204 Neighbourhood Watch Recognized at the Manitoba Legislative Assembly MLA for Tyndall Park Ted Marcelino recognized 204 Neighbourhood Watch in front of all other Manitoba MLAs during the Manitoba Legislative Assembly session on November 1st. I am sharing here the Member’s Statement given by Ted Marcelino, not to exalt myself, but to honour my co-patrollers for their selflessness:

“Today, I would like to recognize the volunteers of the 204 Neighbourhood Watch and its founder, Leila Castro. Listening to the concerns of her community, Leila founded this amazing volunteer organization, which patrols different areas of the city upon request. In my constituency of Tyndall Park, the 204 inspected the parks and playgrounds where

children play, picked up drug baggies and liquor bottles, and kept a watchful eye over the community. I know the residents of the area highly appreciated the concern and support of the volunteers. Leila and the 204 believe that everyone should be involved in protecting Winnipeg, and want Manitobans to get to know each other, so that everyone, specially newcomers, feel welcome and safe. They are planting seeds for a flourishing community through their simple actions and conversation. I want to say a special thank you to all the volunteers, who are in the gallery here today, for helping build stronger relationships in the city and for giving families peace of mind about the safety of their children and communities. We are very appreciative of all your hard work.“ -- Ted Marcelino, MLA for Tyndall Park. 204 Neighbourhood Watch is composed of ordinary people. We are foster parents, health care aide worker, carpenter, car dealer, community worker. Like most people here in Winnipeg we don’t have much free time. Going out

to patrol for 3 hours each week is a sacrifice. These are hours we should have spent earning from a second job, or resting, or bonding with our family in the comfort of our home; instead we spent them walking on icy streets on very cold nights. We don’t expect payment or reward for what we do, we don’t volunteer to be recognized. We are thankful for the humbling and eye-opening experience of walking for hours to know our neighbourhood and be able to do something to make it a safer place. We have rendered 650 manhours of community

volunteerism ever since we formed our group six months ago. More than 50 people have joined us for patrolling. Average of 12 people show up on every patrolling night. One of our members once told me, “Don’t you notice what our members are? Most of us are couples. We are families protecting other families in our community.” 204 Neighbourhood Watch patrols every Wednesday and we need more volunteers. Join 204 Neighbourhood Watch fb group to see our announcements and updates, or email me at Leilacastro.ca@gmail.com.

resident Donald Trump would have achieved a fivestar rating during his fiveAsian tour. But while one can say that he would easily have breezed through Japan and South Korea, who were more than happy to accommodate him, the China visit looked like a vassal kowtowing to the Chinese emperor. While some people might suggest that Trump’s “America First” is going to bring the jobs back to the U.S., the fact remains that China continues to bring her products – from paper clips to heavy machineries – to U.S. markets. Meanwhile, U.S. exports to China are at an anemic pace. It is interesting to note that during the 2016 presidential campaign, Trump accused China of currency manipulation. He said that China was “raping” the U.S. through unfair trade practices. And he vowed to straighten things out in Asia. He even took the bold -- and daring -- step in challenging the “One-China Policy.” However, he stepped back when not even America’s allies agree with him. In my column, “Trump’s geopolitical miscalculations” (May 12, 2017), I wrote: “After he assumed the presidency, he must have realized that foreign policy – which he had no prior experience – is a complicated and complex game of statesmanship

and adroit diplomatic leadership and maneuvering. It must have been a rude awakening for him to recognize that the practice of brinkmanship is quite different from the ‘art of the deal,’ which he proudly claims to be his forte. “His tough stance against China gave Japan and South Korea, America’s closest treaty allies, a sigh of relief. At last, they have an American president who would stand by them if attacked, unlike Trump’s predecessor, former president Barack Obama, whom he criticized for appeasing China and didn’t do anything to stop China’s construction of artificial islands in the Spratly archipelago. “And to make things worse, he appointed Rex Tillerson to the post of Secretary of State. With no prior experience in foreign policy – or government for that matter – poor Tillerson was thrown into the murky waters of geopolitics. And between him and Trump, how do you think they’d handle bullies like Vladimir Putin, Xi Jinping, and Kim Jong-un in the world stage? They are no ordinary world leaders; they are authoritarian dictators who love to threaten the U.S. with nuclear destruction. In particular, North Korea’s ‘Supreme Leader’ Kim Jong-un seems to have rankled Trump who doesn’t appear to know how to handle the unpredictable Kim.”

Trump makes a fool of himself again Good chemistry After the first Trump-Xi summit at Mar-a-Lago in Florida last April 2016, Trump’s hardline stance against China melted like marshmallow over a fire. After two days of negotiations, Trump declared that China was not a “currency manipulator” and decided to maintain the status quo on trade issues. That’s a 180-degree turnaround from his position during the presidential campaign. When Xi went back home, he ordered shipments of coal from North Korea to be turned back. Trump was ebullient when he got the news. He said that China took a “big step” in easing tensions between the two countries. He described his relationship with Xi as one with “good chemistry” and praised Xi for banning North Korean coal. But that was just about it. Banning coal imports from North Korea was just a ruse to make Trump think that China was doing its end of the bargain. Trump felt so good at what he had achieved at Mar-a-Lago that he virtually ceded control of the South China Sea (SCS) to China. With China calling the shots at SCS, it wouldn’t be long before China begins to populate the islands and deploy missiles, warships, warplanes, and troops. There would be Chinese cities on these islands just like Sansha City on the Paracel Islands, which is contested by Vietnam. Sansha has been designated as a prefecture-level city of Hainan. It administers the Paracel Islands, Scarborough Shoal, Spratly Islands, and Macclesfield Bank. Meanwhile, North Korea was unperturbed by the Chinese ban on North Korea coal and had launched more than a dozen missile tests including detonating a hydrogen bomb. And Xi didn’t lift a finger to stop Kim, who is out of control. Showcasing Chinese power When Trump visited China last week, as part of his fivenation Asian tour, Xi laid out the red carpet for his friend and gave him the royal treatment including a rare official dinner in the Forbidden City and a grand

welcoming ceremony featuring hundreds of cheering children in front of the Great Hall of the People. The whole event made the Mar-a-Lago welcoming ceremony for Xi looked like a meeting of two business leaders, which was pretty much what it was. The welcoming ceremony in Beijing turned out to be more of a showcase of Chinese power and prestige, choreographed for the American viewers, specifically, and the international community, in general. It was a demonstration of Chinese hospitality at its best, and it was orchestrated to project China’s emerging role as a world superpower. A visitor who shows disrespect for the Chinese host would be violating Chinese hospitality customs. But while the desired effect might have been to show China and America as co-equals, the end result was that Trump handed world leadership to Xi simply by giving what China wants, which is “respect on the global stage” and as a co-equal. During their bilateral meeting, Xi told Trump, “The Pacific Ocean is big enough to accommodate both China and the U.S.” He said the same thing to Obama during their summit in California in June 2013. Global Times, a Chinese state-run, said Trump "seems to be pragmatic on his Beijing policy, and has no interest in ideological diplomacy." But Trump could have graciously responded to Xi’s suggestion without disrespecting Xi, and asserted America’s preeminence in the Indo-Pacific Region. Capitulation Unlike his predecessor Barack Obama, Trump did not raise the issue of human rights, knowing that China’s ideology is not compatible with human rights. "He hasn't used the issue of human rights to make trouble for China so far, and this means the Sino-US relationship can focus on substantive matters," Global Times said. But what wiped out any credibility Trump had was when he told his Chinese audience, "I don't blame China, who can blame a country for being able to take advantage of another country for the benefit of its citizens. I give

China great credit," Trump said. He said that what criticism he had for China on trade imbalances was caused by U.S. policy, not Chinese. In a joint speech, Trump heaped praises on Xi, saying the American people were “very proud” of him and hailing the “very good chemistry” between the two of them. Then he blamed past American administrations for China’s huge trade surplus with the U.S. He then saluted Xi for leading China that he said had left the U.S. “so far behind.” He also said that he could not blame the Chinese for taking advantage of weak American trade policy. Then he said that he was confident that Xi could defuse the threat from North Korea. Didn’t he try that at Mar-a-Lago before… and failed? Xi, on the other hand refused to take questions from American journalists. Why? However, behind closed doors, American officials said, “Mr. Trump forcefully confronted Mr. Xi about the chronic trade imbalances between the two countries. He also pressed China to take tougher measures toward North Korea, including a suspension of oil shipments.” However, Xi did not make significant concessions, just like what happened at their Mar-aLago summit. Which makes one wonder: “What exactly did Trump accomplish in China? On trade, there were no substantial agreements that would address the trade imbalances. On the North Korea dilemma, Trump consigned to China the responsibility of stopping North Korea, which we know that’s not going to happen simply because China needs North Korea as a buffer against South Korea and the U.S. On global leadership, Trump relinquished ceded it to Xi. Trump has put an end to Pax Americana and what we’re seeing is the emergence of Chinese hegemony -- Pax Sinica. And the only thing that Trump accomplished was that he makes a fool of himself again, which has become so frequent that some people call him, “moron-inchief.”

Kick off for the Holidays in RP

I

n the Philippines,Christmas carols are already played by radio stations as early as September, and it unofficially signals the start of the holiday season. We have the longest Christmas celebration compared to other countries. I think mall owners have something to do with it. And why not? They are the biggest beneificiaries of the season. Even Tessie Sy Coson when she guested recently at the Pampanga Chamber of Commerce (PAMCHAM) meeting at Laus Event Center acknowledged the fact that their malls have unprecedented growth in the past years and sales peak before, during and after the holidays.. And in Pampanga, particularly in the City of San Fernando the endless blinking and dancing lights of parols sold on sidewalks of highways will mean only one thing. Be prepared. Ilan tulog na Lang pasko na naman. Just it was melodiously said in a song, 'oh kay tulin ng araw...' I love to keep writing and reminiscing this. When I was growing up in our lethargic town of Porac, there were no malls yet. Since our town fiesta was on November 25, my mother would buy me clothes peddled by street hawkers who sold wares and most anything. Having new

clothes for Christmas, a trouser with a matching pant! Wow, that's big deal. No new shoes. Those which were bought two or three years ago were not yet outgrown and were still okay to use. Unless there were solicited hand me downs from rich kins. And normally given to my mom by my uncle Godofredo, father of Democrito, Ener and Amable. Or from my uncle Bienvenido, father of Nonong, the former mayor who was felled by an assasin bullet while campaigning in the eighties. All the above cousins were a lot older than I am, except for Nonong who was my three years senior. The giant and electronically operated lanterns were the future. Even on houses of the rich displayed on their windows were the simple parol. No other decor. No multi-colored dancing Christmas lights.Only the wealthy can afford decorated Christmas trees. Only them can afford cakes, apples, oranges, ham and cheese. Ordinary families enjoyed 'nilaga and suman' and other home prepared dainties. My parents woke us up early and attended all the dawn masses (simbang gabi) and we had to walk more than a kilometer to reach the church. Fr. Santiago Blanco, a pure blooded Spaniard

was our parish priest. His booming voice can be heard from the altar to the main door of the church when delivering his homilies. Microphones and loud speakers were not in use then. The Gopez sisters, aunties of Francisco G. Nepomuceno, composed mostly the choral group with Memeng Tadeo, father-in-law of former Senator Lito Lapid as the male vocalist, and my late sister Zenaida was the female lead. >> Only the kids were carolers. Unlike today, the mailman, the garbage man, the security guards, subdivision associations, office workers and many formed groups send notices that they would knock on your door on a designated day, and 'in the spirit of the season' you have to give. I used to hear then from older people that Christmas is for young people. ' Ang pasko ay .para sa mga bata!' >> On Christmas day, as early six in the morning,we donned on our well pressed clothes and we visited our relatives and the 'ninongs and ninangs'. Before lunch time, if I had enough money for fares and movies, off to the theaters in nearby Angeles. And before dusk I was home, and my celebration of Christmas was over, and will look forward for the next year. In this day and age, and to the millenials Christmas entirely took a very different meaning. And I am also a victim of this modern day and digital age. I no longer wake up early mornings for the dawn masses. I no longer prepare

Christmas cards to greet kins and friends. I greet them with the very impersonal text messages. I join the rush with other people in going to the malls in a mad scramble to empty the shelves. I part now with my money, not to young carolers from our neighborhood singing 'The first Noel', Jingle Bells and

Adoption

That strong sense of identification and gratitude she has for her adoptive parents should also mark our relationship with GOD. As followers of Christ, we have been born from above through faith in HIM and have been ADOPTED into the family of GOD. Paul wrote, "HE chose us in HIM before the foundation of the world, that we should be holy and without blame before

HIM in love, predestined us to ADOPTION as sons by JESUS CHRIST to Himself, according to the good pleasure of His will" (Ephesians 1:4-5). Notice the nature of this transaction. We have been chosen by GOD and ADOPTED as HIS sons and daughters. Through ADOPTION, we have a radically new relationship with GOD. HE is our beloved FATHER ! May this relationship stir our hearts to worship HIM - our FATHER - with gratitude. Loving FATHER, thank You for making me Your child and giving me a place in Your family. With a grateful heart, I thank You for making me Yours.

y friend from childhood had a conversation I have never forgotten. She told me that at 3 months old she has been ADOPTED. When I asked her if she ever wondered about her real parents were, she responded, "My mom and dad could have selected any of a number of other babies that day, but the chose me. They ADOPTED me. They are my real parents."

eeling young as what Mercie Cuaresma said when she was celebrating her 80th birthday last spring at St. Edward Parish Hall, attended by her family and friends, especially from the Original Filipino Senions Association of Manitoba (OFSAM). At the dinner-dance celebration, she was crowned with colourful flowers by Rev. Fr. Rainerio Sarse, and exciting programs emceed by Imelda Sangalang. Everyone got all excited and enjoyed the food, the ambiance, and the dancing. The celebrant also performed a special musical number by playing a harmonica. Public dancing followed.

From healthcare to highway repair, over 40,000 MGEU members across the province deliver the public services we count on every day. They’re hard at work on the frontlines and behind the scenes keeping Manitoba going and growing.

Outgoing President’s Message Dear Distinguished Guests and Friends, While we have hoped to join you at this year’s gala, my wife Melissa, gave birth to our beautiful twin girls recently – Amelia Rose and Nadia Gianna. As you are all suit up looking fabulous and elegant, I am at the comfort of my home watching my basketball game and having a beer, and spending time with my family. As outgoing President of the MFBC, it is my honour to bring warm greetings to you all on behalf of the Filipino business community to our 6th Annual Awards Gala! We recognize and celebrate the rich and diverse talent of business people, entrepreneurs and special partners of the Filipino community. This year is very special as we host our Gala at the beautiful Fairmont Winnipeg. We will celebrate our province’s rich Filipino heritage with special performances and Fairmont style Filipino food cuisine! I want to thank Drew Fisher, General Manager of Fairmont, whom I met with very early on the planning stages and who committed to a fantastic gala event at the Fairmont. It is important to recognize that the Manitoba Filipino Business Council Inc. (MFBC) would not be present today if not for the support of our own community. The board of directors and benefactors who laid the foundation to achieve where we are today. I still vividly remember MFBC’s launch in 2010 and from thereon I was involved with MFBC holding various board positions. With a growing population of over 80,000 people, the 3rd largest in the country, it is worth building a chamber of commerce for. My love and passion for the Filipino business community to thrive in Manitoba was and is my motivation. To raise the business profile of the Filipinos. That is worth making time and sacrifices for, and which I did for almost 8 years as a board director. I am extremely proud of the people and various team that I have worked with. Of course, most especially the current board – Dale Voluntad, Jihan Aquino, Ray Mutuc, Valen Vergara, Jackie Wild and Lex Mariano. We accomplished a lot as a board and develop friendships along the way which I know for some will last for a lifetime. Thank you to each and every one of you. I want to especially thank MFBC’s benefactors and partners whom I have worked with along the way and supported our organization – Holly Toupin, RBC; Larry Vickar, Vickar Auto Group; Tom Frohlinger and Gary Sarcida, PKF Lawyers, Pascal Belanger, Winnipeg Airports Authority; Ron Cantiveros, Filipino Journal; Chris Voogt, Canadian Western Bank; Marina James, Mariette Mulaire, Joelle Foster, Loren Remillard, and many others. The talks continue with The Winnipeg Chamber of Commerce and MFBC to collaborate and progress the idea of a united and diversified chamber movement. The Partnership Agreement in principle exists and is the future of MFBC becoming a full pledged chamber of commerce, with The Chamber’s support and various resources. This strategic vision and leadership coming to fruition means more valued-add for our existing and new members and patrons. Lastly and on a personal note, I would like to thank my very supportive family, Melissa – my rock, and my munchkins – Noah, Amelia and Nadia, who gave me the strength, confidence and time to be able to fulfill the great honour and privilege to serve as board director and president of the MFBC. I am very proud to be part of the Filipino business community. Thank you sharing this very special event with us and becoming a part of our MFBC family! Maraming Salamat Po, Hipolito Alibin Jr., CPA, CGA
