T

he election is less than a week away and our fellow kababayans are looking to become your representatives within Winnipeg’s school system. Cory Juan and Ric dela Cruz are both running to serve as School Trustees in Seven Oaks School Division, Ward 2. Anthony Ramos is running in Winnipeg School Division, Ward 2 and Darlene Bautista is in Winnipeg School Division, Ward 3. A school trustee bears a lot of responsibility and as many concerned parents of children attending schools in Winnipeg, here’s what you should know about some of the Filipino Ric dela Cruz candidates. Seven Oaks, Ward 2 One of Winnipeg’s newest citizen election websites, WinnipegElection. ca sent questionnaires to all trustees and to get an idea of how they responded, here’s what they had to say about the important issues they’re standing for.

What are the major issues you would like to stand for and why did you choose these issues?

Major issues in this election include reviewing capital project to address over capacity in schools. Funding and investing in technology by building computer labs and use of technology to further education. Advocate for equitable school funding from the provincial government.

The major issues are the overcrowding schools which results to the additions of portables in some schools. The average funding of every student in the province which Seven Oaks School Division does not get it to be able to meet the student’s needs. Bullying and special education programs have to be reviewed and re-evaluated continuously.

I would like to continue to stand for equitable education across the division. I believe this is the equalizing factor to close the gap of socioeconomic diversity among students in the division. I would also like to see a clear focus on new immigrant issues to enable a meaningful process of integrating new Canadian citizens through our school system.

Our schools need to reflect the learning that also takes place outside of the conventional classroom. Students (especially immigrant youth) are often left to navigate differing cultural perspectives taught in class and at home. I have learned that families and community groups can help students through this process with mentorship, language, and after-school activities with the right encouragement.

Strongest typhoon in years rammed RP

Lessons learned from the King of Baking I just finished watching “King of Baking, Kim Tak Goo” - a Korean drama about a man named Kim Tak Goo, who experienced major hardships in his life mostly because of the orchestrations of other people, but still maintained his zest for life and faith in good things. Tak Goo was born out of wedlock. His mother was a governess in a rich family whose patriarch owned a popular bread and pastry business. He himself was a great baker. When the matriarch of the family failed to produce a son after several tries, the grandmother sort of thrown Tak Goo’s mother and the boss in each other’s company, thus came Kim Tak Goo. But of course the legal wife did not take it sitting down, and with the help of the husband’s conniving assistant

who was secretly in-love with the wife, tried every trick there is to make Tak Goo and his mother’s life miserable. One thing about the story’s protagonist is his joyful countenance. No matter what hardships or challenges thrown at him, he never lost his smile. Even during the most difficult times, he always has something to be happy about. And he shares that happiness to others like an unshakeable virus. Another virtue of Kim Tak Goo is is unwavering faith that good things will come to those who wait. He was separated from his mother at the age of 12. He spent all the years that followed looking for her, never losing hope that one day they will see each other again.

But of course there comes a time when he gets angry at people who makes his life and of those people he loves difficult. Still, he reigns his anger and tries not to let it cloud his judgement. The best thing about him is his being a great baker. He did not have any formal training, but he learned from observing and asking questions, and of course his magical nose helped a lot. Yes, by just using his nose and smelling things, he knows right away if a bread tastes good, and if the ingredients used were fresh or not. Even from a mile away. For the great baker, a bread is not just a bread. It is something you make with a happy and greatful heart thinking about the people who will eat it to alleviate their hunger and give them a good feeling. I know Kim Tak Goo is just a fictitious character, but his virtues should be real for all of us. May we never lose hope that after shadows pass, good things will shine; never lose that he most powerful typhoon joyful and grateful feeling for to hit the country in everything that happens to us; years rammed northern and that family and good friends Philippines on Monday killing should be treasured at all times. 10 people before exiting to South Hanggang sa muli! Super Typhoon “Juan” with international name Megi, packed sustained winds of 140 miles (225 kilometers) per hour and gusts of 162 mph (260 kph). It made landfall in northern Philippines and wreaked havoc on homes, trees and utility poles, cut phone and Internet services, and forced the evacuation of thousands to safer grounds. In Isabela province, more than 4,000 people seek shelter in school buildings, town halls, and churches. The province lost electric power along with 16 of the neighboring province of Cagayan’s 28 towns. The road network in the affected areas that includes Kalinga and Pangasinan provinces were either flooded or blocked by collapsed trees, power lines and debris. The powerful wind also forced the cancellation of ships and fishing vessels trips including several flights. The super typhoon was responsible for at least 10 deaths, including three men who drowned in a fish pond, a man who fell into a river, a woman who was pinned to death when a tree crushed her house, a security guard who was hit by a fallen tree, a mother and her 4-year-old daughter and 2-year-old son who were pinned to death when a tree collapsed on their house, and another man killed by lightning.

T

he successful Winnipeg Musiklaban 2010 event last September 18, 2010 held at the Garrick Centre downtown was able to raise a total of $1,843.24 for our beneficiaries - the PhilippineCanadian Centre of Manitoba and the GMA Kapuso Foundation. Organizers Arlene Ilag and Lucille Nolasco would like to thank all participating bands: Sacrament, Eryza Plague, Project Clear Sky, Casting the Circle, Hearts of Crosses,

Tuldok and Mustave (champion), for sharing their talents for a very good cause. Lito Taruc’s picnic gives great fun and relaxation for volunteers and supporters

L

ito Taruc’s last Sunday, October 17 picnic had a fiesta atmosphere. Food and drinks were available and to add historic flavour, Vickar Jeepney keeps our kababayans to be have a photo op; and to give a fiesta accent, Kayumanggi Dance Troupe performed dances especially Tinikling before the audience composed of candidates, volunteers and supporters. Reelectionist Mayor Sam Katz, together with other candidates, namely, Bev Pitura, Conservative candidate for Winnipeg Centre; Derek Dabee,school board of trustee candidate, Seven Oaks School Division; and Rolf Salfert, school board of trustee ward ll candidate, School Division No.1, graced the picnic and each one had a great time to connect with the people. Last Sunday’s gathering was a success as a day’s off from campaigning.

Minister Kenney Hosts Vancouver Town Hall on Marriages of Convenience

TTAWA, ONTARIO-(Marketwire - Oct. 14, 2010) - A town hall meeting on the issue of marriage fraud, also known as “marriages of convenience,” is being held tonight in Vancouver, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced today. This is the second in a series of cross-country town hall meetings the Minister is hosting on this issue. “I want to hear people’s views and experiences related to marriages of convenience and their opinions and ideas on how best to address them,” said Minister Kenney. “I believe

that we can sometimes get the best ideas from the grass-roots. That’s why we’re doing these consultations.” Another town hall meeting on this issue is planned for Montreal later this month. To complement the town hall meetings, Citizenship and Immigration Canada (CIC) recently launched online consultations on marriage fraud. The national online questionnaire is available on CIC’s website at cic.sondages-surveys.ca/s/ marriage-fraud/langen and is open until November 3 for public input. his recent visit to China, India and the Philippines, the top three sources of immigrants to Canada. There, he discussed opportunities for collaboration in combating immigration fraud, including the use of marriages of convenience to circumvent Canada’s immigration laws. Hundreds of people join MP Joy Smith in honouring true Canadian heroes.

H

undreds of people come out to help Joy Smith, Member of Parliament for KildonanSt. Paul, honour the heroes who have spent many years fighting against the horrific crime of human trafficking. Manitobans are not immune to this heinous crime as recently witnessed in this province’s first human trafficking arrest. “I am delighted to present awards to the leaders who make a significant difference in the lives of so many innocent victims,” commented Mrs. Smith. “These leaders have worked tirelessly for the benefit of others and I am proud to recognize them for their accomplishments.”

The people of Winnipeg joined Member of Parliament Joy Smith in her fight to end modern day slavery and to honour true Canadian heroes for their tireless work in protecting those who cannot protect themselves. On October 16, 2010 Mrs. Smith hosted the First Annual Honouring Heroes Award Ceremony. The event took place at 7:30 pm at Eastview Community Church (3500 DeVries Ave.) in East St. Paul, Manitoba. To honour these wonderful people, Mrs. Smith hosted a press conference earlier on October 16 at 11:00 am at Canad Inns Garden City. The press conference introduced the award recipients and their triumphant stories. Included were two survivors of human trafficking and a former RCMP officer who worked on the Willie Pickton file, Grand Chief Ron Evans and a reporter. “Many people would be appalled to learn that slavery exists in a modern and developed country such as Canada,” comment Mrs. Smith. “It is time for the people of Winnipeg and Manitoba to create another historic moment in our nation’s history and join the fight against the sexual exploitation of women and children.”

Natasha Falle was honoured for her support of trafficked women. As a former trafficking victim herself, Natasha has displayed impressive courage and determination to end human trafficking. She is the Founder and Executive Director of Sextrade 101, an activism organization that promotes public awareness and education to law enforcement internationally. She is also an instructor in the Police Foundation program in Ontario. Timea Nagy was honoured for her work with trafficking victims who have been rescued by the police. As a Hungarian woman, she was lured to Canada with hollow promises of work; she was then coerced into the flesh trade by being held captive in strip clubs and massage parlours. After escaping her perpetrators, Timea went on to run an organization called “Walk With Me.” She works with law enforcement agencies and has recently written her autobiography.

Mrs. Smith honoured these dedicated leaders for their tireless work in fighting human trafficking. Each recipient has made a unique contribution to fighting this crime, their names are:

Tamara Cherry is a reporter for the Toronto Sun who has written award winning articles on human trafficking. She began her work in this field in January 2008 with the first human trafficking arrests for Toronto Police. As a crime reporter at the Sun, she Grand Chief Ron Evans was has followed the topic of human honoured for his work in the trafficking, with a focus on domestic Aboriginal community. Jodi Sta. Maria discovers a new facet in her acting career

ctress Jodi Sta. Maria decided to veer away from her comfort zone to play the role of a prostitute and in the process discovered more acting freedom doing an indie film. Sta. Maria together with director Adolf Alix recently graced the prestigious Pusan International Film Festival in South Korea for the

screening of the indie film “Chassis.” “Chassis” tells the story of Nora (played by Sta. Maria), a homeless woman who was forced by circumstances into prostitution to earn a living for her daughter. Her excellent performance earned a positive review from Variety, a highly-regarded American weekly entertainment-trade magazine.

Sarah Geronimo grabs Entertainer of the Year award

inger Sarah Geronimo was cited as Entertainer of the Year for this year’s Aliw Awards held Oct.18 at the Manila Hotel. The young singer scored a double feat as she also won the Best Major Concert (Female) award. Inducted into the Aliw Hall of Fame for winning the same category at least three times were Ryan Agoncillo (Best Male Emcee), REtroSPECT (Best Group Performer in Hotels, Music Lounges and Bars) and the UP Concert Chorus (Best Choral Group). fter disappearing from the showbiz scene for quite a time, Diana Zubiri broke her hibernation to play the role of a pregnant woman accused of her vasectomized husband of infidelity and immorality in the Thursday episode of TV5’s Untold Stories. The sexy actress explained that she temporarily turned her back from the movie scene to fulfill her dream of finishing college. These are just some of the popular writers in the annals of Literature who have effectively used pseudonymity in writing, not because they were cowards or were trying to run away from the responsibility for their writings but because of various valid reasons that well suit their purposes.

Ramos’ 66%; tied with Joseph “Erap” Estrada; and much higher than Gloria Macapagal Arroyo’s 24%. However, except for Ramos whose “satisfaction rating” was pretty stable during his first two years in office, the “satisfaction ratings” of Cory, Estrada, and Arroyo plunged during their first year in office. The question is: Which way would P-Noy’s “satisfaction rating” go during his first year in office? Up or down? While a majority of the people would still be confident that P-Noy is honest and incorruptible -- thus deserving of a high personal “satisfaction rating” -- it might not hold true with his “performance rating” which was manifested poorly in the second and third surveys published last October 11 and October 16. With 41% of the respondents “dissatisfied” of his performance and 50% believing that he can only fulfill “a few” of the promises he made in his SONA, that is definitely a big “red flag” and P-Noy should strive hard to improve his performance and program of government. The previous two surveys are the following: The first SWS survey was about P-Noy’s “satisfaction rating.” The results were published on October 5, 2010, to wit: 71% of the respondents were “satisfied” with P-Noy’s performance while 11% were “not satisfied.” That places his “net satisfaction rating” at 60%. The second SWS survey conducted during the same period was published on October 11, 2010. The respondents were asked: “In your opinion, how many of the promises of Pres. Noynoy Aquino can be fulfilled?” The results were: 9% said “all or nearly all”; 35% said “most”; 50% said “a few”; and 4% said “almost none.”

system and push the country on the road to industrialization. In my opinion, industrialization is the only way to bring about real and meaningful economic progress in the Philippines. Political will But first things first. P-Noy has to have the political will to implement the changes he promised the people. He needs to go beyond the “wang-wang” politics that awed the people during his inauguration. He needs to demonstrate leadership

skills and do away with “hotdogeating” gimmickry. While it might endear him to the “common tao” in the short run, the real challenge for him is to assert his primacy as the nation’s leader and impose his supremacy when dealing with recalcitrant and troublesome subordinates. He can be caring yet resolute. He can be fair yet astute. He can be a benevolent yet stern disciplinarian. And he can be loved by the people yet feared by his enemies. These traits are the mark of a true leader. That’s the P-Noy we’d like to see.

ithin a week, President Beningo “P-Noy” Aquino III’s love life has dominated the “chizmis” crowd after it was revealed that he broke up with his girlfriend, Shalani Soledad. Indeed, three young “chicks” – Trish, Barbie, and Liz -- were rumored to having a love affair with P-Noy. If that were true, P-Noy would qualify as a playboy or “chickboy.” Yup! And I wouldn’t be surprised if some “chizmosas” would swear that they have seen P-Noy with a “chikinini” (hickey). Hmm… Makes one wonder if that “chikinini” was the cause of his breakup with Shalani. Meanwhile, Shalani denies the “chizmis” that she has been dating the Mayor of Valenzuela. Hey, it’s a free country. Besides, the Mayor is younger than P-Noy. As some women would say, “Age really matters.” Looking at the pictures of his young “chicks,” P-Noy seems to agree as well. While P-Noy can get rid of any of his “chicks” like flicking a cigarette butt into the trash can, he’s stuck to his longtime friend, mentor, and “shooting buddy,” Rico E. Puno. A lot of people have advised P-Noy to fire Rico as Undersecretary of the Department of the Interior and Local Government (DILG) for complicity in the August 23 bloody hostage-taking crisis and the jueteng payola scandal in which he was

alleged to be receiving P8 million a month from jueteng lords. “No way,” says P-Noy. Unlike his expendable “chicks,” Rico is indispensible and untouchable. Reminds me of England’s King Edward VIII who gave up his crown for the love of a divorcee. Hey, that’s what true love – or in the case of P-Noy, true friendship -- is all about. Latest Manila sport… After P-Noy split with Shalani, there’s a new sport in Manila called “Spot-Noy-on-a-date.” It started when P-Noy was seen at Nuvo Restaurant and Wine Bar with a pretty young woman who was rumored to be Barbie Palagos. But Nuvo’s manager claimed that it was not Barbie, “The Barbie Palagos seen with the President that night was not the same woman in Facebook. The Barbie in Facebook was younger than the one who dated Mr. Aquino, and she was 25 to 27 years old.” Hey, does it matter whether it’s Barbie or not as long as P-Noy is satisfied with his date? “Satisfaction” survey… In the recent Social Weather Stations (SWS) “satisfaction” survey conducted from September 24-27, 2010, the National Administration of P-Noy took a beating when 41% of the respondents said they were dissatisfied with his National Administration, particularly on the issue of “Resolving the hostage-taking of

Senior Inspector Rolando Mendoza,” while 36% said they’re satisfied and 21% were undecided. Perhaps, it’s time for P-Noy to let go of his “shooting buddy” and concentrate on his “chicks.” “No way!” Oops, sorry… I forgot, untouchable pala si Rico. P-Noy’s whipping boy… Poor Prisco Nilo, P-Noy fired him two months ago as weather bureau chief for providing him with wrong weather forecast. Sad to say, P-Noy is still whipping Nilo today. He said that Nilo is “not owning up to his mistakes during his watch.” Come on Mr. President, Nilo’s mistake did not cause people to die while the incompetence of your “shooting buddy” may have contributed to the death of eight Chinese tourists. Wasted American taxpayers’ money… A news report says, “The United States government has allotted more than $1.5 million worth of training and equipment assistance for the Philippine National Police (PNP) in order to improve the organization’s anti-kidnapping and hostage negotiation capability following the August 23 hostage fiasco in Manila.” What a waste of American taxpayers’ money. All P-Noy had to do was fire his “shooting buddy” and appoint a qualified and competent Undersecretary to oversee the PNP. New Jueteng guidelines… A news report says, “The Philippine Charity Sweepstakes Office (PCSO) sent Friday the new guidelines on the controversial Small Town Lottery (STL) to Malacañang to inform President Aquino on the steps being crafted by the PCSO as a campaign against ‘jueteng.’ PCSO chairperson Margie P. Juico said she believes it is better the new STL guidelines to get the approval of Malacañang before they are finalized and implemented.” I wouldn’t be surprised if P-Noy would ask his “shooting buddy”

to “review and revise” the new jueteng guidelines. Who knows, his “shooting buddy” might have some vested interest in it. By the way, jueteng whistleblower Sandra Cam revealed a few weeks ago that certain PCSO officials were getting mini-Cooper cars from Pampanga jueteng lords. Is that all they’re getting? Heck, the Pampanga jueteng operations are generating P33 million a day! And all they’re getting are those funny looking midget cars? Gloria junketing to South Korea… A news report says, “Former President and now Pampanga 2nd district Rep. Gloria Macapagal-Arroyo will lead allies from Pampanga in a 6-day trip to South Korea. Arroyo will be joined in her trip by her political ally, Pampanga Gov. Lilia Pineda. Pineda and her husband, Rodolfo ‘Bong’ Pineda, were recently invited to a Senate inquiry on jueteng after being accused of being jueteng operators in Pampanga.” Hmm… Don’t be surprised if the South Koreans will start jueteng in their country pretty soon. Yup, it looks like La Cuarta Nostra is going international, folks. Like they say in Juetengland, “Cuarta na! Cuarta na!” By the way, Gov. Lilia Pineda insists she is not a “jueteng lord.” Yup, she’s right. She’s not a “jueteng lord,” she’s a “jueteng queen.” Dyok of the Week… A news report says, “Interior Secretary Jesse Robredo on Thursday assured that it has been clear with Rico Puno, a shooting buddy of President Benigno Aquino III, that he is not the boss in the Department of the Interior and Local Government (DILG).” Robredo said, “I’m Rico Puno’s boss.” Hehehe…

Immigration Law: Marriages of Convenience (Part 2: Genuine Relationships)

n the last issue, I discussed how the Government of Canada has launched a national online consultation on marriage fraud or marriages or relationships of convenience. Marriage fraud is when a foreign national marries or gets into a relationship with a Canadian citizen or permanent resident solely to immigrate to Canada. While marriage fraud is a serious problem, marriage fraud does affect applications for people in genuine relationships. If my marriage is genuine, why am I affected? Because of the large number of marriage fraud cases from the Philippines, all marriage cases are looked at more closely. I have personally seen a number of genuine cases refused because visa officers believed the marriage to be one of “convenience” when it was real. How can I convince a visa officer that my

marriage is real? When you prepare your application, you should keep in mind that the visa officer is likely a total stranger to you. If a visa officer has a question about the relationship and the answer is not clear from the documents you submit, he or she will call for an interview. In this case, visas may take 2 to 3 times longer to issue. Also, the chances of refusal increase. I put in all of the documents from the checklist on the Web site, isn’t this enough? Simply putting in documents on Citizenship and Immigration Canada’s checklist may not be enough. Visa officers have manuals that list other documents, not on the checklist, to look for. In addition, there are a number of Immigration Appeal Division and court cases that talk about documents that can be used to prove a relationship is real. Some of these documents do not appear on the checklist. In all my years of practice, I have always put in more documents than on the checklist. How do I know what documents to enclose? Proving that your relationship is real can be difficult. When submitting an application, it is necessary to carefully review your relationship and the documents that you may have to show the relationship. Since every relationship is different, no two applications are the same. A spousal sponsorship application is different from other immigration applications, such as one under the Provincial Nomine Program. Under the

Provincial Nominee Program, you have to prove more objective things. For instance, when you have to prove that you graduated from university, you can show a diploma and transcript. However, proving that you love someone through documents can be tricky. In my practice, I generally speak to the client to get to know about their relationship. We then go through the types of documents they may have and choose the relevant ones for submission. Prime Minister Harper paves the way for Julie Javier’s candidacy for Winnipeg North

rime Minister Stephen Harper has given full support for Julie Javier’s candidacy for the Federal Winnipeg North during his visit in Winnipeg at the rally held recently at Polo Park CanadInns. At first,Public Safety MinisteR Vic Toews publicly announced the candidacy of Julie Javier, a well-known Filipino community leader in Winnipeg, as an acclaimed candidate for a possible by-election this coming fall. And then, Julie Javier introduced Prime Minister Harper to the more than 900 people composed of Manitoba Members of the Parliaments, Senates, official candidates and supporters. As Julie said: “While travelling from coast to coast, Prime Minister Stephen Harper has consistently reached out to the grassroots of our party and to Canadians from all walks of life. He is a man with a clear vision for Canada. His leadership, his resiliency and his tenacity have guided Canada’s economic out of a global recession . Canada’s economy has become the envy of the world.” Prime Minister Stephen Harper cited the job security when he visited Bristol Aerospace in the early morning Winnipeg visit. And in the afternoon, Harper met with Conservative Party members at the Canad Inns where he spoke on his minority government’s achievements on economy, jobs and security. Harper had a grand time to speak informally with the party supporters and members after the rally. “Thank you for this opportunity, Prime Minister to see you and talk to you in person”, one of members of the visible minority who brought a special gift for the Prime Minister. Most of the Filipino delegates had a great opportunity for a pictorial with the Prime Minister. “I will not forget this moment with the Prime Minister who is very accommodating and approachable,” one of our kababayans said.

MS: Yes, we strongly believe in the “Power of Unity”, and we believe this is God given mission so God will always be with us and provide us but in His time. FJ: For the time being, would there be additional Holy Mass celebrations to accommodate the growing number of parishioners? MS: This question of additional Holy Mass Celebrations has been considered already, however, let us remember that the Church is not only concerned about Mass celebrations. There are other

MS: Actually and thanks be to God more and more people are interested in sharing their Time, Talents, and Treasures for this project even before the conceptualization of the Power of Unity Concert. In fact people are already starting to give their pledges and some have already donated for a specific place of the Building. Of it is always God who will encourage people and for this we always pray. FJ: With you as an inspiration for this project, would you ask favours from all walks of life? MS: HA....Of course am not the inspiration of this mission. It is God! And to God we give honour and praise...WE are just God’s instruments. Let us remember i am just continuing what my predecessors have begun.
