Provincial Government Helping to Create 5,000 Jobs, Providing Life Skills: Chief

T

he Manitoba government has launched this year’s summer employment programs to create jobs for youth across the province through partnerships with not-for-profit organizations, rural municipalities, private businesses, and government departments and agencies, Children and Youth Opportunities Minister Kevin Chief announced today. “It may be the last week of school for some, but for thousands of youth across the province, the learning and growing continues through summer employment programs that will allow them to train for valuable employment opportunities,” said Chief. “These job opportunities will give many their first job experience and the opportunity to explore careers and develop essential skills that we need to build Manitoba’s future workforce.” The provincial government has committed to increasing Manitoba’s workforce by 75,000 by 2020. Providing young people with

7

The Pulse of the Filipino Community since 1987

employment opportunities is a first step in meeting this goal and also an investment in the province’s future workforce success, Chief noted. This year, Manitoba Children and Youth Opportunities is contributing more than $9 million to summer employment programs, which will support over 5,000 employment opportunities for young people throughout the province. Among the young people attending today’s announcement were groups from Shamattawa, Paungassi and Lac Brochet, presently in Winnipeg for training through the Winnipeg Aboriginal Sports Achievement Centre North program. This training will allow these young people to return to work in summer jobs such as nurses’ assistants at the nursing station in their communities, the minister said. The province also supports summer employment for youth through programs including: • STEP Services, the official student employment placement service of

the Manitoba government. Last year hundreds of students found full- and part-time jobs with government departments, agencies and Crown corporations. • Manitoba’s MB4Youth employment programs, which assists youth living in rural and urban communities attending high school and postsecondary education, and youth who face multiple barriers to employment. The programs provide job matching services, wage subsidies and pre employment training. • Career Focus, which partners with Manitoba employers and educators to create career-related work experience for high school and post-secondary students. It provides participating employers with wage subsidies that support student employment positions. On average, more than 400 student employment positions receive the wage subsidy. • The Green Team, which creates summer employment opportunities for youth aged 15 to 29. Employers provide a variety of community

development projects that improve neighbourhoods, promote community involvement and help develop young leaders. In addition, up to 20 scholarships of $500 each are available to Green Team members who demonstrate how their participation in the project has benefited the community. Green Teams employ more than 1,000 students each year. • The Manitoba Youth Job Centres (MYJCs), which provide students and youth aged 12 to 29 with important information and education on career development and employmentrelated skills such as labour regulations, workplace health and safety, resume preparation, interview assistance and job-search techniques. MYJCs provide a free employment referral service for local employers, matching qualified, enthusiastic student and youth workers to summer employment opportunities. • The Odd Job Squad, which is operated by MYJC offices as a casual labour program for 12 to 16 year olds providing supervised first work and volunteer experiences for young people looking to gain hands-on career-related skills and experience.

“Working for the Boys and Girls Clubs of Winnipeg has given me opportunities and experiences that will help me in my future career as an educator. Participating in multiple programs operated by the Boys and Girls Clubs of Winnipeg has allowed me to build relationships with children, their families and the greater communities they call home,” said Miranda Fogg, project assistant for the clubs. “These summer programs not only help young people find meaningful work and gain valuable job experience, they also make for safer and healthier communities by keeping our province’s youth engaged in positive activities over the summer months and providing them the opportunity to give back,” said Chief.

Aquino allows US, Japan access to former US bases

A

midst claims by China of provocation by the Philippines in the West Philippine Sea, President Aquino said that he has allowed the United States and Japan to have temporary access to the former US bases in the Philippines. Aquino said the US and Japan are allies and strategic

partners of the Philippines adding that interoperability was key to prepare forces allied with each other for any conflict. China has criticized the war games between the Philippines and the US Navy off Panatag (Scarborough) Shoal where a tense standoff between Philippine and Chinese ships occurred last

year. The official newspaper of the Chinese Communist Party, Chinese People’s Daily, warned last week of an inevitable counterstrike against the Philippines for its continued provocation in the West Philippine Sea. The commentary also accused Manila of illegal occupation of the Spratly Islands and for advocating the internationalization of the waters, which has been under the

close watch of Philippine allies, that includes the United States. The President had so far dismissed Chinese claim of provocation citing that the Constitution renounces war as policy. He made it clear that his administration would always advocate peaceful means of ending its territorial dispute with Beijing. The Department of Foreign Affairs has also slammed China for issuing the confrontational statement.

Technical Vocational Act,” which she filed as “Pantawid Tuition Program,” would be a complementing policy of the 4Ps. The senator stressed that the 4Ps program was seen as the biggest and most comprehensive poverty reduction tool by the government as it seeks to improve human capital investments by linking up the receipt of cash grant

on the basis of meeting certain conditions and requirements set by the DSWD. Legarda added that a tuition fee supplement worth at least P5, 000 will be provided to the student beneficiaries to be released every start of the semester, which may be increased upon approval of the Commission on Higher Education. The bill also seeks to enable families to have a better chance of improving their financial standing by ensuring that at least one family member will graduate from college or from a technicalvocational institution. An estimated 2.3 million households are currently benefitting from the 4Ps as of 2012,

PEREZCOPE by Perry Diaz PerryDiaz@gmail.com

Is P-Noy a reformist or a conformist?

W

hen President Benigno “P-Noy” Aquino III ran for the land’s highest office in 2010, his slogan, “Kung walang corrupt, walang mahirap” (No corruption, no poverty), caught the fancy of many voters, particularly the poor. It was an effective one-liner, killing two birds with one stone. And he hammered that in with his promise of “Pagbabago” or “Change.” And the people -- who were sick and tired of the corruption that occurred during the presidency of Gloria Macapagal Arroyo -- were ready for change and Noynoy, as he was then known, was their man… their hero! Touted as a “man of destiny,” Noynoy glowed golden in his trademark yellow shirt during the campaign as he awed the enthusiastic crowd with his populist oratory, in Pilipino. Sworn into office at age 50, P-Noy (nee Noynoy), made his first policy statement: “No more wang-wang.” It was a cunning attempt to woo the poor and the powerless to his side. And he immensely succeeded. Today, three years after his election, P-Noy projected himself as a reformist, an anti-corruption crusader, defender of the poor, and a man of peace. A Manilabased columnist measured P-Noy in the rank of Dr. Jose P. Rizal, the “Pride of the Malay Race,” saying: “P-Noy only has one more achievement to accomplish that will surely earn for him a status not far from Rizal; P-Noy only has to drastically break the yoke of poverty of half of Filipinos by political will, by moral courage, and by a powerful sense of destiny.” But that was easier said than done. Today, in spite of a 7.8% growth in the first quarter, the poverty rate remains at just about the same level as when P-Noy assumed office in 2010. That year, the growth in the second quarter – Gloria’s last three months in office – was a recordbreaking 8.9% growth! If P-Noy hopes to improve the lives of the people, he needs to work harder. In my article, “Finally, a glimmer of hope” (January 3, 2011), I wrote: “Would P-Noy settle for a place in history that would border on mediocrity or would he strive to be an ‘Alexander’ and untie the Philippines’ complicated ‘Gordian Knot’ that has kept the country in a state of economic disarray and moral decadence? But unlike Alexander who sliced

the knot in half with a stroke of his sword — known as the “Alexandrian solution” – and conquered the known world in the fourth century BC, P-Noy could untie his country’s ‘Gordian Knot’ by the power of persuasion. So far, he has yet to succeed.” Maybe he is not persuasive enough. Perhaps he should “think outside the box.” But surely, he should do something out of the ordinary – using unconventional methods – and sharpen his political will. He can then attempt to break the yoke of poverty that has kept the Filipino people in perpetual bondage. And if he fails the first time, he can try harder the second time, the third time… until the yoke is broken to pieces. Reforming the system But the question is: Does P-Noy have the cojones to overhaul the “system” and get rid of the people who have entrenched themselves beyond the reach of the law? Indeed, they have become the new “untouchables.” But let’s forget about people for the time being. Let’s delve into what “Pagbabago” really entails. In essence, if P-Noy changed the system to prevent corruption in government, then he would have accomplished 80% of his reforms. Then, and only then, can he proceed to change the other 20%; that is, the corrupt officials who are running the system for their personal aggrandizement. By now, you’re probably wondering what is the system I was talking about? The system is the law of the land. At a minimum, P-Noy must create two new laws, the anti-dynasty law and the Freedom of Information (FOI) law. He must also revise or repeal the Foreign Currency Deposit Act. Anti-dynasty law For starters, Congress must pass the Anti-Dynasty law, which has been passed over year after year by each Congress since 1987. The 1987 Constitution mandates the legislation of the Anti-Dynasty law as stated in Article II Section 26, to wit: “The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law.” However, the big hang-up is that Congress has failed to – or wouldn’t – pass the Anti-Dynasty law. Surmise it to say that with political dynasties entrenched in just about all the provinces, their influence transcends into the law-

Let's get social

9

making Congress. Do you expect the dynasts in Congress to slash their own throats? Freedom of Information In my article, “FOI: P-Noy’s Foible” (August 29, 2012), I wrote: “P-Noy should – nay, must! – realize that his anti-corruption drive is not going to succeed without dismantling the patronage system that is protecting the corrupt. Only the passage of an FOI law could end corruption in government. Indeed, FOI is the key to winning the war on corruption.” Although he promised to prioritize the FOI bill during campaign in 2010, P-Noy did not include it in his legislative priority agenda for the past four years. Recently, he promised again to include FOI in his 2014 legislative agenda. Secret dollar accounts In my article, “P-Noy’s postCorona challenges” (September 19, 2012), I wrote: “During the Corona impeachment trial, P-Noy promised that he would include in his legislative priority agenda the revision of the Foreign Currency Deposit Act (FCDA) to modify its “absolute confidentiality” clause to allow government agencies to look into the FCDA accounts of those under investigation. P-Noy has yet to do this. “It was revealed during the recent Senate hearing on jueteng payola and the questionable arms deal that jueteng lords use PAGCOR casinos to launder their profits from jueteng. When asked by Sen. Defensor-Santiago, PNP Chief Nicanor Bartolome revealed that casinos were not required to report gamblers’ substantial winnings to the AntiMoney Laundering Council (AMLC). The Anti-Money Laundering Act (AMLA) needs to be revised to make it more effective in combating money laundering. “If P-Noy wants to fight corruption, he needs more than just slogans to do it. He should – nay, must — have the ability to track where the dirty or ill-gotten money goes. And to do that, he needs tools like FOI, FCDA, AMLA, and AMLC to catch the culprits. And only then can he claim that he is really serious about fighting corruption.” Never too late The bottom line is that unless – and this is a big UNLESS – P-Noy does all these changes to the law of the land, his reform agenda will fail. And if he continues to conform to bad laws that breed corruption, he might as well kiss his reform agenda goodbye. At the end of the day, one wonders if P-Noy is truly a reformist or is he an unsuspecting conformist of bad laws? Time is running out. If he wanted to be in the league of Rizal, he’d better get his act together. It’s never too late.

Project Company: Winnipeg’s emerging dance group

Words and photos by Lora Quitane

E

very Friday at 6 p.m., Project Company meets at Royal Dance South for rehearsals. The dance group recently won first place at In The Zone 6 dance competition on June 1. “Winning has made everyone feel so accomplished,” says Kelvin Tu, 24, co-director. “As soon as the judge announced our team, some of the members said, ‘I’ve never won first place before!’,”says Richie Sarao, 27, co-director. “It pushed everyone to do more.” Project Company is the adult team of The Project Dance Company, a Winnipeg dance group made up of junior and adult teams. Project was created in 2010 by Tu and Sarao who have known each other since 2008. Tu says, “Project becomes both of us because we’re both directing the team.” “We want Project to have a name. We want people to know who Project is,” says Sarao. “After winning last month, it felt like we’re on the right track.

People are appreciating what we’re doing,” says Tu. “It made me think of what we can do for Project and the Winnipeg community. It made us feel that we had a lot to offer to the community.” For them, there’s more to winning first place. “Winning doesn’t make us satisfied with what Project is now. It makes us even work harder,” says Tu. “When we’re not doing well, we have to reflect to see what’s going on. And when we’re doing well, we reflect even more. We always go through a reflection to see what we need to change or what we want to keep. We’re never content with what we have.” On stage, Project Company dances aggressively and grimy, coming off as self-centered and selfish. “That’s the beauty of being on stage. You can be whoever you want to be. But as soon we’re off the stage, we’re really humble,” says Sarao. “We’re still going out there; still trying to learn new things.”

Rehearsals are just like spending time with friends on a Friday night. They sing along with the music and have fun together. “We’re more than just friends. We’re a family,” says Sarao. “On stage, we encourage people to cheer and push each other,” Tu says. “We’re a team and if we’re not communicating, the relationship falls apart and everyone works on their own.” The competition season is over but the two continue to train the dancers and share what they learned from training in Vancouver and Los Angeles.

“We want them to get their head in the game and train,” Sarao says. “Dance is always a learning process. Just keep learning and don’t stop learning.” “And take class,” says Tu. Auditions are on August 16, Friday, at 6 p.m. on Royal Dance South, 3-1455 Waverley Street. Follow Project Company on Twitter @ProjectFAM and subscribe to their YouTube channel at ThePr0jectTV. Tu and Sarao teach once a week at Creative Creations. For dance class schedules, follow Creative Creations on Twitter @CCwpg and their Facebook page facebook.com/ CCwpg.

2013 VW Passat TDI Highline

T

he VW Passat has an extremely simplistic design and still maintains a sharp elegant look. In the summer months of soaring gas prices, it was comforting to know that on a single tank of gas, I could drive the Passat well over 1,200kms. I could almost drive to Calgary from Winnipeg in a single tank. Impressive! Volkwagen has a long history of extremely fuel efficient diesel powered vehicles and the Passat is no exception. Over the course of the week I drove the Passat and around the city, the average fuel

July 5-20, 2013

economy I was getting was around 8.5L/100kms. Even better, the cost of diesel at my last fill was $1.20/L compared to $1.349/L for regular unleaded. I definitely have to hand it German engineering and design. Everything about the Passat screams big. The front cabin is extremely spacious. I think it took an eternity for me to move my seat up. Even with the driver’s seat pushed as far back as possible, getting into and out of the rear passenger cabin was easy. There’s a lot of leg room in the back. The

trunk could be easily described as cavernous. I literally had to crawl into the trunk to remove stuff. I can see this trunk holding 2-3 hockey bags, easily. I definitely cringed when I first inspected the Passat at the beginning of week-long media test. I get nervous when the vehicles have white leather interiors. The Cornsilk Beige – Vienna leather interior was no exception. It’s basically white and I’m sure my regular jeans could easily discolour the driver’s seat over time. There’s lot of power under the hood. Squealing tires on green lights add a bit of thrill to the overall driving experience. I don’t think I’ve been able to squeal tires on a hybrid. Even with the squealing tires, it’s far from a sports car. It’s an elegant and fun diesel ride.

Ifugao Rice Terraces, "Stairways to Heaven" (Part II) Rice terraces are found throughout the world particularly in Asia such as Nepal, Bali (Indonesia), Guangxi and Yunnan (China), Northern Vietnam and Laos, Bhutan, India, in Machu Picchu (Peru), Eastern Africa, or even in northern Portugal and in the Atlas Mountains of Morocco, but nowhere are they as uniquely outstanding and spectacular as in the rugged forested mountains of northern Philippines because of their higher altitude (up to 1,500 meters) 5,000 feet above sea level and steeper slopes (maximum of 70 degrees). Apparently, rice terraces are commonly referred to as "stairways to heaven" because they stretch like stepping stones to the sky. If they are laid end to end they would wrap half-way around the globe! Carved from the mountains over the past 2,000 years by the local native people, the Ifugaos, using their bare hands without the aid of machinery to provide them level ground steps to plant rice and vegetables naturally irrigated by means of mountain streams and springs from the rainforests high in the mountains and chanelled into canals running downhill through the

13

The Pulse of the Filipino Community since 1987

rice terraces. There is no traditional use of carabaos in plowing the rice fields on the level steps. Instead, farmers use their feet. And there's no use of fertilizers - they let the roots to decay for the next planting season. One of the terraces not given much exposure is the Hungduan Rice Terraces. From Sanafe Inn and Restaurant (where we stayed) at Banaue Trade Centre, Hungduan is about one and a half-hour jerky and bumpy jeepney drive through the narrow but rustic scenic road difficult to disperse with oncoming vehicle making the ride a little bit scary. Along the way we see young and old people alike mostly men, chewing on some "nga nga" or they call it "moma". Moma chewing, very much attributed to the Ifugaos, is a concoction of moma or betel (areco) nut, the betel leaf ("hapid"), and the lime powder called "apog". For more flavour some add tobacco in the mix. The result is: spewing out the brick-red coloured spittle. Our tourist driver says that some Ifugaos chew up to ten times a day because it is believed to ward-off hunger or exhaustion or to some it could bring a sense of

heightened sensation. In Ifugao, local ordinances have been enacted on anti-spitting of moma in order to avoid indiscriminate spitting in public places. We have several stops to take pictures until we reach Hungduan rice terraces view deck where the inscription reads: "The rice terraces in Hungduan, Ifugao, have been inscribed in the UNESCO world heritage list as a cultural landscape. Inscription in the heritage list confirms the exceptional universal value of the rice terraces as a cultural landscape which deserves protection for the benefit of all humanity." The Hungduan Rice Terraces is just breathtaking! From the deck we go a long way down the hundreds of concrete steps until we reach the bottom and the terraces, then meander through the paddies by walking cautiously on stoned or cemented narrow paths ("pilapil") above the mud stone dikes. We come so close to the water-filled rice paddies. Not far from us is the bed of green rice seedlings ready for planting. With the sun above us we do not feel the slight cold of the day. Take memorable photography and then we ascend, catching our breath, the hundreds of steps again. Hungduan not only has magnificent rice terraces. It also plays a significant role in the history of the Philippines because it is here that the head of Japanese Imperial Army, General Tomoyuki Yamashita, the famous "Tiger of Malaya", made his last stand during the Second World War before his surrender at Kiangan.

On our way back to Banaue we make a stop at the NFA (National Food Authority) Aguian view deck to enjoy the Banaue Rice Terraces view that is printed on the 1,000 Philippine peso bill. Here I try to mount on a wooden scooter for a nominal fee! From Balintawak Cloverlef in north Manila at the beginning of North Luzon Expressway and the "Welcom to Banaue" sign is about 333 kms. Travelling by SUV with my niece, Maritess and her husband Dr. Ted Cabiscuelas together with their son Yuri and friend Fran takes as about nine hours due to blind curves through the mountains with few stops for breakfast and snacks. Once around Banaue jeepneys (converted jeeps/bus) are easily available. It is better and safer to get one recommmended by the hotel or the tourist office at the information centre close to the police station. So, what are you waiting for? Come and see the "Eighth Wonder of the World"!

The Pulse of the Filipino Community since 1987

The joys of Sama Summer Picnic in the Park “Wow, ang daming regalo at premyo,” Bert dela Cruz said with a wide smile as his family was busy arranging some of the gifts and groceries being given to those who attended the last Saturday’s June 29 “Welcome Bagong Dating” picnic at the Assiniboine park.”Ang bait naman ninyo ho.” Mr. and Mrs. Bert dela Cruz and his family is one of the more than thirty families who had been welcomed by the Filipino Journal in their annual “Sama Summer” get together to make the “Bagong Dating” (new immigrants) feel the

sense of oneness and belonging while settling and looking for friends and opportunities in Winnipeg. Filipino food was served with gusto especially the everpresent iconic lechon. Various adult and children’s games were held and prizes were awarded to the winners. The Philippine Jeepney of Vickar Automotive Group has become the most popular backdrop for photo shots. It was a full family affair where the newcomers met some of the officers of Manitoba Smart,

the provincial government’s initiative for new immigrant’s settlement programs. “I have to thank Manitoba Smart for giving me the chance to work on my line of profession,” said one of the new immigrants who had enjoyed meeting new friends and kababayans. “And I have to thank the Filipino Journal, the sponsors and the hard working volunteers for giving us these clothes and groceries. These are great helps to our family, being a newcomer.”

A new addition to the “Sama Summer” program had nothing to do with summer at all. Over a dozen ukay-ukay winter jackets and sweaters were given away as a new ukay-ukay giveaway. A larger offering will be launched in the fall of 2013. Various gifts were donated by the corporate sponsors: the Vickar Automotive Group Lucky Supermarket and Innsbruck Village Apartments. The Filipino Journal “Bagong Dating” welcome committee would like to thank all

the volunteers for donating their time and talent over the Canada Day long weekend. Volunteers interested in donating their time and talent for upcoming summer and fall programs are always welcome. To volunteer, just let us know as we have programming, food and host committees. Keep abreast with other “Sama Summer 2013” events by contacting the Carol Castro at 204-775-0979 or Carrie Barroga at 204-633-7508 and events@ filipinojournal.com.

Abaya was a recipient of the prestigious Asian American Media Award in 2002. The documentary “Marilou Diaz-Abaya: Filmmaker at Voyage,” by Mona Lisa Yuchengco will also be screened to honor female directors particularly Abaya.

ctress Carmina Villaroel, who is now Mrs. Zoren Legaspi, has no reservations doing a project with Daniel Padilla whose surname she had while married to Rustom Padilla now known as BB Gandanghari. Carmina said Daniel is his godson, and even admitted that she hasn’t given any gift to him on past occasions for quite a time now. The actress also expressed willingness to work with BB, with whom her marriage was annulled in 2002, four years before Rustom publicly admitted that he is gay. Meanwhile, Carmina is happy over the news that Robin Padilla seemed to have accepted

onsters University, the comedy-adventure movie finished on top of Philippine boxoffice over the weekend with a monstrous P58.22M nationwide gross covering the period from June 26 to 30. According to Victor Cabrera, managing director of Walt Disney Studios Motion Pictures Philippines, the Disney/Pixar’s film opening sales now represents the most successful launch for a Pixar title, breaking the old record of 2010’s Toy Story 3 at P55.6M. Monsters U was shown in 132 screens, posting its largest receipts

from SM North EDSA with P2.71M, followed by SM Mall of Asia with P2.46M and Trinoma at P2.38M. The movie tells of the adventures of monsters Mike and Sulley as college students. Mike Wazowski (voice of Billy Crystal) dreams of becoming a Scarer. Mike’s plans are derailed when he met James P. Sullivan, “Sulley” (voice of John Goodman), a natural-born Scarer. The film is the prequel to the 2001 blockbuster Monsters, Inc. In the US, it was no. 1 for the second

consecutive weekend, reaching $171M through Sunday. The movie has so far earned just north of $300M worldwide, including nearly $130M from 37 overseas territories. Monsters University is shown locally in Disney Digital 3D, 2D and regular theaters.

T

he digitally restored version of Lino Brocka’s “Maynila sa mga Kuko ng Liwanag” comes home to the University of the Philippines (UP) in Diliman. The restoration was made possible by the Film Development Council of the Philippines, producer-cinematographer Mike de Leon and Martin Scorsese’s World Cinema Foundation. The 1975 classic film which recently premiered at the 66th Cannes film festival in May will

have its local debut at UP’s Cine Adarna on Saturday. Lead actress Hilda Koronel who is now based in the United States has urged all Filipinos and students to watch Brocka’s work which she said demonstrates that Filipino films are world-class. She also expressed hope for producers and filmmakers to aspire for the same level of quality. The celebrated filmmaker passed away in a car accident in 1991.

Horoscope A great way to slow your roll would be to laugh a lot -- so get together with people who always have a funny take on things. Their quips and witty comments will help take your mind off your urge to rush around, and will help you stay hopeful for the future. Spiritual teachings would give you inspiration to face the challenges in life.

Your friends and family have been an invaluable source of support and inspiration over the years, and it is time that you thanked them all for their devotion. This month can highlight your ability and inclination to choose well and faithfully respect new commitments and responsibilities.

You can walk away from something and even if you have to sacrifice money in the process you’ll maintain yourself respect. This will reduce your stress levels considerably. You will try to enhance relationship with subordinates.

Slowing down might not feel comfortable right now, but it is the right thing to do. The intense energy you put out today shouldn’t be directed at solving problems or putting out fires. Instead, direct it solely at reducing the level of commitment in your life! Financial progress will be comforting.

Learn to own your charms, even if you’re normally a more shy and retiring type. Spending habits have to be controlled for better stability in finances. There will be certain individuals that won’t like what you are doing, make a point of not allowing others to ruin your plans.

You will be sincere towards work and at the same time be aware of the developments taking place. This is not the best time for making important decisions, signing documents, or travelling. Every once in a while, defeat is necessary. Take this as an opportunity to learn from your setbacks and you will come back stronger.

The only way you can get what you want is by working for it. Right now, while your desire is still great, you have to start focusing all of your energy on reaching your goals. You can make things happen in your life. Huge opportunities are right in front of you.

Expect a cycle of increased popularity and happiness. As you become more popular, there are additional demands. There is no need to get involved in anyone else’s problems, even if you think you have a solution for them. Stay neutral right now.

Your own Happiness really includes your family and friends state of mind so try to help them out whenever you can. A discussion with your partner or new flame brings hope of real satisfaction and a greater sense of togetherness.

PAHALANG

Trust your instincts by placing your trust in those that you have relied on in the past and have not let you down. You need to do something innovative, daring, unusual, liberating, exciting, and challenging. You are inclined to act on some of the wilder impulses and desires you feel from time to time.

Matters are coming to a head. Old stagnant conditions involving personal projects, a family member, or a parent will be finalized. This is the time to establish good relationships between you and a parent or family elder.

You’ll be getting a lot of positive reinforcement today in the form of beautiful words about how wonderful you are, how smart you are, how desirable you are. Naturally, this will leave you feeling pretty good about yourself!

Construction to begin on new Seven Oaks Arena

I

t was an exciting day in Garden City this afternoon as ground was broken at the site of the new 100,000 square foot Seven Oaks Arena. Premier Greg Selinger, Mayor Sam Katz, Kildonan MLA Dave Chomiak and Old Kildonan Councillor Devi Sharma joined Garden City Community Centre Board officials and members of the community for the event. As announced earlier this year, the Province of Manitoba and the City of Winnipeg have entered into a partnership with the Garden City Community Centre Board to fund the project. The $17 million multiplex is being funded 1/3 each by the City, Province and Garden City Community Centre. While the City will retain ownership of the facility, the management and operations will be undertaken by the Garden City Community Centre Board.

“Sports facilities create an anchor for communities by attracting people of all ages to activities that focus on fitness, health and community spirit,” said Premier Selinger. “A sports complex of this magnitude requires the combined efforts of so many dedicated members of the community, and the support from both levels of government clearly shows our willingness to partner with communities to bring their goals to a successful conclusion.” “The members of the community have worked tirelessly to see this project through to today’s ground-breaking,” said Mayor Katz. “I am pleased that the City and Province were able to partner with the Garden City Community Centre to fund the new Seven Oaks Arena. We are thrilled to see this project get underway and are confident that this will be a fantastic facility,

serving many generations in this community.” “Today’s sod turning marks the first step in the real bricks and mortar part of this exciting project, the part where we can see the results of months of planning that is bringing this new arena and sports complex to our community,” said Chomiak. “"Replacing or rejuvenating neighbourhood infrastructure, including many recreation and sports centres like this, creates a healthier, more vibrant community for the families who live there.” "The new Seven Oaks Arena will be a gathering place for recreation and social activities for all,” said Sharma. "This project is an example of governments working in partnership with community leaders to address the needs of communities. I am proud to be a part of this process, which will ensure families in this area have access to a modern facility with amenities well into the future." "As President of Garden City Community Centre, I am very

excited to participate in our sod turning ceremony today,” said Andy Haworth, President of Garden City Community Centre Board. “With this event, we are one step closer to turning our dream into reality. I think we will make the Seven Oaks Community proud of our new facility."

Dignitaries left to right: MLA Dave Chomiak, Mayor Sam Katz, Premier Greg Selinger, Councillor Devi Sharma, and MP Joy Smith stand with enthusiastic children and Garden City Community Centre board members.

A Swift Rise to Pop Stardom

E

very Pop artist has its own pace of rise to fame, depending on various factors. Some become popular overnight, so to speak, because of getting entangled in controversies or getting caught offguard by the hounding press with their hands dipped in certain escapade or careless behavior. However, professionally speaking, artists who achieved certain musical integrity and career longevity are usually those who have a clear sense of musical direction, high regard for their career, and acknowledgment that their lives have become inevitably public so they steer clear off recklessness and scandals. And above all, what contributes much to the success of artists is their songwriting abilities more than their singing voices. After all, being an artist is only partially looks and voice but mostly having a direct hand in writing

her own songs. An artist who writes and sings

July 5-20, 2013

The Pulse of the Filipino Community since 1987

her own songs has a greater chance of connecting with her audience simply because what she is sharing with her audience are her actual personal emotions and experiences. That is what makes Taylor Swift’s rise to stardom faster than those of many of her contemporaries. She has not only the looks, the personality, and a great singing voice but more so the ability to play instruments well (guitar, banjo, piano) and, most importantly, the fact that she writes her own songs. There is honesty to that, and an unadulterated transfer of personal emotions to the audience directly from the artist with her instrument without having to rely solely on a handful of commissioned songwriters or even collaborators. Discography Review Taylor Swift (2006) Swift was only 12 when she first started writing songs. After countless attempts to secure a recording deal, she finally got one after half a decade. She released her first, self-titled album in 2006. On the get-go, the music of Swift was undoubtedly a good mix of Country influences and Pop sensibilities. Recommended songs are “Our

Song,” “Picture to Burn,” “Should’ve Said No,” and “Teardrops on My Guitar.” Fearless (2008) The sound of the followup album simply carried onto the direction of its predecessor. Although, a bit of Alternative Rock elements have become apparent (mildly distorted guitars and driving drum beats on “The Way I Loved You”). Most likely this was an influence of having begun to perform on the road, in the company of other artists. Nonetheless, bittersweet Pop songs remain to be Swift’s forte. Other recommended songs are “Fifteen,” “Forever and Always,” “You Belong with Me,” and “Love Story.” Speak Now (2010) By her third album, Swift might be considered already a successful artist as she began to get recognized by various award-giving bodies such as Grammy Awards, American Music Awards, and Country Music Association Awards. Her music has also expanded in scope; some of the songs featured live strings and some full orchestra. Recommended songs are “Mean,” “Ours,” “Sparks Fly,” and “Speak Now.” Red (2012) This album sees the music of Swift at its poppiest, although the Country flavor would always be there. Recommended songs are “22,” “I Knew You Were Trouble,” “The Lucky One,” and “We Are Never Ever Getting Back Together.” Concert Review Swift’s fans consist mostly of teenagers, young adults, and even preteens with their parents. Perhaps the Pop sensibility and the honest diarylike storytelling of her music coupled with her drug-free and trouble-free public persona are the primary reasons for this. Nevertheless, whatever other personal love escapades she might have had, her no-nonsense lyrics and well-arranged music remain her edge from other young artists. The Winnipeg leg of Swift’s North American Red Tour, held last Saturday evening at Investors Group Field was a success, with a sold-out estimated capacity of 35,000 and a cooperative weather and a manageable traffic situation. Both the City and the majority of the concertgoers surely had anticipated the big turnout—many people arrived at the venue early and the City provided a good number of fare-free buses that picked up and dropped off people at various points. The excitement of the dominantly young audience were already apparent early on as they received with warm approval the front acts—the American Country artist Joel Crouse, the budding American Pop singer Austin Mahone, and the English singer-songwriter Ed Sheeran, who all delivered well. So, when Swift and her band and the rest of her performing entourage finally appeared, the crowd was already on high gear. The reddominated stage became the platform of the production’s very attractive

All photos & articles available online!

and entertaining concept of semiconcert, semi-stageplay—complete with various costume changes, elaborate set designs, fireworks, and a big ensemble of musicians whom included hanging tomtom drummers. All of these spectacles made many in the audience wide-eyed in awe for most of the night. The set was a good mix of Swift’s songs from all four albums, starting with “State of Grace” and culminating with “We Are Never Ever Getting Back Together.” To me, the highlights of the concert were the

moments when Swift had to perform some of her songs by herself with only her voice and her acoustic guitar and the fact that she never failed to connect with her audience by continually reminding them that she wrote her love-themed songs the way she would write her love life in her diary—very personal and emotional yet universal. Final Note For sure, many observers would judge Taylor Swift’s concert based continuation on page 27

on the quality of her live voice, her dance moves, her makeup and costumes, and maybe even with the way she uttered her spiels. To me, however, what made the concert moving and beautiful was the fact that Swift not only sang songs that she herself wrote but also played guitar, piano, and banjo for most of

the songs, making the emotions that she exuded onto the audience honest and heartfelt as opposed to many of her contemporaries who merely cover songs of other artists or sing songs given to them by commissioned songwriters. Swift indeed painted the town red and a bit of white and gold and other sparkles of colors. Born on December 13, 1989, in Reading, Pennsylvania, Taylor

Swift is an American Country/ Pop singer-songwriter who became interested in music as early as when she was nine years old. She with her supportive family moved to Nashville, Tennessee, when she was fourteen to pursue her musical career. It took her only a couple of years to finally secure her recording break—a break which started only as a child’s wishful dream.

New Canadians Celebrate Canada Day at Riding Mountain National Park

Thirty individuals become Canadians after they take an oath of allegiance in Wasagaming

T

he sun was upped and the temperature soared to a high 29 Celsius as thirty individuals took an oath of allegiance at the Canada Day celebration held at the pristine Riding Mountain National Park, to be specific, at the town site of Wasagaming, also known as Clear Lake. After the citizenship ceremony, Maria Aragon, the YouTube sensation and a star in the making, sang Oh Canada and followed by the Eagle Drum, First Nation’s part of the Canada Day Celebration. As other performers, like Keith and Renee. The Manitoban duo have been on the rise, rendered their numbers during the free outdoor concerts, hundreds of Manitobans, plus tourists from other provinces had been enjoying sunbathing, making sand castles,

swimming, and just dipping tired feet in the cold water of the lake. Some had rented kayaks and other water leisure vehicles as other tourists had fun to dine and drink at the two-hour boat cruise on the lake. With the foliate beauty of the national park and sparkling waves of the lake, everyone is tempted to capture the moments through the lens of cameras of various sizes and makes. “I have to put my pictures in the Facebook to let thousands of people see this beautiful park in Manitoba,” one of the young women who were busy posing to make a shot perfect. “What a beautiful place to celebrate Canada Day, and I am lucky to join the Filipino Journal group and to see this place for the first time...Wow! there is such a place like this in Manitoba,” said Elona, one of the volunteers of the Filipino Journal. “I have been in Winnipeg for more than thirty-two years and this is my first time to see Clear Lake,” one of the ladies who were busy

helping her nephew built a sand castle. “We will be back for sure!” A three-hour trip by car from Winnipeg, the Riding Mountain National Park is one of the jewels in the Manitoba tourism. Wasagaming, the townsite, has many places to stay, to eat and shop.

Before To Get The Look: Step 1

Clean up under the eyes, and then reh y d r at e under the eyes with the moisturizer.

HAIR: Section and Wrap

Begin look with precurled hair. Split hair into 3 vertical sections. You may also leave several strands in the front of your face to curl later. Starting from the bottom section, divide your hair into 3-4 parts. Take each part and begin loosely wrapping hair around your first two fingers until you have reached 3/4 of the end (if you have fairly long hair, you can repeat these steps twice per section).

HAIR: Pin, Pin, Pin

Pin into place. From there, you will begin to form the main area; this can be done either to the side or bottom middle in the back of your head. To add more texture and depth to the look, pin the wrapped hair in different directions (vertically, horizontally and diagonally).

Step 3

MAKEUP: Build a Foundation

HAIR: Rewind
