitution must have realized that an FOI law is indispensible to building a nation of laws; thus, ensuring transparency and accountability in government. But P-Noy believes that he doesn’t need an FOI law to govern. His spinmeisters defend his position saying that P-Noy is honest and transparent; therefore, there is no need for FOI. I agree that P-Noy is inherently an honest person. However, how can he claim transparency when he refuses public access to government information? If he has nothing to hide, what is there to fear? The next Godfather And how about the next president after him? There is no guarantee that P-Noy’s successor would be as honest and transparent as him. And looking at the present crop of presidentiables, in my opinion there is no one that is untainted by allegations of corruption. And who knows, the next “Godfather” might just be a vote away. If P-Noy were really serious about dismantling institutionalized corruption, there are a few things that he could do: (1) Pass the FOI bill; (2) Remove the secrecy lid on RA 6426; (3) Comply fully with international anti-money laundering law requirements; (4) pass the antidynasty bill; and (5) decriminalize libel. It’s a tall order, but if P-Noy wants to stand tall and leave a legacy, then no order is too tall that he couldn’t achieve. At the end of the day, instituting reforms in government should – nay, must! – begin with reforming the reformers and then reform the law. And don't forget to always start at the top.

Welcome to 2014 Blue Bomber Filipino Nights Blue Bomber Filipino Nights at Investors Group Field is back for 2014. Over 450 fans, family, friends and kababayans from the Filipino community were treated to the opening pre-season game between the Blue Bombers and Toronto Argonauts.
The Bombers may have lost the pre-season game but the fans certainly enjoyed the football experience as it was the first time for many to watch a CFL game, let alone check out the new stadium.

Masama Ba’ng Magsinungaling? (On the Concept of Lying) Karaniwan nang bukambibig ng maraming tao ang "Huy, masama’ng magsinungaling!" Halos lahat nga yata ng magulang e palaging pinaaalalahanan ang mga anak nila na “Masama ang magsinungaling.” However, I think that lying itself is not a bad thing, because lying may be defined simply as “the act of not telling a truth.” And not all cases of not telling a truth are bad. As how my friend and fellow thinker Adonis Fernandez put it: “If one takes on moral philosophy (and perhaps, some other disciplines), an action is usually evaluated on three considerations: nature of the act (legally, culturally, psychologically, etc.), intention of the doer (if it can be known and can be verified), and circumstances surrounding the act. Lying’s being ‘good’ or ‘bad’ is relative to a specific legal, cultural, psychological, religious context. The intention of the doer and the circumstances surrounding the act serve either as mitigating or aggravating factors to the overall judgment of a certain action.” Therefore… Lying Is Bad If …the information being withheld, being undisclosed, or being lied about is malicious, illegal, or has the possibility of causing harm or danger. And not only that: Lying—being a normative action—should be better judged as not only either good or bad but also reasonable/unreasonable, justifiable/unjustifiable, or legal/ illegal.
In philosophy, normative actions are actions that may be subjected to what is known as subjective morality—how things should or ought to be, how to value them, which things are good or bad, and which actions are right or wrong based on culture, religion, or laws. Some examples of cases of lying that may be considered bad: 1) A friend of yours committed a crime. He went to your house for refuge. You welcomed him. A few days after, a police officer came knocking on your door, asking if you have information about the whereabouts of that friend of yours. You said you haven’t seen him for a while. You lied. The act of lying here may be legally bad, because the information you are withholding is tantamount to breaking a specific stipulation in the law—that is, hiding or harboring a criminal or fugitive or a suspect of a crime is in itself a criminal offense. However, on a moral standpoint, your lie may be justifiable and reasonable because your intention was to protect your friend whatever it took. 2) You took money from the purse of your mother without asking permission from her or at least letting her know that you took something from her. The next day, your mom asked you if you took something off her purse. You said no. You lied. This act of lying is bad because there is malice in the information you are withholding—you took something that is not yours, which is tantamount to stealing

and is, therefore, illegal. And even if the deed was too trivial for your mother to consider it a crime, what you did could still be seen as something against a perhaps universal cultural norm or standard of morality of not taking something that does not belong to you. 3) Despite your having a spouse or a girlfriend or boyfriend, you still dated or had an affair with another person. Your partner, for some reason, learned that you did; and asked you about it. You denied it. You lied. This act of lying is bad because, even if your reason may be not to cause emotional harm to your partner if you tell the truth or to protect your own self from whatever negative consequences your confession might result in, still you broke an implied agreement; and that is what makes it bad. Every time a person enters in a relationship with another, there is an implied agreement that the relationship would be exclusive only to the two of them—unless, there was a clear understanding of a so-called open relationship, in which both partners agreed that it would be okay to see other people or, in extreme cases, a threesome or polygamous relationship was the nature of the relationship they got into in the first place. Lying Is Not Bad If If the purpose of the lying is to protect oneself or another person from certain or perceived harm or danger, then this case of lying is not bad. A good example would be the following case: A known enemy of an acquaintance of yours asked you where to find that acquaintance of yours. Even though you knew the present location of

that acquaintance of yours, your answer to his inquiry was, “No, I don’t know where he is.” Clearly, you did not tell a truth. You lied. Why? Your reason was to protect that acquaintance of yours from a perceived harm or danger that he might get from that known enemy of his. Therefore, the act of lying here is not bad. Because of your reason, it may even be considered justifiable. Sa Madaling Salita Hindi masama ang magsinungaling. Ang kasamaan nito ay depende sa dahilan kumbakit ang isang tao ay nagsisinungaling. Or, in Simple Words
Lying is simply “not telling a truth,” and not all cases of not telling a truth are bad. What we should be fostering or teaching especially to children is not “Don’t lie, and don’t ask why”; but rather, when could lying be considered good/bad, reasonable/ unreasonable, justifiable/ unjustifiable, and legal/illegal. Add to that, the consideration for these three important factors involved in lying: nature of the act, intention of the doer, and the circumstances surrounding the act.
