We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. You can obtain your news from other sources. We feel you get enough of this already. We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month.

We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.

The City of Geelong is one of Victoria’s largest regional capital cities. Geelong had a population of approximately 230,000 as at the 2019 Report which includes 16,000 businesses. Geelong’s location is in strong growth corridor, making it an ideal location for businesses to explore options outside of the capital city.

The Find Geelong was established in 2019 and is owned by the Find Foundation, a Not-For-Profit organisation with is core focus of helping other Not-For-Profits, schools, clubs and other similar organisations in the local community - to bring everyone together in one place and to support each other. We provide the above organisations FREE advertising in the community paper to promote themselves as well as to make the community more aware of the services these organisations can offer. The Find Geelong has a strong editorial focus and is supported via local grants and financed predominantly by local business owners.

GEELONG REVIVAL MOTORING FESTIVAL

The Geelong Revival Motoring Festival in 2024 is scheduled for November 8-10, one of Australia’s largest historic car events, has become a beloved annual fixture in the local community, attracting car enthusiasts and curious visitors alike to the vibrant city of Geelong, Victoria. Located along the beautiful Geelong waterfront, this festival brings with it a storied tradition, having roots that go back to the 1950s. The Geelong Revival Motoring Festival has grown from humble beginnings. The roots of the festival trace back to 1956 when the first official Geelong sprints took place on Ritchie Boulevard. At that time, the “Geelong Speed Trials” attracted a mix of professional and amateur drivers to Geelong’s picturesque waterfront, where they raced along a straight strip of road in a thrilling test of speed and skill. Two talented photographers are vying for the honour of having their shot appear on the front of next year’s City of Greater Geelong calendar, with public voting now open.

After receiving 759 entries, we have shortlisted two stunning shots of our waterfront for the cover.

One photo, by Malcolm Bushell, captures a vivid and picturesque sunset over Cunningham Pier.

The other, Eastern Beach Sea Baths by Louise Edebone, looks at our city’s beloved promenade from a very different angle.

With so many brilliant entries, our judges had a very tough time narrowing them down to the two shortlisted images.

The quality and variety of images submitted are testament to both the skills of our residents behind the lens and the amazing range of sights and scenes that our beautiful region has to offer.

I thank everyone who submitted photos for their efforts and passion for showcasing our beautiful part of the world.

But now that it’s down to the final two and it’s up to the community to choose which one they want on the front of the calendar.

Building a Portfolio

There are a number of steps to follow to build a portfolio that suits your financial goals and preferences. These steps are illustrated in the diagram below:

Understand the key asset classes

Determine your objectives and preferences (including your risk profile)

Choose the appropriate asset allocation to suit your risk profile

Manage the risk in your portfolio using diversification

Access investments directly, via a managed fund or in combination

Determine the structure for holding the investments

Determine the most suitable investment strategy for your circumstances

An explanation of these key steps is provided below.

Understand the Key Asset classes

It is important to understand the main asset classes and how they can affect the returns and risk of your portfolio. The types of asset classes include:

• Shares

• Property

• Bonds (or fixed interest as they are often called)

• Cash

There may be asset types within each asset class. For example, within shares, there is a choice of Australian and international shares and within international shares, there is choice of specific regions or countries like China or emerging market shares.

Generally ‘growth’ assets like shares and property provide the prospect of higher returns over the long term compared to ‘safer’ assets like bonds and cash. However growth assets have a higher level of risk including the risk of capital loss and more ups and downs in returns particularly over the short term.

‘Growth’ assets are only appropriate if you have an investment time horizon of at least five years due to their higher level of inherent risk.

Shares: Shares represent part ownership in a company and usually provide income payments through dividends and can produce growth if the share price increases.

For Australian companies, these dividends can be franked, which means that you receive a tax credit for the tax already paid by the company so that you are not taxed twice (once

at the company tax rate and again at your marginal tax rate). If your tax rate is less than the company tax rate (currently 30%) you will receive a refund for the extra tax paid by the company. If your tax rate is higher you may need to pay some extra tax.

Property: An investment in property provides you with ownership in a property or a number of properties through a managed structure. Property investments allow you to benefit from the rent received by the properties as well as the change in the valuation of the property over time. The returns of these properties will depend on the quality of the tenant and the rent paid as well as the location and type of property such as residential, industrial or commercial.

Bonds (fixed interest): A bond is a tradeable debt security, usually issued by a government, semi-government or corporate body to raise money. Investors in the bond have effectively lent money, for which they receive a fixed rate of interest over a set period of time. The bond is repaid with interest on the predetermined maturity date.

For example, if you invest in a 5 year bond paying 3% coupon you will pay $1,000 to invest in the bond. In return, you will receive $30 (3% of $1,000) each year. At year 5, you receive the coupon of $30 plus the original $1,000 outlay.

It is possible to experience capital losses from a bond investment if it is cashed before maturity and interest rates have risen or capital gains if the reverse occurs. They are not as safe as cash.

Cash: Cash is one of the safest investments. Cash compared to other assets tends to provide lower variability in returns, high level of security on the capital invested and acts as a more defensive investment. This reduces investment risk so the money is available when you need it, with a minimal potential for capital loss.

Income and Growth

The returns from the various asset classes are provided in the form of income and/or growth resulting from a change in the price of the investment. Some investments like cash will only provide income returns while the return from other investments may include a mix of income and capital growth.

Income returns can include interest from cash and bonds, rental income from property and dividends from shares. Managed fund may also pay realised capital gains as part of the income return.

This income is included in your tax return and is taxed at your marginal tax rate. If franking credits have been derived these will be passed onto you and can help to reduce tax payable.

If an investment is sold, this may create a capital gain or loss depending on whether the price of the security or unit price of managed funds has changed since investment. If a capital gain has been realised on units held for more than 12 months a 50% capital gains tax discount will apply unless the units were owned by a company.

Diversification

You can invest in a mix of asset classes or securities as a means of ‘diversifying’ your portfolio. Diversification is a key investment principle used to manage the risks of a portfolio and involves investing in a variety of assets and investments that perform differently to each other over time. It is often described by the proverb “Don’t put all your eggs in one basket”.

It also allows you to have an exposure to a spread of assets and securities including both ‘growth’ and ‘defensive’ assets. It

means that you avoid taking big bets in one or a few asset class and/or investments that may adversely affect your returns if it underperforms.

Diversification can reduce the risk in your portfolio but it will not eliminate the risks. Your portfolio is likely to experience ups and downs in returns over time but by a lower level of variability.

Direct versus Managed Funds

You can access assets and/or securities by buying the investment directly or via a managed trust. Direct investments involve buying the security such as a specific share or property such that you are a part or full owner of the security. As an example, you can become an owner in a specific company by buying its shares on the Stock Exchange which entitles you to receive dividends and vote at General Meetings (depending on your share structure).

An alternative means of gaining exposure to assets is via a managed fund. A managed fund is a professionally managed investment portfolio that pools the money of multiple investors. A fund manager is appointed to manage the fund including selection of the underlying investments and maintaining client records. By pooling money with other investors you may gain access to investments not normally available if you invested directly or enable you to achieve a greater level of diversification.

If you invest money into a managed fund you will receive a number of ‘units’ in that fund. The number of units you receive is calculated as the amount of money you invest divided by the unit price on that day. This is why managed funds are also often called “unit trusts”. The unit price may increase or decrease in line with the value of the underlying investments.

Each investment approach has its advantages and disadvantages that you should consider. These will include the implications for fees and investment control.

Investing directly in securities may require you to actively review and manage the investments in your portfolio on a regular basis. You may be required to make decisions and changes to account for corporate action events in the case of buying shares directly such as takeovers, rights issues and share purchase plans. This can require you to have the time and inclination to manage your direct investments portfolio. On the flip side, the advantage provided by a managed fund is that you do not need to devote the time to be actively involved in the investment decisions.

Risk Profiling

There are a number of factors that you need to consider to determine the most appropriate investment for your personal preferences and financial goals. A key driver of this decision is your risk profile which measures your attitude towards risk. Your risk profile will depend on how you feel about a range of different issues such as:

• Your comfort and knowledge of investment markets. The higher your knowledge, the more comfortable you may be investing in riskier assets like shares and property.

• Your preference for capital growth (compared to capital preservation and/or income). The higher your preference for growth may be better suited to investing in riskier assets that offer a higher potential for capital growth.

• Your level of concern when markets suffer a loss. If you are likely to sell and feel stressed from this loss, then a lower exposure to risky assets may be suitable.

• How important it is to you for your investments to keep pace with inflation. If this is important to you, then shares and property are more likely to meet this need.

• Your investment time horizon. If you are investing for the long term (at least 5-7 years), then you may consider investing in shares and property. Generally, risky assets are not suitable if you are investing for shorter periods of time and a higher level of investment in cash and bonds may be more suitable.

Structures for Holding Investments

There are various ways of owning investments and these can include in your own name, in your spouse or kids’ names, via a family trust, superannuation or private company. There are a number of issues to consider when determining the most appropriate structure to hold the investments and these include the following:

• Tax

• Fees and costs

• Liabilities and responsibilities

• Flexibility and complexity

• Estate planning

Investment Strategies

Once you have decided on your portfolio, there are various approaches to investing and withdrawing your money.

If you are concerned about the ups and downs in financial markets and are unsure about whether it is a good time to invest in risky assets, you can consider investing using a ‘dollar cost averaging’ approach. This involves investing a set amount regularly over a period of time rather than investing the full amount at a single point in time. In this way, you can avoid trying to time your entry into financial markets. By making regular investments over time you may be able to minimise the risk of investing all your money during a market peak. This can help to minimise investment risk and average the purchase price of your investments by buying more assets when prices are low and fewer assets when prices are high.

If you are withdrawing funds from your portfolio, you can use a regular drawdown strategy that has similar benefits to dollar cost averaging (but in reverse). That is, you can withdraw funds over time rather than withdrawing the full amount at a point in time. In this way, you can minimise the risk of withdrawing all your funds from financial markets at the bottom of the market.

Your portfolio can benefit from ‘compounding interest’ particularly if you reinvest your income returns. If the interest you receive is added to your initial investment, you can receive interest on the total amount and effectively receive interest on the interest reinvested. This is called ‘compound interest’ and has the effect of increasing your overall returns. The more frequently that interest is calculated, the higher will be the compounded returns.

Far too often, workplace conversations wander aimlessly. They get off-topic, circle back, and waste time. In a highperforming team, this kind of chatter is like sand in the gears. It grinds down productivity, muddles priorities, and saps energy.

Infusing Purpose and Energy into Your Communication

Every business conversation must have a purpose, or else, what’s the point? To create an impact, start by reflecting on your own communication style. Are you bringing energy? Are you inspiring others, or unintentionally dampening the mood?

Here’s how to begin making the shift:

Step 1: Observe Yourself First

Start with your own habits. Be mindful of your verbal and non-verbal cues:

• Language Matters: The words you choose can either empower or limit. Instead of saying, “I can’t,” try saying, “I’ll give it a go” or “I’m not there yet.” Your words set the tone for the conversation—make sure they move things forward.

• Tone of Voice: Keep it steady and calm. Your tone should build confidence, not doubt.

• Body Language: Are you showing openness and engagement? Maintain eye contact, face the person, and carry yourself like a leader.

If you find yourself communicating in ways that hold you back, flip it around. Use words and body language that project confidence and inspire others.

Great leaders don’t just speak—they ask questions that bring focus back to the intended outcome. If a discussion is drifting, guide it back on track:

1. Ask Yourself First: “Why are we talking about this? What’s the desired outcome?” Re-centre your own focus.

2. Engage the Team: “What are we aiming to achieve here? How does this conversation help us move towards our goal?” A simple question like this can eliminate the clutter and realign everyone.

Remember: If the team is truly aligned with the organisation’s vision and values, you should all have similar desired outcomes. If you find a disconnect, it’s time to revisit the fundamentals.

Preparing for the perfect paint job

Interior painting relies for success on the quality of its preparation. Preparing a room for painting is time-consuming and laborious, but if you follow these tips, you will have beautiful, smooth walls every time.

Preparing the room

Shift all possible furniture out of the room and cover what’s left with canvas drop cloths. Canvas absorbs paint and prevents it leaking onto the floor, a common problem if you use old cotton sheet or plastic sheets. You can also cover odd-shaped furniture with cling wrap.

Dust all surfaces to be painted whether you believe they are clean or not. Minute fibres or dust particles will interfere with the painting process. You can use a damp cloth but the best tool for dusting is a long-handled microfibre duster, preferably with an extension handle to reach up to ceiling level. It is a good idea to wear a face mask while doing this, even if you don’t have allergies or your walls have been dusted recently.

To ger rid of cobwebs and persuade spiders and all creepy crawlies to leave, use a long-handled brush.

painter’s tape. Using a putty knife, press down firmly on the tape, especially where the unpainted and to-be-painted surfaces meet. This reduces paint bleed.

Check for any indentations or cracks in the surface. Use a putty knife and a minute amount of putty to fill in. Wipe off the excess and sand back gently.

Washing the walls

Whether DIY or done by professionals, washing the walls is mandatory. If you’ve hired professionals, washing walls is not usually part of their service and they will charge extra for doing it. Hire a professional cleaner or do it yourself.

Using a sponge mop, clean the walls (and ceilings if you are painting those) with a solution of sugar soap, also known as TSP (trisodium phosphate). It is essential to apply sugar soap in kitchens, especially near greasy areas like stoves, as grease can prevent paint adhering to the walls. Walls previously painted with a satin or gloss paint also need sugar soap so that the new coat of paint will not crack due to the slippery sheen of the gloss. Note that sugar soap will darken some wooden surfaces such as mahogany.

To apply, put on rubber gloves and goggles and mix sugar soap into a bucket of warm water until it is dissolved

completely. Dip the sponge mop into the solution and wipe down the walls. Rinse the surface with a clean sponge and let it dry before starting to paint.

For small rooms, you could try Selley’s Sugar Soap Wipes. Clean with the smooth side and scrub with the other, rougher side to remove marks and stains. For more stubborn stains, try Mr Clean Eraser Pad Block. Cut to the size you need and test on an inconspicuous area. Scrub off those hard-to-lift pen scribbles or oils stains and rinse with water – easy!

Painting the room

First, set up a safe workstation. Access to and from the door should be free and uncluttered. Avoid situations where you have to reach over or across a ladder or painting equipment.

While you are painting, cover your paint trays with aluminium foil, or a plastic or garbage bag. Put a paper plate of baking foil to catch the drips under each paint can. Have a damp cloth within reach to be able to immediately wipe up drips before they dry.

Even when closing a paint tin carefully, there is the likelihood of paint splattering across the room. When you first open the can, punch a series of holes (using hammer and nails or a nail punch) in the rim’s channel where the paint collects so it will drain into the can and not all over your newly painted project.

Stretch a rubber band or tie a piece of string vertically over the paint can. Use it to scrape the excess paint off your brush. This reduces the amount of paint collecting in the channel of the rim.

Preparing your room thoroughly before painting will be worth it when you see the magic result at the end!

A by-product of sugar can reduce sugar cravings

NATUROPATHY

I find it so interesting that one of the minerals that is removed from the sugar cane as it is processed is the same mineral that helps prevent sugar cravings, which is just another reminder that we should be eating foods in their natural form.

When sugar is made

When white sugar us made, the juice from the sugar cane is stripped of all its nutrients so that we’re left with just the simple carbohydrate. Raw sugar has a tiny bit added back in and brown sugar a little bit more. The problem here is that if the nutrients were never removed, we wouldn’t be constantly craving the sugar, so let’s look at adding them back into our diet.

Molasses

Blackstrap molasses, or simply molasses as it’s known in Australia, is the by-product of refined sugar, and because so much of the water has evaporated in the process of making sugar, it’s particularly high in nutrients.

Chromium

One of the minerals that has been highly studied in both its ability to regulate metabolism, as well as reduce sugar cravings is chromium. Chromium improves glucose metabolism in those with type 2 diabetes, as well as reducing cholesterol levels. What’s interesting is that this mineral is highly concentrated in molasses, whilst a diet high in sugar will deplete your body of chromium. This explains why sometimes once you start eating sugar, you can just keep going.

Mineral content

But it doesn’t stop there, molasses is also high in iron, calcium, magnesium, and manganese, all of which are important for bones and muscles. It also contains phosphorus, potassium, zinc, selenium, copper, cobalt and iodine, some B vitamins, and antioxidants. Because of its high mineral content, molasses is often given to animals to keep them healthy, while we eat the sugar!

Recipe ideas

Now before you throw back a tablespoon of molasses, let me give you some tips on

how to eat it, because it has some pretty strong flavours and I don’t want you giving up before you get started.

Chai tea - because the spices in a chai have strong flavours, a teaspoon of molasses is a lovely sweetener without it being overwhelming.

Baked goods - in combination with other sweeteners, molasses can be a great choice here, especially when there are spices or fruit: banana bread, date and cinnamon muffins, etc

Asian cooking - when there is a sweetener required, molasses is a great choice.

Armstrong Creek makes a big impact on their recycling

The residents of Armstrong Creek have become some of Geelong’s best recyclers thanks to a recent recycling education campaign in the suburb.

Bin Inspection Program improves recycling outcomes

The City has been conducting bin inspections since 2017 to help residents understand what items can go in which bin. When contamination like plastic bags or polystyrene is found, we sticker bins and provide educational material to help residents use their bins correctly.

Keeping our recycling clean is crucial to supporting an Australian recycling industry that is financially and environmentally sustainable. The dirtier our recycling, the more it costs to process and the harder it is to find markets to make it into new items.

Armstrong Creek residents make a big impact on recycling

This year we focused on Armstrong Creek. With a high number of new residents and arrivals, it also had a higher level of contamination: about 15 percent

of recycling bins we looked at had contamination in them, with the most common contaminants being items in plastic bags, soft plastics like bread bags and chip packets, and paper towel.

We’re delighted to report that Armstrong Creek more than rose to the challenge. By July, their recycling contamination rate had dropped to 5 percent - one of the lowest rates in Greater Geelong.

Well done Armstrong Creek, and thank you to all the residents we spoke to along the way who took the time to get their recycling right.

Expressions of interest sought for pavilion licence

We’re seeking Expressions of Interest (EOIs) on the opportunity to licence the Ocean Grove Memorial Reserve Pavilion.

Proposals are being sought from interested community and sporting groups to licence the pavilion and activate the space for maximum community benefit.

This EOI is an invitation to demonstrate interest and provide a proposal on how the site could be used.

We would also like to hear from the community about the intention to enter into an agreement with a successful respondent.

The objectives of the EOI are to:

• identify the most appropriate use(s) for the site and facilities

• maximise community benefit from the site and facilities

• optimise usage of community and sporting facilities

• expand the range of services available to the community.

City seeks participants for Road Management Plan workshops

The City of Greater Geelong is calling on community members to become a part of the Road Management Plan 2025 community workshops.

The City manages over 2,000 km of roads, more than 2,300 km of paths, 86 major culverts and almost 150 bridges.

Geelong’s first ever corpse flower about to bloom

The corpse flower at the Geelong Botanic Gardens has started blushing and will soon bloom.

The Titan Arum, Amorphophallus titanum, commonly known as the corpse flower is famous for its rotting, corpse smell when it blooms.

Seeing this flower in full bloom is a rare event as the plants bloom unpredictably and can be as infrequent as once every ten years.

The corpse flower is expected to bloom for 24 – 48 hours between Tuesday 5 and Sunday 10 November.

The Gardens will have extended opening hours for visitors during this time.

During the eight-month program, community members will participate in experiences aimed at supporting the emerging leaders with personal and professional growth opportunities.

The program is free of charge and involves eight full-day sessions held on the second Wednesday of every month from March to October across a variety of venues around the City of Greater Geelong.

Understanding disengagement: Why it happens

Protecting your packages from theft

As Christmas approaches and cyber sales pop up, it’s time to think how safe your deliveries will be in your letterbox or at your front door.

More than a million parcels are reported stolen in Australia each year. With Australians increasingly shopping online, that number is likely to rise.

We understand how convenient it is to get something delivered to your door within a few days – or even hours – of ordering it. But if you’re not home to receive it, a package sitting at your front door, in your driveway, in an apartment foyer, or an unsecured mailroom, is an easy target and super tempting to an opportunistic thief.

When you’re ordering

If you have the option, schedule the delivery to happen when you know you’ll be home.

Leave a note or delivery request to the seller giving specific details about where to leave the package if you’re not at home. Make sure it’s somewhere out of sight and can’t be seen from the street.

If you live in an apartment, don’t authorise your packages to be left in the foyer or an unsecured mailroom.

Ask for tracking with your package. You may need to pay a little extra, but you will receive notifications about when, specifically, the package should arrive.

Select “click and collect”, if given the option, and have your order delivered to a collection point near you, such as a local branch of the store, a newsagent, petrol station or pharmacy.

Consider adding signature confirmation to your delivery, so that the package can only be left with someone who signs for it or be taken to the nearest post office or collection point.

Never instruct delivery drivers and couriers to leave your package “in a safe place”. There is always a risk in leaving a parcel unattended and your definition of a safe place might be a thief’s definition of “help yourself”.

If you’re not going to be at home

When the delivery company sends you a notification about the expecting delivery date/time, don’t agree for them to “leave it in a safe place” – specify a secure location at your house, that can’t be seen from the street.

Arrange to have packages delivered to your workplace.

Have parcels redirected to your local post office for collection.

Organise with a trusted neighbour to keep a lookout and collect the parcel when it’s delivered.

Arrange for your packages to be sent to a trusted neighbour, friend or family member who’s usually at home.

Register for a free Australia Post parcel locker near you and have your orders sent there.

Other safety measures

If you regularly get packages delivered to your home, invest in a lockable parcel box, which works similar to a public post box. Deliverers open the top door of the box, place parcels on the flap and once the lid is closed, parcels can only be removed through a locked door at the bottom.

If you’re ordering something valuable, pay a little extra for parcel insurance.

Set up simple motion sensor security camera at your front entry that will send notifications to your smartphone when the camera is triggered. You can log in from your smartphone to see what’s happening in real time. With some models you can even have a conversation with the person on camera. And if a parcel is stolen from your home, you can provide the footage to police.

If you live in an apartment, don’t allow people to tailgate you into the lobby or mail room – especially if you don’t know them or are unsure if they live in the building.

Make sure your letterbox has a high quality, strong letterbox lock and that the mail slot is narrow enough so a hand can’t reach in and remove your mail or small packages.

If you don’t receive a delivery you’re expecting Check the tracking status to see if it has been delivered or may have been delayed.

Contact the seller to check mailing dates, whether tracking was included and if the package has been returned to them. Also ask them to lodge an enquiry with the delivery company from their end.

Call the delivery company to lodge a missing item report.

If you live in an apartment complex, notify building management.

If you think it’s been stolen, report it to the Police Assistance Line by calling 131 444 or you can lodge an online report.

LEOPOLD SPORTSMANS CLUB BOWLS

In 1971 a couple of locals, Len Lewis and Kevin Ash had an idea for a bowls club in Leopold. The idea took hold, a committee formed and money raised. A location was needed that would have enough space for two bowling greens and a clubhouse. Finally this was located in Kensington Road, our current location and 5 acres purchased for $8500.

In May 1975 the club was officially opened as a family friendly sporting club by Brian Dixon, the then Minister for Youth, Sport and Recreation.

You can see the results for yourself on visiting our club.

There are so many people to thank over many years for their support, encouragement and voluntary help along with the the original crew that helped established the club.

Leopold Sporties, located in Leopold, Victoria, is a club based on sports. We offer Bowls, both social and Pennant, Golf, Racquet Ball and Squash.

FC LEOPOLD

FC Leopold was established in 2016 by Jared Larkins and Mitchell Vials. The club is based in Leopold, Victoria and played its first competitive games in 2017. In our first season we had over 100 registered players and expect those numbers to grow in 2018 and continue to grow into the future as the club continues to develop.

The club aims to provide a positive family friendly enviroment for our members to develop their skills off the field and to also become great people off the field.The club is run solely by volunteers and we are always looking to get members involved in helping the club grow and develop.

We are aiming to become a huge part of the Leopold community and look forward to growing the sport of football (soccer) in our beautiful town.

FC Leopold is a community club that fields senior mens teams, a senior womens team and multiple miniroos and junior teams in Geelong competitions.

FC Leopold are looking for enthusiastic members of the community who would like to contribute to the clubs ethos and family friendly feel - whether that is through being a committee member, volunteer, coach or player.

On October 7th, 2016, the last engine rolled off the Ford Geelong assembly line, thus ending the 91-year-long manufacturing history between the Ford Motor Company and the city.

The identity of Geelong has been linked to the local Ford Factory since it began operation in 1925. The advent of Ford Australia allowed the city to enjoy the same type of wealth and prosperity as other motor cities across the globe like Detroit, Nagoya, and Birmingham. The city became so synonymous with the company that it would colloquially become known as Fordtown.

Kaitlyn Church’s Fordtown is an expanded documentary project that explores the closure of the Ford Motor Company’s manufacturing facilities and its impact on Geelong. Cities will inevitably move forward from ‘blue-collar’ industries such as manufacturing and transition into a post-industrial society, focusing on the production of knowledge rather than the production of goods. This transition comes with many benefits for

Kaitlyn Church is a Melbourne-based visual artist, employing photography, video and the archive. She utilizes her upbringing in rural Victoria as a source of inspiration for her photographic work; her current practice is focused on documenting the ever-changing landscape of regional Australia. She also has an interest in the history of Australia; and explores the impact of past events on the contemporary landscape. Her project Fordtown questions the human cost of post-industrialization through the exploration of the ramifications of the closure of Ford’s manufacturing facilities in her hometown of Geelong. This project is the culmination of her Master’s degree research at the Photography Studies College.

Geelong Canoe Club’s Kayaking4Kids program is back for Term 4 with an eightweek paddle course. Participants will be introduced to the sport of paddling in a fun and safe environment, using the Paddle Australia Paddle Power program.

The Kayaking4Kids Term 4 Program is suitable for children aged 8 - 15 years.

Participants do not require previous experience paddling, however, they need to be able to swim short distances. Return participants or those from a holiday program will be further challenged in their paddling and leadership skills.

All instructors are qualified with Paddle Australia, have current Working With Children Checks, and are trained in First Aid.

Analysis Potential Milestones to Watch for in 2025

With a number of key Cats signing new contracts over the past month, there are numerous potential milestones and records that can be reached in the 2025 season.

From AFL games records to Geelong stat leaders, there will be plenty of accolades to keep an eye on when the Cats return to action next year.

Take a look at the main numbers below.

Patrick Dangerfield - Total Games Played

Dangerfield finished the 2024 season on 337 career games, currently sitting 30th in V/AFL history for total games played.

Only 24 players in the history of the sport have reached 350 games played, Dangerfield only needs 13 more games next year to become the 25th player to reach that number.

He currently has the fourth longest career among active players (17 years) but after signing a two year contract, expect to see him draw closer to a number of other game records.

Mitch Duncan - Geelong Football Club: Games Played

Mitch Duncan finished this year on 296 career games, needing just four more appearances to reach his 300th AFL game.

He would become just the seventh player in Geelong Football Club history to reach the milestone, needing just nine more games to move into the top five players in club history for games played.

Duncan’s next game at GMHBA Stadium will also be his 100th at the venue, one of just a handful of players to reach that number.

Mitch Duncan - Career Win Record

Along with his total games played, Duncan has also had a very successful career playing in 209 wins, the 19th most of any player in V/AFL history.

Duncan needs to play in 14 more wins to move into the top 10 players on this list, currently holding the second highest win percentage of any active player (70.95%).

Match Report | Cats Fall Agonisingly Short in Final Game of 2024

Geelong’s season has come to a close after a narrow four point loss to Kuwarna (Adelaide) on Friday night

Geelong’s 2024 season has come to a close on Friday night, falling four points short in an enthralling contest with Kuwarna (Adelaide) at GMHBA Stadium.

The Cats started brilliantly to take a 14 point lead at half-time, but were well held after the main break to fall 4.8 (32) to 4.4 (28) in front of a vocal crowd of 2,233.

It was a game of two halves, Geelong starting the game with flare and ferocity knowing its season was on the line.

A win for the Cats would have kept them in finals contention but a loss meant their season was over, and from the first bounce it was plain to see that Geelong didn’t want this to be its last game for the season.

The home side played with purpose and pace in the opening half using run, carry and handball receives off half-back to open the game up and get quick entries into their dangerous forwards.

Geelong’s Zali Friswell (17 disposals, 10 handball receives) and Becky Webster (23 disposals, 556m gained) led the way, putting speed on the ball through the middle and catching Adelaide’s defenders off-guard.

It wasn’t long before the Cats were on the board, with Georgie Prespakis opening the scoring with one of her signature right foot bananas from the front and centre of a marking contest.

Up the other end, Kurwana’s goal kicking woes continued from last week, scoring four behinds from its four shots on goal in the first quarter.

The Cats on the other hand continued to add to their goal tally with veteran Shelley Scott and small forward Kate Surman adding majors to start the second term.

Eight minutes into the second quarter, the Crows finally got their first when reliable tall Caitlin Gould converted from a set shot directly in front.

But momentum quickly shifted back to the Cats when 50-gamer Nina Morrison (25 disposals, 10 tackles) showed her dash through the middle of the ground

and was pushed when she kicked, giving a down-field free kick to Jackie Parry. Parry’s goal extended the Cats’ lead to 14 points at the main break.

A different looking Kuwarna came out after the half-time, with the Crows applying greater pressure around the ball and converting their opportunities in front of goal.

They kicked the only two goals of the third term through Gould and Anne Hatchard, leaving the Cats trailing by one-point heading into the final term.

The Cats continued to charge with the help of the home crowd cheering on loudly from the sidelines in the final term, but they were unable to score a major with the Crows holding on to win by four points.

Morrison’s milestone

Nina Morrison’s journey to 50 games has had more obstacles than most. The former No.1 draft pick devastatingly ruptured her ACL twice in her first two seasons, meaning the young star only played seven games from 2019-2021. The classy mid with excellent decision making skills was never going to let her ACL injuries define her career, and her determination and dedication saw her return to the field in season seven. Since then the star has been able to play with more consistency, adding a further 43 games. Morrison is proof that hard work does pay off, and at only 23-years-of-age, you feel like there are plenty of games left for this Cats star.

Competition Growth – GUB Adds New Venue

Geelong United Basketball (GUB) is excited to announce the addition of a new venue due to growing competition numbers.

The Bannockburn Recreation Centre will become an additional competition venue for 2 nights of the week during the upcoming summer season to cater for the increase in games throughout the season.

Located on Milton St, Bannockburn, the stadium features two indoor, competition standard basketball courts with associated change room facilities, and is the current training venue to one of our 18 community clubs, Dolphins Basketball Club.

GUB Grows Female Referee Presence

Geelong United Basketball (GUB) has recently been putting in great strides towards increasing the presence of female referees.

Under the guidance of GUB’s Technical Officials Development Manager, Emily Todorov, female participation in the referee space is at an all time high. “It’s so rewarding being a part of young females growth on and off the court,” Emily said. “Being able to guide them to be confident and strong individuals is reflecting in our daily presence.”

The efforts being put in to referee development by Emily and the team have been greatly received by the female contingent, so much so that a recent evening of community competition games were all officiated exclusively by female referees – A pool of 15

young developing refs all putting in the work to sharpen their skills.

With over 10,000 players competing in weekly community competitions, along with a growing number of young females in the referee space, Emily and the GUB team are looking to add even more going forward to cater for the increasing amount of games – The eventual goal being to make Geelong United Basketball not only a fantastic pathway for players, but also for referees wanting to take the next step in their officiating journey.

VJBL 24/25 Legacy Team Coaches Announced

Geelong United Basketball (GUB) is pleased to announce the appointment of our VJBL Legacy Team coaches for the upcoming 24/25 season.

U12 Boys Hutchison: Kynan Parker

Kynan joins our VJBL coaching lineup after being head coach of the Colac Kookas program, leading both the U12 and U14 girls’ teams. His teams have consistently performed well, finishing 2nd and 5th at the Country Championships. Kynan has also served as head coach at Jamboree on two occasions, and has been involved in FDP and U12/U14 Skills Days for the last five years. His extensive experience with younger athletes makes him a great fit for the U12 boys program.

U12 Girls Chandler: Stephanie Whatley

Stephanie brings a wealth of experience to the U12 girls program, and will return to the role after a successful 2024 season. She is the development coach for the U16 Victoria Country State team. Stephanie has contributed to several basketball programs, including as a floor coach at All State Camps, and as an assistant coach for Vic Country teams. In 2024 she also served as the Development coach for our NBL1 Women’s team, building the connection in our program all the way from U12s to NBL1.

U14 Boys Riches: Mitchell Cini

Mitchell is joining the club from Wyndham, where he has served as head coach for Wyndham’s U12.1 girls in 2024, after coaching their U12.2 boys in 2023. Mitchell also was an assistant coach with

Wyndham’s Championship Men’s team, further showcasing his commitment to player development at all levels.

U14 Girls Dandy: Chad Suphamongkol

Chad brings extensive coaching experience to the U14 girls. Over the past eight seasons, he has coached various Stingrays/Geelong United VJBL teams, focusing on U14-U18 boys. In 2024, Chad coached the GUB U14 Boys 1st team to a VC Reserve Grand Final. In 2024 he also served as an assistant coach for the GUB Youth League girls’ team, and makes the move to the girls’ side of the VJBL program to strengthen our women’s pathways. His involvement in FDP further highlights his dedication to developing junior athletes at high levels.

U16 Boys Green: Leigh Rowbottom

Leigh joins our pathways program with 8 years of VJBL head coaching experience, working with both boys’ and girls’ teams. He currently coaches within Basketball Victoria’s FDP, SDP and NPP programs, highlighting his ability to develop work with top talent. Leigh has also been a Victoria Metro state team selector.

U16 Girls Morrissy: Hannah Ronan-Black

Hannah joins the GUB program from Bulleen, where she served as assistant coach for the YLCW and Big V Championship Women’s teams. Hannah is also the current assistant for the U20 Girls state team. In 2024, Hannah was the WNBL development coach for the Melbourne Boomers, and will be the development coach for the Geelong

United WNBL team in 2025, along with working in our NBL1 program to further strengthen her ability to guide young athletes and build connection across all levels of our pathway.

U18 Boys Herbert: Ainslie Howard

Ainslie has an impressive resume, and returns as the U18.1 boys head coach after guiding the team to VC Reserve finals in 2024, and serving as an assistant coach for the Youth League Men’s team. Her previous roles include head coach of both Youth League Men and Women, Director of Coaching at Corio Bay Stingrays, and various positions within the Basketball Victoria state Pathway. Ainslie’s extensive coaching experience and leadership in player development will be invaluable to the U18 boys’ program.

U18 Girls De Grandi: Brendon Matthews

Brendon brings a wealth of high-level coaching experience to the U18 girls, and will be returing to the role after guiding the U18 Girls to a VJBL Grand Final in 2024. He has qualified for VC 13 times, the National Classic eight times, and has won multiple Country Championship titles. In 2024 he was the lead assistant for Geelong United’s YL1W team, and saw a number of his U18 girls play major roles in the Youth League team. Brendon’s experience and roles across different levels of our program make him a tremendous asset to the U18 girls’ program.

Situated on the Geelong waterfront, this park is jam-packed with awesome play elements, has beautiful sea views, has picnic facilities, and is a short walk away from cafes and other Geelong attractions. It makes for a beautiful day out for all ages, and is certainly a must-do in summer.

The interactive play equipment include a multi-coloured tubular slide that winds down the hill, a dragon emerging from the ground, a timber tower, swing, boat (atop the sand pit), bouncers, and a unique pyramid climbing net.

The playground is also well known for the interactive Poppy Kettle water fountains and miniature statues, situated amongst a rock area, which seem to be the main attraction for little ones. In fact, this feature was inspired by a children’s book written by local author, Robert Ingpen, and gives the park a magical quality. During the summer months the slide area has additional water play features.

A trip to this playground can be combined with a walk or bike ride along Geelong’s famous Bollard walk or a visit to The Carousel. Geelong’s Youth Activity Precinct is located a stones’ throw away from the playground, and features basketball ring, seating areas, open multipurpose area, and skate ramps.

This is the one of the most perfectly positioned playgrounds for so many reasons.

Geelong’s best kept secret The Fyansford Paper Mill is set on the Barwon River and overlooks the picturesque Buckley Falls. It was constructed in the 1870s and is one of the oldest paper mills in Australia.

The site is being transformed into a food, beverage, arts and cultural precinct, located within 10 minutes of Geelong’s CBD. With just under 5,000m2 of building space, the Mill is home to over 15 businesses, including a winery, café, gallery, yoga studio, homewares shop and escape room. There are also a number of small independent artists who have private studios across the site.

Geelong arts & Cultural precinct

The area between Johnstone Park and Ryrie Street to the west of the shopping and business district of Geelong is known as the Geelong Arts Precinct. This area is also home to the Geelong Town Hall, which is the main council offices of the City of Greater Geelong.

The city is currently seeking funds for a radical overhaul of the precinct where the current facilities will receive a substantial redevelopment. There are also plans for some pretty innovative landscaping and street works which will bring the area into line with the rest of our recently rejuvenated city. This massive renovation will make the precinct one of the best arts and cultural precincts in the state. The scale of the project put the cost of the whole redevelopment in the vicinity of over 130 million dollars.

The Geelong Art Gallery is attached to the Geelong Town Hall, and it houses a magnificent and varied collection of artworks. Two paintings in particular are extremely special to our Gallery, first being the “View of Geelong” which was painted by Eugene von Guerad in 1856. This painting was bought recently by the museum from legendary English musical creator Sir Andrew Lloyd Webber. “A Bush Burial” by Fredrick McCubbin, painted in 1890 is another of the gallery’s most precious works.

In those days there was an unwritten rule designating Western Beach for men’s bathing and Eastern Beach for women. But some ‘dastardly gentlemen’ would disregard the agreement scaring respectable women away.

Today the area is rarely used for swimming, but it’s still a popular stretch of foreshore connecting Rippleside to the rest of the Waterfront.

Here you’ll find the Boat House restaurant (Geelong’s best spot for fish and chips), the Poppykettle Playground, a designated fishing area, and the marvelous Western Beach Boardwalk.

Curving out over the water the boardwalk has well-placed seats where you can sit back and watch the sea birds duck dive for fish. In the early morning, it’s perfect for watching the sun come up over the bay.

Located on the western edge of the Waterfront, Rippleside Park Geelong is a pretty grass-covered foreshore reserve.

Popular with locals, Rippleside is less well-known to tourists who drive past en-route to more popular areas.

The park has magnificent bay views and is particularly appealing to families with young children who love the adventure playground.

The huge wooden structure has ramps, walkways, steps, and plenty of nooks and crannies to explore.

When the kids tire of the playground the reserve has wide-open spaces to run around in. Don’t forget to bring your footy!

Tucked in next to the reserve is tiny Rippleside Beach where you can bask in the sunshine or splash around in the water.

Overlooking the whole area is the bright and spacious Ripples On The Bay cafe. This stunning cafe serves excellent coffee and has huge windows with to-die-for water views.

Other amenities include picnic and barbecue facilities, toilets, and plenty of car parking spaces.

A community built wooden Adventure playground built over six days in 2001 with all the usual ramps, walkways, steps, nooks and crannies to explore.

A path on the northern edge connecting the gardens to the bay has seats where you can enjoy the sea breeze and watch the nearby helicopter toing and froing.

On the eastern side you’ll find the Wharfshed Cafe serving yummy meals and to the west sits the delightful historic carousel.

There are some interesting art sculptures dotted around the park. Be sure to check out the Volunteer Rifle Band bollards and The Buoys sculpture, a group of former channel buoys that have been turned into a powerful piece of artwork.

The Geelong Waterfront Makers and Growers market (Steampacket Market) is held here on the first Sunday of each month. This popular market offers local produce, beautiful art and handicrafts, and lots of tasty treats.

Located right beside the water Steampacket Gardens Geelong is a big rectangle of lush lawn that’s perfect for a relaxing picnic or a game of frisbee.

One of only a few in the world this beautifully restored carousel is considered by many to be the best that’s still in use today.

Housed in a modern steel and glass enclosure the pavilion has an old-world carnival atmosphere that’s enhanced by a pipe organ playing Dixieland melodies.

A ride on this enchanting carousel is a magical experience for children of all ages and abilities, with a mobility lift that assists wheelchairs onto the attraction.

Entry into the pavilion is free. Tickets to ride the Carousel are $5.00.

The Carousel Pavilion can be booked for wedding ceremonies, wedding receptions, photo shoots, and private or corporate functions.

Housing a beautifully restored Carousel, this competitively priced, exclusive all-weather venue is available for private hire seven days a week from 3:00pm.

The Carousel Geelong is a rare 1892 Armitage-Herschell hand-carved wooden carousel.

Old geelong Gaol

The Geelong Gaol Museum is housed in the 170-year-old Geelong Gaol, the third oldest prison in Victoria. Opening in 1853 and closing in 1991 it housed male and female prisoners.

Over its history, it has been used as an industrial school for young girls, a hospital gaol and a military detention barracks. It was the site of 6 executions.

Today it houses display illustrating not only the history of the Geelong Gaol but the history of the corrections of Victoria.

It features displays on the Hulks, Colonial Prisons, Executions and Saga Behind the Armour along with some of the prisoner stories who have spent time behind the bluestone walls.

The Geelong Gaol Museum is open on weekends, school holidays and public holidays.

Common Aged Care Questions for 2024

Setting the scene

Income received from a superannuation “account based” or “allocated” pension is often favourably assessed under the income test used by Centrelink and the Department ofVeterans Affairs to determine a person’s entitlement to government income support benefits. Such benefits might include the Age Pension, Disability Support Pension, Newstart Allowance, and the like. This means that a person currently receiving income support benefits may often be able to draw a reasonably significant amount of income from their account based pension without it having a detrimental effect on their government income benefit.

Legislation was passed in March 2014 that changed the way in which account based pensions are assessed for income test purposes. The change took effect from 31 December 2014. Account based pensions were brought into line with other “financial Investments”.

There are two groups of people who are affected by this change:

1. People who commenced receiving government income support benefits after 31 December 2014, whether or not they had an account based pension is place before January 2015; and

2. Those receiving government income support benefits before 1 January 2015, and they transfer their existing account based pension to a new superannuation provider, or commence a new account based pension after 31 December 2014.

Those people receiving income support as at 31 December 2014 and had an account based pension in place as at that date, will not be affected by the changes unless;

• Their income support benefit ceases for any reason, and is then recommenced, or

• they change pension providers, or

• stop and recommence an account based pension with their current provider.

There are no changes currently being made to the way the assets test applies to account based pensions.

Financial investment

Financial investments include money on deposit with banks, building societies, and credit unions, shares, managed funds and unit trusts, and money held in superannuation funds by a person of age pension age, where they have not yet commenced an account based pension.

When applying the income test, Centrelink or Department of Veterans Affairs will total up the value of a person’s financial investments and then “deem” an amount of income to be applied to those investments. The deeming rates change from time to time and are reflective of current interest rates. There are two deeming rates that apply depending on the amount of a person’s financial investments. The current deeming rates are:

Put simply, a pensioner couple have financial investments of $100,000, their deemed income, for income test purposes will be:

Deemed income is used when applying the income test. The actual income earned on financial investments, whether it is above or below the deemed income, is ignored when assessing eligibility for income support benefits.

However, income received from an account based pension is currently assessed on different basis.

Income assessment of account based pensions

When an account based pension commences, the amount of capital used to commence the pension is divided by the life expectancy of the pension recipient (or the longer of the two pension recipient’s life expectancies, where a reversionary pensioner is nominated). The resultant amount is referred to as the “deductible amount”. This amount remains constant for the life of the account based pension unless a lump sum withdrawal is made from the pension account, at which time the deductible amount is recalculated.

The amount of account based pension income currently assessed under the income

test is the actual income drawn from the account based pension, after subtracting the deductible amount.

Let’s further consider the example of our pensioner couple mentioned previously. They also have an account based pension with a value at commencement of (say) $150,000. For the sake of the example we will assume the account based pension is held in the name of the wife who is 65. Her husband is 67. Her life expectancy is 21.62 years, and his is 16.99 years1F2. In this example, it is irrelevant whether the husband was nominated as a reversionary pensioner or not, as his life expectancy is the lesser of the two. The deductible amount, in this example, is $6,938 ($150,000 ÷ 21.62). If this couple were to draw $7,500 income from their account based pension, only $562 of that will be counted under the income test ($7,500 - $6,938).

If we now extrapolate the income assessable under the income test for our pensioner couple, their assessable income under the income test will be:

If our pensioner couple were:

• not to commence receiving their age pension until after 31 December 2014; or

• to move their existing account based pension from one pension provider to another after that date; or

• to stop their existing account based pension, perhaps to add more superannuation savings, and then start a new account based pension after 31 December 2014;

Then their new account based pension will be treated as a financial investment and will be subject to deeming. If this were to occur, their financial investments will now total $250,000 and their deemed income will now be:

account based pensions will depend on personal circumstances. For example, anyone drawing an account based income stream that is significantly more than their deductible amount may actually benefit by having their account based pension treated as a financial investment and be subject to deeming.

In addition to the income test, government income support entitlements may also be affected by the assets test. The test that results in the lower income support benefit is the test that is used. We have not taken the potential assets test implications into account for the purposes of this review.

Based on deemed income of $144.35 per fortnight, this couples assessable income is still below the income free amount available under the income test, so their pension is unaffected, based on current deeming rates. However, as deeming rates increase over time, and given that they are currently at historically low level, this couple may see a reduction in the amount of age pension they receive in the future.

Grandfathering

When legislation to have account based pensions included as financial investments for deeming purposes was enacted, the income test treatment of existing account based pensions was grandfathered. That is, provided the following conditions are met, the former income test treatment of account based pensions (i.e. actual

income received, less the deductible amount) will continue to apply.

To qualify for the grandfathering the pension receiving government income support must:

1. Be in receipt of a continuous government income support benefit as at 31 December 2014; and

2. Be receiving income payments from a continuing account based pension as at 31 December 2014.

Where a person holding a grandfathered account based pension passes away, and their account based pension was structured to automatically revert (transfer).

Common Aged Care Questions for 2024

As a retirement and aged care advisor, I get asked questions throughout the year. Some of the more common questions are covered below:

1. How does my family home affect the Aged care fees?

The assessment of the home for aged care fees depends on who remains in the home after a person has moved into care, and what the home is used for on an ongoing basis. The assessable value of the person’s income and assets including the home may be used to determine the:

• accommodation fee, and • means-tested care fee (MTCF).

Where the person is partnered the person is attributed 50% of the couple’s combined income and assets. Assessment of the home for social security purposes differs.

Accommodation fee

The accommodation fee can be paid as:

• a refundable lump sum, ie Refundable Accommodation Deposit / Contribution (RAD / RAC)

• a non-refundable daily payment, ie Daily Accommodation Payment / Contribution (DAP / DAC), or

• any equivalent combination of the above.

The level of assessable assets that a person has at the time of entering care impacts the maximum amount the person can pay as an initial lump sum accommodation fee, and determines, whether the person is eligible for Government assistance with this fee.

The aged care resident has the choice as to how they wish to pay this fee. Generally, any amount of accommodation fee that a person doesn’t fund as a lump sum must be made up via payment of a daily accommodation fee. This applies regardless of whether the person chooses not to pay the fee as a lump sum or has insufficient assets to pay the entire amount.

Determining maximum accommodation fee payable as a lump sum

The maximum accommodation fee that the aged care facility can ask a resident to pay as a lump sum is constrained to the extent that, after initial payment of a lump sum, the person must be left with a minimum level of assets. The current minimum asset threshold is $58,500. Any additional amount must be made up as a daily payment.

Unless occupied by a protected person, the former home is fully assessed when determining the maximum amount payable as a lump sum. A protected person includes a:

• spouse

• dependent child

• carer of the person who has occupied the home for at least two years immediately prior

• and is eligible for an income support payment at the time, or

• close relation of the person who has occupied the home for five years immediately prior and is eligible for an income support payment at the time.

A person need not be in receipt of an income support payment to be assessed as a protected person. It is sufficient that based on the person’s circumstances at the time of assessment, they meet all eligibility criteria. Income support payments include Age Pension, DSP, JobSeeker Payment, Service Pension and Carer Payment but does not include Carer Allowance.

For example, if a room has a published rate of $550,000 and the person has a family home worth $300,000 and $100,000 in their bank account, the full value of the home is included when calculating the maximum amount that could be paid as a lump sum accommodation fee, ie $341,500 could be paid as an initial lump sum accommodation deposit, so that the minimum asset level of $58,500 is retained.

Means-tested care fee

The MTCF is calculated based on a person’s assets and income. It is determined at the time a person enters

care and is re-assessed on a quarterly basis or as circumstances change. The former home is only ever exempt for the calculation of the MTCF if occupied by a spouse or protected person. In all other circumstances, the home is assessed as an asset, up to the home cap. Depending on when the client first entered aged care, assessment of rental income from the former home differs.

2. My client is in residential aged care. His partner wants to temporarily move out of their principal home during home renovations and live with their daughter for 12 months.

Does the social security exemption for vacating the principal home in temporary situations extend to aged care assessment as well?

For social security purposes, if the principal home is temporarily vacated for any reason for up to 12 months, then the home continues to be the principal home and the income support recipient continues to be considered a homeowner (the temporary vacation exemption can be extended up to a further 12 months where the home is lost or damaged or where the person goes overseas and is unable to return, due to reasons beyond their control).

However, for aged care purposes, only under limited circumstances, temporary absence from the principal home can be relied on by a protected person to continue to exempt the home. These can be situations where a temporary absence is not intentional, and the situation may be beyond the person’s control. Examples include:

• respite care

• hospital patient

• mental or psychiatric institution patient

• boarding school student

• incarceration in certain cases

For other reasons like home renovations, the home is no longer exempt and therefore the home is assessed for that period of absence. Once the partner moves back to the principal home, the principal home exemption is regained.

3. I have some clients who reside in a retirement village.

If they decide to move into an aged care facility, how is the retirement village assessed for aged care purposes?

Where the retirement village is vacated to enter into a residential aged care facility, the assessment can depend on whether the client is single or a member of a couple. If only one member of the couple

moves into an aged care facility and the partner continues to reside in the retirement village, then the refundable amount of the entry contribution is exempt.

If the retirement unit is vacated by a single person or both the members of the couple, they are generally required to sell their unit (or share in the village). As part of a resident’s contract, an exit fee or deferred management fee may be payable upon exit. However, the sale of the unit may take weeks or even months in some cases before it can be sold. For the duration of the time between moving to the aged care facility and the unit being sold, the refundable amount of the entry contribution is assessed as an asset (50% for each member of a couple) subject to the home cap amount of $201,231.201.

Note: the assessment of the retirement village for aged care differs to that for social security purposes. The above assessment applies irrespective of whether the entry contribution was greater or lesser than the Extra Allowable Amount.

4. My client receives a home care package and currently pays an income tested care fee. If they are to move to residential aged care, does that amount count towards their means tested care fee annual cap and when does the annual cap reset?

Income Tested Care Fee (ITCF) and Means Tested Care Fee (MTCF) combined are subject to an annual cap over the 12-month period. ITCFs count towards the means tested care fee annual cap. The 12 month period commences and resets on the anniversary date on which the resident started receiving care for the first time across both Home Care and residential aged care.

As a result, the MTCF annual cap is reduced by any ITCF your client has already paid while receiving home care in the anniversary year they move into residential care. These fees also count towards the lifetime cap in residential care. Once the resident reaches the lifetime cap, they will not have to pay any MTCF/ITCF for the remainder of their time in care.

The current annual cap and lifetime cap for a residential aged care recipient is $33,309.29 and $79,942.44 respectively. These caps are indexed on 20 March and 20 September each year and are applied to residents based on the effective cap amount on the date it is reached.

It is important to remember that there are significant changes occurring within the aged care sector at present. It could be argued that it is nearly a complete rewrite of the aged care legislation. As such, the

above answers my vary after 1st July 2025 when the new legislation comes into play.
