Far from Quiet

Family matters

A

fter three months of missing to write for the Filipino Journal, at last, I am back with my column. I’ll be far from being quiet again.

Several months ago, I had to go back to the Philippines because my mom was in ill-health. According to her doctor, my mom was in the terminal stage of cancer and might just have to live not longer than six months. With the anxiety of not seeing my mom while she’s still alive outweighing the fear of losing my job, I made a quick decision to go home,serve my mom, and just simply be with her in her remaining days.

Fate must be a tease or life just wants me to learn lessons the uncoventional way. Maybe at one point in your life, you do not feel like wanting to explain yourself to the whole world. That was basically what i felt that time. I did not want to turn my emotional television on.

So for my long trip, I’d rather be quiet, or chitchat with anyone some

trivial topics. Just when I thought that I will meet people in my trip to divert me from my emotional side, I bump into people who are in the same boat with me. Aboard the plane bound to the Philippines, I was seated beside a Filipina (and if i remember it right, her name is Emmy) who is from Winnipeg and is rushing home because her grandma passed away. She was telling me how her grannies have provided for her ever since she was a kid, and how much it pains her to know that her grandma’s death came too quickly.

In one of my flights too back to Canada, I met a Filipina from Alberta who went to our home country because her dad died of heart attack. She was sharing to me good memories about how their family started from scratch and eventually, bettered their lives.

She told me, “with all that we went through, dad is always present in each scene”. She was holding back

her tears while she was telling me her stories.

I do not want to appeal for too much emotions through my article. Moreso, I do not intend to ignite drama here. Yet again, meeting these two strangers made me realize that in the world of bombarding technologies, fads and whatnot, families are still being valued, in fact, are priorities. This, I am so happy to know. Maybe those women I met weren’t clowns to paint a smile on my face in our conversations, but certainly, they gave relief to my troubled heart that time. I was convinced that I made the right decision to go home, and anyone in my shoes would have done the same- do whatever it takeslose job, exhaust savings, etceterajust to be with the family. May it be death or sickness, occasions and good times, struggles or triumphs, we Filipinos just want to be part of the experience, because this is what the sense of family is all about. We can go beyond ourselves and leave our comfort zones behind if our family needs us to be with them.

I work as a nurse in a long-term care facility, and I have had glimpses of how familes could impact the lives of the residents. I see how a simple family visit could make a client’s ordinary day extraordinary, or how some recover quickly from illness when their families are beside them. I see how some people

keep holding on for life because of their families, and how some people could decide to go, once they see their families are complete and are beside them. I have heard some people in their last gasps, uttering words of thanks to their families who have been there for them, and words of hope, that even if they are gone, the bereaved members will still continue to take care of one another. On the one hand, I also witnessed how some people live, get sick, and die, without a touch of a hand from their families. To me, it is awful. It can be the most sorrowful journey anyone could take- to live and die alone. Meanwhile, it could be most comforting to have the gift of people who remember you and choose to build memories with you.

This is what having a family is all about. This is why to have a family is a blessing by itself.

And as to my mom, she passed away just three months after she was diagnosed with the cancer metastasis. Going back to the Philippines to be with my mom in the uncertainties of her life and death was the smartest decision I have ever made in my entire life.

For three months, I was able to build good memories with her, take care of her, and let her feel that she was not alone in her battle. She suffered a lot, but then, she died in our bare arms, in the arms of her family- just the way she wants it to be.

Fair grade for Noy’s first 100 days

M

embers of the Philippine Senate gave President Aquino a fair grade for his performance during his first 100 days in Malacañang.

Sen. Joker Arroyo said the President deserves the high marks because of the enormous trust and faith of the people in him which is the true measure of leadership.

The veteran senator however noted that the members of the President’s Cabinet displayed inadequate and unimpressive performance.

With 10 being the highest, Sen. Francis Escudero gave Aquino a grade of nine for his sincere intention to serve the country well, and a grade of seven for his choice of Cabinet members who have been involved in some conflicts owing to factionalism.

Sen. Franklin Drilon, meanwhile, refused to give Aquino any grade, saying that it is a long way to go for his administration to remove the issues and obstacles inherited from the past.

A passing grade of seven was given by Sen. Gregorio Honasan for the President’s effort in really trying his best to solve the problems of the country.

Sen. Edgardo Angara gave the President a six for his modest performance as he is still struggling to govern the country. Angara also noted that factionalism among the President’s men is one of the failings of this administration.

Is it time for population control?

P

resident Benigno “PNoy” Aquino III ignited a firestorm during his six-day working visit in the U.S. when he announced that he might give assistance to Filipino couples needing contraceptives to limit the number of their children. Instantly, Catholic Church leaders unleashed an attack accusing him of “selling out the Filipino soul” for American dollars and threatened him with excommunication if he went ahead with his plan. Unfazed, P-Noy stood his ground.

However, upon his return from the U.S., he met with Church leaders and softened his stand acknowledging that “the State is not empowered by any law to dictate upon any couple how they should plan their family.” But he emphasized that the government “has an obligation to educate all its citizens as to their choices,” although he insisted that his stand has not changed.

(CBCP), said: “Well, being the President of all, you must consider the position of the Catholic Church because we are approaching this issue from the moral aspect, the morality, because life is at stake, the life of the unborn. For abortion is a grave crime, as a matter of fact, excommunication is attached to those who commit abortion … that is a violation of God’s commandment.” He further stated: “I maintained that the traditional position of the Church is that human life starts at conception and not at implantation. Some contraceptive pills and devices are abortifacient.

Any completed act to expel or kill the fertilized ovum is considered to be an act of abortion.”

Thus, the battle line was drawn between the pro-life Catholic Church and the seemingly pro-choice stand of P-Noy.

Compared to other Asian countries, the Philippines has one of the highest – if not the highest – population growth.

China’s population growth is 0.66% while Japan’s is 0.19%, one of the lowest in the world. It is interesting to note that China and Japan are, respectively, the world’s second and third economic powers. The number one economic power is still the United States with a population growth of 0.98%. However, it would be much lower than that if immigration were not included.

It can then be surmised that economic growth is correlated to population growth. In essence, economic growth would increase the per capita income much faster if the population remained constant. Conversely, if economic

ttawa, ON: On October 6, 2010, Joy Smith, Member of Parliament for Kildonan – St. Paul and Terence Young, Member of Parliament for Oakville, in partnership with the Canadian Blood Services (CBS), will launch an ambitious campaign on Parliament Hill to give hope to Canadians battling life-threatening diseases.

The donor clinic titled, “OneSwab, OneMatch, OneLife” is in support of the OneMatch Stem Cell and Marrow Network developed and maintained by the Canadian Blood Services. OneMatch is the national donor registry established to register healthy individuals who are potential donors for patients in need of stem cell and marrow transplants.

OneSwab, OneMatch, OneLife will be held in the Commonwealth Room (238S) in Centre Block and is open to the public, MPs, and all parliamentary staff. The clinic will run from 3:15pm to 7:00pm and will be attended by the Minister of Health, the Honourable Leona Aglukkaq.

“It is so important for Canadians to know that they can make a lifesaving difference in someone’s life by signing up as a OneMatch donor,” says MP Joy Smith. “As Parliamentarians, we can lead by example and take this campaign back to our communities.”

MP Young stated that “The swab sample is absolutely painless and easy to do. If they understand that, most people would be happy to take 10 minutes and provide a cheek cell sample. Everyone in the targeted range group is welcome.”

MP Young, MP Smith and the CBS have organized a cheek swabbing campaign to help find suitable matches to add to the OneMatch registry which currently has over 260,000 donors. Due to low rates of related stem cell matches – donating to a family member - OneMatch recruits individuals outside of a patient’s family to increase the likelihood of a match.

Healthy individuals between 17 and 50 years of age are encouraged to register at the event. Those who are not eligible are encouraged to bring out a friend, colleague, or family member who is. Candidates are given a ‘do-it-yourself cheek swab’ to obtain HLA/DNA samples for the CBS to determine if they are a compatible match with a patient and takes no more than ten minutes to complete. Subsequent steps in the process include consultations with CBS staff and registered nurses to guide them through the process should they be a match and still willing to provide their stem cells.

Federal action needed now to end under-employment of new Canadians: NDP

TTAWA – New Democrat MP and Immigration Critic Olivia Chow (Trinity-Spadina) is calling for the Conservatives to end their indifference and show real leadership to help newcomers find good jobs.

“Today the Minister of Citizenship and Immigration announced a tiny internship program for 60 people across the whole country – this is just inadequate,” said Chow.

New Democrats proposed practical solutions such as predeparture credential recognition, expanding mentorship, bridging and internship programs and providing financial incentives for small businesses to hire new comers.

“We’ve all heard the stories of newcomers with PhDs driving taxis,” said Chow. “Instead of being an unfortunate stereotype, this is becoming the norm.”

New Democrats have also provided a roadmap for action and proposed a comprehensive foreign credential reform plan in January 2007, and have been calling for its implementation ever since.

The New Democrats’ sevenpoint plan includes coordinating with various professional bodies and provincial accreditation offices to ensure a uniform and expedited recognition process throughout the country. It also calls for the establishment of reciprocity agreements so immigrants who arrive in Canada are ready to work immediately.

Other New Democrat recommendations include the creation of an agency with an internet portal and a toll free line for potential immigrants to access information on assessment criteria, education and licensing bodies and recognition processes. This information and pre-assessment would be made available at orientation sessions in international visa offices to allow potential immigrants to be assessed and accredited prior to their arrival to Canada.

The continued government’s indifference to the plight of new comers is costing Canada $5 billion dollars a year in lost productivity.

Though the satirical nature of the column will remain, the writer will be more careful, considerate, and general next time when citing examples and situations.

Government of Canada Launches New Federal Internship for Newcomers Program

TTAWA, ONTARIO--(Marketwire Oct. 5, 2010) - Citizenship, Immigration and Multiculturalism Minister Jason Kenney today announced a new program to help newcomers gain valuable Canadian work experience, a significant hurdle for many immigrants.

“Newcomers are key to building a stronger Canada,” said Minister Kenney. “The Federal Internship for Newcomers program helps immigrants use their skills in the Canadian labour market as they begin their new lives in Canada.”

This program offers newcomers the opportunity to acquire temporary Canadian work experience in fields relevant to their skills and experience. Newcomers can benefit from work placements within the federal government, which facilitates a smoother integration into the Canadian labour market for program participants.

“Our government is committed to helping newcomers succeed,” said Diane Finley, Minister of Human Resources and Skills Development.

“This program is an example of how we are taking action so that newcomers can maximize their talents and contribute to Canada’s long-term economic success.”

Over the past two years, Human Resources and Skills Development Canada (HRSDC) and Citizenship and Immigration Canada (CIC) piloted two similar internship initiatives. This year, in addition to CIC and HRSDC, several other federal departments and agencies are taking part in the expanded initiative, including: Health Canada, Agriculture and Agri-Food Canada,

the Atlantic Canada Opportunities Agency, Canada Economic Development for Quebec Regions, Natural Resources Canada, and the Canada Border Services Agency. Compared to last year, these additional organizations represent a quadrupling of the number of federal organizations offering opportunities to newcomers. Besides these organizations, a number of other departments and agencies have already confirmed their interest in participating in the program.

Over the past year, CIC and HRSDC were able to extend opportunities to 29 interns. This year, the number has more than doubled, with over 60 interns participating in the fall intake.

In addition to the policy, program and administrative positions offered last year, new internship positions have been added in fields such as finance, translation, communication and science.

The expansion of this program follows up on a recommendation by the Standing Committee on Citizenship and Immigration. In addition to the departments and agencies that are ready to hire interns this fall, many others have expressed interest in a future intake. As the new program gains popularity, it is expected that the numbers will only increase as more federal organizations join the program. CIC and participating departments and agencies are partnering with World University Services Canada, Local Agencies Serving Immigrants, Hire Immigrants Ottawa, and Service Integration Travail Outaouais to select interns.

Young actor faces financial problems

oung actor Joseph Bitangcol who was a stand out in the 2004 ABS-CBN’s reality talent search Star Circle Quest is currently having financial woes.

Bitangcol said he is now looking for a new management and network to give him projects so that he can revive his career to support his family, specifically his father who suffered a stroke.

The actor revealed that he is presently selling barbecue on the street in order to earn. He also admitted that during his lowest times he even resorted to borrowing borrow money from other people.

Bitangcol said he left the Kapamilya network due to misunderstandings.

After moving to GMA-7, Bitangcol suddenly disappeared from showbiz scene.

Charice clarifies reasons for International nominations for ‘Botox’ procedures on US mag TV series

iant television network ABS-CBN and the lead star of its series are among the official nominees for this year’s 38th International Emmy Awards released Monday by the International Academy of Television Arts and Sciences (IATAS).

The performance of actor Sid Lucero in “Dahil May Isang Ikaw” as Alfred “Red” Ramirez merited a nomination under the Best Performance by an Actor category.

The TV series meanwhile was nominated under the Telenovela category.

The Special Award honorees for this year include “American Idol” judge and “Got Talent” format executive producer Simon Cowell who will receive the 2010 International Emmy Founders Award. “Saturday Night Live’ creator and executive producer Lorne Michaels on the other hand will receive the 2010 International Emmy Directorate Award.

This year, only 2 nominees from the Philippines made it to the list among the total 39 nominees in 10 categories. The winners will be announced on November 22 at the Hilton Hotel, New York.

The pride of the Philippines was recently featured in the Oct. 4 issue of the popular U.S. magazine People where she talked about the controversial cosmetic procedures she had last July. The young singer also shared her thoughts on being in the second season of “Glee,” her dream of becoming a “singing lawyer,” and crushes and dates.

Hitmakers take over ‘Pilipinas, Win Na Win’ hosting job

All funds raided in Manitoba, stays in Manitoba and go to support breast cancer research and education. Over 56 communities in Canada raised a record $33 million.

Sudoku Puzzles are games of patience, numbers and genius! The satisfaction of solving a challenging Sudoku Puzzle is one of the greatest accomplishments any sudoku game player can experience.

So what is Sudoku? Pronounced [su:doku], Sudoku is the Japanese abbreviation of “the digits remain single”. In Japan Sudoku is sometimes referred to as “Number Place” and can be spelt “Su Doku”. Sodoku originated in Japan and was designed by Howard Garns. The Sudoku Game was first published in New York in 1979 and was likely inspired by a game called Latin Square.

Each Sudoku has a unique solution that can be reached logically without guessing. Enter digits from 1 to 9 into the blank spaces. Every row must contain one of each digit. So must every column, as must every 3x3 square.

he following is a transcript of the sideline conversation between President Benigno “P-Noy” Aquino III and U.S. President Barack Obama after the US-ASEAN conference in New York City: P-Noy: President Obama, how are you?

Obama: I’m fine, President Aquino. How are you?

P-Noy: Well, it could be better.

Obama: I know what you mean.

With the Tea Baggers, Birthers, Deathers, and Wingnuts hitting me left and right, I wish I were in your place.

P-Noy: I don’t think you’d want to be in my place, not with Lunetagate, Jueteng-gate, the bishops, the Muslim rebels, the communist rebels, the Abu Sayyaf terrorists, Gloria Arroyo’s midnight appointees, the Ombudsman, the Arroyo Supreme Court, and the Hacienda Luisita farmers hitting me left and right. I wish I were in your place.

Obama: Well, we can be good friends, you know. Like they say, “misery loves company.” Hey, what shall I call you -- Noynoy, Pee-Noy, Penoy?

P-Noy: Umm… Just call me Noy. Can I call you Barry?

Obama: No, no, no! I’m not Barry! Just call me Barack.

P-Noy: Hey, that sounds like “barako,” my favorite coffee! How about “Barakong Barack”? Hehehe…

Obama: That’s not funny, Noy. Do you want me to call you something else? I know of a good one. Anyway, I understand you’re a chain-smoker? Is that right?

P-Noy: Yep, but I’ve been trying to quit smoking. I heard you were able to quit smoking? How did

you do that?

Obama: Noy, amigo, you must have cojones and the political will to quit smoking.

P-Noy: I think I got them both. (blink) Obama: You think? You think?

P-Noy: No, no, no! I know I got them both. (blink blink) Obama: Are you sure? I heard from my CIA Chief Leon Panetta that two of your top aides were receiving payola from jueteng lords. Is that true?

P-Noy: No! No! No! One of them was Rico Puno, my “shooting buddy.” He swore that it was a “demolition job” by jueteng lords who want to get him out of the way. And the other guy, Gen. Jesus Verzosa, swore that he never took protection money from the jueteng lords. (blink) Obama: But wasn’t Verzosa’s wife with the “Euro generals” when they were caught in Moscow smuggling millions of Euros? Leon’s intel is pretty accurate, you know.

So, you might want to monitor your two aides to make sure they’re not on the take and if they were you should fire them. Don’t you think so?

P-Noy: Of course, Barry… err… I mean barako… oops, Barack.

Sorry. (blink blink) Obama: Okay then, my friend.

I gotta go. I have bilateral meetings with several Asian leaders to talk about U.S. economic and military aid to their countries.

P-Noy: How about us? (blink blink blink) Obama: We’re already giving you $434 million in Millennium grants to fight corruption and poverty.

However, we’re releasing the money over five years to make sure you’re

using the money for what’s it for. If you’re not going to show progress in stamping out corruption and poverty, we’ll withdraw the remainder of the grant. So, let’s see what Leon’s going to report next time. Okay, Noy? P-Noy: How about military aid to fight the Muslim and communist rebels? We don’t have warships and warplanes. (blink blink) Obama: Well, what did you do with the millions we poured into your military?

P-Noy: Uhh… I don’t know. (blink) Ask Gloria… She was the president for the past nine and a half years. (blink blink) Obama: I think I know what happened. Did it ever occur to you why some of your generals are living in mansions and palaces and losing millions gambling in casinos?

That’s why we didn’t give Gloria the Millennium grant last year. We waited for you to take over because we have reasons to trust you.

P-Noy: Thank you… Ba… Barack. (blink) Obama: You’re welcome.

Now, I want to level with you. We have a Visiting Forces Agreement to help you fight the rebels. I know you have some politicians who are against VFA; however, it’s your job to keep the country safe and secure. At the end of the day, it’s your ass that’s on the line, my friend. It’s back to the question: do you have cojones and the political will to stand up to them? (pause) By the way, we’re also waiting for you to show some progress in prosecuting the “Euro generals.” We don’t want to see your military and national police tarnished by corrupt generals who’d pocket the military aid we’re giving you, right?

P-Noy: Okay, Barako… err…

I mean, Barack, I promise the “Euro generals” will be prosecuted (blink blink).

Obama: Attaboy! That’s my man! Keep up the good work and we’ll set up a bilateral meeting in about a year, okay?

P-Noy: Yes, Barry… err… I mean, Mr. President (blink blink blink).

Immigration Law: Marriages of Convenience part 1 (Marriage Fraud)

O

n September 27, the Government of Canada launched a national online consultation on marriage fraud.

The purpose of this consultation is to determine how big this problem is and what can be done to solve it.

What is “marriage fraud”?

When a foreign national marries or gets into a relationship with a Canadian citizen or permanent resident solely to immigrate to Canada, the union is considered a marriage fraud.

Sometimes known as a marriage or relationship of “convenience,” it occurs when the foreign national pretends to be in love with the Canadian-based spouse/partner.

After the foreign national has obtained a visa, s/he quickly

leaves the relationship. In some cases, the foreign national does not even meet the Canadian-based spouse/partner when s/he gets to Canada.

In recent visits to the Philippines, China, and India, Canada’s Minister of Citizenship and Immigration raised this as a concern.

How does marriage fraud affect the Canadian-based spouse?

When marriage fraud occurs, the Canadian-based victim is often heartbroken and has lost money in immigration fees and plane tickets for the spouse being sponsored. In addition to that, the victim may also suffer financially for years in the future.

When a person “sponsors” her/his spouse, the former signs an

“undertaking” and “sponsorship agreement.” These documents make the Canadian-based sponsor financially responsible for her/his spouse even if the marriage breaks down. Under these agreements, the sponsor is obligated to pay not only for some of the spouse’s expenses but also for the latter’s claims for certain forms of government assistance. In view of this, the government can sue the sponsor for any monies it has paid out to the sponsored spouse.

Can I protect myself from marriage fraud?

Protecting yourself from marriage fraud is difficult. In many of these cases, the foreign national plays an elaborate game to hide their true intentions. The foreign national essentially pretends to be in love with the Canadian spouse.

The best thing that the sponsoring spouse can do is be sensitive to any suspicious intentions and signs of deceit by the spouse being sponsored while the entire process has not yet been finalized.

Are all marriage breakdowns because of marriage fraud?

One of the difficulties in proving marriage fraud is that sometimes marriages simply break down. There are many cases in which two people think they

are in love but then break up. If both people genuinely believed in their relationship when they got married but grew apart because of disagreements after the marriage, this may not be marriage fraud.

As well, in cases in which spouses are abused, leaving that type of relationship does not mean that the marriage was fraudulent in the first place.

In my next article, I will discuss how marriage fraud affects immigration applications for genuine relationships.

ACNA Canada Announces Canada Wide 24 hour toll Free C.A.R.E. L.I.N.E. for Caregivers and Employers

ABS-CBN Corporation yesterday asked the Quezon City Regional Trial Court to issue a temporary restraining order (TRO) and a writ of preliminary injunction against Willie Revillame to stop the TV host from committing further violations to his contract with the network by launching his muchhyped show “Willing Willie” on its competitor TV5.

In a 38-page petition, ABSCBN appealed to the court to restrain Willie from creating or performing work similar to the work under the agreement for any person or entity in direct competition with the business of ABS-CBN and from engaging in activities which are adverse to the interests of ABS-CBN.” Furthermore, ABS-CBN sought the court to prevent Willie from appearing or using his name, voice or likeness, directly or indirectly, for promoting any product or service in print, radio, or television or any form of advertisement and committing any act which jeopardizes the success of the program or which may affect the good name and goodwill of ABS-CBN. ABS-CBN cited Willie’s much-publicized signing up as talent of Associated Broadcasting Company, wherein he would create and perform in a show that is very similar to the defunct “Wowowee” on ABS-CBN. Revillame reportedly was hands-on in the creation and conceptualization of the variety and game show “Willing-Willie.”

ABS-CBN also cited the official statement issued by ABC’s TV5 last September 17 confirming that Revillame has signed a contract with the network to host a variety and game show, which is very similar to what the TV host used to peform in “Wowowee” on ABS-CBN. ABS-CBN also asserted that Revillame is bound to comply

with his current obligations under the agreement he signed with the Kapamilya network.

While the court has not decided on the judicial rescission case filed

by Revillame, the TV host decided to enter a new contract and agree to perform in new shows.”Revillame’s actions show that he has decided for himself that he can do as he pleases despite the Honorable Court’s taking cognizance of the issues,” ABS-CBN stated in the petition.

In a statement from ABS-CBN Corporate Communication Head Bong Osorio, when Revillame chose to ignore his contract with the Kapamilya network, it was left with no choice but to ask the courts to intervene.

“The issue on Willie Revillame is all about honoring a contract. To ABS-CBN, it is not only the ethical and right thing to do. It is a noble act of a person or a company that values honesty and integrity. These values are reflected in the way we do business in ABS-CBN. We honor what we say and we expect our people, talents and partners to reciprocate the trust and honor we give them,” said Osorio. “If a person or company gives honor and respect to a contract, conflicts can be avoided. Just like in a family, do you walkout simply because your attention was called?” he added.

Revillame violated the behavioral provisions of his contract when he threatened the ABS-CBN management during the 4 May 2010 episode of Wowowee, with a resignation if management does not fire another artist of the network After weeks of hiatus, Willie resurfaced in the public and called for a press conference that he is rescinding his contract with ABSCBN. ABS-CBN has maintained that it is the aggrieved party, and as such, is the only one that can decide to end the agreement.

Vancouver, BC – October 4, 2010 – The Association of Caregiver and Nanny Agencies, Canada (ACNA) has launched a Canada wide toll free CAREline to assist caregivers and employers who utilize Canada’s Live-in Caregiver Program (LCP), through which Canadian families recruit livein nannies and caregivers from overseas.

Canada Immigration and Citizenship (CIC) has also recently implemented a telephone line for live-in caregivers, available from 8am – 4pm Monday through Friday.

The CAREline will be available for emergencies after hours until the Government’s federal dedicated live-in caregiver line, announced in December 2009 as a 24 hour a day available line, becomes operational.

The CIC’s telephone line is geared toward informing caregivers of the general requirements of the Live-in caregiver Program and reporting abuse, intimidation or threats in their employment.

CAREline will focus on more practical and educational objectives by making available educational leaflets with topics such as Do’s & Don’ts of a Professional Nanny and Common Complaints from Employers.

Handbook for Employers and Success after the LCP, will be available in early 2011.

CARELINE will also have a list of emergency accommodations in all major Canadian cities available.

ACNA launched the CAREline in response to issues stemming from governmental changes to the Live-in Caregivers Program, implemented by Jason Kenney, Minister of Immigration, Citizenship and Multiculturalism on April 1, 2010. Canadian Families must now cover all expenses, including the caregiver’s airfare, recruitment fees, medical and workers’ compensation.

Given the unmitigated risk, there is a demand for CAREline to be open to both caregivers and employers who may find themselves placed in an unfair situation. The caregiver placement industry is well aware that Canadian employers have in the past been, and continue to be, taken advantage of by less than genuine caregivers, essentially using families-in-need as a stepping stone to get to Canada and ending the employment shortly afterwards. This scenario has now developed much more of an exploitative edge given the fact that with the new changes, Canadian families have to not only pay all associated costs,

which can run between $3000$5000 per placement when using a placement agency, but also wait several months for a caregiver who may not stay with them. Families who hire privately without the help of an agency are still obligated to pay for airfare and medical insurance amongst other benefits, and receive none of the value added settlement services provided by the agencies.

It it anticipated that with the unmitigated risk of paying large upfront fees and no protection for Canadian families, there is a growing need for a place where they can call to voice their concerns.

ACNA encourages that the Canadian Government set up an employer extension on their CIC line to include the same protection to Canadian families facing unfair treatment from caregivers as it affords foreign caregivers.

ACNA will be sending regular reports to Citizenship and Immigration Canada and Minister Kenney’s office voluntarily, advising him of the predominant issues addressed through the CAREline.

ACNA Canada is an industry association of employment agencies who provide nannies and caregivers to Canadian employers through Canada's Foreign Live-In Caregiver Program.

Paradise eats along the Pacific

O

ne of the joys in traveling back to the Philippines is the opportunity to reconnect with my relatives. When it comes to my Tito Danilo, you can always expect a food feast.

I recall when I was younger, my uncles would also plan a trip to different parts of Northern Luzon to destinations that were well off the beaten path. This time, we ventured to the Port of Dingalan in the northeastern region of Philippines in the province of Aurora. It's a five hour drive from Manila, six if you count the time we spent buying fresh fish at the local fish market.

Arriving in Dingalan was the easy part. Getting to my uncle's resort property was a bit of a trek along a 7km dirt road before we arrived to a coconut tree filled plot which opened up to the Pacific Ocean. It might sound glamourous but the thought of a five-star hotel resort is far from what was there.

This part of Dingalan remains undeveloped with very few commercial resorts, hence the dirt road. Nevertheless, I knew we were in paradise, or at least pretty close.

I love food. I love food even more when it's grilled over charcoal.

On the menu for today was freshly

grilled fish and pork, fern salad with kalamansi, red chili and Magic Sarap seasoning and finally, a healthy serving of mango-tomatobagoong (shrimp paste) ensalada.

There was no need for plates or utensils as we ate off banana leaves and ate "kamayan style" (with our hands). A truly Pinoy experience!

To wash all that down, we had our finest selection of fresh coconut juice and meat which was taken from the trees on the resort. Pretty tasty, pretty convenient too!

After a hearty lunch and short power nap (food coma), we finally made our way down to the black fine sandy beach in front of the property to dip our feet into the Pacific. Looking along the coast line was an endless stretch of black sand with literally nobody except local fishermen over a kilometre away. The only thing you could hear were the waves crashing along the beach. Again, it was paradise.

Four hours in paradise under the hot Philippine sun, my uncles, cousins and I were done. With the second round of naps complete under the shade of overhanging fruit trees (I say fruit trees because we didn't know what was growing on them), we decided to call it a day and head back home. However, the trip was not complete without stopping at the fish market for pasalubong for the relatives that couldn't make the day trip to Dingalan. I'll give you one guess what we had for breakfast the following morning?
