Minister John McCallum announces legislation to amend the Citizenship Act Liberal government promised during the election to make changes on the restrictive Citizenship Act by the previous Tory government

Benedicto Co, an employee, said upon learning the action to be done by the Liberal government, “This is a good news for those friends of mine who want to become Canadian citizens. They told me that there are many restrictions which are difficult to comply with. Being a Canadian citizen has many benefits.” One of the newly arrived permanent residents, Ed Labagala, made a comment upon reading the news: “This new Citizenship Act to be amended by the Liberal government, specifically, the abolition of the “2nd Class Citizenship Law” creates a positive effect on us. We would feel that we really belong...” When Cora Llorico, who arrived in 2013, was asked her comment, she said: “I am in favour of the

proposed amendments of the new Citizenship Act. My family needs not to wait two more years to become a Canadian citizen. We won’t be a second class citizen anymore hence the feeling of being discriminated as obliterated. And I do hope that the application fee will decrease.” Trudy Buena, a 57 year old senior, is a happy that she will be exempted as the age range for language and knowledge requirements are to be amended to the previous 18-54 age requirements.”Mahirap daw ang mga tanong sa interview, at pwede kang bumagsak, then bayad uli!” The friends of Benedicto Co, the newly arrived permanent residents Ed Labagala and Cora Llorico; and a senior citizen, Trudy Buena are all excited to become Canadian citizens when Immigration, Refugees and Citizenship Minister John McCallum recently introduced legislation to amend the Citizenship Act, providing greater flexibility for applicants to trying to meet the requirements for citizenship and help immigrants obtain citizenship faster. "The Government is keeping its commitment to repeal certain provisions of the Citizenship Act, including those that led

to different treatment for dual citizens. Canadian citizens are equal under the law.Whether they were born in Canada or were naturalized in Canada or hold a dual citizenship," said Minister McCallum. Among the changes, the Bill: An Act to Amend the Citizenship Act, would repeal provisions that allow citizenship to be revoked from dual citizens who engage in certain acts against the national interest. All Canadians who commit crimes should face the consequences of their actions through the Canadian justice system. The Bill also proposes to reduce the time permanent residents must be physically present in Canada before qualifying for citizenship by a full year. Recognizing that immigrants often build an attachment to Canada before becoming permanent residents, the proposed legislation would credit applicants for the time spent in Canada as temporary residents or protected persons. The age range to meet French or English language requirements and pass a knowledge test to qualify for citizenship, would change to 18-54 from 12-64. The changes support our goal of

removing barriers for immigrants to build successful lives in Canada. Some of the proposed changes of the Citizenship Act include: 1) Repealing the intent to reside provision that raised would be-citizen's fear that their citizenship could be revoked in the future if they moved outside of Canada.In the proposed legislation, all Canadians are free to move outside of Canada. This is a right guaranteed in our Charter of Rights and Freedom; 2) Reducing the length of time someone must be physically present in Canada to qualify for Citizenship from four years to three years within the five years; 3) Allowing time in Canada before Permanent Residency to count toward the physical presence requirements, benefiting the refugee claimants

and those skilled individuals to come to Canada to study and work; the benefits groups like protected persons and parents and grandparents on visitors' visas; 4) Eliminating the age range for language and knowledge requirements, making the ages under 18 and older 54 will be exempted. Lastly, Abegail MirandaQuitoriano, a new immigrant, writes: “I have to thank Minister John McCallum for making Canada as a welcoming country. As a new immigrant, all we wanted is a fresh new start in this country, to build a new life. Being away from my native land, Philippines, is not easy but with the new Citizenship Act, we are given an equal rights to call Canada our new home.”

Iqaluit – A team of diplomatic and consular staff from the Philippine Embassy – Ottawa enplaned to far north of the 60th parallel above the Arctic line in the largest island in Canada – Baffin Island – to conduct the first consular work in the administrative capital of the Territory of Nunavut, the City of Iqaluit. In the City of Iqaluit, a terrain covered by centuries old soft peat moss, but concealed by snow in winter time a sparsely populated community, the land of the Inuit (formerly called Eskimos), is the adopted home to some Filipino-Canadians. Philippine Ambassador to Canada, Petronila Garcia, led a diplomatic and consular mission to Iqaluit from 21 to 24 September 2015 as she called on territorial officials and business leaders, while overseeing the delivery of consular services to a small but growing Filipino Community in the city. Joining the Ambassador are Consul General Eric Gerardo Tamayo, and Embassy attaches Miguel Moreno and Pio Tejada. It was the first visit to the new Territory by a Philippine Ambassador in over six years, as Ambassador Garcia was also the first Ambassador to be officially and warmly, received by the new Territorial Commissioner Nellie T. Kasugak, who had just been sworn into office after her appointment in June 2015. Commissioner Kasugak graciously provided the Ambassador with unique insights into Inuit history and heritage as they discussed the many similarities between Inuit and Filipino culture, beliefs and practices. The Ambassador also conducted calls and meetings with the Honourable Premier Peter Taptuna, as accompanied by Cabinet Secretary David Akeeagok. She also met with Minister for Justice, Health and Immigration Paul Okalik, as well as Finance Secretary Keith Peterson. The Ambassador also was also given updates by Mr. Jim Stevens, Assistant Deputy Minister for Transportation on the developments regarding the new airport terminal of Iqaluit. The Ambassador also met with Federal Senator Dennis Patterson. The Ambassador expressed interest in facilitating twinning arrangements in a tête-à-tête with Her Worship Mayor Mary Wilman of Iqaluit. visited the venue for the 24th Annual Nunavut Trade Show and Conference as she conferred with Baffin Region Chamber of Commerce Executive Director Chris West on pursuing trade and commercial transactions between the Territory and the Philippines. The engagements of the Ambassador were facilitated by the Nunavut Protocol Office headed by designer Nicole Camphaug. Ambassador Garcia recalled how the people of Nunavut contributed over C$25,000 to the relief and recovery effort in the wake of typhoon Haiyan/Yolanda, making the people Nunavut among the biggest donors on a per capita basis. Bob Gabuna, nominated by the Finance Minister to the Premier of the Territory of Nunavut as Director, Governance Council, WSCC spearheaded the fund drive supported by then Mayor John Graham and the current Principal Secretary to the Premier, Ed Picco. The Ambassador was given a vibrant Filipino welcome and support from Bob and Judy Grace Gabuna, noted lawyer Anne Crawford and Rhose Harris-Galia as other Filipinos in Iqaluit banded and gathered together

The nipa-hut inspired abode of the Gabuna’s served as the consular outpost for the visiting delegation as Filipinos availed themselves of the opportunity to renew their passports, re-acquire Filipino citizenship, obtain legal documents and NBI clearances, and register for overseas voting in Philippine national elections in 2016. The Ambassador also made a pitch for the upcoming third edition of the Winter-Escapade-It's More Fun in the Philippines Tour from 3 to 12 February 2016. The Ambassador commended the Filipino community in Iqaluit for their contribution to Nunavut society and for working in harmony with one another and with their fellow Nunavummiut. Aaidh Al-Qarni, a prominent Saudi cleric who is also on the hit list of IS and Sheikh Turki Assaegh, a Saudi diplomat, were attacked by a lone gunman last Wednesday night in Western Mindanao State University. The occurrence happened around 8:30 pm outside the gymnasium of the University. Both Saudis survived the attack while the gunman, identified as 21 year old Rugasan Kiliste Misuari III, was shot dead by the policemen. Al-Qarni sustained three gunshot wounds on his right shoulder, left arm and middle chest, while Assaegh sustained gunshot wounds on his right thigh and left leg. Al-Qarni and Assaegh are in Zamboanga for a twoday symposium and Islamic lecture upon the Ulama council invitation. The last Symposium in the University was titled “Don’t be Sad” based on a book by AlQarni. Investigations are currently being held to determine the motive of the assassination attempt.

Forbes ’30 Under 30 Asia’ list includes 10 young Filipinos

en Filipinos of different fields made it to the first ever Forbes Magazine’s ’30 under 30 Asia’ list. Topping the list in the manufacturing and energy category is the 22 year old Leandro Leviste, founder of Solar Philippines. Also included in the list are Charice Pempengco (23) for Entertainment & Sports, Xyza Cruz Bacani (29) and Ronson Culibrina (24) for The Arts, Koh Martinez Onozawa (26) for Retail & Ecommerce, Rachel De Villa (23) for Finance & Venture Capital, Valenice Balace (27) for Consumer Tech, Raphael Mijeno (28) and Henry Motte-Munoz (29) for Social Entrepreneurship; and Amin Hataman (15) for Healthcare & Science. The youngest Filipino in the list was Amin Hataman from Zamboanga who invented a biodegradable plastic made from coconut. t is possible that Manny Pacquiao might postpone his retirement from boxing for a chance at an Olympic gold medal. Manny is to have been reportedly invited by the International Boxing Association (AIBA) president Wu Ching-Kuo to join the 2016 Rio Olympics. Manny was supposed to retire after his coming fight with Timothy Bradley on April 9. He admits that a chance of giving our country its first gold is hard to pass up. "Kahit walang bayad, lalaban ako sa Olympic Games alang-alang sa bayan at sa ating mga kababayan. Para mabigyan na natin ang Pilipinas ng kanyang kauna-unahang gintong medalya na matagal-tagal na rin naman nating pinapangarap,"Pacquiao said. “Kung walang malalabag na regulasyon or rules, for that matter, I'm in. Even to the extent of postponing my planned retirement, it's okay with me," he added.

Filipino Language Bilingual Program TARA app now available for MyPhone users at Seven Oaks School Division The goal is to establish the bilingual program for K-3 on September 2016

W

ith the response to recapture the interest of learning the mother tongue, a Filipino Language Bilingual Program is slated this coming September 2016, as announced by Brian O'Leary, superintendent of the Seven Oaks School Division. “We are aiming at the generation of Filipinos who wants to recapture their own language by offering a language bilingual program as part of the curriculum; and by providing a conducive learning environment." O'Leary said. It is a known fact that the 1st generation of Filipinos knew how to communicate and understand the Filipino language, as compared with the 2nd generation who understands but has troubles to speak the language. And the 3rd generation has no knowledge about the parent's native tongue. The bilingual program will be held at Arthur Wright

Elementary School and with a component of 50% in Filipino and 50% in English with social studies focusing on the history, culture and heritage of the Filipinos. "We do need the necessary numbers to make it as a viable program in our division," added by O'Leary. The Filipino language bilingual program was conceived by Socorro Juan when she was a member of the school trustees and with the help of another trustee, the late Ric de la Cruz. They pursued relentlessly to have a bilingual program which will retain and sustain the mother tongue. "I have the passion to advocate the Filipino bilingualism in the mid-70’s when I was one of the representatives from the Filipino community in the Manitoba Association for the Promotion of Ancestral Language (MAPAL) in the early 70’s,” Cory Juan said. "Yes, I have a dream

to have a bilingual immersion program." Cory Juan has been inspired by what our national hero Dr. Jose Rizal said about our native language: "Ang hindi magmahal sa sariliwng wika ay mahigit pa sa malansang Isda". ("Anyone who does not love his own native language is more than the smell of a rotting fish.") And Ms Juan believes on what Archbishop Desmond Tutu said: "Everyone is an insider. There is no outsider. Whatever their beliefs, whatever their colors, gender." "If we advocate, we will be able to achieve our passion," added Mrs. Juan. A meeting with the Filipino families, especially the parents, will be held on March 22, Saturday at 6:30 p.m. at the Maples Collegiate Commons, Jefferson Ave, to support the Filipino Language Bilingual Program of the Seven Oaks School Division.

he anti theft mobile app, TARA, was launched last Tuesday and is attended by Jun Lozada who developed the app along with MyPhone president Jaime Alcantara. The app is now available for MyPhone users for free. TARA which stands for Theft Apprehension and Asset Recovery Application, features a non-stop alarm that says “magnanakaw! magnanakaw!” Mobile users must first register or create a TARA account, providing basic information. Press preview of ‘Les Misérables’ held

press preview of “Les Misérables” was given by cast members including Filipino actress-singer Rachelle Ann Go, for select members of the media a few days ago at the Star Theater in Pasay City. The cast is led by renowned actor Simon Gleeson who essays the role of Jean Valjean. Rachelle Ann plays Fantine, a poor mother who was separated from her daughter Cosette. She is internationally recognized

for her role as Gigi in “Miss Saigon. Other Filipino artists who appeared in previous productions of “Les Misérables” were Lea Salonga, Monique Wilson and Joanna Ampil. “Les Misérables” is based on Victor Hugo’s novel set in the 19th century France. The awardwinning Cameron Mackintosh’s musical production in Manila will run from March 11-April 17 at The Theatre at Solaire.

PH embassy in Seoul to screen Filipino films

T

he Philippine Embassy in Seoul, South Korea celebrates its first major cultural event of the year with the screening of “Bonifacio: Ang Unang Pangulo” (Bonifacio: The First President) and “Heneral Luna” at the Lee Byung Hyung Hall of the War Memorial of Korea in Yongsan on Mar. 6. “Bonifacio: Ang Unang Pangulo” was released in 2014. The film is about revolutionary leader Andres Bonifacio. It stars Robin Padilla, Vina Morales, Daniel Padilla and Eddie Garcia. Meanwhile, “Heneral Luna” deals with the life of Gen. Antonio Luna, another Filipino hero. The

film was released in 2015 and stars John Arcilla and Mon Confiado, among others. The free screening of the two Filipino classical films aims to promote Philippine arts and culture in Korea.

Gov’t eager to hear feedback on agri-fisheries programs

T

he current administration of President Benigno Simeon Aquino III is eager to know the comments of farmers, fisherfolks and other agricultural stakeholders on the projects and programs implemented by the government for the farming and fishing sectors. “President Aquino wishes to know which projects of the Department of Agriculture are effective and that the stakeholders would like to continue,” said Agriculture Secretary Proceso J. Alcala during a forum held in Oroquieta City on February 15, 2016. Alcala added that the feedback coming from the farmers and fishermen is very important so the present leadership can properly turnover the evaluation to the next administration. “Kabilin bilinan sa akin ni Pangulong Aquino, huwag mong pababayaan ang mga magsasaka’t mangingisda. Ganyan po kayo kamahal ni Panguloy Noynoy Aquino,” Sec. Alcala told a crowd of more than 2,000 jubilant farmers and fisherfolks who attended the forum in the provincial capitol of Misamis Occidental. According to DA 10 Regional Executive Director

Lealyn Ramos, it is the third time Sec. Alcala is visiting the province as lead implementer of DA Agri-Pinoy programs. From 2010 until the present, Misamis Occidental has received from the Aquino administration P1.145 billion worth of projects in agriculture and fisheries, said Director Ramos. During Alcala’s most recent visit, he turned-over P266,983,340.70worth of farming and fishing support to the province. In support of the MisOcc’s rice production activities, DA turned-over farm equipment and machineries, including a 4WD tractor, power tillers, and threshers amounting to P7.461M. The agency also distributed more than P30-M worth of assistance and interventions including corn facilities and farm equipment to organized cooperatives and associations. In addition, fruit and vegetable producers, as well as livestock growers received assistance packages amounting to a total of P2.37M. “These agricultural interventions came just in time,” Dir. Ramos said. “Nagsisimula na pong magalala ang mga magsasaka at

mangingisda dito sa lalawigan kung makakabawi sila sa kabila ng epekto ng mahabang tagtuyot. Wag po kayong mabahala, nandito ang DA para sa inyo,” she said. During the event, the DA’s Bureau of Fisheries and Aquatic Resources (DA-BFAR) also distributed 98 units 5.5 HP marine engines, 117 bottom set gill nets, 100 sets seaweed farm implements and raffled off 5 units 5.5 HP marine engines, 15 bottom set gill nets, and 10 sets seaweed farm implements for a total of P1,746,216. The province also received farm-to-market road project from the Philippine Rural Development Project (P129M) from the 2016 General Appropriations Act of the OSEC (P71M). The Provincial Local Government was also awarded certificates of commitment for a project under BUB amounting to P19,940,000 and a P5M slaughterhouse from National Meat Inspection Service (NMIS) “These [awarded assistance] are part of the government’s AgriPinoy program, which aims to develop the rural sector, increase production and income of farmers and fishers who are seriously affected with the continuing El Niño phenomenon,” Alcala said. Senator Enverga concerned about report on assisted dying

The Honourable Tobias C. Enverga Jr., Senator for Ontario, received the final report of the Special Joint Committee on Physician-Assisted Dying with great concern. “I am morally and ethically opposed to any action that ends another human being’s life, and that denies a person the natural life cycle from conception to natural death,” said Senator Enverga in a statement following the tabling of the report in both houses of Parliament. “Bishop Samuel J. Aquila once said: ‘… we must have the courage to proclaim the culture of life for the common good of society. This is a duty and responsibility …’. I am taking this duty seriously in my work as a senator and will do my part to ensure that we protect those most vulnerable in our society from severe risk of harm,” the Senator continued. The report is the latest step in the process to comply with the Supreme Court of Canada’s

judgement in Carter v. Canada (Attorney General), which has given Parliament until June 6, 2016 to provide a legislative framework under which persons can obtain assistance in ending their lives before natural death occurs. “I am reading the report with grave concern, noting a clear lack of safeguards and protection of the vulnerable that are found in other jurisdictions’ relevant legislation on physicianassisted suicide and euthanasia. This report opens the door for minors, persons below the age of 18, to access assisted dying three years down the road; it recommends that persons with psychiatric condition should not be excluded from receiving medical assistance in dying; and it recommends forcing physicians who oppose the practice based on their conscience to refer patients to other willing physicians, rather than providing information to the patient and reporting the patient’s wishes to a government agency. There is still much study needed, and I will ensure that the voice of those who are concerned about this report is heard in the Senate of Canada when we debate the report and the forthcoming legislative proposals from the government,” Senator Enverga concluded.

hen Julie Holland Javier was proclaimed OFSAM’s Queen of Hearts 2016, the Viscount Gort Banquet Hotel and Conference Centre became a venue of an enchanted evening. Most of the lady officers and members of the Original Filipino Seniors Association of Manitoba (OFSAM ) came in red, shade of red gowns, and men in their barongs and coats; guests from various organizations, politicians from Ottawa, Manitoba leg, and city hall, actively and eagerly participated in the ceremony, savoured the good food and danced the music. Even Arnold Tungol, a ballader and one of the best singers in the province, serenaded Queen Julie with two lovely songs. The entrance of the Queen of Heart became the focal point of attention, as Queen Julie Javier stood side by side with her escort, MP Robert Falcon Ouellette, MP of Winnipeg Centre and followed by the previous Queen valentines. As the musicman, led by Boyet Nicolas, the ceremony took over with inspirational music,

dedicated to the queen valentine. Corsage was pinned by Carrie de la Cruz and Demtre Balaktsis, MLA candidate for Minto; City Councillor Cindy Gilroy and MP Kevin Lamoureux,Winnipeg North Centre, pinned the sash; the Crown, by Gloria Agravante, OFSAM's 2015 Queen of Hearts escorted by Glenn Ngoho, ERD branch manager.Emilio and Mila Briol, OFSAM King and Queen Valentine 2011 and Ms. Tess Newton of Sunlife, escorted by Tony Antonio, adviser of OFSAM, offered the bouquet of flowers; Trophy was handed by Larry & Tova Vickar, as represented by Steve Lipischak, together with Aida Champagne, MLA candidate for Tyndal and president of Manitoba Filipino Street Festival escorted by Cris Aglugub, former MLA Maples. Byfuglien and Wheeler will represent Team USA, Pavelec to reprint Team Czech Republic and Hellebuyck will play for Team North America.

The World Cup of Hockey 2016 tournament is set for Sept. 17 to Oct. 1, 2016, in Toronto. Eight teams -- Team Canada, Team Czech Republic, Team Finland, Team Russia, Team Sweden, Team USA, Team Europe and Team North America -- will compete in the two-week tournament. All games will be played at Air Canada Centre.

Gerry & Merlyn Laudato: FILCASA’s WAAY Basketball King and & Queen Valentine 2016 Playoffs start March 6 Gerry Laudato, president of FILCASA Housing Coop, and his wife, Merlyn Laudato, secretary, were proclaimed as FILCASA's King and Queen Valentine 2016 at the annual Valentine party held recently at the FILCASA social hall. Dressed in an elegant red gown, Merlyn and her husband, Gerry in barong, became the centre of the celebration as officers and members led by Ella Yambao, president of FILCASA,

offered flowers, pinned sash, handed the trophy and crown. Program followed and a buffet dinner had been served. Gerry is a city employee while Merlyn works at Ultra-Cut. They have two sons, Moses, 12 and the younger, Jacob, 9. Both husband and wife are active in the senior association. Dancing and socialization among guests, officers and members followed.

A remnant of the past also lives on here - its second floor is dedicated to vintage casino games including coin-operated slots and the "Sigma Derby" horse racing machine. Don't miss the Mob Museum located at 300 Stewart Ave. The 3-story building erected in 1933 and listed on the National Register of Historic Places boasts the world's most extensive collection of mob and gangster memorabilia. On the corner of Fremont and 6th Streets is the longest continuously operating hotel and casino in Las Vegas, "El Cortez". The must-see in Old Vegas at Fremont Street Experience are the free amazingly spectacular Viva Vision Light Shows which happen throughout each night and run every hour lasting for about 6 minutes. Ice Fishing with reporter Erica Natividad

ntroducing people to the sport of ice fishing has become quite an enjoyable pastime. I’ve come to know the all too familiar look of uneasiness on every person’s face when they try to come to grips with the fact that they are standing on ice. Admittedly, a relatively thin sheet of it on what was only a few short months, sometimes even weeks ago, wide open water. My go-to answer nowadays to the expected

in the Morning’ to this rapidly growing in popularity winter activity. The enthusiasm of remote reporters Mark Neufeld and Erica Natividad was evident the moment they stepped out of their SUV and onto the frozen river. In between live-to-air segments where we shared information about equipment, techniques, and food, I was able to get to know Filipina-Canadian Erica a little bit better. Born and raised in Toronto, she moved to Winnipeg only last summer specifically to take on this career opportunity with City

TV. Erica is a graduate of York University and then later attended Seneca College to specialize in broadcasting. This was her first time ever ice-fishing and she was admittedly a little nervous about it at the start. Erica quickly got over it however as she was active in helping drill holes with the ice auger, jigging rods, and hopping from tent to tent to check on our progress. It’s been a mild winter but the temperature on this morning was bitterly cold. The TV crew stayed warm by hanging out in the

tents and sitting in their running vehicle. The fishing was slow but that was offset just a little by the fabulous breakfast cooked up in one of the tents by Danny of Danny’s Whole Hog. By the end of the morning show we were only able to ice one sauger on camera. I will try to make it up to Erica by taking her out on a trip in the summer instead. You can watch remote reporter Erica Natividad’s adventures around Winnipeg every weekday morning from 6-9am on City TV’s Wheeler in the Morning.

he Office of the President through Communications Secretary Herminio Coloma Jr. congratulated FilipinoAmerican writer/animator Ronnie Del Carmen for his achievement as co-director of Pixar’s “Inside Out.” The movie won the Best Animated Feature Film at the

Academy Awards on Monday (February 29). The 56-year-old Del Carmen hails from Cavite and has a degree of Bachelor of Fine Arts in Advertising from the University of Santo Tomas. His family migrated to the United States when he was 30 years old. He was with Pixar Animations Studio since 2000.
