Kevin Lamoureux squeaks out a win in Winnipeg North
I
ncumbent Kevin Lamoureux held on to the Winnipeg North riding by a mere 117 (on election night) votes over NDP candidate, Rebecca Blaike. Supporters at both campaigns were biting nails throughout the evening until final results were announced and gave Lamoureux the slight edge.
Official results from Elections Canada saw Lamoureux win the riding by a mere 45 votes. Lamoureux with 9097 votes and Blaike with 9052 votes. Conservative candidate Ann Matejicka finished third in the riding with decent support with 6079 votes. Kevin Lamoureux is the lone Liberal MP from Manitoba.

The Canadian literatus Catherine Hunter hosted the gala event; while Kelly Hughes (owner of Aqua Books), Councilor Harvey Smith, and Filipino community’s MLA Flor Marcelino were among the presenters.

Another highlight of the well-attended event was the commemoration of local crimenovel author Michael van Rooy, who passed away at 42 on January 27 of this year. I was fortunate to have met Van Rooy at one of his book readings, held at Aqua Books in October of last year— three months before his demise. Michael van Rooy was the author of the series of books known as the Monty Haaviko series (consisted of An Ordinary Decent Criminal, Your Friendly Neighborhood Criminal, and A Criminal to Remember; the fourth installment of which was left unfinished). The literary circle of Manitoba is rich and prolific, evident in the number of books being published locally by local authors. However, the Filipino community is yet to witness a surge of published authors coming from its own quarters.

Karmic whammy hits Gloria
W
ith the abrupt resignation of O m b u d s m a n Merceditas “Merci” Gutierrez, the door is now wide open for President Benigno “P-Noy” Aquino III to fulfill his election promise of bringing ex-president and now-congresswoman Gloria Macapagal Arroyo to justice. Indeed, with three cases – and more coming -- already filed against her, karmic whammy is hitting Gloria with a punishing jolt that could knock her out from the impregnable “fortress” that she built around herself. And with Merci no longer around to protect her, Gloria’s first line of defense was broken. One, two, three… The first case against Gloria, a graft complaint by the militant Bagong Alyansang Makabayan (Bayan), was filed on July 1, 2010, the day after P-Noy was inaugurated as president. The case was in connection to the controversial NBN/ZTE bribery

scandal. However, newly appointed Justice Secretary Leila de Lima put the complaint on hold so not to duplicate the work of the newly created Truth Commission whose purpose was to investigate corruption during Gloria’s administration. The second case was a plunder complaint filed on August 17, 2010 by Danilo Lihaylihay over the alleged anomalous sale in 2007 of the 54.5-hectare old airport in Mandurriao, Iloilo. The property was sold to the giant real estate developer, Megaworld, for P1.2 billion. Lihaylihay, who is the president of the Philippine Association of Revenue Informers Inc., claimed that Gloria’s administration paid the National Treasury the P18 million documentary stamp tax on the sale but did not remit the six-percent tax collected -- P72 million – to the national treasury. But Kim Henares, the newly appointed Bureau of Internal Revenue (BIR) Commissioner, said that the government was not
“disadvantaged” when Gloria ordered the sale. She said that if anyone should be filing a case, it should be the government, not Lihaylihay. The question is: where did the P72 million go? It’s interesting to note that in addition to Gloria, the other defendants in Lihaylihay’s complaint were former Finance Secretary Margarito Teves, former chairman of the Department of Finance Privatization Council John Sevilla, former Executive Secretary Alberto Romulo, and Megaworld chairman Andrew Tan. The third case – the second plunder complaint – was filed before the Department of Justice last April 26, 2011 over alleged misuse of P551-million worth of funds from the Overseas Workers Welfare Administration (OWWA). Former Solicitor General Frank Chavez and the Overseas Filipino Workers (OFWs) group, Migrante International, filed the complaint. Chavez claimed that Gloria violated the Plunder Law for allegedly misusing the funds for “questionable” acquisitions and for her reelection campaign in 2004. Chavez told reporters: “Today is one of those days of reckoning. Some people think that they can run but they cannot hide. The long arm of law will catch up with them in the fullness of time.” Crooked trail Gloria left a long crooked trail of anomalous transactions involving billions taken from various government funds as well as questionable foreign loans for overpriced projects with layers of hidden “commissions” earmarked for influence peddlers and corrupt government officials. Indeed, no sooner had Gloria warmed up to the job after ousting Joseph “Erap” Estrada from
the presidency on January 20, 2001 did the first anomaly occur under her watch. Within four days, her new Justice Secretary, Hernani “Nani” Perez, approved the contract with the Argentine firm, Industrias Metalurgicas Pescarmona Sociedad Anomina (IMPSA), to build the CalirayaBotocan-Kalayaan (CBK) power plants. In 2002, then Manila Congressman Mark Jimenez testified before the Senate Blue Ribbon Committee that Perez received $2 million in return for the favorable ruling on IMPSA. His testimony was collaborated by then Rep. Willie Villarama who said that the money was part of the $14-million bribe offered to officials of Gloria’s administration. With the resignation of Ombudsman Merci Gutierrez, Gloria is now vulnerable to government prosecution on a multitude of graft and plunder cases that have accumulated and gathered dust in the Office of the Ombudsman. The day after Chavez filed the plunder complaint against Gloria, Sen. Panfilo “Ping” Lacson -- Gloria’s nemesis – said he was looking into the possibility of filing a case against her. He said that he has a “baul” (trunk) full of documents, which detailed the anomalies committed during Gloria’s administration. He also said that some former government employees told him that they were willing to help by providing him with “additional documents.” “It’s about time she explained to the people what happened and why there were many anomalies in her administration. Juan de la Cruz deserves an explanation or two from her,” Lacson said. Justice Secretary Leila de Lima, who would play a pivotal role in building the cases against Gloria said that she would be looking into other cases with the Ombudsman that were shelved
because Gloria had presidential immunity from lawsuits. Now that Gloria is disrobed of her presidential immunity and her first line of defense dismantled with the resignation of Merci, a tsunami of cases is going to hit her in the courts. Quo vadis, Gloria? Known for her resiliency – and instinct for survival -- during her tumultuous presidency, Gloria is now faced with an uncertain future. With a new Ombudsman to be appointed soon, the wheel of justice is about to start moving again. And what are Gloria’s options? Not many. Her first option would be to fight like hell. This is going to be a long and costly legal process. How long can she last? Her second option would be to offer a compromise. But what would she be willing to offer? Return the money or plea a bargain? This would be her best option. But the question is: would the government be willing to bargain with her? And her third option would be to flee like hell. This might be the easy way out. But where would she go where the long arm of the law couldn’t reach her? Perhaps she might go into exile in a country where the Philippines doesn’t have an extradition treaty… like Portugal. At the end of the day, Gloria might find a way to wiggle out of her predicament or escape from the law. But one thing for sure, she can’t escape from the Law of Karma. As someone once said, “Nothing escapes the Law of Karma. You get from the world what you give to the world.” And what has Gloria given to the world that she deserves to be given back? Indeed, what goes around comes around.

Can I sponsor my step-parents or adoptive parents to Canada?
C
anadian citizens and permanent residents are allowed to sponsor their parents for permanent residency to Canada. The question is whether this includes adoptive parents and step-parents? Can I sponsor my adoptive parents? Immigration law allows for the sponsorship of individuals related by blood or adoption. Therefore, a person can sponsor their adoptive parent. If I am adopted, can I sponsor my biological parents? If a person has been adopted by a person or persons in Canada, they cannot sponsor their biological parents. The reason is that the adoption broke the legal relationship with their biological parents. Can I sponsor my step-parents? Because step-parents are not related to their step-children by blood or adoption, these individuals also cannot be sponsored.
If my step-parent adopted me, can I sponsor my step-parent? If a step-parent adopts a child, the step-parent then becomes the child’s adoptive parent. As a result, the step-parent could be sponsored because they are an adoptive parent. Are there any other options for step-parents to immigrate to Canada? Just because step-parents cannot be sponsored, does not mean that they cannot immigrate to Canada. A step-parent may be eligible to immigrate to Canada under an economic stream of immigration as a provincial nominee, skilled worker, or business person. If the step-parent is a refugee, a refugee application can be made. If a step-parent immigrates to Canada under one of these classes of immigration, they must qualify to immigrate like any other person in these classes. If my step-parents are not qualified to immigrate under another

class of immigration, are there any other options? If the step-parent is in Canada as a visitor, an application under the in-Canada humanitarian and compassionate class can be made. This is a different application than a family class application. If an in-Canada humanitarian and compassionate case is filed, the fact that a person is a step-parent will not, by itself, mean that the application will be approved. Humanitarian and compassionate applications will require a look at all of the circumstances as to why the stepparent should be granted permanent residency. Amongst other things, factors such as family ties in Canada and abroad, economic ties in Canada and abroad, any risk the step-parent would face on return to the home country, the stepparent’s establishment in Canada, and other issues will all need to be considered. he Filipino-American Thrash Metal band Death Angel performed a sold-out and energy-filled concert at The Zoo in Osborne Village on April 15. Despite its long absence in the music scene, Death Angel obviously still has many supporters, as evidensed
by the considerable number of metalheads in the audience who sang along especially with songs from the band’s debut album, The Ultra-Violence. Death Angel hails from Concord, California, United States. The band was active from 1982 to 1991 and again since 2001.

Pacquiao in top form as fight get nears
T
he sparring rounds have gone down with exactly a week left before the May 7 showdown with Shane Mosley at the MGM Grand in Las Vegas. Manny Pacquiao went six hard rounds of sparring Saturday with Ray Beltran and Shawn Porter at the Wild Card Gym and chief trainer Freddie Roach was glad with how the sparring went. Beltran, who sparred with the Filipino champion for two rounds, said Pacquiao is just getting better each day with each fight. He added that Pacquiao has now evolved into a more complete boxer with the punches coming in more accurately from all angles. The sparring rounds with Porter were more impressive as he caught the American welterweight with some clean shots, and seemed to have hurt him. Monday will be the last day of sparring and in the afternoon Pacquiao and his entourage will travel some 300 miles away to Las Vegas for fight week. Roach instructed Pacquiao to take a whole day off Sunday and get one good rest day before the fight, maybe just go to church.
Death of Bin Laden sends NAIA on alert status

hilippine airport authorities have placed the Ninoy Aquino International Airport (NAIA) under alert status following the death of notorious terrorist leader Osama bin Laden. U.S. officials said bin Laden was killed early Monday by a joint operation of the United States military and Pakistani forces during a night-time helicopter in a million-dollar compound in a summer resort just over an hour’s drive from Pakistan’s capital. After 40 minutes of fighting, bin Laden and an adult son, one unidentified woman and two men were dead, the officials said. The Manila International Airport Authority in an advisory said they are strictly implementing access control procedures on personnel and vehicles, and rigid inspection and challenge procedures at security checkpoints at the NAIA complex.
The police have also intensified visibility and APD-K9 paneling at the terminals and have maximized the deployment of patrol vehicles at Aircraft Movement Areas and perimeter.
Intelligence and monitoring operations were also stepped up as added precautionary measures to ensure the security and safety of airport users against any possible retaliation from the followers of the dead al Qaeda leader.

Lea Salonga ready to be an RH bill spokesperson
M
ulti-awarded international theater actress Lea Salonga has made herself available should the government offer her the role of an official Reproductive Health (RH) bill ambassador. She said she would be doing the job for free for sake of the country. Salonga has been consistent and very vocal in expressing her support for the controversial RH bill. She said the government has
the responsibility to also inform its citizens on all birth control methods as options so that the couples could make their own free decision. The actress also added that every Filipino of age should be educated on the RH bill. She pointed out however that she is aware of the arguments from the pro-life and pro-RH bill supporters as she maintains that birth control should not be taught to minors.
Jericho Rosales hits big time in his 1st int’l film
Y
oung actor Jericho Rosales walked a Hollywood red carpet for the first time and was visibly overwhelmed by the warm reception accorded to his first international film. Rosales is the lead star in the romantic thriller “Subject: I love You,” which premiered at the Newport Beach Film Festival in Southern California. Directed by Francis dela Torre, the movie is based on a Filipino-made computer virus that crashed the worldwide web in 2002. The sold-out crowd also surprised his co-star Hollywood actress Briana Evigan of “StepUp 2: The Streets,” fame. When asked to comment on his impression of Evigan, Rosales said he’s so honored for the chance to work with a great girl like her. For her part, the Hollywood actress said Rosales is a gentleman, and also charming and handsome. When asked if a real life romance could be in the air, Evigan laughed and just said that the fans have to figure that themselves. “Subject: I love You” is the first Filipino film to be shown in
the festival where more than 400 American and international films are screened. . It is also the first among all of the films in which tickets were sold out days before the premiere so another screening is being planned for those who could not get in. The organizers of the Newport Beach Film Festival were evidently surprised by the number of Filipino-American filmgoers that they plan to bring
in more Filipino films next year according to chief executive officer Gregg Schwenk. The other Filipino co-stars of the movie namely, Gary Valenciano and Dante Basco also attended the premiere and the after-party. Also present were some Filipino and Hollywood stars, including former Filipino teen star Antoinette Taus and “Sucker Punch” star and Evigan’s friend, Jamie Chung.
Fil-Am actors join cast of latest ‘Pirates of the Caribbean’ opus

ilipino-American actors Daphne Joy and Michael Rosales are among the cast of the latest Johnny Depp starrer’ “Pirates of the Caribbean: On Stranger Tides.” Daphne Joy, who plays the role of a mermaid in the movie, was born and raised in Olongapo City, Philippines. She was introduced to American way of life when her family relocated to Los Angeles when she was 8 years old. She quickly became interested in entertainment, first dabbling in dance groups, choir, cheerleading and talent shows. She shifted her interests to acting at the age of 18 and was soon featured in several recording artists’ music videos, commercials, national print campaigns, magazine covers and features. Michael Ilano Rosales was chosen to play a “pirate from the Philippines” from a pool of over 4,000 aspirants. The Hawaii-based Rosales is a multicultural actor/rap artist/
performer. His first full-length album, “Respect My Pride,” was released in 2008. The album features English and Filipino language music that inspires an appreciation of the Filipino culture and heritage.

Asian Heritage Month celebrations all month long
I
t will be a full month of cultural shows, a drumming festival, symposium, cooking demonstrations, book reading, folk tales story telling and films are in store for a full set of programs planned for May which is Asian Heritage Month. The theme for the 10th Asian Heritage celebration will be Wavin’ Flag which will be featured at the official opening ceremony to be held on Saturday, May 7th at the Indo-Canadian Arts and Cultural Centres at 479 St. Mary’s Road. Special program to celebrate the 150th anniversary of Rabindranath Tagore, an Indian poet, essayist and nobel prize winner, will be featured during the opening ceremony. Government officials, MLA Christine Melyneck and Opposition Leader Hugh McFayden, will grace the affair along with leaders from the various Asian communities. AHM President, Art Miki said: “Asian Heritage Month is an opportunity for Asian Canadians to highlight their contributions to the Canadian society and to share their music, writing, history and culture with other Canadians.” The Asian Canadian Festival at the Forks on May 23, Sunday; and May 24, Monday will feature the multitalented Asian Canadians. On May 22, Sunday at 7 p.m., the Asian Drumming Festival will be held. The following participants
in the drumming festivals include Ching Wu Lin Dance, Phoebe Man, Tabla Group, Indian School of Dance, Music and Theatre; halfelf/half-man by Alfie Vera Mella; Hinode Taiko; the guest performers include Hoop Dance; Coffieman and Hi-Life Steel Band Orchestra. Asian Heritage Symposium with the cooperation of the Seven Oaks School Division will be held on Friday, May 20 10am to 3pm. Asian Canadian Writers’ Showcase will feature Judy Fong Bates, author of “Year Of Finding Memory (2010) and “Midnight At Dragon Cafe” (2005) May 17, Tuesday at 7:30 p.m. at McNally Robinson Booksellers Artrium at Grant Park Shopping Centre. Manitoba Filipino Business Council scores points at the business forum

anitoba Filipino Business Council has gone apolitical recently when it sponsored a forum on the role of small businesses in the Canadian economy. Three candidates from the three major political parties were invited to address their party’s program for the small busineses. The speakers include Kevin Lamoureux, Liberal; Rebecca Blaikie, NDP and Ann Matejicka, Conservative. Short presentations prior to the main forum were Holly Toupin, Regional Vice President with RBC Royal Bank of Canada; Dave Angus, President of the Winnipeg Chamber of Commerce; and Larry Vickar, President, Vickar Autogroup Inc. as represented by his sale staff, Noel Cadelina. “Because of the overall positive feedback we received from putting on this forum, We are already planning future forums involving the provincial and municipal politicians. Being in business, it is imperative to know what’s going on in government at all levels as if affects business owners in some ways. The MFBC wants to keep
its member informed and up to date,” says Jon Reyes. The forum was moderated by Derrik Hird. He presented the candidates with five questions which focused on the concerns of small business owners and entrepreneurs. The questions addressed topics such as: mentorship program, research and development support, what each party would do for the small business in the Winnipeg North; and lastly, how to help business to grow internationally. Organized in March 2010, and officially incorporated in August of the same year, the Manitoba Filipino Business Council, INC. has enjoined young Filipino entrepereneurs and has been involved in raising up the concerns of small businesses in general.”Our primary mandate is to serve the Filipino businesses and at the same time, to have a strong connection with other ethnic groups,” Reyes added. (On Profiling Matryoshka Dolls)
I
was in early elementary, in perhaps the late 1970s, when I first saw those fascinating dolls being featured on the children’s television show Sesame Street. Since then I have never outgrown my affection for them. I even wanted to collect them, but they were so expensive and hard to find in my home country, the Philippines. I am referring
to those sets of wooden figures which separate, top from bottom, to reveal a smaller figure of the same kind inside, which has, in turn, another figure nesting inside of it, and so on. The number of nested figures is usually at least five, but can be much more, up to several dozens with sufficiently fine craftsmanship. The dolls are customarily peasant girls in
traditional dresses. They have no hands nor feet, except those that are painted on their approximately cylindrical forms, the top half of each serves as the individual doll’s head and upper torso. The largest, outermost doll is traditionally a woman. The ensuing figures may be of either gender; with the smallest, innermost doll typically a baby. Origin of the Dolls The elaborately painted sets of wooden figures are originally known as matryoshka dolls. The word matryoshka literally means “little matron”--diminutive form of the Russian first name Matryona (similar to the naming pattern of Filipino names like Angela and Angelita or Angelina, Teresa and Teresita, or Karen and Karenina). Although regarded as having originated in Russia, the concept of matryoshka dolls, many believe, came from China; and have since been adopted by other cultures. Moreover, the theme and design can now be almost anything-fairytale characters, animals, movie characters, musicians, celebrities, political leaders, etc. Thus, the wooden figures are now more-appropriately referred to as nesting dolls or nested dolls. The First Known Matryoshka Dolls In 1890, a craftsman named Vasily Zvyozdochkin carved a set of eight dolls designed and afterwards painted by Sergey Malyutin, a painter in Moscow. The outermost doll was a peasant girl holding a rooster, six inner dolls were girls, the fifth doll a
boy, and the innermost a baby. In 1900, the wife of the merchant Savva Mamontov, for whom the artwork was made, presented the dolls--which they called matryoshka dolls--at the World Exhibition in Paris, France, and the rest was history.

2011 Census gets underway today

TTAWA – Statistics Canada announced that the 2011 Census gets underway today with more than 15 million dwellings receiving yellow census packages. For the first time, 60% of households will receive a letter replacing the traditional paper questionnaire. This letter will provide information to allow respondents to complete the
questionnaire online. It will also contain a toll-free number respondents can call to request a paper questionnaireif preferred. The remaining dwellings will receive paper questionnaires in both official languages. The 2011 Census consists of questions on age, sex, marital and common-law status, family relationships, language and consent to release personal information after 92 years.
Census information is important for all communities and is vital for planning services, such as schools, daycare, police and fire. Statistics Canada encourages all household to complete the census. Gerrard demands NDP ensure affordable housing for new Canadians and students

WAAY Basketball – Championship round up

AAY Basketball Championships wrapped up the 2010/11 season on Sunday March 27th, 2011 at Tec-Voc High School. An amazing crowd of over 500 spectators filled the bleachers to watch kids aged 5-16 take to the court on the final championship weekend. This year’s closing ceremonies and finals were the biggest and best in WAAY’s long history. The crowds were loud and full of energy as the kids took to the hardcourt on Championship Sunday.

UFC MAKES HISTORY IN TORONTO

FC 129 has come and gone and the numbers tell the record breaking story. 55,724 people filled the Rogers Centre on Saturday April 30th, making $12.075 million (US). To put that in perspective, the previous record was held at UFC 124. Headlined by Georges St-Pierre vs Josh Koscheck, the attendance at the Bell Centre in Montreal was 23,152 and the gate earned $5.397 million (US). Both these events took place on Canadian soil, both set records proving that this country is crazy about Mixed Martial Arts. If the numbers told the story of success, then the fights themselves offered a little bit of everything. We witnessed many things that we don’t usually get to see on any other UFC show. Randy Couture fought for the last time in the Octagon. Win or lose, he said this would be it. Many thought he would lose against former champion, Lyoto “The Dragon” Machida, but no one could predict just how he would lose. Machida took a page out of the original Karate Kid movie, knocking Couture out with a jumping front kick. Much like Danielsan’s crane kick. Machida gave credit to Steven Seagal for showing him the kick. We also saw the toughness of Toronto fighter Mark Hominick.

I think the economic boom that Toronto got for the weekend of UFC 129, had the Ontario government wondering why they didn’t do it sooner. Hot 103 Music Director, Adam West is also happy… as he used my picks in the last issue of the Filipino Journal to win $10. I went 4/5 on my main card picks! Congrats buddy, I’ll take my cut in Slurpee form.
With a grotesque baseball-sized swelling on his forehead from a Jose Aldo elbow strike, Hominick would not back down from the champion. He almost pulled off the win at the closing minutes of the fight when he had the champ on his back as he ground and pounded on him. Other highlights of note were Pablo Garza’s fantastic flying triangle submission and John Makdessi’s lightening quick spinning back
fist knockout win. Then there was Kelowna, BC’s Rory MacDonald who took a page out of the WWE rule book and suplexed Nate Diaz three times. Many of these would be the highlight of the night on any other UFC Event, but on a night where everyone wanted to show their best in front of the largest MMA North American audience, the fighters came to perform. That brings us to the main event. For the first two rounds, Welterweight Champion, Georges St-Pierre looked sharp in his stand up, challenger Jake Shields had little to answer, as his take downs were stuffed and he was being out classed on the feet. By the end of the second round, GSP suffered an eye poke and seemed visibly panicked by the loss of sight in his left eye. For the rest of the fight he fought tentative, counter boxing Shields. I was disappointed to see Jake Shields not push the action and try to take it to a shaken GSP. The result was a lack luster decision win for the champ, Georges St-Pierre. UFC 129 may have ended flat, but the card itself was phenomenal and the spectacle of the event, from the fan expo, to the panel where every UFC champion answered questions, to the fight card itself, was everything UFC officials hoped it
