China sets eyes on Benham Rise
A
s soon as the United Nations had awarded Benham Rise to the Philippines than China sets her eyes on this undersea landmass in the Philippine Sea. According to the Department of Environment and Natural Resources (DENR), this 13-million-hectare area off the coast of Aurora province is potentially rich in mineral, natural gas deposits, and manganese nodules that are vital in the production of steel. Studies conducted by DENR have also shown large deposits of methane in solid form (methane hydrate or methane ice). Further studies also showed that natural gas deposits in the area would enable the Philippines to achieve energy sufficiency.
The Benham Rise is within the Philippines’ exclusive economic zone (EEZ). However, she did not claim it until 2008. The following year, the Philippines, which was the sole claimant, formally submitted her claim to the U. N. Commission on the Limits of the Continental Shelf. Larger than the entire island of Luzon, Benham Rise was awarded to the Philippines in 2012, after the United Nations approved her claim that Benham Rise was an extension of her continental shelf. In December 2013, the U.N. Convention on the Law of the Sea (UNCLOS) informed the DENR – with finality -- that Benham Rise is part of the country’s continental shelf and territory. As such, it is not

subject to any maritime boundary disputes and claims. Wrong! In February 2016, the Philippines’ Bureau of Fisheries and Aquatic Resources (BFAR) reported that several Chinese ships were seen in the Benham Rise. The following July, China Daily published a report about China’s “secret undersea exploration” in the Benham Rise area. The report said that China discovered massive mineral deposits. It also said that the volume of natural gas deposits in the area was at par with what was discovered in the Spratly Islands. Quid pro quo With the recent warming up of relations between China and the Philippines under the administration of President Rodrigo Duterte, China has a grand opportunity to solidify her hold on the Spratly Islands and Scarborough Shoal when Duterte visits China in October. It is expected that Chinese President Xi Jinping would shower Duterte – who has shown willingness to put the territorial disputes between the two countries in the back burner – with low-interest loans for infrastructure and economic development projects, and military hardware. But as China had demonstrated in previous “quid pro quo” deals with third-world countries, she’d get more than what she bargained for. Indeed, China’s “wish list” could include lucrative economic contracts in the areas of energy, transportation, port management, agriculture, mining, and oil and gas exploration. It wouldn’t be surprising if China acquires long-term agreements to use the former American bases – such as the Subic Naval Base and Clark Airbase -- as logistical support bases for her growing navy and air force that she needs to project power into the Second Island Chain, which runs from the Ogasawara Islands and Volcano Islands of Japan through Guam and the Marianas to Papua-New Guinea. If China builds an artificial island on top of Scarborough Shoal (which at 58 square miles is slightly smaller than the area of Quezon City, the capital of the Philippines), she’d be in a position to militarize it. And once militarized – like what she

did to the seven artificial islands she built in the Spratlys -- she’d be able to control the choke point at the Bashi Channel in the Luzon Strait, which is the gateway to the Philippine Sea… and beyond. Chinese Dream In my column “China raises the ante” (July 31, 2013), I wrote: “Last June 27, 2013, an intriguing article appeared in the Want China Times titled, ‘China to take Second Island Chain by 2020: analyst.’ It says: ‘Within seven years, China will be able to control the Second Island Chain — a series of island groups that runs north to south from the Japanese archipelago to the Bonin and Marshall islands — now that the PLA Navy commands the nation’s first aircraft carrier, according to the Hangzhou-based Qianjiang Evening News.’ “The article also said: ‘In 1982, Admiral Liu Huaqing, the former commander of the PLA Navy and the mastermind of China’s modern naval strategy, said that it would be necessary for China to control the First and Second Island Chains by 2010 and 2020. The PLA Navy must be ready to challenge US domination over the Western Pacific and the Indian Ocean in 2040. If China is able to dominate the Second Island Chain seven years from now, the East China Sea will become the backyard of the PLA Navy.’ ” Lake Beijing With China’s goal of controlling the vast Western Pacific, which includes the East China Sea (ECS), South China Sea (SCS), and the Philippine Sea, the entire Western Pacific would be transformed into “Lake Beijing.” The Philippines would be right in the middle of the lake, isolated from the rest of the world. “Lake Beijing” would also encompass the mineral-rich Benham Rise as well. As things are today, China is behind in her timetable to achieve control over the First Island Chain, which includes the ECS and SCS. However, by militarizing the Spratly archipelago, the Paracel Islands, and Scarborough Shoal, China would be able to establish a “strategic triangle” formed by these three island groups where China could monitor – and control – all the movements in the SCS.
October 5-20, 2016
The next step would be to declare an Air Defense Identification Zone (ADIZ) over the entire SCS. With an ADIZ already in place over the disputed Senkaku Islands in the ECS, China would then be ready to break out into the Second Island Chain right up to America’s doorsteps, Guam. And the last – and final -- step would be to take full control of the choke point at the Strait of Malacca, and eventually… penetrate the Indian Ocean. What is at stake in these disputed waters is control of the huge mineral deposits, marine resources, and the world’s busiest maritime lanes. What could the U.S. and her allies in the region do to stop China from gaining control over this huge body of water, which extends more than 10,000 miles from the Indian Ocean to the Second Island Chain? If the U.S. fails to stop China, she might as well kiss the IndoAsia-Pacific region goodbye and cocoon herself into isolation just like before she entered World War I. But inaction does not guarantee peace either. The “Munich Appeasement” of 1938 did not stop Germany from invading Czechoslovakia. On the contrary, it emboldened Germany to pursue territorial expansion, thinking that the Great Powers – particularly America -- wouldn’t intervene. In fact, as Germany continued her conquest of Europe, then U.S. President Franklin Roosevelt told the American people in 1940: “I have said this before, but I shall say it again and again: your boys are not going to be sent into any foreign wars.” Wrong! When Japan attacked Pearl Harbor on December 7, 1941, Roosevelt declared war on Japan the following day. A few days later, Germany declared war on the U.S; thus, bringing the world to war once again for the second time. Which begs the question: Is appeasement a guarantee for peace or just a momentary stopgap that would only encourage a rogue country – China, Russia, North Korea or Iran -- to start another world war? Sad to say, if history is the barometer of things to come, the imbroglio in the SCS has all the elements of war in the offing. And as China sets her eyes on Benham Rise, the world teeters on the brink of World War III.

90 Sinclair Street
Y
ellow leaves were falling, signs of Autumn, when I was driven home past twelve noon by Reverend Noel Lapatha with his wife, Manang Rosina after the worship service conducted in the rented Studio Room of North Central Recreation Facility at 90 Sinclair Street. The blowing Prairie wind is getting cold; but, my heart is exultant and warm. A new congregation is in the offing sans regional distinction and denominational affiliation. The original enablers made a covenant among themselves to come together on the common ground that only by God’s grace whereby humankind is saved. In Christ Jesus there is neither Ilocano, nor Hiligaynon, Tagalog, Sugbohanon, Waray, Kapampangan, Bicolano, Pangalatok. Affiliation of Methodist, Presbyterian, or Baptist; or Pentecostal does not matter as long as the person is looking for a church to worship. Rev Ed Capillar explained he was prodded of a soft whisper to form a new congregation affirmed by the two other “retired” ministers, Reverends Noel Lapatha and Rolly Vinluan, concurred by Rev Jacob Pedrina, the designated Pastor of the soon to be registered new congregation. The 25th of September, is the first Sunday the congregation gathered.
The four ministers took turns in leading the congregation in her first Sunday of worship service. Rev Vinluan led the Invocation and he prayed, “O God, our Creator, we gather in this place together seeking to know you. We gather together as a community of your people to know your will and your way. Grant unto us, O God, the comfort of your grace and the power of your presence. Look not what we have done wrong in the past, but accept us as we are and where we are. Lead us to where you would have us go to do, and what you would have us do. This we pray, in the name and Spirit of the Risen Christ our Saviour, Amen!” Followed by congregational singing, Rev Capillar led the Hymn, “To God Be the Glory”, with Paul Vinluan accompanying with his portable organ. To God be the glory great things he has done So loved He the world that He gave us His Son Who yielded His life atonement for sin? And opened the life gate that all may go in. The pastoral prayer was delivered by the Pastor designate of the newly formed congregation. Rev Jacob Pedrina interceding in behalf of the people prayed, “We are grateful Oh Lord for the presence of each and every one
of us to gather in this place. You called us from different places of this city to unite. To unite our spirit in You in spite that we have different background, different experienced and status quo in life. Hindi naging dahilan upang kami hindi magkatipon kungdi upang ipakita na may Kristong tumatawag sa amin na magkaisa at magawang matanggap ang isat-isa” The word was delivered by Rev Lapatha. The privilege and honor was given to him not because he is the most senior among them all; but, it is a recognition to what he had done for the Filipino Community in Winnipeg. Rev Lapatha is the pastor that first started forming a Filipino congregation when they arrived in Canada. Rev Lapatha prefaced his message by recalling the history – not His Story – how the evangelicals and the mainstream Protestant denominations like Presbyterians, the Methodists, and Lutherans started in the Philippines when the Americans came after defeating Spain. That American missionaries came together and arrived to an agreement, which was known as Committee Agreement. The Methodists were assigned to the north (Luzon area), the Presbyterians went to Central Visayas, while the Baptists was assigned in Western Visayas. Mindanao is free for all. “Why are you here”, Rev Lapatha posed the question. Are you here because of fellowship? Or, are you here to sing hymns, or hear a sermon, or pray? “You are here”, continued the Speaker, “because you come to worship God”. The essence of God’s people why they gather together is to worship Him. In the denouement Rev Lapatha briefly expounded the
passage in the Book of Corinthians and another passage in the Book of Ephesians. That the church is like a human body, she has many functions. That the work of the church is carried out by people endowed with various spiritual gifts. Some are evangelists, some are teachers, and some are apostles to equip the members of the church. After the worship service, exchange of ideas circulated on the question what would be the name of the new local congregation. Owing to the demographics of those that joined the first worship service, what seems to float around is the term
“cosmopolitan” descriptive of the profile of those that joined the launching of the new church. Regardless of the corporate name the new congregation will adopt the common concession about the name is, it ought to be inclusive. Denominational differences is recognized, amazingly, however, no one have difficulty singing in exaltation the closing hymn, “Victory in Jesus, my Saviour forever...” My personal appreciation to Jonalyn, a kababayan, the staff on duty that ushered us in welcoming as we enter the gymnasium…. maraming salamat po, Kabayan.

Winnipeg Jets Report by Derick Ramos @DerickRamos
The Future is Now
A
fter making the playoffs in the 2014-2015 season, the Winnipeg Jets failed to make strides the following year missing the playoffs. While the team regressed in the standings last year, the progression of the development of the team's future leaders was evident. Mark Scheifele had a career year with 61 points (29G, 32A) and Blake Wheeler led the way with 78 points (26G, 52A). This offseason, the Winnipeg Jets front office appointed the two to lead the team going forward with
Wheeler serving as captain and Scheifele as an alternate. Sometimes to be good you have to be lucky and the Jets were just that during the draft lottery. Being awarded the second overall pick, the Jets selected the flashy Finnish forward, Patrick Laine. After playing in the IIHF World Championship and the World Cup, Laine has shown that he can make the transition to high level hockey easily. Laine will be one of the most interesting players in the NHL to watch and will be a serious contender for the Calder Trophy.

It wasn't all roses for the Jets during the offseason. Defenseman Jacob Trouba decided to sit out training camp and requested a trade. Trouba's agent Kurt Overhardt said that Trouba wants to reach his full potential as a right-shot defenseman as Dustin Byfuglien and Tyler Myers currently sit ahead of his client in ice time. At only 22 years old, Trouba has the potential to be a top defenseman in the league and many teams will be paying a close watch to see how the situation is handled and especially to his availability. Once again, the biggest question mark for the Jets entering the season will be the goaltending. Ondrej Pavelec has one year left on his contract and Michael Hutchinson just signed a two year deal. However, the future number one goalie may be gaining another year of experience in the AHL with the Manitoba Moose. Connor Hellebuyck went 13-11 last year when called upon by the Jets and might see action this year if either Pavelec or Hutchinson suffer an injury. There will be plenty of players to watch out for. Kyle Connor led the NCAA in scoring in his freshman year and might be in a Jets jersey once the season starts. Nikolaj Ehlers looks to improve on his solid rookie campaign finding his way on the top line with Wheeler and Scheifele. Waiting in the wings are Nic Petan, Brendan Lemieux, and Josh Morrissey all waiting for their opportunity to get more time in the NHL. With a plethora of forwards, the Jets organization has the prospects cupboards pretty full. A good problem to have. The Winnipeg Jets may need some time to develop chemistry and for their future stars to get accustomed to the NHL level but the Jets will definitely be competitive night in and night out. With a Central Division that boasts the Chicago Blackhawks, St Louis Blues, Nashville Predators, and the Dallas Stars, Winnipeg will be in tough for a chance to play in the post-season. Whether the Winnipeg Jets make the playoffs, the future is very bright and will be on full display when the regular season starts on October 13th against the Carolina Hurricanes at the MTS Centre.

These impressive accomplishments, for a short period of time, are unacceptable to President Duterte's critics...
The 100 Days of Duterte's Administration
by Rod E. Cantiveros
t all started with a bang! And the 16 million Filipinos who voted for Duterte, have been looking ahead to a more progressive country in Asia. Not all have been clamoring for a change. And the many changes that Duterte has instituted benefit the millions of Filipinos. And at the same time this on going rally for a change has led to the irritation of his critics. On record, there more than 50 changes made for the past 100 days, a feat only Duterte himself, his followers could claim. To make more precise, Duterte is the only president who has done many changes for a short period of time. At the very beginning, the campaign against drugs has been severe after finding out that the drug problem in the Philippines is deeper than what the president has thought of, claiming that the Philippine is a narco-state. This had led to many killings of drug protectors, pushers and users, and the massive discovery of many

shabu factories in the New Bilibid Prisons and in the various parts of the country, mostly in Metro Manila and Luzon, especially in Pampanga where the police discovered old and new shabu factories. And as the result of this massive campaign, Duterte has instituted many rehab centres even the other institutions and the church offered services to rehabilitate the drug users and pushers. The campaign for a change followed by the move against contratualization under the leadership of Secretary Bello who is fighting hard against the business tycoons and big corporate owners to end the "endo"; and when Gina Lopez, Secretary of Department of Environment and Natural Resources, investigated illegal minings, illegal loggers and illegal fishing at the Laguna de Bay. She said: "Where there is mining, there is poverty."; MRT has increased the number of units and let the public buy their tickets in some outlets in the various malls;

Horoscope Both business affairs and romance can blossom; although where money is concerned you may be eager to get the best deal possible and could be quite aggressive about it. The same may be true of a new love affair or budding liaison, where a touch of obsession could cause you to do or say more than you intend. However, you might be eager to keep everything nice even if you feel emotional about it.
The current blend of energies could mean that you swing between these options and may even decide to do nothing if you can’t decide what to do next. You may wonder whether you should be giving and go out of your way for others or stick to your own schedule. However, there might be a way to compromise even if you have reservations about doing so. If it saves disagree with others and the resulting bad feelings, it might be worth it.
You may want to give a good impression, but below the charming smile you could have an agenda that you feel would be rude to share with others. The truth may be that you’re eager to get your own way concerning romance, business, and money matters, but you don’t want to make it too obvious. If you’re going to get the results you seek, you may need to be honest with at least one person or you could lose out.
PAHALANG
The present focus on tact and diplomacy encourages you to tackle the subject from a different perspective, resulting in a much more desirable outcome. But you might find that if you try too hard, they could back off and even become unapproachable. They could mean that someone will boss you around unless you can be firm with them.
You might find that it goes more easily if you keep an open mind and are willing to put yourself in another person’s shoes, especially if you’re experiencing a degree of conflict with him or her. It might even add extra sparkle to the relationship if it encourages fresh ideas and lets you see things in a new light.
It could become even busier once activate your sector of career and responsibility. With a very positive focus at the top of your chart, you may be geared up to accomplish a goal or make a career move. To do so you’ll need to be cooperative, diplomatic, and charming. If you seem too self-serving, you could close the door on an opportunity that might be very good for you.
There’s a lot to be said for socializing, as it could bring opportunities your way that you might not come across otherwise. You may even find that a creative idea leads to a project you enjoy work together on, one that could quickly become a done deal. On the home front, a plan to change your eating habits can be successful if you have a strong reason to look and feel better. If not, you might require more energy to keep going.
This might not involve doing more, though, but rather letting go of activities that no longer serve you, which may lead to you do a lot less. Focus on your psychological sector make more forceful and may be even more reason why you’re so eager to make changes. This is also a chance to think about your life purpose and how far you’ve coming working toward it. If you aren’t sure what it is, use this opportunity to reflect on it.
The more willing you are to move out of your comfort zone, the more exciting the doors that open up can be. Regarding a career move, it might be wise to trust your instincts. The focus on far horizons could see you making travel plans and considering study options. The job might sound perfect, but if you suspect that it isn’t, investigate further. It’s also possible that a pattern of belief may be holding you back from trying something new.
If you have items to purchase for the home, don’t take the first deal you come across. Present authority suggests that you might be able to get a better one elsewhere - in fact, one you’ll be really pleased with. On another note, the tendency to indulge could cause you to spend more on leisure activities than you need to. However, if you’re investing your cash in a creative project or develop romance, you may feel its money well spent.
You are getting serious about cooperating on a project that is deeply meaningful to you. In fact, this partner could be the driving force that encourages you to try, as he or she may see some brilliant possibilities in your idea. But try not to overthink this, as that could delay everything. If you try to get it perfectly right the first time, it might not work out as well as taking a more natural approach.
There could be some doubt in your mind concerning your ability to tackle something that you’ve never tried before. New possibilities are opening up for you, but you need to decide whether you’re ready to embrace them or not. It all comes down to confidence. If your sector of change suggests anything at all, it’s that you have more than enough fearlessness to engage in activities that are pleasantly challenging.

In his Filipino cooking class, participants took turns rolling and wrapping lumpia and took notes on cooking chicken adobo and preparing variations of pancit including a vegetarian version of pancit. Chef Mark started his cooking career as a graduate from Red River College and has over 18 years of experience. His culinary inspiration comes from his late father, Crisanto "Sonny" Sobrevinas. Isang Tinig, Isang Lahi: Singkabang Bulakan Bulacan Association of Winnipeg Inc. celebrates 20th anniversary and holds induction of officers 2016 By: Azelle Sanchez – Santos
I
t was in 1990s when Filipino families started to arrive in Winnipeg, Manitoba. From then, there has been a steady flow of Filipinos in the province. The Filipino community has reached over 70,000, because of an immigration boom that took place over past years. Out of the 70,000 Filipinos in the city, there are at least more than one thousand Bulakenyos (Filipinos who are from the province of Bulacan). It was the late Bernie Bernabe’s great idea to gather all his kababayans (countrymen), particularly Bulakenyos here in Winnipeg. Because of his profession in real estates, he was able to meet a lot of Filipino families. He started inviting them in simple gatherings like dinner, picnic, karaoke and more. He received a very heartfelt support from other Bulakenyos. They started treating each other as one family. June 21, 1996 - Bulacan Association of Winnipeg, Incorporated (BAOWI) was officially established. Numerous activities were held to make the bond stronger especially because of the increasing number of Bulakenyo families. After Bernie’s presidency, equally dedicated and hardworking Bulakenyos followed his footsteps. Albert Capiral, Lito Bautista, Eric Santos, Jun Magsino and Clarita Nazario became presidents of the association. BAOWI conducted a lot of fundraising events in Winnipeg.
Most proceeds went to the beloved country, Philippines. The association has been generous in helping Filipinos by sending relief goods and monetary assistance to typhoons victims, donating school supplies to the less fortunate students, conducting gift giving to some charity organizations like Ephesus, and even in jails and a lot more. One of the biggest events initiated by BAOWI was the 2014 KORO BULAKENYO concert. A very talented choir from Bulacan entertained thousands of Winnipegers by their acting and singing brilliance. They performed in different halls, churches and restaurants. They sparkplugged the spirit of Bulakenyos to be more proud of their province. This was followed by Paskuhang Bulakenyo (Christmas Celebration) which was held January 2015, from these events, more Bulakenyos came out and started to become active. For 20 years of service to the Filipino community, the association has been grateful and honored that it has been considered a home away from home for Bulakenyos. Last September 24, 2016, at Marlborough Hotel, BAOWI gathered all the Bulakenyos in Winnipeg to celebrate its foundation day. The event was aligned to the province’ Singkaban Festival (short for Sining at Kalinangan / Arts and Culture), a famous festival in Bulacan which is celebrated every September of the year.
One of the highlights of the program was the awarding of outstanding Bulakenyos who have excelled in different fields, recognition of past presidents, and Bulakenyo youths who have outshined in academics and sports. Another part was the induction of officers for the year 2016 which was led by Clarita Nazario, the adviser of BAOWI and the guest of honor for the event who was none other than the Vice
Governor of Bulacan, Honorable Daniel Fernando, who came all the way from the Philippines just to show his total support and indebtedness. There were special production numbers by Paul Ong, Arnold Tongol, Micaela Navoa and Spicy Girls. Honorable MP Kevin Lamoreux, Honorable Cindy Lamoureux, Honorable City Councilor Mike Pagtakhan, Honorable Ted Marcelino, Honorable City Councilor
Cindy Gilroy, Honorable Jon Reyes, Honorable Jon Gerrard, Honorable Flor Marcelino, Philippine Consul Ronaldo Opina were all present and gave their respective greetings to the association. There were souvenir magazines sold to the attendees for only $10 as a fundraising project. The magazine features the history of Bulacan and BAOWI, continuation on page 29

life of Bulakenyos, rich culture and tradition, events of BAOWI, as well as the list of sponsors. All Bulakenyos who dedicated their time, officers who really worked hard, and many generous sponsors made the event a remarkable and successful one. Now, more than ever, Bulakenyo officers and members are more inspired to serve the Filipino community in Manitoba and in the Philippines, and are driven to be more united as one race, and one voice.
