The Pulse of the Filipino Community since 1987

PEREZCOPE by Perry Diaz PerryDiaz@gmail.com

O

n November 17, 2016, President Rodrigo Duterte, before heading to Lima, Peru, told the media he just might order the Philippines’ withdrawal from the International Court of Justice (ICC). He got the idea following Russian President Vladimir Putin’s withdrawal of Russia’s membership from ICC, who the day before had signed an order to formally withdraw Russia’s signature from the founding statute of the ICC. He claimed that ICC was “one-sided and inefficient” and that the ICC had failed to live up to ”hopes of the international community.” Russia signed the Rome Statute in 2000 that set up the ICC, the world’s first permanent court that investigates genocide, war crimes, and crimes against humanity. Russia said she was unhappy with the ICC’s treatment of the case on Russia’s short war with Georgia in 2008, saying the ICC ignored the aggression of Georgia against civilians in South Ossetia – a pro-Russia separatist region of Georgia. But the truth of the matter is it was Russia who invaded Georgia in support of

South Ossetia’s secession from Georgia. Many believed that Putin’s withdrawal was triggered by ICC’s published report that classified the Russian annexation of Crimea as an “occupation.” Other countries that had served notice to withdraw from the ICC are Gambia, South Africa, and Burundi, who had charged that the ICC had been used “for the persecution of Africans and especially their leaders, while ignoring crimes committed by the West.” To date, the ICC has opened investigations into 10 situations in: (1) the Democratic Republic of the Congo; (2) Uganda; (3) the Central African Republic I; (4) Darfur, Sudan; (5) Kenya; (6) Libya; the (7) Côte d'Ivoire; (8) Mali; (9) the Central African Republic II; and (10) Georgia. The ICC has publicly indicted 40 people. It has issued arrest warrants for 32 individuals and summonses to eight others. Seven persons are in detention. Proceedings against 23 are ongoing: 10 are at large as fugitives, four are under arrest but not in the Court's custody, eight

are at trial, and one is appealing his conviction. Proceedings against 17 have been completed: three have been convicted, one has been acquitted, six have had the charges against them dismissed, two have had the charges against them withdrawn, one has had his case declared inadmissible, and four have died before trial. [Source: Wikipedia] Among them was the late dictator Muammar Gaddafi and his son Saif al-Islam Gaddafi, who were both killed in the aftermath of the Libyan revolution. So far, four had been convicted, to wit: Jean-Pierre Bemba Gombo – A politician in the Democratic Republic of the Congo. He leads the Movement for the Liberation of the Congo (MLC), a rebel group turned political party. He was elected president in 2006 and senator in 2007. On May 24, 2008, he was arrested near Brussels on the basis of an arrest warrant issued by the ICC. He was charged with two counts of crimes against humanity and three counts of war crimes. On March 21, 2016, he was convicted on these charges. On June 21, 2016, he was imprisoned on a 19-year sentence following a landmark conviction at the ICC. In September 2016, he appealed against his conviction alleging a mistrial. He awaits further sentencing for corruptly influencing witnesses through means of bribery during his trial for war crimes. Germain Katanga (aka Simba) – A former leader of the Patriotic Resistance Force in Ituri (FRPI) in the Democratic Republic of the Congo. On October17, 2007, the Congolese authorities surrendered him to the ICC to stand trial on six counts of war crimes and three counts of crimes against humanity. The charges include murder, sexual slavery, rape, willful killing, and directing crimes against civilians, to name a few. On March 7, 2014, the ICC convicted Katanga on five counts of war crimes and crimes against humanity as an accessory to the February 2003 massacre in the village of Bogoro. The verdict was the second-ever conviction

in the 12 years of operation of the ICC. It followed the 2012 conviction of Thomas Lubanga Dyilo. Thomas Lubanga Dyilo – A convicted war criminal from the Democratic Republic of the Congo, he was the first person ever convicted by the ICC. He led the Union of Congolese Patriots (UPC) and was a key player in the Ituri conflict. On March 17,2006, her became the fist person arrested under a warrant issued by the ICC. He was charged of “conscripting and enlisting children under the age of 15 and using them to participate actively in hostilities.” On July 10, 2012, he was found guilty and sentenced to 14 years of imprisonment. Ahmad al-Faqi al-Mahdi (aka Abu Tourab) – He was a member of Ansar Dine, a Tuareg Islamist militia in North Africa. In 2006, he pleaded guilty in the ICC for the war crime of attacking religious and historical buildings in the Malian city of Timbuktu. He was the first person convicted by the ICC for such a crime. He was sentenced to nine years in prison. Complaint against Duterte Last October, Sen. Leila de Lima called for an international investigation into the country’s drug war, which had left 4,000 people dead during Duterte ‘s first four months in office. De Lima, a former justice secretary said that the extrajudicial killings (EJKs) must end and that the ICC should investigate them. The following month, Duterte came to the attention of the ICC. An ICC judge said she was closely monitoring Duterte’s “war on drugs” for possible human rights violations. Last April 24, attorney Jude Sabio, a lawyer for confessed hitman Edgar Matobato, filed a 77-page criminal complaint against Duterte and at least 11 senior government officials in the International Criminal Court (ICC) in The Hague, the Netherlands. The complaint alleges that Duterte and the others were liable for murder and called for an investigation, arrest warrants, and a trial. Sabio

said that Duterte “repeatedly, unchangingly and continuously" committed crimes against humanity and that under him, killing drug suspects and other criminals has become "best practice." The complaint was based on the testimony of Matobato and another confessed hitman, retired policeman Arturo Lascanas, and statements from rights groups and media reports, including a recent Reuters series detailing the killings. The question is: What are the chances of convicting Duterte based on Sabio’s complaint? It’s not easy. And the fact that Duterte would still be president until May 2022, it would be very unlikely to bring him to trial. The ICC’ing of Duterte Since 2002, the ICC has received over 12,000 complaints or communications, of which nine have gone to trial and six verdicts have been delivered. The ICC has no powers of enforcement, and any non-compliance has to be referred to the United Nations or the court's own oversight and legislative body, the Assembly of States Parties. Of the six verdicts rendered by ICC, four were convicted as mentioned earlier. But it took the cooperation of their governments to bring them to justice. In the case of Duterte, it would be virtually impossible for the Philippine government to turn him over to ICC. So why even file a complaint against him? While Duterte is safe from ICC prosecution for as long as he remains on Philippine soil, he can be served an ICC arrest warrant in another country where he may be visiting, provided that country is a signatory to the Rome Statute and would cooperate with the ICC, as in the case of Jean-Pierre Bemba Gombo. At the end of the day, the ICC case against of Duterte, while it may seem like an exercise in futility, would bring the killings to the consciousness of the international community who can then use political pressure and economic sanctions including the freezing of foreign bank accounts of Duterte and his cohorts.

President Duterte leads Labor Day rites in Davao President Rodrigo R. Duterte is leading the nation’s observance today of Labor Day in Davao City. “We are honored that the President will grace our main Labor Day celebration," Labor Secretary Silvestre Bello III said, as the President holds dialog with trade union leaders and workers at the People’s Park. The President, together with labor officials, is meeting trade union leaders from the national and local federations to discuss and address labor and employment issues and concerns. A Labor Day assembly follows the dialogue with about 10,000 workers in attendance. The event serves as an avenue for different labor and civil society organizations, as well as ordinary workers from the public, formal, informal, youth, women, and migrant sectors to come as one to commemorate the achievements of the labor movement and to continuously advocate for better working, economic, and social conditions. A house and lot from the Home Development Mutual Fund (HDMF) and 15 tricycle units from the Philippine Overseas Employment Administration (POEA), Overseas Workers Welfare Administration (OWWA), and Employees’ Compensation

Commission (ECC) are also set to be raffled today. Another highlight of this year’s Araw ng Paggawa is the simultaneous Trabaho, Negosyo, Kabuhayan (TNK) job and business fairs in 55 various sites throughout the country. The activity replicates the Trabaho, Negosyo, Kabuhayan (TNK) initiative of the DOLE and the Department of Trade and Industry (DTI), which aims to bring employment opportunities and entrepreneurship at the grassroots level, hence the localization of the job and business fairs. There are a total of 1,138 participating employers composed of 8 government agencies, 889 local companies, and 241 overseas employers. They are bringing with them a total of 201,811 employment opportunities. Among the vacancies, 3,422 are in the government sector; while in the private sector 69,944 are the local jobs and 128,445 are the overseas jobs. As part of the month-long commemoration, the DOLE has also scheduled other Labor Day activities from the end of April until the first two weeks of May. On April 29, the DOLE regional offices and the attached

agencies conducted DOLE Clinics where services, such as pre-employment assistance, labor standards enforcement, dispute resolution, and livelihood assistance were provided. On May 6, a special livelihood forum will be held in Davao City in recognition of the contribution of workers in the informal economy. There will be a signing of a memorandum of understanding between DOLE and DTI for the sustainability of the livelihood projects. On the second week of May, a special job fair, in coordination with the National Housing Authority (NHA), will be conducted for NHA relocatees in select areas in Bulacan. The job fair sites are as follows: May 8 – Pandi Residence 2; and Balagtas Heights, Brgy. Santol, Balagtas, Bulacan May 9 – Towerville 6, Brgy. GayaGaya, City of San Jose del Monte, Bulacan; and St. Martha Estate Homes, Brgy. Batia, Bocaue, Bulacan May 10 – Pandi Residence 1; and Pandi Village 2, Bulacan The 2017 Araw ng Paggawa is observed with the theme 'Matatag na Kabuhayan at Trabaho tungo sa Progresibong Pagbabago.'

NRCP research uncovers marine sedimentderived microbes for killing “superbugs”

A

research funded by the National Research Council of the Philippines has recently discovered special types of microorganism from sediments collected from the ocean floor which have demonstrated an ability to kill aggressive disease-causing pathogens or “superbugs” which have become resistant to modern antibiotics. “Superbugs” is a new medical terminology that refers to bacteria which have developed genes that are resistant to different antibiotics; the infections caused by these bacteria are harder to treat. Dr. Doralyn S. Dalisay, together with her research team, has put up a “microbial library” for cultivation of these marine sediment-derived microorganisms and a “extract library” of these isolates for antimicrobial testings. Extracts

from the library showed strong inhibitory activities against a panel of test pathogenic drugresistant bacteria and fungi. “The findings are quite promising and if more microorganisms like these will be discovered and tested, this [endeavor] will place the Philippines in the global frontiers of medical and therapeutic research,” said Dr. Dalisay, a researcher of NRCP who is leading the study, during the launching of the research program entitled “Marine Sediment-Derived Actinobacteria: New Vista for Natural Products Discovery in the Philippines” last March 29, 2017 in Iloilo City. The launch was attended by University of San Agustin President Fr. Frederick C. Comendador, Vice President for Academic Affairs Fr. Manuel M. Vergara, Associate Vice President for Research Dr. Jonel P. Saludes, NRCP Executive Director Marieta Bañez Sumagaysay, and staff from the NRCP-Research Development and Management Division. Dr. Dalisay is a research scientist at the University of San Agustin in Iloilo. “The highly biodiverse marine microorganisms thriving in the sediments surrounding the

Philippine archipelago has not been investigated well with regard to their potential for developing products that are of interest in biotechnology and pharmaceutical sciences”, Dr. Dalisay added. Thus, the first and second phase of this research program are focused on isolating marine sediment-derived microorganisms, determine their antimicrobial activities and biogeographical distribution in the Philippine archipelago. The third phase will focus on evaluating their anticancer activities, studying their biodiversity, and performing genomic analysis to establish relationships between metabolite biosynthesis potential, taxonomy, and the habitats and locations from which the isolates originate. These research efforts will prioritize isolates for future investigations and provide a road map for guiding future natural products discovery efforts. NRCP, being the country’s premier agency for supporting and nurturing basic research, has undergone strategic innovations, one of which is aligning its research priorities to the most pressing needs of the country and to give Filipinos better health and life through medical research.

Leanne

A Story from 204FM Community by Leila Castro

One of Leanne’s facebook photos during happier days.

O

n March 29, I visited Leanne Jimenez at the Palliative Care unit of St. Boniface Hospital. I had a brief but very enjoyable chat with her. While scrambling to find how to get to Leanne’s hospital bed, I came across a Filipino staff who told me the way. We chatted for a minute, she knew very well about Leanne because of 204FM. It was my first time to visit a patient in Palliative Care at St. Boniface Hospital. Unlike the lower levels at said building, the entire floor designated for cancer patients at end-of-life phase is designed like a five star hotel. Leanne was awake and alone in her room. She was not in pain perhaps because she was heavily medicated. I introduced myself to her, “Leanne I am Tita Leila. I am Jackee’s mom, she is your friend from Sisler High School.” Smiling, Leanne warmly responded in soft and gentle voice, “Of course I know her, Tita. How is she?”. In the next 20 minutes we enjoyably

talked about many things as if we had known each other for long. Despite being heavily drugged for pain, surprisingly her brain was sharp. She also had an incredible appetite. I brought her 10 sticks of isaw from Hot Rod’s Grill. She consumed half of them before I left her hospital room. As I walked away, her beautiful face remained embedded on my mind. Leanne’s stage 4 sarcoma was detected one month before she passed away. For four years, she endured a large tumor on her right leg. The cancer originated from said tumor and had spread to the tissues on her belly and chest and caused her early death at 18. Since Leanne’s family migrated to Winnipeg they had always been happy and blessed, until the year 2013 when a lump diagnosed to be Lymphangioma started to grow on Leanne’s right leg. A surgeon was assigned to attend to Leanne for this condition. Initially the lump was the size smaller than a tennis ball. By 2015

or two years after, it was already the size of a cereal bowl. Jessie (Leanne’s father) was already worried that it might be cancer and aired that concern to the surgeon. Still no further tests were done on Leanne. Alarmed by the rate that the lump was growing, Jessie started bringing up to Leanne’s surgeon about performing operation to remove the tumor. The surgeon explained about the risk of Leanne losing her leg if in the process a major artery is hit. Despite the risk, Leanne was still willing to undergo the operation. But it was not granted. Leanne also started to feel some pain. She was rushed to the ER many times due to severe pain, however she was always sent home and even accused of faking the pain in order to have access to drugs. After another one and a half years, Leanne’s condition had greatly deteriorated. On May of 2016, Jessie sought help from the MP for North Winnipeg Kevin Lemoureaux’s in escalating Leanne’s health case that never progressed. In a meeting that happened on same month attended by doctors and CFS, Leanne’s surgeon said that she will be referred to specialists in Toronto or Montreal. Nothing materialized on the next five months. Instead, the surgeon told Leanne’s parents to wait until she turns 18 (by December 11, 2016) so the responsibility could be transferred to the Adult Department. Devastated from what was heard from the surgeon, Leanne’s parents immediately talked to the family doctor, and they were referred to another surgeon. The new surgeon checked on Leanne and was so worried that she may not be able to walk again. Leanne was immediately referred to specialists in Toronto. Last January Leanne and her parents went to Toronto for the check up on how her Lymphatic Malformation will be removed. Shortly after that, they received a call informing them about Leanne’s scheduled operation for May 2017.

All photos & articles available online!

On March 2017, while in the bathroom Leanne started screaming in agonizing pain as she felt that a bone in her spine cracked. The 911 personnel had a hard time transferring her to the hospital because even a slight vibration in the vehicle was causing her tremendous pain. The attending physician at the ER was suspicious of the large tumor. An x-ray was immediately done. The x-ray result revealed that Leanne already had stage 4 sarcoma. It originated from the tumor at her right leg, and had already spread to the tissues on her chest and abdomen. Sarcoma is a rare kind of cancer that grow in connective tissue – cells that connect or support other kinds of tissue in the body. After a week Leanne was transferred to St. Boniface Palliative care but only for pain management as according to her oncologist, it was too late for cancer treatment. It was very hard for the family to accept that in the coming days, Leanne will just be provided with end-of-life care. They looked for alternative treatment options and sought financial help through Gofundme. Financial assistance and prayers were offered for her from the Filipino community in Winnipeg. On April 15, the afternoon before Easter, Leanne lost her battle with cancer. On the day of Leanne’s burial, there was a necrological mass held at St. Peter’s Church in the morning

May 5-20, 2017

before everyone proceeded to Assumption Cemetery at Portage Avenue. It was a cold spring morning that felt chillier because of strong winds. Relatives and friends stood in silence trying to contain the extreme pain and sadness while Leanne’s mother wailed in grief and repeatedly shouted Leanne’s name. For four years Leanne went through unimaginable sufferings -- from severe pain caused by undiagnosed cancer, to having to carry a large and heavy tumor that caused her cracked spine and badly hurt self esteem. To her family, relatives and friends, had Leanne been given proper medical attention early on, it would have been a different story.

Family and friends brought Leanne to her final resting place .

The Acropolis of Athens

Gem & Lita at the Acropolis of Athens.

"Acropolis" means "high city" in Greek. It comes from the Greek words "akron" (highest point) and "polis" (city). In fact, any structure or citadel built on a high hill anywhere on earth is called an "acropolis". In the modern times, the word "acropolis" is synonymous with Athens, the capital of Greece. A trip to Athens is incomplete without visiting the Acropolis.

Considered as the central landmark of the city, the Acropolis hill so called the "Sacred Rock" which rises over 500 feet high above the capital city of Athens sprawling around it, constitutes one of the most recognisable monuments of the world. It is visible from almost everywhere in the city. Designated as a UNESCO World Heritage Site, it contains the remains of several ancient buildings of great architectural and historic significance which include the Parthenon, the Propylaea, the Erechtheum, and the Temple of Athena Nike - all of which are constant reminders of the glory of ancient Greece during the 5th century BC, the period called the Golden Age of Pericles, great general and statesman. The entrance to the Acropolis is a monumental marble gateway called the Propylaea through which visitors have to pass to reach the main buildings on the site. Built on a slope, the building with a row of columns at the colonnade consisted of a central section with five gates having enormous doors and wings to either side.

Let's get social

To the south-west of the Propylaea is the Temple of Athena Nike, the Greek goddess of victory and wisdom. "Nike" means "victory" in Greek. Located at the edge of a high cliff, the temple, now being restored, is the smallest at the acropolis. The marble structure has a colonnaded portico at the front and back. At the centre of the Acropolis is the Parthenon or Temple of Athena Parthenos (Athena the Virgin), considered as the most famous building in the world. The timeless Parthenon, standing atop the limestone outcrop for nearly 2,500 years, dominates the ancient acropolis. Built to give thanks to Athena, the patron goddess of the city, for the salvation of Athens and Greece in the Persian Wars, the Doric temple constructed between 447 and 432 BC is made of about 13,500 blocks of marble, no two are the same. The outer colonnade consists of 46 columns supporting 96 metopes (carved panels) adorned with battle scenes. The building holds a statue of Athena which is over 11 meters high (36 ft.). The Parthenon has functioned most importantly as a Greek temple, but has also been a treasury, a fortress, a church, and a mosque. On the north of the hill of the Acropolis is the Erechtheum, an elaborate building constructed between 421 and 405 BC. To the southwest is the famous porch with the caryatids (architectural columns of sculpted standing female figures supporting an

entablature on their heads). South of the platform that form the top of the Acropolis are also remains of an outdoor theatre called Theatre of Dionysus, the main theatre in classical Greece. Dionysus is the Greek god of fertility and wine, also the patron god of Greek stage. A few hundred meters away there is the nowpartially reconstructed open-air stone Theatre Odeon of Herodes Atticus, a Greek aristocrat,

To get to the Acropolis we walked from the popular Plaka, the oldest historical neighbourhood of Athens located on the northeast slope of the Acropolis until we came to a small road that goes around it and followed a large pedestrian street called Diaysiou Aeropagitou.

Winnipeg’s pride The 1221 launches album in the Philippines Winnipeg’s band of brothers, The 1221 had a successful album launching at Sessions Bar in Quezon City, Philippines, last April 22. Join the Filipino Anglers Association of Manitoba!

A

n idea that has been floating around for awhile now has finally come to fruition with the successful convening of the fledgling Filipino Anglers Association of Manitoba (FAAM). May 3rd, 2017 marks the start of what we envision will become a positive FilipinoCanadian community resource and social catalyst for thousands of anglers in our province. I must mention that right out of the gate, we have already

Canada and Kickerfish.ca donated various fishing gear and apparel to give away as draw prizes. And special thanks as well to Ron and The Filipino Journal as he pledged to support the association with his experience and media exposure for our initiative. As many of you reading this already know, sport fishing is ingrained in our local Fil-Can culture. It is a positive pastime and hobby that families, friends, and groups can enjoy together in the outdoors. With the new

FAAM organization, we hope to provide a central hub where anglers can exchange and learn new fishing knowledge, stay in the loop with current information, and share fishing stories and pictures. We want to create opportunities to participate in fun activities such as online photo contests, familyoriented fishing outings, serious angling excursions, and cooking fish seminar get-togethers. Our mandate will also be based on conservation minded and educational guidelines. We plan to encourage and teach things

such as proper fish handling techniques, outlining provincial angling regulations, and respect for the environment. Ideas were brainstormed at the meeting about organizing a shore fishing derby, ice fishing derby, participation in the Manitoba Filipino Street Festival, and supporting various existing Filipino association fishing derbies and events. Some of the items agreed upon by everyone in attendance were setting the membership fee at $30. A membership includes an individual and their spouse and children under 16 if applicable. Some benefits of being a member are access to the member’s only FAAM Facebook page, as yet to be determined popular fishing magazine annual subscription, and a sales discount at participating businesses retailers. Meetings were agreed to occur approximately every 3 months during a weekday and would be comprised of teaching workshops, guest speakers, swap meets, and general socializing amongst like minded angling enthusiasts. Also unanimously agreed upon is that FAAM is open to memberships from any and all people and not exclusive to only persons of ethnic Filipino descent. Stay tuned for much more information about the next FAAM meeting and how to get involved. In the meantime if anyone has any questions please contact me anytime at eric.onthe.red@gmail.com

Navigating the storms of life

A

t Times When Things Are Going Well, life is smooth sailing. At other times we are faced with stormy seas and feel hopelessly adrift. The stormtossed occasions make us wonder where our lives are going, or how to take the next step with restored confidence. Finding The True North The only hope a sailor has of surviving a storm and navigating an ocean is to have a fixed reference point that enables him to discover where he is and where he is heading. The first navigators kept in sight of land, using familiar landmarks. When mariners dared to push beyond the sight of land, they still needed to find a fixed point of reference. So they looked to heavens. As knowledge grew and celestial navigation developed, the primary reference point for navigators in the Northern Hemisphere became the North Star, Polaris. Modern technology has changed the changed the process. Sextants and compasses have

given way to electronic navigation and the Global Positioning System (GPS). But the principle remains the same. The reference points for the GPS are a network of satellites that send out signals, which the receiver then uses to compute latitude, longitude and even altitude. Those satellites have precisely fixed and reliable orbits. Our North Star is the Triune God revealed in the Lord Jesus Christ. We possess the words and works of Jesus in the Bible. In it we can hear His voice. We stand at the cross and wonder at the depth of His love. We stand before His tomb and recognize His power. We have His Spirit within us to personalize His presence. He is the Fixed Point, the North Star, or, to use His description of Himself, :the Bright Morning Star" (Revelation 22:16). Our North Star enables us to live well. This is true whether we are in a relatively familiar waters with familiar landmarks

comfortably in sight or we find ourselves in uncharted waters with nothing visible on the horizon. It is our focus on Christ that will keep us on course. That can easily sound like a pious platitude, but in the middle of a storm it becomes an urgent necessity. The God-given Navigational Tool: The Bible Life in the modern world is like trying to navigate an uncharted, rapidly changing, unpredictable ocean. We have sailed off the edge of our best maps. The first need is to have a fixed, unchanging reference point. The North Star is our Triune God, made known in the Lord Jesus Christ. Navigation, however, requires much more than a fixed reference point. We may know how to find the North Star in the skies, but we don't have the slightest idea how to find our location by using it. Even if we did, we would need the appropriate tool to enable us to bring the North Star down to our horizon. The greatest privilege of life is to become a Christfollower, a person living by faith in Jesus Christ as Lord and Savior. The greatest purpose in life is to become like Christ, living a fully developing, fully human life, imitating Christ.

T

he government has brought home a total of 19,201 stranded and undocumented overseas Filipino workers (OFWs) through its intensified repatriation campaign for distressed Filipino workers in the Middle East. The repatriation is being undertaken under the Relief Assistance Program (RAP) of the Overseas Workers Welfare Administration (OWWA), at a cost of close to P500 million from July 2016 to March this year. Most of the repatriated workers were from Riyadh, Jeddah, and Al Khobar, Saudi Arabia. Aside from documentation, the OFWs were also provided with monetary and livelihood assistance upon their return. “Through our repatriation program, we manifest the government’s response to ensure the welfare and safety of our modern heroes and bring them back home to their families,” Labor Secretary Silvestre H. Bello III said. In order to further assist the displaced and repatriated workers, OWWA and the Philippine Overseas Employment Administration (POEA) had been conducting job fairs in various provinces in the country, on top of skills development trainings offered by the Technical Education

and Skills Development Authority (TESDA). The latest to be sent home were 139 OFWs stranded in Saudi Arabia who were among those granted amnesty by the Saudi government for undocumented foreign nationals. The labor chief had accompanied President Duterte in a three-nation swing of the Middle East last week to bring home stranded OFWs and undocumented Filipinos. Bello earlier formed a repatriation team headed by Undersecretary Dominador Say to extend airport assistance to the repatriates which includes travel document processing, use of a special immigration lane, and baggage assistance Say, who also serves as the POEA OIC, said his team formed three processing centers at Riyadh, Al Khobar, and in Jeddah to expedite the processing of travel documents of distressed Filipino workers. The OFWs will be given exit permits and will be exempted from paying fines and penalties associated to violating Saudi residency law, labor system, and border security in the Kingdom. They are also exempted from undergoing deportee fingerprint system and will be able to return to the kingdom legally.

The CA members who voted for Lopez’s confirmation are Senate Majority Leader Vicente Sotto III, Senators Francis Pangilinan, Loren Legarda, and Joseph Victor Ejercito. Lopez faced strong opposition and criticisms after she

ordered the closure of 23 mines and the suspension of five others. She was reappointed by President Rodrigo Duterte after she failed to get the CA nod before Congress went on a six-week break last March 15.

Living Waters Columbarium holds open house Living Waters Columbarium welcomed visitors from around the province at its Open House celebration on April 23. Uniquely located within St. Gianna Beretta Molla Roman Catholic Church, the columbarium is fully integrated into the liturgical life of the church. Participants had the opportunity to visit the columbarium and experience its distinctive features. At the centre

of the columbarium, daylight pours through the baptismal font above, where we, as Christians, are baptized into the life, death and resurrection of Jesus Christ. It is beneath these life-giving waters of baptism that the beloved dead are entombed, as they continue their pilgrimage in Eternity. Entombment and memorialization within the columbarium is within a living, praying community of

faith, where the beloved dead are perpetually remembered in the prayers of the community. The columbarium encompasses a variety of entombment and memorialization opportunities. With over 2700 entombment niches, there truly is a place for everyone! Four magnificent family chapels within the columbarium offer families an opportunity to create

a legacy for generations to come. The Memorial wall for the Unborn creates a special place of remembrance for infants lost through miscarriage, abortion and stillbirth. The memorial niche doors commemorate loved ones who are entombed or buried in other parts of the world, so that they too can be included in the prayers and celebrations of the faith community.

The columbarium serves members of the Catholic community and their families in their pre-need planning and at the time of death. Monthly payment plans and temporary leasing options offers flexibility for all circumstances. To learn more about Living Waters Columbarium, visit www. livingwaterswpg.ca or call 204488-3977.

No Lottery Luck This Time By Allan Madriaga

I

f only the Winnipeg Jets had the same lottery luck I had when I ran the NHL Draft Lottery simulation online. I kid you not, three of the first six times I simulated the draft the Jets came away with the first overall pick! Last Saturday, however, the Jets weren’t as lucky. When the 2017 NHL Draft Lottery was completed the Jets dropped one draft position, falling from 12th to 13th. This is the second year the NHL used the new draft lottery system. The top three draft picks are determined by three separate lotteries. In previous years, only the first overall pick was determined by a lottery. This new system was put in place to further discourage teams from ‘tanking’. Tanking is intentionally losing regular season games to finish lower in the standings. Since the lottery system is weighted, the lower you finish in the regular season standings, the better your odds are at winning one of top three overall picks. At the end of the regular season the Jets finished in 20th place. In a 30 team league, this would have gotten the Jets a tentative 11th overall pick. As a result of the league expanding next season, the NHL granted the Vegas Golden Knights a tentative third overall pick. This bumped the Jets down to tentatively select 12th overall. The 12th spot gave the Jets 2.7% odds to win the first overall pick, and an 8.8% chance to pick in the top three. After last Saturday’s lottery results, the Jets

wound up with the 13th overall pick. Drafting in the 13th spot is not bad at all. The last time this happened was in 2013. Jets GM Kevin Cheveldayoff selected a defenceman named Josh Morrissey. Morrissey finally cracked the Jets roster this season and has been an excellent player for this hockey club. No doubt, it would have been nice to get a higher pick, especially with two Winnipeggers, Nolan Patrick and Cody Glass, ranked in the top five. On the other hand, the Jets scouting department has a great track record and I have full faith Cheveldayoff will pick the right player at the 13th spot. In my opinion, the Jets GM should address this hockey club’s immediate needs. The Jets are only a few players away from being playoff contenders. The team’s fan base is also getting antsy. To add more pressure, Cheveldayoff only has one year

remaining in his current contract. He has the assets, both in draft picks and players, to acquire the players this team needs to get to the post season next year. So what should Chevy do at this upcoming draft? Some pundits are describing the 2017 draft class as weak. Should he trade a few draft picks and some forward players to add some defensive depth? Or will he trade a pick to acquire a veteran goaltender before the draft, similar to what the Carolina Hurricanes did to get Scott Darling? My instincts tell me Chevy will do what he does best – draft players for the longterm future. Stay tuned. The 2017 NHL Entry Draft takes place on June 23 and June 24 at the United Center in Chicago, Illinois. What would you do with the Jets’ first round pick? Let us know on Twitter: @FJAllanMadriaga and @FJHockeyCorner

With the 2nd overall pick, the Winnipeg Jets select Patrik Laine in the 2016 Draft.
