About the Find Maroondah By Warren Strybosch

The Find Maroondah is a community paper that aims to support all things Maroondah. We want to provide a place where all Not-For-Profits (NFP), schools, sporting groups and other like organisations can share their news in one place. For instance, submitting up-andcoming events in the Find Maroondah for Free. We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. You can obtain your news from other sources. We feel you get enough of this already. We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month. We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.

We will also try and showcase different organisations throughout the year so you, the reader, can learn more about what is on offer in your local area. To help support the paper, we invite local businesses owners to sponsor the paper and in return we will provide exclusive advertising and opportunities to submit articles about their businesses. As a community we encourage you to support these businesses/columnists. Without their support, we would not be able to provide this community paper to you. Lastly, we want to ask you, the local community, to support the fundraising initiatives that we will be developing

and rolling out over the coming years. Our aim is to help as many NFP and other like organisations to raise much needed funds to help them to keep operating. Our fundraising initiatives will never simply ask for money from you. We will also aim to provide something of worth to you before you part with your hard-earned money. The first initiative is the Find Cards and Find Coupons – similar to the Entertainment Book but cheaper and more localised. Any NFP and similar organisations e.g., schools, sporting clubs, can participate. Follow us on facebook (https://www. facebook.com/findmaroondah) so you keep up to date with what we are doing. We value your support, The Find Maroondah Team.

Who do you get your money or finance advice from? For many people they rely on their friends and family. For others, it is their professional advisor. In the past their professional advisor was the accountant but now that accountants can longer provide financial advice anymore, more people are turning to licenced financial planners. However, there is a growing number of people who do not seek professional advice but rather put their faith and trust into financial influencers or ‘fin-influencers’.

more likely to be providing financial product advice because it indicates an intention to influence the audience,” the information sheet warned. ASIC commissioner Cathie Armour said the way investors access information is changing.

With a recent survey conducted by the Australian Securities and Investments Commission (ASIC), they found that over 33 cent of 18 to 21 year-olds are following someone a fin influencer on social media to obtain money advice. ASIC has become concerned about these influencers that they have released a paper INFO 269 warning social media influencers of the substantial risks and penalties they face if they promote financial products and services online.

“ASIC monitors select online financial discussion by influencers who feature or promote financial products for misleading or deceptive representations or unlicensed advice or dealing. If we see harm occurring, we will take action to enforce the law.”

The information sheet warns that anyone discussing financial products and services online or promoting affiliate links must understand their legal obligations, including whether they are providing financial product advice or arranging for followers to deal in a financial product. “Make sure your content is accurate and balanced. If your online post is misleading, you may be breaking the law.” ASIC stated that influencers can share factual information but if that information is presented in a way that conveys a recommendation that someone should or should not invest in a product or a class of products, then this may be a breach of law. “If you’re an influencer who receives benefits or payment for your comments in relation to financial products, you’re

“It is crucial that influencers who discuss financial products and services online comply with the financial services laws. If they don’t, they risk substantial penalties and put investors at risk,” said Ms Armour.

Dr Angel Zhong – who is a senior lecturer in finance in the school of economics, finance and marketing at RMIT University - applauded the move by ASIC, after recent research by the university found that financial information consumed online influenced investment decisions. “Unverified investment advice is no different to fake news, which is frequently flagged by social media platforms that urge viewers to read with caution,” Dr Zhong said. “Newbie investors are particularly susceptible to receiving dodgy financial advice, as the internet replaces traditional outlets like accredited financial advisers. As one of Australia’s most popular fin influencers, better known as the Bare Foot Investor, we emailed Mr Scott Pape, seeking his response to INFO 269. We asked him to comment on his audio books which direct clients to use certain industry funds and personal insurances within those industry funds. Lastly, we asked him if he would be making it clear that he is no longer able to provide

financial planning advice since giving up is Australian Financial Services Licence back in 2020. As of writing this article, we have had no response from Mr Pape. As a side note, we acknowledge that the financial planning world has changed a lot over the past few years, and it is hard to keep abreast of these changes. We would encourage Scott to review his material in his books before releasing the next edition. For instance, he may not be aware that most industry fund insurers have changed their Total and Permanent Disability terms about five years ago and now have made it very hard for anyone to get a claim paid under their ‘any’ occupation definition. Also, professionals should consider an ‘own’ occupation definition which cannot be offered by industry funds. Pricing is another factor. Often it is cheaper in the long term to take up personal insurances with a retail insurer whilst still paying the premiums from their industry fund as a rollover. Given industry funds don’t offer level premiums, for young people, having a level premium policy can save them thousands of dollars in the long term compared to stepped policies. Whilst Financial Services Minister Jane Hume last year compared the influencers to “taxi drivers…giving stock tips”, ASIC has taken a dimmer view. Last month, the corporate watchdog updated its guidance and warned unlicensed influencers could face up to five years in prison or significant fines for breaking financial services laws. ASIC, in the past, have made bold statements and often their bark has been bigger than their bite. It will be interesting to see if ASIC will follow up on INFO 269 as undoubtedly, fin influencers, will continue to provide comments that may be construed as providing ‘money’ advice that they consider is not always in the best interest of consumers.

Influencers in firing line – this time with Therapeutic Goods Administration (TGA) Warren Strybosch

Many people want to become an influencer because of the money they can bring in from incentivised testimonials promoting health care products and the like. However, the TGA have made revisions to the Code which specifically deals with social media influencers. The new rules prohibit paid or incentivised testimonials by influencers in relation to any and all health products within Australia. The TGA have stated that influences can no longer be paid for posts related to sunscreen, protein powder, vitamins, supplements, medicines, skin-lightening products, and ‘acne skincare.’ Many people believe the ban or restrictions placed on influencers, be in influencers providing ‘money’ advice (read our other article in this month’s edition related to fin influencers) or those selling health products, can only be a good thing as it will combat misinformation which has become a big concern for regulatory bodies. Some people have spoken out against the bans believing it will have a negative impact on their lives; namely LGBTQIA+ and female social media influencers. However, most people believe combating misinformation is more important than some people making a lot of money from promoting products

that they likely don’t care about and/ or don’t believe in. Some people have gone so far as to state that influencers should go and “get a real job”; believing influencers have become famous for all the wrong reasons. To clarify these new rules brought out this year, the TGA stated that “companies can continue to connect with influencers for the purpose of product promotion”. However, an influencer cannot, whether direct or inferred, provide any type of personal endorsement of health products. They can work with a business but cannot express their personal opinions about the business or the products they sell. As such, an influencer can be seen holding a product but cannot comment on it or provide a personal testimonial anywhere; be it their own websites, print material, and social media. According to the TGA, this step will result in greater transparency regarding product reviews and suggestions on social media. Testimonials can be overly persuasive to a sensitive audience looking for products to help with their health and, in some cases, really significant health concerns. The new Code assures that endorsements are as

neutral as feasible and are not swayed by business interests or personal benefit. For the TGA, since the inception of social media, misinformation has been a major concern. Some products have been endorsed that were either fraudulent in their claims or, worse case, led to deaths. The TGA wants consumers to have confidence that any testimonial is free from influence or bias and that the products they purchase have information supplied that is true and correct to label. The TGA has gone so far as to require influencers to delete past posts in relation to certain products e.g., sunscreen, if those posts were incentivised in any way. Influencers have been a key sales strategy for many well-known brands and these changes are likely to impact sales in the short term as the grapple with the new codes now in play. For influencers, they may need to look elsewhere to secure their fortunes. Given the pharmaceutical industry as always been a lucrative one to be a part of the new rules are sure to hurt some influencers bottom line going forward. Unfortunately, we don’t believe there will be any Change.org campaigns or the like to help their cause.

Flow and consistency – keys getting your message across ACCREDITED EDITOR By Susan Pierotti

Have you ever had a brilliant spark of inspiration when you’re writing? That magic moment when the words flow effortlessly, ideas cascading over the page? But when is a good idea not a good idea? When it isn’t relevant to your main message. Flow In marketing, it’s tempting to want to advertise every new product you have, or your latest specials. However, if you are letting your customers know that you have shifted premises, the product and sales information will be distracting. Customers are far more keen to know about products and sales than new addresses so you may lose customers when they can’t find you. Even though you let them know, they won’t have noted the new address while they were drooling over your new product lines. ‘But this bit is important. It’s the best thing I’ve ever written!’ You may be right, but does your reader agree? There’s a phrase in editing circles – ‘kill your darlings’. The best bits are often the ones that need to be cut out. Like this image of a shopping centre floor. The tiler may have laid the floor with the best quality tiles, but the eye is swung from one side of the floor to the other instead of being drawn in one continuous line to the end of the mall. The tiler may have been laid each tile absolutely flat so no one would trip over them but his or her efforts won’t be appreciated if everyone walking on the floor feels giddy! Your writing should aim for continuity for the reader to be able to understand your full message. To get your reader to the end of what you’ve written, with a clear understanding of the purpose of what

you want to say, delete everything – that means everything! – that detracts from that. As in the example above, you can save another brilliant piece of writing to describe your new products, and another, even more brilliant piece of writing about your upcoming sales! Consistency The human brain likes working in patterns – it saves itself time and energy by doing so. Hence, when something doesn't fit the pattern, it jars. The brain stops whatever it was doing (reading, calculating, memorising) and says, 'Hang on, what's wrong here?' It finds it very difficult to move on until it has figured out what is wrong. This is what happens at the subconscious level. That might not seem important when you're writing your marketing material, your book or your memoirs. But consider the reader. While reading, they are not aware that their brains are correcting all those inconsistencies. All they know is that they aren't as engaged as when they began to read what you wrote. Common symptoms are that they feel tired, they can't concentrate, they suddenly get inspired to do the housework (an extreme symptom). And they stop reading – exactly what you don't want them to do!

get confused. A piece of writing needs to be consistent from start to finish. Ideas change as we continue writing; our spelling, formatting and way of expression in the beginning may be quite different by the end. Review your whole piece of writing before you push 'post' or send it to the printer, publisher or online. Better still, compile a style guide before you begin. This is a chart listed alphabetically of your preferred options of possible variations, such as dates (as above). Best of all, hire an editor. We're trained to look for inconsistencies so that you don't have to. Feel free to contact me at susan@ creativetext.com.au for further assistance.

Here’s an example of a lack of consistency that jars. The printer of this series of videos didn't check the layout of the whole series – oops! Doesn’t look good, does it? In writing, examples can include variations on spelling: do you write 'focused' or 'focussed'; 1st or first; 2 October, 2nd October or October 2? All are valid options but if you interchange them in the one brochure, document, book, series etc, your reader's brain will

SAVE GREENWOOD PARK By Cynthia Watson

Greenwood Park will be used as a construction area for materials and equipment until projection completion in 2025 by the Level Crossing Removal Authority (LXRA) – Bedford Road. The loss of this important community green space will be enormous! The decision to use Greenwood Park Oval was made by the LXRA without consulting Maroondah Councillors or community groups, and against Maroondah Council officer’s recommendation.

Traffic Greenwood Park is 1.2 km from the LXRA site on Bedford Road. Materials and heavy machinery will be moving between the two sites several times a day during construction. Bedford Road is already very congested and carries 13,500 car trips daily. This will have a high impact on traffic congestion in the area.

Children 1. 2. 3.

Noise will increase and disrupt learning at the Greenwood Park Kindergarten and Our Lady of Perpetual Help Primary School. Dust and diesel exhaust from heavy machinery will impact the respiratory health of children. Families with children will lose important play space with the demolition of the Greenwood Park Playground and oval.

Sporting Clubs Local Sport – Greenwood Park Oval is used by the Ringwood Football Club and the Ringwood Cricket club for team training. The loss of this valuable and important training space for the next three years will have a big impact on these local clubs. Dog Walkers Greenwood Park is a dog off-lead area and will impact our four legged friends and their families. A Community Meeting will be held on Wednesday April 6 at 7pm at the Football Pavilion at Jubilee Park to Save Greenwood Park. All Welcome. If you would like to join the Save Greenwood Park Action Group please send an email to Cynthia.watson@vic. liberal.org.au to receive regular updates. APRIL 2022 | FIND MAROONDAH

Coffee or Tea – which is better? COMMERCIAL COFFEE MACHINE By Ivana Smith

Coffee and tea are two of the world’s most popular drinks. Each have their benefits. Each have their ceremonies, their fans and their connoisseurs. Both contain caffeine and antioxidants, giving us that pick-me-up feeling and with numerous health benefits. So, which one is better for you? Caffeine content Caffeine is the most consumed stimulant drug in the world. It makes us feel awake and energised. Both coffee and tea contain caffeine but a cup of coffee has twice to three times as much caffeine as a similar-sized cup of tea, meaning it will give you a bigger, quicker boost. Tea contains a chemical that metabolises caffeine, providing more sustained energy over a longer time frame which proves to be more effective at sharpening the mind. However, the caffeine content in your favourite brew might not be the only reason why you feel more motivated. Our mood, our expectations, coffee’s aroma and tea’s fragrance, their appearance, even the very cups and mugs we drink from may also influence our how alert and awake we feel. Be aware also that drinking coffee can make it more difficult to get to sleep at night, especially if you have drunk numerous cuppas during the day. More than five cups of coffee a day can negate the benefits of caffeine and induce health risks. Antioxidant attributes Caffeine may be deliver many health benefits. People who drink a moderate amount of caffeine have a lower risk for type 2 diabetes than those who do not drink any. They are also less likely to develop certain cardiovascular diseases (including heart disease and stroke), neurodegenerative diseases (including Alzheimer's and Parkinson's) and cancers (especially colon cancer, uterine cancer and liver cancer), metabolic syndrome and non-alcoholic fatty liver disease. A 10-year study in 34,670 healthy women showed that drinking 5 cups of coffee per day lowered the risk of stroke by 23% compared with non-drinkers.

Coffee usually contains more antioxidants than tea, hot chocolate and red wine. There is also good news for those who prefer to drink decaf; it has as many antioxidants and similar health benefits as full strength caffeinated coffee. Mental health If coffee simulates our brains, is it good for our mental health overall? There are varying reports of the benefits of coffee drinking on our moods and emotions. People who drink three cups of tea a day appear to have a 37% lower risk of depression than those who don’t drink it. Coffee doesn’t have the same reputation; some report, in fact, that coffee makes them feel like their nerves are on edge. Yet there is some evidence that coffee may protect against long-term mental health problems. A recent meta-analysis summarising the results of studies involving more than 300,000 participants found that each cup of coffee a day seems to have an 8% reduction in the risk of developing depression. Other beverages, such as sugary soft drinks, increase the risk of developing mental health problems, whereas coffee and tea are composed of a nutrient mixture that calms down stress responses and boosts mood in the long term. Looks good Coffee is the big winner if you want to be known for a lovely smile. Dentists agree that the natural pigments in tea,

especially if you use tea leaves, are more likely to stick to tooth enamel. Just look at an empty cup after someone has drunk black tea out of it to see what dentists are referring to! Coffee doesn’t have this effect most of the time. So, if you are aiming for a perfect smile, coffee is definitely the better choice. Other factors to consider The effects of coffee vary widely and depend on the type of bean you use, the brand of coffee, the particular method of roasting, and how you choose to brew it. And if you add milk, cream and/or sugar, this will add to the calorie (kilojoule) count and may reduce the good effects of the caffeine and antioxidants. So, coffee or tea, which is better? If you need a quick energy boost that is healthy and won’t stain your teeth, it’s coffee every time! For advice on coffee and how to supply it to office, showrooms, service centres and factories, contact Ivana at ivana. smith@xpressodelight.com.au.

Fast Construction – An Exciting New Technique For Building ARCHITECT By Kathy Ismail

There are exciting new trends, methods and materials that builders are embracing to build more quickly and safely with less labour. These are known in the industry as ‘fast construction’. They can be used in domestic home builds and are especially cost-effective and time-efficient for building commercial premises. Here are 8 ways builders can save time and money in the construction process. 1.

2.

3.

Modular construction Modules or boxes are made offsite and transported on flatbed trucks. You can order an empty box to be completed on the construction site, or order one complete with built-ins, floors, appliances and so on. Modular constructions jobs tend to finish 30–50% faster than traditional projects but there are limits to the design flexibility. Insulated Concrete Form (ICF) Construction Polystyrene blocks are rapidly assembled to create building wall formwork. The twin walls of the formwork is filled in with high quality, ready-mix concrete made in the factory. The end product provides a high level of sound and thermal insulation. For a singlestory house, the blocks can be laid in one day. This process provides continuous air and vapour barriers and eliminates the need to caulk or seal. The foam is easy to cut so plumbers and electricians can install pipes and wires quickly. Precast foundations Also known as cross-wall construction, precast technology is proving popular because of its ability to adhere seamlessly to specifications and the ease and speed of its construction. High quality precast concrete units are factorymade. Foundations can be built

quickly, strength coming through interconnected concrete piles. No need any more for a fine day to pour and lay the concrete – precast foundations can be laid in bad weather with less excavation involved. 4.

5.

6.

7.

Precast flat panel modules Wall and floor modules are manufactured offsite and delivered to the construction site. Load bearing components such as decorative cladding and insulation panels can also be made. 3D printing 3D printing? No, it’s not Lego®, but something much more practical. Instead of being constrained by limited supplies of materials and dodgy supply chains, builders can make onsite items themselves that replace concrete. The 3D units are manufactured in controlled factory settings and are transported to the site as modules, structural blocks or touched-up units with all amenities installed, ready for assembly. Concrete’s particular properties, such as being sound resistant, fire retardant and having thermal mass, are retained. Being able to reproduce needed materials onsite is a huge saving in terms of cost and time. For instance, a 600–800 square foot home can be laid in just 24 hours! Wireless technology Wireless technology saves your electrician time when wiring your new home or office. Wire-free switches and other innovations separate the toggle switch from the electrical contacts, eliminating the wire, pipe and boxed needed in traditional wired switches. Thin joint masonry Thin joint masonry reduces the usual

amount of mortar from 10 mm to 3 mm without reducing thermal performance. Builders can erect walls much faster onsite as a result. It uses a quick-set of adhesives from traditional mortar beds that reaches full bonding strength in a matter of hours. The number of mortar courses laid in one day can be increased. 8.

Self-healing concrete For a long time, concrete has been one of the most extensively building materials used globally. Concrete is tough and solid but can wear out or be damaged over time and under stress. Self-healing concrete (who knew there was such a thing!) has been recently introduced and has been able to advance in a way that it will soon become a viable alternative to the traditional materials of wood and steel. Selfhealing concrete will automatically fix any found fissures and cracks that usually occur over time and it ultimately offers a good long-term solution for the degradation of concrete.

If you are building a new home or commercial premises, why not contact an architect who can work with you on fast construction with your builder? It will save you precious time and money in the long run. Contact KiR Architecture at contact@ kirarchitecture.com.au for help with all your building projects. Every Monday was Market Day HERITAGE & HISTORY By Russ Haines OAM

The Ringwood Market recently demolished and replaced with Costco, was on the site of an earlier market which was much more extensive in its operations. Every Monday was market day, and a busy sight it presented too. The farmers and orchardists' wives brought their home-made butter, their eggs, surplus vegetables, and the men brought their livestock, calves, pigs, and chickens. There were candy sellers to delight the children, soft-goods’ pedlars, with fashionable and handiwork materials to tempt the girls, while sons and fathers leant on the railings, and talked learnedly of crops and yields, and between times blessed or cursed the weather. The market was known as McClelland’s Market and operated in the early 1900s through to the mid-1900s. At that stage, the antimony and gold mines, of East Ringwood, had closed and the brick and tile companies, and insulator works, near Dublin Road were minor industries. Ringwood, once again, reverted to horticulture, orchards and farming of all sorts. The auctions were always very exciting, with a great array of stock to be sold. Often the only source of milk, butter and, possibly, cheese was to have your own milker, being either a cow or a goat. If goods were sold for money at the market, then the barter system certainly came into

play, and often a chicken was swapped for a large bag of fresh vegetables. Jack Pickett had blacksmith's shop in Main Street just below the market. He was a well-known angler and sportsman and witty barracker at cricket and football, who eventually sold his business in 1928. Often market patrons left their horses to be reshoed, or drays and buggies to have their regular service. Margaret Barrett was a pupil of Winnington Grammar, located in Ringwood Street just down from the market on the Bourke Street corner, from 1927 to 1932. The school consisted of one large room, with folding doors in the middle. It was owned by the Misses Hall ‑ Crampton and Irene‑ who did most of the teaching. Miss Claridge taught us singing and musical appreciation, and she also taught me to play the piano. We were visited periodically by the Vicar of St. Paul's Anglican Church; firstly Mr. Martin and later Mr. Robinson, for bible study. She writes, “One of my strong memories of Winnington is the day of Melba’s funeral. We were marched up to the main street and stood in front of the then Town Hall, which stood at the corner of a short street almost opposite the station, which went down past the fire station to the recreation ground. We watched the procession of about forty cars following the hearse en route to Lilydale Cemetery.” As well, many of the pupils travelled by train. The only route to the grammar

school, from the station, was past the market. On Monday morning’s, this proved too tempting, not only for the boys, but the girls were often waylaid. No doubt there were one or two detentions after school. Staley Gardens, where the stock yards were, was the site next to the Holeproof hosiery, so named after Dan Staley, a Scottish immigrant, who established Holeproof Australia. Holeproof had factories in Deepdene and Box Hill, as well as the Ringwood Oddfellows hall in Aird Street and Jubilee Hall, now the Ringwood RSL, producing socks and other apparel during both world wars. The SEC offices moved from Adelaide Street to the corner of the market, at the intersection of Whitehorse Road and Ringwood Street, as well as, in the 1950s, the development of the Olympic Shopping Centre on the front part of the old McClelland’s Market. The need for local livestock and vegetable markets waned in the 1960s, with the improvement of roads and transport, and the district butcher and greengrocer either made the trice- were delivered. The site was eventually shut down and sold for development of a shopping centre.

So let's see what the current status actually is. •

Experts in environmental science say that each living suburb will require at least 30% tree cover, only provided by mature trees, to weather the climatic conditions likely to occur in the future. Maroondah had 30 % shade about 6 or so years ago, but with applications for tree removal, and development, this has dropped to 25 % already and is on a worrying downwards trend. Climate change is quite obviously in play already, and those forceful winds with gusts over 100 KPH, took out a considerable number of mature trees in parts of Maroondah as well as in the Dandenong ranges. These trees would have been around 60 to 90 years of age, and

In a recent case of a tree on private property being poisoned to death, the court case and the Magistrate recommended that the correct value of the tree, using Councils own value system was about $43,000. This was a made during a public case from Monash recently, detail via Google search.

the volume of leafy biomass that would help in oxygenating the air, is gone for good The land is now more covered with hard man made materials which prevents water absorption, so our buildings will be more likely to crack and shift, making doors stick and bricks crack Those man made materials act as a heat sink, absorbing the solar heat, then radiating it out at night, keeping our suburb warmer in general. Each week Council receives many requests for removal of large mature trees, this may be legitimate due to fear of limbs falling, however as we remove trees the winds that come through will take out many more, as there is protection in numbers. Wind shear just whips a mature tree from the earth like a matchstick Developers’ moonscape lots, in spite of real estate agents being able to sell at a higher price if there is shade for new residents, clearing is just easier and they pay a Council fine, but pass that cost onto the buyers Newly planted trees require care and water to survive, this does not always happen, so the negative effect is compounded.

A recent Enquiry by Parliament of Victoria; found the following. • • • •

Climate change is the key driver of ecosystem decline Ecosystem decline is already having devastating impacts on flora and fauna Eco system decline is already driving more frequent and severe bushfires The ongoing removal and degradation on native vegetation is threatening biodiversity Conclusion: Clearly we cannot go on doing business as usual. What are our options? We would love to hear from anyone with an opinion, on our CCS facebook page.

Are You Paying Your Staff Correctly? BOOKKEEPER By Neha Nayyar

You see stories in the media often about people being underpaid and then penalties and back payments that then apply. Simply ‘not knowing’ isn’t a valid reason to not be paying your staff the right entitlements. We provide payroll reviews and also bookkeeping training to many small businesses Australia wide. Here are some of our top tips:

Get your information from the right source When working out rates, penalties and conditions, get your information from Fair Work Australia or your leading industry body. Don’t rely on hearsay or past practice, as laws change frequently.

the employee may be entitled to. This can be a costly, unbudgeted back payment. Best place to check this is under the award through the Fair Work website.

Ensure you are meeting superannuation requirements. There has never been as much focus on superannuation and employers as there is now. Employers are being held to account and significant penalties apply for wrong payments, late payments and missing payments. The current guarantee is 10%, so ensure your systems reflect this. This will increase to 10.5% from 1st July 2022. You can read more about the yearly increases on the ATO website here. At Sum and Substance we know the importance and need for accurate payroll review service. We can provide bookkeeping training both broadly or specific to payroll. We can be reached at (03) 9424 9447 or info@sumsubstance.com. au. You can directly book in a time to chat by clicking here.

Be careful when ‘paying above the award’. Don’t get caught out. You can absolutely pay above the award rate however ensure that you have also investigated any allowances associated for that role and ensure they are also reflected in the payroll. People often fall into the trap of paying a little bit extra per hour but then overlook allowances

Coming Election - Labor’s focusing on Aged Care During the budget reply, the opposition leader decided not to talk about economic policy but instead used the opportunity to kick off his election campaign with the address centred around aged care. Aged Care The address was full of spending promise. If elected they would spend $2.5 billion in the Aged Care sector with the aim to improve the standards and quality of care under a five-point plan, including: 1. 2.

3.

4. 5.

requiring every aged care facility to have a qualified nurse on site 24 hours a day; mandating every aged care resident receives a minimum 215 minutes of care per day (noting this was recommended by the Royal Commission); delivering a pay rise for aged care workers through an appeal to the Fair Work Commission to set higher wages (noting this financial commitment was not included in the estimated $2.5 billion aged care package but could amount to as much as $4 billion if the Commission agrees with the unions on the pay rise they are seeking); providing better food for residents by setting a mandatory nutrition standard for agreed care; and introducing more accountability measures including requiring providers to publicly report their spending and promising more staff and funding for the Aged Care Safety Commission.

Interestingly, the Opposition once again avoided discussing economics and kept away from answering the key question as to how they were going to pay for all of this, as well as all the other spending promises they have made to date. What was notably interesting in the Oppositions reply was their statement that they would increase defence spending which is at odds with the Greens. Labor needs the Greens bi-partisan support for the up-and-coming election if

they have any hope of winning, so this announcement is sure to stir the hornets’ nest. We look forward to finding out how Labor proposes to pay for all their future spending initiatives. History has shown that Labor is very quick to spend money to win the people (when I say people it usually ends up in the hands of the unions and not the ordinary everyday Australian) but find it very difficult to manage it wisely.

Joint safety blitz aims to cut falls in construction

OCCUPATIONAL HEALTH & SAFETY By Mark Felton

WorkSafe Victoria and SafeWork NSW are joining forces to help tradies in Albury and Wodonga reduce the risk of falls on both sides of the border. The risk of falls is certainly not peculiar to this region and is a major cause of serious injury and death right across the state of Victoria. WorkSafe Executive Director Health and Safety Narelle Beer said employers in the construction industry must do more to prevent workers being injured or killed as a result of falls from height. "The risk of falls from heights in the construction industry is very real and can have heart-breaking and life-changing consequences," Dr Beer said. "Since the start of 2018 there have been 13 fatalities in Victoria's construction industry as a result of falls from height," she said. "Every one of these tragic deaths was preventable." Across Victoria, more workers in the construction industry are injured in falls than in any other industry. I the last year alone, WorkSafe accepted 402 claims from construction workers injured in a fall from height. This is almost a third of the total of 1323 claims in this category. These include falls from ladders (43.1 per cent), traffic and ground surfaces (12.7

per cent), steps and stairs (9.2 per cent), buildings (8.5 per cent) and scaffolding (7.5 per cent). SafeWork NSW Director Construction Services Regional Laurence Richey said residential construction in the Albury and Wodonga Region is booming resulting in a large increase in the construction of new residential houses. This is also true of Melbourne metropolitan areas and major regional areas. "During the upcoming blitz SafeWork Inspectors will be focusing on all construction hazards particularly in the areas of site fencing, amenities, housekeeping, electrical and work at heights. "We encourage all builders to maintain a continual focus on these key issues" he said. The operation is part of the ongoing Cross Border Construction Program, which aims to raise the profile of workplace health and safety issues in regional centres along the VictoriaNSW border. This operation gives some insight to where WorkSafe Victoria sees major failings in providing a healthy and safe environment for employees by construction business owners. It points to where WorkSafe Victoria may focus their attention in the near future, and how they may implement actions to bring about the changes they wish to see.

Employers should review and implement a safety checklist to protect workers from the risk of falls on site. Employers and employees should use this checklist to ensure adequate controls are in place to eliminate or reduce risks to health and safety from falls. We can provide assistance to ensure that employers get this right the first time. Often businesses have OHS systems, but documentation is poor. We assist employers identify what they need to have in place, and then develop effective documentation. Checks are put in place to monitor effectiveness, to ensure that going forward they are sound and comply with the Act, and most importantly keep them and their employees informed, and healthy and safe. Please feel free to contact Mark Felton at Beaumont Advisory on 0411 951 372 or mfelton@beaumontlawyers.com. au for an obligation and cost-free initial discussion.

Community rejection of State Government proposal to destroy Lake Knox By Anthony Bigelow President, First Friends of Dandenong Creek

We as a collective of community groups, wish to join with the State Government in celebrating the arrival of the latest hatching of the threatened Blue-billed Duck at Lake Knox. Unfortunately, this is where our alignment with the government and Development Victoria ends. The addition of 450 new dwellings into the current vacant public land, and the destruction of this deep water asset, will seal the fate of Blue-billed Ducks in Knox, displacing another threatened species for short term financial profit. Their plan is scientifically questionable, and their ecological guarantees are unfounded. The State Government lacks expertise to replace habitat, and the project has no KPI or resourcing. “No works are planned which could impact potential breeding” The words of Penny Forrest of Development Victoria, demonstrate that there is a complete lack of understanding with regards to the needs of this Threatened species, or perhaps this agency is unaware of their responsibilities under the Flora and Fauna

community rather than add?

Dedicated citizen scientists have been monitoring Lake Knox for over 20 months. Their observations of species at Lake Knox now number 88, which include other significant species such as Eastern Long neck turtles, Pelican, Black Swan and Hardhead Duck. This data has been openly shared with all parties involved with the proposed development, including Melbourne Water, and added to various public databases.

This denial of science, placing profit above the environment and habitat destruction of a Threatened species which has bred successfully at Lake Knox, is a stance that we the wider community need to call out.

So conclusive is the evidence obtained by the community and other interested Ecologists, that the protection of Lake Knox had been endorsed by various organizations such as The Jane Goodall Institute Australia, Wildlife

Victorian Sick Pay Guarantee for Casual Employees – Apply before you get sick By Warren Strybosch

Victoria is the first state to provide 5 days a year of sick and carer's pay at the national minimum wage for casual and contract workers in certain occupations. The Victorian Sick Pay Guarantee will operate for 2 years, starting in 2022 and is fully funded by the Victorian Government. The Victorian Sick Pay Guarantee provides casual and contract workers with a guarantee they will receive sick pay when they need to take time off when they are sick or need to care for loved ones. Important: Your employees must register and be approved with Services Victoria BEFORE they get sick. If you apply for this payment after you become ill, you will not get paid for the days you were sick prior to applying. Whilst this is good news for casual workers, it is confusing for the employers. Currently, employers pay an additional 25% leave loading to casuals to cover the fact that casuals did not get leave entitlements. However, this new payment to casual workers does not remove the employers leave loading liability which will need to continue to be paid. It is unlikely the leave loading will be removed.

Eligibility for the Sick Pay Guarantee To be eligible for the Sick Pay Guarantee you must meet all these criteria: • • • • • • •

Age – be 15 years or over Type of employee – be a casual employee or self-employed with no other employees (such as a sole trader or an independent contractor) Leave entitlements – not be entitled to paid personal, sick or carer’s leave in any of your jobs Workplace – work physically in Victoria, no matter where you live Right to work – have the right to work in Australia Occupation – work in an eligible occupation (see table below) Average hours worked – on average you work at least 7.6 hours per week in an eligible occupation(s).

What you need to make a claim Occupations eligible in the first phase of the Victorian Sick Pay Guarantee are:

Job

Type of Work

Hospitality workers

Providing services to patrons of hotels, bars, cafes, restaurants, casinos and similar establishments.

Food preparation assistants

Preparing food in fast food establishments, assisting food trades workers and service staff to prepare and serve food, cleaning food preparation and service areas.

Food trades workers

Baking bread and pastry goods; preparing meat for sale; planning, organising, preparing and cooking food for dining and catering establishments.

Sales support workers

Providing assistance to retailers, wholesalers and sales staff by operating cash registers, modelling, demonstrating, selecting, buying, promoting and displaying goods.

Sales assistants

Selling goods and services directly to the public on behalf of retail and wholesale establishments.

Other labourers who work in supermarket supply chains

Including workers who fill shelves and display areas in stores and supermarkets; load and unload trucks and containers; and handle goods and freight.

Aged and disability carers

Providing general household assistance, emotional support, care and companionship for aged and disabled persons in their own homes.

Cleaners and laundry workers

Cleaning vehicles, commercial, industrial and domestic premises, construction sites and industrial machines, and clothing and other items in laundries and dry-cleaning establishments.

Security officers and guards

Providing security and investigative services to organisations and individuals, excluding armoured car escorts and private investigators.

These occupations are highly insecure and workers in these industries do not usually have access to sick and carer's pay. More than 150,000 workers are expected to be eligible in this first phase of the Victorian Sick Pay Guarantee.

Is it possible that your stress is impacting your immune system? NATUROPATH By Kathryn Messenger

The last two years have certainly been a challenge for most of us. Whilst some people have enjoyed more time to themselves and cutting out the commute time for work during lockdowns, others have found themselves juggling work with home-schooling, lonely without social interaction, or afraid of the effects of the virus. What does stress do? The autonomic nervous system controls digestion, heart rate, and blood pressure, and stress plays a major role in how these functions work. It consists of two opposing modes of operation: the sympathetic and the parasympathetic nervous systems. You have likely heard of the sympathetic nervous system, the “flight or fight” response, where cortisol production is increased in the adrenal glands. For a short-term situation, this is helpful as it gives you the energy required to deal with the stress and promotes resilience to stress in the future. One example of this is the stress of regular moderate exercise, which has been found to improve and protect the immune system. But long-term stress is where the problem lies. It dysregulates both the innate and adaptive immune responses. The innate immune system is a generalised first-line of defence against disease. The adaptive immune system recognises diseases previously fought and specialises defences. Long-term circulation of cortisol increases inflammation through the body and causes tissue breakdown leading to lowered immunity. Both inflammatory and infective disease is increased with long-term life stress.

How can I reduce stress? The parasympathetic nervous system, “rest and digest”, opposes the sympathetic nervous system, and what’s great about the autonomic nervous system is that you can have control over it. Just 10 minutes a few times a day of slow breathing exercises can increase the time your body spends in the rest and digest mode, reducing cortisol and improving your immune system. As mentioned earlier, regular exercise also helps, along with doing things you enjoy: creative activities, time with friends, time in nature, listening to music or any other activity that brings you joy.

Mix equal parts of each herb and store in an airtight container. 1 teaspoon of tea infused in 1 cup of boiling water. Let it steep until it has cooled enough to drink. Remove the infuser and enjoy. This advice is general in nature and not intended to be prescriptive. For individualised prescriptive advice, please see a naturopath or other health care practitioner.

YEP tea YEP (yarrow, elder, and peppermint) tea has been used traditionally to both strengthen the immune system and in times of infection. Yarrow is antiinflammatory and relaxing, elder is high in vitamin C and can reduce mucous, peppermint is also relaxing and will reduce mucous. You can use either elder berries or flowers, but I prefer the berries. You can buy these at a health food shop or organic shop.

Scaredeecats Cat Nanny came to life in 2018, Originally just for the care of cats she has opened up the business to accommodate other animals as well. When Sam a single mum working fulltime recognised a niche in the market, for cats that struggle with cattery life. Being a fully qualified vet nurse with 25 years experience and a special interest in cats, She was working in a busy Veterinary Clinic she recognised that they were treating cats after they had spent time in the cattery when their families had been away on holidays. They were presenting with stress related disorders such as urinary tract inflammation of unknown origin (Feline Idiopathic Cystitis), over grooming and temperament changes. She wanted to give these kinds of cats an opportunity to stay home in their own environment helping to contribute to their wellbeing and helping owners to avoid vet fees on their return from holiday. Cats are actually very territorial animals and don't always adjust to being moved out of their normal familiar safe environment, into an environment filled with strange stimulus, new smells, new

sounds, new sights and new people. This can be very disturbing for some cats whereas other more outgoing cats take to the change like ducks to water. Scaredeecats Cat Nanny took a hit during lock down as we were all designated to home and no one was allowed to go anywhere. Despite this

One of our members was looking for a certain colour of wool and look what was found.! We are not too sure of the date, but it is thought to be around the 1940's. The CWA also had an appeal around this time for women to knit socks for the soldiers, sailors and air force. Along with this find, there was also a full page of the Australian Women's Weekly from 18/11/1939. It also had the instructions for knitting socks for the soldiers. We are not too sure whether this should be laminated (would that take away the antique value??) or perhaps framed?? We look forward to your suggestions.

How Cost of Living Pressures Impact on Your Ability to Borrow Photo by Monstera from Pexels

MORTGAGE BROKERING By Reece Droscher

Over the last few months we have all experienced the impact on our hip pockets from increases in the costs of daily living. From the grocery store to the petrol bowser living costs have gone up significantly without any real increases in wages, so money left over to save for a house or pay off debt is becoming harder to retain. This means that when you apply for a loan with a Bank to buy a home, refinance or complete some renovations, demonstrating that you have capacity to pay back the loan is also getting more difficult. When assessing your ability to repay a loan the lenders are not just looking at your income, deposit and the security you are providing. They are also looking at what you spend on groceries, utilities, transport costs, entertainment, education and all of your other daily living expenses. The amount you spend on these costs will have a significant impact on how much you can borrow. Most lenders use a standard measure called Household Expediture Method (HEM) to estimate a household’s living costs. The HEM is a benchmark figure that estimates how much someone in your location is likely to spend on living costs, taking into account family size and the number of children you have. It varies from person to person as, for example, a family of four living in the suburbs of a larger city is likely to spend more than the same family living in a rural location.

As HEM is used as an estimate, lenders will want to look at your particular spending habits against the HEM benchmark, which they will do by requesting that you supply them with your transaction account and credit card statements, usually over a three month period. Once they examine these statements they will see whether your spending is above or below the benchmark. If your spending is above the benchmark they will use this figure as your living expenses when assessing your borrowing capacity. HOW CAN WE IMPROVE OUR CHANCES OF GETTING A HOME LOAN APPROVED? It may feel that, with all of the cost of living increases, stagnant wage growth and the doom and gloom around interest rates potentially increasing, getting finance approved is an impossible task except for the privileged few on high incomes and with big balance sheets. Yes the task is getting more difficult, but by doing a few simple things we can improve our chances of getting that loan approval. 1.

2.

Set up a budget and stick to it. This is a key lesson for most of us to learn. Keeping track of where you spend your money can help you identify where you can change your spending habits for the better. Cut out as much discretionary spending as possible. By identifying where you spend your money you can look at ways to reduce your living costs. Perhaps bringing lunch to work most days rather than buying it, reducing the number of coffees per day or cancelling a streaming

service when you already are paying for several others might be a starting point. 3. 4.

Reduce or cancel any limits on credit cards that you don’t use. Cancel any Afterpay or Zippay accounts that you may have. These are treated like credit cards and have a negative impact on your ability to borrow.

Doing this well before applying for a loan will give the lenders evidence that you know how to track your spending and manage your finances so affording a loan repayment can be demonstrated. If you can do this and also show consistent savings history then you will be going a long way to ensure you receive a positive outcome on any loan application. At SHL Finance we have helped a lot of our clients improve their situation by working with them to achieve their financial goals, and we would love the opportunity to help anyone who is wanting to improve their chances of being able to buy a future home. Please call Reece on 0478 021 757 should you want to find out how we can help you. Please call Reece Droscher on 0478 021 757 or email reece@shlfinance.com.au.

Advice given in this article is general in nature and is not intended to influence decisions about investing or financial products. You should always seek your own professional advice that takes into account your personal circumstances before making any financial decisions.

SMSF: Non-arm’s length income – expenditure incurred under a non-arm’s length arrangement will attract higher taxes ACCOUNTANT By Warren Strybosch

Have you ever owned a property in your SMSF and sold it to yourself for less than market value? Are you an accountant preparing the SMSF returns and financials and not charging the SMSF accounting fees associated with doing the work? Have you lent money to your SMSF and the SMSF is paying the interest at less than commercial rates? If so, the income produced by the SMSF may be taxed at the highest marginal tax rate. The ATO Law Companion Ruling LCR/2021/2 clarifies how the amendments to section 295-550 of the Income Tax Assessment Act 1997 (ITAA 1997) operates in a scheme where the parties do not deal with each other at arm’s length and the trustee of a complying superannuation entity incurs non-arm’s length expenditure (or where expenditure is not incurred) in gaining or producing ordinary or statutory income. The amendments apply in relation to income derived in the 2018–19 income year and later income years, regardless of whether the scheme was entered into before 1 July 2018. In other words, it relates to goods or services you received, paid-for, incurred, for which you paid less or received for less than market value. If you did, then some or all of the income with in your SMSF might be taxed at the highest marginal tax rate and not the low tax component rate of 15%. Example 1 – Non-arm’s length expenditure was incurred to acquire an asset During the 2019–20 income year, Armin holds commercial property with a

market value of $800,000. During the income year, he sells the commercial property to himself acting as trustee of his self-managed superannuation fund (SMSF) for $200,000. The SMSF leases the property to a third party. For the purposes of subsection 295-550(1), the scheme involves the SMSF acquiring the commercial property from Armin for an amount that is less than its market value. There is a sufficient nexus between the non-arm’s length expenditure incurred in acquiring that property and the rental income the SMSF derives from leasing the property for the rental income to be NALI. Further, there will be a sufficient nexus between the non-arm’s length expenditure and any capital gain derived on the disposal of the property for the capital gain to be NALI. Example 2 – Non-arm’s length expenditure incurred has a nexus to all income of the fund For the 2020–21 income year, Mikasa as trustee of her SMSF engages an accounting firm, where she is a partner, to provide accounting services for the SMSF. The accounting services include services other than those relating to complying with, or managing, the SMSF’s income tax affairs and obligations. The accounting firm does not charge the SMSF for those services as a result of non-arm’s length dealings between the parties (and not as part of any discount policy referred to in paragraph 51 of this Ruling). For the purposes of subsection 295-550(1), the scheme involves the SMSF acquiring the accounting services under a non-arm’s length arrangement. The non-arm’s length expenditure (being the nil amount incurred for the services) has a sufficient nexus with all of the ordinary and statutory income derived by the

SMSF for the 2020–21 income year. As such, all of the SMSF’s income for the 2020–21 income year is NALI. Subsection 295-550(1) would cease to apply if the arrangement changes for the 2021–22 income year so that the SMSF incurs expenditure for the accounting services provided by the accounting firm of an amount that would have been expected to be incurred where the parties were acting at arm’s length. In this situation, none of the SMSF’s income for the 2021–22 income year is NALI. Example 3 – Purchase financed through a limited recourse borrowing arrangement on non-arm’s length terms During the 2018–19 income year, Kellie (as trustee of her SMSF) entered into a non-commercial LRBA with herself in her individual capacity to purchase a commercial property valued at $2 million. Her SMSF borrowed 100% of the purchase price and the terms of the loan included interest being charged at a rate of 1.5% per annum and repayments only being made on an annual basis over a 25-year period. Kellie’s SMSF received a commercial rate of rent from the property of $12,000 per month. If Kellie’s SMSF had entered into an LRBA on arm’s length terms, it would be expected that repayments of principal and interest would have occurred on a monthly basis and interest would be charged on the LRBA at a commercial rate. The loan to market value ratio would have also not exceeded commercial levels. For the purposes of subsection 295-550(1), the scheme involves the SMSF entering into the LRBA with Kellie, complying with the terms of the LRBA, purchasing the commercial property,

and deriving the rental income. The terms of the LRBA constitute a non-arm’s length dealing between the SMSF and Kellie, which resulted in the SMSF incurring expenditure in gaining or producing rental income that was less than would otherwise be expected if those parties were dealing with each other at arm’s length in relation to the scheme.

a subsequent CGT event happening in relation to the property (such as disposal of the property) being NALI. This will be the case regardless of whether the LRBA is subsequently refinanced on arm’s length terms.

The rental income derived from the commercial property by the SMSF for all income years is therefore NALI, regardless of whether the LRBA is subsequently refinanced on arm’s length terms. The non-arm’s length expenditure incurred under the LRBA will also result in any capital gain that might arise from

Inflation on the rise - prepare for interest rate rises By Warren Strybosch

In February the RBA indicated it could see an inflation rate up 3 ¼ % in mid 2022, though Westpac forecast an inflation rate of 5% in their 14th March forecast. With inflation on the rise, the market is now expecting interest rates to start moving also. If you have a mortgage or investment loan, it might be time to consider speaking with a mortgage broker about a fixed rate loan. We would encourage you to speak the mortgage broker supporting this community paper – you can find their details on page 2 under columnist or at the end of their article.

Illuminated Signs For The Dark Nights SIGNAGES By Glenn Martin

Daylight saving has come to an end once again. The clocks have been turned back and, all of a sudden, it’s dark by 6pm – which makes it the perfect time to invest in an illuminated sign. For many businesses, the dark nights can have a negative impact on both the number of daily visitors and overall sales. This dip could be due to a number of different reasons – but sometimes, it simply comes down to signage. You could have the most attractive business sign in the entire world. But if it can’t be seen in the darkness, it will fail to do its job and won’t attract potential customers. That’s why it’s often worth investing in illuminated signage. Whether you’re the owner of a shop or restaurant, or run a roadside business or office, an illuminated sign can help you to stay visible (and busy!) throughout the autumn-winter months.

Is it worth buying an illuminated sign? Illuminated signs have a wide range of advantages. First and foremost, they’re an excellent way to improve the visibility of your business – ensuring it’s seen both day and night, all-year-round. Essentially, they’re a 24/7 advertisement. Whatever

Face Lit Channel Letter

the time of year, whether morning, afternoon or evening, people will notice your business and are much more likely to pay you a visit. Thanks to their professional appearance, well-designed illuminated signs can give you a competitive edge and set you apart from other businesses in the area. They can also be good for security – successfully illuminating your premises overnight and helping to deter opportunistic thieves. What’s more, they’re an affordable option for most. LEDs are approximately 60% cheaper to run than other forms of lighting and can last for 50,000 hours or more. As such, they make it possible to light up your sign and get your business noticed in the dark, without breaking the bank.

Are there different types of illuminated signage? Illuminated signs come in many different shapes and sizes and it’s possible to choose any colour or graphic to suit your business. However, they typically fall into one of three categories: 1.

Face-lit These are often made from acrylic. LEDs are mounted inside the structure and fitted in a particular way to illuminate the front of the sign. This creates a bright, eye-catching effect.

Backlit channel letters

LED Neon Signage

2.

Back-lit Back-lit signs consist of a largeformat coloured graphic, which is illuminated from behind using a series of LEDs. They’re often called LED lightboxes and can be used both indoors and outdoors.

3.

Edge-lit A popular choice for many businesses. LEDs are fixed to the back of the sign and pointed towards the wall. This creates a sophisticated ‘illuminated halo’ effect around the edge of the sign. Which is the right type of illuminated sign for me?

This depends on the nature of your business and how you would like the final sign to look and were it will be positioned. When it comes to illuminated signs, it’s fair to say that here at Signarama Ringwood, we know our stuff. Not only can we help to identify the best type of LED sign for your business, but we can also come up with the perfect design and have it upand-running in time for the winter months. Our team are always on hand and happy to help. Fuel tax cut to ease inflation: Treasurer Maeve Bannister

(Australian Associated Press)

Josh Frydenberg has tried to soothe concerns that spending in his fourth budget will inflame already heated inflation and bring forward an interest rate rise earlier than would otherwise be the case. While the treasurer’s pre-election budget cut deficits by about $100 billion out to 2025/26, it also spends tens of billions of dollars, including $8.6 billion in cost-ofliving measures for households. This includes a halving in the 44.2 cents a litre fuel excise for six months. “The reason why we took this step is because cost of living pressures are real, fuel prices are particularly high,” Mr Frydenberg told the National Press Club at the traditional post-budget lunch in Parliament House. He said Treasury estimates a cut in the fuel excise will reduce inflation by 0.25 per cent. Financial markets see the risk of an interest rate hike by the Reserve Bank of Australia as early as June, with economists expecting inflation to accelerate to at least five per cent compared with an already high rate of 3.5 per cent. “This budget delivers further fiscal stimulus near term and, at the margin, it adds to the pressure for the RBA to begin

policy normalisation sooner rather than later with emergency cash rate settings looking increasingly inappropriate,” RBC Capital Markets chief economist Su-Lin Ong said. The markets are pricing in a cash rate of around 0.3 per cent by June, compared with the current record low of 0.1 per cent. “It will be interesting to see how the Reserve Bank responds to this budget next Tuesday, when it meets to consider interest rates,” CPA Australia’s Jane Rennie said. The budget also provides an additional tax break for low and middle income earners and a one-off payment to pensioners and the unemployed. Committee for Economic Development of Australia chief economist Jarrod Ball said the short-term quick fixes would be welcomed by many. “But … with growing inflationary pressures and interest rate rises on the horizon, cost-of-living pressures will not dissipate any time soon and these measures do not provide a long-term solution,” he said. Labor will wave through the initiatives, at a time when real wages are going backwards. “There is a role for cost of living relief in the budget,” shadow treasurer Jim Chalmers told ABC radio. “What’s missing from the budget is a plan beyond May. This government is temperamentally incapable of seeing beyond the May election.”Still, Standard & Poor’s said the improvement in the budget bottom line has been faster than previously anticipated, underpinning

Australia’s AAA rating and stable outlook. “The outcome would have been stronger had the government not announced additional spending in the budget to ease cost-of-living pressures,” S&P said. Australia remains one of a small group of 11 countries to be rated AAA by S&P, a level it has held since 2003. Moody’s Investors Service and Fitch Ratings rank Australia similarly. Moody’s vice-president Martin Petch said the budget improvement reflected the flexibility of the Australian economy and the effectiveness of its macroeconomic policy response to the coronavirus pandemic. “This, and unexpected strength in commodity prices, have driven a solid economic recovery and lift in government revenues,” he said. But Fitch director for sovereign ratings Jeremy Zook said while the medium-term fiscal outlook has improved, the path for budget consolidation is highly reliant on forecasts of an improved economic outlook and revenue performance. “It does leave fiscal metrics and debt stabilisation vulnerable to a potential underperformance in economic growth, especially as the budget does not expect a return to fiscal balance in the next 10 years,” he said.

FREE Access to Company Information - ASIC Fees to be Removed One of the announcements in the 2022 Budget is that ASIC fees are to be removed as part of the Commonwealth’s deregulation agenda.

The following fees may be removed or reduced: • Company search fees; • Company annual review late fees; and • Lodgement fees.

From September 2023, it is anticipated that businesses will be able to access company information and pay less ASIC fees when the new business registery service goes live via the via the Australian Business Registry Services (ABRS) online digital platform.

With the introduction of the Director ID, it looks like the Commonwealth also wants to make certain director and company information is more accessible. It is not yet clear as to exactly what information will be made available to the general public, but it is likely it will include

information on company ownership, directorships, office addresses and financial results. The registry fee reforms are anticipated to save Australians and their businesses $64.9 million in fees over 3 years from 2023-24. The changes are part of the much broader Modernising Business Registers program to make interactions with government simpler and quicker, improve the currency and accuracy of registry information and promote transparency. Australian Entities and the EU General Data Protection Regulation. Should I Have Cover? GENERAL INSURANCE By Craig Anderson

Are you running an entity incorporated in Australia and dealing with clients on line who are in the EU, or clients in Australia who have EU citizenship? If you are, and you mishandle their data, you may have simultaneously breached Australian and European Regulations. To be clear, this article is not intended to offer legal advice, but to highlight you may need to examine a potential area of risk in your business further. You might find the link below useful, but in the meantime, you may be wondering where insurance fits into this conversation. https://www.oaic.gov.au/privacy/ guidance-and-advice/australianentities-and-the-eu-general-dataprotection-regulation Put simply, one of the greatest underestimated risks to any business is the theft, or hijacking, of client data;

thanks to a malware attack or hacking incident. Once this occurs, the business will likely have to self-report to the Office of the Australian Information Commissioner (OAIC), and let all of their customers know about the breach and the potential impact to those affected. At that point, it may be found that the General Data Protection Regulations (GDPR) rules have been breached as well, and fines may apply. A website which has a survey or chat function which uses cookies may also breach GDPR rules depending how the data is used or stored, and where it is used, and by whom. insurable under the law), Multimedia Liability, Loss of Business Income and potentially Cyber Extortion Money in some circumstances. A cyber-consultant risk. Untangling Tongue Ties: Part 1

LACTATION CONSULTANT By Dr. Joanna Strybosh

Ankyloglossia, commonly known as tongue tie, is the name given to the condition where the tongue is tethered (or “tied) to the floor of the mouth by an abnormally short, thick or restrictive frenulum. The frenulum is the thin piece of connective tissue that is found in the midline under the tongue. When considered alongside other tied oral tissue, such as upper lip ties and buccal ties, they are commonly grouped together under the term “tethered oral tissues” (or TOTs). Ankyloglossia has become a topic of much clinical and public discussion, the subject of new research and indeed the cause of considerable contention over the past 20 plus years as breastfeeding rates have been steadily increasing and more tongue ties are being diagnosed and treated. Is important to understand that not all oral frenula are restrictive. The visible presence of a frenulum does not necessarily mean there will be a diagnosis of tongue tie. It is vital when thinking about oral frenulum and assessing for tongue tie, that we

understand this is a functional diagnosis. That means the professional assessing the tongue must understand how it should normally function, in order to be able to accurately recognise when it is not. In effect, tongue tie is a diagnosis of dynamic dysfunction, not a diagnosis of observation only. This is why it cannot be diagnosed from a photograph. In medieval times up and through the early 1900s, tongue-ties were released routinely by either a midwife with a sharpened fingernail, or a surgeon using instruments. In fact, the instruments necessary to clip a tongue-tie appeared in circumcision trays because both procedures were commonly performed before a newborn was sent home from hospital. In the post-war ear of the 1950s, the culture in the United States and Australia changed with the introduction of baby formula and rates of breastfeeding fell dramatically. By the 1960s and 1970s, ankyloglossia was considered to be an outdated topic, and many pediatricians denied that tongue-tie existed or that it caused a problem with feeding in newborns. The natural childbirth movement in the 1970s brought renewed interest in breastfeeding as a first choice

for infants, and with this change came increasing recognition of tongue-tie as a potential road block to successful breastfeeding. A few case reports and observational studies appeared, proposing a link between ankyloglossia and breastfeeding difficulty. In the years since then, ankyloglossia has become a controversial topic in medicine, with many strong opinions held by a diverse group of health professionals, including pediatricians, neonatologists, feeding and speech therapists, lactation consultants, dentists, and ENTs. Stay tuned for part 2 in next month’s edition.

DRIVING YOUR CLUB FORWARD Peter Horton

Does your club have a business plan – a plan that outlines what your club is looking to achieve into the future? Without one you could be seen as a rudderless ship however with a business plan you will be in the position to move your club forward. Don’t waste time looking back – what worked successfully your club a few years ago should be classified as ‘history’ – what you need now is a plan to move your club forward. Let your members know that your club is working on developing a business plan, a plan that will involve all aspects of your club – revenue, membership, sponsorship, subscription fees to name a few – and importantly seek input from your members. The plan should look at reviewing your club’s revenue streams and then look at what you need to do to increase revenue,

increase membership, increase sponsorship whilst also looking at additional revenue streams. The common denominator is the word INCREASE with the common goal being both increased revenue and membership. Ask yourself this – is our club being run as a business? If the answer is NO then it is time for a re-think and most definitely the time your club needs to develop a business plan. Take the following into consideration: What category does our club fall into? What is our product? What is our brand? We are a Sporting Club Name of your Sport That’s the name of your Club And do we have a business plan? Running your Club as a business is the only way to go.

A business plan will show you how you plan to grow your sporting club in the coming years. But don’t think you can do it alone…get your board involved, get your members involved – work collectively as a club and you will finish up with a business plan that has been well planned, endorsed by your members and implemented.

2022 TA Temporary full expensing of depreciating assets The majority of businesses are eligible to claim an outright deduction for the cost and installation of new assets. To qualify for full expensing, the asset must be first held and first used or installed ready for use between 7:30pm AEDT 6 October 2020 and 30 June 2023. This final date of temporary full expensing was extended by 12 months from a 2021 Federal Budget announcement and is now law. Unlike prior rules on instant asset write-offs, no limit applies to the cost of an asset under the full expensing rules. That is, an asset of any value may be fully deducted in the appropriate income year. For a business to qualify for the outright deduction, the entity must have an aggregated turnover of less than $5 billion. Certain large entities

Community Grants Funding Program – Chin Community Victoria Inc The Community Grants Funding Program offers annual grants schemes to incorporated, not-for-profit community groups on an annual basis. Financial assistance is available through three grant schemes. The Community Development Grants Scheme, The Small Equipment Grants Scheme and The Emergency Relief Grants Scheme. Community group Chin Community Victoria were able to utilise the Community Development grant scheme to purchase essential equipment for their fortnightly news videos. “Our fortnightly community videos cover topics from news and entertainment to health and COVID updates. Our volunteers were originally videoing these important community updates on their phone, but with the grant, we have been able to purchase decent equipment to produce these,” Chin Community Victoria spokesperson, Piang Lilian, said. The grant also enabled the expansion of their school holiday program, so disadvantaged community members could enjoy free activities and day trips.

“We are a refugee community, with many not able to afford holidays. We were able to help those in the community to be involved in our school holiday program and come along on a day trip to Adventure Park in Geelong,” Piang said. Looking to the future, Piang hopes to further aid the Chin community by purchasing extra industrial sewing machines to upskill women in the community for future career opportunities. “The funding is a great opportunity for any community group, big or small. We hope to continue to help our community with funding programs like these,” said Piang. Learn more about the Community Grants Funding Program. Find out how to apply for a grant

Pet registration renewals due in April Maroondah pet owners are reminded that pet registration renewal notices have been distributed in March, for payment by Sunday 10 April 2022. If you’ve recently welcomed a new furry member to the family, don’t forget that you need to have them microchipped and registered with Council. Registration is an important part of responsible pet ownership and helps to keep track of your pet. All dogs and cats must be registered and microchipped by the age of three months. Microchipping provides an extra level of protection should your pet’s collar become detached, and greatly improves the chances of your pet being returned to you if they become lost.

Find Retirement with ease and enjoy it. RETIREMENT By Warren Strybosch

Step 1: Start thinking about retirement regardless of your age I don’t know what the magic number is for retirement. In the past it used to be age 65 which fell in line with when you could apply for the Age Pension. Now that the Age Pension has increased to age 67, we are starting to see a shift and pre-retirees are starting to talk about age 67 as the new magic number. There are still some self-funded retirees who like the idea of retiring at age 65 or even soon, given they won’t qualify for the Age Pension, but for most others, the trend is moving upwards in age and retiring later. Regardless of the age, we encourage everyone over the age of 55 to start thinking about their pending retirement and to consider taking ‘mini-retirements’ now rather than waiting until fully retired. I will speak more about ‘mini-retirements’ in the next edition. Ideally, we want our clients to consider retirement even earlier than age 55 but as we all know, with the pressures of a mortgage, kids, school fees, and so on, it is hard for most people to give retirement any thought until their later years. When we say consider it, we mean to start planning for it. The sooner you start putting a strategy in place, the better off you will financially be in retirement. Regardless of your age, it is important to give retirement some consideration for the simple fact that superannuation is now capped. What do I mean by capped? The government changed the laws in 2009 to reduce the amount someone could contribute into superannuation in a given year. Currently the two main caps are the Concessional Cap (CC) of $27, 500 and the Non-Concessional Cap (NCC) of $110,000. Now that there are restrictions placed on how much can be placed into super each year, everyone needs to consider what amount above the Superannuation Guarantee Contribution (SGC), currently 10%, should be placed into superannuation, at least up to the $27,500. There are other caps but for now we are concentrating on the two most common ones. The benefit of placing additional funds into super, especially when interest rates are low, is that for every additional $1000

you place into Super up to the CC, assuming you earn more than $45,000, is that you are saving yourself approximately 17.5% or more in tax (marginal tax rate of 32.5% less 15% tax in super = 17.5%). That is a 17.5% return without having to think about it. Then that 17.5% return is going to be working for you and is likely to return more than your current loan interest each year. I tend to look at this way. If I can get a return that is at least three times better than the current interest rate I am paying on my home loan, and with the large initial return of 17.5% (that tax savings in the first year), I may consider placing more funds into super rather than placing more money onto my mortgage. With interest rates being so low, I like the idea of placing more funds into super but as interest rates rise, I will have to reconsider this approach. Even if you do have a mortgage but you’re earning a bucket load of money and want to reduce tax, the first thing you should be doing, before anything else, is making sure you are maxing out your CCs.

you are building up. I will talk about personal insurances in a future edition – and I don’t mean just take out default cover in an industry fund. That type of advice is out of date and will likely you cost you more over the long term. What is interesting, is that anyone young, who starts to implement the above, will have a considerable amount in retirement that they might not need to have to do anything else. Starting early is the key. The sooner you start the better your superannuation balance will be. When the simple things have been done then we can discuss other ways to make money and save on tax. There are plenty of options but as you will learn, they come with a lot more risk. In my next edition we will talk about spending plans, future goals, and minretirements. I often tell my clients to keep things as simple as possible. Do the simple, less risky things first, before venturing into higher risk or larger debt investments. The two simple things anyone can do is a) max out their CC for themselves and if they have a partner, do the same for them, and b) make sure you have enough personal insurances in place to protect you, your family, and the assets

Rebirth Yourself RETIREMENT By Bernard Kelly MBA

Once you exit the paid workforce, don’t bother trying to find another job. Why? Well the elephant in the room are those workplace health and safety insurance policies, which can frequently exclude any employee aged over 70. Consequently, for modern elders, second career options can be rather limited. However, self-employment is a viable alternative and developing a “profitable hobby” is perhaps the best route. This form of self-employment offers multiple benefits, including the income expanding your friendship network maintaining your zest for living. And because it is a hobby, it’s not work. It’s something that you enjoy. On the other hand, as it is a hobby, something enjoyable that you do parttime, don’t expect that it will generate a substantial income (although it may well do). So the associated benefits are probably more important.

In particular, as your clients share similar interests to yourself, you’ll find that, over time, your clients will become friends. For example, if you were selling dog collars, your conversations would evolve naturally into all things doggy, and a friendship would emerge. HOW TO START

Some options to make it easy for desperate parents to find you is to (1) build your own (free) Google website – name it Last Minute Children’s Gifts – and they will find you. And of course, you would (2) also list “flower presses” as a free advertisement on various sites such as eBay and Marketplace.

If you’ve never been in business for yourself previously, you can ease yourself into the game by buying and selling something simple.

The key is to emphasise your solution to a parent’s desperation.

Let’s consider flower presses. These are traditional gifts that young children give as birthday presents, and you can buy these in quantity from haberdashery stores.

Now flower presses are educational toys, so consider marketing a package of two (in each sale):

However, you’ll find “success” with this venture if you focus on desperate parents who need – urgently – a gift for next Saturday’s birthday party. These parents are typically uber-busy, and stressed, and willing to pay whatever you ask – as long as you guarantee rapid next day dispatch. To them, price is not the concern. Service delivery is the critical component of the sale.

DOUBLE YOUR SALES

one as the gift the other to remain with their family It’s like catching two fish with one hook, eh?

Match Report - Lady Legs Blitz Tigers at the Bay Coming off a commanding victory last week, the focus was firmly on atoning for a heavy 73-point defeat in Round one against last year’s premiers in Glenelg. In what was a beautiful night for football down at the bay, the challenge was on. Our Lady Legs were up for the fight. A fast start was asked for and the girls delivered just that. The heat was on, the game was being played at a fast pace and the intent was evident from our girls early that they meant business, kicking two goals into the wind to set up a six-point lead at the first change. Glenelg lifted the work rate after quarter time, which meant we had a game on our hands. Kicking with the aid of the breeze the girls managed to score one major which was soon answered. The workaround the stoppages was fantastic with Leah Cutting back from AFLW duties giving us first use on most occasions which had a major impact on our ball-winning ability. Half time had the girls with their noses in front still by six points.

day, our midfielders were working overtime and our forwards worked tirelessly to lock the ball inside forward 50. A four-goal to zero last quarter completely blew Glenelg off the park, Alana Lishmund became the focal point having an absolute purple patch kicking three goals in a short time to finish the game with four. A late goal to Cutting sealed the deal, to see the Lady Legs run out winners by 27-points.

The third quarter was a real battle with stoppage after stoppage, the game had become very contested. The focus was on keeping Glenelg at bay, while they had the breeze and stopping them from scoring. Although we did not score, Glenelg was kept to three points only.

Dominate performances once again by the youngsters in Sachi Syme, Alana Lishmund, Lana Schwerdt, Jade Halfpenny and Tesharna Maher were complimented by the experienced heads of Leah Cutting, Sophie Armitstead, Nicola Burns, Ali Ferrall and Ashlee Gould.

Heading into the last quarter with a three-point lead, the Lady Legs were challenged to fight hard, be desperate and lift the work rate. We’d saved the best till last, right from the first bounce it was clear that the girls were not going to let this game slip. Our defence was rock solid as it had been all
