n Saturday, June 9, I watched the Pacquiao Bradley WBO Welterweight Championship fight on pay-per-view with a bunch of Filipino friends. The fight took place at the MGM Grand Garden Arena in Las Vegas with a most disheartening conclusion. No, Manny Pacquiao did not lose the fight. He was robbed blind by two of the three judges. Judges Duane Ford and C. J. Ross voted 115-113 for Tim Bradley. The other voted by the same score for Manny. HBO’s Harold Lederman had Manny winning 11 out of 12 rounds. As Lederman posted his
score round after round, up to 90 – 81, we were saying that Bradley’s only hope was a knock-out of Manny, which did not happen as Manny won two more of the last three rounds. Even fight analysts including Jim Lampley and E. Stewart were incredulous. Promoter Bob Arum probably suffered a minor apoplexy as he expressed his disbelief. Arum, who promotes both fighters, said that the decision was ridiculous and everyone should be ashamed of it. According to ESPN, Arum said, "Something like this is so outlandish, it's a death knell for the sport. This is f------ nuts. I have both guys, and I'll make a lot of money in the rematch, but it's ridiculous. You have these old f---- who don't know what the hell they're looking at. It's incompetence. Nobody who knows anything about boxing could have Bradley ahead in the fight." Arum also claimed Bradley himself thought he lost: "I went over to Bradley before the decision and he said, 'I tried hard but I couldn't beat the guy.'" During and at the end of the

fight, the Compubox showed the number of punches and power punches thrown by each boxer as well as the number that connected. Statistics therefore showed that Manny thoroughly out-boxed Bradley, not marginally but by a big edge (253 punches for Manny to 159 for Bradley). It is very difficult to understand where Ford and Ross based their scores. There were no knock-downs although a few times, Bradley was a bit unsteady after being hit by Manny. Indeed, most of the replays during the fight showed Manny hitting Bradley. But these occurred towards the ends of the rounds. So Manny wasn’t able to follow through and finish Bradley off. The decision was booed by the audience. Unfortunately, the judges have the final say and Manny Pacquiao’s streak of fifteen wins has to come to end. Many reasons were advanced for this turn of events.
1. There’s a great deal of money involved in this match especially by gamblers betting. Because Manny was favored to win 4 to 1,

a bet of $4000 for Manny to win will bring you $1000 in Vegas. By the same token, a bet of $1000 for Bradley to win can earn you $4000. The judges had to be bought for high rollers to hit big. I doubt that the judges would risk their reputation or livelihood. 2. The judges were pissed off by having to wait for Pacquiao while he finished watching the seventh game of the NBA Eastern Championship between the Miami Heat and the Boston Celtics. (The latter are Pacquiao fans and Manny could be depressed by their loss. Thus he made Bradley and the judges wait while he calmed himself.) 3. With Bradley’s win and a purse of $5 million (Pacquiao made at least twice that), a rematch is likely in November. Bradley’s manager Cameron Dunkin expects a purse closer to $10 million now that Bradley has the championship title. This means that the expected PacquiaoMayweather fight is hanging in the air. Floyd Mayweather Jr. will be released from jail (for

battery) in August and may have to wait after the rematch. Is it possible that the judges are in on continuing the huge payouts? According to Nevada State Athletic Commission Executive Director Keith Kizer, he does not anticipate any disciplinary action against Ross or Ford. So we will leave the decision to poor eyesight or just incompetence. In the meantime, Manny Pacquiao showed his unusual calm and kindness by not complaining of being robbed. He knew he won but he accepted the decision and he expressed his respects for the officials and for his ring opponent when brought before the camera. This seems to confirm his renewed devoutness as a Catholic. (A friend said that with $10 million in his pocket for a hard day’s work, who would not be smiling? And there’s more to come!) Personally, I think Manny Pacquiao is a true Filipino hero and icon. At 33, he has some more years to make us proud in the boxing arena. His political career may also be in the rise. He may aspire for the Senate and later for the executive branch of the Philippine government.

Calgary Police Commission Citizen Survey Filed by Jose “Pepito” Magpayo
The 2012 Calgary Police Commission Citizen Survey, to determine public experience with and perception of the Calgary Police Service, is underway. The Citizen survey process begins June 26, 2012, running through to August 20, 2012. During the survey period, Calgarians, selected through random sampling, will receive telephone calls from Illumina Research Partners asking a variety of questions addressing satisfaction with the Calgary Police Service and perceptions of crime and safety in Calgary. Commission Chair, Mike
Shaikh said, “The Calgary Police Commission 2011 Citizen Survey results showed very strong support for our Police Service, however, as part of our oversight role, we need to ensure that the Calgary Police Service continues to meet the needs of Calgarians. Therefore, it is important for us to continue measuring satisfaction levels on an ongoing basis. This also allows us to hear directly from citizens on what they see as priorities and how they view policing in our city.” As part of its oversight role to provide efficient and effective policing, the Calgary Police Commission took over the Citizen
Survey process from the Calgary Police Service in 2008. This enables the Calgary Police Commission to better communicate with residents of Calgary and respond to policing concerns they may have. The Calgary Police Commission provides civilian oversight to the Calgary Police Service. Under the Police Act the Calgary Police Commission establishes policies to provide for efficient and effective policing; in consultation with the chief of police, allocates funds provided by City Council; and monitors the complaint process.
The City of Calgary Proudly Reopens its only indoor Public Park Filed by Jose “Pepito” Magpayo
Devonian Gardens was officially re-opened, marking a significant redevelopment of one of Calgary’s most treasured parks, and the city’s only indoor public park. Originally completed in 1977, Devonian Gardens had not had any significant upgrades until the park was closed in 2008 to accommodate the redevelopment of The CORE shopping centre. With a $37 million capital fund commitment from City Council, Parks was able to arrange a much needed renovation to the Gardens that coincided with the mall renovation. “The former Devonian Gardens were beloved by Calgarians,” says Anne Charlton, Director of Parks. “But they were tired, and most of the materials in the garden were aging and pushing
toward the end of their lifecycle. With the funding commitment from Council, we were able to create a new, fresh, timeless look.” New plants, including exotic varieties from Hawaii and Florida, have been lovingly planted throughout the 2.5 acre space, and provide a tropical oasis for visitors. A new skylight, part of The CORE redevelopment, extends into the Gardens and provides improved lighting. Visitors will notice a more open space, complete with three ponds, filled with some of the original Koi fish, which were housed off-site during the renovation. The new Gardens will accommodate activities such as events, education programs, and offers new park amenities including a restaurant,
which will be announced later in the summer. “I’m delighted to see that this gem in our city has been restored, as it is something very special for all Calgarians to enjoy,” said Mayor Nenshi. “Parks make cities vibrant, liveable and memorable. The redevelopment of Devonian Gardens has restored our city’s only indoor public park into an international destination once again.” Located on the fourth floor of The CORE shopping centre, Devonian Gardens will be open to the public from 9 a.m. to 9 p.m. daily. City Demonstrates Commitment to Community Facilities Filed by Jose “Pepito” Magpayo
Forty-one projects totalling more than $2.2 million were announced earlier today in the first round of 2012 Capital Conservation Grants. The City of Calgary offers this grant to community associations and social recreation organizations to help maintain safe and healthy facilities for all citizens to enjoy. “Ensuring neighbourhoods have the supports and facilities in place for residents to safely use and enjoy is a tremendous undertaking that we take very seriously,” says Alderman Pootmans. “Recognizing the increasing challenges faced by volunteers and staff in maintaining these facilities, Council made the decision last year to allocate an additional $12 million dollars into the Capital Conservation Grant program. This means more than twice the financial support is now available to community groups over the next five years.” Previously, the Capital Conservation Grant program provided $2 million per calendar year to community associations and social recreation organizations using a 50/50 funding model (grant would match funds raised by organization) up to a maximum of $125,000. With the additional $12 million from the community investment

fund, the grant program will now be able to provide $22 million in grants from 2012 to 2016 using a 75/25 funding model (grant will pay 75 per cent of project costs) up to a maximum of $300,000. “With this grant, we are able to replace windows, paint the exterior, fix the sidewalk and replace patio stones,” says Maureen Smith, President of Strathcona-ChristieAspen Community Association which received $124,000 of grant funding. “We thank The City of Calgary for providing this financial support so we can ensure our building continues to be a warm, welcoming and safe place for all.” Grant rounds are held biannually, in the spring and fall. The Capital Conservation Grant is available to community associations and social recreation organizations that hold a lease or licence of occupation with The City of Calgary. There are currently 163 groups eligible to apply. The grant funds projects that address the repair and/or replacement of indoor and outdoor recreation facilities. Projects may include architectural, structural, mechanical and or/electrical components. Projects range in size and scope from basic building upgrades to sport, field and
cultural centre renovations, to roof replacements and arena repairs. “To offer all the things that collectively make complete communities requires the collaboration, hard work and commitment of many,” says Pootmans. “Supporting these groups who work diligently to better our neighbourhoods is an honour and a privilege.” The Capital Conservation Grant was augmented by the community investment fund. Created by City Council on July 25, 2011, the fund will invest $252 million from 2012 to 2016 into tangible and useful community improvements on things like libraries, recreation centres, swimming pools, arenas, athletic fields, parks, playgrounds and emergency services. Green Cart pilot reduces garbage by 40 per cent Filed by Jose “Pepito” Magpayo
Since the Green Cart pilot program launched in early March, household garbage is already down by 40 per cent in the four pilot communities – Abbeydale, Brentwood, Cougar Ridge and Southwood compared to other communities without Green Cart service. In the first three months of the pilot, residents have already given a second life to 440,000 kilograms of food and yard waste instead of sending it to the landfill. This is enough material to produce more than 17,000 bags of compost that can be used in a variety of places, including farms, parks and gardens. “Residents in pilot communities are doing a great job at filling their green carts with their food and yard waste,” says Paula Magdich, Green Cart Program Manager. “Participants like the idea that all food can be composted as it makes the green cart easy to use. We’re collecting good material that will produce high quality compost.” On average, food and yard
waste makes up nearly 60 per cent of our household garbage. By composting food and yard waste, we can reduce dependence on our landfills, minimize the environmental effects of food and yard waste in the landfills, and produce a beneficial product – compost. It’s also the biggest opportunity to move our city towards diverting 80 per cent of waste from the landfills from the residential sector by 2020. The pilot aims to provide a convenient service for nearly 7,500 residents by offering weekly collection of all food and yard waste. Overall, residents have responded favourably to the program and participation continues to grow as we head into the summer months. Residents’ participation and experience will help inform recommendations for a city-wide program when Waste & Recycling Services reports back to Council in March 2013.

The Calgary Fire Department reminded Calgarians of the current advisory against boating activities or placing any type of watercraft on the Bow and Elbow Rivers. Anticipated rainfall may contribute to the already rapid flow and debris in the water, which will be hazardous to anyone on the river. All river users should use extreme caution and know the risks. Conditions on the rivers can change quickly. Everyone should be prepared for a variety of conditions and should always be wearing a life jacket or PFD on the water. Calgary Police Service officers, including members the CPS Marine Unit, will be in the vicinity of the Bow and Elbow rivers over the weekend, ensuring anyone who chooses to take the risk and be on the river during this advisory has taken the appropriate precautions.
Any vessel using the rivers must, at the very least, have lifejackets or personal floatation devices (PFDs) that are worn by all passengers, as well as a sounding device, such as a whistle a buoyant heaving line (throwbag) no less than 15 metres long and a bailer. Being intoxicated while on the water is never tolerated, nor is the transport or consumption of alcohol. Anyone not abiding by all applicable laws and bylaws will be removed from the river, and possibly subject to fine or arrest. Please note, this is an advisory, not a river “ban”. The Calgary Police Service is one of several stakeholders committed to ensuring safety on and around Calgary’s waterways, including The Calgary Fire Department and The City of Calgary Animal and Bylaw Services.
Lieutenant Governor Awards Fire Service Medals to 32 Firefighters Filed by Jose “Pepito” Magpayo
32 firefighters from across Southern Alberta, both professionals and volunteers, were recognized for their distinguished service. Nine of the recipients are Calgary Fire Department members. “I’m proud to help honour members of Alberta’s fire services who are willing to put themselves at risk to help others,” said Doug Griffiths, Minister of Municipal Affairs. “The dedication and commitment shown by our fire services exemplifies public service and Albertans are very fortunate that so many individuals unselfishly put their own safety at risk to respond when we need them.” The Lieutenant Governor of Alberta, The Honourable Donald S. firefighters were fire service leaders from fire agencies and government leaders. “I am proud of all of the recipients for their hard work, dedication and service to Albertans,” says Fire Chief Bruce Burrell. “These recipients have made incredible sacrifices throughout their careers for the safety of others, and I commend them for their efforts.” The awards were established in 1985 by Her Majesty The Queen, and the Medal is gold with red ribbon embossed with a Maltese Cross, crossed axes, and a fire hydrant against a maple leaf background. It is awarded for 20, 30 and 40 years of exemplary service and worn on special occasions and parade days by firefighters.

he Toyota Tacoma has been a perennial favorite in the mid-size truck category and was awarded the 2012 Canadian Blackbook Best Retained Value Award. As gas prices continue to climb, midsize trucks continue to attract buyers as they’re the right size of truck that balances power and practicality. With the Tacoma you can still park easily in downtown Winnipeg and haul a small boat out to the cottage on the weekend. The 2012 Toyota Tacoma is available in a wide array of body styles and trim levels. The Tacoma is offered in a regular, extended cab with rear hinged
doors (Access Cab) and a crew cab with four fully hinged doors (Double Cab) versions with options for short or long cargo bed. Optional packages vary widely based on body style and engine options. The SR5 package comes with chrome grill, foglights, rear-view camera and power options from the Convenience package. The Tacoma road test vehicle we drove this spring came with the TRD Off-Road package comes with 16” alloy wheels, front skid plates, sports seats, fender flares and various options from the previously mentioned Convenience and SR5 packages. The Tacoma base model has a 4 cylinder 2.7L engine with 159hp 180lb-ft of torque. The larger and less fuel efficient 4.0L V6 engine delivers 236hp with 266lb-ft of torque. Engine efficiency in the Tacoma is 10.9L/100km (city); 7.8L/100km (highway) and 9.5L/100km (combined). Manny Pacquiao lost to Timothy Bradley by a split decision! The negative reactions became ballistic and swift when Manny Pacquiao lost to Timothy Bardley in the recently boxing bout for welterweight championship at MGM Last Vegas. From the internet facebook, twitter and other internet chatterboxes, to the newspaper columnists and radio commentators,and to the people and boxing fans in pubs, bars, on the streets and homes, the comments and analysis have becomeso viral, so instant, and so negative after Manny Pacquiao "a.k.a. Pacman". an international boxing champion lost to Timothy Bardly, the challenger. The fans of Pacquiao, especially, his kababayans did not accept the verdict meted by the three judges who according to the multitude of people,the judges acted on an alleged "mafia machination". In reality, the whole boxing afficionado claimed that the final decision was tainted. "We were robbed!", "We were cheated!" "Those judges were gay! and reacted on what Manny Pacquiao's minsinterpreted comments on gays
and lesbians. Or the judges were allegedly paid to make this kind of decision against Pacquiao. And even Paquiao himself, after the bout, he said: "I knew that I am the winner, but we have to respect the decision of the judges." At the beginning of the post-bout interview, Manny Pacquiao said with a thrifty smile: "This is why we love boxing." At MGM, after announcing that Timothy Bardley was the winner, his wife, was surprisingly jubilant as she hugged some of her loved ones. It was a reaction of an unexpected result! and on the other side, Jinky was so quiet, not sobbing, just her face was looking at a blankspace. And on the ring, the manager, the trainer, the "sidekicks" of Timothy Bardley were all celebrating to the surprised announcement. And from the audience, a bombastic booo dominated the air. And the fans of Manny Pacquiao had become frustrated and had reacted negatively to the result of the 12-round fight. Losing to Timothy Bradley seems to be next to impossible. Our icon boxer is winnable as shown by many fights he had for many years since 2005. Never been defeated. And the international media and afficionados had branded him as the only boxer who has the speed of poung by pound style on the right. He became the best ambassador of the Philippines. He is so simple. So happy-go-lucky. And has become the role model of the young Filipinos to havea big dream. He had become an international sensation; and thus, monetary wise, he has become of the one wealthiest Filipino in the Philippines; and one of the wealthiest sportsman in the world. Pacquiao can stand side by side by
multimillionaires sports icon like Tiger Wood and Michael Jordan. Added to this, he is politician.As he finally concluded in his post-bout interview: "I have to thank God for the strength he gave me; and for the supports of the fans, and to the media who are responsible to put my name on top of the boxing world." With this losing to Timothy Bardley some boxing sport writers and followers would speculate: "Is this the sign of Manny Pacquiao's retiring from boxing?" At the conference after the fight, Manny Pacquiao was still relax and with that "matipid" smile. "We will have a rematch." And even Timothy Bardley said: "Yes, the rematch is final. It will be on November 10, this year at MGM, Las Vegas. And thus, the excitements for a rematch continues to surge; and the money continues to pour. Jessica Sanchez lost to Phillips Phillips at the recently concluded 11th season of American Idol! And the negative reactions of our kababayan are also swift and terse: "Mind you, no Filipino will ever win in this white dominated singing contest, kaya kung ako, hindi na ako sasali. Mapu-frustrate ka lang?" Is this true? Filipinos, almost entirely, praised the exemplary singing talent of Jessica Sanchez, half Pinoy/half Mexican. Every episode of the American Idol millions of fans had all the positive comments on her. Even President Noynoy Aquino has so much interest when

he met her; and so many Philippine managers have already plans for her concerts in Manila. And in one night of elimination, Jessica Sanchez was one of the 3 at the bottom; but thru the intervention of the judges, like Jennifer Lopez, Jessica was saved for the elimination. And this added to the strength of Jessica Sanchez, as aided by Tyler, that Jessica would be the winner for this year's American Idol. But it did not happen. And on the finale of the American Idol, Phillips Phillips was declared winner! The American Idol winner for 2012! And Jessica Sanchez landed as a runner-up! And Jessica Sanchez followed the footstep of Mia Tegia and Janine Trias, who did the best to capture the title but it did not materialize. And thus, the claim that no Filipino singer would win, is just a comment of frustration. Again, to lose in this international singing contest, is not acceptable to our kababayan. We would our "manok" to be the winner. How do you equate the losing streaks of our talented kababayans in the two international events to our attitude of not accepting the verdict? In our every day life, we do face many challenges and trials. Some had resulted to a success; but others had succumbed to a total failure. We are living in a world of many chances or even, we have to resort to the "pustahan" challenge. "Why do you react so negatively on the Pacquiao's lost?" Our kababayan answered: " If you were watching the match, you would see that Pacquiao got most of the rounds. He was the world
renown pound by pound boxer and he did what the people were expecting for him to win...and then, he lost? "Pacquiao was cheated, Filipinos were cheated." And why do you react on Jessica's lost? "Jessica is Filipino, hindi siya mananalo! Walang Pinoy na mananalo sa American Idol!, oh, magpustahan tayo." It is a natural reaction to this losing game. We do associate ourselves to the trials and challenges of our kababayans. Whenever there is a kababayan who has reached a pinnacle of success, it has become our mantra! For us, the successes of Pacquiao and Jessica are also successes of the Filipinos in the Philippines and in the whole world. With the success of our two kababayans, we are elevated to a certain degree of pride and international recognition...and it is too natural to make such negative reactions. With these two well-known celebrities in sports and in entertainment, their active participations serve as our inspiration. We have to be driven with ambitions. Wika nga, dream big! And we Filipinos have all the opportunities to shine, be it in a beauty contest (Pinoy's obsession), or in a singing contest, or in billiard or pool; and in boxing! And you had noticed, both Manny Pacquiao and Jessica Sanchez had the sweet smiles of success in spite of the unexpected results. Losing is a part of a game. And winning is an ultimate gift. Yes, kababayans, there are pots of gold at the end of the rainbow!

What’s the difference between an Employment/Recruiting Agent and an Immigration Consultant?

Recently, I have been asked by many Temporary Foreign Workers (TFWs) and even some recent Permanent Residents (PRs) what’s the difference between licensed Employment / Recruiting Agents/ Agencies and licensed Immigration Consultants. I believe some confusion exists because for many years before Bill C-35 (an Act to Amend the Immigration and Refugee Protection Act (formerly called the Cracking Down on Crooked Consultants Act) came into force on June 30, 2011 - employment Agents handled recruiting and immigration work – without any legal consequences. Before C- 35 was passed as law in 2011, many employers and temporary foreign workers considered their Employment / Recruiting Agents - as Immigration Consultants also because they handled recruiting work, as well as process immigration related work such as LMOs, Work Permits, Arrange Employment Offers (AEOs), Permanent Resident (PR) applications, etc. Significant legal changes have been made after Bill C-35 became law in 2011. In this article, I will try to explain and clarify what the differences are today, the changes implemented due to Bill C- 35 and the legal consequences of persons caught failing to comply with the provisions of Bill C-35. In Alberta, Employment Agents/ Agencies are licensed by Service Alberta a provincial government department. The licence authorizes the Employment/Recruiting Agent to assist employers recruit employees, help worker find employers or evaluate and test potential workers for employers. It does not authorize the person to do immigration related matters unless the person also has an immigration consultant’s licence. Before Bill C-35 was passed in June 2011, there was no law that prohibited Employment Agents from handling & doing immigration related work. However, after Bill
C-35 was passed, it is now illegal for Employment Agents without immigration consultant’s licence to do immigration related work. The list of prohibited immigration related work is outlined in Item #4 of this article. The Employment Agency licence cost is $120 for two (2) years and there is no requirement to take and pass immigration law courses in accredited schools nor pass immigration law exams administered by ICCRC (Immigration Consultants of Canada Regulatory Council). There is no requirement to attend any professional development courses on an on-going basis to keep the Employment Agent’s licence. Virtually anybody who is a Canadian citizen or PR can obtain an Employment Agency licence without formal immigration law education or passing the licensing immigration law exams required for Immigration Consultants. I believe, these are the main reasons why Employment Agents/Agencies are now prohibited from handling immigration and other related matters like LMOs, Work Permits, AEOs, PR applications, etc. Immigration Consultants are licensed by ICCRC (Immigration Consultants of Canada Regulatory Council) a national regulatory body established by the federal government upon the introduction of Bill C-35 in June 2011. The licence authorizes the person to handle and process immigration related matters. It does not authorize the person to handle and process recruiting work unless the person also has an employment agency licence. The ICCRC licence cost is $1,550.00 per year plus the cost of (CPD) Continuing Professional Development courses of around $1000 or more per year depending on how many immigration related courses the consultant attends in person. The CPD courses are required on an on-going basis to keep the Immigration Consultant’s licence and to ensure that the consultant is up-to-date regarding the changes in immigration laws and other related matters. To be eligible to apply for an ICCRC immigration consultant’s licence, the person has to: 1. Take and pass the Immigration Practitioners Program (8 extensive courses on Canadian Immigration and Refugee Law) at an accredited post secondary educational institution. 2. Take and pass the ICCRC licensing exams within three (3) years of completing the Immigration Practitioner Program at an accredited post secondary educational institution. 3. Provide Police Certificates/ Clearances from all countries where the person has lived for more than six months since the age of 18. 4. Provide Statutory Declaration that the person has no criminal charges, has not declared bankruptcy, and has no suspension or expulsion from another regulatory body. 5. Provide proof of language proficiency in English or French from an accredited language test institution like IELTS, CELPIP, TEF, SEL, etc. 6. everyone with his rendition of the songs, ‘Lately’ and ‘I Can Wait Forever,’ that won him the June 24, 2012 championship on his birthday. People from the audience had fun Karaoke singing. he Karilagan Dance Dance Society represented Philippines at the multicultural show sponsored by the Millwoods Community League to celebrate Canada Day at Millwoods Park last Sunday July 1, 2012. The 22nd Annual Millwoods Canada Day Celebration gained popularity in the southeast section of Edmonton popularly known as Millwoods populated by many diverse cultural groups. Karilagan showcased the different dances of the Philippines participated by young Filipino-Canadians ages from 4 year old to sixteen. The cultural show was followed by an spectacular fireworks in the evening.

Montréal Mayor Fetes Philippine Ambassador and Filipino Community 06 June 2012 –His Worship Gérald Tremblay, Mayor of the City of Montréal in Canada,extended a warm official welcome to His Excellency, Ambassador Leslie B. Gatan at a reception on 5 June 2012 at Montreal City Hall with some 200 guests of Filipino origin in attendance. A pre-reception meeting between Ambassador Gatan and Mayor Applebaum explored ways to strengthen the bonds between the Embassy and the city government. After the têteà-tête, the Ambassador inscribed a message on behalf of the Philippine Government on the City Hall’s official guest book. Joining the Ambassador’s entourage were officers of the Philippine Embassy, namely, Deputy Chief of Mission Abraham R. Estavillo, Minister Neil Frank R. Ferrer, First Secretary Eric Gerardo E. Tamayo, First Secretary Flerida Ann Camille P. Mayo and First Secretary Porfirio M. Mayo, Jr. At the welcome reception honoring the Philippine Ambassador, profuse compliments wereheaped on the Filipino community. In his remarks, Mayor Tremblay extolled Filipinos in Montreal for their generosity and exceptional contribution to Montreal’s famed multiculturalism with over 120 ethnic communities living in harmony in Canada’s second largest city. He also applauded members of the Filipino community for their solidarity, an important value Filipinos share with his constituents. “Montreal stands for equality and liberty. Fraternity is the glue that binds the two,” Mayor Tremblay averred. “You have found a way to take your place and show what family is all about,” the Mayor added. Filipino Family Man Shot Dead A tragic and fatal shooting the early morning of June 15, 2012 left three dead, and critically wounded the fourth during the cash delivery to bank machines at the University of Alberta's Hub Mall by the employees of G4S armoured car. Michelle Shegelski, 26; BrianIlesic, 35; and Eddie Rejano, 39 were killed during the robbery The fourth victim and also an employee of G4S, Cpl. Matthew Schuman, a member ofthe Canadian Forces, was critically injured when he was shot along in the head. Travis Baumgartner, 21; the driver of the armoured car and also the employee of of G4S was
the suspected gunman and later was arrested at the Canada-US border after a two day manhunt with a loot of $330,000. He is then charged with three counts of first-degree murder, attempted murder and robbery with firearm.One of the victims Eddie Rejano is a FilipinoCanadian who just moved to Edmonton with his family three years ago from Toronto to seek better job and future. He has a wife Cleo and sons Xaxier and Xylar. On Friday June 22, 2012, Eddie was laid to rest at Westlawn Memorial Gardens. An Educational Trust Fund for Xavier and Xylar, Eddie's sons was set up for those who wish to donate.

ast April, Russia and China had joint naval exercises in the Yellow Sea. It was too close for comfort to Japan and South Korea. It didn’t take too long for the U.S., Japan, and South Korea to react. A few days ago, last June 21-22, the USS George Washington carrier strike group conducted a trilateral event with warships from Japan and South Korea in the East China Sea. It seems that the trilateral naval exercise was a reminder to Russia and China that the U.S. and her Asian allies were prepared to meet a new Russo-Sino alliance. Just two months earlier, Russia and China held weeklong war games in the Yellow Sea involving more than 20 Russian and Chinese warships. The Russian warships were based in Vladivostok. “Rising World” It is interesting to note that last May, Sergei Karaganov, an academic from Moscow’s Higher School of Economics, recommended that Russia move her “economic capital”
to Vladivostok -- 4,000 miles to the Far East -- while keeping the political, defense, and diplomatic establishment in Moscow. He said that the move would make Russia a part of the “rising world.” However, in my opinion, the move wouldn’t just give economic advantage to Russia but also provide her with a strategic military presence in the Asia-Pacific region. Vladivostok’s close proximity to China and North Korea would also give Russia an opportunity to create a new “axis of power” with China and North Korea. When Philippine President Benigno Aquino met with U.S. President Barack Obama at the White House last June 8, they discussed security and economic issues in the region including expanding intelligence-sharing and cooperation on maritime security. During their press conference, Obama said that the security and military cooperation with the Philippines “is a reminder to everybody that the United States considers itself, and is, a Pacific power.” New Cold War It makes one wonder if the recent military activities in the region are leading to a new Cold War? If so, the Philippines’ strategic location that’s sandwiched between the vast Pacific Ocean and the South China Sea could put her near the epicenter should a new Cold War erupt. And with all the realignment and rearmament that’s going on among the big powers and their respective allies, the new Cold War could be as deadly as – if not deadlier than -- the old Cold War.
Mutual Defense Treaty The question is: Is the Philippines ready for it? The answer is a big “NO.” With two warships – a frigate and a cutter -- and no warplanes, the Philippines would be helpless in the event China invades her. And there is no guarantee that the United States would automatically come to her aid should the Philippines invoke their Mutual Defense Treaty. However, with the recent standoff between China and the Philippines at the disputed Scarborough Shoal, the Philippines needs to open her doors again to American military forces if she expects the U.S. to come to her defense. In my article, “Are we losing the Karburo War?” (June 21, 2012), I wrote: “In spite of the departure of U.S. military forces, the 1952 U.S.Philippines Mutual Defense Treaty (MDT) remained in force. But many wondered, ‘How could the U.S. come to the defense of the Philippines without any permanent military bases to operate from?’ “In1998, then President Fidel V. Ramos successfully negotiated the Visiting Forces Agreement (VFA) with the U.S. The VFA provides for future military cooperation between the two allies including joint military exercises. But critics said that the VFA would be used to get around the 1987 Constitution’s prohibition of foreign military bases on Philippine soil.”

Last June 11, Admiral Cecil Haney, Commander of the U.S. Navy’s Pacific Fleet, announced that the U.S. Navy would be deploying its most advanced warships, submarines, and fighter jets in the Asia-Pacific, apparently to counterbalance China’s modernization of her naval forces at “breakneck speed.”
“String of Pearls” Indeed, China is in a frenzy to increase her naval capability. She had acquired and retrofitted a Russian aircraft carrier, which is now undergoing several sea trials. She is also building two brand-new super aircraft carriers to be deployed to in the “String of Pearls,” which refers to China’s sea lines of communications that runs through the “choke points” -- Strait of Mandab, Strait of Malacca, Strait of Hormuz, and Strait of Lombok -- all the way to Port Sudan in the Red Sea. Wake-up call Recently, Chinese Rear Admiral Yin Zhuo, director of Chinese Navy’s Information Expert Committee, said that Chinese troops should go after Philippine ships and fishermen who go near the Scarborough Shoal. And that’s precisely what happened when it was reported in the news last June 25 that “a Chinese vessel last week rammed a Philippine fishing boat north of the disputed Scarborough Shoal in the West Philippine Sea (South China Sea), killing a Filipino fisherman and leaving four others missing.” Was it accidental? Zhuo’s provocative remark raises the question: If Chinese troops were deployed in the Scarborough Shoal and attacked Filipino fishing boats, how would the Philippine government react? And by what means could the Philippines stand up to China? Perhaps it’s about time that the Philippines welcomes back the deployment of American forces within the framework of the VFA. That may be the only option left; otherwise, the Philippine government might as well kiss the Scarborough Shoal and the Spratly islands goodbye. It’s time indeed for the return of the American admirals to Subic Bay.

Blessed Pedro Calungsod: The youngest Filipino saint to be Canonized by: Rev. Nilo Belvis Macapinlac
A
nother pride of the Philippine Islands will be elevated to the altar of the Universal Church is no other than a seventeen year old, Blessed Perdo Calungsod who was born around 1654 or 1655. The young gentleman had suffered religious persecution and martyrdom in the "Marianas" which is known today as Guam. No doubt at all, Pedro Calungsod was a young Visayan boy who came from either Ginatilan, Cebu or Loboc, Bohol. However, the Calungsod clan from Leon, Iloilo (which was called Cagame in Spanish time) in Panay Island, according to tradition, there was a young member of their clan who went with Jesuit priest and missionaries in the islands near Hawaii and never returned back to his birthplace in Leon, Iloilo, the summer capital of the province. But what is important that he is a Filipino who lived an exemplary and heroic Christian life even to the point of shedding his blood for the sake of God and His flock. This young Roman Catholic Filipino teenager at the age of fourteen (approximately in 1668) was a faithful sacristan or altar server at an early age, who eventually became a migrant missionary catechist who was chosen to accompany the Jesuits who along with Reverend Fr. Diego Luis de San Vitores, head
of the mission of the Society of Jesus traveled to their mission in the "Isles of Thieves", in Spanish called "Islas de los Ladrones and later renamed as Las Islas de Mariana in honor of both the mother of our Lord, the Blessed Virgin Mary and the Queen Regent of Spain, Maria Ana de Austria who herself founded this noble voyage of the said missionaries.(In geography, this islands are situated in the Pacific Ocean, east of the Philippine Islands). Eventually, Fr. San Vitores and the young boy Pedro went to Guam to evangelize the native Chamorros. Despite of typhoons or storms, hardships in crossing the wild jungles and missionary life was described those days as very difficult as provisions did not arrive in a proper time as needed and yet with the grace of God they were able to persevere in their missionary activities. To their surprise, their missionary work, catechesis and evangelization prospered and they were able to baptize a significant number of locals known as "Chamorros." The young boy Pedro was described by some historians as intelligent, hard working, he received his basic education at a Jesuit boarding school, mastering the Catechism of the Catholic Church and learning to communicate is Spanish. His
personal skills were painting, carpentry, singing and acting which were essentials in active missionary work and besides the young man was brave and bright would have been expected to have at least an aptitude in serving at Mass which was "Tridintine" which was the extraordinary form of the Roman Rite. Since he was eqipped with Spanish language, he has some at least basic vocabulary in Latin. Pedro's family name "Calungsod" was spelled "Calonsor" in Spanish records. As loyal to the priest and missionaries, he served with passion and dedication, the young man Pedro has served the said mission undefatigably for around four consecutive years. And through their apostolic labors and hard work, numerous were turned Christian Catholics and wholeheartedly accepted the faith. However, in April2, 1672, "Matapang" the chieftain of the village was influenced by the calumnies of a Chinese businessman named Choco who spread rumours that the baptismal water used by the said missionaries were mixed with a venom that made it poisonous and sad to say, some sickly Chamorro infants who were baptized eventually died. According to other historians, many believed the false story and missionaries are held responsible

Historians described his death so heroic in loving witness to Chris. He was killed with spear thrusts and his head cut open with machete. Same with the fate of the priest, Fr. San Vitores was slain, his head was split by machete blows. Their bodies were stripped, both were tied by ropes and a rock was attached to their bodied and both thrown into the sea. The Fr. San Vitores was beatified by Pope John Paul II in October 6, 1985 and was declared as the "Protomartyr of the Marianas". While Pedro Calungsod was beatified by the pope in the 5th of March of the Jubilee year 2000 at St. Peter's Basilica in Rome. During the recent Consistory cardinals and installation of Cardinal Thomas Collins and the rest, His holiness Pope Benedict XVI announced the canonization of the said second and youngest Filipino saint and martyr, Pedro Calungsod. The date noteworthy to remember will be October 21, 2012 which coincides with the
World Mission Sunday and the declaration of the "Year of Faith" will be the day of the canonization and also the Synod on the New Evangelization. Along with his canonization will be the six others including the "Lily of the Mohuks" Blessed Kateri Tekakwitha, the first Canadian-North American aboriginal saint. Reverend Nilo Macapinlac, pastor of Vegreville, Viking and Holden and surrounding missions in Alberta will be leading a religious pilgrimage in witnessing to the canonization of Blessed Pedro Calungsod and six others on October 19 to 31, 2012. 14-Day Panama Canal Scenic Cruising
O
n 27 March 2012, a beautiful day in Port Everglades Pier 2 Terminal, Ft. Lauderdale, Florida, we checked-in at the Coral Princess for a 14-day cruise to experience the engineering marvel, the Panama Canal. After 2 days at sea the cruise ship docked at the first port of call in the southern Caribbean Sea, Oranjestad, the largest port and capital of Aruba. With its Dutch colonial architecture and cactus-strewn landscape, Aruba, "the happy island", has natural wonders - the natural and baby natural bridges, Arikok national park, Ayo and Casibari rock formations, butterfly and ostrich farms, and white sandy beaches notably the Eagle and Palm beaches.
From Aruba it's only 382 nautical miles to the next port of call, Cartagena, Colombia, the only South American state with coastlines on both the Pacific Ocean and the Caribbean Sea. A vibrant city with magnificent skycrapers, Cartagena is a vivid reminder of Spanish colonial heritage quite similar to the Philippines. Points of interest include the UNESCO World Heritage Site old walled city (Las Murallas), San Felipe de Barajas Fortress built by the Spaniards during the 17th century, the famous Las Bovedas, and the Palacio de la Inquisicion museum depicting a history of misery and torture. The Panama Canal transit, the cruise highlight, occurs on a hot humid April Fool's day. We
experienced the thrill of canal transit from the Atlantic Ocean side to the Pacific Ocean and the intricacy of the locks system first hand as the Princess is lifted over 85 feet above sea level from one body of water to the next at the Gatun Locks on the Atlantic side towards the Pedro Miguel and Miraflores Locks on the Pacific side and then passing under the Panama's Bridge of the Americas and finally docking at Fuerte Amador, Panama. An engineering feat which took 10 years to construct and completed in 1914, the Panama Canal is 82 kms. long that connects the Atlantic Ocean via the Caribbean Sea to the Pacific Ocean saving 8,000 miles from a journey around the southern tip of South America, the Cape Horn. Cruise ships like the Coral Princess pays to the Panama Canal Authority over US$100,000 to pass through it.

Fuerte Amador is the perfect jumping off point for exploring Panama City, the old and the new, where most of the residential streets have no names or may have three different names. Panama City has its archaeological ruins, narrow colonial streets, churches, and monuments that tell the story of its past. The last port of call is Puntarenas, the capital and largest city in the province of Puntarenas, Costa Rica. We enjoyed a half-day bus tour with

a stopover at Esparza, a town that boasts a central park, plaza and church. We were greeted in style by the young local folk dancers wearing traditional costumes and enthralled us with lively dance performances. Five straight days at sea from Puntarenas to Los Angeles, California is quite a long voyage which we didn't notice at all because we're occupied with the so many activities and entertainment shows onboard the ship.

nother blockbuster concert of the City Hits Production promoted by Malou DeleraFilasol occupied the Winspear Centre in Edmonton to a full capacity bringing four singing sensations of the Philippines, Jovit Baldovino, Yeng Constantino, Angeline Quinto and Marcelito Pomoy live in concert. The crowd trickled early at noon of Sunday
of June 17, before the start of the show at 6:00 in the evening. Promoted as A Special Father's Day Presentation, the concert which ended at around 10:00 in the evening delivered a solid three hour show full of unbelievable and amazingly singing talent prowess. The crowd craved for more at the end of the show and standing on their feet clamoring for more . The

Jovit Baldovino's "Faithfully'', Yeng Constatino's Hawak Kamay and AngelineQuintos teleserye hits were some of the popularized songs delivered by the group. The pride of Edmonton "Philippine Choral" warmed
up the crowd with a couple of Tagalog songs, Gene Flores of California entertained the crowd with his special numbers belting songs of Louie Ocampo's " Hanapin Ko". and comedienne Vivorah la Vivorah's entertaining jokes were the opening numbers of the show. Together, the package concert was a successful event that seldom happen in Edmonton.
