A

t the height of the brutal slaying of Jaime Adao, Jr,, known in the Filipino community as Jimboy, coupled by the increasing homicide cases and the soaring fear to the near methamphetamine epidemic in the City of Winnipeg, the 204 Neighbourhood Watch led by Leila Castro expanded its community initiative by supporting People’s Active Response Against

Crime (PARAC), a Winnipeg based community service oriented individual who unites in order to achieve and have a safe and peaceful environment. As of this writing, there are now five chapters, namely, the West End, the North End, Maples & Keewatin, East and West Kildonan with a more than 1.8k members. “It is overwhelming that a massive number of people have expressed interest to be involved. It is good that we have 204 Filipino

Marketplace, a social media group that served as a very good communication platforms, leading to the formation of 204 Neighbourhood Watch, our initiative to be on the street for two years patrolling some areas in the City of Winnipeg. And when we formed PARAC, its 1st chapter is in the West End, right away we are able to schedule a meeting, get a venue and invite a representative of the West End Watch to join. Since last week, PARAC West End has gone a

long way in terms of knowing your Kapitbahay (neighbours) and setting the plans by taking care of their own community. PARAC aims for a much safer... home in McGee St, two forums were held to discuss the crime situation in the City of Winnipeg and to calm down the on-going fears among the Filipino families in the community. “The forums we have had were, in a way, an assessment of the capabilities of the government officials we elected, to challenge them to do better; to let the members of our community know the law of engagement with the police authorities and our rights in the role of law and how we protect ourselves,” explained Castro. She added that being one of the administrators of 204 Filipino Marketplace, seeing the correlated incidents posted by the members about break-ins, seeing many drug paraphernalia in their patrolling and reading the crime news, she believed that the city we live is not safe especially the worsening meth crises.

With PARAC as a community initiative to look after the safety of our community, Castro reacted to the so-called “Revolving Door Justice” system when criminals go to prisons and then released to live again in the community: “We are stating an initiative towards wider conversation and to unify people to challenge the flaws in the law and the systems if terms of if they indeed protecting the people or they are making Manitoba as a haven for members of the community committing and repeating crimes. The current law seems to be tolerant and not serving the purpose to deterrent crime. At present, the community is starting to experience the effects of the worsening meth crisis resulting in numerous random attacks and even death. The long waiting time (4 months backlog) in the addiction treatment centre makes the situation even worse.” “It is painful that it was the tragic death of an innocent child that prompted the Filipino community to

call for a change. We feel that both the system and the law failed the boy. We are all crying justice for Jimboy,” expressed Castro.

According to the report, Winnipeg Free Press, March 19, 2019), it reported that there are 10 homicides, almost double compared with the same time last year. By this time last year, there had only four killings in the city, according to the Winnipeg Police Service statistics. The five most recent homicides happened in the West End, North End and the downtown.

TELEPHONE SAFETY Be cautious when speaking to someone on the phone, as you cannot confirm their true identity. They could be a fraudster. • If a caller refuses to identify him or herself to you – hang up. • Do not give out any personal information to anyone. This includes credit card or banking info. • Do not divulge that you are home alone. • If you are receiving annoying or harassing telephone calls, hang up and activate the call trace feature (*57). Document the date, time and nature of the calls and assemble a record of calls before contacting the police. • Notify the police immediately if the calls are threatening in nature. SAFETY TIPS TO REMEMBER • Keep sightlines clear – trim trees and shrubs to prevent a place to hide. • Lighting can be an effective deterrent for criminals: ▪ use motion lights on the exterior ▪ use timers inside your home to give appearance someone is home • Change locks upon moving into a new residence. • Keep doors locked even when you are home or in your yard. • Include children in your safety plan. • Get to know your neighbours. • Be aware of suspicious activity and look out for each other.

Garden City gets crafty with two new national brands, Michael’s and Bulk Barn slated to open in 2019

he evolution of Garden City continues with the announcement that two national brands will join the existing retailers. Michaels, North America's largest specialty provider of arts, crafts, and seasonal décor, and Bulk Barn, Canada’s largest bulk food retailer, have each confirmed they will join the shopping centre in 2019. Interview with Minister of Immigration Ahmed Hussen

L

ast week, the Honourable Ahmed Hussen, Minister of Immigration, Refugees and Citizenship was in Winnipeg and the Filipino Journal was privileged to chat with the him to get updates on the current immigration programs which are beneficial to the Filipino community being one of the country’s rapidly increasing immigrant demographics. FJ: Any updates on the spousal sponsorship program? AH: As you know, it’s the government of Prime Minister Justin Trudeau and his leadership that fixed the spousal program. Spouses were kept apart before for years. The process would take too long. It was complex. We simplified the process. And now, the vast majority of the spousal sponsorships take 12 months or less. So I'm happy to hear that within the Filipino community, just like many other communities, spousal sponsorship is going very well. Family reunification is really important to us. And just so you know, a lot of the changes we've made to improve the system came from Canadians themselves. They are the ones who told us what needed to be fixed. So if this is a proposal that many members of the community feel that we should look at, I'm happy to look at any proposals that they bring forward. So I would encourage them to inform us on what they envision to be that change. FJ: The temporary foreign workers recent changes indicated that you have 2000 new spots. Don't you think that number is too low? AH: Well, it’s a start. And by the way, it's 2000 principal applicants plus their families so you’re talking about higher number than 2000. Secondly, in January, I announced Canada’s first ever Rural and Northern Immigration program, the first in its kind for many years. That will also allow further 2,750 principal applicants plus their families to come to Canada and a lot of them can be recruited from the existing temporary foreign workers pool. Finally, the provincial nominee program is expanding. We, the

federal government, every year we've been in office, we’ve introduced high immigration level that has allowed us to also increase the spaces in the provincial nominee program by 33%. So some of the temporary foreign workers will also be made permanent through that stream, because there's more spots. The rural and also the 2000 spots and we’re always talking to the industry. There are a number of industries including the meat cutters and the mining industry and others who've asked us to also do a little bit more. So we're talking to them to see how we can help them as well. And a lot of that will come again from the temporary foreign workers. FJ: Anything being done to expedite or assist the professional immigrants so that they can obtain equivalency of their profession back home and be able to use their skills and experience in finding jobs that will optimize their qualifications. AH: As you know, the professional bodies that regulate these professions like doctors, nurses, lawyers, engineers are under the province’s provincial jurisdiction. The provinces are responsible for these bodies so the Government of Canada, we don't have direct jurisdiction over the regulatory bodies. Having said that, I can tell you that a lot of professional bodies have really moved to address this issue, some haven’t. But the problem is much less prominent as it was many years ago. In terms of what else can we do, in the ways that the Government of Canada can do something about this, we have. We have introduced a strategy in 2017 called the targeted employment for newcomers. It's focused on professional newcomers and it’s to help them with all the other obstacles that are beyond the regulatory body like providing them income support so that they can sit for the exams, loans so that they can pay for the books, they can pay for the exam, they can pay for the application fees. And when they finish, and they get licensed, the other hurdle is people say to them, you don't have any Canadian work experience. So

we're actually paying them to get that Canadian work experience. And there’s mentorship, job matching system. So it’s very holistic and comprehensive strategy. I urge you to look at it, $27.5 million targeted employment strategy for newcomers. FJ: For parents and grandparents program, any specific updates that we can update our community? AH: Yes. I just want to sort of tell you where we were and where we are now. When we got into office there were only 5000 spaces to sponsor parents and grandparents for the whole year. So, our team, Prime Minister Justin Trudeau at the time he wasn’t a prime minister yet, promised that if we get elected, we will double that number from 5000 to 10,000. We kept that promise. And then this year I doubled that number again from 10,000 to 20,000. As you know, the program is very popular. We took 27,000 applications ( to account for duplicates and other things). Even with that, it's a very popular program with higher immigration levels projected next year, the year after that, I can certainly tell you that it's very reasonable to expect that the program continue to increase, but the demand is just too high. So what I always tell people just try again next year, and the ones who didn't get this year, they can try again next year, or they can use the super visa program which allows them to bring their parent or grandparent for periods of time for up to two years.. But we are very sensitive to family reunification. We’ve increased four times, and any opportunity to make it even better we will certainly do that. Caregivers? Caregivers used to wait 5 – 7 years to sponsor their families. We have brought that time down to 12 months. The backlog is finished now. And my promise was I was going to finish 80% of the backlog, we did 94%. So there’s only 6% left and we will finish that. To see the full interview, you can go to Filipino Journal on Youtube.

Malacañang to deport ICC prosecutors

Presidential Spokesman Salvador Panelo said prosecutors from the International Criminal Court (ICC) will be deported if they enter the Philippines to investigate allegations of extrajudicial killings in President Rodrigo Duterte’s war on drugs. Panelo however could not cite a domestic law as the basis of the government in deporting staff from the ICC. He said the Bureau of Immigration could turn prosecutors away if they say they are

investigating the government and interfering with the sovereignty of the country. The country’s withdrawal from the ICC took effect on Sunday, a year after the government served its notice of withdrawal from the Rome Statute to the United Nations. This makes the Philippines the second country to pull out from the only war crimes tribunal in the world after Burundi canceled its ICC membership in 2017.

Duterte signs law abolishing Road Board

President Rodrigo Duterte signed Republic Act 11239 or “An Act Abolishing the Road Board and providing for the disposition of the Motor Vehicle User’s Charge Collections”. Under the new law, MVUC will be “remitted to the National Treasury under a special account in the General Fund.” A Congressional Oversight Committee, composed of five members each from the House of Representatives and the Senate, was also created to monitor the funds. The President had earlier called for the abolition of the graft-ridden Road Board. The law was signed on March 8 but was released to the media only on Tuesday.

ICC says prelim inquiry continues despite PH withdrawal The preliminary examination into President Rodrigo Duterte’s antidrug crackdown will continue notwithstanding the Philippines’ withdrawal from the International Criminal Court (ICC).

This was disclosed by ICC prosecutor Fatou Bensouda who stressed the court continues to have jurisdiction over the possible crime against humanity committed during the period the Philippines was a state party to the statute. He cited Article 127.2 of the Statute which was the prior ICC judicial ruling in the situation in Burundi. The Philippines was a party to the court’s Rome Statute from November 1, 2011 to March 16, 2019. Malacañang has argued that the Philippines has never been a party to the Rome Statute, saying

PAGASA says PH now approaching dry season

The Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA) says the days will begin to last longer and nights get shorter after Thursday’s vernal equinox. According to PAGASA, vernal equinox is an astronomical event that marks the beginning of spring in the northern hemisphere and autumn in the southern hemisphere.

In the Philippines, days following the vernal equinox mark longer daytime and shorter nighttime. It will also begin to feel more like summer due to longer exposure under the sun. As the northeast monsoon or “amihan” season ends on the third or last week of March, PAGASA may declare the official onset of dry season in the country. Last year, it was s declared on April 10.

t’s Showtime host Anne Curtis got emotional in her Winnipeg concert last March 17 at the Centennial Concert Hall after getting a standing ovation from the audience. She particularly posted on her Instagram account that it was one of her favourite moments from her (concert) tour. The cellphone flashlights being waved by the crowd during the concert was like a sky filled with pretty stars, she added. She said that touring is fun but it can really be tiring and it is the love of the audience that keeps her going. But before Anne got emotional towards the end of the show, it was a pure fun night as she playfully performed with swanky costumes which were styled by Liz Uy’s Stylized Studio and Pam Quinones’ Qurator when the show was launched last year. She was joined by Billy Crawford, Katrina Velarde, Chad Kinis, G-Force as her guests and Louie Ocampo as her musical director. AnneKulit Winnipeg which capped off the Canada tour was presented by Headrush Productions with producer Erickson David. Indonesia’s TV to air own Manager says Maine Mendoza not version of ‘It’s Showtime’ moving to ABS-CBN Indonesia’s MNC TV will be airing its own version of ABSCBN’s noontime show “It’s Showtime”. The franchise was announced by a lyric video post of the Kapamilya noontime show through MNC TV’s Facebook page. The news was confirmed by Business Unit Head Peter Edward Dizon on his Facebook page. “The noontime show’s hosts Vhong Navarro and Vice Ganda also announced the news in the “Bidaman” segment of “It’s Showtime” last Saturday.

Arnell Ignacio to do a showbiz comeback

howbiz beckons Arnell Ignacio to return to his “first love,” and it seems he has no power to refuse. In a met up with the entertainment press shortly after he resigned as Deputy Administrator of the Overseas Workers Welfare Administration or OWWA, he explained that his main reason for leaving the government is his personal problems at home. He also needs a job that can make him earn more, to have more time for his child Sofia, and to care for his father who has 4th stage prostate cancer. The 55-year-old comedian and former TV host however said he has learned to love his government job and is still open to working with the government, like being a consultant for any government agency.

Alden to do a movie with Kathryn

he Kapuso network has allowed Alden Richards to do a movie with Star Cinema, the film arm of their rival network ABS-CBN. The movie will pair Alden opposite Kathryn Bernardo for the first time and will be shot in Hong Kong under the direction of Cathy Garcia Molina. Movie pundits believed that doing movies with other partners will surely help them grow in their respective careers. Alden is part of the popular AlDub love team with Maine Mendoza while Kathryn is part of the KathNiel love team with Daniel Padilla.

Health Matters with Dra Denise: Methamphetamine

I

feel compelled to write about the tragedy that has rocked our community—the senseless killing of one of our bright young stars, Jaime Adao. I became physically ill when I read about what had happened, and I ache with a mixture of shock, anger, disbelief, sorrow, fear and, yes, hate-at a world that could be so cruel as to allow this to happen. I could write about grief/PTSD, self-defense in the face of violent or aggressive person(s), methamphetamine and psychosis—which was purported to be a potential cause/factor in the intruder’s behaviour. These issues are all related, and there are important health lessons in each area we can learn. I will start with methemphetamine because it has been an increasing problem in Manitoba in terms of prevalence, misuse, overdoses, deaths, violence and murder. This is not a drug that only affects those who use the drug; we are in the midst of a crisis that is taking over health care, law enforcement, and other workforce sector resources in dealing with individuals on this drug. If methamphetamine was indeed a factor in this tragic case--this is further evidence that the crisis is affecting everyone—including our most vulnerable, our children—who should be safe in our own homes. Stimulants or “uppers” are a class of drugs that include amphetamines, methamphetamine, cocaine, MDMA (Ecstasy), Ritalin and caffeine. These drugs speed the body up and cause the body to feel awake, anxious, excited and energetic in the short-term. Methamphetamine or meth is a powerful, highly addictive man-made stimulant known for its euphoric effects and the energy it triggers in users. The drug is cheap, relatively easy to get and make, and the high lasts for several hours. On top of that, there is no immediate antidote, such as naloxone for opiate users. Meth comes in a number of forms, including pills and an odorless powder that can be snorted or dissolved in liquid. Crystal methamphetamine (aka jib, ice, crystal) is the same drug as meth, but in a more potent, distilled form. Because it is more pure than regular meth, it is more addictive and creates an extended high that users can feel up to 24

hours after use. Crystal meth is one of the most potent stimulants and can be swallowed, crushed and snorted, smoked, or injected. Long-term meth use can cause sleep deprivation, psychosis, paranoia, heart attack, irregular heart rhythm, stroke, and other problems. Continued use also results in poor nutrition, greater risk for destructive behaviour and sexually transmitted infections, ongoing mental health issues, and medical complications over time. Meth use is quite prevalent in Manitoba. In fact, it is now the most-reported primary drug of use among people accessing care at AFM facilities, with an increase of over 50% over the last few years. The Manitoba Nurses Union reported a 1,200% increase in meth-related emergency room visits since 2013. There have been numerous recent meth-related violent incidents the Winnipeg police have had to address. Know the Signs Some of the most common signs and symptoms of meth abuse include: • Dilated pupils • Anxiety • Teeth grinding • Paranoia • Psychosis • Hallucinations • Meth sores or meth mites: sores on the skin users get from a mixture of decreased blood flow to the skin, poor hygiene, and the sensation of bugs crawling on the skin combined with hallucinations of bugs on the skin which lead to picking and injuring the skin to remove them, even with implements such as knives • Meth mouth: cotton mouth from dryness from the drug and poor hygiene leading to increased cavities; teeth may fall out • Kidney failure • Bacterial infections • Malnutrition • Overdose • Death If a person takes too much meth (overdoses or has stimulant toxicity), they may: • have rigid jerking limbs or seizures • go in and out of consciousness • have a racing pulse (rapidly increasing) or chest pains • experience psychological distress

(anxiety, paranoia, confusion, panicking, delusions/hallucinations, extreme agitation) • have severe headaches • exhibit aggressive behaviour • be dehydrated or over-heated (rapidly increasing temperature, sweating, and skin feels hot) Know the Response If the person is conscious, s/he may be experiencing mental distress, also known as “over-amping” (ie crashing, anxiety, paranoia) linked to stimulant use and its associated sleep deprivation. How to Respond: • Always assess the situation and take steps to ensure your safety and the safety of others first. A strange intruder is very different from someone you know and are familiar with. Be aware of the unpredictability of any person on stimulants who is agitated and displaying signs of paranoia, hallucinations or delusions. Go to a safe place, and get help if you are not sure of your safety. • Call 911 immediately in case of suspected overdose or concern for your or others’ safety. • If you feel safe in the situation, stay calm, remain with them, encourage them not to take any more substances, and move away from activity and noise. • Be careful not to over-hydrate, but give water or other non-sugary, non-caffeinated fluids to help replace lost electrolytes. • Place cool wet cloths on forehead, back of neck, armpits. • If the overdose involves a mixture of substances, Naloxone will temporarily remove the effects of any opioid. Naloxone will not work for a stimulant overdose, but it will not cause harm even if an opioid is not present. If in doubt and Naloxone is available, use it. • If the heart has stopped, provide chest compressions. While waiting for the ambulance to arrive: • Stay with the individual for support, encourage hydration, and stay calm. • Do not give them anything by mouth if they are unconscious. • If they are having a seizure, make sure there is nothing around

Are Filipinos Asians or Pacific Islanders? (On Simple Geographic Association)

The Filipinos of Spirit 1 Taekwondo Academy Lionel Bernier | March 18, 2019

T

he Filipino community is well represented within the ranks of the Spirit 1 Taekwondo Academy in Winnipeg with seven adult students and their children, four adult black belt instructors (two

with children), and thirty students. Spirit 1 Taekwondo Academy is unique in that it encourages and promotes the participation of parents with their children in the practice of taekwondo. Of the adult

parents, four of the ladies made the commitment to train with their sons and/or daughters and two fathers have done the same one year after their children began training. This past February 9th, Jean

Villarin, Janice Amsel, Roche de Luna, Chyryl Rances, Oliver Aniasco, and Rolando Dabasol, were all promoted to the rank of green belt or green stripe. These adults all have busy careers, from an ICU Registered Nurse, a Manitoba Land Surveyor, a Professional Quantity Surveyor, a Car Body Shop owner & operator, a Canada Revenue Agency employee, an employee of Maple Leaf Foods, and of course, although not a student, our very own professional photographer, Jay de Luna. The atmosphere on Saturdays during the three hour training sessions is serious but at the same time is lightened by the jovialness of the Filipino personality. This encourages harmonious interactions with the non-Filipino students and staff to the extent that everyone has that “feel good” aura about them when the class is finished. Spirit 1 Taekwondo Academy is currently the leading academy at local tournaments held by and/or sanctioned by Taekwondo Manitoba. The academy has been in first place on the medal list for the last three tournaments consecutively and has again won the top spot at the Victory Cup Championships held on March 16th. A big contribution to its first place standings are the exploits of its young Filipino students who, for the 2018 season, all won the academy’s all-star and all-star runnerup awards , with one exception. At this latest tournament, half (20) of the competitors were Filipino students who won 31 medals: 9 Gold, 8 Silver, and 14 Bronze. The total for the club was 50. The Rumour Mill: keep your “eyes peeled” for a new Spirit 1 Taekwondo Academy branch to open soon in the north end of Winnipeg.
