WINNIPEG HOSTS 3RD GOLDEN BALANGAY AWARDS
Toronto-based Golden Balangay Awards, a Canada-wide recognition of outstanding Filipino-Canadian, came to Winnipeg on it’s third year last September 7th, 2019 at the Winnipeg Arts Gallery. This is the first time that the awards was brought to a different city after it was held for two years in Toronto. The event was headed and organized by Judianne Jayme, 2018 recipient of the Golden Balangay’s Excellence in Media Award. First Canadian National Filipino Heritage Internship Program by Kevin Lamoureux
T
he first ever Canadian National Filipino Heritage Internship Program was a success and the program was only possible because of the Canada Philippine Parliamentary Friendship Group. The program was based on the Ukraine international internship program that has been in existence for over 30 years. The Filipino Internship Program was held back in May and June of this year and as the chair of the “CPPFG” I can tell you that we will hoping to host another program in 2020. The program’s long-term survival will only be secured if the Friendship group is able to identify an association or individual or a group of people that is prepared to take on the challenge of making sure the Internship program continues into the years ahead. The internship program is all about identifying young people from across Canada of Filipino Heritage and providing him or her the opportunity to work and
better understand what happens in Canada’s Parliament. Interns came from across Canada and were under contract by a sponsoring Member of Parliament or Senator. During the program the interns learned about the parliamentary process by watching Question Period in the House of Commons, touring the Senate building and attending the standing committees on justice, human rights and immigration. By doing this and speaking to the many people they meet at receptions, events and parliamentary programming, they learn the experiences of people across the nation and from around the world. They hear the stories of those suffering under oppressive governments; they learn routes that they can take to remain on the path of democracy, and they understand the true value of the freedom of choice. The tasks that the interns performed vary between offices. Some of the interns work on immigration files that help constituents become Canadians and support their families in coming to Canada as well. Others work on campaigns and learning about the people they have living in their member or Senator’s riding. One of the main tasks that all the interns participated in was the Philippine Independence Day event on June 12, which included a Philippine flag raising and a reception. This celebration was extra special because it was the first year that June was recognized by the House of Commons as Filipino Heritage.
The interns also had a glimpse of the Ottawa Filipino community with the help of the Philippine Independence Committee of the Ottawa Valley (PICOV), led by Nora Arriola. With their help, the interns got to see the strength of the community, the culture that thrives in the city and the growing efforts to get Canadians of Filipino descent into the political sphere. One of the best events that they have participated in was a lecture about Dr. José Rizal, a prominent figure that shaped the identity of the Philippines and her people. Important conversations had taken place between the interns and those they met on Parliament Hill and in the city. These conversations include how they can

make their communities better, how they can bridge the gap between established immigrants and those who have just landed, while also talking about how they can share their culture with others. By empowering these youth, the Filipino communities across Canada will be able to better connect and thrive with themselves and with each other. Many of the words above come directly from some of the participating interns, the Philippine Embassy in Ottawa and others. It is fair to say that the program was a success and in about two months we will be finding out if there will be another program in 2020. I suspect there will be!

hat a dismal result of the current provincial election, marking that there are more than 450,000 or 50% of the total voting population failed to cast their votes? And after not exercising their rights to vote, these Canadian citizens must not complain for whatever shortcomings received from the system? And they do not have the right to complain. While campaigning for the election, these are some negative vibes you would hear while doorknocking: “No, I do not vote. It’s a waste of my time.” “Oh, I’m too busy. I do not have time to vote. I am working.” “What, election day today?” “I never voted in my life, these candidates are the same,
waste of money.” So on and so forth. I met someone who came from a country with so much political turmoil: “I do not vote because I know that the government is corrupt.” I said, “You are in Canada and you are a citizen and you have the chance to exercise your rights to vote.” I got a flat NO. While other countries where people have been fighting for an election, wanting to exercise their rights to vote, here we are in Manitoba where democracy is fully engaged and yet, the people who are qualified to vote fail to exercise their right. Simply not interested, simply ignoring their role in the society, simply work,

Do not complain if you are one of the more than 400,000 Manitobans who did not cast a vote in the last provincial election work, work and work! Are these people considered as non-political entities who have no participation in selecting those who will govern the province or just considered voting as a waste of time? Canada is a country with too much freedom. A country where so many people do not participate to exercise one of the most important roles as a Canadian Citizen. People who do not care about the quality of governance, and people who claim that voting is a waste of time. Would the government impose such law to have a mandatory voting rights, and those who will not vote, given a fine or a prison term. And for the
repeated offense, to de-franchise his or her Canadian citizenship. And let them go back to their country of origin. These are too drastic, but given such dismal result of non-voting, these actions must be the reminders that you have come to this country or born in this country to exercise your responsibility, not only to receive your government benefits and dole outs. We know that Canada is a country that’s best to raise a family; a rich country envied by many; a country of refuge; a country hungrily being sought by those who want to escape poverty, to get out from a corrupt country. Or they just wanted to work hard and earn money, and receive

Urgent concerns of undocumented or irregular workers who are not members of the Overseas Workers Welfare Administration (OWWA) will be specifically addressed. The page won’t cater to labor claims. Processing of all concerns sent to OWF Help will be undertaken by the Office of the Undersecretary for Migrant Workers’ Affairs (OUMWA); and subsequently forwarded to the nearest Foreign Service Post or Philippine Embassy/Consulate

This year, we are excited to welcome Tom Lawson who, at 93 years old, is still enthusiastic about getting students involved in advocacy and making their voices heard to politicians. The City of Morden, Western School Division, Morden Collegiate Institute, and Manitoba Student Debate Federation have been great supporters of this unique endeavour; their help has been invaluable and instrumental to the delegates gathering in Morden next week.

he recently concluded September 10 provincial election marked the re-election of Jon Reyes, under Progressive Conservative Party banner, at the new riding, Waverly; while Malaya Marcelino, NDP Party candidate, won the newly formed riding, Notre Dame. With the return of the Conservative Party majority, Brian Pallister remains as the premiere of Manitoba; and making the NDP as the opposition party. The Liberal Party, however, won only 3 seats, making the party without any status. Manitoba leader Dougald Lamont plans to make changes on the requirements for holding a status to

The re-elected Whyteridge member of the parliament, and now serving his second term as the premier of Manitoba, Brian Pallister, has formulated a 100-day working agenda and he wants to open the legislative assembly sooner. Friends from all over Canada came to witness the awarding of outstanding FillipinoCanadian who have demonstrated excellence in their chosen fields and have made an impact to the Canadian society. There are 19 award categories which is subdivided into individual and people’s choice brand categories. GBA aims to promote excellence, hard work, higher education, entrepreneurship, public service, positive relationships and community involvement. It is held to celebrate our people, our culture and our achievements; and, honor
the significant contributions of Filipino Canadians to the Canadian society. A walk for clean water L
ast September 14 at Birds Hill Provincial Park, over 500 participants gathered to walk for life-changing clean water. 2019 Global 6K for Water is a fundraising project of World Vision that aims to provide clean water to countries that don't have access to it like the Democratic Republic of Congo (DRC). 6K is the average distance women
and children walk for water in the developing world - water that is often contaminated with lifethreatening diseases. Every $50 fundraised at the event provides clean water that lasts for one person. The goal amount to be raised was $35,000 which was successfully achieved and even exceeded at the amount of over $38,000.

Like the Incomparable You! (Orange and Lemons in Winnipeg)
T
he Orange and Lemons concert last September 13, at Essence Event Centre, was delightful. The band delivered a powerhouse setlist of mostly original songs culled from the touring Philippine band's three studio albums—hits such as "A Beginning of Something Wonderful," "Just like a Splendid Love Song," "Heaven Knows," "Ábot-Kamáy," "Yákap sa Dilím," "Let Me," "Hanggáng Kailán," "Líhim," "Isáng Gabí," "Ang Katúlad Mong Waláng Katúlad," and the latest, new single "Pagibíg sa Tabíng Dágat"—plus a couple of covers that included The Cure's "Lovesong" and Yano's "Esem," which featured yours truly (on vocals and melodica) and my haLf man haLf eLf bandmate Christine Mazur (on guitars and vocals), respectively. The receptive Winnipeg audience was treated to an
energetic and romantic brand of music that was intelligent, wellwoven, ornate, and catchy at the same time—the mark of true Indie Pop / New Wave music. Frontman Clem Castro— dazzling in his mustard beige sweater and scarf—was in his mercurial elements. Both his lightning-seed voice and intricate guitar plucks and strums— which will remind the initiated of bands like The Smiths, The Housemartins, The Railway Children, The Ocean Blue, and Treebound Story—were soaring and jangling, filling the venue with beautiful tunes and vivid tones. This sonic mélange was complemented by drummer Ace del Mundo's progressive pounds and beats, bassist Jm del Mundo's rolling and tubular basslines, and keyboardist Jared Nerona's playful and tuneful melodies. Currently working on their
long overdue and much-awaited fourth full-length, Orange and Lemons dish out a kind of music that is definitely fresh, familiar, and refreshing. Hosted by Fran Vasu, the show had also stellar openers in the form of local bands Headway, Ember Sky, and the Winnipeg Filipino community's pride The 12/21, providing an apt and effective primer for the night's sonic festivity. Orange and Lemons were brought to Winnipeg by Mhei Alcos and the rest of Double M Productions.

GMA addresses DOLE’s findings on Eddie Garcia incident GMA Network has responded to the preliminary results of the investigation conducted by the Department of Labor and Employment (DOLE) on the incident involving the late actor Eddie Garcia. The DOLE has raised three violations by GMA under the
Implementing Rules and Regulations (IRR) of the Occupational Safety and Health (OSH) Law. These violations include failure to submit an incident report within 24 hours, to employ or designate a safety officer, and to employ or designate a certified First Aider. The TV network in its
statement filed last Sept. 16 has replied point- by- point to the alleged violations, concluding that what happened was an unforeseeable accident. The GMA Network said it will continue to cooperate with the DOLE on this matter.
Marvel PH heroine ‘Wave’ excites Filipino fans
A
Cebuana character named Wave, aka Pearl Pangan, is Marvel Comics’ new superheroine.
Wave was co-created by Pinoy comic book artist Leinil Francis Yu with “Agents of Atlas” writer Greg Pak. Yu said he was surprised by how fast Wave has been accepted by Filipino fans considering she’s just a few months old. Yu described Wave as a hydrokinetic, or a person with the power to control water. The design of her looks was influenced by the illustrator’s music and game preferences, including the writer’s ideas. Yu has drawn Marvel’s popular mutants, first in “Wolverine” in 1997 and in subsequent “X-Men” titles. Yu also drew DC Comics’ “Superman: Birthright” in 2003. He is also credited for the design of vehicles for Joss Whedon’s science fiction film “Serenity” in 2005.
Kim de Leon, Shayne Sava are ‘StarStruck’ 7 grand champions Kim de Leon and Shayne Sava were declared over the weekend as Ultimate Male and Female survivors in the 7th season of “StarStruck.” Kim and Shayne each received a million peso cash prize plus house and lot as grand winners. Kim garnered 97.4% score over Allen Ansay’s 95.2%. For her part, Shayne scored 96.9% against the 94.8% of Lexi Gonzales. The show’s hosts were Dingdong Dantes and season one Ultimate Female Survivor Jennylyn Mercado. The panel also known as the StarStruck Council is composed of actress and model Heart Evangelista, veteran actress Cherie Gil, and comedian Jose Manalo.

Michelle Dee to represent Angel Locsin explains absence at ABS-CBN ball Ph in Miss World 2019
A
ctress Angel Locsin took to her Instagram account to explain her absence at the muchawaited ABS-CBN Ball. Locsin said she opted not to attend the network’s annual event on purpose and instead donated directly to the ball’s beneficiary, Bantay Bata 163. The actress also appealed her followers to donate to Bantay Bata 163 to help the beneficiaries get the education that everyone deserves. The ABS-CBN Ball is a charity event that brings almost all of the network’s biggest stars to support Bantay Bata 163’s Bantay Edukasyon, which aims to create a safe and nurturing environment for Filipino children.

Dee bested 39 other candidates during the coronation night held Sunday night at the Araneta Coliseum in Quezon City. Progressive Conservatives Win 2nd Term to Form Government by Kris Ontong
O
n September 10, the people of Manitoba voted to give the Progressive Conservatives (PC) a second term. Along with this, PC leader and Premier Brian Pallister, New Democratic Party (NDP) leader Wab Kinew and Liberal leader Dougald Lamont were all re-elected in their respective ridings. Green Party leader James Beddome was unsuccessful in his election bid as he went head-tohead with Kinew in Fort Rouge. CBC Manitoba took on Election Night with two coverage desks in their main studio. On one desk was News Anchor Janet Stewart who teamed up with political scientist Chris Adams in monitoring and commentating as the numbers came in from various polling centres. The other desk had Marcy Markusa with a partisan panel that included the NDP’s Erin Selby, Sachit Mehra for the Liberals and reelectionist MLA Kelvin Goertzen of Steinbach. Milling around in the background was a group dubbed as the ‘Manitoba Votes Café’, whose ‘patrons‘ are meant to represent a cross-section of the province’s voters. This writer and his spouse, Peegy Ontong were invited by CBC Manitoba to be among this group that included notable community figures such as Opaskwayak Cree Nation Onekanew (Chief) Christian Sinclair, Winnipeg Deputy Mayor Markus Chambers, Eric Reder of Wilderness Committee - Manitoba Office, public speaker and activist Mary Black, legal student Danielle H. Morrison, Dr. Rehman AbdulRehman,
Seven Oaks School Division Superintendent Brian O'Leary, Daniel Stokes of the Progressive Conservatives, and Owen Stapleton and Owen Black from the Journalism program of Red River College. In the course of the broadcast, CBC declared Kelvin Goertzen as the projected winner of a fifth consecutive term in the Manitoba Legislative Assembly. In his speech at a celebration the following evening, Goertzen acknowledged the love and patience of wife Kimberley and son Malachi, the spirited effort of his campaign volunteers, and the continued confidence of fellow Steinbach residents. Among the Filipino community’s six candidates who ran for seats, only two were elected. The NDP’s Malaya Marcelino took Notre Dame, while the PC’s Jon Reyes who was previously the St. Norbert MLA , won the Waverley riding. Ted Marcelino, the long-time MLA of Tyndall Park, bowed to Liberal Cindy Lamoureux who transferred from the Burrows riding. Kris Ontong is the past president of the South Eastman Filipino Association (SEMFA) and is an awardee at the 2019 National Filipino-Canadian Heritage Event for his active role in the Filipino community. As a new Canadian and first-time voter, he interviewed Winnipeg-based candidates from the PC, NDP and Liberals to better understand the principles and platforms of each party, and the issues affecting their respective ridings and the province of Manitoba in general.

Cirque du Soleil is back in Winnipeg with “Amaluna”
Winnipegers, including some kababayans, already got to watch Cirque du Soleil’s new offering , Amaluna which premiered last September 14 , 2019 under the White Big Top at Sterling Lyon Parkway and Kenaston Boulevard. The critically acclaimed production was written and directed by Tony Award-winning director, Diane Paulus. Amaluna is Cirque’s 33rd production and is here in Winnipeg for 43 performances. Amaluna takes place in an island that is governed by goddesses and guided by the cycles of the moon. The story unfolds in the mysterious island of Amaluna where a young man and the queen’s daughter fell in love with each other but their love will be put to test. The trials of their
love is where the whole show revolves. Amaluna is a tribute to the work and voice of women,” explains Director of Creation Fernand Rainville. Amaluna is a combination of the words ama, which refers to “mother” and luna, which means “moon”; a symbol of femininity that depicts both the motherdaughter relationship and the idea of goddess and protector of the planet. It was my family's first time to ever watch a circus, so we were all mesmerized by the aerial and acrobatic artistry! Every now and
then, my daughter Lexie would nudge me, beam widely and flash the double thumbs up sign to let me know that she's having a great time! As for my Mom, this is an item that she can now cross off her bucket list. Amaluna stands out from other Cirque shows because it has a story that the audience can easily follow and it's based partly on Shakespeare's 'The Tempest'. Noreen Lagac: “Breathtaking. Cirque du Soleil never disappoints. I would watch it again.” Dale Garrido: You only hear Cirq - the show when you’re in Vegas, well - here it is. Winnipeg, it will not disappoint. From beginning to end, Amaluna defies the capabilities of a human strength, conditioning and concentration. The performers provides an “aw” with storyline and a perfect orchestrated music. he annual FBA-NA InterCity tournament took place in Chicago Illinois over the Labour Day weekend. 12 cities and a total of 115 teams from across North America gathered on all 8 courts at the Edward Hospital Athletic Center to compete in 15 different age categories. Team FBA Winnipeg definitely had the largest delegation and had the largest fan/ spectator base all weekend. FBA Winnipeg brought 15 teams to the Windy City and here are the results:
