Illegal Drugs: How bad is the Philippine situation?
by Bob Gabuna
bob.gabuna@filipinojournal.com
F
or this issue I originally plan to write about the controversial debate over the burial of President Marcos’ corpse at Libingang ng Mga Patay. Since the matter is now in the hands of the Supreme Court, I deem to comment instead on the current “war on drugs” launched by President Duterte. I am an active member of global cyber forum among expatriate Filipinos and let me share the exchange of laments between former Senator Rene Saquisag, MABINI Lawyer, and I. Below is an excerpt of our series of eMail exchanges: From: ravslaw@gmail.com Sent: August 27, 2016 2:16 PM To: Bob Gabuna Subject: How bad is the Philippine drug problem? Will it take a bad president to eradicate drugs in RP? The War Against Poverty is a War Against the Poor. He who has little in life should have nothing in law. No exclusive plutocratic enclave has been raided, with a body count. Kin of the dead cannot even make tubos in the puneraryas. Digs said he’d kill one Tsinoy linked to the trade; instead, he was welcomed in Malacanang. Up to now, no case reports that PL had been charged or salvaged. A promise is a promise? No hardline bloody policy against drugs has succeeded anywhere in the world. Trafficking will continue even in
brutal China for as long as big money is to be made. And we should never give up the moral high ground by going down to the level of criminals, a cure worse than the disease. DECAY. Dear Senator Rene V Saguisag: I do not dispute your argument. It is unfortunate a number of those that were killed by legitimate police carrying out their legitimate police operations, e.g., serving Warrant of Arrest, the pusher-user because of their demented mind, fought back the arresting officers. The wealthy drug lords enjoying the obscene profits of their illicit drug trade do not bother peddling Shabu in the streets thereby exposing themselves to risks. They let the impoverished underlings execute their criminal business do the fighting and the dying for them. What does the law require regarding illegal drugs? Isn’t the law explicit that a pusher-user or whatever they get arrested if caught possessing the illegal item in their body? Drug lords do not carry even fraction of a gram in their pocket. Drug lords, wallowing in wealth merely collect the money peddled by their vast peddlers, runners, and couriers - members of their complex network.
If they were doubled-crossed, or are threatened by their cohorts who decided to turn into new leaf that they might be reported to the proper authorities, these wealthy drug lords would hire an assassins to murder their lowly underlings, in turn the hired assassin is likewise murdered to protect the drug lord. The criminal drug lord have enough financial clout to pay off police generals, pay off the fiscals and the judges, pay off the governor, or the mayor or the congressman, and other high ranking government officials. I think the view that the war against illicit drugs is a war against the poor is misapplied. To my mind, it is tragic the materially poor were the most number of those slain in drugs war because they are either killed in legitimate police encounters or were murdered by their criminal bosses simply because the lower ranks are largely a network of poor people. The scions of wealthy people, however, which are into these criminal activities are too powerful for the legitimate poor law enforcer to pin down in Court. The arrested parties who are rich can afford to bribe the witnesses against them, the rich can afford to pay prominent defense counsel to keep on postponing the trial of their case, the rich have the ability to lure the judges and the fiscals and, yes, the police either to back out from pursuing the case, or drop the case. President Duterte is going to build rehabilitation centres nationwide using the vacant lots in military reservations. The government of PRD offers assistance to those who are willing and ready to be rehabilitated. But those who defy the law get the full force of the law - shoot and killed. I would prefer to see a criminal killed; than a legitimate officer slain by the criminal lords - poor man or rich man alike. Senator Rene in terms of credentials in fighting illicit drugs, when I speak on this subject, I do not merely speak under my nose. I had a stint working with the Royal Canadian Mounted Police help

the federal police agency break up the Asian Gang in the late 90s. I know the modus operandi of the criminal drug lords. Mind you, those involved in the criminal trade are not poor. Some of them are managers of established businesses, some are professionals: lawyers, educators, businessmen. The gang operates restaurants, independent stores, car rentals, repair shops. They have Hells Angels as their security and “musclemen”. Hindi po biro ang maki pag giyera sa mga criminal syndicates - they are moneyed. To commit murder, to them is merely business. They have no moral scruples that stymie them in snuffing out the lives of their “business” rival. It is unfortunate, the vast network of peddlers-users in the Philippines are materially poor from the conventional definition of poor. Pero, sa isang bentahan ng Shabu, libo-libo ang kinikita. I have compassion to the poor. But I refuse to take the justification because they are poor they shall be “excused” from peddling illicit drugs? Do we suspend suspending a student that cheated taking the examinations because he or she is poor? Or, do we gloss over taking disciplinary action to a poor employee that had been stealing money from the till because he or she is poor? PRD is not targeting the poor in his campaign against illicit drugs. He is after the criminals rich, or poor. Why would Digong name and shame Bobby Ongpin if he is partial to the rich? Why would he issue a warning to big establishments that their businesses might be shut down if they continue abusing the poor applicants by circumventing labor laws? Why would the President warn the ultra-rich that if they fail to settle their back taxes to the government that they too will have their comeuppance if they continue with impunity to defy the law? My take Senator Rene, is: those elements that used to
manipulate the government bureaucracy for years had misusing and abusing their financial clout by making elected Presidents tando-tando (subservient). But in these days, with the ascendancy of Digong, they could no longer continue plying their trade by making the Filipino People uto-uto. Because the rest of the world failed in their fight against illicit drugs, does it mean we too will succumb to the failure of Mexico, U.S.A., West Africa, Thailand, and elsewhere? Indeed, we will fail if we will not resist the evil doing of the criminal lords who are now lording over our birth land. It is about time - it’s been long coming - the Filipino People take the front seats and let Digong handle the wheel of the passenger car and let him drive safely to the next destination. Damn the infringement of unelected foreign bureaucrats interfering in the internal affairs of the Philippines. That U.N. Rapporteur, she is not U.N. Is she waving a U.N. Resolution passed by the General Assembly duly approved to chastise and condemn President Duterte? Senator Rene, the Philippines is no longer a subservient country. That finally we found a national leader who is not cowed by threats of assassination, neither the threat of impeachment; but, is endowed with conviction and boldness to speak for truth and defend the country from the filthy lucre of criminal lords: drug lords, smuggling lords, and gambling lords. The moral ascendancy we can hold is to affirm the war against criminals, war against corrupt government bureaucrats and elected officials, war against foreign interference. We must destroy the agents of decay to build a clean and harmonious society. War, any kind or form of war is always messy, bloody, and highly alarming. It is the nature of the war. The protagonists get shoot, stabbed, maimed, or slain.

The Muntinglupa Connection
I
n what could arguably be the “mother of all scandals,” President Rodrigo “Rody” Duterte dropped a bombshell in front of Sen. Leila de Lima’s face. Calling it a “drugs matrix” -- known as the “Muntinglupa Connection” -- Duterte released a document showing links between De Lima and several others allegedly involved in illegal drug activities at the New Bilibid Prison (NBP) during the previous Aquino administration. The NBP is colloquially called “Munti,” short for Muntinglupa City where the NBP is located. De Lima at that time was the country’s Justice Secretary. Wouldn’t that be like Don Vito Corleone – “Godfather” of La Cosa Nostra fame -- being appointed Attorney General of the United States? Drugs matrix The matrix shows the following: Senator De Lima; De Lima’s former driver Ronnie Palisoc Dayan; former Justice Undersecretary Francisco Baraan III; Pangasinan Board Member Raul Sison; Pangasinan provincial administrator Rafael Baraan (Francisco’s brother); former Pangasinan Governor and now Rep. Amado Espino Jr.; retired general and former Bureau of Corrections (BUCOR) Chief Franklin Bucayo; and a certain “Ms. Cardenosa.” Duterte said that the matrix explains the dynamics of the illegal drug network at the NBP. While he did not disclose the source of the matrix, it shows De Lima at the top with three lines connecting her to former Undersecretary Baraan, Bucayo, and Dayan. The matrix also shows that Dayan was De Lima’s boyfriend since her days in the Commission on Human Rights. Duterte accused Dayan of being De Lima’s link to convicted drug lords, who were supposedly allowed to run their illegal operations at the NBP when she was Justice Secretary. In the government’s pecking order, the NBP is under the Department of Justice. The matrix also shows that Dayan is “a known drug user in Urbiztondo,” and that De Lima gave him a house and lot, money, and vehicles. Wiretaps But what is intriguing is a Manila Times news report, dated August 21, saying: “President Rodrigo Duterte is in possession of wiretaps and ATM records showing that the former driverbodyguard of Sen. Leila de Lima transacted with drug syndicates at the New Bilibid Prison in Muntinglupa when she was Justice Secretary.” Further, the report said: “The two were intimate, he said, based on recordings of their
9

‘lovers’ talk’ over the phone.” Duterte claimed that a foreign country, which he did not name, provided the wiretaps. The matrix also shows that with the help of De Lima, Bucayo was designated as Philippine National Police (PNP) Regional Director of Police Regional Office 1. It also shows that Bucayo was a go-between of De Lima and Espino. It is noteworthy that after his retirement from the military, De Lima appointed Bucayo as BUCOR Chief. However, he resigned because of alleged involvement in illegal drugs after contraband was found inside the NBP. The line that connects De Lima to former Justice Undersecretary Francisco Baraan III leads to Espino through Francisco’s brother Rafael Baraan, whom Espino allegedly used to cover for his illegal activities. The matrix describes Espino as the “richest politician in Northern Luzon.” Both Espino and Baraan were involved in black sand mining in Pangasinan. Recently, Espino has been charged with plunder for an illegal mining case. Organized crime With all these linkages in the “Muntinglupa Connection,” it shows a network that is not unlike the “organized crime” in the U.S. where various layers are used to insulate the boss at the top of the criminal hierarchy. Could Dayan have been De Lima’s conduit -- or “consigliere,” as the Mafia calls it – to the drug lords at NBP? But De Lima, as expected, denied the allegations. She also denied the existence of the illegal drug “shabu” inside the NBP compound when she was Justice Secretary. She also denied allegations that she bought Dayan a house in Pangasinan. However, according to the Urbiztondo Municipal Assessor’s Office, Dayan’s sister owns the land where Dayan’s house was built. But this is a typical modus operandi of corrupt government officials: the titles to their properties are in the names of “dummies” – relatives, friends or associates. Interestingly, the matrix shows that a certain “Ms. Cardenosa” is connected to and serving as Dayan’s “dummy” of his properties. The matrix also shows that she is connected to Espino and Sison. Congressional investigations But De Lima, who isn’t taking the whole shebang without a fight, complicates the situation. Calling the accusations linking her to illegal drugs at the NBP “absolute lies,” De Lima who is the Chairwoman of the Senate Committee on Justice and Human Rights, is leading the probe into the summary killings of suspected
Let's get social
drug offenders. The House of Representatives is also set to investigate the alleged illegal drug operations at the NBP. While it is commendable what Duterte is doing to rid the country of illegal drugs and stamp out corruption in government, some people doubt if he could accomplish all these within the framework of the law. Indeed, Duterte is getting a lot of flak from self-righteous people who believe that the law – in the strictest sense -- should be applied in prosecuting those involved in the illegal drug trade. But that’s what had been done in the past and -guess what? -- the illegal drug problem was getting worse, which is turning the country into a major hub in the international drug trade. And as shown in Duterte’s “drugs matrix,” production of “shabu” is being done inside the NBP under De Lima’s alleged protection. With 20 of the country’s major drug lords incarcerated at the NBP, they’ve transformed the prison -- with the connivance of prison staff -- into a governmentowned “shabu” factory. Narco-zombies But while it’s sad that those who are sworn to uphold the law and protect the citizens are protecting the illegal drug trade in this country, it’s horrible to see a growing number of people suffering from addiction to “shabu” and other illicit drugs. What we’re seeing today are people turning into narcozombies. Can you blame Duterte then for trying his best to stop this “beast” that is gnawing at the fabric of our society? And can we blame him if he’s using unorthodox methods to fight an unorthodox enemy who victimizes the people – anybody -- regardless of age or status in life? I realize that some people are concerned with the collateral damage in the war against the drug menace. But like any other war, collateral damage cannot be avoided; it can only be minimized. And what would be considered minimal? In an attempt to put it on a positive note, the following statistics show some bright outlook in Duterte’s anti-drug campaign. The PNP reported that 239 drug suspects were slain in police operations as of July 22. An average of 11 people we killed each day during the first 22 days of the Duterte presidency. In almost all the cases, the PNP claimed self-defense. The total number of drug pushers and users who surrendered to authorities is 120,038. Among them are 7,107 drug pushers and the rest are selfconfessed drug users. While all these police operations help in fighting this vicious plague, the bottom line is: “Cut off the head of the snake.” With an approval rating of 91%, is Duterte doing the right thing in going after De Lima, the alleged head of the “drugs matrix”? But the ultimate question is: Will he succeed?

Thank you! Maraming Salamat Po! Manitoba Filipino Street Festival 2016 a History Making Event August 20, 2016 was a great and memorable event for the Filipino Canadian community in Manitoba. It was 1st of its kind and the largest gathering of Pinoy community in Downtown Winnipeg. Every time I think of it, I’m kind of overcome with emotions towards people, who went out of their way to tell us how much they appreciate our efforts and how much the “Filipino Street Festival” means to them. Everyone was happy and proud. The showcase by various organizations of our beautiful Filipino culture, puts a smile on everybody’s faces. You made us all proud to be Pinoy. Larong Pinoy Tournament a Success By Karla Atanacio
Larong Pinoy winners Liwanag family show off their prizes from ANAK Inc. on the Foodorama stage at the Philippine Canadian Centre of Manitoba on Saturday, August 6, 2016.
Aksyon ng Ating Kabataan (ANAK) Inc. hosted a series of traditional Filipino games during last month's Food-o-rama festival. The two-day event was filled with fun and enjoyment as families from all across Manitoba gave their best effort to participate. Larong Pinoy was composed of

classic Filipino games such as patintero, tumbang preso, piko, Dr. Kwak Kwak and Chinese Garter - games that are usually unbeknownst to younger FilipinoCanadians. Foodorama organizer Lourdes Federis wanted to remind Filipinos that our culture
is just as worth sharing as our food. "I remember after playing Chinese Garter when I was a kid, my friends and I always buy sago or scramble. I think Larong Pinoy compliments that “homey” feeling, and most especially I want to preserve that part of our culture to the coming generation."
On Saturday, players got their hands dirty as they played patintero, sipa and Dr. Kwak Kwak. Festival sponsor Valen Vergara didn't let his business attire stop him from winning the game of Patintero with the Liwanag Family. The team claimed victory against their opponent in a close match of 2-1. For the rest of the afternoon, the Liwanag Family dominated the field, with their son Allen winning sipa with 58 kicks in under 2 minutes, their daughter Arbien tying first place in piko with Tamae Kato, and the rest of the family successfully assembling themselves in an unsolvable loop during an intense game of Dr. Kwak Kwak. Things took a turn on Sunday as the previous day's intense level of competition turned into a laidback learning environment. The Datuin and Madrid family were happy to join their children in a friendly match of tumbang preso, touchball, chinese garter and Dr. Kwak Kwak. Each family
brought home educational prizes from ANAK Inc. "All in all, we enjoyed the festival. We are happy we took part [in Larong Pinoy]; we also won educational prizes that my kids will enjoy," said Rizalina Jeroso-Liwanag. "When I was in college, I won first place in a sipa competition. Every time I tell this story to my kids, they become more interested in Filipino games. It's good that they can now share it with others." Larong Pinoy is expected to return in the second year of Foodo-rama. Karla Atanacio is a Public Relations volunteer for ANAK and was one of the coordinators of Larong Pinoy at Food-o-rama. She will be starting her senior year at Sisler High School in the fall as Editor of the Sisler’s Freshly Pressed student newspaper.

The heat is on at Pyramid Mike Buenaventura, Pyramid's new GM Residential Services The next 6 months will be a very important time for Mike and Pyramid. It will be his first winter and furnace season at the helm of the residential division. His two goals are to create brand awareness and 100% complete customer satisfaction. Letting people know that Pyramid has been servicing Winnipeg’s HVAC needs for over 36 years is a must. Being a past business owner in a very competitive market, Mike understands the immense value to the customer of dealing with a long standing business.

W
hen Mike Buenaventura came knocking on the door of Pyramid Plumbing and Heating, he had no idea in a few months that he would be running its residential division. “I was just looking to sell them some work vans and assist them in their commercial vehicle needs” says the recently appointed Residential Manager. That meeting turned into the start of a great opportunity for both Pyramid Plumbing and Heating and Mike Buenaventura. The first 6 months has been a whirlwind and come with
some success. With the newly created position, there was no benchmark with expectations. Mike has been able to add a strong focus to marketing and advertising, and managing crews. His past experiences range vastly in industries and include a 7 year stint running his own company in the construction sector. Mike accredits his ability to handle both the sales / marketing and operations tasks to being a business owner himself. He admits some great learning lessons came from that and irreplaceable experiences.

Mike likes to encourage open lines of communication with the homeowners. “I always want to be available. It’s what the client deserves” he adds. Home comfort systems are large investments, and servicing them is very vital to the health of the system and more importantly the safety of the family. There are always a lot of questions that arise and he wants to ensure that they are always answered. Reflections on Theology of Liberation by Levy Abad
T
he decision of our Pastor to go on Sabbatical to do some immersion in the North and learn about the different forms of being a Church is a radical step. It is radical in the sense that it constitutes a break from the convenience of living in the city and a leap towards uncertainty. It is like leaving heaven and consciously embracing a world which is vastly different in terms of economics, culture, and expressions of being a church. It can be likened to a seed touching ground and taking root and nurturing itself with the nutrients of a different terrain. I remember the last time I talked to our Pastor. His views expressed in the articles on his blog, reflective of his concrete experience of the church in the north of the province surprised me, for I noticed the qualitative change in his worldview. I even told him jokingly, “Listen to yourself, Pastor? It’s like you’re telling me about a different world.” The world of the marginalized. It is no longer just the articulation of a sound theology, but a substantiation of liberative idea gained by experience through preferential option for the poor/ marginalized. It can be likened to Moses’s rejecting of his role as a prince of Egypt and deciding to serve the oppressed by leading the Exodus. But the question is how many in a given community will (have the readiness) be
touched by the Spirit to plunge into and have a taste of the Exodus experience? From having a taste of the Exodus experience of siding with the marginalized, how many will endure and have a deeper experience of the Garden of Gethsemane where you find yourself in a dilemma of choosing between preserving oneself and upholding the Kingdom of God, which the prophetic option entails? How many will open their doors as a refuge for the marginalized? How many will risk being misunderstood for the sake of being a part of announcing and building the Kingdom of God on Earth as it is in Heaven? I remember Jesus when he told the rich man in the scripture to leave everything behind and follow him in Matthew 19:21: “If you would be perfect, go, sell what you possess and give it to the poor, and you will have treasure in heaven, and come, follow me.” I noticed that most of the prophets in the scripture or the disciples and the early apostles really prioritized serving the Kingdom of God as an option and this usually starts with immersion in a given context of oppression. Going back to the Garden of Gethsemane, where Jesus prayed in anguish and said “Father, if it be possible, let this cup from me, nevertheless, not as I will, but as you will” (Matthew 26:39). Further in verse 42, “My father it this cannot pass unless
Let's get social
I drink it, your will be done.” In this instance, even Jesus felt the outcome of his radical activity of actually going to the root of everything and questioning the status quo when he entered the temple and delivered his seven woes (Matthew 23:1-36) to the authorities who are in cahoots with the Empire. Jesus, in his praxis of Redemption /Liberation, clearly saw the violent reaction coming when he told Judas “You have to do what you have to do.” We must not forget that during this period, what Jesus started was still a movement of building the Kingdom of God and not an institutionalized religion fettered by empire and theocratic greed. Reflecting on my experience brings me back to the time my brothers and sisters in the democratic and human rights movement in the Philippines were one by one felled by bullets during the late nineties and early years of the present decade. Democracy movement in the Third World has nothing to do with how it is unknowingly appreciated in the First World that is enjoying the fruits of neo-colonial plunder and violence. Rather, it is a prophetic cry against imperialist greed in its varied forms, viewed from the perspective of justice and compassion. Most of us were scared during those times, but as always, when the situation demands a prophetic voice and the task is placed on the table, someone will step forward and say, “I’ll do it! No matter what the cost!” Indeed, whoever wants to give light must endure burning! This also reminds me of the varying intensity of oppression which can be viewed from a First World or Third World context. Surely, one can have a prophetic experience in the First World, but this would work in a Third World context only up to a certain extent where what is needed is a radical prophetic response. For where the forces of greed are stronger and more violent, the more it swallows up the lives of the radical disciples. In this context, reformism (cosmetic approach of feeding the poor in the service of empire) oftentimes becomes a violent
reinforcement of the evil social structure or status quo, proving correct Marx’s critique that “religion is the opiate of the people.” This is true most of the time, particularly when the institution plays a passive role in the face of blatant injustice. Ergo, any attempt to honestly offer one’s time and effort on the side of the marginalized should be lifted up. As long as the marginalized groups in society exist in the midst of neo-colonial violence and greed, liberation theology and one of its central concepts, preferential option for the poor, remains valid. Indeed, my reflection on our Pastor’s experience inspired me
FilipinoJournal. com
25 to write this in order to lift-up our church and its dedication to justice and compassion, such as the establishment of the Migrants’ Desk, which is the rights and welfare arm of the church, job fair, human rights , gender equality and environmental education, to name a few. My reflection is also a tribute to all the Pastors who dedicated themselves in providing a prophetic voice to the marginalized for enduring persecution, arrest, torture, disappearance and martyrdom, better known as Crucifixion during the time of Jesus. They will never die!

On September 10, Canadians of all ethnicities unite to share what it truly means to be Canadian with CTV’s CANADA IN A DAY
– CTV’s ground-breaking project, inspired by Ridley Scott and Kevin Macdonald’s Life in a Day, will engage Canadians on Saturday, Sept. 10 – – Canadians of all ethnicities are encouraged to participate by filming moments of their lives and days in their own languages – – The footage, shot entirely by Canadians, will come together for a film that paints a unique and vibrant picture of a multicultural Canada – – The two-hour broadcast event will air in 2017 on CTV in celebration of the 150th anniversary of Confederation – CanadaInADay.ca includes detailed information about video submission requirements, filming tips, and more – Inspired by Academy Award® and Golden Globe®nominee Ridley Scott and Academy Award-winner Kevin Macdonald’s highly successful Life in a Day, CANADA IN A
DAY will capture one day in the life of our country, and will air on CTV as part of Canada’s 150th anniversary of Confederation in 2017. CANADA IN A DAY will be curated from crowd-sourced footage filmed by Canadians of all different ethnicities and communities from across the country. From countless individual moments and stories, one film will be created to capture Canada on a single day – engaging Canadians across the country and around the world to share – in any language – their hopes and fears, their personal stories and, in doing so, what it means to be Canadian. From the ordinary to the extraordinary, footage submitted may be included in the final film project set to air on CTV. For more information, including video submission requirements and tips from director Trish Dolman on how to create a great video, people are encouraged to visit CanadaInADay.ca.

How it Works: • CANADA IN A DAY is open to Canadian citizens, permanent residents, or landed immigrants across the country, or Canadians living abroad. • Participants can film as much or as little footage as they want during the 24-hour period on Saturday, September 10, 2016. • Canadians have until midnight on Saturday, October 10, 2016 to submit their footage online at CanadaInADay.ca. • CANADA IN A DAY is looking for people to be creative, honest, and real, filming themselves and the people or places that mean the most to them. Participants should capture their passions, loves, fears, hopes, and dreams. • Canadians are encouraged to film and submit videos in their own languages. • To help Canadians decide what they want to film, there are four main questions they can ask themselves: o What do you love? o What do you fear? o What do you hope for? o What does Canada mean to you? • Participants can answer the above questions directly to camera, or showcase their answers with a visual response. CANADA IN A DAY is inspired by the original awardwinning Ridley Scott film, Life in
a Day. Shot in 2010 and released in 2011, Life in a Day was the remarkable story of one day on Earth. The project garnered more than 80,000 submissions around the world, and contained more than 4,500 hours of deeply personal, powerful moments shot by contributors from Australia to Zambia – from the heart of bustling major cities to some of the most remote places on Earth. Since then, several countries have launched their own In a Day films, including Britain, Italy, Germany, Spain, India, and Japan.
