“He is Risen” A rumor of hope (Mark 16:1-8)

T

he "Resurrected JESUS planted the only durable rumor of hope amid the widespread despair of a hopeless world." A Rumor of Hoe! At the entrance of an empty tomb, we hear the first whisperings of that wonderful rumor: "He Has Risen!" Soon the rumor will begin echoing through the narrow stone-paved streets of Jerusalem: "He Has Risen!" Then it will be magnified and amplified across the province of Judea: "He Has Risen!" Ultimately it will shout like a blast of thunder rolling across an awestruck world: "He Has Risen!" But the rumor begins amid hopelessness and despair. THE TOMB AND THE GRAVE CLOTHES The account of the resurrection - the stone that had sealed the body of Jesus inside the tomb. When the three women looked up, they saw that the stone which was very large, had been rolled away. The presence of the grave

clothes, together with way they were arranged. The cloth that had been around the Lord's head was neatly folded and separated from the other grave clothes. The grave clothes, the strips of linen that had been wound around the body, had not been unwrapped or unwound. They were lying in the form of a person as though the body had banished from inside them. The Message of the Angel "Don't be alarmed", you are looking for JESUS the Nazarene, who was crucified. He Has Risen! He is not here. See the place where they laid HIM. But go, tell HIS disciples and Peter. "He Is going ahead of you into Galilee. There you will see Him as He told you." (Mark 16:5-7) THE RUMOR SPREADS The empty tomb, the grave clothes, and message of the angel had a profound effect on these women. It filled them with hope, with joy, with excitement. In an instant, they were transported from the depths of despair to an ecstasy beyond our imagining.

So they went out with gladness to begin spreading this rumor of hope, the only durable rumor of hope the world has ever known. This glorious rumor was hastened along by the appearances of JESUS before witness after witness. BELIEVING IS SEEING One of the powerful impressions of the account of the resurrection is this: the women believed, although they did not see. They saw an empty tomb. They saw empty grave clothes. But they they did not see the Lord. Nevertheless they believed. Peter later wrote, "Though you have not seen Him, you love Him, and even though you have not seen Him now, you believed in Him and are filled with the inexpressible and glorious joy" (1 Peter 1:8). ALL HOPE IS OURS! Health concerns. Safety threats. Financial insecurities. Life is full of trouble and chaos, but we don't have to fear or despair because of these three simple word: "He Is Risen." The He is JESUS, and He has conquered death - one of our biggest fears by dying in our place and rising from the dead. By placing our trust in Him, we not only have eternal life but our earthly life can be filled with peace and assurance even during the storms. We pray you will find great hope this Easter season through these reflections about JESUS's love for you. HAPPY EASTER!

But according to Mary, her life was very different in the past, “My life was not like this before. In the past, my husband and I just would just go to work then back to house, it was our routine. And we were quite happy with it.” It has been more than 20 years since Mary and her family came to Canada. Just like any new immigrant, it was a struggle at first. “I initially worked as clerk through staffing agencies. Then I studied programming and was hired at Health Science for the Y2K project. Then I had the opportunity to go back to my line of specialization which is supply chain and logistics.” The rough journey of settling down lasted for two years, then what followed was years of stable and good life. It was Mary’s great teamwork with her husband to thank for. Having Song Mallari as a husband is a great blessing to her. Song never gave Mary any problem. He was a good provider, an ideal husband and father to their children. Mary could not relate to domestic issues experienced by other women. Hers was a blissful married life. Then in June of 2015, Mary said her husband started showing symptoms of an illness, “Song had bad coughing and was diagnosed with pneumonia. I hid inside me – the exhaustion, the deep sorrow, the longing, the burden of pretending that I was strong.” Mary took a break from work for a year and devoted her time to her children. She said that having a pet dog also helped her bounce back fast. Her life now is different from what it was with Song. Now a known social media personality, Mary is contributing well to the Filipino community. I am sure her husband is also happy with what’s happening now with this new chapter of her life. Julie She is fearless. Don’t mess with her, she is smart and knowledgeable. In my three years work experience here in Canada, many Filipinos I’ve met at the work place are passive and anxious of their actions fearing that a simple wrong move might cause them their job . My interview with Julie Panergo for this article was delightful and liberating. Even when she was just a new employee, she bravely fought for her rights and those of other workers. At first she thought such gestures would anger her employer and would cause her termination from work. Instead her employer listened to her pleas and implemented positive changes to the work place. The company union noticed her courage and wit, she was invited to join and eventually she became an officer and served as its president for 9 years. Julie arrived in Winnipeg as immigrant in 1986. She started working in 1989, she was 24 years old at that time. Her job in the automotive industry was an eye opener for her. “I saw that many Filipinos, particulary women, were always crying. I became curious, what was happening to them?

Then I witnessed how the Filipino employees were being mistreated by their supervisors. I bravely faced the supervisors and talked to them. I also went to the president’s office to complain. I was new in the company at that time, I was not aware that it had a workers union. When I’d see irregularities at the work place, I’d write my appeals on my timecard, it was my way of communicating to the management. After the officer read what I wrote, there were improvements implemented on the following day. Sometimes the problem is not really discrimination against Filipino workers. There’s the other possibility that the management just have to be made aware that there are improvements needed. If no one would air those to them, there is no way they will know about it.” United Steel Workers Union saw Julie’s courage and leadership potential. “The union saw that I was not afraid to fight for the worker’s rights even if I was not part of the union. I was elected as union treasurer. I attended the Facing Management course and Leadership training. I learned a lot from the union specially from its leaders who had been there for a long time. In my own family, our parents encourage us to speak our minds. I remember our growing years in the Philippines, during dinner time we always had an open forum.”

Julie became the union president for 3 terms or 9 years. She was also actively involved in the Women of Steel, a group formed by the strong women in the union. “I became chairman of the group. I learned a lot about women issues. The purpose of the group is to help women who are not comfortable to speak what they have in mind, to have the venue to express freely. Included in its advocacy is fighting for equality in terms of pay and rights among men and women. Normally women don’t know where to get support for the work issues they face. With Women of Steel, they know there is a group to go to. An example of women issue is discouraging women from applying on a higher paying job by telling them that they cannot do it, and that the job does not fit them because they are women. With the absence of support from women group like Women of Steel, a person will be easily influenced by what she heard, and it would eventually lead to a lower self esteem.” “I have helped many members who were placed on disciplinary action. One example was the very first case I handled. A worker who worked for the company for 30 years was fired out because he did not report for 5 consecutive days. He failed to notify the company about his absence. When we faced the HR personnel, I defended the employee. I told HR -- 30 years in service and you did not even care about what happened to your employee? What kind of company

is this, and what are you trying to say to the people around you and to the society? What do you think will they say about you as a company? That you don’t care, you did not even bother to call. You did not even bother to ask, if this person got into accident; and why the employee did it not even bother calling you?” The person reclaimed its position and was paid from the time he was fired out. Most of the time Julie looks at loopholes in the process. Like in the case mentioned, the worker actually called up to notify, however they could not trace it. For Julie, if there is a disciplinary case, it should not be finding who to blame. But it should be looking at fault in the system. Julie gave advices about filing grievance (due to harassment, unfair labor practice, discrimination, etc.) and about WCB: Filing Grievance If you are a union member, if your union representative says that your union cannot do anything on your grievance or case, don’t stop there. Sometimes there are union officers that are lazy to fight for their members. If you encounter such, tell your union, “I will file a grievance because you are not filing my grievance.” Your grievance has certain number of days to file, after that you lose your right to file it. If your union misrepresents you, either you bring your grievance directly to Labor, or you hire your own lawyer because there was a misrepresentation (or your union did not help you). With that, you

have the right to hire your own lawyer, and your union will pay for it, just be sure to inform your union first about getting your own lawyer. If you are not member of the union (sample you are a contractual employee or the company is not unionized), make sure to document everything. Example, say there was harassment that happened, document the date, time, the people involved. Call Employment Standard to submit your report. WCB Regarding Workers Compensation Benefit (WCB), that was created for the workers, and not for the employers. It was created because we gave up our rights as workers to sue the employer when we get injured, so instead we go to WCB to claim. With this scenario, say a person filed claim at WCB after developing tendonitis from his work. After months of treatment and he was healed, he goes back to the employer to report for work. However, the employer tells him that his work is no longer available because a replacement is already assigned to the position, and he is told to call WCB. On calling WCB, the latter instructed the person to file EI. Was it a rightful action on the part of WCB? According to Julie, it was a return to work so the employer must accommodate the person. It is your right to go back to retain your position. If you cannot perform the same job, then you should be provided by WCB with

FilipinoJournal.com

compensation. If WCB tells you to file EI, you should say, “No, I will go back to my position.” If WCB insists, then you should write a letter to appeal your case, and give it to WCB Appeal Board. Tell WCB that they have that job because of the workers. In addition, If you are on WCB, when you see your doctor, tell all your complaints about your injury. Because when you get old and an effect of your injury occurs, you can still file a WCB claim for that. That is a long term injury. Another important thing, WCB can provide training for you. If you return to work and there is no position available for you, it is WCB’s responsibility to retrain you so you can get a work that will pay you the same. If your new job is paying you less, WCB must pay you the difference. If you have questions for Julie, you may email her at julienery@ hotmail.com.

SSS to PH-based retiree pensioners: No need for annual confirmation

T

o save time and money, state-run Social Security System (SSS) reminded retiree pensioners in the Philippines who are 84 years old that they are no longer required to do the Annual Confirmation of Pensioners (ACOP) to continuously receive their monthly pension. “The waiver of the ACOP requirement for retiree pensioners here in the Philippines is one of our ways to bring better quality service to our dear members. This new guideline will allow our pensioners to save time and money. It will also lessen the number of transactions in our branches,” SSS President and Chief Executive Officer Emmanuel F. Dooc said. ACOP is a program which requires pensioners to report annually to SSS or their depository banks to ensure the continuous payment of their benefits. It was implemented in 2012 to avoid circumstances where benefits are being received by persons other than the rightful beneficiaries. In lieu of the ACOP, the SSS will instead conduct a verification procedure to confirm whether they are still alive or not and are entitled to SSS benefits. Dooc stressed, however, the ACOP is still required for retiree pensioners based abroad, total disability pensioners in the Philippines, survivor pensioners, and minor or incapacitated dependent pensioners. While retiree pensioners in the Philippines who are 85 years old and above and survivor pensioners who cannot report personally due to sickness, illness, or injury will still be checked through a mandatory home visit by SSS employees. Based on SSS Circular No. 2017-012, the schedule of compliance for retiree pensioners residing abroad and total disability pensioners is on their birth month; survivor pensioners on the birth month of the deceased member; while minor or incapacitated dependent pensioners should comply with their guardian on the birth month of the member or deceased member. In addition, early compliance with ACOP, which is six months before the

scheduled date is allowed if the pensioner reported for ACOP during the previous year. Medical Fieldwork Service (MFS) or the home visit by SSS doctors may also be provided for total disability pensioners. SSS reminded its pensioners that noncompliance with ACOP will result in the automatic suspension of their pension a month after the birth month of the pensioner or SSS member. “Resumption of pension will take at least two months from the date of compliance of the pensioner. To avoid disruption in the receipt of benefits, please don’t forget to comply with the ACOP on your scheduled date,” said Dooc. Dooc added that all recalled pensions, if any, and all accrued pension shall be remitted to the pensioner’s depository bank for crediting to the pensioner’s account after compliance. The SSS also advised pensioners who are residing abroad to make use of the ACOP through Video Conference (ACOP-VC) facility for easier and faster compliance with ACOP. The ACOP-VC is launched in December 2015 exclusively for SSS pensioners abroad to comply with the annual reporting without the need to come home or have their documents authenticated by the Philippine consulate abroad prior to submission to the SSS. To use the ACOPVC, a pensioner must have a “SKYPE” account to do an online interview. The ACOP-VC interview must be conducted within the birth month of the retiree pensioner or the deceased member in case of death pension. The pensioner needs to make an appointment with SSS by sending an email to ofw.relations@sss.gov.ph or to member_relations@sss.gov.ph indicating in the subject line “Skype (ACOP), pensioner's name and SS number”. As of end-February 2018, total number of pensioners have reached 2.3 million and the SSS has so far released P10.4 billion as pension benefit for pensioners.

T

he pre-wedding photos of television personalities Billy Crawford and Coleen Garcia have created a big stir on social media. Hours after the couple and their photographer posted images from their grand photoshoot in Lalibela, Ethiopia, netizens went abuzz over their supposedly insensitive pre-wedding photos with Ethiopian children and women in the background. The engaged couple who is set to the tie the knot in April, had their photoshoot in a remote village in the African nation. . Photos show them wearing colorful outfits with locals

either surrounding them or at the back. While some marveled at the photographs' beauty, others were quite dismayed that the engaged couple used villagers as "props."

The pictures have now been deleted. Photographer Oly Ruiz had earlier come to the defense of Billy and Coleen.

On The Road

T

he Winnipeg Jets spent the first half of March on the road in an east coast 6-game road trip. Their first three wins came against the Carolina Hurricanes (3-2), a 3-0 shutout win against the New York Rangers and the New Jersey Devils. The last three games ended up as loses 2-1 against Philadelphia Flyers, a 3-2 overtime loss against the Washington capitals and closing out the road trip in Nashville 3-1. In the Jets lone goal against Nashville, Patrik Laine extends his points streak to 13-games, a franchise record.

The injury depleted Jets took on the Nashville Predators missing six top line players Mark Scheifele, Paul Stastny, Adam Lowry, Toby Enstrom, Dmitry Kulikov, and Jacob Trouba. The Jets earn 7 out of 12 points on the road and remain 3rd in the Western Conference behind Nashville and Las Vegas. The Jets return home battered and bruised and return to Bell MTS Place on March 15th to play the Chicago Blackhawks and a short 6-game homestand.

The kind of politicians we have

W

e are looking for some needless in a haystack, if we are looking for politicians in this country who are imbued with high ideals. Many politicians assume we are an ignorant public. This is actually happening. If the political landscape is a garden, you can see very often butterflies changing their colors depending on the season. In this country, politicians seemingly are already immune to any feeling of embarrassment when they change political parties. They change for convenience. It is baloney if you hear them saying they entered politics because they want to serve the public. The truth is they are there for the money and influence. At least many of them. They think they can take everybody for fools. They switched political parties as they change their neckties. And that will depend who is the tenant in Malacanang. And because today President Rodrigo Duterte carried the banner of Partido Demokratiko Pilipino-Lakas Bansa (PDPLaban) many wanted be in this party. It’s the ‘Birthday Party’. All wanted to get a slice of the cake. Looking back, in the early

years there were two main political parties. The Nacionalista Party (NP) and the Liberal Party (LP). And now with the multiparty system, many of them go to where the bread is buttered. During the many years that Marcos was president, sans for few they were into the powerful Kilusang Bagong Lipunan (KBL). And when Marcos was forced to live in exile in Hawaii and Corazon Aquino was swept into power, many became chameleons. Fidel Ramos was partyless but wanted to run for president vs Ramon Mitra, a close associate of the widow’s husband, the former Senator Benigno S. Aquino Jr. who was killed at the Manila International Airport tarmac. Ramos, who was her husband’s jailer when martial law was proclaimed in September 1972 got the support of Cory. Of course PDP-Laban members were furious. Many thought Cory should have supported Mitra instead. But just like in any drama, there was that twist. Ramos in need of a party, supporters founded one for him, and won the presidency. It was the Lakas -NUCD, a brainchild of his kabalayen, Speaker Jose ‘JDV’ de

here is a big difference between complaining and simply stating a fact. Personally, I acknowledge that life here in Canada is so much better when it comes to having a stable job, healthy lifestyle, and a fairly comfortable life. I will never exchange all these again with life in the Philippines— inasmuch as I love my friends and families who are still living there. However, I could never warm up to the cold and snowy

days of Winter. Given the choice, I will still choose a hot summer any time—this is more manageable for me. But I don’t really complain when it’s Winter because I know well that it is a part of life here…a yearly routine. Long winters will always be a part of life in Canada, especially here in Winnipeg. We just need to find ways to deal with it without the useless complaints. But also, there is no need to force ourselves to like or love something that we really dislike or hate. Just

Venecia. And those ‘furious’ PDP members switched their loyalty to Ramos. And then came Joseph ‘Erap’ Estrada. From the vice presidency, he was catapulted to the presidency under the Partido ng Masang Pilipino (PMP). So many jump ship and wanted to be identified with Erap. Then EDSA Dos, Erap was dislodged and was succeeded by Gloria Macapagal Arroyo and stayed in Malacanang until 2013. GMA’s party was the Lakas Kampi. More than two thirds of those in congress sided with GMA and took their oath of allegiance. GMA’s reign ended and Benigno ‘Noynoy’ Aquino became president because Cory died months before the presidential elections. The outpouring of sympathy of the people was translated into votes for the son despite a small revived Liberal Party which only account with few members. They only grew in number when the election results showed Noynoy won the presidency. And today, the PDP-Laban served notice that henceforth there will be a cut-off in accepting members. Almost all politicians, big and small wanted to join. Well the reason is obvious. Now the question that we can profound is if our country will really move forward with the kind of ‘leaders’ we have in our midst. ‘Big Sister’ comes to the rescue

W

ith her little brother caught in a quagmire of electoral protest that doesn’t seem to be moving towards a victory over Vice President Maria Leonor “Leni” Robredo, Ilocos Norte Governor Maria Imelda “Imee” Marcos is stepping up to the plate to lead the Marcos dynasty in trying to regain national preeminence. Can she do it? At 63 years of age, the road to a national office is fraught with risks. Simply put, there are many of the old Marcos enemies who would relish in pulling her down. And just like what her only brother former Senator Ferdinand “Bongbong” Marcos Jr. had to run the gauntlet to make it to the finish line. But it was a “photo finish” with Leni finishing by a nose – 263,473 votes – that Bongbong could not accept, claiming he was cheated. Yep, it seems like it is another case of the Loser Syndrome: “Survival of the Cheatest.” Bongbong had asked the Supreme Court, which sits as the Presidential Electoral Tribunal (PET), to order the recount of ballots in pilot provinces Camarines Sur, Negros Oriental and Iloilo. The initial recount is set for March 19. That reminds me of the unofficial election rule: In Philippine elections, there no are no losers, only the winners and those who were cheated. And when a candidate gets defeated, it breaks his or her heart, but usually – in most cases – he or she would concede defeat and graciously congratulate the winner. But at the back of the loser’s mind, plotting begins on how he or she could cheat bigger and better to win the next election. But Bongbong couldn’t admit that he was beaten with the “unofficial election rule” still fresh in his mind. So he was cheated, he so believed. The election was his to win. It was his destiny to continue his father’s legacy but it was short-circuited by the “Yellow Army” of former prez Benigno “Noynoy” Aquino III. Yep, the Yellows did it again, just like in 2010 when Noynoy won the presidency. It was a long period – six years -- of nightmarish mind games. Bongbong’s gambit But Bongbong set his eyes on the presidency by way of the vice-presidency. He thought that it would be easy to win the vice-presidency because the presidential derby was packed

with high-powered wannabes who know how to play the “unofficial election rule” and win! Bongbong figured that once he is elected vice president, there are several ways in which he could take over the presidency. I don’t know how he would have done it, but who cares – he’s out of the game now. Instead he’s concentrating in trying to convince the PET members to reverse the outcome. He had counted the heads of the justices and was pretty sure that he had majority of them supporting him. This led some observers to believe that the Marcos billions was being played like Monopoly money. However, the pace of the PET process was painstakingly slow and tedious like a turtle having difficulty making it to the finish line, which makes one wonder: would PET be able to complete its mandate by May 2022 at the end of the current presidency? And while the PET process continues, Bongbong is immobilized, unable to make a political move, lest he’d lose his chance of winning his electoral protest. But this could all be an exercise in futility because nobody has yet to win an electoral protest for the presidency or vicepresidency. “Big Sister” Meanwhile, “Big Sister” Imee Marcos has been honing her political tools, knowing that she is entering an arena where political gladiators fight it to death: no rules to adhere to, no “below the belt” restrictions, and no quarters given. Of course, Imee will win a Senate seat if she decides to enter the Senate race in 2019. There is no question about it. She told reporters there is a 50-50 chance that she will run. It all depends on whether Bongbong continues to pursue his electoral protest against Leni. But it’s taking forever and there is no end in sight. If she wins a Senate seat, that would position her to run against Leni for president in 2022. It would be quite a spectacle: Leni supported by the Aquinos and the Liberal Party and Imee supported by the Marcos dynasty, the archenemy of the Aquinos. Indeed, it’s going to be a proxy war between the Marcoses and the Aquinos. When asked if her father’s legacy will affect her decision to run for national office in 2019, Imee said she’s confident that her father’s legacy will “stand on its own.” But she’ll be vying

FilipinoJournal.com

for one out of 12 senatorial seats, which gives her a greater chance of securing a Senate seat. But what if Bongbong wins his electoral protest? Would Imee still run for Senator? With Bongbong gunning for president in 2022, would “Big Sister” forgo a Senate run and put all of the Marcos’ political capital behind Bongbong? It’s sort of “all or nothing” for Bongbong. But what if Bongbong loses the election? That would put an end to the Marcoses’ plan to regain the power and prestige that they lost during the People Power Revolution 32 years ago. Third generation Marcoses And with Imee terming out as Ilocos Norte governor in 2019, that would put a limit to the family’s influence beyond her province. It doesn’t come as a surprise then that third-generation Marcoses have been involved in local politics. In May 2015, Imee officially notified the Commission of Elections that she was a resident of Laoag. In September that same year, the three sons of Bongbong – Ferdinand “Sandro” Alexander III, Joseph Simon, and Vincent – registered as voters of Laoag City, claiming their dad’s house in Barangay Suba as their residence. Imee’s youngest son, Matthew Joseph Manotoc, ran for the Ilocos Norte provincial board in 2016 and won. It won’t take too long before this new crop of Marcos politicians would be running for Congress. Ilocos Norte has two congressional districts. The 1st District is controlled by the Fariñas political dynasty while the Marcoses hold the 2nd District tightly. Congressman Rudy Fariñas – just like Imee – will be termed out in 2019. With Imee now officially a resident of Laoag, which is in the 1st District, what is the likelihood that she’d run in the 1st District? Bongbong’s eldest son Sandro is now primed to run for office in the province. Why not the governorship that Imee would be vacating? Bongbong’s second son, Joseph Simon would be in a position to run for mayor of Laoag City against incumbent Chevylle Fariñas. And Bongbong’s youngest son Vincent would qualify to run against Laoag City’s incumbent vice-mayor and Chevylle’s husband, Michael Fariñas. That would certainly stack up the cards against the Fariñas clan right in their own backyard. The Senate, however, is a hard nut to crack. There are just too many “senatoriables” from the various political groups and dynasties, mostly southerners with political ties to President Duterte. By the way, the matriarch of the Marcos clan, Imelda Marcos, is the congresswoman representing the 2nd District of Ilocos Norte. If she’s ready to retire from politics, she could easily hand the district to one of her grandsons, unless Imee comes to the rescue and takes full command of the family’s political affairs.
