Statistics Canada now reports that Filipino is the second most common mother tongue in Winnipeg, edging out French. Filipino is spoken by 35,620 people in Winnipeg while 29,675 speak French. The continuous wave of immigration into Manitoba from the Philipppines is one of the key factors in the increase. PNAM holds 1st symposium to IENs To guide nurses to the licensing process in Manitoba

ore than 60 Internationally Educated Nurses (IENs) participated in the symposium on the nursing registration process in Manitoba. Conducted by the Philippine Nurses Association of Manitoba, it aimed to provide accurate information and right directions for the IENs who aspire to practice their profession in the province. With the theme “Taking the
first step to becoming a Manitoba Nurse”, the symposium held on October 18, at the CRNM Building, was lauded by the three regulating bodies of nursing- the College of Registered Nurses of Manitoba, (CRNM) the College of Licensed Practical Nurses of Manitoba (CLPNM), and the College of Registered Psychiatric Nurses of Manitoba (CRPNM). “We may not be the right door for you”-CRPNM Laura Panteluk, CRPNM

Executive Director stressed out that the Psychiatric Nursing in Manitoba is patterned after the British model. “IENs from England or Ireland might have better chances of becoming eligible compared to IENS from other countries like Philippines”. “We have had many Filipino nurses inquire about the CRPNM process, but we tell them that this might not be the right door for them because their curriculum does not meet the hours required by the college” Panteluk added. (see table for reference) Colleen Semmler, CRNM Registration Adviser, also mentioned another option for Language Test which is the 16week Level I of the Bridging Program for IENs. The program is conducted by Red River College Language Training Centre. At the end of the 16-week program, students have to write the language test conducted by RRC. A passing mark for this test could be used to comply with the language proficiency requirement, in lieu of the IELTS or CELBAN. Clinical Competency Assessment (CCA) Both the CRNM and the CLPNM require CCA to assess IENs’ competence of providing safe and ethical nursing care to Manitobans. The performance of the applicant in the CCA will spell if the applicant has to go through the bridging program which may continuation on page 24

Filipino is the Fastest Growing Language in Canada
P
hilippines-based Tagalog is the fastest-growing language in Canada. This is according to Statistics Canada, which has released the results of its 2011 Census of Population: Linguistic Characteristics of Canadians. More than 200 languages were reported in the 2011 Census of Population as a home language or mother tongue. According to StatCan “the home languages showing the strongest growth between 2006 and 2011 were primarily Asian,” and the “the population that reported speaking the Philippinebased language Tagalog increased by 64%, the highest growth.” According to the survey, “nearly 279,000 people reported
speaking Tagalog most often in 2011, up from 170,000 five years earlier.” Tagalog is now the fifth most common non-official language spoken in Canadian households. The top 10 immigrant languages spoken most often at home in 2011 were: Punjabi, Chinese n.o.s., Cantonese, Spanish, Tagalog, Arabic, Mandarin, Italian, Urdu and German. Vancouver has one of the largest Canadian populations of Tagalog speakers, with 47,600 reporting to Statistics Canada that it was their primary language at home in 2011. Tagalog is now the most common immigrant home language in Edmonton and the second most common in Calgary, after Punjabi.
Philippine Ambassador Leslie Gatan states that the word has spread around that Canada is some kind of a promised land, and Filipinos who used to flock to America because the U.S. is a former colonizer, have discovered there’s a better pasture north of the United States. Ambassador Gatan said that economic growth in Western Canada has created a wealth of new opportunities for Filipinos and that and many new immigrants are travelling to Edmonton, Winnipeg and Regina for jobs. Last summer, the Philippines Embassy held trial Tagalog classes in Ottawa, in response to parents’ concerns that their children will forget how to speak the Filipino language. The Embassy hopes to expand the program to other cities next year.

The Filipino community helps to fill “Empty Bowls” The Filipino community is up to the challenge of feeding Winnipeg’s most hungry.
I
n 2007, several Filipino community organizations rallied around Winnipeg Harvest’s World Record Food Drive. Those organizations included the Highlights Performing Group, International Worship Centre and the 2007 board of directors at the Philippine-Canadian Centre of Manitoba. Over the years, individuals and groups within Winnipeg’s growing Filipino community have continued to support Winnipeg Harvest through various fundraising efforts. Last May, Ysabella Samiana collected over $100 from her family during a Manny Pacquiao party and instead of using the
money for herself, she asked her parents if the money could go to Winnipeg Harvest. The Winnipeg Glee Club, composed of students, teachers and vocal artists held a charity concert at the Gas Station Theatre all in support of Winnipeg Harvest. Earlier this year, Filipino students enrolled at Red River College supported Winnipeg Harvest from a 2-day art auction at the Forks. Through events held by The Filipino Journal such as Blue Bomber Filipino Nights, and Filipino Breakfast Friday’s, money and food donations continue to be raised in an effort to keep the shelves at Winnipeg Harvest full.
As new immigrants continue to arrive from the Philippines, I have found out first hand that a small percentage of new immigrants need the help of Winnipeg Harvest. Many of them also volunteer several hours a week to help sort, package and deliver many Winnipeg Harvest services. When it comes to sharing and caring this community does it the best. Winnipeg is a community full of caring hearts and giving spirits. On November 8th, I would like to invite my friends, clients and business associates to the Empty Bowls Soup-er Lunch. Winnipeg Harvest’s Empty Bowls program and fundraising activities include: Empty Bowls in the Schools, Empty Bowls Celebrity Auction, and the Empty Bowls Soup-er Lunch held on November 8, at the MTS Centre from 11:30 - 1:30pm. Pabaligtad Ka Ba Mag-isip? (On the Myth of Backmasking and the Folly of Backward Thinking)

adali ka bang maniwala sa mga sabi-sabi, mga hakahaka, mga tsismis, at mga maling akala? Hindi ka ba muna nag-iisip bago ka mauto? Hindi mo ba muna pinag-aaralan at inaalam ang ugat ng bawat kaalaman bago ka magdesisyong gumawa ng sarli mong konklusyón? Mula nang nakapagtrabaho ako sa Diwa Scholastic Press Inc., mula 2000 hanggang 2003, naging maingat na 'ko sa pagpili ng salita sa aking mga lathalaing isinusulat. Malaki talaga ang naging impluwensya sa 'kin ng trabaho ko ruon bilang editor at writer ng scholastic textbooks at magazines. Syempre, hangga't maaari ay hindi dapat offensive ang language at approach, dahil panay students at teachers ang target readers ng publications namin; bukod pa, dapat ay well-founded ang topics na isinusulat namin; dapat well-researched, hindi p'wedeng masyadong opinionated o hulahula lang, kundi tanggal ka sa trabaho pag may nagreklamong eskwelahan. Ang sarap talakayin ng mga usaping iyan, mainly because hindi talaga ako naniniwala sa mga 'yan kaya napakadali, para sa akin, na i-refute ang mga ito sa tulong ng references at researches ko. Pero... Isang topic ang muntik ko nang ikatanggal sa trabaho— "Backmasking"! Ang approach ko kasi sa pagsulat ng article na 'yan ay masyadong strong...masyado kong binatikos. Hahaha! Basta, sinabi ko na ako mismo ay nag-conduct ng actual backmasking (which I really did) to explain the process. Ang bottomline: Kahit anong klase pang kanta (kahit spoken sentence) ang babaligtarin natin, weird ang magiging tunog nito...at meron at merong tatamaang "offensive message," o ika nga ng mga makikitid ang utak, "mensaheng galing kay Satanas." Halimbawa, ang banda ko ay nag-compose ng isang kanta tungkol sa kalagayan ng Pilipinas... ako ang lyricist, ganito ang ilang words na naisip kong isama sa lyric: "Huwag na sana taasan ang presyo ng mga bilihin Hirap na hirap na n'yan palagi ay taumbayan...."
Tapos nai-record namin at nai-release...sumikat sa radio, dumami ang tumangkilik...pero dahil "Rock" ang genre—dagdag pa ang weird kong porma (na ika nga ng mga makikitid ang utak, lalo na nuong '80s...pormang "Satanista")—e napansin ng mga ipokritong moralista. Binatikos ang kanta, sinubukang i-backmask. The Process of Backmasking Ang backmasking ay ang pagpapatugtog-pabaligtad sa isang piraso ng musika o awitin. Madali itong gawin kung ang kantang ibabackmask ay nasa vinyl format, o plaka—walang gagawin kundi ang iikot lang ang plaka nang pabaligtad (counter-clockwise). Kung cassette tape naman, medyo matrabaho—kinakailangan e buksan mo ang cassette para makuha mo yung tape sa loob; babaligtarin mo ang pagkakaspool nito, ibabalik uli sa loob ng cassette, tapos patutugtugin mo na. Kung CD naman, hindi ako sigurado pero baka may mga software na available para mapatugtog nang pabaligtad ang laman ng audio CD. Backmasking is “a recording technique in which a sound or message is recorded backward on to a track that is meant to be played forward. Backmasking is a deliberate process, whereas a message found through phonetic reversal may be unintentional.” Kung iyong susuriing maige ay wala namang nangyayaring extraordinary sa backmasking kundi ang mapatugtog lang nang pabaligtad ang kantang nibackmask mo. Balik tayo sa halimbawa ng lyric na ni-compose ko: "Huwag na sana taasan ang presyo ng mga bilihin Hirap na hirap na n'yan palagi ay taumbayan...." Ayun na nga, napagtripang batikusin ng ilang ipokritong moralista ang kanta naming iyan, na ayon sa kanila ay may hidden demonic message daw; kasi nung ni-backmask nila ay may lumabas na Satanic references. Eh, natural may tatamaan at tatamaang salita... Ngayon, subukan nating i-backmask 'yung lyric na sinulat ko; ang epekto lang naman n'yan ay parang binasa mo yung lyric mula dulo hanggang simula... Ang huling salita ay "taumbayan," ang una ay "h'wag"; kaya, dapat ang pagbasa ay
pabaligtad mula sa "taumbayan" hanggang "h'wag." Ganito ang magiging basa: Nayabmuat ya igalap nayin an parih an parih Nihilib angam ngan oyserp nga nasaat anas nga gawuh... Hypocritical Moralists Pustahan tayo, kapag ipokritong moralista ang nakarinig ng backmasked version ng lyric na 'yan e eto ang ipipilit na narinig n'ya: Nayamot...patayin ang pari... ang pari ...libangan...ay sarap nga na Satanas nga gawin! E, halos dalawang sentences pa lang 'yan, eh paano na kung buong kanta ang i-backmask? E di andaming mga mishearing na mangyayari, na napakadaling bigyan ng mala-demonyong kahulugan. Sa prosesong iyan ng backmasking, e hindi lang mga kantang nasa genre ng "Rock" ang kariringgan ng ganyang "hidden messages." Pustahan, kahit ang "Lupang Hinirang," o di kaya ang spoken version ng Holy Bible, kapag ni-backmask ay kariringgan din ng sangkaterbang "demonic messages" na ganyan. Mabalik tayo sa nangyari na nga noong nai-publish na 'yung issue ng BatoBalani kung saan nandun 'yung article about backmasking... Naka-receive ako ng phone call from my then boss (Executive Editor), informing me that he received a call from the head of a Catholic schools association; e malaking percentage pa naman ng subscribers ng Diwa ay Catholic schools. Nagrereklamo nga raw sa Pseudoscience article na "Backmasking," which they found offensive to the Catholic faith; threatening us na ipu–pull out na raw nila ang pagiging subscriber nila! Nataranta talaga ako, feeling ko e katapusan na ng career ko bilang editor. Ni-explain ko naman nang maayos sa boss ko 'yung details ng topic, tapos 'pinakita ko sa kanya lahat ng references ko, pati na rin 'yung sarili kong findings. Tapos, sabi n'ya ay ihanda ko lahat 'yun at magkakaroon daw kami ng meeting with the said Association. Sa awa ng BatoBalani, hindi natuloy 'yung meeting. Although, excited rin ako, kasi, imagine, I would have had the chance to speak and present in front of priests! Chance ko na sana na ako ang mag-sermon sa kanila, with matching projector-and-whiteboard presentation pa. Ang ginawa yata ng boss ko ay ipinadala na lang sa tumawag sa kanya ang lahat ng reference materials na ibinigay ko sa kanya. Siguro nahimasmasan rin yung mga pari na 'yon. O baka sinubukan din nila muna 'yung proseso na ginawa ko.

UFC 154: St-Pierre vs Condit Preview
L
ast time UFC Welterweight Champion, Georges “Rush” St-Pierre stepped inside the octagon was at the first UFC event ever held in Toronto. It was UFC 129 and he successfully defended his championship versus Jake Shields. That was April 30, 2011. Nineteen months after his last fight, he will once again set foot in the cage Tearing his ACL, while training to fight Nick Diaz, sidelined the champion for nearly two years. Over that time, the landscape of the welterweight division has changed. Names like Martin Kampmann, Johny Hendricks and Jake Ellenberger are top contenders at 170 lbs.
While up and comers Erick Silva and Rory MacDonald are on the cusp of greatness. Carlos Condit defeated Nick Diaz to become the reigning interim welterweight champion. On Saturday, November 17 at UFC 154, GSP and Condit will meet to decide the undisputed world welterweight champion. Condit comes to St-Pierre’s stomping grounds as UFC 154 takes place in Montreal at the Bell Centre. Both GSP and Condit have trained together as part of Team Jackson. As such, neither fighter will have their coach, Greg Jackson, in their corner since he thought it only fair to both men to
sit this one out. Condit fights with a killer instinct, while St-Pierre uses logic and game planning. I don’t see GSP finishing Condit, but I do see him controlling the fight. St-Pierre Wins by Unanimous Decision. Also on the card, a title eliminator between top 170lbs contenders Martin Kampmann and Johny Hendricks as well as standouts from Montreal’s Tri Star Gym, Francis Carmont, Nick Ring, Patrick Cote, John Makdessi and Ivan Menjivar. 2013 Chevy Spark 2LT
T
he Chevy Spark is a rather cute car. For any Transformer 2 movie fans out there, the Chevy Spark was a tough little green beast named Skids. If you have to YouTube that Transformers clip, don't worry I had to as well. If you do a lot of city driving, you'll enjoy zipping along in
the Chevy Spark. This bad boy trumps around time quite easily with adequate handling. This car is well suited for city driving. As for highway driving, getting from 0-100km/hr took about 13 seconds. The interior is surprisingly roomy. Chevy's new MyLink multimedia system dominates the
centre stack and very easy to work with. The interface is simple and colourful. The inside is dominated by hard plastic along the dash and including the temperature control knobs. Under the hood, is 1.2l fourcylinder engine that pumps out 84 horsepower and produces a mere 83 lb-ft of torque. On the first day I had the car, exiting one of the downtown parkades, one of the attendants commented on the cute aluminium rims. All models come with the 15" dual colour machine face painted aluminum rims. While they may look and handle great in the summer, I suspect they’ll make driving challenging during winter with snow and ice ruts. In the spring, just like every other

Winnipeg, dealing with potholes will be a challenge. The Spark directly competes with the Mini Cooper, Scion iQ and Fiat 500. Keep in mind, all those cars are 2-doors. The Spark has 4 doors plus the hatchback. For 4-dorr comparisons, consider the Toyota Yaris, Ford Fiesta, Nissan Versa and Hyundai Accent. Seating in the back is fair with limited leg room for my hulking 5’8” stature. It would fit infants and kids quite easily. Dropping the seats to open up the rear cabin space involves a bit of work and doesn't allow for a completely flat trunk. My hockey bag barely fit. There's more than enough room for your gym bag. Then again, if you're like most
Filipinos, lots of space for your gym bag and a couple basketballs. The Spark comes in three trim levels starting with the LS ($13,495), LT ($16,695) and 2LT ($18,495) 5-speed manual transmission models, with available option for a 4-speed automatic. The names of the available colours that are offered for the Spark are are far from standard. Driving around in a bright Jalapeño Metallic green sub-compact definitely turned heads. The Spark also comes in Salsa Red, Techno Pink, Denim Metallic and Lemonade Metallic. The road tester 2013 Chevy Spark 2LT was provided by Vickar Community Chevrolet in Winnipeg.

Filipino basketball fans howl for the Timberwolves
Winnipeg treated to NBA pre-season game

or any Filipino basketball fan and player, they know that the NBA is an international game and fans from all over the world follow NBA. For one night, the NBA came to Winnipeg and Filipino fans amongst the 12,163 basketball fans to pack the MTS Centre
for the NBA Canada Series which featured the Minnesota Timberwolves and the Detroit Pistons. As the home team, the Minnesota Timberwolves made their way to various events leading up to the game by hosting kids and coach clinics including a

new gym unveiling at the Magnus Eliason Recreation Centre under the NBA Cares program. Also in Winnipeg, was NBA Hall of Fame legend, Dream Team member of the 1992 Barcelona Olympics Team USA squad, Clyde "The Glide" Drexler. Final score in the game, Timberwolves beat the Pistons, 95-76. Following the game, the Filipino Journal group was ushered onto center court for a photo with a pair of Minnesota Timberwolves cheerleaders.

MP Kevin Lamoureux immigration advocacy bears results by Rod Escobar Cantiveros
MP Kevin Lamoureux has done it again! There is no other current member of the parliament who has been in the Philippines for many times and this record is held by Kevin Lamoureux, a member of the Parliament, Winnipeg North who has charted many thousands of kilometers over the Pacific. In his latest trip, Lamoureux held many free immigration workshops in Cebu, Batangas, Pampanga, and Angono, Rizal. At the same time, he held meetings with the loved ones of Filipino Winnipeggers and had one on one meeting with some government officials. To top them all, Kevin Lamoureux was welcomed in the City of Manila when Mayor Alfredo Lim gave him a key to the city to explore and to enjoy the hospitality of the city. Upon his arrival from the Philippines, the Filipino Journal sent some questions to MP Kevin Lamoureux to give our readers the purpose of his trip and the meaning of his immigration advocacy. FJ: How many times have you been in the Philippines since you became a Member of the Legislative Assembly; and presently, being as a Member of the Parliament? KL: I have had the opportunity to travel to the Philippines on six different occasions. My 1st trip was back in 1991 when my wife Cathy and I decided that instead of having a Hawaii Holiday, we would go to the Philippines. Back then, I was able to meet the Vice-President and had a good experience to peddle a bike ride down Roxas Blvd, among many other things. FJ: What are your missions to reach out our kababayans in the Philippines, in terms of the Provincial Nominee Program; and the promotion of Canada as a welcoming country. KL: The primary purpose of my last 5 trips were to assist people who were interested to immigrate to Manitoba. We
helped them by providing free immigration workshops and we support them and their family or friends here in Manitoba through the process at no cost. The 2nd reason why I enjoy going to the Philippines is because I care about the Philippines and I believe both Canada and the Philippines would benefit if we as two nations build a stronger relationship that goes beyond immigration. Finally, I also make it a point to visit something new for example Gawad Kalinga Village or a University. FJ: What motivated you to have the mandate of visiting the loved ones of kababayans in Winnipeg; and meeting new friends especially some local, provincial and national politicians? KL: I feel very blessed to have met so many wonderful people that I have helped me in every aspect of my life and there is no other community that I feel more comoftable. My motivation is to help my friends and serve a community that I truly care about. By meeting politicians of different levels allows me to promote friendship between two great countries. In the 90’s, the late Bill Norrie, Mayor of Winnipeg at that time was able to get Manila as Sister City of Winnipeg. Just last month I met with Mayor Aflredo Lim of Manila and we talked about that special relationships. FJ: How do you comment on the success of the Provincial Nominee Program as shown in the last year’s Provincial immigration report (2011) that there were more than 6,000 economic immigrants who arrived from the Philippines? KL: Due to former Prime Minister Jean Chretien and Premier Gary Filmon back in the late 80’s, Manitoba was able to get the nominee program running early which ultimately led to the immigration numbers we are getting today. IN the years ahead, it is going harder for us to sustain the numbers we have had in the past. Maybe, I could do a special
article on this issue in the future edition of the Filipino Journal. FJ: Would the positive interaction among the politicians and some immigration advocacy groups contribute to make the Philippines as one number source of immigrants? KL: Over the years, I have had the opportunity to meet with thousands of people through our immigration workshops in the Philippines; and with the support of my best friends, Henry Celones and his wife Linda along with Leo Toledo and others , we have assisted in many family and friends being re-united here in Manitoba. I have been an immigration advocate prior to Manitoba even having a nominee program because I believe in the benefits of immigrations and it is comforting to see that Manitoba now leads the country on a per capita basis. I suspect my office has played a role but so has many others. Gary Filmon was very supportive and his quick action to sit down with the Government of Canada back in the 90’s was critical. Equally, if it were not for the provincial nominee program, our Manitoba would never have achieved what we have today. FJ: What else can be done to have a much more improved Provincial Nominee Program? KL: The Provincial Nominee Program is becoming more popular at the national level as more provinces have seen how Manitoba has benefited by it. Unfortunately, our success will make it more difficult to be a successful in the years ahead. There many things that could be done but two quick points: 1st- allow people in Manitoba to have money in trust accounts on behalf of applicants; 2nd- English requirements are becoming unfair in many ways. FJ: The Provincial Nominee Program is a very successful initiative between the Liberal government headed by former Prime MInister Jean Chretien and the Conservative Provincial government led by former Premier Gary Filmon; and continued by the NDP government headed by former Premier Gary Doer and now by the current NDP Premier

Greg Salinger: To whom would the credit be given? KL: All parties can take some credits. Liberal Prime Minister Jean Chretien created the national provincial program, therefore, the Liberals can take credit for the program existence. Progressive Conservative Premier Gary Filmon acted quickly and signed an agreement with the Federal government; he also played a critical role in recognizing the value of the program to Manitoba by setting up the office well before all other provinces. NDP Gary Doer had continued to support the program and allowed the number of applications to continue to increase. FJ: At present you are the Federal Liberal Party’s immigration critic. If the federal election would be held today, and the Liberal would take over the government, what would be your priorities if you were

appointed as the federal minister of immigration? KL: The short answer is lots! The full answer would be best done in a special article that I would love to write in a future issue of the Filipino Journal. What are your FJ: impressions about the Philippines? KL: The Philippines is a beautiful country that has been blessed with a people that in general are kind, loving, generous, hard working and strong in faith but like many other countries around the world, there are a number of serious challenges that need to be orvercome. I believe Canada and the people of Filipino heritage around the world could play an indirect role in assisting the Philippines in dealing with the issues of concern like economic development, the environment and others. On a personal note, I would be nice to see a more agreements on those issues between the Philippines and Canada.

Behind the Scenes - It’s tough being a model Long hours and hard work go into planning the MFBC Awards Gala MFBC family, friends and members hard at work once again to promote the November 9th Awards Gala taking place at the Gates on Roblin. The MFBC
will be honouring the movers and shakers of the Filipino business community next week. The photo shoot at Level 3 Studios was done with extremely
tight timelines and was headed by Tia Polverosa of Provicci Cosmetics. It was her vision to inspire the community by showcasing a few members of the
council using a fashion magazine cover as inspiration to enhance its multi-generation members. "I must admit, I was quite surprised to see the turnout especially with such short notice. I guess I shouldn't be because that's just all in a days job for these entrepreneurs and that's why they are all successful" remarked by MFBC vice president Ginno Bains of Ginno's Automotive. The shoot took literally minutes but it was quite a feat to assemble everyone together with only hours notice.
The participants all believe in the council's mission which is to help develop new business owners and provide guest speakers at various events for its members. The council also hopes to attract guests and new members too attend the Awards Gala and celebrate with the nominees of various business categories. It is sure to be very memorable evening with great food, entertainment and upbeat positive people.

While there is a long waiting process in the CRNM due to high number of applications, and limited slots for the bridging program, the CLPNM points out that currently, their college has no waiting list. “If they pass the refresher course, they
can automatically work as Graduate LPN”, Jennifer Breton, CLPNM Executive Director, added. Good outcome The three colleges urged applicants to email them if they have inquiries, rather than listen to hearsays that might be inaccurate. “Sometimes we cannot reply to your emails right away, but we do reply to your messages”, the speakers assured the IENs. “You have your own pathway. One’s pathway might be different
from others, so do not be easily disheartened”, encouraged Breton. Claiming the symposium a success, the PNAM will hopefully conduct another symposium next year about the nursing registration process in Manitoba. The organization hopes to involve other cultural communities in the province in this initiative. The CRNM, CRPNM, CLPNM have already pledged to support this symposium for next year.
