t's election season in Manitoba as Premier Greg Selinger met with Lt. Gov. Janice Filmon earlier this week to dissolve the legislature and trigger a 35-day election campaign. Manitobans will head to the polls on Tuesday, April 19 for the 41st General Election in the province. Selinger and his NDP colleagues have been in power since 1999, and polls heading

into the campaign spell an uphill battle for the party. The NDP are still reeling from public backlash over raising the PST back in 2013, caucus infighting and an internal leadership challenge last year. Conservative Party leader, Brian Pallister announced that if elected, a rollback of the PST to 7% in his first term. Liberal Party leader, Rana Bokhari opened the election

Reyes, Champagne and Marcelinos running in 41st Provincial Election

Jon Reyes is the Progressive Conservative candidate for St. Norbert and Aida Champagne is the Liberal candidate for Tyndall Park. Store at Kenaston Common is officially in campaign mode after several months of door knocking in St. Norbert. He is up against incumbent MLA Dave Gaudreau (NDP). Gaudreau won the St. Norbert riding back in 2011 by a slim margin of only 33 votes. Representing the Liberals in Tyndall Park is Aida Champagne, current president of the Manitoba Filipino Street Festival and former president of the Filipino Seniors Group Winnipeg.

haring the runway with Blue Bomber alumni and CFL Hall of Fame wide receiver Milt Stegall is a pretty darn good way to spend an evening. Along with a dozen gentlemen selected to participate in its inaugural signature event for the Kidney Foundation of Manitoba, I was flattered at the opportunity. When I was asked to participate in the fashion show last fall, it was a no-brainer and instantly said yes. While strutting down the runway was an appealing part of the experience, the more important piece was the hope in building awareness and supporting kidney research. I have had family and friends challenged by having to go through dialysis treatment or are on the waiting list for a kidney transplant.

SC says no to TRO on K-12 Supreme Court (SC) Spokesman Theodore O. Te said the High Court during its full court session yesterday, decided not to issue a temporary restraining order (TRO) against the K-12 enhanced

education program that adds two more years in high school. In their pleadings, most of the petitioners told the SC that the enhanced program should be stopped until other pressing

problems such as lack of classrooms and other facilities like textbooks as well as the low salary of teachers are addressed. They pointed out that the K-12 program is unconstitutional as it violates the 1987 Constitution, particularly Section 16, Article XIII as the proponents of the program

failed to conduct any significant consultation with members of the sectors who will be directly affected by its implementation. At the same time, they said the program violates Section 5, Article XIV of the Constitution. They said more than 85, 000 faculty

2016 Queen of the Festival Candidates

Maria Arsenio

#1. Maria Messiah Lee Arsenio, 19 years old, is currently a sales associate at Ardene. Maria decided to participate in this pageant because she wants to develop her self-confidence, gain new friends and experiences. Through this event, she wants to promote the Filipino culture and values, and be a role model to her fellow youth. Maria loves Korean pop music and is proudly representing Aklan.

Shania Carino

#4. Shania Carino, 19 years old, is currently a second year student at the University of Winnipeg. Shania decided to participate in this pageant because she wants to be in touch with her Filipino culture and community, as well to become more confident with herself inside and out. Shania has loved Winnie the Pooh since she was a little girl. She migrated to Canada when she was 2 months old and is proudly representing Santa Maria, Bulacan.

#6. Patricia Mae Ocampo, 20 years old, is currently working part time as Cashier at Five Guys. Patricia decided to participate in this pageant so that she could build her self-confidence, interact with other people, and to get more involved in her community. Patricia loves collecting bags, shoes, shopping, and travelling. She is proudly representing the city of Bacoor, Cavite.

#2. Juliet Cadiz, 27 years old, is currently a yoga teacher. Juliet decided to participate in this pageant because she set a goal to try as many different things to challenge her, physically, mentally and spiritually. Juliet loves anything pistachio and is proudly representing Northern Samar.

Hanna Napolitano #5. Hanna Welhayne Napolitano, 20 years old, is currently a third year student at University of Winnipeg. Her greatest aspiration is to graduate university with her Education degree, to pursue her goal of becoming an Educator. Hanna decided to participate in this pageant to learn about the programs and events the Filipino community offers, as well to meet other ladies who are passionate in making a difference in the community through volunteering. Hanna used to compete in various Martial Arts competitions when she was younger and quotes “I love, LOVE to dance and sing”. Hanna is proudly representing Taguig City. Ayana Alipio

#7. Ayana Alipio, 24 years old, is currently a Research Chemist and a Business Owner. Ayana decided to participate in this pageant so she could get an appreciation of her Filipino culture and heritage. Being an immigrant, Ayana believes that the MFSF pageant is a great platform to share her voice and experiences to other young Filipinos growing up in Manitoba. Ayana’s stress reliever is going to the gym. She is proudly representing Angono, Rizal.

#10. Maeddah Limuaco, 21 years old, is currently a sales associate at Dynamite and motivator at Good Life. Maeddah decided to participate in this pageant to convince younger generations that it’s okay to be different and unique, despite what the society’s standards are. Maeddah’s name comes from the city she was born – Jeddah, Saudi Arabia. She is proudly representing Pagsanjan, Laguna.

#3. Nicole Medina, 21 years old, is currently working part-time as a crew at McDonald’s, a student of Daniel McIntyre Collegiate Institute and is a member of the Youth in Philanthropy. Nicole decided to participate in this pageant because it enables her to expand her horizons. This will be a great opportunity for her to help the community, share her knowledge and her experience living in the Philippines for 18 years. Nicole loves art, music, books and food, quoting “it’s the same as breathing and sleeping”. She is proudly representing Pasig City.

#8. Cherisse de Chavez, 21 years old, is currently a university student. Cherisse decided to participate in this pageant because she saw it as a chance to be personally and professionally enriched through working with the organization, while being able to promote the Filipino culture and tradition to the rest of the community. Cherisse won Miss United Nations as Miss Hawaii when she was 4 years old, quoting “my trophy was almost as tall as me!” She is proudly representing Manila.

Meet the Candidates: Search for the 2016 Queen of the Manitoba Filipino Street Festival

eet the 14 beautiful women competing to win the title of 2016 Queen of the Manitoba Filipino Street Festival. Mother Nature may be teasing us with the weather last weekend but it's going to be a sizzling summer

with all the Queen of the Festival candidates prepping for the big coronation night in July. On Sunday, March 13, the 14 candidates were officially presented to the public at Essence Event Centre at Canad Inns Garden City.

Angelique Manguino

#9. Cindy Soriano, 24 years old, is currently a Human Resources Professional. Cindy decided to participate in this pageant because she has been involved in various organizations in Winnipeg. She feels that it’s time to further explore her own cultural roots. Cindy volunteered at the Winnipeg Art Gallery for the Art & Soul: Clash of the Titans event and made herself a horse costume. She was dressed as a centaur and the whole night, was the “centaur” of attention! Cindy is proudly representing Quezon City.

Regina Llorin

The Queen of the Festival candidates will be at all Manitoba Filipino Street Festival summer events including Tiangge Ng Bayan on June 11. Coronation Night is on Sunday, July 10 at Canad Inns Polo Park.

#11. Angelique Manguino, 28 years old, is currently a Medical Lab Technician and Medical Lab Technology student. Angelique decided to participate in this pageant because she has always wanted to be part of something worthwhile and believes there’s nothing more rewarding than serving her own community. She enjoys traveling, trying out different cuisines, and knowing about different culture. Angelique is proudly representing Olongapo City, Zambales.

#12. Regina Llorin, 19 years old, is currently a Supervisor at Tim Hortons. Regina decided to participate in this pageant to exemplify the traits of a true modern Filipina to the diverse community of Manitoba. Regina loves the smell of both petrichor and books. She is proudly representing San Juan City.

#13. Rina Constantino, 30 years old, is currently a server/bartender. Rina decided to participate in this pageant to open her to new opportunities which would further enhance herself, her talents and further boost her confidence. She also joined to meet new people, to serve in her community and to inspire people to continue in reaching their dreams. Rina loves pole dancing, photoshoots, and Cosplay. She is a dancer by heart and one who adores dog. Rina is proudly representing Mandaluyong City.

#14. Charmaine Moreno, 26 years old, is currently a Health Care Aide. Charmaine decided to participate in this pageant to conquer her fear of pageants, and to try to prove that this competition isn’t just a beauty pageant. Charmaine says, “I’m a frustrated ukulele player!” She is proudly representing Malabon City.

There are over 300 million children living worldwide without shoes, and over 1.4 BILLION people suffering from parasitic diseases due the lack of access to what we are so fortunate to have shoes. Juliet's goal is to collect over 25,000 pairs. Shoes of all kinds, all sizes, in worn or gently worn conditions. PINAYS MB Inc. recognizes Carolina Custodio and Fe Ryder as outstanding Filipino women in 2016

How the Filipino pioneers became economic engines in Manitoba economy in particular and in Canada in general.

ould you know who inspired the thousands of Filipinos to make Winnipeg a home; and would you know who initiated in the influx of thousand garment workers to work in the garment industry in Winnipeg since 1968? The very foundation of the emerging Filipino community can be traced to many pioneers who had made Winnipeg City as their second homes. And these two ladies, namely, Fe Ryder and Carolina Custodio, have been honourned recently by the Pinays MB Inc. at the Pinays Recognition Luncheon at the Marlborough Hotel, coinciding the celebration of International Women's Day. Fe Ryder (nee Viloria), one of the four Filipino nurses who had been working as exchange foreign nurses in Rochester, Minnesota, decided to try their luck to work as nurses at the Misercordia Hospital after their term had expired. Talking to Sister Lionie of The Miserecordia Sisters whom they met in Minnesota, Fe and co-workers, Melba Rous, Purification de la Cruz and Cora Liago decided to move up north, and City of Winnipeg had become their new home in 1959. During the late 50’s and early 60’s the Winnipeg garment industry was going through a big shortage of sewing machine operators. The Government of Canada had recruited European sewing machine operators from Italy, Portugal, Poland and Greece to meet the demand of an expanding industry. Since most of them did not speak English communication was a big problem and these garments workers neededto learn the language. The opportunity for the Filipino garment workers took centre stage when Carolina Custodio, an employee of the Immigration and Employment Department saw the opportunity and suggested to hire Filipino garments who had the basic knowledge of the English language. The government of Canada took the challenge on a trial basis and sent some recruitment officers to Manila. In 1968, the first batch of garment workers arrived. Most of them were supervisors at the Philippine American Embroidery (PAE) based in Makati City. The management of the garment companies were very pleased with the performance of the Filipino workers and this led to the influ of more than 10,000 new garment workers by 1986. These garment workers were allowed to sponsored their spouses, parents and siblings, thus the emergence of the new Filipino Community in Winnipeg. .”During the early 60’s Drs. Roland and Irene Guzman, arrived from Ottawa, together with Pat Bigornia and other volunteers, my wife Linda Cantiveros and myself included, had helped to find the host families and secure winter clothes, boots, household items and other needs for the new immigrants”.said Rod Cantiveros.

"These immigrants contributed to the strengthen economic engine of the Winnipeg's garment factories. Many others have assisted them to adjust to their new home, new country. " Dr. Irene Guzman has shared: . "I was a practicing pediatrician but I switched to family physician because of the demands of the garment workers. They had difficulty communicating with Canadian physicians," she added. With closer contacts with the new arrivals, Dr. Roland Guzman and his wife, Dr. Irene, Pat Bigornia, Bayani and Carolina Custudio became the adopted fathers and mothers of the new arrivals, that they have become the favorite wedding sponsors of the garment workers as their petitioned would be spouses arrived in Winnipeg”. "This is a very successful event for recognizing the Filipino women who had made contributions to the growth of the Filipino community. And I very thankful for this recognition as one of the Filipinos who arrived in 1959, and I do hope the Pinays MB Inc, will continue the objectives of this association," Fe Ryder, one of the 1st honorees for outstanding Filipino Women of Manitoba. Pinays MB Inc., founded in December 2015, is a new dynamic empowering group for Flipino

women in Manitoba. The vision and purpose of this group is to have resources available to support and to guide Filipino women of all ages. The group will initiate and undertake exciting and meaningful projects which will allow them to grow and to develop their potentials needed by the growing Filipino community. The founding members include Roselyn Advincula, Marites Aiello, Araceli Ancheta, Trifona Bermisa, Marcela Buduhan, Jose Concepcion, Lerma Cruz Villamor, Milagros Dacwag, Connie de Villa, Cora De los Reyes, Wilma Gaburno, Perla Javate, Emmie Joaquin, Margarity Kives, Joy Lazo, Irene Medina, Aireen Miaral, Maria Luz Ocampo,Ruth Provitina, Alice Robles and Conchita Talbot. Special guests and who provided inspirational greetings include MP Kevin Lamoureux, MLA Burrows, Melanie Wight, Deputy Mayor Councillor MIke Pagtakhan and Orli Marcelino,honorary consul general. Opening address: Perla Javate, chair; and Letty Antonio, invocation; Intermission, Joy Lazo; Milagros Dacwag, introduction of the guest speaker; MLA Flor Marcilino, keynote speaker; Tess Aiello, recognition award; closing remarks, Roselyn Advincula, cochair; emcee, Emmie Joaquin.

rime Minister Justin Trudeau issued the following statements after a bilateral meeting with US President Barack Obama

during his visit to Washington on a state visit. The meeting between the leaders will help both countries transition to low carbon economies, foster clean

growth, and create great jobs and great opportunities for citizens. Trudeau and Obama formally agreed to join the Paris Agreement in the global fight against climate change, and to take ambitious actions to reduce methane, hydroflurocarbon, and greenhouse gas emissions. Lav Diaz dedicates Berlin award to Filipino culture

“Hele sa Hiwagang Hapis” (A Lullaby to the Sorrowful Mystery) is the longest entry ever to compete for the Golden Bear in the Berlin International Film Festival’s 66-year history. The eight-hour film won for Lav Diaz the Silver Alfred Bauer prize,

an annual award given to a film that “opens new perspectives on cinematic art”. The Filipino director said he did the film to remind the Filipinos of our culture and history. He shared how festival jury president, Hollywood star and living film legend Meryl Streep, told him that she really liked the film as it reminds her of the old way of doing things characterized by patience and commitment. “Hele sa Hiwagang Hapis” will open starting March 26, Black Saturday, in select cinemas nationwide. Diaz hopes the local audience will support his film despite its eight-hour running time.

Maine Mendoza, Jeron Teng win at Nickelodeon KCA Maine “Yaya Dub” Mendoza and De La Salle University basketball player Jeron Teng were the big winners in this year’s Nickelodeon Kids’ Choice Awards. Fans voted for Maine to win the Favorite Pinoy Personality Award, beating Enrique Gil, James Reid and Kathryn Bernardo. For his part, Jeron won the Favorite Asian Sports Star by outvoting Pandelela Rinong of Malaysia, Kim Kurniawan of Indonesia and Irfan Fandi of Singapore. The Nickelodeon Kids’ Choice Awards, also known as the KCAs, is an annual awards show that honors the year’s biggest television, movie, and music acts, as voted by TV viewers and fans. The awards night was held on

March 12 at The Forum in Inglewood, California.

Bb. Pilipinas disqualifies another candidate The 2016 Bb. Pilipinas pageant is now proving to be controversial as the Binibining Pilipinas Charities, Incorporated (BPCI) disqualified Janelle Olafson, formerly candidate number one allegedly over a photo that shows the aspiring beauty queen half-naked, with her arms covering her breast. Olafson told ABS-CBN’s news program “Bandila” that the photo was for a breast cancer advocacy campaign she did in the past. Her disqualification came after BPCI also booted out Kim Ross delos Santos from the competition reportedly for the same reason. The BPCI has not issued a statement yet on the issue.

DOST chief launches hub for aggie-aqua investors and tech users Department of Science and Technology (DOST) Secretary Mario G. Montejo recently inaugurated the DOST - Philippine Council for Agriculture, Aquatic Resources Research and Development (PCAARRD) Innovation and Technology Center (DPITC) that will house a modern exhibition hub, a digital library, a conference facility, and a business hub. A new platform for technology promotion, transfer and commercialization, the center offers the following services: intellectual property protection, technology assessment, licensing,

investment packaging, spin-off support, manpower training, market matching and expert services delivery. “The DOST-PCAARRD Innovation and Technology Center is a world-class facility for research and development that proves that our local scientists and engineers are highly capable of producing world class products and services,” Montejo said. “This will serve as a One-Stop-Shop and Convergence Hub that will provide services for investors and technology users in the agriculture and aquatic sectors in the Philippines.”

Currently, the DPITC exhibits the major outputs of its Industry Strategic S&T Program (ISP), which include outputs on coconut, rice mechanization, banana, swine, abaca, and shrimp, some of the Council’s 34 ISPs. The Center was inaugurated during DOST- PCAARRD’s weeklong event dubbed SIPAG Fiesta or the Strategic Industry S&T Program on Agri-Aqua Growth - Farms and Industry Encounters through the Science and Technology Agenda. It was held March 2-4, 2016 at the PCAARRD Complex, Los Banos, Laguna.

Interview Strategies: Understanding the Question Behind the Question Matthew Purdey | Manitoba Start

hile many organizations use a standard set of interview questions with every candidate, how you respond to these questions should be anything but standard.

To capitalize on the interview opportunity, ask yourself: What is the question behind the question? This strategy focuses on understanding why the employer is asking each question and what they really want to know so that

you can respond appropriately. Consider these commonly asked interview questions, and review the question behind the question. Tell me about yourself = Tell me about yourself as a professional. Provide the employer with an overview of your experience, education and training as well as examples of a few skills or accomplishments that are relevant to the position you have applied for. Avoid discussing personal information such as age, marital status, birthplace, hobbies, etc.; this is of little interest to the employer in the interview context. What are your strengths? = How do your skills meet this job’s requirements? Identify a few key qualification requirements or core responsibilities of the position. Then discuss where, when and how you have performed these tasks in the past. Support your statements with examples that demonstrate your strengths in action and the results you achieved. Avoid giving long lists of strengths, especially those that could be considered standard hiring requirements; for example: “I’m hardworking, punctual, friendly,” etc.

What are your weaknesses? = What skill would you like to learn or develop? Identify a work-related topic or knowledge requirement you would like to enhance. Select something that won’t take too long to learn, and be sure to outline the steps you are taking (or plan to take) to develop the skill. Avoid mentioning key job requirements, negative character traits or bad habits. Describe an accomplishment you are proud of. = Tell us one story about how you made a real impact. Use the STAR (Situation, Task, Action, Result) technique to describe how you applied your education and experience to a real work situation. Focus on one story with specific and relevant details. Provide enough information to paint a clear picture for the interviewer. Avoid settling for generic statements that reveal little about your efforts, such as “I provided good customer service.” Why should we hire you? = What makes you different from other applicants? Finally, identify a unique skill, ability or experience that distinguishes you from others.

The Government of Canada has ambitious plan to bring in between 280,000 and 305,000 new permanent residents in 2016.
