We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month.
We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.

The history of the Victorian Football League (VFL) and Australian Football League (AFL) is intertwined, with the VFL serving as the precursor to the AFL.
The VFL was established in 1897 as a competition for the eight strongest clubs from the VFA in Victoria, Australia. The league’s early years were marked by significant growth and popularity, with teams representing various suburbs of Melbourne. The VFL quickly became the premier competition for Australian Rules Football in Australia, attracting the best players and drawing large crowds. The 1950s and 1960s are often considered the golden era of the VFL, with legendary players like Ron Barassi, Bob Skilton, and Gary Ablett Sr. dominating the competition. In 1990, the VFL underwent a rebranding and changed its name to the Australian Football League (AFL). The AFL’s goal was to expand the game beyond Victoria and make it a truly national competition. Several new teams were added to the league, including the Adelaide Crows, Brisbane Lions, West Coast Eagles, and Sydney Swans. The AFL’s expansion strategy was successful, and the league gained significant popularity in states outside of Victoria, particularly South Australia, Western Australia, and Queensland. The AFL continues to be the most popular and competitive Australian Rules Football league in the world, with a strong fan base and a thriving media presence. The first VFL Grand Final was held in 1897 between Carlton and Fitzroy. Congratulations to Werribee’s success in beating Southport in the VFL 2024 Grand Finals. Werribee’s road to the 2024 VFL Premiership was likely marked by a series of impressive wins and consistent performances throughout the season. Their strong defense, combined with a potent offense, would have made them a formidable opponent for any team. For the AFL, the Brisbane Lions claimed the championship in a not-sothrilling Grand Final, defeating the Sydney Swans as clear victors from early in the game at the Melbourne Cricket Ground (MCG). This marked a significant achievement for the Lions, reinforcing their status as one of the top teams in recent years.

Positive Ageing will be the focus across Geelong as the Victorian Seniors’ Festival kicks off this month.
The statewide festival coincides with the start of the Positive Ageing program in Geelong, which runs from October to March.
The program is available for people aged 55-plus who live in, work in or visit Greater Geelong.
With more than 40 different activities scheduled during the program, there is something for everyone.
The activities on offer include workshops, dances, concerts, sporting events, local tours and much more.
And for the Victorian Seniors Festival this month you can join in on art exhibitions, dancing, croquet, art and craft classes, exercises, a walking group, trivia and concerts.
These activities not only help people develop new friendships and explore new interests, but also provide meaningful ways to stay engaged and active in the community.
Across October, the Victorian Seniors Festival provides older Victorians with more than 2,000 free or low-cost events throughout the state.
Victorian Seniors Card holders can also enjoy eight days of free public transport for from 6 to 13 October.
This overlaps with the ACMI Seniors Film Festival running from 7 to 13 October. The film festival puts a spotlight on writer Haruki Murakami with five films adapted from his unique and introspective works.
As we all age, physical activity, social connection and mental health and wellbeing become even more important.
This year’s festival theme is ‘Explore. Engage. Evolve.’ The theme encourages older Victorians to stay curious by trying their hand at new activities and stay connected by meeting new people and fostering social connections.

465 O’Hallorans Road, Lara Lakes Estate officially has new owners!
A lucky local family were the successful bidders of our highly anticipated Barwon Health Foundation House4Health Charity auction - the largest ever fundraiser in our proud 22-year history.
The four-bedroom home was built by House4Health construction partner, Hamlan Homes with the block of land generously donated by Lara Lakes with particular thanks to Lino and Richard Bisinella from Bisinella Developments .
The vibrant auction was conducted by Ray White Lara and despite the drizzle and cold conditions, a large crowd of Lara community members gathered to celebrate the special fundraiser and watch the auction unfold.
Barwon Health Foundation Acting Executive Director Francis Trainor said the Foundation team were thrilled with the outcome of the auction day fundraiser that had such tremendous support from across the community.
“We thank the extraordinary Bisinella family, Hamlan Homes, Ray White Lara, Bendigo Bank and the local businesses, trades and suppliers who helped make this special house and auction day happen. This project has been a long time in the making and to see the smiling faces of the winning bidders and hear the cheers from the crowd is really the pinnacle of an extraordinary fundraiser.”

Financial planning involves working with a professional to navigate through the complexities of investment, taxation and changing rules and regulations. By working together you can navigate a pathway to reach your specific goals, preferences and aspirations.
Financial planning can help you through all stages of your life. The financial planning process involves the following six steps:
To gain the most value out of the financial planning process there are three fundamental issues that are important for you to consider and understand. These key components are discussed below.
The starting point for any plan is to set your personal goals. Financial goals are likely to be different for each person and need to reflect your specific preferences, aspirations and needs. Your goals may vary from short-term goals (less than one year) like buying a car, paying off your debt or going on a holiday, medium term goals (1-3 years) such as saving for your children’s’ education or long-term goals (5 years or more) like saving for a comfortable retirement and leaving behind a legacy.
Your goals will be more real and achievable if you can apply the following attributes:
• Specific: Make them specific to you and your family.
• Measurable: Ensure there is a measurement in place to determine whether the goals have been met.
• Achievable: The goals need to be achievable so while you may set a stretched target which requires you to be diligent don’t set the target too high.
• Realistic: Your goals can be an aspiration but must still be grounded.
• Time-targeted: You need to set time targets to achieve your goals.
Once you have determined where you are heading, you can work with your financial planner to develop the pathway to achieving your goals.
To put you on the path to building your wealth you need to start saving money. This may mean working out how to find more money. The best way to do this is to set yourself a budget.
Setting a budget is important for everyone no matter your age or how much money you have. It is especially important for people who are struggling to meet their goals or who keep building up debt.
A budget is not about just cutting expenses. It is about finding a good balance between your income and your expenses and deciding what is important to you so that you have money left over to save. A budget is not a fixed forever plan. You can continue to make adjustments over time until you reach a comfortable outcome and have a good strategy in place that will meet your goals.
There are two sides to a budget:
• Your income – includes income from all sources such as salary, interest, rental income and dividends, but only include your regular income and make sure you use aftertax income or allow for tax payable in your expenses.
• Your expenses – includes mortgage repayments, bills and general living expenses.
Tip
Go through the following documents to check you have captured all of your income and expenses:
• Bank account statements
• Credit card statements
• Pay slips (for both income and deductions)
• Cheque book details
• Expense receipts
• Bills and insurance certificates
You could also consider keeping a diary to record all your expenses – and don’t forget all the little ones as this is where you can often make some significant savings.
Setting a budget is a simple step but sticking to the budget can be harder.
Below are ten tips for setting a good budget:
1. Make it realistic or you will never stick to it
2. Budget an amount for fun, leisure and personal expenses so you can avoid impulse buying
3. Save your pay rises, bonuses, special payments or tax refund
4. Look for small savings – for example, take your lunch to work, or use internet banking to reduce bank fees.
5. Pay by cash or EFTPOS to avoid credit card fees (and also avoid accumulating debt)
6. Reduce fees and charges – combine bank accounts to reduce fees
7. Put your change into a savings jar at the end of every day
8. Shop around and compare prices on insurance policies. Look for companies that offer discounts for multiple policies
9. Use lay-by options instead of debt and credit cards
10. Update your budget each year
When used properly, debt can be an effective tool that may help you to achieve your financial goals. Debt can be used to purchase a range of items before you have saved the full purchase price.
It is important to understand the difference between ‘good’ debt and ‘bad’ debt. Debt can help you buy the family home, purchase a car or consumer goods and also enable you to purchase investment assets such as shares, managed funds or a rental property.
Where debt is used to acquire investments such as shares or property, this is known as gearing. This is often referred to as ‘good’ debt because it gives you the potential to claim a tax deduction for borrowing expenses and assets that will hopefully appreciate in value over time.
Borrowing to invest (gearing) simply allows you to use a combination of your own money and borrowed funds to accelerate wealth over the long-term. However it is a higher risk strategy that magnifies both the gains and losses from your portfolio. The higher the proportion of borrowed funds compared to your equity, the greater the associated risks. Options to gear into investments include margin lending, home equity loans or geared managed funds that borrow internally.
Bad’ debt is non-deductible debt like borrowings for consumer goods such as cars and holidays. Even though a loan for the
family home is non-deductible, it should not necessarily be viewed as ‘bad’ debt because the value of the home has the ability to grow over time. But looking at strategies to pay off this debt as quickly as possible will increase your wealth.
In any case, paying off non-deductible debt before deductible debt will usually be the most appropriate course of action for many people.
The cost of borrowing can be high so you need to be disciplined and consider strategies to reduce the total interest cost, reduce the term of the loan and improve your cash flows.
Some of these strategies may include:
• Making loan repayments more often
• Making additional payments
• Repaying non-deductible debt first
• Combining loans into one account with a lower interest rate

Communication is largely considered to be the backbone of an organisation. However, people have distinctive communication styles shaped by dynamics like culture, age, religion, ethnicity, geography, and class. Therefore, as the world progressively leans towards diversity, it is obvious that we are likely to suffer communication breakdown and misunderstanding.
Without a smooth flow of communication, a company is likely to falter in its productivity. Your team’s morale is likely to go down due to poor communication. Miscommunication also ignites unnecessary conflicts in an organisation.
The first step towards ensuring your business has effective communication is looking at the various styles and types of communication and then settling on the best communication model.
You need to assess your employees, find out their communication styles, meet halfway, and work towards building a uniform communication model across the organisation.
Many businesses go to great, expensive lengths to conduct assessments. However, to easily assess people’s communication styles, you can use the Extended DISC assessment.
One of the most useful Extended DISC assessments is the individual behavioural assessment that identifies the strengths and weaknesses of your team members. It can measure at a deeper unconscious level to exclude the impact of the current environment in which your team are experiencing.
Regarding your organisation’s communication style, the Extended DISC assessment system will help you to:
• Understand your team members’ differences and develop a uniform communication model
• Develop your organisation’s communication culture
• Follow up on your team members’ communication performance
• Reduce the effects of poor communication like conflict and turnovers
A leader must adjust their communication style to meet their team members’ style and thus motivate, inspire, and effectively complete tasks to the best possible outcome. You need to understand two basic perspectives of communication: style and types of communication.
There are four basic styles of communication:
• Passive communication- passive communicators keep it all to themselves and avoid expressing their grievances or giving their opinions.
• Aggressive communicationaggressive communicators are more radical and domineering in expressing their opinions and may infringe on other people’s rights.
• Passive-aggressive communication involves expressing negative feelings indirectly, mostly appearing passive on the outside but very aggressive on the inside. Passive-aggressive communicators are likely to use body language to communicate.
• Assertive communication- assertive communicators express their feelings clearly and directly while respecting other people’s feelings and opinions.
As a leader, you should adjust towards being an assertive communicator. Assertive communication is respectful and dictates that you should be a good listener, respect other people’s opinions and feelings, and be authentic. An organisation with assertive communicators is a critical-thinking and problem-solving organisation. For example, by using assertive communication, you are inclined to listen to and articulate opinions better and agree on what helps the organisation achieve the common goal. Consequently, assertive communication will encourage teamwork and create strong bonds among members.
Communication is also divided into four types:
• Verbal- transmitted via word of mouth
• Non-verbal- body language, eye contact, and touch
• Written- emails, letters, texts
• Visual communicationphotographs, graphs
As a leader, it is important to understand that your team members may individually prefer different communication types. For example, some members may prefer a presentation of graphs and videos rather than long meetings or emails.
Generally, to adjust your communication style to your team members’ style, you may need to do the following:
• Use a variety of communication styles, for example, the same message in meetings, emails, and slide presentations. This will help you accommodate every team member.
• Reach a consensus with your team members. You may agree to negotiate with your team members and decide what is best for the business. You may forego your personal preferences and improve your decoding skills, for example, forgoing verbal communication as your personal preference and having to improve on coding and decoding graphs.
• Be courteous. Like in assertive communication, you need to respect other people’s opinions.
• Listen to feedback. You should listen to what your team members say about your mode of communication, what they prefer, and what you should change.
• Train your team members on the contemporary styles of communication that are mandatory. For example, using PowerPoint presentations and videos in meetings should not be a problem for a team member in organisations where it is considered standard.
Organisations are increasingly becoming diverse, and it is important to have well-defined communication models. Team members and leaders should use a uniform communication model to facilitate smooth communication. As a leader, ensure you use the communication style you want the rest of your staff to use. It is advisable to use assertive communication and bargain on the best communication from verbal, non-verbal, written, and visual communication or use combinations.

When costs are rising and profit margins are falling, that’s bad news for the financial health of your business. But there are ways to combat this scenario.
In short, you have two main tactics to kick into gear. You can either look at costcutting across all your operating expenses, or you can find ways to sympathetically boost your revenue.
Look for any inefficiencies and find ways to streamline your processes and reduce the underlying costs. You can also use technology to automate key functions to add efficiency and reduce your underlying costs.
Revisit your existing contracts with suppliers and negotiate better terms, while also being mindful of the suppliers own cashflow pressures. Looking for alternative suppliers or finding cost efficiencies by purchasing in bulk.

Think about the demand for your products/services in the market and revise your pricing to keep it competitive.
Be sure to communicate any price increases sympathetically to customers, so you don’t damage customer loyalty.
If your current products/services are not selling, it could be time to diversify your offering to meet changing customer needs. Make the most of your existing resources and expertise to bring new products to market.
There’s no magic wand that can make the current economic pressures disappear. But by being proactive about your costreduction and revenue-generation, you can do your best to protect your business from the worst elements of increasing costs and an uncertain market.

Interior painting relies for success on the quality of its preparation. Preparing a room for painting is time-consuming and laborious, but if you follow these tips, you will have beautiful, smooth walls every time.
Shift all possible furniture out of the room and cover what’s left with canvas drop cloths. Canvas absorbs paint and prevents it leaking onto the floor, a common problem if you use old cotton sheet or plastic sheets. You can also cover odd-shaped furniture with cling wrap.
Dust all surfaces to be painted whether you believe they are clean or not. Minute fibres or dust particles will interfere with the painting process. You can use a damp cloth but the best tool for dusting is a long-handled microfibre duster, preferably with an extension handle to reach up to ceiling level. It is a good idea to wear a face mask while doing this, even if you don’t have allergies or your walls have been dusted recently.
To ger rid of cobwebs and persuade spiders and all creepy crawlies to leave, use a long-handled brush.
painter’s tape. Using a putty knife, press down firmly on the tape, especially where the unpainted and to-be-painted surfaces meet. This reduces paint bleed.
Check for any indentations or cracks in the surface. Use a putty knife and a minute amount of putty to fill in. Wipe off the excess and sand back gently.
Whether DIY or done by professionals, washing the walls is mandatory. If you’ve hired professionals, washing walls is not usually part of their service and they will charge extra for doing it. Hire a professional cleaner or do it yourself.
Using a sponge mop, clean the walls (and ceilings if you are painting those) with a solution of sugar soap, also known as TSP (trisodium phosphate). It is essential to apply sugar soap in kitchens, especially near greasy areas like stoves, as grease can prevent paint adhering to the walls. Walls previously painted with a satin or gloss paint also need sugar soap so that the new coat of paint will not crack due to the slippery sheen of the gloss. Note that sugar soap will darken some wooden surfaces such as mahogany.
To apply, put on rubber gloves and goggles and mix sugar soap into a bucket of warm water until it is dissolved
completely. Dip the sponge mop into the solution and wipe down the walls. Rinse the surface with a clean sponge and let it dry before starting to paint.
For small rooms, you could try Selley’s Sugar Soap Wipes. Clean with the smooth side and scrub with the other, rougher side to remove marks and stains. For more stubborn stains, try Mr Clean Eraser Pad Block. Cut to the size you need and test on an inconspicuous area. Scrub off those hard-to-lift pen scribbles or oils stains and rinse with water – easy!
First, set up a safe workstation. Access to and from the door should be free and uncluttered. Avoid situations where you have to reach over or across a ladder or painting equipment.
While you are painting, cover your paint trays with aluminium foil, or a plastic or garbage bag. Put a paper plate of baking foil to catch the drips under each paint can. Have a damp cloth within reach to be able to immediately wipe up drips before they dry.
Even when closing a paint tin carefully, there is the likelihood of paint splattering across the room. When you first open the can, punch a series of holes (using hammer and nails or a nail punch) in the rim’s channel where the paint collects so it will drain into the can and not all over your newly painted project.
Stretch a rubber band or tie a piece of string vertically over the paint can. Use it to scrape the excess paint off your brush. This reduces the amount of paint collecting in the channel of the rim.
Preparing your room thoroughly before painting will be worth it when you see the magic result at the end!

These 17 Global Goals are slowly being chipped away at through the work of the UN with governments and major corporations through the various agreements in different countries around the world. Intermittent fasting is where you use fasting for part of the day, rather than a longer term fast. It’s actually something we do each day, we finish eating at the end of the day and then we don’t eat again until breakfast (when we ‘break’ the ‘fast’). With the exception of small babies who need to eat around the clock, your body stores energy to keep you going through the night without any food.
It takes 5 hours to digest a meal, sometimes longer if it was a large meal, so what we generally do is space our meals that far apart to ensure we have a regular supply of energy throughout the day. Then overnight, your body use stores from the liver which last around 1015 hours. Once the liver stores have been used, your body can fuel on the stored fat as an energy source.
One important thing to note here is that fasting is not the same as eating less. To your body, a small meal indicates food shortages, and it holds onto fat for fuel, and slows down metabolism. This usually means you will feel tired, and possibly cold, as your body works hard to conserve energy. Fasting is about eating as much food as your body needs but over a smaller period of time.
One of the easiest ways to start with fasting is if you wake up in the morning and you’re not hungry, wait until you do
feel hungry, then eat. Eat good healthy food for your first meal as well as for the rest of the day. After dinner, don’t have any snacks, but if you feel like you want something in your mouth, go for a herbal tea or soda water.
There are a lot of recommendations that people skip dinner rather than breakfast, which I agree with, if you normally eat dinner alone. Cortisol levels, along with other hormones that can aid with metabolism, are higher in the morning. However, there are so many health benefits to eating with others and spending time with people over a meal so if dinner is the time that you spend with others, then this is your most important meal. Every traditional culture in the world sees the importance of a shared meal, make sure this is valued even when fasting.
It can be really helpful to establish what’s known as an eating window. This is the period of the day when you are not fasting, for example: 10 hours/day or 8 hours/day, with a set start and finish time. You may like to start eating at 9am and finish by 7pm, or start at 11am and finish by 7pm. Find a rhythm that works for your body and your lifestyle, then stick to that.
You don’t even have to fast every day, even a few days a week means that you’re allowing your body to use your fats stores as a fuel source.
If you do go for a longer time in the day without eating, be sure to drink plenty of water and add some salt (Celtic sea salt
or Himalayan salt) this will help to keep you hydrated. The body needs some salt in order to absorb the water.
If you understand how your body metabolises food you will probably know that refined carbs give you a quick energy supply, whilst whole carbohydrates are metabolised a little slower. Did you know that fats offer an even slower, longer supply of energy? If your body is used to fuelling on refined carbs most of the time, then switching to fuelling on stored body fats as a fuel source can be really difficult. But there’s something you can do to make this so much easier.
So, in order to prepare for fasting, your diet needs to include healthy fats: nuts and seeds, unprocessed meats, dairy, coconut oil, and olive oil. This way your body will be used to a slow steady energy supply and will find the switch to fuelling on body fat much easier.
If you have a disease that effects your metabolism, or are on medications that are required to be taken with food, be sure to check with a healthcare professional before beginning fasting. But this has to be the easiest (and cheapest) way to lose weight.

Community members who bought fence pickets as part of fundraising for the Rippleside playground can register to receive them when the playground is replaced.
Opened in 2001 following a community fundraising and construction effort, the playground’s boundary fence features wooden pickets carrying the name of the person or family who purchased them.
The playground has now reached the end of its life and will be replaced by a new inclusive playspace – set to be Geelong’s first ‘Livvi’s Place’.
The existing playground will be closed to the public this Thursday 19 September 2024, in preparation for being dismantled to make way for the new facility.
Those wishing to secure their pickets can do so by registering by Thursday 17 October 2024.
As part of the construction, the existing public toilet in the reserve will also close on Thursday 19 September.
The new Changing Places toilet facility is expected to open to the public in early 2025, with the new playground to open around mid-year 2025.

We’re still on a high from our massive NEXUS Clean Economy Showcase on Friday 23 August that wrapped up the 2024 Geelong Small Business Festival!
Delivered by the City and Victorian Cleantech Cluster, the event showcased the last 10 years of clean economy action while exploring how to tap into the economic development outcomes over the next decade.
We had over 100 stakeholders come together across business, industry, academia and government to attend presentations, hear panel discussions and view clean economy products and initiatives.
A standout of the day was hearing from visionary CEO and Co-Founder of circular economy consultancy Coreo, Ashleigh Morris, who also features on this year’s Australian Financial Review Sustainability Leaders List.
Ashleigh highlighted the shift from “silos to systems” thinking, the importance of building for disassembly, and emphasised the value of circularity for nature, society, the economy, and organisations.
This home-grown world-renowned speaker also discussed LEGO’s transition to a circular economy and was looking forward to the Australian Government’s upcoming National Circular Economy Framework.
We had a full program of illuminating panel discussions about:
• policy and strategy drivers in state and federal government;
• local small and medium sized enterprise talent in the clean economy space;
• councils delivering clean economy initiatives; and
• companies and organisations contributing to the clean economy.
We were also fortunate to have Here Comes the Sun author Andy McCarthy, Yasmin Mobayad and Joshua Maxwell de Hoog from lowercasepoetry and event illustrator Elise Motalli provide thought-provoking content.
It was fantastic to connect with so many like-minded people who are passionate about accelerating the clean economy.
We’ve had resoundingly positive feedback from attendees about the NEXUS program, insights gained and networking.

The 2024 Geelong Small Business Festival (GSBF) has wrapped up with remarkable success! This year was a big one as we celebrated our 14th year as the largest business festival in our region and welcomed our 30,000th attendee.
A condensed two-week program featured 66 free and low-cost events across three dedicated hubs in Geelong, Torquay, and Drysdale. Overall the festival attracted 2,101 attendees, with average event attendee numbers up 7 per cent on last year.
From the energising launch event to the thought-provoking NEXUS Clean Economy Showcase, the festival was packed with opportunities for learning, networking, and growth.
Participants delved into the latest business trends, exchanged creative ideas, and established invaluable new partnerships to support their business.
The Wurriki Nyal Geelong Hub was a hive of activity with 45 events, 11 business support agencies and more than 1,000 attendees coming through the doors to gain valuable knowledge, tips and resources from business experts.
The hub also provided extra opportunities for people to stay, network and collaborate with other businesses in between events.
Our successful partnership with the Geelong Chamber of Commerce continued for the second year, delivering some incredible outcomes and broadening the reach and impact of the festival with a continued focus on networking, upskilling and innovating.
The festival culminated with the NEXUS Clean Economy Showcase, demonstrating the festival’s commitment to encouraging sustainable business practices.
Overwhelmingly positive survey results showed the significant value the festival provides for local businesses:
More than 95 per cent of people said events provided them with information they plan to use in their business:
• More than 98 per cent of people gained additional skills and knowledge, and
• More than 85 per cent said festival events improved their business networks.

Please note: In the 2024 Federal Budget, the government has announced the discontinuation of this proposed measure, as these integrity issues are being addressed through other administrative processes implemented by the ATO.
Australian Business Number (ABN) holders will now be required to be more accountable and comply with annual income tax lodgment obligations.
First announced in the 2018–19 Federal Budget as an integrity measure, this exposure draft legislation seeks to strengthen disruptions to black economy and tax avoidance behaviour.
Currently, ABN holders are able to retain their ABNs regardless of whether or not they meet income tax obligations. This measure will provide more accountability on enterprises by giving the regulator the ability to cancel ABNs. This means advisers need to ensure clients keep their lodgments up to date, or at least keep a clear line of communication with the ATO.
Announced in the 2024 Federal Budget, the ATO will have additional time to review suspected fraudulent business activity statements (BAS) refunds prior to their release.
The current required notification period of 14 days as set out in s 8AAZLGA(3)(a) of the Tax Administration Act 1953 will be extended to 30 days to align with time limits for non-BAS refunds.
The taxpayer will receive a notification from the ATO when a BAS refund is retained for further investigation.
This measure will take effect from the start of the first financial year after assent of the enabling legislation.

The Bill proposing to increase the instant asset write off threshold in Div 328 of ITAA 1997 has received Parliamentary approval to become law and is now available to use for the 2023–24 income year.
Originally announced in the 2023 Federal Budget, the increased threshold applies from 1 July 2023, for small businesses with an aggregated annual turnover of less than $10 million.
The write-off applies to the cost of eligible depreciating assets, second element costs and general small business pools.
Eligible assets must be first used or installed ready for use between 1 July 2023 and 30 June 2024, and the write-off applies on a per asset basis.

The non-arm's length income (NALI) measure announced by the Coalition government in 2022 has been amended to provide greater certainty to taxpayers.
The intention of the amending legislation is to include a factor-based approach for trustees to be able to adequately calculate the amount of SMSF income that is NALI income. This factor-based approach applies to a situation where general expenses of the fund are not at arm's length amounts.
The factor-based approach would apply to general fund expenses incurred after 1 July 2023.
The Federal government has introduced legislation to extend the instant asset write-off threshold for small businesses to $20,000 for another year.

Individuals who receive an eligible lump sum payment in arrears after 1 July 2024 will not have to pay Medicare levy on that amount.
These payments are usually made to an individual for reasons such as compensation for previously underpaid wages.
If your client would be eligible for other offsets or rebates relating to arrears payments, and they otherwise would have a reduced Medicare levy, this exemption will be available for them.
The Federal government has introduced legislation into parliament to amend the Medicare Levy Act 1986, which will commence in the quarter following the date the bill receives royal assent.
Recently enacted legislation will make more carers eligible for government financial assistance and support.
The eligibility requirements will change from 20 March 2025, where the existing 25 hour per week participation limit to receive Carer Payment will be amended to 100 hours over 4 weeks.
Also, currently the participation limit applies to employment, volunteering and study. From 20 March 2025, only employment will count against the participation limit.
Further adjustments will be made, meaning that if an individual goes over these limits, the ramifications relating to future support will not be as severe.

Treasury has released exposure draft legislation on a 2023–24 Budget measure to extend the current 2-year amendment period to 4 years for income tax returns of small and medium businesses.
At present, the Commissioner may amend an assessment for small to medium business taxpayers for up to 2 years.
This draft legislation aims to help small businesses deal with the compliance burden of having to apply for an extension of their amendment period.
This measure, subject to receiving parliamentary approval, will commence for assessments issued on or after 1 July 2024.
Build-to-rent (BTR) developments that commenced after 7:30 pm AEST on 9 May 2023 may now benefit from an increased capital works deduction rate of 4% up from 2.5%. Announced in the 2023 Federal budget, this measure aims to improve incentives for investors to invest in BTR developments.
Also, from 1 July 2024 a reduction in withholding tax rate from 30% to 15% is available for foreign investors involved with managed investment trusts that invest in BTR accommodation.
The government tabled draft legislation proposing amendments to the ITAA 1997, TAA 1953 and ITAA 1936 to make the announced measures law.

In an initiative to promote women’s economic equality, the government has announced plans to pay superannuation on paid parental leave (PPL) for government-funded payments from 1 July 2025.
If enacted, this measure will provide parents who access the PPL government scheme with super contributions paid into their nominated super account equivalent to 12% of their leave pay.
This measure comes after new legislation to expand Australia’s PPL by providing an additional 6 weeks of PPL, increasing to 22 weeks from July 2024, 24 weeks from July 2025, and 26 weeks from July 2026 has become law.
This measure is currently in parliament on its way to become law.

With summer still a way to come, it is the perfect time of year to explore our natural world to observe and learn from our observations. The Barwon Bluff Marine Sanctuary is a fabulous area for rock pool rambling, but as a sanctuary there are restrictions to protect this amazing intertidal area- so it is strictly a look but don’t take zone. We have had some really low tides lately which is the sweet spot for rock pooling, but always be aware of the incoming tide.
Lifting rocks can upset a fragile world that lives underneath, so if you do, by carefully replacing them you won’t destroy the creatures you don’t and cannot see. So many unusual creatures to identify and that is where the phone camera comes in handy -zoom in, snap and bring your images to the Centre and we should be able to identify the unknown. With our two recently donated microscopes, and many samples provided, you can experience the micro world of marine life - gastropods, algae, crustaceans, echinoderms and other creatures you might not know exist.
Make sure you take note of the amazing diversity of seaweeds (Algae) as they are an often-overlooked aspect of rock pooling.
The Centre will be taking part in this year’s Bellarine Arts Trail again (2 & 3 Nov.) - we have recently taken down the 70 Jelly fish from last year’s exhibition. This years theme will be Sea weeds, Sea Slugs and Sea Dragons – so once again we will create a display to draw attention to their beauty and diversity. If you haven’t seen or heard of a Nudibranch, we have a treat for you!
Inspired by these intriguing marine creatures and the diversity of seaweeds, local artists have captured them in various art forms. Visual displays and activities will help you appreciate their role in our marine ecosystems and why it is important that we understand and protect them. The Barwon Estuary Centre’s permanent collection will also be on display covering local history, shipwrecks, flora and fauna.

Taking place from October 11-13, 2024, this exciting event sees filmmakers from across Australia descend on Geelong to create 4–7-minute films that highlight the region. Films must be created, produced and submitted within 48 hours.
Filmmakers of all ages and skill levels are invited to participate, from professionals and students to anyone with a passion for filmmaking. Whether you’re using professional equipment or just a smartphone, there’s a category for everyone. You can enter as an individual or in teams to write a story and find a cast and crew who can shoot and edit their short film in just a single weekend.
The ‘48 Hour Film Frenzy’ offers awards for professionals, secondary school and university students and amateurs, as judged by a panel of professional filmmakers and celebrity judges. All films meeting the criteria will be screened in local cinemas and shared worldwide on digital platforms.

To support participants, Geelong Waterfront Film will host a workshop in the lead up to the event. This workshop will be facilitated by industry professionals and offers newcomers an opportunity to learn from industry experts.

Hooning is dangerous and illegal behaviour. It not only puts drivers, pedestrians and other road users as risk, it can also ruin peaceful enjoyment of your neighbourhood.
What is hoon driving?
Hoon driving refers to dangerous and reckless driving behaviour that puts the public at risk. It can include:
• driving at dangerous speeds
• illegal street or drag racing or speed trials
• performing burnouts, doughnuts and other dangerous manoeuvres on public roads
• intentional loss of traction or drifting
• overloading a vehicle where there are more passengers than seat belts
• inciting, encouraging or organising any these
What can I do about hoon driving?
Report it when you see it
If you witness hoon driving, or know a hoon driver, you can anonymously report it to Crime Stoppers on 1800 333 000 or report it online at Crime Stoppers Victoria.
Reports of hoon driving help Victoria Police target repeat offenders and focus on specific locations. So, if hoon driving is a problem in your neighbourhood, report it to Crime Stoppers when it occurs and get your neighbours to report it as well.
When you report hooning, provide the following information if you can:
• Type of hooning you observed – speeding, doing burnouts or doughnuts.
• Date and time it happened (or days and times if reporting multiple incidents).
• Street and suburb/town where it occurred.
• Description of vehicles involved – make, model, colour, rego number and any noticeable features such as bumper stickers or damage.
• Info about the driver – physical description and their name and address, if known.
You can report the incident to the police, who have the authority to investigate and take appropriate action. In Victoria, you can contact the Police Assistance Line at 131 444 to report non-emergency incidents.
Avoid confronting or engaging with the drivers directly, as this can escalate the situation and put you at risk. Instead, focus on providing accurate information to police and Crime Stoppers.
Only take photos or videos of the hooning if you can do so safely. This evidence can be useful for police when investigating the matter.
If you witness an immediate and serious threat to public safety, such as an accident or a situation that requires urgent intervention, call Triple Zero (000) immediately.
You can get involved in local road safety campaigns or community groups that aim to address hoon driving. These organisations often work collaboratively with local police and councils to raise awareness and promote safer driving practices.

In February 2021 Victoria police launched Operation Achilles, to reduce the harm hoon driving causes.
During the first 2 years of Operation Achilles, Victoria Police charged more than 360 hoon drivers with almost 3,000 offences and impounded 375 vehicles connected to intentional high-risk driving. There was also a 75% drop in organised hoon events between February 2022 and January 2023,
Anti-hoon laws were in introduced in Victoria 2006 and give police the power to impound, immobilise or permanently seize vehicles driven by people in a dangerous manner. This is on top of any fines, imprisonment or loss of licence the courts may impose on a person found guilty of a hoon driving offence.

In 1971 a couple of locals, Len Lewis and Kevin Ash had an idea for a bowls club in Leopold. The idea took hold, a committee formed and money raised. A location was needed that would have enough space for two bowling greens and a clubhouse. Finally this was located in Kensington Road, our current location and 5 acres purchased for $8500.
In May 1975 the club was officially opened as a family friendly sporting club by Brian Dixon, the then Minister for Youth, Sport and Recreation.

There are so many people to thank over many years for their support, encouragement and voluntary help along with the the original crew that helped established the club.
Leopold Sporties, located in Leopold, Victoria, is a club based on sports. We offer Bowls, both social and Pennant, Golf, Racquet Ball and Squash.
FC Leopold was established in 2016 by Jared Larkins and Mitchell Vials. The club is based in Leopold, Victoria and played its first competitive games in 2017. In our first season we had over 100 registered players and expect those numbers to grow in 2018 and continue to grow into the future as the club continues to develop.
The club aims to provide a positive family friendly enviroment for our members to develop their skills off the field and to also become great people off the field.The club is run solely by volunteers and we are always looking to get members involved in helping the club grow and develop.

The Best of the Bee Gees received standing ovations celebrating their Silver Anniversary nationally in 2023. Australian music legend Daryl Braithwaite is bringing his You Won’t Go Home Whistling The Lights Tour to Geelong!
Daryl Braithwaite is an iconic Australian singer/songwriter and ARIA Hall Of Fame Inductee. As the front man and vocalist for 1970’s band Sherbet, Braithwaite rode a wave of local and international success with songs such as Howzat and Summer Love propelling the band the band to superstar status.
Braithwaite went on to embark on a highly successful solo career which included a #1 ARIA Album Chart for his album Edge (1988) featuring the hit singles As The Days Go By and One Summer.
Braithwaite’s 1990 follow up album Rise included the single The Horses which reached #1 on the ARIA Singles Chart and to this day remains an anthem for generations of Australians. In 2020, Braithwaite joined a host of local and international artists to perform at Fire Fight Australia, Concert For National Bushfire Relief in front of an audience in excess of 70,000 at Sydney’s ANZ Stadium.
In 2023 Daryl was invited by Harry Styles to sing HORSES with him at Accor Stadium Stadium Sydney in front of 60,000 people.

The fact that she is for the most part, non-ambulant and non-verbal, does not prevent her from interacting with the people around her In Mary, we can appreciate the playful, fully-rounded, feisty person she was and still is.
In Until Then - Rhys and Tony are losing touch with what is real and important in their lives – but it works both ways.
There is reference to family violence and abuse (inferred and spoken) in both plays and we will provide information and phone numbers for referral services in the program and at the performance.

Geelong Canoe Club’s Kayaking4Kids program is back for Term 4 with an eightweek paddle course. Participants will be introduced to the sport of paddling in a fun and safe environment, using the Paddle Australia Paddle Power program.
The Kayaking4Kids Term 4 Program is suitable for children aged 8 - 15 years.
Participants do not require previous experience paddling, however, they need to be able to swim short distances. Return participants or those from a holiday program will be further challenged in their paddling and leadership skills.
All instructors are qualified with Paddle Australia, have current Working With Children Checks, and are trained in First Aid.

Big games call for big-game players. Kai Lohmann officially joined the Big Game Player Club on Saturday with a Grand Final to remember.
The Brisbane Lions livewire kickstarted his side’s premiership charge in the flag decider with its first two goals in the opening quarter. He kicked the first of a barnstorming second term. And for good measure finished with a fourth goal after a high-flying grab in the fourth quarter.
For Lohmann, who strongly considered returning to Victoria last year when clubs were chasing the out-of-contract forward and he couldn’t break into the Lions’ forward half, he knew things were going his way.
“I love the big moments. I just want to always play my role and not be too selfish but when I get my opportunities I want to take them with both hands. I want to keep rolling and if I’m feeling good, then the boys know I’m feeling good as well,” he told AFL.com.au in Brisbane’s euphoric rooms post-game.

The third goal at the start of the second quarter came from the MCC members pocket as Lohmann used the breeze to slot a cracking goal to again supercharge the Lions on their brilliant second-term run that was premiership-winning.

“For that goal I was thinking about hitting Charlie (Cameron) on the lead but he was a bit covered so I just hit it and the
wind brought it back. I was pumped with that one, that was bloody good seeing that one go through,” he said.
The lure to come back to Victoria was strong last year, with Hawthorn and Essendon among his suitors. The Western Bulldogs had also been keen at the end of 2022.

“This is the best feeling I’ve ever had in my life. It’s very, very surreal and very raw,” he said.
“It means a lot. I was weighing up my options last year and to stick around and get the silverware, which is why I stuck around, is just amazing and it’s quite raw at the moment.”
Lohmann had only played eight games across his first two years at the Lions and was sidelined for the finals series with a collarbone injury in 2023 as Brisbane reached the Grand Final.
He started this year with three games as the substitute but could see an opening in their forward half, with Lincoln McCarthy’s knee injury seeing a vacancy in attack. He took his chance, finishing the year with 36 goals, in third place of the Telstra AFL Rising Star and now with a premiership medal. Lohmann said he believed he could find this level.
“I thought so. I haven’t really had an offseason and full pre-season in the last few years and even in my draft season I didn’t, so with a full pre-season I gave myself a chance. I started the first three games as a sub and talking to ‘Fages’ (coach Chris Fagan) every week I wanted to know how I could get in and how I could improve. It’s worth it,” he said.
He is also ready to back it up. The flash of blond hair, high marks, bigger celebrations and lots of goals are only going to be seen more and more.
“Hopefully I can get a good pre-season in, work on the stuff I need to and then I can be a better player next year,” he said.
The coaches votes are in for Geelong’s Week 5 clash against Hawthorn
Two Cats have featured in the Week 5 coaches votes, with Aishling Moloney and Nina Morrison both recognised for their strong performances against Hawthorn.
Aishling Moloney received three votes from the coaches for her dominant display down forward, picking up 19 disposals and booting three goals while also recording a game high eight score involvements.
The impressive outing follows a four goal haul from Moloney against Gold Coast in Week 4, with the star forward now sitting second on the AFLW’s goal-kicking leaderboard.
Nina Morrison has been awarded two votes for another tough performance against the Hawks, collecting 21 disposals and laying 11 tackles to lead the way through the midfield.
The star on-baller also pushed forward to hit the scoreboard early in the contest, with Morrison booting goals in four of the Cats five matches so far in 2024.
Week 5 capped off an incredibly consistent month for Morrison, who has polled coaches votes in four consecutive games.

Geelong United Basketball (GUB) is excited to announce the addition of a new venue due to growing competition numbers.
The Bannockburn Recreation Centre will become an additional competition venue for 2 nights of the week during the upcoming summer season to cater for the increase in games throughout the season.
Located on Milton St, Bannockburn, the stadium features two indoor, competition standard basketball courts with associated change room facilities, and is the current training venue to one of our 18 community clubs, Dolphins Basketball Club.

Geelong United Basketball (GUB) has recently been putting in great strides towards increasing the presence of female referees.
Under the guidance of GUB’s Technical Officials Development Manager, Emily Todorov, female participation in the referee space is at an all time high. “It’s so rewarding being a part of young females growth on and off the court,” Emily said. “Being able to guide them to be confident and strong individuals is reflecting in our daily presence.”
The efforts being put in to referee development by Emily and the team have been greatly received by the female contingent, so much so that a recent evening of community competition games were all officiated exclusively by female referees – A pool of 15
young developing refs all putting in the work to sharpen their skills.
With over 10,000 players competing in weekly community competitions, along with a growing number of young females in the referee space, Emily and the GUB team are looking to add even more going forward to cater for the increasing amount of games – The eventual goal being to make Geelong United Basketball not only a fantastic pathway for players, but also for referees wanting to take the next step in their officiating journey.

Geelong United Basketball (GUB) is pleased to announce the appointment of our VJBL Legacy Team coaches for the upcoming 24/25 season.
Kynan joins our VJBL coaching lineup after being head coach of the Colac Kookas program, leading both the U12 and U14 girls’ teams. His teams have consistently performed well, finishing 2nd and 5th at the Country Championships. Kynan has also served as head coach at Jamboree on two occasions, and has been involved in FDP and U12/U14 Skills Days for the last five years. His extensive experience with younger athletes makes him a great fit for the U12 boys program.
Stephanie brings a wealth of experience to the U12 girls program, and will return to the role after a successful 2024 season. She is the development coach for the U16 Victoria Country State team. Stephanie has contributed to several basketball programs, including as a floor coach at All State Camps, and as an assistant coach for Vic Country teams. In 2024 she also served as the Development coach for our NBL1 Women’s team, building the connection in our program all the way from U12s to NBL1.
Mitchell is joining the club from Wyndham, where he has served as head coach for Wyndham’s U12.1 girls in 2024, after coaching their U12.2 boys in 2023. Mitchell also was an assistant coach with
Wyndham’s Championship Men’s team, further showcasing his commitment to player development at all levels.
Chad brings extensive coaching experience to the U14 girls. Over the past eight seasons, he has coached various Stingrays/Geelong United VJBL teams, focusing on U14-U18 boys. In 2024, Chad coached the GUB U14 Boys 1st team to a VC Reserve Grand Final. In 2024 he also served as an assistant coach for the GUB Youth League girls’ team, and makes the move to the girls’ side of the VJBL program to strengthen our women’s pathways. His involvement in FDP further highlights his dedication to developing junior athletes at high levels.
Leigh joins our pathways program with 8 years of VJBL head coaching experience, working with both boys’ and girls’ teams. He currently coaches within Basketball Victoria’s FDP, SDP and NPP programs, highlighting his ability to develop work with top talent. Leigh has also been a Victoria Metro state team selector.
Hannah joins the GUB program from Bulleen, where she served as assistant coach for the YLCW and Big V Championship Women’s teams. Hannah is also the current assistant for the U20 Girls state team. In 2024, Hannah was the WNBL development coach for the Melbourne Boomers, and will be the development coach for the Geelong
United WNBL team in 2025, along with working in our NBL1 program to further strengthen her ability to guide young athletes and build connection across all levels of our pathway.
Ainslie has an impressive resume, and returns as the U18.1 boys head coach after guiding the team to VC Reserve finals in 2024, and serving as an assistant coach for the Youth League Men’s team. Her previous roles include head coach of both Youth League Men and Women, Director of Coaching at Corio Bay Stingrays, and various positions within the Basketball Victoria state Pathway. Ainslie’s extensive coaching experience and leadership in player development will be invaluable to the U18 boys’ program.
Brendon brings a wealth of high-level coaching experience to the U18 girls, and will be returing to the role after guiding the U18 Girls to a VJBL Grand Final in 2024. He has qualified for VC 13 times, the National Classic eight times, and has won multiple Country Championship titles. In 2024 he was the lead assistant for Geelong United’s YL1W team, and saw a number of his U18 girls play major roles in the Youth League team. Brendon’s experience and roles across different levels of our program make him a tremendous asset to the U18 girls’ program.

The Geelong Waterfront is one of Australia’s most stunning waterfronts. Having started from humble beginnings when Geelong was founded as a port in 1836, the Waterfront has now attracted a series of prestigious awards.

The interactive play equipment include a multi-coloured tubular slide that winds down the hill, a dragon emerging from the ground, a timber tower, swing, boat (atop the sand pit), bouncers, and a unique pyramid climbing net.
The playground is also well known for the interactive Poppy Kettle water fountains and miniature statues, situated amongst a rock area, which seem to be the main attraction for little ones. In fact, this feature was inspired by a children’s book written by local author, Robert Ingpen, and gives the park a magical quality. During the summer months the slide area has additional water play features.
A trip to this playground can be combined with a walk or bike ride along Geelong’s famous Bollard walk or a visit to The Carousel. Geelong’s Youth Activity Precinct is located a stones’ throw away from the playground, and features basketball ring, seating areas, open multipurpose area, and skate ramps.

Geelong’s best kept secret The Fyansford Paper Mill is set on the Barwon River and overlooks the picturesque Buckley Falls. It was constructed in the 1870s and is one of the oldest paper mills in Australia.
The site is being transformed into a food, beverage, arts and cultural precinct, located within 10 minutes of Geelong’s CBD. With just under 5,000m2 of building space, the Mill is home to over 15 businesses, including a winery, café, gallery, yoga studio, homewares shop and escape room. There are also a number of small independent artists who have private studios across the site.

The area between Johnstone Park and Ryrie Street to the west of the shopping and business district of Geelong is known as the Geelong Arts Precinct. This area is also home to the Geelong Town Hall, which is the main council offices of the City of Greater Geelong.
The city is currently seeking funds for a radical overhaul of the precinct where the current facilities will receive a substantial redevelopment. There are also plans for some pretty innovative landscaping and street works which will bring the area into line with the rest of our recently rejuvenated city. This massive renovation will make the precinct one of the best arts and cultural precincts in the state. The scale of the project put the cost of the whole redevelopment in the vicinity of over 130 million dollars.
The Geelong Art Gallery is attached to the Geelong Town Hall, and it houses a magnificent and varied collection of artworks. Two paintings in particular are extremely special to our Gallery, first being the “View of Geelong” which was painted by Eugene von Guerad in 1856. This painting was bought recently by the museum from legendary English musical creator Sir Andrew Lloyd Webber. “A Bush Burial” by Fredrick McCubbin, painted in 1890 is another of the gallery’s most precious works.
Geelong Arts Centre, formerly the Geelong Performing Arts Centre, is a performing arts, functions and events venue located in Geelong, Victoria, Australia.
In those days there was an unwritten rule designating Western Beach for men’s bathing and Eastern Beach for women. But some ‘dastardly gentlemen’ would disregard the agreement scaring respectable women away.
Today the area is rarely used for swimming, but it’s still a popular stretch of foreshore connecting Rippleside to the rest of the Waterfront.
Here you’ll find the Boat House restaurant (Geelong’s best spot for fish and chips), the Poppykettle Playground, a designated fishing area, and the marvelous Western Beach Boardwalk.
Curving out over the water the boardwalk has well-placed seats where you can sit back and watch the sea birds duck dive for fish. In the early morning, it’s perfect for watching the sun come up over the bay.

Located on the western edge of the Waterfront, Rippleside Park Geelong is a pretty grass-covered foreshore reserve.
Popular with locals, Rippleside is less well-known to tourists who drive past en-route to more popular areas.
The park has magnificent bay views and is particularly appealing to families with young children who love the adventure playground.
The huge wooden structure has ramps, walkways, steps, and plenty of nooks and crannies to explore.
When the kids tire of the playground the reserve has wide-open spaces to run around in. Don’t forget to bring your footy!
Tucked in next to the reserve is tiny Rippleside Beach where you can bask in the sunshine or splash around in the water.
Overlooking the whole area is the bright and spacious Ripples On The Bay cafe. This stunning cafe serves excellent coffee and has huge windows with to-die-for water views.
Other amenities include picnic and barbecue facilities, toilets, and plenty of car parking spaces.
A community built wooden Adventure playground built over six days in 2001 with all the usual ramps, walkways, steps, nooks and crannies to explore.
A path on the northern edge connecting the gardens to the bay has seats where you can enjoy the sea breeze and watch the nearby helicopter toing and froing.
On the eastern side you’ll find the Wharfshed Cafe serving yummy meals and to the west sits the delightful historic carousel.
There are some interesting art sculptures dotted around the park. Be sure to check out the Volunteer Rifle Band bollards and The Buoys sculpture, a group of former channel buoys that have been turned into a powerful piece of artwork.
The Geelong Waterfront Makers and Growers market (Steampacket Market) is held here on the first Sunday of each month. This popular market offers local produce, beautiful art and handicrafts, and lots of tasty treats.
Located right beside the water Steampacket Gardens Geelong is a big rectangle of lush lawn that’s perfect for a relaxing picnic or a game of frisbee.
One of only a few in the world this beautifully restored carousel is considered by many to be the best that’s still in use today.
Housed in a modern steel and glass enclosure the pavilion has an old-world carnival atmosphere that’s enhanced by a pipe organ playing Dixieland melodies.
A ride on this enchanting carousel is a magical experience for children of all ages and abilities, with a mobility lift that assists wheelchairs onto the attraction.

The Carousel Geelong is a rare 1892 Armitage-Herschell hand-carved wooden carousel.
The Geelong Gaol Museum is housed in the 170-year-old Geelong Gaol, the third oldest prison in Victoria. Opening in 1853 and closing in 1991 it housed male and female prisoners.
Over its history, it has been used as an industrial school for young girls, a hospital gaol and a military detention barracks. It was the site of 6 executions.
Today it houses display illustrating not only the history of the Geelong Gaol but the history of the corrections of Victoria.
It features displays on the Hulks, Colonial Prisons, Executions and Saga Behind the Armour along with some of the prisoner stories who have spent time behind the bluestone walls.
The Geelong Gaol Museum is open on weekends, school holidays and public holidays.

If you thought aged care was complicated then think again…it just become more complicated.
What is a real concern for me is the phasing out of the RAD. How this will impact future aged pension clients will be of significant importance given the RAD was not means tested. If you cannot use funds to purchase a RAD then people’s assets; namely their home, will be assessed under the aged pension asset test. This will result in many Australian’s not been able to keep or obtain the age pension.
Here is a summary of the new reforms being introduced:
New Aged Care Bill introduced
The Government has introduced new Aged Care legislation to Parliament today.
The new legislation includes major changes to both Home Care and Residential Aged Care including fees and charges.
The new Aged Care Bill 2024 implements various recommendations made by the Royal Commission into Aged Care Quality and Safety, and replaces the existing Aged Care Act 1997.
Most proposed reforms commence 1 July 2025. Grandfathering applies to existing Residential Aged Care residents and Home Care participants.
The Government has stated that the new reforms have bipartisan support however it is draft legislation which has not passed as yet.
More than 50% of providers are reportedly losing money on accommodation which is limiting investment into new builds.
As the legislation has just been released we have only key announcements at this stage, including:
• Maximum accommodation priceamount that can be charged without approval increases from $550,000 to $750,000 from 1 January 2025
• Introduction of RAD retention amount - aged care providers will retain 2% p.a. (up to a maximum 5 years) of a resident’s lump sum accommodation payment (RAD or RAC) where they enter care on or after 1 July 2025
• Indexation of Daily Accommodation Payments (DAPs) - DAPs will be indexed twice per year for residents entering residential care on or after 1 July 2025
• RADs to be phased out - subject to a review in 2029-30, RADs to be phased out by 2035
Residential Aged Care - Contributions
• Basic Daily Care Fee - remains at 85% of single base rate Age Pension. From 1 July 2025, an additional means tested Hotelling Supplement of up to $12.55 per day will be charged. Not payable by fully or partially supported residents
• Means tested care fee replaced by a new means-tested Non-Clinical Care Contribution - a new lifetime cap of $130,000 (or maximum of 4 years) applies
• Family home - assessment remains unchanged
Home care fees
The new Support at Home program will start from 1 July 2025. The services will be divided into clinical care, independence support and everyday living costs.
1. Care will be approved under 10 package levels. The highest level will have a higher budget than the current Level 4 package.
2. Clinical care will be fully paid by government.
3. Full pensioners will pay 5% of independence support costs and 17.5% of everyday living costs.
4. Self-funded retirees will pay 50% of independence support costs and 80% of everyday living costs.
5. Part-pensioners will pay between these levels with means-testing (assets & income) that aligns with age pension means-testing rules.
6. The lifetime cap (across both home care and residential care) will increase to $130,000.
7. Clients who start a Home Care Package after 30 June 2025 will only be able to accumulate unspent funds of up to $1,000 or 10% of package budget (higher of) across quarters.
Most of the changes to fees are proposed to come into effect from 1 July 2025 and will only apply to clients entering residential care from that date.
For Support at Home, people accessing a home care package (or on the National Priority System) as at 12 September 2024 will stay under the existing fee rules.
The next nine months could be busy if people needing care need advice and consider accessing care before the new rules start.

When a member of a superannuation fund passes away, any benefit they have within superannuation must be cashed as soon as practicable.
The rules regarding who can receive a death benefit and how a death benefit can be paid are outlined in superannuation legislation as well as the trust deed rules of the superannuation fund. The trustee must take both sets of rules into consideration. Sometimes the rules of the superannuation fund can be more restrictive than the legislation.
Who Can a Superannuation Death Benefit be paid to?
A superannuation death benefit may only be paid to dependents of the deceased (as defined by superannuation rules) or to the deceased’s estate.
A dependent includes:
• The current spouse (including de facto and same-sex partners)
• Any child of the person (including adopted child or stepchild of a current relationship)
• A person with whom the deceased had an interdependency relationship at the time of death
• A person who was financially dependent on the deceased at the time of death
Another person can only be paid if there are no superannuation dependents or an estate.
It is important to note that a stepchild who is a child of a former partner (following a relationship breakdown or death of the former partner) is no longer defined as a child of the person for the purposes of superannuation law and cannot receive a death benefit unless he/she was a financial dependent or had an interdependency relationship.
Two people are regarded as having an interdependency relationship if:
They have a close personal relationship, and They live together (unless the separation is due to disability), and One or each of them provides the other with financial support, and One or each of them provides the other with domestic support and personal care
How Can a Death Benefit be paid?
A death benefit may be paid as a lump sum or an income stream, depending on the rules of the superannuation fund and the status of the beneficiary.
If the death benefit is paid to a child, a pension can only be paid if the child is under age 18, or aged 18-25 and financially dependent upon the deceased, or meets disability rules (as described in subsection 8(1) of the Disability Services Act 1986). Unless the child meets the disability rules, the pension will need to stop and be converted into a lump sum when the child reaches age 25. This will be a tax-free lump sum.
There are two ways to nominate who is to be the beneficiary of a death benefit from the accumulation phase of a superannuation fund. These are:
• Binding death benefit nomination, or
• Non-binding death benefit nomination
The options available will depend on the options that are offered by the superannuation fund.
The general rule of superannuation is that the trustee has discretion to decide who to pay a death benefit to, but a binding or reversionary nomination can override this discretion. Provided the nomination is valid, the trustee will be bound to pay the benefit to the person(s) nominated.
For a binding death benefit nomination to be valid, certain conditions must be met including:
• The nomination must be made in writing, and the signature of the person must be witnessed by two witnesses over the age of 18, who are not beneficiaries
• The nominated beneficiaries must meet the superannuation definition of an allowable dependent
• The allocation of benefits to beneficiaries must be clear
• The nomination must be current (many funds require the nomination to be remade at least every three years although some funds offer nonlapsing binding nominations)
The rules for how a binding nomination is to be made for a self-managed fund may be different and will be governed by the rules in the fund’s trust deed.
A non-binding death benefit nomination indicates the person’s preference for how a death benefit should be paid but it is not binding on the trustee of the superannuation fund. The trustee may take the instructions into account but will ultimately exercise their own discretion in determining to whom, and in what form, a death benefit will be paid. In such cases it is usual for the trustee to undertake a ‘claim staking’ process to identify potential beneficiaries. If a binding nomination is invalid, it is treated in the same manner as a non-binding nomination.
If a beneficiary has been nominated as a reversionary pensioner, on the death of the original income stream recipient, the income continues to be paid to the nominated reversionary pensioner.
Taxation of Superannuation Death Benefits
Superannuation death benefits paid as a lump sum are paid tax-free to a beneficiary who meets the tax dependency definition. This includes:
• The current or former spouse (including de facto and same-sex partners)
• A child under age 18 or 18-25 and in full-time education
• A person with whom the deceased had an interdependency relationship at the time of death
• A person who was financially dependent on the deceased at the time of death
If paid to the estate, the taxation depends on who is the ultimate beneficiary from the estate.
Superannuation death benefits paid to adult children of a deceased member will be taxable unless the beneficiary meets one of more of the conditions for tax dependency set out above.
The following table sets out the tax rates payable on lump sum death benefits paid to a non-tax dependent beneficiary. Medicare Levy, where applicable, is additional if paid to the beneficiary directly by the deceased member’s superannuation fund. Where a death benefit is paid to the deceased’s estate, for the ultimate benefit of a non-tax dependent beneficiary, the Medicare Levy is not payable.

A taxable component – untaxed element may arise where a death benefit is paid from an untaxed superannuation fund, including a Constitutional Protected Fund, or where the death benefit is paid from a taxed superannuation fund and the death benefit includes proceeds of life insurance held by the deceased within their superannuation fund.
Where the death benefit is paid as an income stream the income payments are tax free if either the deceased or the beneficiary is over age 60. If both are under age 60, the taxable portion of the income is taxed at the beneficiary’s marginal tax rate, but a 15% tax offset applies. (Note: the tax rules may vary if the pension includes an element untaxed, e.g. as per some government superannuation funds.)
