My Ride Ron Cantiveros
Luxury at first sight
2012 Cadillac SRX AWD Premium edition
A
t first glance, I knew I was going to have fun driving this luxury crossover! Just one look at the hard lines of the front chrome grill, large Cadillac emblem, 20” aluminium rims and the aggressive styling of the 2012 Cadillac SRX AWD screamed fun and excitement as I picked up the SRX for my week-long road review. I couldn't wait to hop in the driver’s seat and run through my weekly new car checklist. As with many luxury automobiles, there are features upon features
and the 2012 Cadillac SRX is no different. The list of premium equipment in this crossover is long so let’s start with the panoramic sunroof. The sunroof extends all the way to rear passenger cabin and the view is fantastic. Throw in heated and ventilated 8-way leather power seats in the front and heated seats for the rear passengers. Also included is park assist, variable power liftgate control, rear camera, pop-up navigation system, HID headlights and a lot more! The
2012 Scion iQ
I
f you love small cars, you'll love the new Scion iQ. It's definitely a head turner and while you enjoy this little road rocket cruising through the streets of Winnipeg but you may feel the pot holes. The 2012 Scion iQ sporty looking compact with a 1.3L 4-banger pumping out 94hp. The iQ comes in one trim level
and starts at $16,760. Over $4,200 in available options including 16" alloy wheels, premium Pioneer audio and XM Satellite radio. One more thing, the iQ comes with 11 air bags. Yes, eleven air bags. Don't worry, the Scion dealership in Winnipeg is opening soon in the Waverley Auto Mall.
Working behind the wheel and running errands in the Exchange. Thanks to Winnipeg Free Press photographer, Mike Deal for having his camera handy as he was walking across the street.
analogy clock is always a nice touch too. Interior styling of the Cadillac SRX offers double-stitched leather and wood accents. The centre stack console is sharp and elegant with the 8” LCD pop-up navigation display. The ventilated seats are great for Manitoba summers while the heated seats are an absolute treat during our long and cold Manitoba winters. Speaking of winter, one other great feature is the heated steering wheel. Perfect for the time you forget your gloves. Seating room in the back is comfortable as I had more than enough leg room. The heated seats in the back are a welcome bonus. Looking for cargo space? The 6040 rear seats drop down to give you a flat cargo floor. Under the hood, the Cadillac SRX is powered by a 3.6L V6 6-speed automatic transmission and cranks out 308hp and 265 lbft of torque.
The Cadillac SRX comes in seven different trim levels and starts at $42,160 and tops out with our tester model, the SRX AWD Premium package at $54,580. Our test vehicle came with the added 20” aluminum rims for an extra
$1,945. Total price of our tester MSRP $56,525. Among the list of cars in the same category as the Cadillac SRX include the Lexus RX350, BMW X3, Mercedes-Benz GLK350, Ford Edge and Acura MDX.

My Inner Off-Road Junkie Unleashed Beast Mode in the Ford F-150 Raptor SVT
T
he one week that I had this beast was the one week Manitoba was bone dry. After asking several farmer friends if I could help aerate their fields, I was told there's no mud for miles. I settled for driving 2012 Ford F-150 Raptor SVT to Seddon's Corner by Beaujejour, Manitoba for a little dusty offroad fun. Under the hood is a 6.2L V8 and pumps out 411hp and 434 lb.-ft. of torque and can demolish any gravel road in our fine province, and perfect for the low-speed off-road adventures at Seddon's Corner. The front camera system worked like a charm as I drove up, down and through the gravel pits. The front camera system engages during low-speed and helped navigate
along steep inclines and around large boulders. Go figure, the day after I return the Raptor, Winnipeg gets hit by an early rain, sleet,
slush and snow storm. Mud was everywhere. The 2012 Ford F-150 Raptor SVT 4x4 SuperCrew media vehicle, as tested was $64,749.
Stay calm and keep driving. I kept saying to myself, "The truck will not flip over. The truck will not flip over". Taking the Ford F-150 Raptor through it's paces at Seddon's Corner. Photos by Ron Cantiveros | Filipino Journal

Playing the Six-String with Twelve Fingers (On Johnny Marr, formerly of The Smiths)
A
mong the countless brilliant musicians in the New Wave / Postpunk genre, Johnny Marr remains to be on the list of my favorites. Marr began his career as the guitar player and co-songwriter in the legendary English band The Smiths (1982– '87), which released four full-length studio albums: The Smiths (1984), Meat Is Murder (1985), The Queen Is Dead (1986), and Strangeways, Here We Come (1987). I love Marr's signature guitar style which he developed and had become apparent in his works with The Smiths—jangly and folky, a playing that combined strumming and plucking, creating crisp and melodic multitones of notes—a style that now also defines Postpunk music. After The Smiths, Marr pursued a path of a prolific collaborator, joining bands and leaving in their music his signature sound. Among these collaborations, the following are the most remarkable. The Cribs Marr's contribution to The Cribs is in the English Indie band’s
fourth album, Ignore the Ignorant (2009). Marr’s guitar works are really different from those of the rest of the albums of The Cribs. Marr truly has his own distinctive style, especially to one who is familiar with his body of works. Recommended songs: “We Share the Same Skies,” “Last Year’s Snow,” and “Victim of Mass Production.” Modest Mouse Another must-listen is his contributions to the music of Modest Mouse during his being a member of this US Indie band—in the fifth and currently last album, We Were Dead before the Ship Even Sank (2007). His guitar tracks are always unmistakable. Recommended songs: “Dashboard,” “Missed the Boat,” and “We’ve Got Everything.” The The His works with The The made the music of this classic English Postpunk band more guitaroriented, inevitably—Mind Bomb (1989) and Dusk (1993), The The’s fourth and fifth album, respectively.

Road to peace in Bangsamoro
T
he historic signing of the “Framework Agreement on the Bangsamoro” was accomplished on October 15, 2012 at the Malacañang Palace. It was not the final peace accord that the parties wished for but it was a good start considering what everybody involved in the process had gone through. The Framework Agreement would lead to the creation of a “new autonomous political entity” (NPE) called “Bangsamoro.” This would replace the existing Autonomous Region in Muslim Mindanao (ARMM), which is composed
of the predominantly Muslim provinces of Maguindanao, Sulu, Basilan, Lanao del Sur, and TawiTawi; and the cities of Marawi and Lamitan. In addition, the provinces of Lanao del Norte and North Cotabato, which are not part of ARMM, will be included in the new Bangsamoro. Finally, President Benigno “P-Noy” Aquino III’s relentless pursuit of peace with the Moro Islamic Liberation Front (MILF) is paying off. With the Framework Agreement in place, all the players can now work together – if they can -- in achieving peace, which has eluded us for decades.
Recommended songs: “The Beat(en) Generation,” “Gravitate to Me,” and ”Slow Emotion Replay.” Electronic His guitar works with Electronic are subtle in the first, selftitled album; however, he seemed to have gone Postpunk mode again in the ensuing albums—Raise the Pressure (1996) and Twisted Tenderness (1999); he also played harmonica on some tracks, like he did in The The. Recommended songs: “Getting Away with It,” “Get the Message,” “Tighten Up, “Forbidden City,” “For You,” and “Vivid.” Johnny Marr & the Healers Ironically, I couldn't feel the Marr I love in the music of Johnny Marr & the Healers—which released its debut and, to date, only album, Boomslang in 2003— maybe because he was exploring a different avenue here—in which he was more into the bluesy side of Rock rather than into the Postpunk. He was also the lead vocalist, so this extra main task may have diminished his focus on the guitar works. Recommended songs: “Down on the Corner,” “Something to Shout About,” and “You Are the Magic.” Talking Heads and Billy Bragg Notable also are his guitar contributions to the single "(Nothing But) Flowers" by Talking Heads, from the album Naked (1988); and to the song "Greetings to the New Brunette" by Billy
Bragg, from the album Talking with the Taxman about Poetry (1986). Marr's Smiths-style really came out in these songs—jangly, melodic combination of strumming and plucking. Lest I forget, here are my recommended songs by The Smiths in which Marr’s guitars are prominent: “This Charming Man,” Heaven Knows I’m Miserable Now,” “I Want the One I Can’t Have,” “William, It Was Really Nothing,” “Big Mouth Strikes Again,” “The Boy with the Thorn in His Side,” and “Girlfriend in a Coma.”
Final Note The above are only Marr's more notable contributions to the world of music. In his prolific and enduring music career, he has collaborated and continues to work with numerous fellow artists not limited to his obviously preferred genre of Rock. (He has already worked with the composer and film scorer Hans Zimmerman.) In the “100 Greatest Guitarists of All Time” 2012 Special Collectors’ Edition of the music magazine Rolling Stone, Marr ranked 51st.
Indeed, the circuitous road to peace took many turns and detours that seemed to go nowhere. And each time that peace seemed to be at hand, an armed conflict breaks out between government forces and the 12,000-strong MILF rebels, pushing everybody back to square one. It was like a “line dance” number: one step forward, two steps back, make a turn and repeat the number. Now that the dancing is over and the parties had signed the framework, the challenge is how to achieve a lasting peace in the Bangsamoro. It is interesting to note that the MILF is not the only Muslim rebel group in Mindanao. There are several others: at least two factions of the Moro National Liberation Front (MNLF), and the breakaway Bangsamoro Islamic Freedom Fighters (BIFF). Currently, the government has an existing – albeit shaky -peace agreement with MNLF that
was signed by Nur Misuari and then President Fidel V. Ramos in 1996, which ended the 24year secessionist war that MNLF waged. The 57-member Organization of Islamic Conference (OIC) recognizes the Misuari-led MNLF faction. Misuari had made it known that he opposed the creation of Bangsamoro as envisioned in the Framework Agreement because he claimed that it violated the 1996 peace agreement, which MILF opposed at that time. The weekend before the signing of the Framework Agreement, Misuari met with Sulu Gov. Sakur Tan – an ally of P-Noy – in Zamboanga City to allay fears that it could “spark unrest and may lead to war in Mindanao,” as reported by the media. “I was misunderstood. What I said was the ‘framework’ might be a recipe for a crisis which may include war,” he told Tan.
Barring any new conflict, an autonomous Bangsamoro region could usher in the dawn of peace and progress in a region long neglected – and abused – by the Central Government in Manila. Due to take effect upon the completion of a comprehensive agreement by the end of the year, Bangsamoro will be governed by a Basic Law administered by an elected “ministerial form of government,” which I believe would be akin to a parliamentary system. The Bangsamoro Government will have an asymmetric relationship with the Central Government in Manila. Powers As stipulated in the Framework Agreement, “The Central Government will have reserved powers, the Bangsamoro Government shall have its exclusive powers, and there will be concurrent powers shared by the Central Government and the

Ambassador Gatan Completes Economic and Consular Mission to the Maritimes
A
mbassador Leslie B. Gatan led Team Philippines in Canada on an economic and consular mission to the Maritime Provinces of historic Prince Edward island and scenic New Brunswick from 24 to 30 September 2012, thus rounding out his tour of Atlantic Canada -which started in Newfoundland and Labrador, as well as in Nova Scotia, in April 2012. In the Cradle of Canadian Confederation Ambassador Gatan visited historic Prince Edward Island – known as the cradle of the Confederation, and held calls on and meetings with the Honorable Lieutenant Governor H. Frank Lewis, the Hon. Premier Robert Ghiz, His Worship Clifford Lee, Mayor of Charlottetown, the Honorable Allen Roach, Minister of Innovation and Advanced Learning, the Honorable Janice Sherry, Minister of Environment, Labor and Justice, and Mr. Lee Brammer of Innovation PEI. Ambassador Gatan further held meetings with business leaders and managers and visited manufacturing facilities in the province, including the Mussels King facility at Morell, the Master Packaging Plant at Borden, the Cavendish Farms in New Annan, and the Testori Americas Corporation in Summerside. The Ambassador met such prominent business leaders such as Mary Jean Irving and Ellen Dockendorff.
The Ambassador toured the campus and modern facilities of the Holland College and met with President Brian McCauley and Justin Dunn. The visit of the Ambassador and his delegation was facilitated by the Chief of Protocol Mary Ellen Morieke and Mrs. Leticia Da Rosa, the latter among the pioneering Filipino migrants in the province. The Ambassador saw firsthand how Filipino migrants and workers continue to demonstrate the kind of work ethic and skill sets Filipinos are known for in the world. On the occasion of the visit of the Ambassador, the Philippine Embassy Consular Section conducted a parallel consular service to Filipino nationals at the Jack Blanchard Family Centre. The Ambassador announced that the provision of the consular service would be scheduled on a yearly basis, to service the needs of the growing Filipino community in the province. The Ambassador and his delegation were feted by the community, which, even without any formal representative organization, showcased a deep sense of unity and camaraderie that would evidently be unique and unparalleled in Canada. Joining the Filipino workers during the get-together were the employers as well as His Worship Mayor Lee themselves.
Team Philippines-Canada Consolidates Economic Diplomacy Initiatives 6 October 2012 – Against the backdrop of Canada’s fastest growing provincial economy, members of Team PhilippinesCanada (TPC) convened in Edmonton, Alberta on 6 October 2012 for the annual Economic Diplomacy Workshop of Philippine foreign service posts in Canada. Led by Ambassador Leslie B. Gatan, workshop participants included officers of the Philippine Embassy in Ottawa, the Philippine Consulates General in Toronto and Vancouver and their Labor Attachés, Department of Tourism representatives based in Chicago and San Francisco, and the Agriculture Attaché holding office in Washington, D.C. Honorary Consul General Esmeralda Agbulos extended logistical support to TPC, together with members of the Filipino community in Edmonton. Ambassador Gatan and Minister Neil Ferrer opened the workshop with an overview of Philippine economic interests in Canada. First Secretary Eric Tamayo followed through with
a presentation on the outlook for the Philippine economy. TPC also benefitted from briefings on Philippine agribusiness in Canada by Dr. Josyline Javelosa, Philippine tourism promotion by Director Vernie Verlarde-Morales, Philippine medical tourism by First Secretary Flerida Ann Camille P. Mayo and an overview of Philippine Labor and Migration by Atty. Bernardino Julve. At the end of day, TPC laid guideposts for economic diplomacy thrusts across Canada in 2013. Among areas that will require TPC’s focus
Hope and Luck and the Harvesting of Potatoes The potato continues to be intricately linked to the wealth and livelihood of Atlantic Canada, demonstrating the proverbial luck in harvesting the spud from planting veritable pebbles. At New Brunswick, Ambassador Gatan and his mission explored ways to have the famed luck extend to possible linkages in trade, commerce and investment between Filipino and New Brunswick enterprises. New Brunswick is the new land of hope particularly for the increasing number of Filipino migrants and workers in the province. Ambassador Gatan called on the Honorable Graydon Nicholas, Lieutenant Governor of New Brunswick, as well as His

Worship Mayor Brad Woodside. The Honorable Speaker of the Legislative Assembly Dale Graham hosted a luncheon for the Ambassador and his delegation, and were joined by the Honorable Sue Stultz, and subsequently joined by the honorable Premier David Alward. The official meetings were facilitated by the Chief of Protocol Anne Reynolds. Ambassador Gatan visited the corporate headquarters of McCain Foods in FlorencevilleBristol and met with Chairman Allison McCain and other McCain corporate officials. The delegation also presented a country briefing before the Fredericton Chamber of Commerce headed by Krista Ross. Meanwhile, consular services were provided for in

Fredericton at the Willie O'Ree Place in collaboration with the Filipino community leaders in the city. During a dialogue with the community, Ambassador Gatan and Labor Attache Francisco Luna addressed the queries and concerns of Filipino temporary workers. They were joined by provincial immigration officers and consultants. The community members gathered welcomed the announcement from the Ambassador that consular services would be rotated among the major cities in New Brunswick on a yearly basis in recognition of the growing number of Filipino moving to Canada and requiring consular assistance and services.
From Top left clockwise: Ambassador Gatan with New Brunswick Premier David Alward; with PEI Lt. Governor H. Frank Lewis, with Charlottetown Mayor Clifford Lee, New Brunswick Lt. are employment prospects for Filipino labor and the protection of temporary workers, agribusiness and investments that foster inclusive economic growth and food security, and the promotion of Public-Private Partnership (PPP) projects. To better market Philippine destinations, seminars and familiarization visits for tour operators as well as a pilot TPC Tour are in the offing. “In all our economic diplomacy initiatives, we derive our mandate from the President’s Social Contract with the Filipino people and the three pillars of Philippine foreign policy. Team Philippines-Canada follows the lead of Secretary Albert F. Del Rosario in reaching beyond our grasp to serve our country’s best interests in Canada,” Ambassador Gatan affirmed.

204.987.6890 Lucy Liu apologizes, says she was taken out of context
H
ollywood actress Lucy Liu of “Charlie’s Angels” fame has issued an apology for a controversial comment she made on “The Late Show with David Letterman.” on October 11. When the TV host asked Liu if she enjoyed running indoors or outdoors, she replied: “I run on a machine—it’s easier for me. Also, if I get really dark, I’ll start to look a little Filipino. It wouldn’t match if I start getting darker, you know what I mean? I can get really dark if I’m in the sun too much.” Liu’s remark quickly elicited criticisms in online blog posts and social media sites for being “racist” with the intention to insult an entire country. In a statement given to the newspaper Inquirer Liu said, “I am so sorry that my comment was taken out of context, as I would never insult another group or ethnicity.” However, Liu has not answered the Inquirer’s followup question: Why she used the phrase “a little Filipino” if she had been concerned only about the consistency of her character’s skin color. Liu is shooting her new TV series, “Elementary,” in which she plays Dr. Joan Watson to Jonny Lee Miller’s Sherlock Holmes.

Province unveils new sports opportunity fund designed to help keep kids out of crime
C
ommunity organizations in Manitoba will get sports equipment and vital facility upgrades as part of a new Strategy to Keep Kids Out of Crime, Children and Youth Opportunities Minister Kevin Chief earlier this month. Minister Chief said the strategy comes out of months of consultation in which he listened to people in communities, large and small, across Manitoba. "Thousands of Manitobans from different backgrounds and all regions of the province came out to share their stories, concerns and ideas," said Chief. "Everywhere I visited I heard about the importance of providing positive options and opportunities to kids no matter where they live. I am working with our community partners to keep focused on those priorities." As part of the five-point Strategy to Keep Kids Out of Crime, the province today launched a $500,000 Sport Opportunities Fund, which will give more young at-risk Manitobans the opportunity to get involved in sports and find healthy and positive after-school and weekend opportunities, Chief said.
The minister said community-based sport and recreation organizations will be able to apply for grants that will increase sporting opportunities for high-needs youth and communities with: *up to $10,000 for permanent equipment such as volleyball standards, goal frames and athletic field line painters; and *up to $2,500 for equipment with a shorter life span such as volleyballs, pucks and uniforms. Manitoba's Strategy to Help Keep Kids Out of Crime has five key points: 1. strengthening the early years and schools; 2. creating youth opportunities; 3. supporting recreation and healthy communities; 4. promoting mental health and preventing substance abuse and 5. safer streets with more beat cops, better correctional facilities and tougher laws. To learn more about Manitoba's efforts on crime prevention and youth opportunities and to apply for to the Sports Opportunities Fund, visit www.gov.mb.ca/cyo. Three Champions, Two Super Fights, One Legend
U
FC Middleweight Champion Anderson Silva stood with his back against the cage, hands down, taking punch after punch from “American Psycho” Stephan Bonnar. On Saturday, October 13, 2012, Anderson Silva went up a weight class to take this fight on short notice, in order to save the UFC 153 card from cancellation. The event took place in Silva’s homeland, Rio de Janeiro, Brazil and granted, no one gave Bonnar much of a chance, yet to see the distain for Bonnar’s skills, and the ease of disposing him, Anderson Silva has added another story to his legend.
At the age of 37, Silva has said he wants to fight for only five more years. That means he’ll only fight a few more times and only marquee fights will whet the appetite of the Champion. Which is why he has shied away from taking fights against middleweight contenders Chris Weidman or Michael Bisping. There are two fights fans would like to see, and both are Super Fights. Also, like Silva, both fights involve other UFC Champions; welterweight champion Georges St-Pierre and light heavyweight champion, Jon Jones. Anderson Silva has requested George St-Pierre to be his next opponent. No doubt, a money
maker for both men as well as the UFC. However, before this fight could happen, St-Pierre has to get past interim champion, Carlos Condit. Which is no small task, especially, after being sidelined with an injury to his ACL. If GSP does get by Condit, expect him to be Silva’s next fight. This fight makes sense in that both are long reigning champions and have cleared out their divisions. The other super fight in question is a match up with Jon “Bones” Jones. Jones recently defended his light heavyweight championship against Vitor Belfort. With the exception of Dan Henderson, there is no other contender in the light heavyweight division that the champion hasn’t defeated. So a fight with Anderson Silva, who just fought at 205 lbs, seems within reach. Unfortunately, neither Jon Jones nor Anderson Silva wants to take this fight. In fact, after defeating Stephan Bonnar, Silva stated that it would be his last fight at light heavyweight. This is a case of fans, Dana White and the UFC brass wanting to see this fight. Both super fights would be “must-see” events, but will we get to see them? I say money talks,
Filipino Journal 13
but the only way we would get both, is if Anderson Silva beats the first match up. I say GSP defeats Condit, then goes on to face Anderson Silva. This fight
will go in Silva’s favor and the overwhelming call from fans will get us Anderson Silva versus Jon Jones.
Annual Bike-B-Q celebrates active transportation
I
n it's 4th year, Councillor Mike Pagtakhan hosted his annual Family Bike-B-Q fun ride and fiesta where over 140 participants peddled their way from Northgate Shopping Centre to Kildonan Park last September. This year's theme of "Heros" was inspired by the 2012 Summer Olympics in London and participants came dressed as super heros and even Dr. Jose Rizal in a uniquely built ped-bike just like in the Philippines. The annual family fun event features a parade of bikers (cyclists) of varying age with the youngest at 5 years old to a youthful age of 78. All 140+
cyclists are under the watchful eyes of the Winnipeg Police Service as they are escorted in safety from vehicular traffic. At Kildonan Park, everyone was treated to a good old fashioned BBQ fiesta, with prizes and awards. Just like Chito Sta. Brigida, a 4-year Bike-B-Q veteran, and several cycling enthusiasts will help grow this annual event. In addition, community participation and volunteer support from Filipino groups such as the Filipino Seniors, Ilocano Association and the Bacoor Association have added to the Bike-B-Q success.

Loan program for skilled immigrants promises a better life!
A
new loan program was launched recently to help the immigrants who were dentists, nurses, engineers or other skilled workers in their home countries put their experience to use in Manitoba by offering a micro loan to help meet the Canada's re-accreditation and training requirements. Recognition Counts! MicroLoans for skilled immigrants is a two-year pilot program that will offer loans of up to $10,000 to low-income skilled immigrants and provide them with career and financial counseling. Recognition Counts! was designed by SEED Winnipeg and Assiniboine Credit Union in collaboration with the Manitoba Immigration and Multiculturalism, the Federal's Foreign Credential Recognition Loans Pilot Project of Human Resources and Skills Development Canada (HRSDC) fund program. HRSDC is providing SEED Winnipeg with $1.2 million, including $1 million for a loan loss reserve that will guarantee 80% of each loan. SEED plans to grown the loan loss reserve. "We all know dentists, engineers or nurses who are driving cabs or cleaning offices so they can support their families," said Cindy Coker, executive director of Supporting Employment and Economic Development (SEED) Winnipeg. “This program helps ensure that immigrants who want to work in their chosen field can get the certification, upgrading or training they need to have their education
and experience recognized here. This program is built on a broad immigrant support network that will be key to each individual's success." "Our government's top priorities are job creation and economic growth and we need to address the growing skills and labour shortages faced by many regions of the country," said Diane Finley, Minister of Human Resources and Skill's Developments. "By partnering with the Government of Manitoba and organizations like SEEDWinnipeg to help internationally trained professionals put their skills to work sooner, we are working together for Canada's long-term prosperity." "Manitoba continues to work on initiatives that help internationally educated immigrants work in their field sooner," said Christine Melnick, Manitoba's Immigration and Multiculturalism Minister. "These loans are another example of Manitoba's commitment to help overcome barriers to qualifications recognition that prevents skilled workers from entering the labour market." Nigel Mohammed, director, ACU's Community Financial Centre stated that these loans will help skilled immigrants to move out of poverty. They will now be able to get better paying jobs to support their families. "At Assiniboine Credit Union (ACU), we know that stable families create stable communities and help build a stable province," he said. According to Mohammed,
offering these loans is another ACU's ongoing commitment to provide financial services for the benefit of people and communities. Highlights of the new microloans for low-income skilled immigrants: 1) loans of up to $10,000, with some payments of as low as $10 a month during the Career Action Plan period; 2) loans can be used to cover costs associated with the Career Action Plan period including registration and exam fees, living allowances during study time or to cover household expenses and child care; 3) recipient will have up to five years to repay the loans and will pay only the interest during the Career Action Plan period; 4) recipient will have 90 days after landing a job in their field or six months after finishing their Career Action Plan- whichever comes first- to begin paying back the principal, making it a uniquely flexible and affordable loan. With this great opportunity, the 1st three loan applicants took advantage of the micro loan. The skilled immigrants include Abelardo Domingo, an engineer who worked in the Philippines and in Saudi Arabi for more than 30 years; Esam Beshay, a dentist, who worked with the Egyptian government and in his own private practice for 7 years; and Xin Hu, a nurse, who worked in China for 4 years. Abelardo had worked from retaining walls to 33-storey buildings from the Philippines to Saudi Arabia. He worked for some of the world's largest construction
companies. He is back at school now to become a certified engineer studying five days a week at the University of Manitoba. He and his wife and sons came to Canada and already worked across Canada's north as a design and construction project manager and construction designer working under an engineer. "Growing up in North America is much better for our children and has greater advantages for them," he says. Beshay had a trip to Winnipeg to visit his wife's family and turned into permanent residency in 2010, and then he faced a different life entirely. Getting certified as a dentist in Canada takes more time and money than his family had. The clinical exam, which is very expensive and also being held once a year, is a great burden for skilled immigrants who had worked as a dentist in the home country. With the family of four to support, Esam turned to Recognition Counts for a loan to cover living expenses. "i have
been blessed," he says adding he hopes to practice in Northern Manitoba when he is certified. Xin, in her early 40's, decided that she needed to come to Canada to give her 12-year old daughter a different education. She was a practicing nurse in China and her career plan is to apply her passion for health care and become a lab technician in Manitoba. However, studying in a full-time program was a heavy load for her, and with her husband still in China, she could no longer hold down his part-time job as a support worker for a disabled couple. The course is very intense and she couldn't keep the job. "If i didn't have this loan my life and my daughter's life would be very difficult," she says. Xin will use the loan to pay for tuition and to cover simple living costs like paying for rent, phone bills and food. For more information about this micro loan, please contact: Shirley Muir, for SEED, ACU and the loan applicants: 204.771.7523
Road to peace...
is impossible if the parties are sincere and objective in making it work. Furthermore, the parties
agreed that “the Central Government shall have the following powers: (a) Defense and external security; (b) Foreign policy; (c) Common market and global trade, provided that the power to enter into economic agreements already allowed under Republic Act No. 9054 shall be transferred to the Bangsamoro; (d) Coinage and monetary policy; (e) Citizenship and naturalization; and (f) Postal service.” And the most important aspect of the Bangsamoro political entity is the following provision: “Consistent with the Bangsamoro Basic Law, the Bangsamoro will have the power to create its own sources of revenues and to levy taxes, fees, and charges, subject to limitations as may be mutually agreed upon by the Parties. This power shall include the power to determine tax bases and tax rates, guided by the principles of devolution of power (italics mine), equalization, equity, accountability, administrative simplicity, harmonization, economic efficiency, and fiscal autonomy.”
Devolution Of particular interest is the inclusion of “principles of devolution of power.” It reminds me of what the United Kingdom did to keep Scotland, Wales and Northern Ireland within the kingdom and yet give them autonomy to govern their own people. In my article, “Revolution or Devolution” (July 29, 2005), I wrote: “In 1998, the United Kingdom underwent a dramatic change. Through devolution, certain powers vested in the U.K. parliament were transferred to new legislative bodies in the Scotland, Wales and Northern Ireland. ‘Devolution’ is defined as the ‘transfer and subsequent sharing of powers between institutions of government within a limited framework set out in legislation.’ Devolution allows the ‘transfer of power’ to be done in phases or step-by-step transfer. “I believe that a step-bystep devolutionary process in a new Philippine parliamentary government would be in the best interest of the country and the Filipino people. Empowering
the provinces, or regions for that matter, by devolution would give the provinces time to mature and develop a political system conducive to the welfare of the people. And the best part of it is that devolution in each province or region would not necessarily be in the same uniformed steps for all provinces or regions. Some provinces or regions could have more power than the others.” Road to peace The question is: would devolution work in Bangsamoro? Absolutely! However, the key to successfully devolve power to Bangsamoro is to give her full economic power while allowing her to exercise the political power granted her under the Framework Agreement. Mindanao is a rich region in natural resources. The potential for Bangsamoro to develop into a wealthy state and progressive people is without bounds. And as a new dawn breaks the darkness that engulfed their ancestral land, let’s give our Muslim brothers and sisters a hand as they travel the road to peace and prosperity in Bangsamoro. They deserve no less.

“Pangako Sa’yo” to be shown in Cambodian Lorna T rebuffs rumor regarding her transfer to GMA 7 TV network
T
V giant network ABSCBN recently sealed a deal with Cambodian Television Network (CTN) for the Khmer adaptation of the 2000 hit romance teleserye “Pangako Sa’yo.” The show which will be shot early next year will have an allnew cast instead of the original stars Jericho Rosales and Kristine Hermosa. The CTN adaptation also marks a special milestone for the Kapamilya network, as it
is the first time a Filipino series would be remade and not just dubbed for another country. The popular teleserye ended its two-year run in 2002 yet the series has been tapped several times to cater to an international audience. According to an ABSCBNnews.com report, among the most notable ones was the Chinese-dubbed version of “Pangako Sa’yo” which rated second overall among local and foreign programs that aired in the
country at the time. To date a number of ABSCBN shows have already been picked up by several countries like Indonesia, Vietnam, Turkey, Russia, and a few French provinces in the past, and have been dubbed in English, Khmer, Mandarin, Bahasa Melayu, Vietnamese, Turkish, Russian, and French. They have also been subtitled in Bahasa Melayu and Romanian.
V
eteran actress Lorna Tolentino denied transferring to GMA 7 from TV5 allegedly because of poor ratings. Tolentino said she parted with TV5 amicably, adding that she will still be seen on TV5 programs “Artista Academy” and “Third Eye” until this month. She also pointed out that the executives in all of the three networks including ABS-CBN are her friends. The 50-year-old actress, wife of the late action star Rudy
Fil-Am Choreographer behind K-pop groups’ dance moves
N
ovel dance moves performed by super K-pop groups such as Big Bang and 2NE1 have been taking the world by storm for several years now. Lately, K-pop artist Psy introduced the most popular dance move by a K-pop artist so far as featured in his video for the song “Gangnam Style,” which was a big hit in the US. But unknown to many, some of their dance moves originated in the minds of Fil-Am choreographer Aimee Lucas. According to a TV report, Lucas choreographed the dance
moves for “You And I,” the solo single of 2NE1 member Park Bom. She has also worked with Sandara Park, who was a popular singer and actress in the Philippines before hitting it big as a pop sensation in her native South Korea. Lucas was also the creative director of the “Gangnam Style” Flash Mob that led to a feature in ABC Channel’s “Nightline.” In the past, songs such as “Macarena” and “Asereje” registered phenomenal sales because of the lively dance steps that accompanied them.

EXPERIENCE LUCERNE, Switzerland Where is it - North central Swizertland What is there to see - The Chapel Bridge, Lion Monument, KKL, Old Town, Spreuer Bridge Also known as "The City of Lights" Interesting Trivia - It was in Luzern where the legendary William Tell shot an apple off of his son's head Interesting fact - Bucherer, the flagship store of Switzerland's best known watch and high-end jewellery dealer, began in Luzern in 1888. We're charmed by Lucerne's (Luzern in German) sense of historical tradition and modernity existing side-by-side at ease, by its misty lake and by its impressive mountain panorama. Located on the shore of Lake Lucerne within sight of Mt. Pilatus and Mt. Rigi in the Swiss Alps, Lucerne, with a population of 77,491, is divided by the River Reuss into a well-preserved Old Town and a New Town. The two areas which could be leisurely discovered on foot are connected
by the world's oldest covered wooden footbridge, the Chapel Bridge (Kapellbruecke), 670 ft. long, built in 1333 to ward off enemy attacks and which later became the city's most famous landmark and also one of the most photographed tourist attractions in the country. Inside the bridge in its roof are a series of more than 100 17th century paintings depicting events from Lucerne's history. Unfortunately, a 1993 fire allegedly caused by a cigarette destroyed much of the bridge and badly damaged many of the art works. Their charred remains were put back and rehung serving as a reminder of that significant chapter in the bridge history. Adjoining the Chapel Bridge is the octagonal Water Tower (Wasserturm), a fortification from the 13th century which has served as a prison, torture chamber, watchtower, and treasury. Today it is used as the guild of the artillery organization of Luzern. Across the Reuss River is another wooden bridge, the

Snider, Sad Songs and Rowling
(A Review of Three Books)
A
fter I have dropped off Inna at the hospital where she is working now, I decided to go to Chapters Bookstore at Polo Park to check out new books to add to my evergrowing collection. In my only about half an hour of browsing through the Music section, I finally got to choose two books. And on my way to the cashier, I noticed the stall promoting the latest work of J.K. Rowling; I ended up going home with three new books. Shut Up and Give Me the Mic! (A Twisted Memoir) by Dee Snider (2012, Gallery Book) The face of Twisted Sister’s vocalist, Dee Snider, was inescapable. His was one of the most recognizable faces in the
genre Pop/Glam Metal. And it was the cover of the book. Being a fan not only of Twisted Sister’s music but also of Snider’s wit and stance against parents who hate rock music, I was naturally drawn to the book. I picked it up, flipped through the pages, and started reading the preface. After reading two chapters, I ended getting a copy. I simply couldn't let go of it. I knew that Snider is different from many of his fellow Metal stars—especially through his interview in the film documentary Metal: A Headbanger's Journey (2005) and the offshoot TV series Metal Evolution (2011). This is the primary reason I knew that this particular Rockstar autobiography would be different from the great number of similar books in the

even is often referred to as the complete number, biblically and colloquially. In the bible, God completed His creation in seven days. There are seven days in a week. There are seven continents and there are the seven seas. There are seven deadly sins and so on and so forth.
Seven years after his election to the papacy in April 2005, the Holy Father Pope Benedict XVI began to show his muscle and temper as the former Vatican enforcer Cardinal Joseph Ratzinger. On April 18, 2012, the Vatican’s Congregation for the Doctrine of the Faith ordered the Leadership Conference

market. It was indeed a breather from many of the Rockstar memoirs published recently, in which the stories revolve around drugs, vices, drugs, and more drugs. With Snider’s, his sobriety was a big key to the book’s drawing power. Starting from his relatively happy yet challenging childhood life, Snider's stories seem more credible than those of heroinaddicted Rockers whose ability to recall details in their past becomes questionable because of their long and abusive drug use. In Snider's words, he said that he was sober and drug-free enough to remember what really happened in his life even more than 30 years ago; unlike many formerly drugaddicted Rockers who couldn't even remember what happened 30 minutes ago. Shut Up… is truly inspiring, especially for artists who do not smoke, drink, or do drugs and who never believe that Rock music is always "sex, drugs, and rock n' roll." This Will End in Tears (A Miserabilist Guide to Sad Music) by Adam Brent Houghtaling (2012, It Books)
This is simply a compendium of songs in various genres whose lyrics delve on miserablism—sad songs that ironically make the passionate listener happy. The title was what caught my attention (It's obviously a reference to the album It'll End in Tears, released in 1984 by 4AD Records under the moniker This Mortal Coil). I skimmed through the pages and I saw there Joy Division, The Smiths, Radiohead, and The Cure. Good! Bought. The Casual Vacancy by J.K. Rowling (2012, Little, Brown & Co.) I don't even know yet the plot of this book. As far as I know, this is a novel for adults—apparently very far in concept compared
with Rowling’s internationally massive masterpiece. But as a completist, having in my collection all the Harry Potter books (1997–2007) and the supplements Fantastic Beasts and Where to Find Them (2001), Quidditch through the Ages (2001), and The Tales of Beedle the Bard (2008), I just needed to have a copy of this latest offering by Rowling. The Last Leaf Despite my owning already more than a thousand physical books, I just couldn’t stop myself from making my collection grow ever bigger. That’s okay; there’s still much space in our basement and in my brain, anyway.
of Women Religious (LCWR) to shape up and place itself under the authority of three U.S. bishops. LCWR represents about 80% of the 57,000 Catholic sisters in America. These sisters are known to be doing charitable and missionary work among the poor and infirmed. Their average age is 74 with decades and decades of service in their lifetime. What the Vatican is worried about are the growing dissent of LCWR over such issues as ordination of women priests, ordination of married priests, celibacy, homosexuality, and even feminism. Because the sisters are often on the frontline contact with those most in need of the sacraments and assistance, I would
not be surprised if on occasion they have acted as priests. The LCWR was indeed taken aback by this turn of events. At the annual assembly this past August in St. Louis, the LCWR president Franciscan sister Pat Farrell said in her speech, "I think it (the LCWR response) would be humble, but not submissive, rooted in a solid sense of ourselves, but not self-righteous; truthful, but gentle and absolutely fearless. "It would ask probing questions. Are we being invited to some appropriate pruning and are we open to it? Is this doctrinal process an expression of concern or an attempt to control? "Concern is based on love and invites unity. Control through fear and intimidation would be an abuse of power. "Does the institutional legitimacy of canonical recognition empower us to live prophetically? Does it allow us the freedom to question with informed consciences? Does it really welcome feedback in a church that claims to honor the sensus fildeum?" Two weeks before he passed away last August 31, Cardinal Carlo Maria Martini gave an interview on what’s ailing the Church. He said among many things that the Church is 200 years behind the times. He mentioned the shabby way the church has treated extended families, i. e. families resulting from divorce and remarriage. He was bewailing the loss of the future generations’ giving rise to pompous and empty churches and cathedrals, especially in the Western world. I may add that the Church is 200 years behind in treating a good half of our population, the women. Modern women are definitely at par with men intellectually, spiritually, and emotionally despite being physically weaker. There are women in all professions and human endeavors—doctors, teachers, lawyers, caregivers, businesspeople, protestant pastors,
writers, politicians, etc.—except the Catholic priesthood. The old excuse that Jesus selected the twelve disciples to be all male is a red herring. Two thousand years ago, women were treated as chattel, movable property, a shade better than slave, people who take order, and are of no consequence. The women religious, if anything, are doing work and solicitations closer to what Jesus was doing in his ministry. They are closer at heart and in mind to the teachings of Jesus. Perhaps it is best that they do not display the pomp and splendor of the hierarchy in the Vatican. Unfortunately, many of them are approaching retirement and they depend on the Vatican for their wherewithal. If the Vatican is truly concerned with the welfare of the LCWR, then it should come out and guarantee that the sisters are taken care of in comfortable retirement. Better still is to let LCWR have full control over their affairs— governance and finances. Among the old boys’ club, feminism is a bad word. Like the term “civil rights” in the ’60s, feminism is about justice and freedom denied to a huge segment of our population. The Church can use some wisdom and correct centuries of injustice to women. I hope we do not wait 400 years when Pope John Paul II apologized to Galileo for what was done to him by the Church. In case you don’t know, here’s what happened. For promoting the Copernican theory of the planets as we know it today, Galileo was tried in 1633 by the Roman Inquisition, found guilty of heresy and sentenced to indefinite imprisonment. The Church has many skeletons in the closet; foremost is the sexual abuse scandal including pedophile priests. The confrontation with the LCWR is a distraction—just like the introduction of the new Roman Missal. We are so busy learning the new responses at Mass, we ignore the real problems. God help us!

W
hen you're this big, they call you mister. When you've been called Mr. Universe, you kind of get intimidated. So, what happened when Chuck Williams, former Mr. Universe asks us all if we worked out that day? Not sure of what might happen after we answer, people in the room, raised their hands quickly, others raised their hands cautiously and others, just kept eating the ensaymada appetizers. It was a simple survey with one fact that made everyone think. Mr. Universe said that was just a half hour a day of exercise a week can add 2 years to your life. It was quite the statement and the guy eating the ensaymada now felt guilty. Another 30 minute workout was needed to work off all the calories and gain 2 years in life. By many accounts, a lot of people from that evening have acted on some of the motivating points. He is after all, Mr. Universe. The Manitoba Filipino Business Council is celebrating
its first MFBC Awards Gala to celebrate our second anniversary on November 9th, 2012 at the Gates on Roblin. Motivated by a billionaire knight!
Sir Richard Branson visits Winnipeg for a day
I
t's not every day that you get to hang out and listen to a billionaire, let alone a knight. A knight!! Sir Richard Branson spent a day in Winnipeg and was the guest of honour at the joint Virgin Radio and Winnipeg Chamber of Commerce luncheon at the Fairmont Hotel. As a business owner, and entrepreneur, I was excited to listen and learn a few things from Sir Richard Branson. The "Screw It, Let's Do It" mentality was humorously highlighted at lunch by Branson's story on how he started Virgin Atlantic Airlines. After being
bumped on an American Airlines flight from Puerto Rico to the Virgin Islands, Branson filled his first chartered plane by selling seats for only $29 for a one-way ticket to the Virgin Islands. All this because he promised to see his wife, then-girlfriend that day and wasn't willing to miss the flight. When my parents started the Filipino Journal over 28 years ago, I grew up knowing that the main reason they started the newspaper was because they wanted share positive stories of Filipinos in Winnipeg. At that time, there were a lot of negative stories

• In August 25, 2012, Manitoba held its first-ever Filipino Street Festival , at Garden City Shopping Centre’s premises (www.cbc.ca)
• There have been 409 assaults against transit drivers in Winnipeg from 2000–2012 (Winnipeg Free Press, August 13, 2012)
• Sam Katz earns $126,000 a year as the mayor of Winnipeg (Winnipeg Free Press, August 18, 2012)

in mainstream media about new Filipino immigrants, and felt it was important to highlight the positive contributions of Filipinos in Winnipeg. By publishing their own community newspaper, allowed my parents to stay focused on our small and growing community. We featured business owners, students’ achievements in academic, athletic and community initiatives. After 28 years in business, our focus at the Filipino Journal remains committed to all the Filipinos all across Manitoba. How does this all tie into Sir Richard Branson's visit? It was one answer that struck a deep chord in my thinking. Branson said that people start and build businesses in order to make a difference in people's lives. While we may be a small ethnic community newspaper in the grand scheme of things, I truly believe that what we do as a media company makes a difference in our community. Our community is you, our readers, followers, fans, business associates and most importantly, our advertisers who have supported our family business for over 28 years. In Branson's short visit to Winnipeg, fundraising proceeds of over $300,000 was raised for one of Branson's favourite charities,

RaY is non-judgmental and non-partisan, employing a harm reduction approach to all interactions with youth in need. Announced prior to Branson's visit to Winnipeg was "Phones for Change" by the Virgin Group's non-profit foundation, Virgin Unite. The program will provide Virgin Mobile phones to at-risk and homeless youth and financial management education. Sir Richard Branson is the epitome of being an entrepreneur. He's worth over $5.4 billion and
the Virgin Group empire consists of over 200 companies in over 30 countries. The most notable worldwide brands include Virgin Mobile and Virgin Atlantic Airlines. In Winnipeg, the former Hot 103 FM station was recently re-branded as 103.1 Virgin Radio.
