About the Find Maroondah By Warren Strybosch

The Find Maroondah is a community paper that aims to support all things Maroondah. We want to provide a place where all Not-For-Profits (NFP), schools, sporting groups and other like organisations can share their news in one place. For instance, submitting up-andcoming events in the Find Maroondah for Free. We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. You can obtain your news from other sources. We feel you get enough of this already. We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month. We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.

We will also try and showcase different organisations throughout the year so you, the reader, can learn more about what is on offer in your local area. To help support the paper, we invite local businesses owners to sponsor the paper and in return we will provide exclusive advertising and opportunities to submit articles about their businesses. As a community we encourage you to support these businesses/columnists. Without their support, we would not be able to provide this community paper to you. Lastly, we want to ask you, the local community, to support the fundraising initiatives that we will be developing

and rolling out over the coming years. Our aim is to help as many NFP and other like organisations to raise much needed funds to help them to keep operating. Our fundraising initiatives will never simply ask for money from you. We will also aim to provide something of worth to you before you part with your hard-earned money. The first initiative is the Find Cards and Find Coupons – similar to the Entertainment Book but cheaper and more localised. Any NFP and similar organisations e.g., schools, sporting clubs, can participate. Follow us on facebook (https://www. facebook.com/findmaroondah) so you keep up to date with what we are doing. We value your support, The Find Maroondah Team.

Australia is going to the Polls Warren Strybosch

On the 21st of May Australians will go to the polls to decide which party will form the next federal election. It will be Albanese first time leading the Labor party in an election since becoming Opposition Leader in 2019. Albanese took office at age 56 and is the oldest first-time Opposition Leader in 59 years, since Arthur Calwell (age 63) took office in 1960. If Albanese wins office, he will be the 31st Australian Prime minister and he will follow the likes of Kevin Rudd who was replaced by Julia Gillard, the first female prime minister of Australia, only to be replaced by Rudd a few years later after she backflipped on the carbon tax scheme. It will be an uphill battle for Albanese given he is such an unknown quantity and has not done terribly well during the recent Q&A appearances. However, despite not been able to answer some of the simpler questions, his party is surging ahead in the polls indicating they will pick up about 80 seats – a major victory for any party to achieve. With such a big lead in the polls it might

mean that Labor will not need to look to the Greens or Palmer to secure government. It has been many years since Labor was won government on its own – will this be an historic win for them? Mr Morrison is seeking the Coalition's fourth term in office and whilst he might not be liked by everyone in Australia, is a well-known figure who has demonstrated he can make hard decisions in a crisis. Where debt is concerned, and let’s face it, no one likes seeing Australia going into more debt, Morrison is hoping that Job Keeper and the other incentives that were provided during the pandemic will put Liberal in good stead to secure another term. Almost all politicians agree that Job keeper was vital and without it many more businesses would have hit the wall and never recovered had it not been introduced. However, will this and their current economic and fiscal policies be enough to get them over the line? Only time will tell. The Coalition re-election theme is one of economic trust and pointing out that

if Labor gets in, they are likely to ruin Australia’s economy. Then if you add the Greens and Palmer into the mix, the question will be, will Labor actually be running the country, or will the Greens and Palmer be pulling the strings? It is unlikely Labor will join forces with Palmer, but no one is sure what deals are happening between Labor and the Greens. However, with current polls Labor might not need the Greens and this is sure to make the Greens nervous. It will be interesting to see where the Greens fall this election and whether or not we see a rise in independents. How will Australians vote? Will they vote in Liberal for another term or go with an unknown Labor? Or will many associate the Labor Premiers and the ‘lockdowns we had to had’ with the federal election and will this actually end up going against Labor and their chance to secure office? Many people we have spoken too are unsure how they will vote. In less than two weeks one thing will be for sure, someone will be in government. God help us all.

New laws to improve workplace safety

OCCUPATIONAL HEALTH & SAFETY By Mark Felton

WorkSafe Victoria recently announced that new laws to strengthen their ability to prevent and respond to workplace safety concerns and improve outcomes for injured workers and their families are now in force. WorkSafe Victoria highlighted that, The Workplace Safety Legislation and Other Matters Amendment Act 2022 includes changes relating to the issuing of prohibition notices in workplaces and a broadened range of notifiable incidents. WorkSafe inspectors can now issue a prohibition notice or give a direction relating to non-immediate yet serious health and safety risks and prohibit an activity until satisfied the risks have been remedied and the workplace made safe. Employers should be aware that under this new threshold, it's likely that some activities for which an inspector may have issued an improvement notice in the past may now become subject to a prohibition notice. The new laws also change the threshold

for incident notifications, meaning employers are now required to notify WorkSafe of incidents that don't result in an injury but do expose a person to a serious health and safety risk. The changes also allow for certain serious illnesses and large-scale infectious diseases to be prescribed as incidents for notification purposes, including activities with a cumulative risk, such as silica exposure, that can lead to lifelong illness. The failure of, or damage to, certain items of plant will also become a notifiable incident when a person is exposed to an immediate or imminent serious risk. This may include machinery such as quadbikes and tractors. WorkSafe will engage with key stakeholders before the changes to incident notification for certain illnesses and plant are prescribed through amendments to the Occupational Health and Safety Regulations in coming months. Further reforms to improve compensation arrangements for workers with silicosis and similar occupational diseases and their families, and increased support entitlements for families of deceased

workers will commence in mid-2022. Are you and your business properly prepared for the impact of the changes? Are you adequately keeping your employees and yourself healthy and safe? Is your documentation adequate? Often businesses have OHS systems, but documentation is poor. We assist employers identify what they need to have in place, and then develop effective documentation. Checks are put in place to monitor effectiveness, to ensure that going forward they are sound and comply with the Act, and most importantly keep them and their employees informed, and healthy and safe. Please feel free to contact Mark Felton at Beaumont Advisory on 0411 951 372 or mfelton@beaumontlawyers. com.au for an obligation and cost-free initial discussion.

How To Achieve Clear Written Communication

the beginning – it’s a guaranteed way of finding all typos, inconsistencies and other errors that hamper reader from engaging with your message.

Looking at this picture, you could assume it is one big mess. What were the tilers thinking of when they said this project was completed! However, all it needs is a simple fix. Swapping two of the patterns plus a few tweaks will have this floor looking as it should.

ACCREDITED EDITOR By Susan Pierotti

Look at the picture. It’s so obvious that one brick is out of alignment. But if the brick were straightened, would the path now be okay? How about the weeds growing through the cracks? Did you notice the bird droppings? Let me translate this image into the area of writing. Read the following paragraph and see if you can spot a mistake: ‘Joe Blogs offers a superior cleaning service. If you hire one of Bloggs Cleaning teams, you will never regret it. we are punctual, COURTEOUS, through and efficient. For this only month, we are giving $50 cash back to the first five callers who ring each day.’ Who noticed the word that stood out? I’m glad you did. But did you also notice other errors? (I didn’t say there was only one!) There is one inconsistency, a lowercase letter instead of an capital letter, a misspelled word and one word in the wrong place. However, your eye was immediately attracted to the one that stood out the most.

Sometimes, one big glaring error hides a number of other minor ones. You may remember the big one but your subconscious brain records all the others – every single one. It tries to cope with them all, but if there are too many, it switches off and has a nap. It tells the conscious mind that it’s time for a coffee, or perhaps another glance at social media (in case you’ve missed anything in the last five minutes) or maybe doing last year’s tax suddenly seems like a good idea. It may be something simple like ‘I don’t understand what I’m reading’. Whatever your subconscious tells your conscious mind, the result is the same – you stop reading. Is this what you want to happen when readers read what you’ve spent time and effort writing? Probably not!

Occasionally someone says to me, ‘I’ve got myself in a knot. I got tangled up in my writing and now I don’t know how to fix it.’ It’s usually when they are writing something personal, like their own life story or a blog. They have included so many details that detract from the main story, that clutter the page with details, that send the reader down false trails. Conversely, they can be left with a few tiny paragraphs in a tiny chapter flanked by excessively long ones. The subject matter doesn’t flow and the reader is floundering between chapters, trying to make sense of what they are wanting to describe. If you’re getting stuck with your writing, contact me at susan@creativetext.com. au for some friendly advice.

It’s a temptation (I know because I do it myself) to pat oneself on the back for finding big, hairy, audacious errors and forgetting about searching for the teeny ones. Moral: check everything! One way to do this is to read it backwards. Place a ruler over the second last line and read the last line. Move the ruler back to the third-last line and read the second-last line. Continue doing this until you reach

Referenced from the Financial Review, an article about Conservation. NATURE & CONSERVATION By Liz Sanzaro

Online shopping for clothes has become a monumental disaster for the World/ Earth with an enormous increase in consumption of fabrics and materials, transport fuel and manufacturing energy that has created a much worse problem than anyone could ever have anticipated. This occurs because of something recently termed bracketing which means if you’re not sure which size will fit you, you then order three. The one you think will fit, plus one smaller and one larger. After trying on the one that you intended to buy and are happy that it does fit, you’re then faced with the dilemma of returning the other items and herein lies the problem. The reality is that what you return probably does not go back into stock and is not sent back out to another hopeful owner. Many retailers don’t even allow items to be returned. Even if the returned items come back in pristine, unused condition, the odds are, that a sorting facility and subsequent transfer of those items back into the business stock inventory do not happen so easily. It’s also actually prohibited for items such as beauty products, or intimate apparel to be opened more than once, due to hygiene issues. This causes perfectly good stuff to be thrown away all the time. On top of this, it’s logistically and time prohibitive for many returned clothing

items to be absorbed back into the “outstream” because the financial maths of doing so, doesn’t work out. The items are either too inexpensive to be worth the effort or take up too much processing time, in inventory adjustments and the required labour costs. So now we have really fast one-way fashion. The low-cost quick turnout product, generates some of the highest return rates all consumer sales! The necessary expenses of the labour, to pick/ pack and dispatch the item, the freight both coming and going, the labour cost to receive and sort the returned item, the cardboard and plastic for packaging and the sorting facilities overheads, means that the sellers have already lost money when items are returned. Some products survive their initial return and even get sold again but not to the retail customers. Sometimes these brands can be moved onto other “lesser” brand names (change the label name) for a lower cost-retrieval or creating a partial refund to the seller. However, a large portion of unwanted clothing and other goods in bulk, thousands of kilograms at a time, filling shipping containers of this returned new clothing which is then dumped into overseas less advantaged countries or worse into landfill. You would think that donating these items would be the morally responsible thing to do, but companies have little incentive to act morally because it damages the quality of the brand in the consumer’s mind. If a customer finds a new clothing item matching something

they have purchased on line at full price, in a recycling store like the Salvos, or Vinnies, it leaves them feeling ripped off. Thinking about this and after paying full price for the item, now found drastically reduced, they lose brand loyalty and trust which are everything to the seller’s reputation. It would be better to have a blanket “no returns policy” however this also causes mistrust in customers, who then begin to realise they’ve received three items for the cost of one, and begin to realise what the mark up on price actually has been. It is a no-win conundrum. So,in essence the new online buying trend that has resulted from COVID has caused a massive economic, environmental and landfill catastrophe right at a time when our world was hoping to improve the outcomes for Global sustainability and encouraging consumers to leave a smaller user of resources foot print on Earth during a lifetime. So, it is definitely worth considering how do you purchase clothing items going forward; if you have any concerns for sustainability. This really is an Environmental disaster in our midst.

Insulation for Passive Housing ARCHITECT By Kathy Ismail

If you’re concerned about the likelihood of your heating bills increasing this winter, it’s time to consider how your house is insulated. Insulation is essential for keeping your home warm in winter. A well-insulated, well-designed home cuts cooling and heating bills and reduces greenhouse gases. If you are building a new home or renovating one, use this as an opportunity to incorporate Passive House design principles. Passive House is the world’s highest energy efficiency standard for buildings and can be applied to houses, apartment buildings, churches, community centres, retail shops, factories and offices. Types of insulation Insulation products come in two main categories – bulk and reflective – which are sometimes combined into a composite material. All insulation materials that are sold in Australia must meet Australian Standard AS/NZS 4859. Fortunately, many high-performance insulation options are natural and environmentally friendly, including sheep’s wool and cellulose insulation. Some insulation types, many of them recyclable, are better performing than others, allowing thinner walls, whereas other are less efficient and require thicker walls. High grade insulation ensures that the home is well insulated all year round which stops heat gained from the sun from leaking out. This does make walls very thick but as only outer walls need to be insulated to this level, an open-plan design can combat the loss of space from thicker walls. Ceilings Installing roof and ceiling insulation can save up to 45% on heating and cooling costs. Here are few insulation tips for the most common types of ceilings.

Pitched roofs with flat ceilings are the most common, and the easiest to insulate. Place suitable bulk insulation, including batts, loose-fill and rigid foam boards, between the joists. Ceiling joists must be covered in a way that safe walking places are visible when accessing the roof space, even though this somewhat diminishes the insulation. For cathedral-type ceilings, design and build them with enough space to accommodate adequate insulation, including any necessary air gaps. Ceilings with exposed rafters are generally difficult to insulate without using expensive materials. Pre-coloured steel roofing laid on roof battens and rafters with a ceiling below requires bulk insulation installed in full, direct contact with the metal roof, leaving no air gaps. Therefore, the thickness of the insulation batts must coordinate with the depth of the battens and rafters. The uppermost layer in contact with the roofing should be slightly thicker than the batten depth, so that they are compressed by about 10% of their thickness when the roofing is fixed down. Floors Bulk insulation can be added under a timber floor, supported by nylon cord or wire, if you are sure that pests will never be a problem. Otherwise, install an impervious sheet below the joists, such as a thin fibre-cement sheet or foam boards such as extruded polystyrene (XPS) or polyisocyanurate (PIR). Add rigid foam boards or foil-faced rigid foam boards with special fixings to suspended concrete slabs. Care must

be taken to manage condensation risks between the insulation and the slab; consult the manufacturer’s technical information and installation guide. Reverse brick-veneer For a new build, why not reverse your usual house design concept with the brickwork on the inside. It retains far more warmth than plasterboard or timber, providing more interior heat. Glass blocks and new materials like lightweight timbercrete (sawmill waste combined with concrete and other additives) have even more insulation value than ordinary bricks. Reducing your annual heating and cooling energy consumption by 90%, the savings of a Passive House will cancel out much of the up-front investment costs of increased insulation and other design features. Building a significantly better quality home ensures you will enjoy improved indoor air quality and overall comfort. Consult an architect or builder who has successfully completed a Passive House project to ‘Passive-fy’ any concerns you may have. Contact KIR Architecture at contact@ kirarchitecture.com.au for help with all your building projects. We are always happy to answer any inquiries.

Rising Sun; A History Of Australia’s Most Famous Badge badges/rising_sun.htm

The photo displayed is the version 3, the best known of the Rising Sun badges, the General Service badge of the AIF and the 2nd AIF. The badge that saw victory in two World Wars.

subsequently changed from a Kings (Tudor) Crown to a Queen's (St. Edward's) Crown on the 1956 version.

Twenty years later, the badge was again modified to incorporate the Federation Star and Torse Wreath from the original 1902 version of the badge and the scroll wording changed to "Australia" In the 75th anniversary year of the ANZAC landings at Gallipoli there arose a desire to return In 1949, when Corps and Regimental to the traditional accoutrements worn by Badges were reintroduced into service, Australian soldiers during the World Wars the wording on the scroll of the "Rising and which clearly identify the Australian Sun" Badge was changed to read Army. The recent change coincides with "Australian Military Forces". the 90th anniversary of the Army which was commemorated on 1st March 1991. 40 Year Anniversary

The RISING SUN BADGE was selected as the Army’s General Service Badge in 1902, but the badge originated in South Australia! The original concept, a collection of Martini-Henry bayonets and the Alexander Henry sword & socket style bayonets of NSW radiating from a crown, were designed as a trophy. The drawing was done by Major J.M. Gordon of the South Australian Artillery in 1893, and the working drawing for the trophy was called “Australian Rising Sun”. It was used as the General Service Badge of the Army in 1914-1918 (WW1) with the words Australian Commonwealth Forces. The badge was worn on the slouch hat of the Army (see photo).

How to Raise Money With Coffee COMMERCIAL COFFEE MACHINE By Ivana Smith

Anyone who was out and about on Good Friday will have been approached by a fundraiser, rattling a tin, usually for one of Melbourne’s major hospitals. What was noticeable this year was the number of refusals to drop coins into the tin – not because people are selfish but because they simply carried no cash. COVID has affected how we do business. Overall, online transactions have doubled and cash withdrawals have decreased by 25% across the Western world. Where does this leave charities and small fundraisers who rely on small coin donations to increase their financial reserves? One item many people do save cash for is their daily cup of coffee. Rather than get out the credit card and tap or swipe with their phone, people in a hurry find that a few coins on the counter is quicker and easier. So, why not transfer people’s craving for caffeine to your next fundraiser? Here are three groups that could benefit from a coffee fundraiser. And the bonus is that you don’t have to have loads of mugs, milk, sugar and mess to clean up afterwards if you hire a coffee machine to do it for you. Places of worship Churches, temples, mosques – these are where communities meet to worship something higher than themselves. They are also where people congregate for social interaction. There are few things more enjoyable than a natter over a cup of coffee with a like-minded person. Churches especially are known for the morning cuppa after the service, accompanied by a biscuit, a piece of cake or a scone. A gold coin donation could add up to a tidy sum by the time the organisers have packed up the room, ready for the next week’s activity. Why not use a gold coin donation coffee morning to raise money for the Mothers Group, refugees or a charity? A coffee machine will sit snugly in a corner and people can help themselves to a wide variety of coffee brews whenever they want.

Sports clubs Winter is coming upon us rapidly. So, who’s getting out their footy boots and uniforms? After COVID lockdowns, sports enthusiasts are relishing the opportunity to get back in the team and kick a few winning goals, or if you’re a golfer, hit a few holes-in-one. Whatever your favourite sporting activity, there will be a social element to it. In the dressing rooms, afterwards in the club hut, wherever you go to plan the game strategy and dissect the tactics on the ground, there is plenty of banter and earnest discussion. Why not persuade your club to invest in a coffee machine? It saves on time and mess if you hire one from a supplier who will leave it fully filled and functional for you every week. Golf shop Sportspeople don’t just hang around the grounds; they also like hanging around the merchandise. For instance, just about every golf club has a golf shop on its premises. Golfers like to hang out with other golfers, comparing irons, gear and other stuff. The longer they stay there, the thirstier they will get. A ready-to-go coffee machine will not only assuage their thirst; it could become a feature that attracts other potential customers into the shop.

More customers, more money spent – far more money than the cost of individual cups of coffee. A coffee machine supplier will install a machine that fits cosily into a corner or on a bench. The supplier will deliver and fill the machine with a weekly supply of high quality ground coffee and drinking chocolate, and supply sugar and cups. Coming once a week means that any repair issues will be dealt with promptly, but these are rare as the machines are some of the best and most reliable on the market. Does this mean they are expensive? No! The only expense is the charge per cup. So, next time you are struggling to think of how to raise some cash, talk to a supplier about hiring a coffee machine for a oneoff event or on a more permanent basis. No mess and great coffee - who wouldn’t pay for that! Cruise Ships Return After Two-Year Ban By (Australian Associated Press)

Australian authorities are lifting a ban on cruise liners that’s been in place since March 2020. NSW, Victoria and Queensland have outlined testing and vaccination requirements for passengers and crew in preparation for the ships to return. However, Tasmania is still reviewing whether such a move is safe for the island state. Peak body Cruise Lines International Association Australia says the lifting of the ban will be marked by

“a carefully managed resumption of operations” in a sector that previously supported more than 18,000 jobs. The first international ship scheduled to arrive, P&O Australia’s Pacific Explorer, will sail into Sydney Harbour on Monday morning in readiness for its return to service on May 31. It will be followed at the end of the month by Ponant’s Le Laperouse, which will begin operations between Darwin and Broome on April 28, joining local operators in time for the important Kimberley season.

“More than a million Australians took an ocean cruise every year before the pandemic and we now have an opportunity to return to sailing and revive an industry that was worth more than $5 billion annually to the Australian economy,” Cruise Lines Australasian managing director Joel Katz said. “While no setting is immune from COVID-19, the cruise industry’s new protocols provide among the highest possible levels of prevention, detection and mitigation.” The move comes despite COVID-19 infections remaining stubbornly high.

ATO Debts – They will get their money eventually The ATO will not always try to recoup debts owed by taxpayers immediately but place it on hold. This type of debt is called a non-pursued debt. A non-pursued debt is a debt that is not visible on the balance of a taxpayer’s account on the ATO portal. When a debt is placed on hold, the ATO do not undertake any collection action, usually because it is not economical for them to do so. A debt deemed uneconomical for collection action will be re-raised at a later date if the taxpayer becomes entitled to credits, which will be applied to reduce the balance, or if their circumstances change. So, if you see a debt removed from your tax portal account, don’t just assume the ATO has forgiven that debt. They just have placed it on hold and will most likely recoup it a later date.

Did you know your digestion is key to your immune system? fibre, whilst the damaging bacteria feeds on sugar and refined carbohydrates. Aim to eat 5 serves (where 1 serve is 1/2 cup cooked or 1 cup raw) of vegetables covering all the colours of the rainbow daily, as well as a variety of in-season fruit. This will encourage the growth of a diverse range of strong beneficial gut bacteria, which will restore an unbalanced microbiome and therefore strengthen your immune system as we head into winter. Probiotics To directly improve the beneficial bacteria, eat a variety of probiotic foods: yogurt, kefir, kombucha, kimchi, sauerkraut, or miso soup. In some cases, a probiotic may be helpful, and various strains have been studied for specific immune diseases. For best results the correct strain(s) of bacteria for your condition, will give the best results.

Whilst these systems may seem unrelated, they are actually closely linked. From a naturopathic view, a healthy digestive system is essential for all other aspects of health. After all, it is where all nutrients required to build and repair your body are absorbed, as well as where most metabolic waste products are excreted. Leaky Gut (Intestinal Hyperpermeability) You may have heard of the term “leaky gut”. It is a condition in which the tight gaps between the intestinal walls are increased to allow substances other than nutrients, electrolytes, and water to enter the blood supply. The immune system is then activated to eliminate these substances which are toxic (when

outside the digestive system), and a continual supply of these over time, results in a state of chronic inflammation, and altered immune function. The Gut microbiome The intestinal bacteria plays a major role in leaky gut, as the bacteria form the first protective layer inside the intestinal walls. Many things can contribute to an unbalanced microbiome such as gastro viruses, stress, diet, and antibiotics. Obviously, the role of antibiotics is to kill bacteria, but it kills both the beneficial and the harmful. Care should be taken after antibiotic treatment to restore the beneficial bacteria which has been destroyed. Prebiotics The beneficial bacteria feeds on plant

Petrol Prices On The Rise Despite Tax Cut By Colin Brinsden

advertising suffered a small fall in April, it still pointed to strong employment growth in the months ahead and a further decline in the unemployment rate.

(Australian Associated Press)

Petrol prices are on the rise again, despite the efforts of the Morrison government to curb cost of living pressures at the bowser by slashing fuel excise for six months in the March budget.

The ANZ job ads series showed a 0.5 per cent fall in April, but was still 26.3 per cent higher than a year earlier and 57.3 per cent up from pre-COVID-19 levels.

The Australian Institute of Petroleum said the national average for petrol prices rose 9.3 cents to 178.2 cents a litre in the past week, the second weekly increase in a row, although still comfortably below the $2-mark at this stage. Commonwealth Securities senior economist Ryan Felsman said international crude prices – which have the biggest influence of petrol prices – have been boosted by fears that supply will continue to be disrupted by the Ukrainian war. “While COVID-19 lockdowns in China could weigh on crude demand, supporting prices is the increased likelihood that Germany will join other EU member states in an embargo on Russian oil,” he said. A spread of new data also saw monthly house price growth slowing to a pace not seen since October 2020. The CoreLogic national home value index rose just 0.6 per cent in April with the annual rate slowing to 16.7 per cent. Economists say home prices risk going backwards in coming months if they are correct in expecting the Reserve Bank of Australia to start lifting the cash rate at Tuesday’s monthly board meeting. Financial markets are fully priced for a

“We expect strong labour demand to lead to solid employment gains in the coming months,” ANZ head of Australian economics David Planks said. 0.15 per cent rise in the cash rate to 0.25 per cent after annual inflation surged to 5.1 per cent. The anticipated modest increase in the cash rate from a record low 0.1 per cent is expected to be followed by increases of 0.25 per cent in subsequent months. “Having a near-zero cash rate when unemployment is four per cent and inflation is over five per cent makes no sense,” AMP chief economist Shane Oliver said.

“We see the unemployment rate dropping well below four per cent in the second half of 2022, which should reinforce the momentum toward higher wages growth.” March’s federal budget forecast the jobless rate falling to 3.75 per cent in coming months, the lowest in almost 50 years. Industries such as manufacturing are being constrained by skill shortages, as well as input price pressures and rising wages costs, although the sector is still growing.

“The experience from the late 1960s and 1970s tells us the longer high inflation persists the more inflation expectations will rise, making it even harder to get inflation back down again without engineering a recession.”

The Australian Industry Group performance of manufacturing index rose by a further 2.8 points in April to 58.5, its fastest pace since July 2015. It was the third consecutive month above the key 50-point mark, which separates growth from contraction.

While rising interest rates may have a bearing on the election campaign, as they did in 2007 when then Liberal leader John Howard lost power, Prime Minister Scott Morrison still has a falling unemployment rate as part of his economic credentials. While job

“New orders increased further in April and, with many businesses feeling capacity constraints and difficulties in securing inputs and staff, the pressures on filling orders are set to continue in coming months,” Ai Group chief executive Innes Willox said.

Along the Hawthorn Line HERITAGE & HISTORY By Russ Haines OAM

In 1935, AW Grieg wrote a fascinating article for The Argus entitled “Along the Railway Line” and told of the old railway stations, some of which have disappeared. He was a foundation member and past-president of the Historical Society of Victoria and is buried in Box Hill Cemetery. From his considerable store of historical knowledge. Mr. Grieg reveals facts about the early days of the Hawthorn railway, and recalls stations which have long since been swept away. FIRST RAILWAYS It was in the year 1857 that two small railway companies, encouraged, no doubt, by the success of the line from Melbourne to Hobson's Bay, went to Parliament for power to embark on similar undertakings. One was ambitious to link up the seaside resort of Brighton with the Hobson's Bay Company's branch to St Kilda, and the other proposed to give railway communication to Prahran and Hawthorn. It is with the second of these, which called itself the Melbourne and Suburban Railway Company, that we are concerned. This commenced operations with the turning of the first sod in the Richmond paddock - now Yarra Park - by His Excellency the Governor (Sir Henry Barkly), amid a somewhat tumultuous gathering of citizens on July 1, 1858. The city terminus was to be erected on the site near Prince's Bridge, previously occupied by police barracks, and the first section of the line to be constructed extended only as far as Punt road, on the boundary of Richmond. Seven months later, on February 8, 1859, the first passenger train left the Prince's Bridge station, carrying His Worship the mayor and other "influential gentlemen" on the opening trip. It was a small train of four or five carriages. Only one pair of rails had been laid, and the Journey was a short one, occupying barely five minutes. "A very low rate of speed," says a contemporary newspaper report, "is, of course, obtained on this, the shortest known line, we believe, in existence, the distance from station to station being not quite a mile and a half." Just after leaving the terminus the line traversed a stretch of swampy ground on trestles; then it crossed Captain Lonsdale's cow

paddock, bounded on the east by Jolimont road, which in those days ran right down to the river. The old vice-regal residence of Jolimont, a remnant of which still lingers behind a high factory building, must at that time have been plainly in view, unless screened by the trees with which the Richmond paddock abounded, and the Melbourne and Richmond cricket-grounds already existed, although in a much more primitive condition than today. Away to the south, where now stands an enclosure labelled "Olympic Park," the passengers would glimpse Melbourne's first zoological gardens; and by that time they were nearing the small temporary platform at Punt road, which was the end of the line. “HERCULES” THE ENGINE It is recorded that on the opening day the trains ran until long after midnight, conveying passengers to and from Richmond and the Cremorne Gardens, which lay on the river bank about half a mile from the Punt road station, but there was actually only one train plying backwards and forwards, drawn by an engine purchased from the Geelong Railway Company, and named, after the fashion of the day, the "Hercules." Think of it, passengers of today, in your fast and luxurious electric trains! A pioneer string of "dog-boxes," plodding wearily backwards and forwards behind a puffing locomotive, with a cumbersome "shunt" at each end. Such things have almost passed out of recollection, as

far as suburban railway travelling is concerned. Short as the line was, it had only been running three weeks when an intermediate station was opened. This was a platform provided for the convenience of visitors to the Melbourne Cricket-ground on the one side, or the Botanic Gardens on the other, and was to be used on Wednesday, Saturday, and Sunday afternoons only. This is the first of our vanished stations; taking them in order from the Melbourne end. I have not been able to ascertain the date of its disappearance, but it is improbable that it remained for many years. The second of these platforms of the past is that erected at Punt road, which was closed within 12 months of the opening of the line, the terminus having been pushed on to Swan street, where the present Richmond station stands, by the end of 1859. The extension towards Hawthorn was completed as far as the bank of the river in September, 1860, but the bridge remained to be built, and for the time the line ended at a platform which soon acquired the name of "picnic station." In fact, it was of little use to any but holiday-makers, since it stood in a piece of bushland, then known as the "survey paddock" - now Richmond Park. Picnics were not frequent enough in the survey paddock in the early sixties to justify the maintenance of a special railway line, and at the half-yearly meeting of the Melbourne and Suburban

a subdivisional sale. This "special" left Box Hill on its return journey at 5. 55 p.m. and, according to arrangements, should have waited at Hawthorn for an ordinary down train from Melbourne to pass. For some unexplained reason it dashed through Hawthorn without stopping, five minutes ahead of its schedule time, and met the "down" train in a head-on collision just after crossing the river. One passenger was killed, and 180 were injured, and the Government had to pay a large sum in compensation.

THE SCENE AT NIGHT REMOVING THE DEBRIS

Railway Company, in February, 1861, it was dis- closed that the Hawthorn branch was losing £30 or £40 a week. The river was crossed to Hawthorn the following April, but still the company's affairs were not flourishing, and by 1862 its property appears to have passed into the hands of a small syndicate. In September, 1863, the whole concern was offered for sale by tender. Finally the Melbourne company amalgamated with the older Hobson's Bay company, and the Brighton line was acquired by purchase. Thus came into existence in 1865 the Melbourne and Hob- son's Bay United Railway company, controlling all the existing suburban lines south of the Yarra. The construction of the Gippsland line by the Government in the late seventies, and the necessity for linking it up with the metropolis, brought this period of private ownership to a close, and on July 1, 1879, the Hobson's Bay Company's lines were formally handed over to the Board of Land and Works.

LILYDALE LINE OPENED Developments were not long in following the assumption of control by the Government, and in 1882 the Hawthorn line was extended to Camberwell, and then on to Lilydale. The opening of this new line was the means of bringing into existence the eastern suburbs as we have them today, but was associated with the most disastrous railway accident which had occurred in Victoria up to that time. This unfortunate event took place on Saturday, December 2, 1882, the day after trains had commenced running through to Lilydale. The duplication of the track between Richmond and Hawthorn had been nearly completed, but on one section, from the newly established station of Burnley to the bridge across the river, a single pair of rails was still in use. It was in the early part of the "land boom" period. A special train was sent to Box Hill, to convey prospective buyers to

The third railway station to disappear on the Hawthorn line was that at Swan street, Richmond. This originally stood near a level crossing, and had only two pairs of rails running through it, like an ordinary suburban station, but the growing traffic from Camberwell, Frankston, and Gippsland, to say nothing of the Brighton line, made this accommodation quite inadequate. The Swan street level crossing was proving a considerable obstruction to wheeled vehicles. Accordingly an entirely new station was constructed at a higher level, and between 1 a.m. and 9 a.m. on Sunday July 5, 1885, the change-over was made. Two hundred men, working by electric light, took up the rails and shovelled into its place a great bank of sand, which had been placed in readiness alongside the line. Then the rails were re-laid, and the Sunday trains to Hawthorn were able to pass across a via- duct which had been erected above Swan street, instead of running on the street level. The viaduct across Punt road had been placed in position some time before, but was now widened. The picnic platform in the survey paddock, the last of our four vanished stations, remained down to the 'eighties, at least, and its former position is now indicated by an excavation in the shallow cutting on the north side of the line as it approaches the river.

WHAT CAN YOU DO TO MINIMISE THE IMPACT OF HOME LOAN INTEREST RATE RISES? MORTGAGE BROKERING By Reece Droscher

The rise in the inflation rate to over 5% in the last quarter has brought forward the expectation that the Reserve Bank will raise the cash rate this month. Interest rate increases are commonly used during an inflationary period to reign in spending and reduce the inflationary pressures we are all experiencing. Usually the Reserve Bank will increase rates in 0.25% increments, however some experts are suggesting the rate will be increased by 0.40% to increase the current cash rate to 0.50%. For some homeowners this will see their loan repayments increase by over $100 per month, so what can you do to minimise the impact of these changes? 1. REVIEW YOUR CURRENT HOME LOAN As a mortgage broker I regularly come across people who have had a Home Loan with the same lender for five years or more. They have simply been paying the required repayment without ever thinking about what the current interest rate is, the fees that are being charged and what other lenders may be offering. In the current environment it is a mistake to assume that your current Home Loan is providing you with the best value. By having your loan reviewed a Mortgage Broker may be able to present products

from lenders offering lower interest rates than you are paying currently. This could potentially save you thousands on interest costs or help you pay your loan off sooner. Another benefit of having a review is to ensure the type of loan you have remains the most suitable to meet your current needs. Offset, redraw, the ability to make extra repayments or switching your rate between fixed and variable rates are all options your Mortgage Broker can review for you. 2. CONSOLIDATE MORE EXPENSIVE PERSONAL LOANS AND CREDIT CARDS

You may also have some smaller debts, such as credit cards or personal loans, that are charging higher interest rates but could be consolidated into your Home Loan. This could help repay these debts sooner by reducing the costs of these debts but would also simplify your finances, reducing the number of loans and repayments being made to multiple lenders. 3. NEGOTIATE A BETTER DEAL WITH YOUR CURRENT LENDER Even without refinancing your Home Loan to another lender, your Mortgage Broker may be able to negotiate a better deal with your current lender. It costs a

lender a lot more to attract new borrowers than to keep their existing customers, which is why they invest a lot of money in business retention teams. By looking at what competitors are offering your Broker can use this information to leverage a lower rate with your existing lender. It is also important to note that a mortgage broker is required to act in their client’s best interest by law, which is different to the requirement on a lender when you deal with them directly. That is why the best person to review your Home Loan is your local Mortgage Broker. At SHL Finance we are already proactively helping our clients negotiate a better rate with their current lender, reviewing their existing loans and discussing ways to potentially save our clients thousands of dollars. We would love the opportunity to help you too. Please call Reece Droscher on 0478 021 757 should you want to discuss your options.

Advice given in this article is general in nature and is not intended to influence decisions about investing or financial products. You should always seek your own professional advice that takes into account your personal circumstances before making any financial decisions.

Aussies More Vulnerable To Flu This Winter

Vaccination was particularly important for children aged six months to five years, adults over 65, people with chronic illnesses, Indigenous people and pregnant women. The peak flu season usually occurs around July and September, however, the virus is notoriously difficult to predict, and the RCPA says this year’s peak could be sooner, with cases of Influenza A already in the community.

(Australian Associated Press)

This winter’s flu season is likely to hit Australians hard because of the reduced exposure to the virus over the past two years and low vaccination rates. The Royal College of Pathologists of Australasia is warning it’s likely to be a bad flu season because of the low uptake of vaccines last year and the low circulation of flu globally over the past two years. The RCPA acknowledges there is vaccination fatigue but is recommending that anyone aged six months and older get the flu jab to prevent widespread illness and flu deaths.

21

Those who have not received their COVID-19 vaccines or are eligible for a booster or “winter dose” are being encouraged to get both jabs at the same time. RCPA Fellow Jenny Robson says people should get vaccinated as soon as possible. “With the relatively recent opening of international borders, it is highly likely that we will see more influenza cases in

Measures over the past two years which protected people from COVID-19 had also been effective in suppressing circulation of flu. The closure of international borders, quarantine for international travellers, masks, hand sanitisers, social distancing, working from home and school closures, all contributed to a low level of flu during the past two peak seasons. “However, we now have lower levels of protection in the community, meaning the virus can spread more quickly,” Dr Robson said.

ATO update on trust reimbursement agreements ACCOUNTANT By Warren Strybosch

In a media release on 5 May 2022, the ATO has “acknowledged there has been significant interest in its draft public advice and guidance relating to trust reimbursement agreements and unpaid present entitlements. In response to the level of community interest, the ATO said it will extend the public consultation period for the guidance, which ended on 29 April 2022. ATO Deputy Commissioner Louise Clarke said "the ATO is aware that the guidance – which has been long requested by the tax adviser community – has unsettled some in that community because it calls into question some practices which have been relatively longstanding". "The vast majority of small businesses operating through a trust are not operating in a way that will attract section 100A. A distribution to an adult child who has a low marginal tax rate will not attract section 100A where they simply receive or enjoy the benefit of their distribution". Ms Clarke clarified that the section can only apply where a distribution is made under an agreement where there will be a payment or other benefit provided to some other entity, that will typically have a higher tax rate than the beneficiary, where a purpose of that agreement is that someone will pay less income tax. "For example, where a full-time student receives an entitlement from a trust under an arrangement where they agree to immediately gift the entitlement back to the trustee". "The ATO does not make law. We have not changed section 100A; 100A remains as it always has been. What we have done is publish what is at this stage draft

guidance for consultation as to how we think the law applies,” Ms Clarke said. "The ATO's position is that if the beneficiary of the trust gets the benefit, 100A has no role to play. The ATO is not concerned about ordinary family trusts where the relevant family members benefit from the distributions". Similarly, Ms Clarke also noted that the ATO is not concerned when profits from the family business are distributed to members of the family who work in the management of the business and then that family member chooses to reinvest the profits in the business. The ATO will not be pursuing taxpayers that entered into arrangements between 1 July 2014 and 30 June 2022 where, in good faith, they concluded that section 100A did not apply to them based on the previous 2014 guidance. "I want to reassure the community - we won't have a retrospective element. We stand by our 2014 guidance for this interim period,” Ms Clarke said. The ATO will carefully consider all submissions received during the consultation period as it finalises the package of public advice and guidance. A compendium of our responses to the feedback will also be published. The question is whether this will mean the end of discretionary trusts as a taxeffective vehicle? Lawyers are reminding accountants and family groups that the ATO does not make law and whilst they have released further guidance on the subject, it is yet to be made law and tested. They argue that there are many ‘common’ family arrangements involving discretionary trusts that will continue to be low risk. Some lawyers are going so far as to say that as long as the funds being distributed to the adult children are indeed being

distributed e.g., funds going into their bank account, and regardless of how those funds are being used, this should not incur s 100A and trustees should have nothing to worry about. Some lawyers are keen for the ATO to take this matter to court as they believe the ATO will lose. However, the ATO is off the opinion that just because something happens frequently, or is accepted as a common practice, doesn’t mean it is an ordinary commercial or family dealing for the purposes of s 100A, and may challenge distributions going to adult children. Now, we wait and see, and trustees will have to decide whether to distribute funds to adult children is worth the risk this financial year. Examples in the draft ruling include (but are not limited to) arrangements where: •

• • •

Distributions have been made to an adult child beneficiary and the entitlement to the funds representing those distributions have been applied for the benefit of another person (usually the parents), Where an entitlement to income has been ‘gifted’ back to the trustee (or a parent) or otherwise forgiven, Where there is a circular flow of funds (e.g., where the trust is a shareholder in a corporate beneficiary); and, Where a trust acquires an equity interest in a corporate beneficiary under a share buy-back arrangement involving members of the family group (often the parents).

The ruling, whilst still in draft form and has raised some concerns amongst taxation professionals given the ATO have been working on draft s 100A guidance for more than 6 years. The lack of certainty for trustees and beneficiaries around the ATO’s tax administration approach will no doubt cause concern and may leave trustees at risk of assessments arising from distributions that are made going forward. Trustees should consider speaking to their accountant or lawyer with regard to s 100A if they have any concerns or doubts about their current trust distribution arrangements.

If it’s a financial issue – in other words a lack of funds - then the club needs to look at its revenue streams and develop plans to remedy the situation as a matter of urgency.

To ensure the long-term viability you need to have a pro-active board of directors.

Your club needs to take immediate action and carry out a review to determine why your club could be facing closure.

The members need to be confident that the board has people in positions whereby they can use their skills and abilities to work on developing solutions and resolve the problems that have potentially placed your club in an unenviable position.

The review will identify the problems along with the action that needs to be taken to ensure your clubs survival. Investigate Government (State & Federal) grants for sporting clubs. Undertake fundraising and social events that could attract attendance from people outside the club.

Build your membership – more members increase the revenue gained from subscriptions and members purchasing uniforms and club accessories let alone members and friends buying a drink from the bar.

Sponsorship – contact local businesses to seek their support.

No one wants to see a club fold – not you – not your fellow members – not the local community.

Doctor sentenced for failing to lodge tax returns and BAS The ATO has reported that a Western Australia doctor has been sentenced to 7 months' jail and placed on a good behaviour bond for failing to comply with court orders to lodge 18 outstanding income tax returns and BAS. In February 2020, the doctor was convicted at the Perth Magistrates Court and fined $50,000 for failing to provide the ATO with the outstanding income tax returns and BAS. The doctor was also ordered to make the outstanding lodgments within 2 months. However, he failed to lodge, and was prosecuted once more. The ATO said the doctor will be released from jail after 2 months, upon entering into a $10,000 recognisance to be of good behaviour for the remainder of his sentence. As part of the good behaviour bond, he will need to lodge each of the outstanding tax returns and BAS.

Light Up Your Business SIGNAGES By Glenn Martin

Illuminated signs work day and night to draw attention and double your visibility, driving your marketing message 24/7 and delivering maximum impact. If your business is competing for attention in a busy area bright signage will help you get noticed. LED technology has advanced the ways in which your signs can be lit - from 3D fabricated letters, backlit logos and LED Neon signs, we will craft you the perfect sign. Neon signs can be for either indoor or outdoor use. The angles and shapes achieved with neon are great for lettering. Even easier and lower maintenance with new LED Neon Flex! Customisable neon signs are constructed by bending the tube into the required shape. Neon vs. LED What’s the difference? When we talk about ‘illuminated signs’, many people still think we mean ‘neon’. While neon signs still have their place, often in today’s signage world, neon has been replaced by LED. So why the change? LED signs have several natural

advantages over neon signage. Reliability LEDs are very reliable and will last the life of the sign when properly installed. Meanwhile, neon signs are more fragile, being made of glass, and contain noxious gases which potentially leak out. Adaptability LED illumination is very adaptable, and the light source can be placed in small letters and can be precisely positioned behind illuminated elements in larger signs to place light where it is needed without waste. LEDs can also be supplied in clear tubes which have a similar look to neon. Changeability Once a neon sign is made, there’s no changing it. Using LED strips, any strip can be easily replaced and upgraded as often as you like, with whatever messages you like. This makes your signs’ maintenance much easier as well. Cost savings Over the long-term, LEDs are much cheaper to run than neon as well as fluoro (between 5–10 times as efficient). This brings great environmental advantages. Brightness Whilst neon signs can offer a

‘warmer’ light, LEDs are far brighter and can be seen better from a distance, even in broad daylight. LED Neon flex is a relatively new product that is affordable, adaptable and low maintenance. Able to be cut and bent by hand to form it is easier to use than traditional glass Neon. LED tech delivers low voltage, less heat and high safety as well as less maintenance. Limited only by your imagination, Neon flex can be used in so many ways, from brand logos, to feature lighting effects. A popular option is to attach Neon flex letters and logos to coloured acrylic backs for a strong visual effect that is great for wall signs. Having first mandated what type of bolts should be used on the Sydney Harbour Bridge, Australian standards are now confronting new challenges in the digital economy and energy spaces. Up to 4000 new standards will be required over the next decade as Australia encounters energy challenges, digital threats and natural disasters, a new report says.

25

National Standards Adapt To New Challenges

About 10,000 Australian benchmarks have been developed over the past century, helping design and protect places and infrastructure including Parliament House and Melbourne’s tram network. “The pace and scope of change is accelerating, brought about by the digitisation of the global economy, innovation, scientific breakthroughs and evolving societal tastes,” Standards Australia chief executive Adrian O’Connell said. Thousands of new national standards will help with the transition to a digital economy, strengthen cyber attack systems, mitigate the impact of natural disasters and move toward alternative energy such as hydrogen, he says. “Without the right national standards in these areas, we risk falling behind the rest of the world in terms of best-safety practice. “This will require the collaboration of experts and the support of governments, industry and civic leaders.”

A cyber attack is encountered every eight minutes, costing the economy about $33 billion a year, Standards Australia says. The cost of natural disasters is expected to almost double by 2050, from about $20 billion currently to $39 billion. In the face of an increasing threat of natural disasters, National Housing Resilience Guides are being examined to show home owners how well equipped their homes are to withstand bushfires, cyclones and floods. The Iconic Nation Report, released on Monday, details how standards have helped safeguard the operation of Australia’s $1.8 trillion economy.

“Many Australians may not realise how many of our most treasured national icons are underpinned by Australian standards,” Mr O’Connell said. “These include the Port Lincoln tuna pens in South Australia, Port Arthur in Tasmania, Central Park Tower in Perth, the Melbourne Cricket Ground, Sydney Opera House, Australian War Memorial and Suncorp Stadium in Brisbane.” Cyber security, natural disasters, the environment, hydrogen energy and critical and emerging technologies are the five key areas identified in the new report. Standards Australia is the nation’s peak standards development organisation.

How Valuable Is Your Breastmilk? LACTATION CONSULTANT By Dr. Joanna Strybosch

An exciting new Tool has just been launched called the Mothers’ Milk Tool. It has been created by Australian National University (ANU) researchers in partnership with Alive and Thrive and FHI Solutions, and it allows individual mothers to calculate the value of the milk they have produced for their child. The Mothers’ Milk Tool quantifies the volume of breastmilk and value of breastfeeding at individual, national and global levels, as well as how much is lost if country environments and policies, or healthcare, work and community settings do not enable women’s and children’s rights to breastfeeding. “The value of breastfeeding is poorly recognised,” said the ANU’s Dr Julie Smith. “Breastfeeding and mothers’ milk is presently not counted in food systems or the economy, but it should be. The Mothers’ Milk Tool will help.” Breastfeeding contributes importantly to a countries food supply and food security. Countries can rely on the human milk produced by breastfeeding women – from mother to baby is the worlds shortest and most reliable baby food supply chain. In countries which do not provide enabling environments for breastfeeding there is a high percentage of lost milk. In countries where breastfeeding is common such as Ireland or the United Kingdom, around 80% of this crucial potential food supply is lost. In the United States, Brazil, Norway and Australia around two thirds of the capacity to provide human milk is lost due to in adequate protection, promotion and support for breastfeeding. Global Human Milk Production Facts: •

Globally approximately 35.6 billion litres of breastmilk are provided each year by the world’s mothers for their babies 0-36 months. Around 38% of the potential global breastmilk is currently forfeited due to inadequate breastfeeding practices.

Nearly 29.1 billion litres of breastmilk is “lost” or forfeited each year from inadequate breastfeeding, which has a monetary value of US$2.2 trillion.

Dr Smith said that if the value of breastfeeding is not visible it is harder to make a case for funding the policies and programs to protect, promote and support breastfeeding. Money is the language of policymakers. Counting human milk production in food and economic statistics will assist in better policy decision-making and investments in women’s unpaid care work. “Counting human milk is a way to value and recognise how much women add to the food system, economy and society through the care of infants and young children. When countries do not count breastfeeding or human milk in production statistics, the extent of

women’s productivity and contributions to society goes unnoticed.” The Mothers’ Milk Tool is free and can be downloaded. It has been launched to coincide with Mother’s Day to acknowledge the role, health and economic contribution of mothers to society through women’s unpaid care work, including breastfeeding. How much is your breastmilk production worth? Download the tool and find out!

Superannuation – Some rule changes from July 2022 you need to be aware of. FINANCIAL PLANNING By Warren Strybosch

The superannuation system is always changing and this makes Australian’s nervous to place their trust in it. However, not all changes are bad news. The new reforms will benefit quite a few Australians and hopefully help them have more in retirement. Many of the changes were originally announced in the May 2021 Federal Budget but took quite a while to make their way through both houses of Parliament. Some only passed in the dying days prior to Parliament rising for the 2022 Federal Election. A. Increase in Super Guarantee percentage For everyone who is entering the work force, the increase in the Super Guarantee (SG) will likely mean they will never have to worry about their retirement in the future. This ‘forced saving’ plan, over a 40-year period for those young adults, will provide a good nest egg for them, and it will also reduce a lot of pressure of the social security system. From 1 July 2022, the percentage rate for the Super Guarantee (SG) increases from 10% to 10.5%. Employers need to be aware of the increase and will be required to contribute additional money into their employees’ super accounts. Under current laws, the percentage rate will rise again to 11% on 1 July 2023. It will continue rising 0.5% each year until it reaches its final rate of 12% on 1 July 2025. B.

Removal of the $450 monthly SG threshold This is a win for those earning low incomes who are over 18 years of age. Commencing 1 July 2022, the $450 monthly minimum wage threshold to qualify for employer Super Guarantee contributions will be abolished. This scrapping of the monthly threshold amount means employers are now required to make super contributions for all their employees (including casual and part-time employees) regardless of how much they earn. For those under 18 and working less than 30 hours a week,

this measure will not apply to them. C. Reduction in eligibility age for downsizer contributions For those selling their principal home after age 60, should consider the downsizer contribution. The eligibility age for making downsizer contributions into super was reduced from 65 years to 60. This type of contribution does not impact the concessional or nonconcessional caps. From 1 July 2022, more people in their sixties can make contributions (up to $300,000 per person or $600,000 per couple) into their super account using the downsizer measure, provided they meet the eligibility criteria. D. Increase in age limit for voluntary super contributions Have you already retired and received an inheritance? Would you like to place those funds into super? Well, for those under age 75, now you can. From 1 July 2022, anyone aged 67 to 74 who wishes to make a non-concessional, voluntary super contribution is no longer required to meet the work test (or work test exemption) to be eligible to make the contribution. The other normal eligibility criteria such as a Total Super Balance (TSB) of less than $1.7 million and sufficient unused annual nonconcessional contributions cap still apply. The only exception is for people wishing to make a personal contribution into their super account and then claiming a tax deduction for the contribution. This type of personal concessional contribution still requires the contributor to meet the work test (or work test exemption). E.

Increase in age limit for salarysacrifice contributions The age limit for making salary-sacrifice contributions into super without needing to meet the work test has also been increased from age 68 to 74. This means from 1 July 2022 eligible salary-sacrifice arrangements into super are available to anyone aged under 75 without the need to meet a work test. The other normal eligibility criteria such as a TSB of less than $1.7 million and sufficient unused annual non-concessional contributions cap still apply.

F.

Increase in age limit for bringforward rule Older super fund members who want to make a large non-concessional contribution into their super account can now do so from 1 July 2022. The reform lifts the cut-off age for using the bringforward rule to under 75 from under 67 previously. This means people up to age 74 can use up to three years’ worth of their nonconcessional (after-tax) contribution caps over a shorter period. Eligibility to use the bring-forward rule will still depend on the contributor’s TSB at 30 June of the previous year and the total of personal contributions over the past two financial years. G. Increase in First Home Super Saver Scheme (FHSSS) limit From 1 July 2022, the maximum amount of eligible contributions that can be released through the First Home Super Scheme (FHSS) increases from $30,000 to $50,000. However, the annual limit for voluntary contributions eligible for the scheme remains at $15,000 per financial year. H. Temporary reduction in super pension minimum drawdowns The government has extended the temporary reduction in the minimum drawdown rates by 50% for accountbased pensions and similar products in the 2022–23 income year. I.

Changes to the Home Equity Access Scheme (HEAS) Following passage of the Social Services and Other Legislation Amendment (Pension Loans Scheme Enhancements) Act 2022, older Australians who have applied to use the government’s HEAS can access lump sum advance payments from 1 July 2022. The maximum advance is capped at 50% of the maximum annual rate of their pension (including pension and energy supplements and rent assistance). The legislation also introduced a no negative equity guarantee for HEAS participants to ensure participants with an outstanding loan balance on or after 1 July 2022 will not have to repay more than the equity they have in the property used to secure their loan. ATO scrutiny of family trust arrangements On 23 February 2022, the ATO released TR 2022/D1 and PCG 2022/D1 in relation to distributions made by trustees of discretionary trusts. This was complemented by TA 2022/1, which discusses parents benefitting from the trust entitlements of the adult children. All 3 documents focus on schemes where income is diverted from an intended beneficiary in order to reduce tax liabilities. The rulings discuss these at detail and include significant attention to an important carve out for dealings that are “ordinary family or commercial” dealings. These dealings are excluded from the anti-avoidance provisions. Trustees need to make sure that their

Low and middle income tax offset The low and middle income tax offset (LMITO) was introduced in the 2018 Federal Budget to commence from 1 July 2018. Protect Yourself This Flu Season As the colder weather sets in, and more travellers return from overseas, it is important to protect yourself and those vulnerable with a flu vaccination. “Over the COVID-19 period there has been lower exposure to the flu virus and lower levels of the flu vaccine coverage compared to previous years. “With the borders reopening, a possible resurgence of the flu can occur this year. Therefore, it is even more important to get your annual vaccination against the flu this winter,” Council’s immunisation team advise. Vaccinations not only protect yourself, but they benefit those vulnerable in the community and those may be unable to be vaccinated themselves.

Who can get a free flu vaccine? Council offers free flu vaccines through the National Immunisation Program (NIP) for the following: • • • •

Children aged six months to four years and 11 months Persons above the age of 65 years and over Pregnant women (any stage of pregnancy) Persons aged from six months who have certain medical conditions which increase the risk of influenza disease complications; such as, severe asthma, lung or heart disease, low immunity or diabetes Aboriginal and Torres Strait Islander people from six months of age.

Good Food for Me program The Good Food for Me program is aimed at helping seniors gain knowledge to take charge of their nutrition and maintain a healthy lifestyle. The Good Food for Me program is aimed at helping people to have up-to-date evidence-based knowledge to make nutritious and budget-friendly food choices to maintain and lead a healthy lifestyle. The program is facilitated by an occupational therapist with input from an accredited nutritionist/dietitian. Participants are given opportunities to contribute to discussions, have a hands-on experience to prepare easy meals and enjoy a tasting afterwards.

Infant and childhood vaccinations are also offered at Council Immunisations sessions and can be booked online. Council's Immunisation Service also offers flu vaccinations to eligible Maroondah businesses. For all other persons, payable flu vaccine is available at cost of $27 (payment to made via EFTPOS onsite only). Check your eligibilty and book your flu vaccine appointment today.

COVID-19 and the flu vaccine COVID-19 vaccines can be co-administered with a flu vaccine, meaning that it is safe to have both injections on the same day or close together. There may be a slight increase in mild to moderate aftereffects following the vaccine. The COVID-19 vaccines do not protect against the flu virus.

Reimagining Tarralla Creek Tarralla wetlands by Stephen Bode, 2022.

Over the past 18 months, a section of Tarralla Creek and the Croydon Wetlands have undergone major enhancement works to create a natural oasis for the community to enjoy. Tarralla Creek is the third site to be delivered in Melbourne Water’s Creek Naturalisation Program. Starting in 2020, the project sought to reimagine Tarralla Creek and its surrounds through an integrated partnership between the community; Council; Melbourne Water; Yarra Valley Water; and the Department of Environment, Land, Water, and Planning (DELWP). Located between Norton Road and Vinter Avenue, just walking distance from Main Street, Croydon, the site has been completely transformed with the existing wetland reconstructed and extended to provide increased habitat and biodiversity.

forward to seeing the community enjoy this beautiful natural space, too,” Cr Symon said. Member of the newly formed Friends of Tarralla Creek group, Mel Klamt is looking forward to seeing the community enjoy the new space. “It is so great to see Tarralla Creek back to a more natural state, and what a fantastic space!” said Mel. “We are a newly formed group; a passionate group of locals who provide stewardship for the Creek and we would love more members, with our first events coming up soon. There will be opportunities to be involved in plantings, data collection and maintenance of the area. “There are so many areas to explore; you can unwind, exercise, gather and connect with nature. We can't wait to see more people connecting to nature and with each other in this space,” Mel said.

Within this section of the creek, the underground concrete drain has been removed and replaced with a natural channel. Over 80,000 ephemeral, terrestrial and aquatic plants are also being introduced to the wetland and surrounding area, further encouraging natural fauna to return to the space.

Connect with the Friends of Tarralla Creek group, or email them at tarrallacreek@gmail.com.

A new bridge has been constructed over the wetland, a number of stop off points with furniture, landscape structures and amenities have been installed to inspire quiet moments by the water.

Stormwater harvesting Council is currently constructing a stormwater harvesting system at nearby Town Park, which will capture, treat and re-use stormwater to irrigate four of the surrounding sportsfields; Fred Geale Oval, Croydon Oval, Springfield Park and Town Park field.

Councillor Mike Symon, Mayor of Maroondah, is delighted with the restoration of Tarralla Creek. “The Reimagining Tarralla Creek project has restored what was an engineered stormwater channel back to a more natural space, creating a place for the community to connect to nature and one another. “I am looking forward to spending many sunny afternoons by the creek and look

This harvesting of stormwater will reduce the volume of stormwater entering Tarralla Creek as well as saving approximately 13 million litres (five Olympic-sized swimming pools) of potable water per year.

Goats in the city - Sustainable vegetation removal If you wander to the rear of the Aquahub carpark, you may hear the clip-clop of hooves in the retarding basin. A herd of Boer goats are currently feasting on blackberries, the bulbs of onion weed and a tangled assortment of other problem plants in a managed weed control program. Goats naturally eat weeds and are an environmentallyfriendly and sustainable way to remove undesirable vegetation without the use of herbicides. They are also able to reach areas that machinery and people cannot. The goats are managed by Colin Arnold from GrazeAway, who noticed the goat’s love for weeds and other pest plants while tending to a large property. “When I saw how goats ate and killed blackberries on a large-scale at a property I was managing, I knew they could be an effective tool as an alternative to herbicide,” Colin said. Colin has over 70 goats scattered across Melbourne in varying herd sizes, from as small as four goats to as large as 30 goats. “There are many benefits of having goats control weeds over chemicals. Goats are quite selective; their favourite things to eat are woody weeds and will often target weeds over some native species. They are quiet, very efficient and extremely effective. The community benefits as well; everyone loves goats,” laughed Colin.

Councillor Tasa Damante of the Wicklow Ward is proud of the unconventional ways Council is working to sustainably manage weed control. “As part of ensuring a green and sustainable future for our community, we are always looking for sustainable ways to manage our natural reserves. “It’s great to see the goats enjoying themselves in the retarding basin; I look forward to seeing them next time I visit Aquahub!” Cr Damante said. The goats will be enjoying the weed buffet at the Croydon Retarding Basin until June.

Regenerating open spaces - Rocky’s Paddock Over the last 10 years, Rocky’s Paddock has undergone significant restoration using goats as weed control. `When the goats first arrived, the paddock’s boundary was infested with weeds, the tangled biomass unable to be removed manually or by machine. The goats ate their way through the substantial blackberry and environmental weeds, allowing access to the once impenetrable area. Natives were then strategically planted to aid in regeneration. The natives encouraged further growth of indigenous plants and for wildlife to return. Now, Rocky’s paddock is a completely regenerated space, with the goats visiting periodically to ‘pulse graze’ and maintain the environment without the need for herbicides.

Do the swap and minimise waste As part of Council’s Waste, Litter and Resource Recovery Strategy 2020–2030, we are aiming to halve the amount of waste that goes to landfill by 2030.

• • •

An easy way to reduce your daily waste is to do ‘the swap’. ‘The swap’ means switching out simple items in your daily life to reusable options. This is a quick and easy way to reduce your waste.

Cr Marijke Graham of the Barngeong Ward is an advocate for sustainable waste solution and Council’s representative on the Maroondah Environment Advisory Committee and Eastern Alliance for Green-house Action. “Doing the swap is one of my favourite ways to reduce my waste and begin a new environmentally-friendly habit. “Changing habits can be difficult, so swapping just one item for another is a great way to begin. “Start making simple swaps like swapping buying bottled water to using a water bottle or searching for alternatives in each room of your house. “Join local community groups where you can borrow, swap or gift the items you’re no longer using. Or if you’re purchasing new, try looking for ones made from recycled content,” Cr Graham said.

• •

Cr Graham explained that ‘doing the swap’ extends to more than just physical items. “Doing the swap isn’t just for our physical items, we can also ‘swap’ our ways of thinking about waste. “Next time you are out shopping or feel the impulse to purchase a one-use plastic item, think about the waste hierarchy,” Cr Graham said.

The waste hierarchy: • • •

There are lots of simple things you can try swapping for reusable options:

• • •

Swap buying bottled water to using a reusable water bottle. Swap using disposable coffee cups to reusable coffee cups or sit down and enjoy your coffee instore.

Swap plastic straws to reusable metal straws. Swap plastic produce bags to reusable cloth bags. Swap plastic cutlery to reusable cutlery sets, such as stainless steel or bamboo. Swap balloons for bubbles and paper-based, reusable decorations. Swap disposable nappies for reusable nappies. Swap disposable sanitary items for reusables, such as period underwear or a cup.

Avoid: Ask yourself if you really need it. Reduce: Is there a way to purchase the same product, without the packaging or is there a more sustainable alternative? Reuse: Can it be reused? Can your reuse something else instead of buying new? Repair: Can you fix it before buying a new one? Rot: Can you put it in a home composting system? Recycle: Can it go in your blue-lidded recycling bin, or taken elsewhere for recycling? Dispose: Last option is the rubbish bin.

RETIREMENT By Bernard Kelly MBA

Many retirees say that they do not spend on the grounds that they “could run out of money”. They prefer to leave their assets untouched. Now this mindset is a carry-over from an earlier time, and as such should be re-examined in the light of modern circumstances. Prior to retirement, the emphasis is on accumulation, but after retirement, with accumulation or – at least – a pension having been achieved, it’s time to spend. But too many retirees simply can’t make the switch. The religion of Saving is too ingrained. But surely retirement is a time for a feeling of enjoyment, when we able to develop all those projects that we have previously deferred. This is the time when we should cultivate an enthusiasm for living, as the bleak routine of earlier years is now behind us. Spending in moderation is quite OK – you really can’t enjoy the grandchildren unless you spend something on them, and for the more energetic, there is a cost of course in just becoming a grey nomad. So moderate spending is good, but you have to work at it. Most corporates don’t market to retirees, because of the prevailing attitude that retirees don’t spend. This is unfortunate as retirees can then be lulled into missing out on simple pleasures.

55

LEARN TO SPEND AGAIN Here are some personal examples from my network of friends: One lady, who has terminal cancer, doesn’t drink, doesn’t smoke, doesn’t gamble and treats herself to one indulgence every day. She buys a coffee and sits on the cliffs watching the water, the birds, the sand and is at peace with herself. A small outlay (from her modest savings) to be at one with herself. Perhaps she fits the advertisers’ profile of who seniors are. But another couple - who used to travel to exotic overseas destinations pre COVID – now is content to explore Australia. They’re quite distant from being members of the affluent “self-funded retirees” club, but at least they’re enjoying retirement, and spending on their own terms.

Saving for the children The concept of saving “something for the children” is also discredited today, as when their inheritance occurs, most will already be financially secure. And most likely they will be close to retirement themselves. So retirees shouldn’t save on their behalf – particularly as over half of the population won’t experience their “estate event” (death) until we are well into our 90s. At which time, your children will be into their sixties, and won’t be needing your money. So, let’s join the campaign to become a modern elder – and learn to spend.

Bernard Kelly writes on retirement issues,

They made the effort to find enjoyment locally, and are not afraid to spend.

Coaching Announcement It is with great delight that we announce that Phil Lovell has re committed to Eastfield for the 2022/23 Cricket Season. We got a taste for the skills and development that Phil can offer last season and we are really excited about having Phil on board again to help take our cricket further this season with a full pre season. We look forward to catching up with Phil and everyone throughout the winter and for the start of pre season.

We are super pumped to have been able to fend off opposition clubs to secure the services of Scotty Reece for the upcoming 2022/23 cricket season. Not only will Scotty be back to pile on more runs like this season. Scotty has stepped up to take on a role as assistant coach for the upcoming season. Keen to help all players with their batting and game day tactics and skills Scotty will be working closely with Phil to run training sessions and set club standards going forward.
