Pope’s inaugural Mass attracts world leader heavyweights Pope Francis’ inauguration Mass scheduled on Tuesday has attracted a heavyweight of world leaders and royalty heads as the Roman Catholic Church prepares to face an inevitable headache in diplomatic procedures for the Vatican. In a Church event of this magnitude with no official invitations issued, expect some VIPs to arrive without prior notice, or world leaders with highly contrasting views shaking their hands in front of Church leaders and the media. For instance, the planned attendance of Taiwanese President Ma Ying-jeou didn’t sit well with China, which bitterly opposes any move that imply recognition of Taiwan by other countries. China’s relation with the Vatican has loon been edgy in a disagreement
concerning the fate of the Catholics in the country. The new Supreme Pontiff, the first Latin American leader of the world’s 1.2 billion Catholics, may also have to contend with the presence of Zimbabwe President Robert Mugabe, who is under a travel ban by the European Union. Mugabe has been widely condemned for human rights abuses in his country but is diplomatically entitled to travel to the sovereign city state of the Holy See. Already in Rome is US Vice President Joe Biden, who arrived late Sunday, Argentine President Cristina Kirchner, Brazilian President Dilma Vana Rousseff Linhares. Also expected to attend are German Chancellor Angela

Atrocity against Filipinos in Sabah

rom the get-go of the Sabah incident, President Benigno “P-Noy” Aquino III appeared to be too accommodating to Malaysia. Recently, a news account reported that P-Noy was bent on extraditing Sultan Jamalul Kiram III and his Tausug followers to Malaysia despite the absence of an extradition treaty between the two countries. The news report attributed the story to Justice Secretary Leila de Lima who bared plans by Malacañang to surrender Kiram to Malaysian authorities. But what is strange is that the Malaysian government has yet to make a request for the extradition of Kiram! The truth of the matter is: Malaysia’s Attorney-General Tan Sri Abdul Gani Patail is just toying with the idea when he told the media that he would seek a request for the extradition of Kiram “should a case be made against him.” Meanwhile, his Philippine counterpart, Justice Secretary de Lima, said that the National Bureau of Investigation (NBI) is in the process of building “airtight cases” against Kiram and his followers. She did not elaborate; however, many people have been wondering what Philippine laws did Kiram violate that would warrant filing criminal charges against him? Inciting to war? For starters, de Lima mentioned “inciting to war” as an applicable charge against Kiram.
But would it not go without saying that a person could only be guilty of “inciting to war” if the Philippines had indeed gone to war against Malaysia, or, conversely, if Malaysia had invaded the Philippines as the result of Kiram inciting war between the two countries? While the “invasion” of Sabah by the Royal Army of the Sultanate of Sulu had led to bloodshed, it did not lead to war between the Philippines and Malaysia. Had P-Noy sent the marines to Sabah to protect Kiram’s 235 followers from the 3,000 Malaysian commandos that Malaysian Prime Minister Najib Razak sent to wipe out Kiram’s ragtag group, then it can be argued that Kiram incited P-Noy to war. It would seem then that the “inciting to war” angle that P-Noy is weighing to use against Kiram doesn’t make any sense and is nothing more than a legal boondoggle. But P-Noy could have done something to influence Razak to go easy on Kiram’s followers. After all, Kiram’s followers never made any attempt to provoke the police and commandos that surrounded them. The 17-day standoff presented an opportunity for P-Noy to use diplomacy to put an end to the standoff peacefully. Instead, P-Noy sent six naval ships to the waters near Sabah to block further intrusion by members of Kiram’s “Royal Army.” Could it be that P-Noy’s diplomatic inaction and naval blockade might have sent mixed signals to Razak, which may have emboldened him to use military force, which includes jet fighters and bombers, to annihilate Kiram’s followers. And considering that only 30 of Kiram’s 235 followers were armed, the Malaysian commando and air attack was overkill.
Kiram ordered a unilateral ceasefire to his followers after United Nations Secretary General Ban Kimoon called to end the violence in Sabah. Razak rejected the ceasefire and ordered the police and military to kill the “terrorists” if they don’t surrender unconditionally. Razak had instructed Malaysian journalists to refer to Kiram’s followers as “terrorists” in their news reports, which is an apparent attempt to sow fear among the local inhabitants. He said that the military would continue to track them down “for as long as it takes to eliminate them.” And this is when it turned ugly – very ugly! Reports from fleeing Filipinos told of police brutality. Filipino men were dragged out of their homes and were beaten. The police were looking for Orang Suluk (people who originated from Sulu). The police would tell them to run as fast as they could and then shoot them down. They were killed like animals!

Government of Canada Announces the Coming into Force of the Citizen's Arrest and Self-Defence Act

OTTAWA – March 11, 2012 – the Honourable Rob Nicholson, P.C., Q.C., M.P. for Niagara Falls, Minister of Justice and Attorney General of Canada, and the Honourable Jason Kenney, M.P. for Calgary Southeast and Minister of Citizenship, Immigration and Multiculturalism, announced that Bill C-26, the Citizen's Arrest and Self-defence Act, has come into force. "The Harper Government is committed to keeping our streets and communities safe. Canadians want to know that they are able to protect themselves against criminal acts and that the justice system is behind them, not against them," said Minister Nicholson."Those who have been the victim of a crime should not be re-victimized by the criminal justice system." "Our Government is proud to stand up for honest, hard-working Canadians against thieves and criminals," said Minister Kenney. "The so-called Lucky Moose Bill does this by reinforcing the right of business owners, like David Chen, to protect their property. Our Government will continue to stand up for law-abiding Canadians." Sadly, the university’s new enrollment policy came too late as it was announced a day before a freshman Kristel Tejada committed suicide reportedly due to failure to pay her tuition fee. Tejada, a comely 16-year-old Behavioral Science major at UP Manila reportedly committed suicide after filing a leave of absence from her studies due to her inability to enroll this semester. According to UP Manila public affairs director Anthony Leachon, Tejada had an outstanding balance of P10,000 from the first semester of the school year. Leachon said the she was allowed to enroll for the second semester on condition that she would pay the balance, which she failed to do. Her father Christopher reportedly applied for tuition loan last January but was denied because it was already the middle of the semester.

or in relation to one's property. The new legislation expands the existing power to make a citizen's arrest. An owner, a person in lawful possession of property, or a person authorized by them is now allowed to arrest a person within a reasonable amount of time after having found a person committing a criminal offence either: • on their property (e.g. the offence occurs in their yard); or • in relation to their property (e.g. their property is stolen from a public parking lot). The new citizen's arrest authority only applies in circumstances when it is not feasible for a police officer to make the arrest. The police continue to be Canada's first and foremost criminal law enforcement body.
This legislation also reforms the "self-defence" and "defence of property" provisions in theCriminal Code, which the police, prosecutors and the courts have acknowledged to be confusing and overly complex. These provisions have been simplified to more easily determine whether individuals who claim to have defended themselves, others, or their property, should be convicted of a criminal offence. This legislation is in keeping with the Government's Plan for Safe Streets and Communities, which is one of four priorities identified by the Prime Minister. This Plan focuses on tackling crime, victims' rights, and fair and efficient justice.

The family of Kristel had been experiencing financial problems since her father was laid off from work as a warehouse coordinator in 2009. He is currently working as a part-time taxi driver while her mother Blesilda takes care of their children and sells white t-shirts in order to get extra income for the family. The mother said that sometime January or February, she got a chance to talk to the UP Chancellor Manuel Agulto for 30 minutes to plead for her daughter’s case. But the chancellor reportedly told her that they cannot bend the university’s regulations. Blesilda also added that the Agulto also said they that would learn something from the experience that they have to follow the rules. She never thought that losing her daughter would be the lesson learned. Pascual said he is deeply saddened by the tragic death of Tejada... He added that he wants to get to the bottom of what happened and to know the policy implications between the suicide and the student's reported tuition problems.

Budget 2013 Our Progressive Conservative government was elected to build Alberta, live within our means and open new markets for Alberta’s resources. Budget 2013 is our plan for responsible change that saves for the future, holds the line on spending and keeps our taxes the lowest in Canada. The Budget 2013 outlook is prudent and in line with the averages of other forecasters for energy prices, exchange rates and other key variables. We’ve forecasted conservatively to ensure our budget is realistic for
Albertans. The 2013 forecast price for conventional oil (West Texas Intermediate or WTI) is $92.50 a barrel and $68.21 a barrel for bitumen (Western Canada Select or WCS). Using this model we are predicting a operating revenue of 37.6 billion. Our government has taken a tough, but thoughtful approach to spending smarter. We will spend $38 billion on core programs and services such as health and education, as well as maintaining support for municipalities and vulnerable Albertans. This is a zero per cent increase from last year’s operating expense - well below the expected population plus inflation rate of 4.3 per cent. We’re holding the line on our expenses, and challenging every dollar government spends. The bitumen bubble has led to a significant drop in our resource revenue - $6.2 billion from our budget forecast last year. We expect an operational deficit of $451 million, which will be covered by the Contingency Account. Our responsible plan will have us back in surpluses the following two years. Alberta is rapidly growing – in less than 20 years we expect to add the equivalent of another Calgary to our province. This
requires continued investment in infrastructure – we are committed to build the right projects at the right time. Our fully funded capital plan will see $15 billion invested into infrastructure projects over the next three years, including $5.2 billion this year. This year’s budget reflects our government’s commitment to putting students first and bringing Inspiring Education to life in Alberta schools. This year, the Education budget, including capital, increases by 3.2 per cent, to $7 billion. The government is maintaining our investment and building the schools we need for the future, unlike the opposition who argues we don’t need 30 per cent of the schools being built today and that 35 kids in a class is reasonable. Albertans need to know their publicly funded health care system will be there for them when and where they need it. It’s our job to make sure it is – both now and in the future -- and our investment in Budget 2013 will enable us to do that. We’re investing an additional half a billion dollars into health care in a tough budget where other areas are seeing reductions and frozen budgets. At the same time, we will find innovative ways to spend

smarter, to achieve better health outcomes for Albertans, and to deliver better value to taxpayers. To ensure comprehensive drug and supplementary health benefit coverage for all Albertans, a PharmaCare program will be introduced in 2014. Currently 20% of Albertans have no drug coverage of any kind. Through this new program, all Albertans, regardless of age, will have access to comprehensive drug and supplementary health benefit coverage. While this is a difficult budget, that takes into account the changing economic circumstances we find ourselves in, it contains a great deal of positive steps that will help families in our community. Budget 2013: Edmonton Highlights • $10 million in 2013-14 and $130 million over three years to NAIT for the construction of the Centre for Applied Technologies. • $64 million over three years to NorQuest College, beginning in 2014-15. • More than $87 million for various housing programs, including family, seniors and special needs housing and

homeless and emergency shelters. • Nearly $29 million for policing and more than $1 million for the Victims Program • $40 million for health projects and facilities. • Nearly $10 million for Edmonton Northlands. • More than $170 million for infrastructure through the Municipal Sustainability Initiative. • More than $139 million for the Green Transit Incentives Program (GreenTRiP) in the Capital Region. • $629 million for transportation projects throughout the city. • An interchange in south Edmonton (total project value $205 million) will provide access to the Canadian Pacific Railway’s planned inter-modal terminal. • Northeast Anthony Henday (total P3 project valued at $1.8 billion) will be completed in fall 2016. • $10 million is allocated for the Edmonton Cancer Strategy. Renovations are continuing at the Cross Cancer Centre. • Construction is complete on the Kaye Edmonton Clinic. • The new Edmonton Remand Centre will open in 2013.

The Message: Tolitian Version Jesus spent the his last three years in the world by spending time with his followers; teaching and preaching, visiting his friends, performing miracles by healing the sick and waking up the dead. Those instances had never been concealed in the eyes of the people especially the poor and the destitute. People who are stricken with tremendous problems and tribulations were the beneficiaries of miracles. They are very much hopeful that something will turn-out great if they get associated with the powerful. John’s story is focused on Jesus Christ performing miracle. Literally, Jesus was capable of converting even the hardest stone to bread or multiplying the five barley loaves into millions. Please pay attention to my version. This time, I would rather interpret such event figuratively. I would say that while Jesus was asking Philip where to buy bread in order to feed the crowd, a certain boy heard what Jesus was saying to Philip. This boy hurriedly approached Jesus to confirm what he was asking for, when he proved that the Lord was asking for the bakery, he immediately opened his hands-filled with five pieces of bread “pandesal” and wholeheartedly offered to Jesus. “What are you going to eat my boy?” Jesus asked. “Don’t worry about me Lord. There’s so many who are more starving than myself.” The boy said. All the people were very much amazed with this boy’s attitude. Even the Lord was quite impressed with his willingness to share. With this expression of benevolent love, I can vividly say that a greatest miracle happens. People also started to open their bags up and brought their own breads out. True, in Jesus’ time, he performed miracles. In our time, we make it happen by opening our hands, hearts, and minds.
Canada’s Leading Anti-Human Trafficking Activist Rebutt’s Tom Flanagan’s Child Porn Comments
This week's issue of Macleans includes a sit down interview with Tom Flanagan discussing child pornography, the backlash and the "worst week of his life". In response to Mr. Flanagan’s comments, MP Joy Smith, Kildonan – St. Paul issued the following statement: In a recent New York Times article, "The Price of a Stolen Childhood," Jan. 24, put a spotlight on child porn when a victim sued for damages after having pictures of herself distributed throughout the world. As the detective spread photos out on her kitchen table, Nicole saw her 10- year-old make up laden face looking back at her. She saw photos of her father forcing himself on her at the age of 10 years. This young girl was raped by her father and forced to perform oral sex on him. She broke down as she remembered how her dad manipulated her into playing games, convincing her that this was what fathers and daughters do. The detective explained that
these photos had been downloaded by hundreds of thousands of computers via file-sharing services around the world. Nicole's father sent thousands of these videos out over the Internet. He was a man who was supposed to protect her - he was a former police officer and he was her father. Finally, at age 16 she broke down and told her mother what was happening in her father's home. This rape was repeated every time it was viewed over the Internet by those who chose to view it. This is the victimization thousands of times over and over of an innocent child. Political scientist, Tom Flanagan said he has "grave doubts about putting people in jail because of their taste in pictures. It is a real issue of personal liberty, to what extent we put people in jail for doing something in which they do not harm another person." His comments crossed the line. Tragically, child porn hurts children and once online, these images haunt victims long after the sexual abuse occurs. It gives license to pedophiles who abuse our young. The U.S. Supreme Court addressed this question of additional harm that comes from knowing that pictures of childhood exploitation are circulating widely, in its 1982 decision upholding childpornography bans: "Pornography poses an even greater threat to the child victim than does sexual abuse or prostitution .because the child's actions are reduced to a recording, the pornography may haunt him in future years, long after the original misdeed took place," wrote Justice Byron White.

With spring on its way, The City of Calgary’s Development & Building Approvals is reminding anyone involved in a construction and demolition project that their first priority is to ensure that the project does not jeopardize the health or safety of the public. Fencing that properly secures the construction site is required where construction and demolition activities are occurring. This includes houses that are being demolished, moved,
or under construction. Failure to fence construction sites may result in charges being laid under the Safety Codes Act of Alberta. The owner of the land under construction and any contractors undertaking construction work must ensure that they comply with all requirements of the Alberta Building Code and that the construction site does not create an unsafe condition for members of the public.

Ola Malik, a municipal prosecutor with The City of Calgary, added “The City is taking a no-tolerance approach to unfenced construction sites. Unfenced sites are a hazard and create a risk to the public, especially to young children who don’t always appreciate how dangerous construction sites can be. Our fear is of a young child falling into an excavation or injuring themselves on construction debris or equipment.”

Most child porn is produced by using the very young, under six years of age. Flanagan's public statement about how viewing pictures harms no one was extremely bizarre. He should know it harms the victim. He is supposed to be an educated man. Flanagan's statement shows a glaring lack of understanding about the innocent victims who live with the results of their predators' vile crime on their innocence. Flanagan should know that from the 2009 report by the Federal Ombudsman for Victims of Crime, 39 per cent of child pornography images were reported to involve children aged between three and five years of age, and 19 per cent involve images of infants under three years of age. The report notes that there are more than five million unique child sexual abuse images on the Internet today. I congratulate the Wildrose Party for firing him as their campaign manager; the CBC for firing him as their guest commentator on Power and Politics and the Manning Centre for removing him as a speaker at the upcoming Manning Conference. Flanagan should be ashamed of himself. He should continue to apologize for his careless remarks to the thousands of child victims whose images still remain on the Internet for public viewing. Edmonton Homeless Commission Announces New Appointments The Edmonton Homeless Commission began its fifth year of implementing the 10 Year Plan to End Homelessness with the announcement of new Chair, Vicechair and Commission members. Current Commission member Hal Danchilla assumes the role of Chair and Jim Taylor of the Downtown Business Association will be filling the role of Vicechair. The Commission welcomes four new members who bring considerable expertise and insight to the task of ending homelessness here in Edmonton: Deborah Coulter is an experienced Métis consultant and manager, whose skills reflect a combination of formal educational, traditional Aboriginal teachings and professional expertise. Neil Irvine recently retired after 36 years with the Government of Alberta, including 12 years as Assistant Deputy Minister with Alberta Employment and Immigration. Larry Pollock was Canada’s longest serving CEO until he retired from Canadian Western Bank earlier this year. Ralph Young is CEO of Melcor Developments Ltd. and Chancellor of the University of Alberta. All four new members bring with them valuable professional skills and extensive experience
serving the needs of the community in various volunteer capacities. The Homeless Commission is the collective steward of Edmonton’s 10 Year Plan to End Homelessness. As a committee of City Council, their job is to provide the Mayor and City Council with an annual update on the Plan’s progress. In addition, they advocate for implementation of the Plan to End Homelessness; encourage collaboration among homeless service agencies and with community partners; educate Edmontonians about homelessness and ending homelessness; and conduct relevant research. Incoming Chair Hal Danchilla recognizes that there is much work still to be done to reach the goal of ending homelessness by 2019. “Yes, we have seen success in the numbers of people who have been housed and given the supports they need to stay in their housing. But there are still 2,174 Edmontonians living on our streets. 279 of them are children. Those numbers are unacceptable in a city like ours. Each one of those Edmontonians deserves a home of his or her own.” The Edmonton Homeless Commission thanks retiring Commission members Kathy Barnhart, Karen Mackenzie, Eric Newell, Bruce Saville and Bob Westbury for their years of service.

Advantages of the CEC Program versus other immigration programs

I have been asked about the advantages of the CEC program as compared to the other immigration programs. For Temporary Foreign Workers (TFWs) in Canada there are: four (4) main immigration programs to become Permanent Residents (PRs). The four programs are: the Federal Skilled Worker (FSW) program, the Alberta Immigrant Nominee Program (AINP), the Canadian Experience Class (CEC) program and the Spousal Sponsorship Program (SSP). Summarized in this news article are some of the advantages of the CEC program as compared to the other immigration programs. Among the four (4) above listed programs, the updated CEC program – as of Jan. 2, 2013 is the simplest option and requires the least documentation. It is one of the best Christmas gifts that the Canadian government gave Temporary Foreign Workers in 2012. Listed below are some of the advantages of the CEC program– as compared to the other immigration programs: 1. The FSW program requires the applicant to score 67 points out of 100 in the six selection factors (ie. education, language skills, work experience, age, arranged employment, and adaptability) to be eligible to apply. In the CEC program, there are no selection factors requirement points to meet. 2. The FSW program requires the applicant to provide Certificate of Employments for the last ten (10) years. In the CEC program, the applicant has to provide Certificate of Employments only for the last three (3) years. 3. The FSW program requires the applicant and the spouse to provide copies of their college or university diplomas and transcript of records. In the CEC program, these documents are not required. 4. In the FSW program, if the applicant does not have a written Arranged Employment Offer from an employer in Canada, he/she is required to provide proof of settlement funds. This could a big problem for applicants who do not
have enough money or assets to meet the “show money” requirement. In the CEC program, settlement funds or “show money” is not required. 5. In the AINP program, the applicant and the employer are required to fill-out provincial and federal government forms respectively. The AINP application involves a two (2) step process. First, the provincial government has to approve the AINP application and then after the application is approved by the province, the applicant has to forward the application to the federal government. The total AINP processing and approval time could take 18 to 24 months or more. In the CEC program, the applicant only has to fill-out federal government forms and the approval process generally takes 10 to 12 months. 6. In the AINP program, both the applicant and the employer have to meet eligibility criteria. If applicant is eligible but the employer is not eligible... the AINP application is refused. So make sure that your employer meets all the AINP eligibility criteria before you apply under the program. In the CEC program, as long as the applicant meets all eligibility requirements ... the employer eligibility is not a factor. 7. In the AINP program, the employer has to nominate or sponsor the applicant. If the applicant changes employer before the AINP application is approved... the employer nomination is lost and the AINP application will be refused. The applicant has to stay with the same employer until the AINP and PR application is approved. In the CEC program, as long as the TFW applicant meets the CEC requirements, the applicant does not have to keep working with the same employer until the CEC application is approved. In fact, as long as the applicant meets the CEC criteria, he can be un-employed when he applies under CEC program. 8. In the Spousal Sponsorship program, the applicant is dependent on the spouse or common-law partner to sponsor him/ her. Two (2) applications have to be submitted simultaneously: Spousal Sponsorship application and PR application. In the CEC program, the applicant is not dependent on a spouse or a common-law partner to have his/ her PR application to be approved. Only one application is required instead of two sets of applications. On December 11, 2012 Jason Kenney – Minister of Citizenship, Immigration and Multiculturalism – announced two significant changes to the CEC program. First significant change: effective January 2, 2013 skilled TFW workers ( NOC: O, A and B) may apply for Permanent Residency (PR) under the Canadian Experience Class program with only twelve (12) months, full-time, skilled, Canadian work experience – within the last 3 years. This is one year sooner than the previously required 24 months to qualify under the CEC. The 2nd significant change is that: full-time work is now defined as, at least 30 hrs/week of paid skilled work. Full time work used to be defined as at 37.5 hrs/week of work. The reduction of hours of work per week will help many skilled Temporary Foreign Workers qualify under this program. To qualify under the CEC program you need proof that you worked at least 30hrs x 52 weeks = 1,560 hrs. of skilled work within the past 3 years. You need copies of your payslips to prove your hours of work. TFWs applying under the CEC program must meet minimum language thresholds to be eligible to apply for PR based on their job category under the National Occupation Classification (NOC) code. For NOC work categories A and 0 (ie. managers,
professionals) the language requirement is a score of CLB 7 or higher for each language abilities (ie. read, write, listen, speak). For NOC work category B (ie. supervisors, skilled workers), the language requirement is CLB 5 or higher for each of the language abilities. The Canadian Experience Class (CEC) program is targeted to foreign nationals in Canada who: 1. Are either a temporary foreign worker with at least one (1) year of full-time or equivalent skilled work experience in Canada or a foreign student graduate from a Canadian post-secondary institution with at least one (1) year of full-time or equivalent skilled work experience in Canada. 2. Have gained skilled work experience in Canada with a valid work or study permit. 3. Apply while working in Canada or within one (1) year of leaving their job in Canada 4. Have taken and passed the language proficiency exams (IELTS for English or TEF for French) based on their job category ( ie. NOC: O, A or B). a. CEC requirements for Temporary Foreign Workers For temporary foreign workers, the one year of full-time (or equivalent) work experience in Canada must be gained within three years from date of PR application. Full-time work experience means working at least 30 paid hours per week. Work experience in low or semi-skilled work (ie. NOC: C, D) does not qualify under the CEC program. To confirm if the applicant’s job will qualify under the CEC program, check the 4-digit NOC code in the applicant’s LMO (Labour market Opinion) document and see where it is classified in the NOC matrix website listed below: http://www30.hrsdc.gc.ca/NOC/ English/NOC/2006/Welcome.aspx Only jobs under NOC: O, A or B classifications are considered to be skilled work categories. b. CEC requirements for Foreign Graduate Students For foreign student graduates (FSGs) of a Canadian post-secondary educational institution, the applicants must have at least one year of full-time (or equivalent) work experience in Canada after graduation. The person must have been physically present in Canada for at least two (2) academic years. Fulltime work experience means working at least 30 paid hours per week. The work experience must be gained within two years from date of PR application. FSGs of a Canadian post-secondary educational institution must complete either: • a full-time Canadian post-secondary educational program of at least two years or • a one-year Master’s program (certificates and diplomas cannot be counted) and an additional year of education, obtained in Canada, before admission into the one-year program (for a total of two years). Definitions: • Full-time studies – to be eligible, applicant must be considered “fulltime” at their school. • Two years of study – at least 16 months— or four (4) semesters— within the 24 months before completing a full-time post-secondary program of study in Canada. Note: English or French as a second language courses do not count toward education requirements under the Canadian Experience Class. 1. The programs must be delivered
by a private or public post-secondary educational institution such as a college or a university that is provincially recognized, or 2. Private CEGEPs. Work experience gained while the student is still studying does not count toward meeting the requirements for work experience in the CEC program. Only paid work experience gained after graduation is counted (unpaid volunteer work does not count). Foreign student graduates may get work experience by applying for the Post-Graduation Work Permit (PGWP) after graduation. Work permits may be valid for up to three years with no restrictions on the type of work the graduate can do or where. Conclusion The updated CEC program is one of the best and simplest options to become a PR. Temporary Foreign Workers under NOC:O, A or B like: Supervisors, Managers, Cooks, Chefs, Nurses, LPNs, Welders, Plumbers, Electricians, Crane Operators, Heavy Duty Equipment Mechanics, Engineers, Accountants, etc. who have worked in Canada for at least one (1) year within the last 3 years could qualify under this program. In 2013, Canada plans to accept only up to 10,000 applicants under the CEC program. So, if you are a TFW with at least 12 months of skilled work experience and meets the language requirements... you should apply to become a PR under the CEC program, before the 10,000 limit is reached. When the limit is reached... you have to wait till next year to apply. FREQUENTLY ASKED QUESTIONS (FAQs): Q1. I’m a skilled temporary foreign worker and want to apply to stay permanently. Is there an education requirement in the CEC program? ANS: No, there is no education requirement in the CEC program. Q2. I have different types of work experience in Canada, some skilled (NOC 0, A or B) and some low-skilled (NOC C or D). Does the low-skilled work experience count in any way toward the work experience required when the majority of my work experience is skilled? ANS: No, low skilled work experience does not count under the CEC program. Only skilled work experience is counted. Q3. I meet the requirements to apply under the CEC program but have since returned to my home country. Am I still eligible to apply under the Canadian Experience Class? ANS: Yes, but you must apply within one year of leaving your job in Canada. If you left your job more than one year ago, your work experience is not recent and does not meet the requirement. Q4. Can experience gained in Canada without proper work or study authorization be counted under the Canadian Experience Class? ANS: No, experience gained in Canada has to have a valid work or study permit. Q5. Can semi-skilled or low-skilled workers apply to stay permanently under the CEC program? ANS: No. semi-skilled or low skilled workers cannot apply under the CEC program. However, the Alberta Immigrant Nominee Program (AINP) is available - for TFW workers in jobs classified at skill levels C and D under the National Occupational Classification (NOC) system. Applying for permanent residence under the Canadian Experience Class is restricted to Skill Type 0 (managerial occupations) or Skill

Level A (professional occupations) or B (technical occupations and skilled trades) in the NOC. Q6. I have already submitted an application for permanent residence as a skilled worker (under the FSW program or AINP program), can I still apply under the CEC category? ANS: Yes, but applicants are required to submit a new PR application with new fees. If CIC has not started processing the initial skilled worker application, the applicant could withdraw it and may be entitled to a refund of the fees paid. It is not forbidden for a TFW to apply simultaneously with two different streams of the Canadian immigration programs. However, the applicant will have to choose under which program the permanent resident status will be granted. Q7. I want to apply as a graduate student under the CEC program. Can part-time work experience during my full-time studies in Canada be counted toward the oneyear requirement? ANS: No, your work experience must be gained after graduation. Q8. Is it true that TFWs who have worked in Canada for 4 years by April 1, 2015 and have not applied for PR status will be asked leave Canada and go back to their home country? ANS: Yes, TFWs who have not applied for PR status and received “approval in principle” (file no.) by April 1, 2015 will be asked to go back to their home country for 4 years before being able to return. There are a few exceptions to this rule but over-all it applies to all TFWs. Q9: How do I check, if the consultant whom I am dealing with and paying a fee is a licensed immigration consultant and authorized to provide immigration advice? A: Licensed immigration consultants in Canada are listed in the Immigration Consultants of Canada Regulatory Council (ICCRC) website consultants’ directory: http://www.iccrc-crcic.ca/home.cfm If the person is not listed in the ICCRC website “active members list” directory, then chances are the person is NOT a licensed immigration consultant. The person may be fake consultant operating illegally without proper license and training. Under the new Canadian law known as Bill C-35, unlicensed consultants charging professional fees can receive stiff penalties of up to two (2) years imprisonment and/or up to $100,000 in fines when convicted. Winter driving fun in the 2013 BMW X3 favourite, paddle shifters. The only thing missing is a Starbucks barista in the passenger seat offering up spiced lattes as I drive around running daily errands. It handled the snow and ice quite well, so I
can only assume that it will be able to handle the potholes come spring. Other vehicles in the luxury crossover class include the Audi Q5, Acura RDX, Cadillac SRX, Mercedes-Benz GLK-Class, Land
Rover Range Rover Evoque and the Infiniti EX. The 2013 BMW X3 xDrive28i as tested, was priced at $50,000 which included the Premium Package, Technology Package,
BMW Apps Package and SIRIUS as one of the stand alone options. Fuel consumption is listed at 9.5L/100km in the city, 7.0L/100km on the highway and 8.3L/100km combined.

here have been several first time experiences in the last couple months of reviewing vehicles. I was at the Detroit Auto Show and the Toronto Auto Show for the first time. Last fall, was my first Porsche media vehicle. This time, it’s my first BMW media vehicle and the timing couldn’t have been more ideal. Timing is always important. The previous experience sitting behind the wheel of a BMW was last spring when my friend Brenda threw me the keys to her new BMW 128i Cabriolet. Since then, I’ve been hanging out with a lot of new BMW owners. 2013 X3 xDrive28i in Sparkling Bronze Metallic
As I mentioned, the timing on the BMW X3 media schedule was perfect. Perfect in the sense that the X3 was a very capable winter vehicle and given the amount of snow we’ve had this season, the X3 All-Wheel Drive system would make my life a lot easier. The 2013 BMW X3 xDrive28i is a spacious and elegant compact luxury crossover. It offers a firm ride with its 8-speed automatic turbocharged 2.0L inline 4-cylinderengine and delivers 240 horsepower and 221 lb-ft of torque. It’s also pretty quick off the line with a 0-100km/hr in under 8 seconds. There’s a lot to be said about BMW’s tag line “The Ultimate Driving Experience” and in the short week that I had the X3, every moment was enjoyable. It also helped that the media vehicle was loaded with premium options such as the panorama sunroof, Bi-Xenon headlights and most importantly, SIRIUS Satellite Radio. For the few cloudless days throughout the week, the panorama sunroof certainly added to the joy of driving. I always appreciate it when the sun comes out. I don’t think I could own a vehicle if it didn’t have a sunroof. Now that many more vehicles in this compact crossover class are offering panorama sunroofs, this option would be at the top of my list. The cabin on the X3 is quite exquisite. Sitting in the driver’s seat really adds to the “Ultimate Driving Experience” with soft leather everywhere. Throw in the heated seats, heated steering wheel and my

ey look, it's Acura MDX's little brother! The Acura RDX is a premium CUV (compact utility vehicle) with allwheel drive and seems perfect for our winter driving conditions. I personally love the look of the RDX. It's soft sweeping lines are luxurious and elegant. Under the hood of the RDX is a 3.5-litre V6, 273 horsepower, 251 lb-ft of torque with a 6-speed automatic transmission. RDX performance is very strong with quick acceleration and quick shifting. Add the fact that you have paddle shifters on the steering column make driving off the line that much more fun. The sweet sounds of the V6 engine pur quite nicely while driving and having the Acura/ ELS Surround 410-watt premium audio system with 10 speakers can make the trips to soccer and hockey games very enjoyable. Just like the Honda CRV, the Acura RDX has the single lever in the back cargo area that easily folds down the 60-40 rear passenger seats to give more cargo space. This is especially convenient as you don’t have to run each side of the vehicle to manually fold down the seats. For the hockey players out there, this is a great feature. There have been times throughout my first year of testing
and review vehicles where I wish I owned my own test track, a time machine and also a Star Trek replicator. As this is my first year, I don’t know what it feels like to drive last year’s RDX that came with Acura’s SH-AWD (superhandling) system. I wish there were opportunities to test vehicles at the same time. The 2013 Acura RDX now comes with a conventional allwheel drive system. Give me my own test track that would allow for the same conditions, give me both 2012 and 2013 model year RDX vehicles and then I’d be able to really feel and experience the difference. The Acura RDX sits in a tight and competitive class of luxury compact crossover vehicles like the BMW X3, Infiniti EX35 and the Lexus RX 350. Although not fair comparisons in the luxury class, other rival vehicles would include the less than luxurious Mazda CX5 and the Honda CRV. The 2013 RDX tester model we drove came with the RDX Tech package and priced at $43,990. The Technology Package adds Acura Navigation with voice recognition, 8” LED display, Acura/ELS premium audio, GPS-linked, solar-sensing, dual-zone automatic climate control system and a power tailgate.

mesmerizing and totally engrossing presentation of the Karilagan Dance Society "An Enchanted Evening" combined with fantasies and cultural ensemble left the audience thrilled and entertained. Memen Conchingco, President and at the same time the Artistic Director and Choreographer put together a dinner and show at the elegant Fantasyland Hotel Ballroom. The program started with the singing of the National Anthems, O Canada and Lupang Hinirang by the Karilagan Singers followed by welcome address of Raquel Torres.a member since 1993. A vocal entertainment by Angelica Franco, Jeanine Naboye, Reunisse Dominguez, Jonah Andres and Danielle Yu entertained the guests during the dinner. The 16th Hiyas (GEM) Awards which was established since 1996 recognize deserving Filipino-Canadians for their achievements and contributions to the Edmonton Filipino and Canadian community. Lulu Bernal announced the winners and in the field of business, the award was presented to Rodrigo Barnachea of Rolymie Bakery & Restaurant, Science award to Erica Ignacio, Sports to Julia Ignacio, Community Service, Adult Category to Orlando Damaso, Community Service, Senior Citizen to Restituto Cabalo and a Citation for Meritorious Act to Lyla Gray. The Karilagan Dance Society is in its 42 year promoting the Philippines in the form of cultural dances. It has compete internationally and garnished prestigious international awards notably the Barcelona Dance International Competition bringing home three major prizes, Best Ethnic Dance Group, Best Costume and Pedagogy Award. To date the Karilagan has 75 performing members, 17 non-performing and 107 volunteer parents. Hon. Alison M. Redford, Premier of Alberta in her message congratulates the Karilagan and "In sharing the traditions of the Philippine Culture, the Karilagan Dance Society is adding to the richness of Alberta's cultural landscape while helping to build the kind of welcoming and inclusive communities in which we can all take pride". MLA David Eggen of Edmonton-Calder presented a plaque of appreciation and best wishes to the Karilagan Dance Society for its contribution to the cultural diversity of Alberta. Nelly De Mesa thanked the audience and everyone involve in the production of "An Enchanted Evening".

Arnel Pineda announces reasons for cancellation of Journey Concert
The Philippine concert of the American band Journey dubbed “Journey – The Return,” scheduled on March 21 at the SM Mall of Asia Arena in Pasay City, has been canceled. Lead singer Arnel Pineda said the cancellation was due to the slow ticket sales which can be associated with the observance of the Easter holiday in the Philippines as well as the widespread media attention devoted to the upcoming nationwide election. However Pineda promised that his band will keep Manila in their itinerary the next time Journey tours in Asia. New Central Library on its way to being realized Today, the new Central Library project celebrated a major milestone thanks to City Council’s unanimous decision to approve foundational elements bringing the project one step closer to reality. “I am very pleased with the decision made by Council today,” says Mayor Naheed Nenshi. “This will be a critical community space that inspires thought, collaboration and conversation. Initial space plans for the new Central Library total 286,000 square feet, including 40,000 square feet (approximately one floor plate) for future library expansion and public space. Within the total square footage, 17 functional components were identified along with their estimated space requirements. The emphasis was on providing publicly accessible space in a highly communityoriented public space; not including future expansion space, 74 per cent of the space is public space, including collections space, and 26 per cent is non-public (back of house) space. The number of visits to the library is more than all cultural, sporting and community events held in Calgary annually combined. The new Central Library will replace the current facility which opened in 1963, when Calgary’s population was one-quarter its current size. Although the library expanded in 1974, it is over capacity with the facility requiring costly upgrades. The branch will remain open until the new Central Library is complete. Improved, up-to-date road information is a click or a phone call away, with the launch of the first phase of the new 511 Alberta traveller information service. “Albertans have told us they want fast, simple access to the information they need, and that’s exactly what 511 Alberta provides,” said Ric McIver, Minister of Transportation. “511 Alberta will help you better plan your trips and make our highways safer, especially during the winter months.”
“Our Government is pleased to have partnered with the province on the 511 Alberta traveller information service,” said the Honourable Rona Ambrose, federal Minister of Public Works and Government Services, Minister for Status of Women and Regional Minister for Northern Alberta. “This system will help travellers across Alberta by providing them with the most reliable road condition information available and encourage them to use alternate routes that are safer and less congested.”
Travellers will now have access to more than 100 highway cameras through the new mobilefriendly website atwww.511. alberta.ca. Interactive maps link to current information on highway conditions, weather information, construction updates, incident reports such as detours and closures, ferry crossing times, national/provincial parks information, and border crossing wait times. Similar information is available via phone by calling 5-1-1 toll-free from anywhere within Alberta. For the first time,

callers have the option of using touch tone or voice command to obtain information. A new Twitter feed,@511Alberta will also provide timely updates. The new service represents an initial investment of $314,000 of which half was provided by the Government of Canada through the Strategic Highway Infrastructure Program. 511 Alberta replaces the current AMA Road Reports, which had been operated in various formats by the Alberta Motor Association (AMA) since 1927, using data supplied by the Alberta government. “AMA and the Government of Alberta have enjoyed a proud

Calgary Fire Department Proudly Breaks Ground on Windsor Park Replacement Fire Station No. 11 Filed by Jose “Pepito” Magpayo
Today MLA Moe Amery and special guests joined Fire Chief Bruce Burrell and the Calgary Fire Department in celebrating the ceremonial groundbreaking for the Windsor Park Replacement Fire Station No. 11. The new station will be located adjacent to the existing building at 5536 – 4th Street S.W., and will continue to serve the surrounding communities including Erlton, Windsor Park, Parkhill and the Fairview and Manchester Industrial areas. Fire Station No. 11 was built in 1957 and houses two narrow vehicle bays that do not allow
for deployment of various types of firefighting apparatus. As a result of substantial area growth and increased demand for fire services, a replacement station is necessary to better meet the safety requirements of the area’s citizens. “The Calgary Fire Department is committed to serving the residents of Calgary with the most appropriate firefighting equipment,” says Fire Chief Bruce Burrell. “The original station is at the end of its life cycle, and this replacement station will better equip us to meet the fire service needs of the area. Not
only will it be environmentally sustainable, it will allow us the space to accommodate modern apparatus without the restrictions and limitations of the existing station.” The replacement station will support an additional bay and will have the space to accommodate modern firefighting apparatus. It will meet Leadership in Energy & Environmental Design (LEED) Gold standards in order to minimize its environmental impact. and use of permeable surfaces, a reflective roofing system, solar photovoltaic panels on the roof to supply some electrical needs, and others. The new Windsor Park Fire Station will continue to offer community-focused programs including station tours as well as blood pressure and cholesterol screening. The $17.25 million redevelopment project, including removal of existing infrastructure, has support from the Government of Alberta’s Alberta Municipal Infrastructure Program ($8 million), and from
the Government of Alberta’s Municipal Sustainability Initiative ($8.75 million) with $500,000 coming from tax supported capital funding. The station is anticipated to be fully operational in spring of 2014. interaction with people of various nationalities: For the most part of it, every time the Philippines is in international news for whatever reason, most of the non-Filipinos I know simply get interested in the news only for that fleeting moment. After watching the news or learning about the news, about after a day or two—or even a few hours after— the news about the Philippines has faded away from their attention. Most often, only Filipinos living here are the ones who get affected and get caught up with such news about their homeland— of course, it’s their country! In fact, Filipinos who were born and raised here no longer have a strong affiliation or affinity with the Philippines. They are more attached to Canada. Of course, this is their country now. I notice too that this issue

in citizenship through this ceremony. Citizenship is one of four areas the CBE focuses on for student development as each student works toward completing high school with a foundation of learning necessary to thrive in life, work and continued learning. Bottomline, when Filipinos in the Philippines claim that the Philippines is really becoming very popular even in other countries, this is partly delusional and illusory. They think that the whole world is looking at the Philippines. I think, they are not. People in other countries, especially those from other races, have other more important and pressing things to think of and mind on a daily basis. To many of them, the Philippines is just another country in some corner
of the world. And I am saying this without sarcasm. Let's put it on the opposite perspective: What if I point to the fact that there are lots of killings in Sudan, and news about this are also on international news, do you think many Filipinos would spend hours thinking about it? I don’t think so, simply because the state of affairs in Sudan doesn't directly concern them, unless a certain Filipino has a family member or a relative working there. The whole issue here is what, in Psychology, we may associate with delusion of grandiosity, in which an individual assume that, just because he himself is very much attached or affected by a certain issue, all the other people are also affected by it in equal measures. The Calgary Fire Department has responded to several calls today regarding people on or near ice along the city’s waterways, ponds and sloughs. The reduction of red tape at The City of Calgary has led to approximately $1,121,697 in money and equivalent time savings to City departments and citizens. Since this initiative was launched in 2011, citizens, businesses, and City of Calgary employees have recommended hundreds of ways to cut red tape and make it easier and more efficient to work with the City of Calgary. “This is an important milestone made possible by the great ideas of many Calgarians and the hard work of my colleagues at The City,” said Mayor Naheed Nenshi. “We must continue to cut
red tape, or stop it before it even develops, to ensure The City is an efficient facilitator of good things for citizens and businesses.” The savings estimate is based on reports, to date, that revised City of Calgary processes have saved 33,043 hours of citizen and City employee time. It does not include additional savings such as travel or parking costs or the potential revenue gained by opening a business or selling a product sooner.

The Calgary Police Service is holding open recruit testing sessions in addition to their regular monthly information sessions. In order to make the officer application process as accessible as possible, anyone interested in applying to be a CPS officer can now take the two required written tests prior to submitting a formal application. Previously, those interested in becoming a CPS officer needed to submit their entire application before taking the Alberta Communication
Test and Alberta Police Cognitive Ability Test. “We know that people don’t always want to jump into the recruit application process right away,” says Acting Staff Sgt. Jennifer Lessard of the CPS Recruiting Unit. “Information and open testing sessions give people the opportunity to get more details and even take the written tests before deciding whether they want to apply.” While not mandatory, it is recommended that potential applicants attend one of the monthly information
sessions prior to writing the test. Information sessions are generally held one Thursday a month, at 6:30 p.m., in the Atrium of the Westwinds Campus West Building. The next session is scheduled for Thursday, March 21, 2013. The open testing sessions are scheduled for one Saturday per month, from March to June.
