Donald’s trump card
U
pon his election to the U.S. presidency, one of the few world leaders that Donald J. Trump talked to was Philippine President Rodrigo Duterte. At that time, their conversation was hailed as an improvement in U.S.-Philippine relations which took a nosedive when Duterte didn’t like then-President Barack Obama’s “meddling” in the country’s war on drugs. For that, Duterte called Obama, “son of a whore.” In their seven-minute talk, Trump told Duterte that he was doing the right thing in his “war on drugs“ campaign in which thousands have died. But while Trump extended an “invite” to Duterte to visit the White House if he happened to be in the nation’s capital, that was the extent of their contact. No communication of any nature had been made since then. Indeed, the silence is deafening. Meanwhile, Trump did not waste any time touching bases with his other allies, Japan and South Korea, including Taiwan whose government doesn’t have any official ties with Washington. However, the U.S., by law, is obligated to defend Taiwan in the event of an invasion. In the case of the Philippines, the U.S.’s defense obligations are spelled out in the 1951 U.S.Philippines Mutual Defense Treaty (MDT), Visiting Forces Agreement (VFA), and the Enhanced Defense Cooperation Agreement (EDCA). However, there is no automatic provision that would require immediate
American response to repel foreign invasion. Unlike Japan and South Korea, where 50,000 and 28,000 American troops are stationed, respectively, there is no substantial American troop deployment in the Philippines. In other words, if the Chinese invades the country, there is no “trip-wire” mechanism that would force the U.S. to repel the invading forces. The U.S. government has to get the permission of the U.S. Congress if the Philippines invoked the MDT. Preparing for war Recently, it was reported in the news that Duterte had given Defense Secretary Gen. Delfin Lorenzana the go-ahead for the U.S. military to build barracks and fuel depots in designated Philippine bases where American forces are allowed to temporarily station under the provisions of EDCA. This is a far cry from last month when Duterte threatened to terminate EDCA. He said then that he didn’t want his country to get entangled if a Sino-American war erupted. Lorenzana identified three bases where the U.S. is supposedly bringing weapons, including Palawan, which is within 200 miles from the militarized artificial islands in the Spratly Islands. It’s a timely move in the face of the escalating tensions in the South China Sea (SCS). The U.S. is fearful that China would use these islands to gain a chokehold on the region and restrict the movement of aircraft and vessels through the SCS. However, the U.S. would not
allow that to happen and promised to keep the sea open to maritime navigation by conducting “freedom of navigation” operations (FONOPS), which puts her on a collision course with China. Recently, American satellites have observed surface-to-air missiles on those islands. With the Trump administration planning to ramp up these FONOPS to challenge China’s maritime claims, the risk of an incident triggering a confrontation is not remote. As one think tank strategist said, “This kind of military-to-military gray zone, eyeball-to-eyeball stuff can always go wrong.” And this begs the question: Can the U.S. survive a large conflict involving China’s use of her Anti-Access/ Area Denial (A2/AD) strategy? With the People’s Liberation Army’s (PLA) growing array of naval and submarine vessels, aircraft, ballistic and cruise missiles, anti-satellite and cyber war capabilities, a “sneak attack” against U.S. naval forces in the SCS could be devastating. With U.S. forces concentrated in Japan, South Korea, and Guam, it would be difficult for the U.S. to repel a Chinese sneak attack. However, the U.S. has the means to survive a sneak attack with her Air/Sea Battle strategy, an integrated battle concept, which became part of U.S. grand strategy in 2010. Grand Strategy The U.S. grand strategy is to stop China from breaking out into the Western Pacific. Right now, there are two choke points along the First Island Chain that runs from Japan, through Taiwan, the Philippines, Borneo, Malaysia, and Vietnam. The choke points are the Miyako Strait (between Okinawa and Taiwan) and Bashi Channel (between Taiwan and Luzon). While Japan is capable of blocking the Miyako Strait, the Bashi Channel is wide open. And this is where Taiwan and the Philippines, both treaty allies of the U.S., would come into play. While the U.S. doesn’t have mutual defense treaty and diplomatic relations with Taiwan, she is obligated under a 1979 U.S. law – the Taiwan Relations Act – to intervene if China launched an armed strike on Taiwan. Thus far, it has deterred China from toying

with the idea of “invasion.” However, if Taiwan went ahead of declaring her independence from China, all hell will break loose and China will invade Taiwan. That is a red flag drawn by China long time ago: the umbilical cord that binds Taiwan to Mother China cannot be severed. With the election of Tsai Ingwen as Taiwan’s new president under the pro-independence Democratic Progressive Party, Taiwan is moving closer – albeit slowly and cautiously – towards declaring independence. And this seems to get the attention of Trump who took a call from Tsai after winning the elections. This was when Trump questioned the “One-China Policy.” However, after triggering a tsunami of protests from Beijing, Trump backed off. But he knows that Taiwan is ready for the big fight; all she needs is the U.S.’s support. Malacca dilemma Meanwhile, Duterte is playing the “wild card” in the geopolitical game in the SCS, pitting China against the U.S. It’s a question of how much Uncle Sam is willing to add to the ante? Is Uncle Sam willing to invest in building military infrastructure in at least eight Philippine bases including the former U.S. bases at Clark air Base and Subic Naval Base? Would the Philippines allow the U.S. to deploy troops and military assets at Laoag Airport in Ilocos Norte and at the Batanes Island, which would provide a crucial vantage point in blocking the Bashi Channel? But China’s Achilles’ heel would be the one that would choke her. If the U.S. blocks both ends of the 500-mile Strait of Malacca -- at the Changi Naval Base in Singapore and at the other end where two Indian territories, Andaman and Nicobar Islands, stand guard – it would stop the flow of oil from the Middle East and Africa. That would be like putting a cork in a bottleneck because of China’s dependence on foreign oil, 80% of which passes through the Strait of Malacca. It is estimated that China’s strategic oil reserves would only last for 10 days, which would cause her economy to collapse and her military would grind to a halt. That, in essence, is Donald’s trump card.

NPA welcomes renewed talks with government
T
he New People’s Army (NPA) welcomed the agreement between the National Democratic Front of the Philippines and the government to resume peace talks and restore e a bilateral ceasefire that were scrapped early last month. However, the NPA said it was ready to confront and counter the offensives of the Armed Forces of the Philippines until the leadership of the Communist Party of the Philippines issues instructions on a new unilateral ceasefire. NPA spokesman Jorge “Ka Oris” Madlos, in a separate statement called on Duterte to “restrain the AFP and command it to stop its acts of state terrorism against the people in order to prepare the ground for a meaningful ceasefire in line with the continuation of peace talks.”

DOLE helps construction workers claim their unpaid 13th month pay
Construction workers from Tacloban City finally received their unpaid 13th month pay from contractor through the assistance of Department of Labor and Employment (DOLE) Region 8. The respondent, Southern Pine Construction, a contractor engaged by Robinsons Corporation to undertake the construction of Summit Hotel, agreed to settle and pay the amount of P 766,436.67 to 76 workers who filed a request for assistance under the DOLE’s Single Entry Approach (SENA) for non-payment of 13th month pay. DOLE Regional Director Elias A. Cayanong commended the efforts made by the desk officers who handled the case, Mr. Norman Uyvico and Mr. Virgilio Doroja, Jr. for their exceptional conciliation skills that brought the parties to a settlement, which is both beneficial to the workers and the management. “We also appreciate the gesture of the Southern Pine Construction management who positively responded to the call of the workers for a speedy and inexpensive settlement procedure,” Cayanong said. The DOLE RO 8 has received 33 complaints for nonpayment of 13th month pay for 2016, and the DOLE’s labor laws compliance officers subjected all the establishments complained of, for assessment visits. Moreover, DOLE has also reminded employers to pay 13 month pay on time as it is a labor standard provision on the Labor Code. The 13th month pay is defined to mean one-twelfth (1/12) of the basic salary of an employee within a calendar year. The basic salary includes all remunerations or earnings paid by an employer to an employee for services rendered, but may not include cost-ofliving allowances (COLA), profit-sharing payments, cash equivalents of unused vacation and sick leave credits, overtime pay, premium pay, night shift differential pay, holiday pay, and all allowances and monetary benefits which are not considered, or integrated as part of the regular or basic salary of the employee. Employers failing to pay the 13th month benefit are liable to money claim cases that aggrieved employees may file with any DOLE regional offices.

Farmers Received P1.6-B Crop Insurance Payments in 2016 Crop insurance operations in the country benefited thousands of farmers in 2016, initial reports from the Philippine Crop Insurance Corporation (PCIC) show. In a report to Agriculture Secretary Emmanuel Piñol, PCIC President Jovy Bernabe said they had paid P1.6 Billion to farmers and fisherfolk for damages to their standing crops and properties caused by the El Niño Phenomenon and several typhoons and flooding that occurred in 2016. It was the second time that PCIC shelled out indemnity payment at the billion-peso level. The indemnity payment was 16% more than the P1.379 Billion paid in 2015. The payment allowed 234,681 farmers and fisherfolk to restart their operations after farm damage, minimize financial losses, and prevent significant disruption in the supply of food in the market. These farmers and fisherfolk were among the 1.075 Million insured by the PCIC in 2016. Collectively, the insured farmers operated 919,814.81 hectares, an expansion of 7.52% from the total farm area of 855,504.53 hectares covered by PCIC’s services in
2016. In terms of premium income, the PCIC generated P2.587 Billion, while its total amount of insurance cover reached P41.002 Billion. PCIC’s solid operation during the political transition year gave it a strong head start in pushing one of the Department of Agriculture’s 10-point agenda, namely: easy access to financing program for farmers, fishermen and agriculture and fisheries stakeholders. Fittingly, PCIC has set the following key strategic moves as instructed by Sec. Piñol to guide its operation this year: intensifying information and education campaigns through the conduct of trainings and seminars on PCIC products and seminars among farmers and fisherfolk as well as radio and television campaigns; enhancing insurance operations by deploying smartphone technology to enable simultaneous verification of reported damages and processing of claims; establishing more extension offices; and improving organizational capacity, including embarking on renewed legislative campaign to expand its capitalization. Are all refugee claimants treated equally? There are fears that some outstanding cases might be left behind because of the influx of new claimants.
T
he Friendly Manitoba has spread red carpet and extended open arms to the more than 200 refugees who traveled fearlessly in a subzero temperature just to reach Emerson, an entry town within the USA and Canada border. Since January 2017, the officials of Emerson, the provincial government and various NGOs have been overwhelmed by the surging tide of refugee claimants, mostly from African countries, who either rejected and have been waiting for their refugee claims in the United States. They came in droves knowing that Canada is more relax on the refugee claimants, as compared with what President Donald Trump's action against the illegal and undocumented aliens in the United States. As Prime Minister Justin Trudeau advocates with an open policy to all immigrants and refugees, the would-be refugees are heading to Canada, via countless sea voyages, landing at South America, and entering the United States, and taking a cab to the Canadian borders for the quest of freedom and a good life. Behind this curtain of acceptance, there are voices from some quarters about the emergence of many refugee claimants, addressing the financial drain of the federal and provincial government; and the demand of services from many volunteer organizations; and from some critics who claimed that the Refugee board is swamped with the growing number of asylum claims, according to the Canadian Press, there are 30,000 claims this year, triple the number recorded for the past four years.
"There is a limit to what you can do.."said board chairman Mario Dion, as reported by the Canadian Press as printed by Winnipeg Free Press. And he added: "Efficiency has increased significantly, but there is no way we can deal with 30,000 cases when we're funded for about 17,000." And from Ottawa, MP Ted Falk (Provencher), as reported by Canadian Press, in his video saying the migrants take advantage of Canada's generosity and exploit the loopholes. And during the question period, he added asylum seekers who walk across the border are "jumping the queue.". And from some critics, because of the backlog, new claimants might be given priority leaving those who have been waiting for hearing might be set aside on the later date. As reported, the chance of asylum seekers in the United States is only 10% while in Canada, has a whopping 65% approval rate. So chances to be approved are possible. And currently, Public Safety Minister Ralph, as reported by the Free Press, said that crossing the border illegally is not a "free ticket" into Canada. And he continued it might be a long term pass for those coming from a number of war-torn countries like Somalia. And most of the asylum seekers are coming from Somalia, and because of our welcoming nature, most asylum seekers choose Canada as their refuge. And so what is the conclusion? Canada is under populated and its vastness of its space from coast to coast, then Canada needs more people.

SAVE TOWARDS YOUR CHILD’S FUTURE TODAY!
In time for the forthcoming concert of the Philippine Alternative Rock band Parokya ni Edgar, at Garrick Centre on March 26, I interviewed Marby John Aguilar Gutierrez, the man behind Pinoy Tribe Entertainment, one of the production teams that have been bringing in worthwhile acts to the city. FJ: When and what was your first band production? “It took place on November 16, 2011. The back-to-back concert of Parokya ni Edgar and Gloc-9 was my first time to try my hand in producing such events.” FJ: What inspired you to start producing band concerts? “It was just an accident. I just wanted to organize a small Filipino Event for the Filipino community in Winnipeg. And then someone encouraged me to try producing something big like the Parokya gig.” FJ: What were some difficulties that you experienced during your first productions? “The difficulty that I experienced during my first production was to move the venue from the original, smaller venue to a bigger one because 450 tickets got sold out in just 4 days. In the end, we were able to sell a total of 750 tickets. This number of ticket turnout obviously needed a largercapacity venue, so I scouted for more options. Fortunately, I was able to find the best one; I pulled it off, considering the time left. It was pressuring, but I did it.”
FJ: What did you learn from the whole experience that made you better at producing now? “I learned to trust and believe myself. I learned that if you believe in yourself, then everything can be achievable. Nothing is really impossible!” FJ: Any tips for others who plan on producing shows. “Do your homework. Producing is not that simple. It’s very easy to lose money if you don’t plan the project well.” FJ: What age did you start producing? “I was 28 when I produced my first event.” So there, we read it from Gutierrez himself—that producing events is not really simple and easy money as one may think. It requires planning, perseverance, openmindedness,
quick thinking, and most of all, enough capital to be able to start off. Remember, concert producing may be profitable, but the profits do not come right away. Like any business, it may start slow and will only pick up after a long while. So, smart planning and a wise sense of investment is really important. Most of all, one has to be also people-oriented—especially that productions involve dealing with one’s own team members and with one’s prospective market and clients. Again, don’t forget— this coming March 26, prime Philippine band Parokya ni Edgar will be performing at Garrick Centre, in Downtown Winnipeg. Sino ang Mas Importante: Anak o Magulang? (On the Importance of Understanding What’s Really Important)
A
ccording to a news article (entitled “Your kids should not be the most important in the family” by John Rosemond, published on
15
The Pulse of the Filipino Community since 1987
January 1, 2017, in Naples Daily News) that I saw on my Facebook newsfeed, parents, not children, are the more important members of the family. I do not and couldn’t agree with the writer’s sentiments and premises. He obviously approached the issue using a one-sided, authoritarian-oriented perspective; and even implying
that children are brats, the reason they should not be given greater importance. Using my own analysis of the issue, here’s what I have to say about what’s really important. Basis-dependent Assessment It depends on the basis or premise being used to determine who, between parents and children, are more important. First, many, if not most, parents regard their children as the most important members of their respective families not because of the children's right to a sense of entitlement. This is primarily due to the vulnerability of the children (specifically, very young children), considering that they are too young to take care of their basic needs—eating well, hygiene, security and safety against danger and other environmental or stranger threats. And in this aspect, children become important to such parents—in which, importance is being equated with attention
due to vulnerability. Therefore, children are usually given more attention not because they are spoiled or demanding or selfish but because they naturally need attention, love, caring, and nurturing. On the other hand, parents are also important because they are the ultimate providers; they have the ability to provide for the children’s and the entire family’s basic needs—such as food, shelter, security, and safety, and other emotional and financial necessities. They are also the ones who can make better decisions. And in this premise, parents become important. After all, children (in general) are not yet equipped with the capability to manage their lives and to make sound decisions. Equally Important in Respective Ways Therefore, the question "Who is/are the most important member/s of the family?" may be answered clearly, fairly, and
properly only after having cleared up first what sense or concept of the word importance is being tackled. In the end, neither parents nor children are really more important than the other— simply because every member of a family—be this a nuclear/ traditional family, a same-gender one, or single-parent unit—is as important as the others—because each member plays or lives his/ her respective role and contributes something unique, personal, and complementary to complete the harmony of the collective family.

Winner Noven Belleza impresses ‘Tawag’ judges Noven Belleza delivered a medley of Air Supply repertoire and emerged as the first champion of ABSCBN’s singing competition that noontime show “It’s Showtime” revived last year. Belleza, a farmer who used to sing alone while plowing the fields of Negros Occidental, stood effortlessly performed Air Supply’s medley of songs. He earned a standing ovation from both the judges and the audience, which gave him a combined score of 99.96 percent, almost 50 percent more than the second placer, Sam Mangubat, who
got 49.09 percent, while Froilan Canlas, the third runner-up, got 45.78 percent. Head judge Rey Valera said Noven’s humble beginnings plus the talent that effortlessly comes out when he does open his lips, are his aces for winning the competition. Judge Rico J. Puno said Noven looked like OPM icon Ogie Alcasid who is also a judge in the competition. Alcasid said Noven had the greatest impact on him due to his unique singing talent. Another judge, Nyoy Volante, commented that Noven satisfied all criteria that the judges are looking for.

Weather, Weather Lang by Max Sangil
'Like a circle in a spiral, like a wheel within wheel, there's no ending nor beginning of an ever spinning wheel...' That's the opening line in the song composed by Michel Legrand which was the theme music of that beautiful 1968 movie Thomas Crown Affair that starred Steve McQueen and Faye Dunaway. I saw that movie thrice. Really interesting to watch.

Former President now Pampanga 2nd district Congresswoman Gloria Macapagal Arroyo is enjoying her role as deputy speaker in the House of Representatives. She commutes very often from her residence in La Vista Subdivision to her rest house in Lubao town. Receive visitors and together with Governor Lilia 'Nanay Baby' Pineda enjoy visiting and consulting constituents in several towns of the province. Meanwhile, more than a week ago, Senator Leila De Lima former justice secretary during the unlamented Noynoy Aquino's administration was arrested by operatives of the Philippine National Police (PNP) Criminal Investigation and Detection Group (CIDG) operatives. Now detained at the PNP custodial center she was implicated by 30 witnesses, some from the Justice Department, National Bureau of Investigation and Bilibid prison high profile inmates, accusing Senator De Lima through sworn affidavits that she was recipient of drug money during her incumbency as DOJ secretary. Three criminal cases she has to face. And maybe the prosecution panel may ask why during her time as justice

secretary, in the maximum cells of Bilibid prison why high profile inmates had music room, holding concerts, prostitutes come and go, lap tops, computers, cell phones and many high value items were allowed. What gives? It might be recalled that it was then DOJ Secretary Leila De Lima who tasked the immigration people not to allow Macapagal Arroyo from leaving the country despite an order from the Supreme Court allowing her to travel and seek medical attention. So the former president was placed under hospital arrest and only breathed freedom after so many torturous years at Veterans Memorial hospital. It is Karmic justice, said Salvador 'Sal' Panelo, Malacanang's presidential legal adviser. Whatgoes around comes around said my friend Mon Tulfo of Philippine Daily Inquirer. And of course in both cases it only goes to show that in this world there is indeed a truism in the saying 'what goes around, comes around'. In the words of former President Joseph Estrada: 'weather, weather lang'. Editor’s Note: Formerly newspaperman of Daily Inquirer and other major dailies; former TV and radio Broadcaster. Former Director of various corporations like Clark Development Co.; and a former City of Angeles Councillor. Now a regular columnist of Sun Star Pampanga.

Horoscope The encouragement of your friends may be what advises you to follow through. But there can be big dividends if you stick with your plan no matter how difficult is to do so. Present influences could see you pushing ahead with a goal that requires charm as well as persistence. You could be very aware of the bigger picture, but the details are more important at this time.
The cosmos also encourages you to explore your senses in more detail, especially if your focus has been on mental chase. Your love life could be especially spicy at this time, with a lovely blend of energies just perfect for enjoying some great social occasions and romantic outings. Take the time to get a sensuous massage or some spa treatments that will help you relax into the present moment. If you experience any difficulties, simply let them float away.
Your best friends encourage you to spill the beans, there’s no reason why you should. There are some things that you might prefer to keep secret at this time, so don’t feel guilty about doing so. You’ll know when you’re ready to update them, but until then silence can be golden. Even so, your actions can speak louder than words. This suggests that you could give the game away even without meaning to.
Your sector of analysis could make you curious to travel to a place you’ve never visited before. Pictures and online reviews may call out to you and be the reason you’re so eager to go ahead and book the trip. But you may have responsibilities connected to your career or business, and attending to these can be particularly productive at this time. A job well done may bring further options for a promotion or more and better clients.
The energy level and encourage you to let go of any tasks or activities that don’t really serve you. Focus on your lifestyle sector could encourage you to consider how productive you are and whether changing your routine might help. The same goes for your diet or exercise routine. You may be aware of certain changes that could improve your health immeasurably. Getting out and just having fun can also be a wonderful medicine.
This is the time to let go of any baggage that could be keeping you from expressing yourself or achieving your greatest ambitions. Your spiritual sector could stir up feelings that have roots in the past. One way to do this could be through art or crafts, or by moving your body by dancing, swimming, jogging, or anything else that grounds you. These simple measures can help you feel so much better.
The blend of energies can be excellent for enhancing your love life. The presence of a sensitive area of your chart could encourage you to take a closer look at your financial situation and get your money working harder for you. There may be a freshness and inspiration about the intimate moments you spend together. If you haven’t had much quality time, the cosmos hints that a vacation could be just the ticket.
You can now confidently follow those deals reassured that things will work out in your favor as long as you know what you want. This can be an excellent finances and work and job progress if you play your cards right. An honest and downto-earth approach can achieve much. Artistic and musical influences may be strong now, too. Attending a cultural event could leave you feeling very upbeat. If you need a little downtime, take it.
If you can avoid becoming bored with an idea before it gets off the ground, something beautiful may blossom. In many ways, the present blend of energies is excellent for show your dreams, as you’re very much in touch with the nice levels in which they exist. You also have the ability to plan ahead and take action to bring them into reality. On another note, a conversation could lead to a sizzling date night.

Too Many Reckless Drivers in Phl by Max Sangil
F
ifty percent of Filipino drivers are stupid? That's what Senator Tito Sotto of Eat Bulaga fame declared during a hearing on road safety in the upper house. A wisecrack retorted, however. How many are there in the senate? In a way Sotto maybe correct in some points. Not fearing any contradiction, it is safe to say that the Land Transportation Office(LTO) is rather lax in their issuance of drivers' license. According to him if a real examination will be imposed, 'fifty percent of the drivers will fail'. There are so many reckless drivers on the road. And unmindful of
road regulations. So many ideas, so many suggestions are being aired daily from different sectors on how to solve traffic congestion plaguing not only Metro Manila but also other cities all over the world. Can you imagine the road going to Porac, once a lethargic town suffers daily jams. In my youth you are lucky if you'll see ten vehicles using that road. In my interviews with Pampanga Governor Lilia 'Nanay Baby' Pineda and Angeles City Mayor Edgardo D. Pamintuan who is currently the Regional Development Council (RDC) chairman said a portion of the P100 million was already earmarked for
a potential quarry road to lessen the pressure on Friendship Highway section going to the City of San Fernando. BTW, it has to be fast tracked due to the construction of a mall of the Friendship road tip point. Former Clark Development Corporation President and now the Department of Transportation Secretary Arthur Tugade, a known disciplinarian should impose stricter measures with regards to the issuance of licenses. There must be a honest to goodness examination, both in written and actual driving. Then we can prove if Sotto is correct or not. Fixers still abound in many LTO offices all over the
country. And you may ask why too many polluting vehicles are still on the road? No vehicles, no matter how old, fail the emission test. Here's a flyer I picked in an LTO office and titled DRIVERS ROAD SAFETY PLEDGE, and here are some of the promises. ' I make this personal commitment as a safety conscious responsible driver by pledging the following: I will maintain my vehicle roadworthy at all times. 2. I will observe and follow road laws, rules and regulations. I will not use my cellphone when driving. I will buckle my seatbelt... etc etc On those three points alone, Sotto maybe correct because the pledge is more broken than honored. MY TWEETS: Long time serving Angeles Fiscal Alberto Suller passed

SSS releases 2nd tranche of P1,000 additional benefit
T
he state-run Social Security System (SSS) on Thursday said about P2.07 billion worth of pension will be released to its qualified members on March 10 (Friday), as February differential of the recently approved P1,000 additional benefit. SSS President and Chief Executive Officer Emmanuel F. Dooc said more than two million pensioners will benefit from the second tranche of the P1,000 additional benefit release on Friday, March 10. “We are happy to inform our regular pensioners that the P1,000 additional benefit differential for February 2017 is now deposited in the respective bank accounts of our pensioners. This is the second happy Friday for SSS pensioners,” Dooc said. “From the 2.04 million pensioners for the month of
January, almost 30,000 were added in our list for the beneficiaries for February. We are expecting that the number of pensioners who will enjoy the P1,000 additional benefit will continue to increase in the coming months,” Dooc added. The pension fund last Friday released about P2.04 billion to its pensioners for the January 2017 differential. Likewise, the P1,000 additional benefit for the month of March will be released next Friday (Mar 17). The SSS earlier enumerated the list of pensioners under special cases who will receive their P1,000 benefit increase on different dates, particularly on March 31, May 12 and 26. Among the pensioners who will receive the P1,000 additional benefit on March 31 are those under the Special Pension System

which includes death claim with more than 1 payee and one of them is overpaid; payees with withheld share; Special Pension System, pension with payees under different guardians; and those covered by a Bilateral Social Security Agreement between the Philippines and other countries and the Portability Law. Likewise, pensioners on suspended status due to noncompliance with the Annual Confirmation of Pensioners but are up for resumption from January to March are scheduled to receive the additional benefit on March 31, provided they have already reported to SSS for the resumption of their monthly pension. Meanwhile, retiree-pensioners who availed of the advance 18 months retirement pension from August 2015 onwards will receive
the P1,000 additional benefit on May 12 to cover the remaining months starting January 2017. Pensioners with settled initial disability, death and retirement (DDR) claims from November 2016 to April 2017 as well as those who filed for adjustment in their pension will be able to withdraw their P1,000 additional benefit from their bank accounts on May 12. Other types of pensioners scheduled to receive the additional benefit on May 12 are partial disability pensioners with less than 12 months duration paid in lump sum. The additional P1,000 per month benefit will cover the number of months they receive the disability pension starting January 2017. For pensioners who availed of the three-month advance pension

due to typhoon Lawin and Nina last year, they will be paid their pension differential on May 26. Only about 13,000 pensioners with unpaid loans will not be able to receive the P1,000 additional benefit to offset any outstanding obligation. “Starting April, all regular pensioners, will receive the updated amount of their pension. This means that their regular monthly pension will automatically increase by P1,000,” said Dooc. “However for our pensioners who fall under the special cases, please wait for further announcements,” he added. For questions and clarifications, pensioners may call the SSS hotline at numbers 920-6446 to 55 or email member_ relations@sss.gov.ph.

pay. He thought that his family could surely have benefitted financially from such a move. There was one problem. He hadn’t been looking for another job because he loved his current role which was growing into a calling. BUT THE MONEY . . . He called his father, then in his seventies, and explained the situation. Though his once-crisp mind had been slowed by strokes and strains of years, his answer young man in his early had joy doing it, was offered by was crisp and clear. “Don’t even career, while doing his another company a position that think about the money. What work that he loved and would give significant increase in would you do?”
The Money
A
In an instant, his mind was made up. The money would have been his only reason for leaving the job he loved! He said, thanks, Dad. Jesus devoted a substantial section of His Sermon on the Mount to Money and Fondness for it. He taught us to pray not for an accumulation of riches but for “our daily bread” (Matt. 6:11) He warned against storing up treasures on earth and pointed to the birds and flowers as evidence that God cares deeply about His creation. “Do not store up for yourselves treasures on earth, where moth and rust destroy, but store up for yourselves treasures in heaven, where moth and rust do not destroy, and where thieves do not break in and steal, For where your treasure is, there your heart will be also. (Matt. 6:19-21) and “Seek first His Kingdom and His righteousness and ALL these things will be given to you as well” (Matt. 6:33). DO NOT WORRY “Therefore I tell you, do not worry about your life, what you will eat or drink; or about your body, what you will wear. Is not life more important than food,

and the body more important than clothes? Look at the birds of the air, they do not sow or reap or store away in barns, and yet your heavenly Father feeds them. Are you not much more valuable than they? Who of you by worrying can add a single hour to his life”? “And why do you worry about clothes? Look how the lilies of the field grow. They do not labor or spin. Yet I tell you that not even Solomon, in all his splendor, was dressed like one of these. If that is how GOD clothes the grass of the field, which is here today and tomorrow is thrown into the fire, will He not much more cloth you, O you of little faith”? (Matt. 6:25-30) MONEY matters. But money shouldn’t rule our decisionmaking process. Tough times and big decisions are opportunities to grow our faith in new ways. Our Heavenly Father cares for us. No one can serve two masters. Either he will hate the one and love the other, or he will be devoted to the one and despise the other. You cannot serve both GOD and MONEY. Never confuse temptation with opportunity.

Chinese Foreign Ministry spokesperson Hua Chunying said in a press briefing Tuesday that Beijing fully respects the Philippines' rights over the continental shelf in Benham Rise, adding that China is not challenging those rights. Earlier, Defense Secretary Delfin Lorenzana had described reports about Chinese survey ships cruising near the region as very concerning as he ordered the Navy to drive away the service ship. For his part, President Rodrigo Duterte said in a press briefing on Monday that he was informed beforehand of Chinese sending of survey ships to Benham Rise. He also said he instructed the military to assert Philippine ownership in a friendly manner. The United Nations granted the Philippines’ claim to Benham Rise as an extension of the country’s continental shelf in 2012. The Chinese Foreign Ministry welcomed the remarks of Duterte and stressed that under international law, China can enjoy freedom of navigation in the region.

Jets Out of the Playoff Picture - Laine vs. Matthews - Big Talk About Big Buff by Ryan Reyes
Jets Realistically Out of The Playoffs Let’s face it Jets nation, the Winnipeg Jets are out of the playoff hunt. We would have to win all 12 remaining games to even have a chance of making it to the postseason party. There’s really nothing else to do but finish off the season strong. If we could have a nice little run while further developing our youngsters and improving our defensive habits I’d be satisfied with that. Forward Thinking The Laine vs. Matthews Calder Memorial Trophy race(or Matthews vs. Laine, if you live in Ontario ha!) is the most exciting thing Jets fans have to look forward to this season. If Patrik goes on a tear and scores 12 goals in 12 games he’d tie Dale Hawerchuk’s record for most goals by an 18 year old. The trophy would be his. Or to a lesser extent, if he ends up with 10 or more points than Matthews I believe he’d still bag the hardware. Fast Facts ● Patrik Laine is on pace for 40 goals and 79 points.

● Auston Matthews is on pace for 37 goals and 66 points. Notable Quotable “He brings it every night. He sets that standard. He’s somebody a lot of our guys can look up to.” -Blake Wheeler on Dustin Byfuglien’s work ethic as quoted by Kristina Rutherford of Sportsnet Big Talk About Big Buff Read the previous quote again. Do you 100% believe Wheeler? I won’t answer that myself just yet. After paying closer attention to the play of our defensemen over this last little stretch here’s what I’ve observed about Buff: he’s definitely a step slower than last year and his high-risk style has left the Jets on the bad end of a few more oddman rushes this year. This isn’t anything new. It’s just a little bit more of the little bit bad. But… taking a step back and looking at it from a wider perspective you can attribute much of this to fatigue. Everyone knows Buff is logging over 27 minutes of ice time. Winnipeg has had to lean on him because of injuries; most notably to Tyler Myers, Jacob Trouba and

Toby Enstrom(wow that’s half of our starting defencemen!). So yes he does bring it as Wheeler says but let's bring it every time. Some of the onus has to be on the big guy as well. Holding back on an offensive zone rush or 2 per game and a bit more focus on the defensive end would be nice baby steps. My take isn’t meant to sound so negative. We all love Big Buff. Offensively he hasn’t regressed as much as people think. Yes his goals and shooting percentage are down but we have had more than enough firepower to compensate for this slight dip. He’s an enigma and his value to the Jets is right up there. There’s another factor that’s even more important than his onice play. It’s his off-ice leadership. We aren’t privy to what is said in the dressing room so it’s
challenging to truly discuss this factor. Buff hasn’t been one to extensively voice his opinions or feelings to the media as well. But it’s painfully obvious that Buff is one of the pilots(if not the head pilot) that leads the Jets squadron. When he’s focused the Jets are humming. If he completely buys
into Paul Maurice’s preachings of defensive responsibility then the rest of the team will follow. Maybe he needs to be a bit more vocal. Or maybe, just maybe… he needs to dump someone’s track suit in the shower... or is the trendy thing jogger sweatpants nowadays?

The Coolest Game in the Philippines
102,250,133 people, 7,107 islands, 4 ice rinks and 1 growing passion for ice hockey. Welcome to the Philippines. Yes that’s right, this tropical island nation has hockey players. Again, not of the field variety but of the slippery icy kind. As a Filipino-Canadian living in a hockey loving country and born in a city often referred to as Winter-peg, that blew my mind. Here’s another unexpected fun fact… the men’s national team won Bronze in the recently concluded 2017 Asian Winter Games held in Sapporo, Japan. Hopefully fun amounts of beer were consumed to celebrate. The first ice skating rink opened in the the Philippines in 1992 at the SM Megamall in Manila. Now there are 4 rinks that can be utilized however only the rink in the SM Mall of Asia in Pasay City is Olympic-sized. Due to the fact that the rink prioritizes public use of its facilities during the day, players practice early in
the morning and play games late in the evening. Back in these early days, pick-up games were the norm. An organized league did not materialize until 2008. The Manila Ice Hockey League is a 4 team league that is now entering its 10th season. Hockey has been played for over 20 years in the Philippines. Let that sink in! Fast-forward to 2015; the Federation of Ice Hockey League was created to govern ice hockey in the Philippines. In May of last year, the FIHL was formally recognized by the International Ice Hockey Federation as a member thus officially ushering the Philippines into the international hockey scene. Team Pilipinas lost its first game at the 2017 Asian Winter Games 10-5 against Kyrgyzstan, bounced back to thrash Qatar 14-2 and won its final Group game 8-3 against Kuwait. To earn their 3rd place finish in Division II,

Team Pilipinas dominated Macau 9-2. The team is comprised of many true local Filipinos and some Filipino-Foreigners from Canada, the United States and Switzerland, notably Carl Montano, Paolo Spafford and Captain Steven Füglister. Next up for Team Pilipinas is the IIHF Challenge Cup of Asia Division I Tournament next month in Thailand. We congratulate them on their recent Bronze medal win and wish them the best of luck in April! Support the team and follow them on Instagram at @hockeyphilippines and Facebook at www.facebook.com/ HockeyPhilippines. It’s great to know that the FIHL’s focus is on a long term plan for youth and development to ensure “...a strong core of players that can play at the senior international level in the future,” according to Team Pilipinas General Manager/Player Francois Gautier. Sounds like a familiar plan doesn’t it Jets fans?
