Beware the Ides of October
T
he generals of China’s People’s Liberation Army (PLA) must be texting each other, saying: “Did you hear what Digong was saying these days? LOL.” Another general would probably respond, “He’s a weakling like Obama. Hahaha… LOLOL.” Another one would probably say, “Well, they both can go to hell so we can take their countries… LMAO.” And President Xi Jinping would probably say, “And he’s willing to give up the Spratly Islands and Scarborough Shoal for a railroad in Mindanao. Well, I think if I asked for Palawan, he’d give it too. Hehehe…” And the generals would all respond, “Long live Xi Dada! Let’s get Luzon, too! ROFLMAO.” Well, as most of you probably know, LOL is the acronym for “Laughing Out Loud,” LOLOL is for “Lots of Laughing Out Loud,” LMAO is for “Laughing My Ass Off,” and ROFLAO is for “Rolling On Floor Laughing My Ass Off.” These are all Internet slang used in texting messages. Seriously, we can all make fun of this satirical conversation but it’s not ludicrous at all. The question is: What could possibly make the Chinese generals roll on the floor laughing their asses off? The answer is: Duterte surrendering the Philippines’
territories in the West Philippines Sea to China. Picture this: After former President Benigno Aquino III had won the arbitration case against China, the new president Rodrigo “Digong” Duterte was telling everybody that he didn’t want to antagonize China and so he ordered that there would be no more patrols beyond the 12-mile boundary. That’s tantamount to surrendering the Philippines’ sovereignty over her Exclusive Economic Zone (EEZ). He also decided that there would be no more joint military exercises with the U.S. during his presidency. He also told the American Special Forces in Mindanao to leave. He also threatened to distance his country from the U.S., saying he’s about to pass “the point of no return” with the U.S. This is a total reversal of the Philippines’ victory in the arbitration case against China. Indeed, this is a classic example of the mantra, “To snatch defeat from the jaws of victory.” Red carpet Chinese President Xi Jinping must really be tickled pink that he invited Digong to visit China this month. Yep, he’d lay out the red carpet for him, treat him to a 20-course State Dinner, bedazzle him with a tour of the Great Wall, and show him the glitz of
Shanghai at night. Xi might even show Digong the ghost cities with hundreds of empty highrise apartment tenements, and tell him, “You see, we can build these for you in your own country to use in rehabilitating the three million drug addicts that you failed to slaughter,” which was in reference to what Digong had said not too long: “Hitler massacred three million Jews … there’s three million drug addicts… I’d be happy to slaughter them.” It would probably impress Digong so much that he’d offer to give China a 120-year lease on thousands of hectares of prime real estate land to build these rehabilitation centers. Actually, a “mega” drug rehabilitation facility is now being built in a military camp north of Manila. Funded by Huang Rulun, a Chinese philanthropist and real estate developer, the facility will treat up to 10,000 drug addicts. It is being built using 75 shipping containers of materials imported from China, which begs the question: Why can’t they build it with local materials and Filipino labor? The Duterte administration announced that four more “mega” treatment centers would be built. Duterte said that the Chinese have expressed their readiness to help him fight illegal drugs. However, he also criticized China for not doing enough to stop the flow of methamphetamines – or shabu – into the Philippines, which makes one wonder: If the smuggling of shabu did not happen, would there be a drug addiction problem in the Philippines? Chinese drug lords But the bigger problem is not the smuggling of shabu into the Philippines but the presence of Chinese drug lords who have established clandestine laboratories for the production of shabu all over the country, one of which was right inside the New Bilibid Prison (NBP) operated by the so-called “Bilibid 19.” This group of convicted Chinese drug lords and their Filipino brokers are believed to be operating one of the largest shabu laboratories in the country, allegedly with the cooperation of NBP officials and staff. Buoyed by China’s promises of economic and military assistance, Duterte is going to

China with an entourage of more than 400 Filipino businessmen – and kibitzers -- hoping that they’d benefit from China’s “soft power” resources and investments. But the infusion of Chinese capital into the Philippine economy has a price… a pretty stiff price. To what extent China would give billions – nay, trillions! – in economic aid depends on what concessions Duterte is willing to give to the Chinese. Needless to say, the Chinese would expect more in return for what they would give financially. While welcoming Chinese investments in the Philippine economy is a wise move by Duterte, but doing it at the expense of American economic and military assistance is not only dangerous, it reduces the geopolitical leverage that the Philippines has to nothing. Zilch… zero! American protection Right now, even though the U.S. forces have left, the Philippines is still enjoying the protection provided by the U.S. in three military and defense agreements, to wit: Mutual Defense Treaty (MDT), Visiting Forces Agreement (VFA), and Enhanced Defense Cooperation Agreement (EDCA). They provide the mechanism for the two countries to mobilize and unify their forces to repel or expel invaders. However, it would be a different story if U.S. forces were deployed to the Philippines, which would serve as “tripwire” against invaders. Take the case of Japan where there are 50,000 U.S. military personnel and hundreds of aircraft and naval units. Likewise with South Korea where 28,000 American troops are stationed in several army and air bases. And just recently, Australia and the U.S. signed an agreement for the deployment of 5,000 American military personnel to Darwin, whose geostrategic location is close to six choke points in and around the Indonesian archipelago, including the heavily used Strait of Malacca. Surmise it to say, Xi would think twice before he’d invade Japan, South Korea or Australia, simply because of the huge presence of American military
forces in those countries. But would Xi hesitate to invade the Philippines? Nah! But wait a minute! Didn’t China already invade Philippine territories? Oops! American withdrawal Prior to 1992, when all American bases were kicked out of the Philippines – nobody dared to invade the Philippines. However, two years after the American bases were closed, China occupied the Panganiban (Mischief) Reef and the Philippines couldn’t do anything about it simply because she didn’t have warships or warplanes to protect her territories. In 2012, China grabbed the Scarborough Shoal and Mansfield Bank. Two years later, China started building artificial islands on seven reefs and shoals within the Philippines’ EEZ. And the latest word is that China would soon reclaim the Scarborough Shoal whose lagoon is as big as the Philippines’ capital, Quezon City. Scarborough Shoal is strategically located in the South China Sea where China could control the South China Sea/ West Philippine Sea. It is also in close proximity to the Strait of Luzon, which is the gateway to the Philippine Sea… and beyond. Ides of October Last October 15, Supreme Court Senior Associate Justice Antonio Carpio voiced his apprehension about losing Scarborough Shoal if Duterte concedes sovereignty over it in exchange for China’s economic incentives. He was quoted in a newspaper as saying: “If Duterte concedes sovereignty, it is a culpable violation of the Constitution, a ground for impeachment.” Then he added: “But the more important repercussion is, once Duterte concedes sovereignty, we can never recover it because China will never give it back. This is because even if the Philippine Supreme Court voids a possible concession by Duterte, China will not be bound by the ruling of the Philippine Supreme Court.” Which makes one wonder, was Carpio’s message an ominous warning of what could happen or what should be avoided when Duterte meets Xi in Beijing? Beware the Ides of October!

here is a wind of change hovering in the economic front in the Philippines as President Rodrigo Duterte travels to China for a 4-day state visit and after successful interactions with the other Asian leaders in Vietnam, Indonesia, Laos and Brunei. "It is now the time to stop being a beggar," President Rodrigo Duterte said during a news briefing before his departure for a 4-day state visit to China. And add to this what he said: "Filipinos are not "mendicants". "Philippines will survive without
foreign aids." During his news briefing last October 6, Duterte dared the United States, the European Union and the human rights advocate to pull out their assistance to the Philippines if they continue to criticize his war against illegal drugs without understanding the seriousness of the problems. President Rodrigo Duterte statements are loaded with meanings, centering on the many days of rumblings between the United States, the EU and the various human advocates and critics on his style of his war

Duterte focuses new international political strategy for more economic ties with other countries against the very core of illegal drugs in the Philippines. Duterte said he was ready to uphold the intergity of the Philippines and that "we will survive"..and we will not compromise our dignity as Filipinos." With all these terse statements, Duterte initiated more discussions to let other countries, like China and Russia, to build economic ties. Lately, Duterte visited Vietnam, Laos, Indonesia and Brunei to build a stronger relationship with other Asian neighbors. And the plan is to have an independent economic strategy and opening ties with other countries will benefit the Philippines. And recently, when the former President Fidel Ramos, who did not join the delegation to China, attended the send-off party for the outgoing US Ambassador to the Philippines,, Goldberg. FVR said on the new strategic plan of Duterte on foreign policy: "It's not an independent foreign policy anymore that counts for the Philippines. It is interdependent foreign policy. Friendship should
never change but indeed must be multiplied with new people." Goldberg said: "The Philippines should have a good relationship with its neighbors. It should have good relationship with China, it should have relationship with all countires. That's something we support. That's good for the country and that's good for the United States. Ambassador Goldberg agreed with the sentiments of Ramos that foreign relationships are not limited to a binary choice. Now the wind is changing as the out-going US Ambassador Goldberg and former President Fidel Ramos viewed the new strategy of President Duterte's new strategy on foreign relations. Meanwhile, President Duterte's state visit to China has gained favors for the Philippines. There are 12 Memorandum of Agreements signed with the Chinese officials like : Establishment of a joint coastal guard committee on maritime cooperation; agreement on economic and technological cooperation between the two governments; strengthening trade, industry and economic

cooperation, to name a few. And the mellowed Duterte said: "The Philippines will not enter into new military alliances with other countries nor break the old ones." And his critics will be silenced when he said while in China: "I am not authorize to discuss the issue on joint oil and gas exploration in the West Philippine Sea because the sharing of resources requires the approval of the congress and "every Filipino involved". And he added that the may decide to stop the war exercises between the US and the Philippines but he is also not keen on pursuing military alliances with China or with any other countries- "to avoid adding fuel" to what he described as a "volatile world". Would this be another star performance of President Duterte in the next 100 days?

It was at the time open to the general public until 2015. In the summer of 2016, FCTPAM decided to form three teams for

ringing the mountain to Mohamad. This is exactly what the Department of Science and Technology’s (DOST) has done in regard to bringing S&T information to the grassroots. Through the Science and Technology Academic Research-Based Openly Operated Kiosks or STARBOOKS, DOST reached places that had limited S&T information resources nor Internet connection. STARBOOKS is the country’s first digital library with hundreds of thousands of S&T information content. Developed by the DOST’s Science and Technology Information Institute, STARBOOKS recently celebrated another milestone. In a community in Laguna, STARBOOKS marked its 1000th site with the installation of four units at the Dayap National High School in Brgy. Dayap, Calauan, Laguna. Currently, STARBOOKS has deployed more than 1,123 units in several

barangays and municipalities in the country. Accessible on-site even without Internet connection, STARBOOKS provides students, researchers, and S&T aficionados with thousands of free S&T related materials in text, audio, and video formats. Among these are K-12 interactive courseware on math and science developed by DOST’s Science Education Institute, livelihood videos dubbed as “TamangDOSTkarte” which provides parents and entrepreneurial students a thing or two about various livelihood opportunities within their sphere of interest, and other videos. Furthermore, unlike Internet searches, STARBOOKS assures the public that they are accessing credible sources of information. Witnessing the milestone are DOST Secretary Fortunato T. de la Peña and Calauan Mayor Buenofrido Berris.
“We at DOST,” said de la Peña, “are striving to cut boundaries so we can reach those who are in need of our services and assistance, alleviate poverty, and expand our local industries.” He added that STARBOOKS is proof of DOST’s innovativeness and its commitment in providing significant technologies that answer to the needs of the public. One of the prevailing problems in the country that affect development is the slow Internet connection, which curbs learning. This area of concern is now being addressed through STARBOOKS as it provides offline and royaltyfree S&T resources. Launched in 2012, STARBOOKS units were first deployed at DOST Regional Offices XI and IX, and in Zamboanga City High School. Succeeding years saw the number of sites rise until it finally reached its 1000th.

efore the puck had even dropped to start the Winnipeg Jets 2016-2017 season, the front office shook things up. Goaltender Ondrej Pavelec was sent down to the Manitoba Moose of the American Hockey League giving way to Michael Hutchinson and Connor Hellebuyck to become the starters. Pavelec had been with the Jets since the Atlanta Trashers days posting 148 wins and 154 losses in nine seasons with the franchise. The Jets opened up the season at home in style coming from behind to beat the Carolina Hurricanes 5-4 in overtime. Shawn Mathias, acquired in the offseason, scored the first Jets goal of the 2016-2017 season with a sharp angle shot 4:14 into the first period. The Hurricanes stormed back for four unanswered goals.

With just under a minute in the second period, the Bruins took the lead for good.

To be buried this way we also learned that among other things one had to have been married and had grandchildren. Coffins are placed on the cliffs for two important reasons - to prevent bodies from being taken and desecrated by beasts and animal scavengers or thieves and also for the spirits to rise up easily for the soul to be blessed eternally. To reach the location of the hanging coffins you have to walk down the Echo Valley passing through a public cemetery. This ancient funeral custom by some ethnic groups of hanging

Sagada has many natural wonders. Sagada has two waterfalls - Bokong (Small Falls) and Bomod-ok (Big Falls). Other places that can be visited are rice terraces and Sumaguing and Lumiang Caves. If you are ready to get wet and dirty, “spelunking” in Sumaguing Cave is a must-try. “Spelunking” or “caving” is a recreational pastime of exploring wild cave systems, also known as “potholing” in the United Kingdom and Ireland. There are two ways to Sagada: from Baguio through La Trinidad

eautiful Sagada is famous for its “hanging coffins” suspended on the rocky limestone precipice not to mention its mystical caves, rice terraces, waterfalls, and temperate weather. Nestled in a valley, Sagada with 11,244 people, is a fifth class municipality in land-locked Mountain Province (Lalawigang Bulubundukin), Philippines. Interestingly enough, Sagada is one of the few places in the country that has preserved its indigenous culture with little Spanish influence and has become the only Philippine town that is predominantly Anglican (Episcopal Church of St. Mary the
Virgin is a known landmark at the centre of the town.) Foreign and local people include Sagada as a must in their itinerary mainly because of the “hanging coffins”, the old tradition of rock burial rooted with history and culture as old as time. The Sagada people have been practising such burial for more than 2,000 years. “Hanging coffins” are literally wooden coffins suspended by ropes or strong wires on the high walls of mountain as a traditional way of burying people. It is noticeable that the coffins are fairly small (most measure only about one meter in length) because

Ginebra beats Meralco to clinch 2016 PBA Governors’ Cup
T
he most popular ballclub is now the champion of the 2016 PBA Governors’ Cup. Barangay Ginebra San Miguel, in its 22nd finals appearance, withstood a gallant stand by the Meralco Bolts to win Game 6 and the championship series on Wednesday, October 19 at the Smart Araneta Coliseum. The Gin Kings thus ended 8 agonizingly long years of title drought by clinching the franchise’s 9th title. The last time
Ginebra won a championship was during the 2008 Fiesta Conference championship. Justin Brownlee nailed a triple from top of the key as the buzzer expired and Ginebra escaped with 91-88 victory to the delight of the predominantly pro-Ginebra crowd that packed the Big Dome to the rafters. The Living Legend Robert “Sonny” Jaworski was also in attendance. The 70-year-old Jaworski visited the Ginebra dugout at halftime and gave the players a pep talk with the Gin Kings behind by 13 points. In the second half, Ginebra came out with all guns loaded and just minutes into the third quarter, the Kings were able to take their first lead of the game giving them the momentum they needed to tame the Bolts.
Ginebra, won the best-of-7 series in 6 grueling, tightlycontested games and on the combined line-up composed of youthful talents and battlescarred veterans. LA Tenorio bagged the Finals MVP award. The 5-foot-8 Tenorio averaged 17.2 points, 3.8 rebounds and 4.2 assists in the 2016 PBA Governors’ Cup Finals. In Game 6, he tallied with 25 points, five rebounds and six assists. Two-time Grand Slam coach Tim Cone steered Ginebra to victory. Cone was appointed head coach of the Gin Kings just before this season. It is Cone’s 19th PBA title overall and his 93rd finals triumph, achieving the feat on the 93rd birthday of his coaching idol, the late great Baby Dalupan.

AlDub getting married, shares prenup photos Alden and Yaya Dub or Maine, the popular loveteam of the Kalyeserye segment of the noontime show Eat Bulaga, are getting married soon. AlDub fans rejoiced for the return of the segment after being off-air for a month. In the episode on October 15, Alden formally asked for Maine’s hand from the Lolas, Lola Nidora (played by Wally Bayola) who had just returned from a US vacation with her sisters Tidora (Paolo Ballesteros) and Tinidora (Jose Manalo). Cynthia Patag, Jim Paredes under fire re musician's death

ctress Cynthia Patag as well as former Apo Hiking Society member Jim Paredes and his wife Lydia are under fire, after a false Facebook post about the death of musician Noli Asensio went viral over the weekend. The brouhaha started when a post by Patag entitled "He wasn't poor" with the byline of "Lydia M. Paredes.", where a certain Ana Segovia claimed that Noli Asensio was "abducted" and "drugged" before his death, and was a victim of the Duterte administration’s war on drugs. According to the post, Lydia Paredes received a private message from Segovia who mentioned that
Asensio was her cousin. The content of Patag’s post was denied by Asensio's ex-wife Iwi Laurel and daughter Nicole. Iwi clarified on social media that Noli was neither abducted nor drugged, and was not a victim of the government’s anti-drug campaign. Nicole then shared her mother’s post and added that the post was meant to politicize their father’s death. . Paredes then explained and apologized in an open letter to Iwi and Nicole that Patag’s post was apparently Segovia’s private message to his wife and “some friends” to seek confirmation about the circumstances of Asensio's death, and had no intention of politicizing.

Ai Ai delas Alas gets highest Papal medal

omedienne Ai Ai delas Alas will be conferred the Pro Ecclesia et Pontifice (For the Church and the Pope) Papal Award which is said to be the highest honor bestowed to laity by the Pope. The conferment was made possible through the recommendation of the Diocese of Novaliches headed by Bishop Antonio Tobias. He said the church recognized Ai Ai’s distinguished service that includes her involvement in the construction of the Kristong Hari Church in Commonwealth Ave., Quezon City; the Anawim Lay Missions Foundation, Inc. in Montalban, Rizal; and other charitable works. The conferment ceremony will be on Nov. 11 coinciding with the actress’ 51st birthday, to be held at the Cathedral of the Good Shepherd, Regalado Avenue, Novaliches, Quezon City. House in search of more viable budget source for proposed DPS
M
embers of the House Committee on Public Order and Safety are pushing for a more viable budget source to fund the proposed Department of Public Safety so it can effectively implement its tasks to improve the capability of local government units (LGUs) to meet the demand for greater safety and security, better local traffic management, and enhanced disaster preparedness and response. Members of the committee chaired by Rep. Romeo M. Acop (2nd District, Antipolo) discussed the funding component for the proposed Department of Public Safety (DPS) during the panel’s initial deliberation of House Bill 6 or the proposed “Public Safety Act” authored by Speaker Pantaleon D. Alvarez, Majority Leader Rodolfo C. Fariñas, Minority Leader Danilo E. Suarez, Deputy Speakers Rolando G. Andaya, Jr. and Raneo E. Abu, Reps. Karlo Alexei B. Nograles, Rodel M. Batocabe, Michael John R. Duavit, Carlos O. Cojuangco, Elisa T. Kho and Benhur L. Salimbangon. The bill provides for the creation of a DPS in every province, city and municipality to be under the direct control and supervision of the provincial governor, city or municipal mayor. The DPS will implement public order and safety laws and ordinances, help reduce vehicular traffic congestion and address the effects of man-made and natural disasters. Lawmakers consider as rather contentious Section 5 of the bill titled Funding which provides “the amount necessary for the initial implementation of
the Act shall be charged against the current appropriations of LGUs. Thereafter, such sum as may be necessary for continued implementation shall be included in the annual budget of the LGUs.” The League of the Provinces represented by its Executive Director Sandy Paredes said that although they fully support the bill, their only apprehension is the funding of the establishment of the new department. Deputy Speaker Gwendolyn Garcia, former governor of Cebu, said the funding proposal for the DPS will surely affect the budget of each LGU. “This is exactly what I expected to hear from the local governments. Perhaps, a proper amendment could be done particularly of Section 5 of the bill which is about the DPS funding. The DPS that we will be creating could be passed if we can consider using the calamity funds of each LGU since the funding cannot be a continuing appropriation,” said Garcia. Rep. Manuel Jose M. Dalipe (2nd District, Zamboanga City) proposed that HB 6 should also be tackled in the Committee on Local Government since the creation of the new department will amend the provisions of the Local Government Code and affect the budget of LGUs. “If this will become a law, it will be added in the Local Government Code. Moreover, if there is a new department, it would also entail or create new plantilla positions that would affect the local government’s funds,” said Dalipe. Meanwhile, the committee also tackled House Bills 176, 1348 and 3837, aiming to provide stiffer penalties for illegal discharge of firearms. The bills also seek to introduce a comprehensive definition of the crime defined under Article 254 of the Revised Penal Code or the “Unlawful Use of Firearms.” The Philippine National Police (PNP) and the Department of Interior and Local Government (DILG) endorsed the bills as they will help the law enforcement agencies in the implementation of laws and deter further commissions of crime.

stirs up the country’s Research and Development (R&D) agenda as it holds the National Research and Development Conference to harmonize the R&D activities into a strategic development plan starting 2017. The conference, slated on 21 October 2016 at the Crowne Plaza Manila Galleria Hotel in Ortigas, Pasig City, aims to unify all the R&D efforts of various government funding agencies and research and development institutes through a consultative meeting with its stakeholders. Output of the said conference will be the drafting of a National Harmonized R&D Agenda that will serve as the blueprint for all government funded R&Ds through the National Economic and Development Authority (NEDA). The harmonized R&D agenda will focus on key sectors and its priority areas of development in accordance with NEDA’s Philippine Development Plan. The DOST Secretary Fortunato T. de la Peña will lead the discussion of sectoral R&D plans to be presented by R&D funding agency heads, namely Dr. Reynaldo V. Ebora on agriculture, aquatic, and natural resources; Dr. Jaime C. Montoya

According to Secretary de la Peña, R&D is still the top priority of his administration especially the agriculture sector and country-side development as underscored by the top management. The science department is credited in initiating programs that significantly mitigated the effects of natural disasters in the country through the use of cutting edge technologies and high performance computing. It also created awareness campaigns on climate change adaptation and considerably contributed in alleviating poverty and promotion of inclusive growth through assistance to small and medium enterprises, creating hundreds of thousands of livelihood opportunities to Filipinos. The DOST, through Executive Order 128 of 1987, is the sole government office mandated to direct all scientific R&D activities with potential benefits to the socioeconomic development of its people.

QPAM raises money for scholarship fund Quezon Province Association of Manitoba, one of the most active associations in Winnipeg, hit the road leading to South Beach Casino where officers and members and guests would try their luck, raising money for the scholarship grants given to some deserving students in Quezon Province. "I have to thank everyone who helped us raise money for the QPAM scholar and I am happy to report that our scholars are very grateful for the support we have been given to the deserving students who could not afford to enter the university.," Maggie Chan-Urbano, president
of QPAM. "This scholarship program has been going on for many years, and with the total cooperation of our officers and members,we are able to afford financial help, it is great to be a Quezonian." QPAM has been existing for many years and the solidarity of the association becomes the stronger bind to continue the service to the Filipino community. French fusion in the heart of the Maples
W
hen you walk into Crème De L’Essence, don't let the ambiance of the bistro fool you. The food that comes out of this kitchen is superb and located in the heart of the Maples in a non-descript industrial strip mall near the corner of Keewatin and Inkster. Executive Chef and owner, RJ Urbano along with Ryan San Diego are the dynamic duo behind Crème De L’Essence. The menu is inspired by RJ's culinary experience and interest in French and Italian cooking and Filipino heritage. Chef RJ Urbano is graduate from Red River College's Culinary Arts program and work experiences include Joey's Polo Park, The Lobby on York and Sun Valley Restaurant. RJ and Ryan have also been part of several Filipino pop-up dinner engagements with Baon Manila Nights with Chef Allan Pineda and very recently with MasterChef runner-up, Jeremey Senaris' LASA Series.
Prior to opening Crème De L’Essence, RJ Urbano was hustling ice cream out of his house and now part of the bistro dessert menu. All ice cream is made inhouse with flavours included salted caramel Oreo, matcha green tea and pumpkin spice.
The bistro was recently featured in Tourism Winnipeg's online "Peg City Grub" review (PegCityGrub.com). More recently, Winnipeg Free Press featured this "hole-in-the-wall" on Inkster in their Food & Drink section on October 20, 2016.
