Duterte wants more time to end drugs, crime menace
P
resident Rodrigo Duterte is asking for six more months to put an end to the drug menace and criminality in the country. Duterte, who vowed to end drugs and curb crime in the first six months of his presidency, admitted he did not have any idea that there were hundreds of thousands already in the drug business. Speaking in a recent press conference in Davao City, he said his administration is trying its best to address kidnapping, terrorism, drugs and other security concerns. He promised to bare a new list of about 1,000 government employees involved in illegal drugs, including barangay or village chiefs who
are conniving with or extending assistance to terrorists and drug lords. Officials said there are about 3.7 million drug addicts in

he Philippine courts should establish that Mary Jane Veloso was a mere victim of her recruiters’ illegal activities in order for the Indonesian government to consider freeing the convicted Filipino drug mule Justice Secretary Vitaliano Aguirre said Indonesia’s judicial process is still waiting for the results of a criminal case filed in Nueva Ecija province against the overseas Filipino worker’s recruiters, partners Maria Cristina Sergio and Julius Lacanilao. The DOJ chief said Veloso’s release is possible if it can be shown in the eyes of Indonesian law that she is merely a victim and actually not guilty of the offense charged against her. Aguirre cited the
recent release of 177 Indonesians, who were arrested at the Ninoy Aguino International Airport last Aug. 19 for illegal possession of Philippine passports. President Duterte ordered their release because they are just victims of a Filipino syndicate involved in illegal issuance of passports.
This was announced by former Speaker Feliciano “Sonny” Belmonte Jr., now chair the House special panel, who cited the expertise of Ramos and Carpio in various issues concerning the Chinese government. Belmonte also noted that the former president was appointed by President Duterte to
serve as special envoy to China to conduct talks on the ruling of Permanent Court of Arbitration in The Hague, Netherlands. Also being considered as panel advisers are former Magdalo party-list Rep. Ashley Acedillo, ex-Cagayan de Oro City Rep. Rufus Rodriguez and Angkla party-list Rep. Jesulito Manalo.
Culture body eyes national award for Whang-od
he National Commission for Culture and the Arts (NCCA) is now processing the “Gawad sa Manlilikha ng Bayan” (GAMABA) or the National Living Treasures Award for Kalinga’s most famous tattoo artist. Maria Oggay, better known as Whang-od belongs to the Butbut tribe. She is the oldest “mambabatok” or traditional tattoo artist in Kalinga and in the country at the age of 97. She uses purely traditional means in tattooing using the thorn of a lemon or pomelo plant in her craft. She is famous not only

Foreign Policy fiasco
I
t was a very strange week! Was it a full moon… or was it sign of the times? Indeed, a nation’s leader going ballistic is not the usual norm even with the likes of… well, I don’t want to distract you from the issues so let’s move on. The recent brouhaha on the eve of President Rodrigo Duterte’s departure for his first foreign foray to the ASEAN Summit in Vientiane, Laos has left many people wondering what was going on in Duterte’s mind? Frankly, a national leader uttering the curse “putang ina” – “son of a whore” – to the Pope, the United Nations Secretary General or to the President of the United States, is demeaning the position he holds. And worst, it gives a bad image to the people he leads. And yet, 91% of the Filipino people incredibly hold him in high esteem! As George Takei loves to say, “Oh my!” It all began when Obama, before embarking on his last foreign trip, said that he’d talk to Duterte in Laos about human rights violations. Well, “human rights” is something that apparently hit a raw nerve in “Digong” – Duterte’s street moniker – who is reputed to condone killings of illegal drug pushers and users because he said they’re not “human beings.” Which reminds me of what Digong had told a crowd of cheering admirers, saying he doesn’t mind being likened to the late Ugandan dictator Idi Amin, whom human rights activists blamed for the deaths of up to 500,000 people in the 1970s. Digong and Amin And the similarity between Digong and Amin reminds me of the movie, “The Last King of Scotland,” where Amin’s mercurial temperament and extreme mood change often makes one wonder if Amin had multiple personalities? Indeed, Duterte once told a group of reporters, "Ako, palabas-masok ako sa bipolar. One moment seryoso ako, one moment tatapunan ko kayo ng biro.” (I am bipolar. I am serious one moment, and the next moment I will joke with you.) If true – meaning that he’s not joking about suffering from bipolar disorder – then we could be in for a roller coaster ride for the six years of his presidency. Indeed, his underlings – cabinet secretaries and department heads – would be scratching their heads (confused) and wiping their sweating armpits (nervous) every time Digong would give conflicting orders. While they are expected to be compliant and subservient, they

would follow Digong’s orders, as they understood them, which could lead to bureaucratic chaos. The end result would be a dysfunctional government. But running a government gone berserk is one thing; running amuck around international summitries and gatherings is unspeakably horrible, to say the least. Digong and Obama It did not then come as a surprise when Digong badmouthed Obama, the leader of the world’s most powerful country, before he left for Vientiane to attend the ASEAN meeting. When a reporter asked him how he would explain his administration’s recent extrajudicial killings to Obama, he said that Obama must respect him and not just throw questions at him. He then blurted, “Putang ina, I will swear at you in that forum!” And when Obama heard about this, all he said was “He’s a colorful guy” and cancelled the meeting. Yep, what Duterte did was like a doberman biting the toe nails of an elephant; it didn’t hurt the elephant. But Digong – a fearless street fighter – has the temerity to admit in front of television in Indonesia that he killed a prisoner who raped an Australian missionary when he was mayor of Davao City. Instantly, the limelight was on him. But is that how a national leader should project himself on the international stage? While it might have awed some of the leaders attending the summit and treated him like a celebrity, Digong’s explosive speech on television had left little doubt that he’s someone to be shunned and treated as an international pariah. One-two-three… But what Digong did in Vientiane was just an appetizer for the media whose voracious appetite for sensational and controversial scandals has no end. And no sooner had Digong landed in Manila than he dropped a bombshell on the U.S. Special Forces fighting the terrorists in Mindanao, saying they “have to go.” His reason for their eviction was to keep them from being killed by the Abu Sayyaf terrorist group. The next day -- like a onetwo-three punch -- he announced that joint patrols with the U.S. in the South China Sea would end. He also announced that the Philippines would buy arms from China and Russia, saying that deals are already “in the pipeline.” He then disclosed that China had offered to provide him with a personal plane to use. His own “Air Force One”?

The following day, Chinese Vice Foreign Minister Liu Zhenmin welcomed Digong’s “independent foreign policy” and remarked that relations between the two countries “are at a new turning point.” Not so fast, pal, because the following day, Digong declined the offer saying that the plane might have more problems than him taking commercial flights. And jokingly – or seriously? – he said the plane might explode! That, in a nutshell, was Digong’s maiden “independent foreign policy.” Evidently, he didn’t consult with his Foreign Affairs Secretary Perfecto Yasay Jr. and National Defense Secretary Delfin Lorenzana to make sure that the independent foreign policy he was pursuing would not put the country in harm’s way. But while there is nothing wrong with taking an independent course in foreign affairs, history tells us “Never burn your bridges” because you’d never know when you would need it to go back. Damage control A few days later, Yasay flew to Washington DC to meet with U.S. Secretary of State John Kerry to clarify that Duterte’s message to the U.S. Special Forces was not an indication of policy shift. He told Kerry, “We cannot forever be the little brown brothers of America." Huh? It’s amazing that some Filipinos are still using that archaic line. It must have been excruciatingly painful for Yasay trying to convince Kerry that what looked like a triangle was actually a square. But he didn’t realize that Kerry preferred a circle. As someone once said, “Foreign policy is not what it seems.” Indeed, what you asked for may not be what you’d get... if you’d get anything at all. Meanwhile, a few days later, Lorenzana told the House of Representatives’ Appropriation Committee that American troops would remain in Mindanao despite the president’s statement that he wanted them out of Mindanao. “We still need them there because they have the surveillance capability that our Armed Forces don’t have,” said Lorenzana, a retired major general. He also told the House committee that the danger of Abu Sayyaf killing or kidnapping the American troops is remotely possible. Brink of insignificance While one might presume that the Department of National Defense is in good hands and standing on solid ground, the Department of Foreign Affairs is on shaky ground led by a person whose foreign affairs experience could be categorized as apprentice. And worst, we have President Duterte who has oversized cojones play-acting as Superman, Batman, Iron Man, and Spiderman all rolled into one. This is not meant to disparage Duterte and Yasay. But the two personify the Republic of the Philippines in the international
stage where world leaders see in them the strengths and weaknesses of the country they represent. All it takes is one major foreign policy fiasco to drive the country to the brink of insignificance.

In Central Visayas, DOLE starts assessments of industries to stop ‘endo,’ other illegitimate forms of contracting

prohibited contracting and subcontracting arrangements. “During the the orientations, we see to it that our partners understand that we do not only check the legitimacy of trilateral employment arrangements, but also the soundness and validity of bilateral arrangements, whereby workers are hired directly,” he said. For directly hired workers, Sarcauga said the next thing to look into is their employment status, whether they are regular or non-regular. Atty. Roy Buenafe, DOLE-7’s mediator-arbiter, said the legal basis of legitimate or job contracting and the prohibited or labor-only-contracting (LOC) arrangements are found in Article 106, as well as the direct hiring which is stipulated in Article 280 of the Labor Code of the Philippines. “We are encouraging the management sector to cooperate with us. In the orientations we’ve done so far, we gave management representatives several forms and one of which is the notice of voluntary
compliance. We hope to receive good news from them, which would mean that they have already absorbed or regularized contractual workers,” added Sarcauga. The Region’s aggressive joint assessments, he noted, is in support to the first track of the DOLE’s three-pronged action plan on putting a stop to abusive employment arrangements. The DOLE is now implementing strict enforcement of compliance to labor laws through inspection, joint assessment, and compliance visit; policy review of the existing Implementing Rules and Regulations, particularly on contracting and subcontracting; and amendment of the Labor Code provisions on contracting and subcontracting and security of tenure. "Endo or end of contract,” is a scheme wherein contractual employees are hired and fired every three months by employers Also known as ‘5-5-5,’ it is a common practice among private companies to enable them to circumvent labor laws and deny workers regular employment or security of tenure.

First timer Mosquito Div went all the way to the finals only to loose in the last minute of the game.. kids were crying and coaches too. Tykes and Peewee were battling hard against their opponents and
just run out of time..The juvenile who were my favorite to win it lost to a very powerful Austin. Our Mens Open went undefeated and took the biggest trophy of
them all.. There will be a victory celebration this Sunday at Pampanga Restaurant to honour all athletes that represented Winnipeg.

Coco Martin’s series on successful extended run

he now-extended series of “FPJ’s Ang Probinsyano,” continues to do well with lead star Coco Martin showing the way ahead of most of his male contemporaries on TV. The viewers’ sustained approval of the series indicates that Coco’s Pinoy’s built and looks are plus points, because viewers find it easier to relate to him. The series is also well received by the public due to its action sequences, life lessons and tips on prevention of crime. The series was confirmed to air until 2017 due to its high ratings and real life lessons that captured the viewer's hearts. Teotihuacan, "The City of the Gods" Northeast of Mexico City is the largest pre-Columbian city in the Americas known as "Teotihuacan", called "The City of the Gods". Designated as UNESCO World Heritage Site in 1987, it is home to Mexico's most impressive archaeological sites which include three most monumental structures - the three ancient pyramids: Pyramid of the Sun, Pyramid of the Moon and Pyramid of Quetzalcoat Exploring the sites of the ruins is a travel back in time. The construction of this multi-ethnic holy city commenced around 300 BC and is thought to have been established around 100 BC with a population reaching to 150,000 at its peak. The city is held together by the main thoroughfare, the 2.5 mile long "Avenue of the Dead" (Calzada de los Muertos) connecting the Pyramid of the Moon, Pyramid of the Sun and various buildings. The reason for the decline of the city and its civilization after 450 AD is unknown and still remains an enigma to historians and archaeologists. . Located at southern end of the Avenue of the Dead, the Pyramid (Temple) of Quetzalcoatl, third largest pyramid, also known as "Temple of Feathered Serpent, is a six-level step pyramid with the outside edges of each level decorated with feathered serpent heads. Evidences of sacrificial burials were discovered beneath the structure as part of the dedication to the temple. In front of the structure is a gigantic open sunken square, the Ciudadela (Citadel) - the parade ground and religious centre. The second largest temple is the Pyramid of the Moon with its main stairway facing the
Avenue of the Dead. The 151foot high pyramid reflecting the shape of the sacred peak of the hill directly behind it, the Cerro Gordo, is composed of seven pyramids built on top of each other. Ceremonial burials have also been located within the pyramid which is surrounded by small temple and the Palace of Quetzalpapaloti with its striking butterfly paintings. Looming over the city is the majestic Pyramid of the Sun, the third largest pyramid in the world and the largest and highest
structure in Teotihuacan. Built without metal tools, or animals, or wheels, it stands 230 feet (70 meters) high with 243 steps. The front wall of the Pyramid of the Sun is exactly "in perfect synchronization and exactly perpendicular to the point on the horizon where the sun sets every evening" with the rest of the buildings built at right angles to it. Charging my body with energy by climbing to the top of the pyramid and making a wish (according to city's legend) is quite an experience. The view from the apex are among the most extraordinary in the country. This gem of Mexico's history and culture is definitely worth seeing. Don't visit Mexico City without visiting Teotihuacan.

My Son’s Wedding
A
week before this column came out from the press; my son had a wedding. I was asked to deliver a nuptial speech which, of course, as a father, I obliged. The following is my full discourse for my son’s momentous event: The whirlwind courtship of Saad and Arra that surrounded the events we are celebrating today evokes sweet memories of bygone years. That my wife and I agreed to go with the flow. It was Fall of 2013 when Saad visited us in the Arctic. The day prior Saad’s return to Winnipeg via Ottawa, the three of us conducted a modified family altar - modified in the sense that Bahandi is not with us at the time. As usual, we have Hymn Singing, Scripture Reading, and Prayer Session. I asked Saad what his special prayer request is that we have to present to God’s altar. Saad replied he is now ready to pray for a help meet. It is a legitimate prayer request for the Lord Himself said that it is “not good for a man to be alone”. Elsewhere in the Scriptures, the inspired written Word of God says, “He who finds a wife receives a good gift from God”. In the course of time my wife and I have this conversation that she would travel to Manila in Fall 2016 and bring along Saad to search for a wife from the Philippines. I was in Manila in the months of April and May and meditated asking the Lord in murmur, “Lord, when are you going to honor the request of my son, Saad, to meet his future wife?” The Lord did not respond my whispered prayer. There was no clapping of the clouds; neither had I heard a roaring thunder nor saw a lightning bolt striking from the sky. However, I got a text message from my wife indicating, “may Arra”. Ara, is a Hiligaynon term which means in Tagalog, meron. The prayer is affirmed, there is an answer, “may Arra”, there
is one. I replied to my wife to inform Arra and schedule a meeting between her parents and I. My wife responded with strict reminder never to mention wedding arrangements so as not to pre-empt Saad from telling the parents of Arra that he is going to marry their daughter. I brought along my two younger brothers and one nephew – first cousin of Bahandi and Saad – for lunch at Banana Leaf, Trinoma Square in Quezon City. About two o’clock in the morning, Arctic Time, I called up my wife in the Arctic from her slumber to talk with the future parents-in-law of our son over the cellphone. The day I was preparing myself to enplane back to Iqaluit via Ottawa, I received a text message from the parents of my future daughter-in-law, “Brother Bob, we thank the Lord that we meet through our children”. My heart was warmed. My wife and I were not blessed with a daughter. But if we were given one, I could have named her, “Himaya”. But the Lord did not let us down. Today, Judy Grace and I have two daughters – Maureen and Arra. Before Saad was betrothed to Arra, when my wife and I have animated talks about our children and grandchildren, I do not address Maureen as Maureen. When I spoke with my wife about Maureen I would banter with her, “Have you spoken with your favourite daughter-in-law?” I call Maureen the favourite daughterin-law because for an extended period we have no other daughterin-law, but Maureen. With the marriage of Saad to Arra, I am now in a quandary to call Maureen as Judy Grace’ favourite DIL. Saad will vehemently protest. The adjective “favourite” turns to be a dilemma. Neither my wife nor I could play favourites. Maureen and Arra are now our daughters. I tinkered the contacts icon of my cellphone and looked intently how I am going to rework my directory. The question how I am going to honor the wives of my children is somewhat a riddle. Flash of thoughts came to mind. I renamed Maureen and Arra, not as in-laws, but they are named the Queen Maureen, the Queen Arra. To our Kumpare and to our Kumare – parents of Maureen and Arra – perhaps, we “lost” our sons to you. n September, The Kidney Foundation of Canada Manitoba hosts its annual Kidney Ride Glide Stride (KRGS) that takes place in Winnipeg (Sept 11), Brandon (Sept 18), and now Morden (Sept 25). It’s a fun family event where participants can run, walk, bike, or blade while also raising awareness for kidney disease. This year’s goal is to beat last year’s total with participants collecting more than $50,000 in pledges. About The Kidney Foundation of Canada The Kidney Foundation of Canada is a national volunteer organization committed to reducing the burden of kidney disease through funding and stimulating innovative research; providing education and support; promoting access to high quality healthcare; and increasing public awareness and commitment to advancing kidney health and organ donation. Facts about kidney disease in Manitoba •Manitoba has one of the highest rates of kidney disease in Canada. •1 in 9 Manitobans have chronic kidney disease (CKD). •Almost 300 Manitobans are on the waiting list for a kidney transplant.
