Digong’s bounty killers
I
n the 1880s, the United States’ western and southwestern territories had become known as the “Wild, Wild West,” where gunslingers ruled and bounty killers abounded. One of the most popular movies that memorialized the bloody history of the “West” was the 1957 movie, “Gunfight at the O.K. Corral.” It was so popular that several remakes were made years later, including two versions that were released almost simultaneously: “Tombstone” and “Wyatt Earp,” where the good guys – led by Wyatt Earp -- fought the bad guys known as the “Cowboys.” What’s interesting is that Wyatt Earp, his brothers, and a reputed gunslinger named John Henry “Doc” Holliday – a dentist who preferred pumping slugs than pulling teeth -went after the “Cowboys” wearing U.S. Marshall badges, which gave them implied authority to kill the bad guys. They’re sort of an earlier American version of the modern-day British screen licensed-to-kill agent, “007.” Fast forward to May 9, 2016. Davao City Mayor Rodrigo “Digong” Duterte won the presidency by a landslide. He ran on a promise to rid the country of criminals and drug dealers within six months. But he didn’t present a plan on how to fight crime and stop the flooding of drugs into the country. He merely said that he’d kill 100,000 criminals and throw their bodies into the Manila Bay to make the fish fat. He might not mean it literally, but that would send shivers down the spines of criminals. And to make sure that everybody in the criminal underworld gets the message, he picked his most trusted law enforcement officer and friend, Chief Superintendent Ronald “Bato” dela Rosa, to be the top honcho of the Philippine National Police (PNP). Indeed, if Wyatt Earp had his Doc Holliday, Digong has his Bato dela Rosa. Wyatt Earp did not stop until all the Cowboys were killed. Duterte gave Bato six months to finish the drug dealers. And Bato said, he’s ready. Wanted: Dead or Alive To rid the country of criminals and drug lords, Duterte offered bounties for their capture, dead or alive, preferably dead. At a rally, he told his cheering followers, “If they are there in your neighborhood, feel free to call us, the police or do it yourself if you have the gun. You have my support." “If he fights, and he fights to the death, you can kill him," he added. He promised them monetary reward … and a medal. “I will pay, for a drug lord, five million pesos if he is dead. If he is alive, only 4.999 million," he said, laughing. He told around 500,000 followers during his thanksgiving party in Davao City: “Corruption must stop. I would have to ask about three generals diyan sa (Camp) Crame to resign. Do not wait for me to name you in public because I will only humiliate you.” However, he refused to name the three generals. Digong’s KKK But Duterte is not only after drug dealers, corrupt generals
and police officers. He’s also after corrupt government officials including Cabinet Secretaries. Yep, he’s not going to spare anybody. The question is: Does he have the political will to punish erring political allies, particularly his friends and classmates whom he appointed to cabinet positions? Which reminds me of President Aquino’s KKK (Kaibigan, Kaklase, Kabarilan), many of whom had erred but he didn’t have the courage to fire them. Aquino loved to say, “Heads will roll” but nothing happened, which only proved that political ties are like the Gordian Knot, you cannot untie it with bare hands. But Alexander the Great knew better that he could do it with a sword and he did it. It worked.
Let's get social
Could Duterte do it? Or should I say, “Would he do it?” Perhaps he should ask all his appointees to submit undated resignation letters that he could accept anytime at his pleasure. Hang ‘em high One of the things he’d like to accomplish during his presidency is to urge Congress to restore death penalty by hanging, which was abolish in 2006 during Gloria Macapagal-Arroyo’s presidency. It’s interesting to note that if the death penalty were restored, it would also restore death penalty for the crime of plunder. This would certainly make lawmakers – particularly those involved in the pork barrel scam -cringe in terror just at the thought of being hanged for plundering the people’s money. They’d probably invoke their “Christian beliefs” as pretense for objecting to the restoration of the death penalty. Needless to say, Duterte would be faced with strong opposition from all quarters. But while the people might be ready and willing to fight -and kill -- the drug dealers, it doesn’t seem like they’re as enthused with the idea of stamping out corruption, which is ingrained in every facet of
the people’s lives. In essence, what took centuries to take root in our society, would probably take as much time to uproot, if not longer… if ever. Benevolent dictator But while Duterte is confronted by a strong defiance to make drastic changes to the Filipinos’ way of life, he can start by enforcing strict discipline to his official family -- that is, rule with an iron hand – while showing compassion for the “common tao.” There is a term for that: benevolent dictator. However, benevolence over time can turn into abuse of power, which was the pitfall of a lot of leaders who had succumbed to the same vice – corruption -- that they vowed to eradicate. As Lord Acton said more than century ago: “Power tends to corrupt, and absolute power corrupts absolutely.” It was true then, it is still true today. P50-million bounty Faced with such a dilemma – damn if he does and damn if he doesn’t – Duterte may have to bite the bullet and do the best he could to fight corruption, regardless of who gets hurt, friend or foe alike. The irony of this is that it is harder
FilipinoJournal. com
9 to punish a friend than an enemy. You can always make new enemies anytime. But building friendships takes a lifetime, which makes one wonder: How many friends would Digong still has left at the end of his presidency? And how many enemies would he have hung by then? Wouldn’t that be the true measure of his promise to kill the drug lords and hang the plunderers? But the drug lords are taking Digong’s threat seriously. Bato dela Rosa disclosed the other day during a TV interview with Karen Davila that he received information from the grapevine that the drug lords have put a P50-million bounty on the heads of Digong and himself. He said that the initial bounty they offered was only P10 million for each and there were no takers, which makes one wonder: How high would the bidding go? But right now, bounty killers have already eliminated some drug dealers. And the six-month deadline Digong gave Bato to finish the work has yet to begin. Yep, Digong’s bounty killers are already at work. Welcome to Tombstone, Philippines.

In the late 80s The Strip was reborn with the construction of Polynesian-themed The Mirage (1989), followed by the imaginative medieval castle The Excalibur in 1990, a 4,000-room colossus, then Caribbean-themed Treasure Island, also Philippine boxer Manny Pacquiao's sport venue MGM Grand and Egyptian-themed Luxor in 1993. Mercedes Cabral shines in Kuwaiti soap opera
A
ctress Mercedes Cabral is winning the hearts of Middle East TV audiences with her remarkable performance on “Saq Al Bamboo (The Bamboo Stalk),” a Kuwaiti soap opera based on the novel by journalist Saud Alsanousi. Kuwaiti audiences swamped social media with admirations for Cabral’s performance as Josephine, a woman who left her poor family in the Philippines to work as a maid in Kuwait. It was Filipino producer Sarah Pagcaliwagan-Brakensiek who
introduced Mercedes to the producers. The show is produced by Sabbah Pictures and airs on Al-Rai TV and MBC Drama in Kuwait, Saudi Arabia, Dubai in United Arab Emirates, and other parts of the Middle East. Prior to “Saq Al Bamboo,” the 29-yearold actress also starred in various overseas projects including the Danish film “Rosita,” Park Chanwook’s thriller “Thirst,” and in Isaac Julien’s film “Playtime” alongside American actor James Franco.

Ryza Cenon launches first-ever painting exhibit
F
ormer “StarStruck” winner Ryza Cenon has recently launched her first-ever exhibit “Independencia: Ang Panimula” at Guevarra’s by Chef Laudico. The actress said she discovered a new side to her artistic talent only last year and admitted she explored the hobby to cope with depression. She added that one of the factors that got her depressed was the scarcity of projects and the fear of failing in her showbiz career. It takes at least five hours for Ryza to finish a single painting, adding that she’s inspired to paint whenever she feels down. So far she has sold six or seven of her paintings which helped her to manage her finances.

Gaano Mo Kakilala ang Manitoba?
(Some Significant Landmarks in Winnipeg)
by aLfie vera mella elfideas102@yahoo.com
K
However, have you ever wondered about them, like who designed them or when they were built or what their respective official names are? Of course, googling about them will give you the necessary information; but for the sake of those who couldn’t find the time to sit down on their computers and look up the details, here are some basic information about each of these important landmarks. Esplanade Riel It is the pedestrian bridge connecting downtown Winnipeg with St. Boniface, named in honor of Louis Riel, a political leader of the Métis people of the Canadian prairies whom is also regarded as the founder of the province of Manitoba. Esplanade Riel was designed by Colin Douglas Stewart of Wardrop Engineering and the architect Étienne Gaboury. Its construction began in 2003 and ended in the year that followed. It is very near The Forks—a favorite stroll site among Winnipeggers. The vehicular bridge with which it is attached, on the other hand, is called Provencher Bridge. Canadian Museum for Human Rights (CMHR) By now, perhaps everyone living in Winnipeg has already passed by or even visited this
new historic building located in the vicinity of The Forks. The primary purpose of the museum is to “explore the subject of human rights with a special but not exclusive reference to Canada, in order to enhance the public's understanding of human rights, to promote respect for others and to encourage reflection and dialogue.” The Canadian lawyer, politician, and businessperson Israel Harold Asper is credited as the one who originated the idea and vision to establish the museum. The design submitted by Antoine Predock, an architect
from Albuquerque, New Mexico, was the one chosen by the judging panel among 100 submissions from 21 countries. CMHR’s official construction began in April 2009; it official opened in September 2014. Golden Boy Officially named Eternal Youth, Golden Boy has become a household name for many Winnipeggers. It is the statue perched facing north on the dome of the Manitoba Legislative Building. It was sculpted by Georges Gardet of Paris in 1918 and cast in bronze by the Barbidienne Foundry. Manitoba Government purchased it from France, eventually placing it atop the Legislative Building on
November 21, 1919. Completed in 1920, Manitoba Legislative Building itself was designed and built by Frank Worthington Simon (1862–1933) and Henry Boddington III, along with other masons and many skilled craftsmen. Sa Madaling Salita Ilan lang yan sa mahahalagang istrakturang matatagpuan sa
siyudad ng Winnipeg. In the next issue, we will continue our visit to the city’s significant structures. For instance, do you know what the oldest building in the city is? What about the tallest building? You will learn about all these in the next issue, so stay tuned and always get your copy of Filipino Journal.

An elixir to relieve us from our cultural tardiness...
Harana sparks spirit of patriotism, piercing our mind, body and soul! The 118th Philippine Independence celebration has become more relevant and historic... by Rod Escobar Cantiveros
I
t is an extraordinary night when the eight divas and divos sparked the spirit of patriotism, lighting up the audience with familiar songs and dances, and lifting the spirit of Filipino cultural consciousness, leading to a standing ovation and thunderous applause as the singers were belting the middle of the medley of the patriotic songs with brilliance, The singers went down and engaged the audience with their songs. Never to experience of this cultural journey for a long time, the riveting and visceral performance was sharper than a knife which punctured the hearts, mind, body and soul of the more than 350 Filipinos and Canadian friends who joined the cultural journey of the Philippine Opera Company, as part of the their 15th anniversary tour celebration. Uncontrollable outpouring of emotions as if the musical notes were locked up in the tears rolling down their cheeks; and its electrifying performance ignited the hair raising experience. Yes, the engaged audience responded with an outpouring salvo, shouting bravo as it blended beautifully with the explosion of an unprecedented applause as the lilting voices of the eight professional singers were belting out the medley of patriotic songs, namely, "Paano Kita Pasasalamatan", "Pilipinas Kong Mahal", "Ako Ay Pilipino" and "Gaano Kita Kamahal", even a person with a numbed feeling would shiver by its tingling meanings of the words. As if we were re-clothed by a a colorful cultural tapestry after many years of cultural nudity: adding more living colours of our Filipino cultural identity.
Indeed, the once in a lifetime performance is a compleat cultural journey to re-kindle our patriotic feeling isolated by many years of being away from our home country. And an extreme elixir to relieve us from our cultural tardiness. For many years, thousands of Filipinos are away from home, away from the hustle-bustle of Manila and its environs; away from the rich cultural offerings which nourish the Filipino souls; away from the largesse of our native country; away from the richness of our nature and the smiles of the children; away from the squalor and filth of the esteros and squatters; and away from our intimate engagement with our beloved relatives and friends. And only this kind of a cultural journey would enliven our spirit of togetherness, would forge
a strong fibers of our ethnicity in the Canadian mosaic, thus, rediscovering and redefining our cultural identify with a common denominator of our of dreaming big in our chosen and adopted country. Against this backdrop, most of us, we shy away from this cultural journey, leaving most of us in a cultural vacuum Sullied by our busyness in earning a dollar and probably, our less cultural upbringing, we miss the re-baptism of our cultural richness. Notably, culture is the very soul of any progressive country. And for that matter, any ethnic community has to have this very soul of engagement to retain, maintain and sustain our cultural identity. The stage backdrop is totally minimalist but the thematic designs of the gowns and barongs have added living colours on the stage, thanks to the creative hands of the designer, Zenaida Gutierrez who has an intense creative mind and intricate hands to weave the fibers of our cultural identity into the fabrics of our national costumes. Very timely to re-awaken our cultural tardiness, the Philippine Opera Company has been touring
in the United States and Canada to celebrate the 118th Philippine Independence and the company's 15th Anniversary Celebration. And the more than 2-hour command performance last June 9th at the Portage Avenue Church started with enthusiasm and sheer expectation and ended with a real bang which exploded with veritable feasts of sights and sounds, re-igniting the very Filipino in us. The high-powered professional artists, mostly graduates of the University of Philippines and the University of Santo Tomas schools of music and who had sung, acted and travelled all over the world to re-ignite or re-baptize the fire of our cultural richness, include Karla Gutierrez, Janine Santos, Marian Santiago, KL Dizon, Nazer Salcedo, Lawrence Jatayna, Noel Rayos and Elliot Eustacio. The repertoire is properly arranged to have a seismic emotional effect, a crescendo of a towering spirit of nationalism, from ACT 1 composed of Katutubo, Maria Clara, Rural and Bukid Suites to ACT 2, from Contemprary Suite, starting with the inspirational and faithful rendition of "Saan Ka Man Naroroon" "Hindi Kita
Malimot" and "Bato Sa Buhangin" to the Medley of George Canseco, Willy Cruz and Ryan Cayabyab; to the touching message of "Anak" by Freddie Aguilar and the "Panunumpa Sa Bayan", a medley of patriotic songs which fully and soulfully affims our love for our home country. The songs are composed by our noted composers, namely, Nicanor Abelardo, Leopoldo Silos, Francisco Santiago, Antonio Molina, A. Villanueva, Tito Arevalo, Juan Silos Jr. Manauel Velez, Minggoy Lopez, Potenciano Gregorio, Tomas Villaflor, Santiago Suarez, Dolores Paterno, Angel Pena, Restie Umali, Josefino Cenizal, Ernani Cuenco, Freddie Aguilar, Joey Ayala, George Canseco, Willy Cruz and Ryan Cayabyab. Each one had fire of nationalism which burst into an emotional and patriotic compositions, as nutirional nourishment of a living soul: a Filipino soul. Rodel Olesco, our local talent, opened the show as he belted the Filipino songs with finesse. Special thanks to Tribu Productions headed by Clifford continuation on page 21

for decades. This is the evening where movements, great music and artistic talents are interwoven into one to create a nostalgia, pride and awakening to the audience. A must see to every Filipino”, says Tess Newton. “Harana was an amazingly talented group of artists whose performance I found mesmerizing! I was especially moved with the performance of Freddie Aguilar’s ANAK! Powerful images combined with superb singing created a very moving experience. I was glad to have seen the show! I felt so proud to be Filipino!”, Councillor Mike Pagtakhan. “It brought a lot of nostalgic moments of the times when I was back home. Always been proud to be Pinloy and last night made me prouder,” Joy Laud Lazo, Owner/ Mentor, Highlights Performing
Group; President, Filcan Arts Council; stage actor in the various Rainbow Stage production. Lazo added: “That every Filipino who will hear of their music and watch their stellar performance can truly connect and reconnect with their roots and that their charming and humble ways make them great ambassadors for our country.” “This command performance has moved me so much, enjoying a Filipino opera for the first time. Through their songs, their dances, their costumes, the lighting, so beautifully done. I am grateful that I did not miss this wonderful cultural journey. Now I have known more about Filipino and being married to a Filipino, the more I look forward to understand more about the Filipino culture. Thanks for this experience, unforgettable,” said Jason Schreyer, City of
Winnipeg Councillor, and the son of former Premier of Manitoba and Governor General of Canada, Hon,. Edward Schreyer. “It was such an unforgettable experience to have witnessed the “Harana” presentation by these amazing artists. It brought out my
Pinoy pride. I hope our children and grandchildren will have the chance to hear these songs and witness these presentations so that they will have the appreciation and love of their cultural heritage,”said Tess Comia.

Sama Sama Night – Together at Last By Primrose Madayag Knazan Instagram/Twitter/Snapchat @PrimroseMK
S
even Filipino chefs come together at Sama Sama Night, the latest Baon Manila Nights held on Sunday, June 12, 2016. Proceeds went to support the Norwest Co-Op Community Centre which promotes healthy food for the Inkster community through programs such as skills training, lunch and breakfast programs, a community garden, and a low-cost good food market. Baon Manila Nights is a series of monthly pop-up dinners giving Filipino chefs in who regularly work the line at other Winnipeg restaurants the opportunity to present innovative takes on Filipino cuisine. The first course was created by Jeremy Senaris, who at the time of the dinner was announced as one of the top two finalists on MasterChef Canada. Not a chef
by trade, Jeremy was excited to work with professional chefs in an industrial kitchen. Jeremy presented a deconstructed ginataan and crab cake topped with rice crisps and charred green onion. The coconut milk reduction was rich and had a pleasant spice, which he said was a new version of his mother’s recipe. After excelling on this season of MasterChef Canada, Jeremy says “I wanted to represent my culture by presenting a Filipino on every episode.” Chef Allan Pineda, the founder of Baon Manila Nights, served the second course, a spicy sinigang ramen with kimchi, roast pork and a sous vide egg. “This night was special for me.” said Allan. “I lived in this area for 22 years. It hits close to home.” He

hopes to do more pop up dinners for charity in the future. The third course, an curry coconut arancini, or fried rice ball, topped with a breaded chicken oyster with pickled chillies and garlic crumble, was made by Chef RJ Urbano from Creme De l’Essence. RJ enjoys presenting unique takes on Filipino food because “People come to restaurants for a different experience. Why order something that you can make at home?” Two-time Iron Chef Winnipeg Chef Claire Snowball from Red River College made the palate cleanser, a papaya granite slush with sparkling wine and mint, refreshing after the spice of the previous dishes. Claire was happy to be part of Manila Nights for the second month in a row to support such a great cause. The main course was presented by Chef Rob Austria THANK YOU FOR SUPPORTING CANADIAN and Chef Kevin Castro from Stella’s, with a tender six-hour braised shortrib, chilli garlic kare kare peanut sauce, squash puree, crispy tripe, green beans, bagoong, and rice cake. Trained with French techniques, Chef Rob was happy to use his skills to cook upscale Filipino Food, “I like experimenting with different cultures.” Referring to Manila Nights, Chef Kevin says “Here we get to express ourselves, doing our own food. This is our way to upgrade and be creative.” Dessert was made with love by Nikki Melegrito from Sugar Blooms and Cakes. She presented two desserts: naked ombre macapuno ube cake and almond cashew sans rival. Having never been professionally trained, Nikki learned her recipes from her mom. She says she was initially intimidated but excited about her first appearance at Manila Nights. Baon Manila Nights has announced the Jeremy Senaris will be the next guest chef, date to be announced. resident-elect Rodrigo Duterte will hold his first Cabinet meeting right after his inauguration on June 30. With two weeks left before their inauguration, Duterte has not yet given any position to vice president-elect Leni Robredo in the official family. He has not yet appointed a Cabinet secretary for the Department of Environment and Natural Resources. Reports also said that Commission on Higher Education (CHED) chairperson Patricia Licuanan
might not be allowed to finish her term until 2018. The CHED chairperson serves a fixed term of four years, with a possible reappointment, as mandated by Republic Act 7722 or the Higher Education Act of 1994.
