About the Find Maroondah By Warren Strybosch
The Find Maroondah is a community paper that aims to support all things Maroondah. We want to provide a place where all Not-For-Profits (NFP), schools, sporting groups and other like organisations can share their news in one place. For instance, submitting up-andcoming events in the Find Maroondah for Free. We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. You can obtain your news from other sources. We feel you get enough of this already. We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month. We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.
We will also try and showcase different organisations throughout the year so you, the reader, can learn more about what is on offer in your local area. To help support the paper, we invite local businesses owners to sponsor the paper and in return we will provide exclusive advertising and opportunities to submit articles about their businesses. As a community we encourage you to support these businesses/columnists. Without their support, we would not be able to provide this community paper to you. Lastly, we want to ask you, the local community, to support the fundraising initiatives that we will be developing
and rolling out over the coming years. Our aim is to help as many NFP and other like organisations to raise much needed funds to help them to keep operating. ALL THINGS MAROONDAH The City of Maroondah is a local government area in Victoria, Australia in the eastern suburbs of Melbourne. Maroondah had a population of approximately 118,000 as at the 2019 Report which includes 9000 business and close to 46,000 households. The City of Maroondah was created through the amalgation the former Cities of Ringwood and Croydon in December 1994.

It is amazing that these young adults, who have managed to complete their VCE’s, have done so at all.

The Victorian Certificate of Education (VCE) was established as a pilot project in 1987. The earlier Higher School Certificate (HSC) was abolished in 1992. There was about 5 schools trialling the pilot program in Victoria and I was attending one of those at the time.
It could easily be argued that these last two years of VCE would have been one of the toughest two years on record since it started 34 years ago.

We are thinking of you all as you complete your exams and hope you get the results you are want to get into your desired course. If you do not, I can attest, as someone who has failed VCE and now has 7 qualifications under their belt, including a post grad, that there are many and varied pathways into university. Life does not end when VCE finishes…in fact, it is just the beginning of your journey through adulthood.

Social media crackdown to protect children By Matt Coughlan

Children aged under 16 would need their parents’ consent to use social media platforms under a proposed online crackdown. Attorney-General Michaelia Cash on Monday released an exposure draft of new legislation to create a binding privacy code for social media services, data brokers and other large online operators. All platforms would be forced to receive parental consent for users under the age of 16. Social media companies would be required to take all reasonable steps to verify users’ age and put children’s best interests first when handling personal information. There would be tougher penalties and more enforcement powers handed to the privacy regulator. Online platforms subject to the code would need to comply with strict new privacy
requirements, including new rules about children and other vulnerable groups. The code will be developed with the Australian Information Commissioner and industry. Organisations would face tougher requirements to be transparent about how personal information is handled. Senator Cash said the bill would ensure Australians’ privacy would be treated more carefully and transparently by online platforms. “We know that Australians are wary about what personal information they give over to large tech companies,” she said. “Our draft legislation means that these companies will be punished heavily if they don’t meet that standard.” A 2018 Headspace survey of more than 4000 people aged 12 to 25 found social media was the main reason youth mental health was worsening. Assistant Mental Health Minister David Coleman said there was a consistent increase in signs of distress and mental
ill-health among young people even before the coronavirus pandemic. “While the reasons for this are varied and complex, we know that social media is part of the problem,” he said. “The recent leak of Facebook’s own internal research demonstrates the impact social media platforms can have on body image and the mental health of young people.” Senator Cash’s department also released a discussion paper on broader reforms to privacy laws. Don’t leave it too late – tell their stories now! ACCREDITED EDITOR By Susan Pierotti
Here’s an alarming statistic: dementia is the second leading cause of death in Australia – and the leading cause of death for women. Dementia can tragically affect people as young as forty but most dementia sufferers are older. If you know or are related to an older person, do you know if – or when – they will get dementia? No, no one knows. So it is vital to begin the process of telling their stories now. Family stories are so important. They leave a legacy, they unite family members, they contribute to the cohesion and history of the community and add value to the teller’s identity. It’s an awful thing to have those stories lost because someone in your family is losing their memory or their health. Everyone has an interesting story When asked to tell their life story, most people say, ‘Oh, my life isn’t very interesting’. However, what might seem normal to them, such as minor details about their childhood in a bygone era, is fascinating for those who never lived through it. Being able to draw from them stories of a world that many of us have never experienced makes every older person's story fascinating. There is a genuine breakthrough moment when older folk realise their stories are interesting. They sit up straighter, their eyes shine and it can be hard to get then to stop talking! Unlike other cultures, our Western values system doesn’t include ceremonies for honouring our elders. When our older loved ones realise that someone actually wants to listen to them and record their lives, their knowledge and wisdom, it makes them feel really valuable - a wonderful gift to a person in their twilight years.
Sometimes these stories are painful to relate but sometimes telling them can heal and restore, not just for the family members but for the elderly loved one who may have been carrying a burden of guilt and grief for so many decades. How to begin One easy way to get people to open up is by showing them a photo. Our visual sense is strong and a simple image can unlock a wealth of stories about distant events. Telling the story can make people emotional, but that’s okay. It’s another opportunity to connect.
Stories heal family wounds It's amazing what writing someone's story can do for that person's family.
Showing a photo even works for people with dementia. My father has Alzheimer’s. One day, I showed him pictures of the area where he grew up. To my surprise, he began talking about the few Aboriginal children in his school. Unlike the other children, he was kind to them and so he was the only one in the class who was invited to visit them in their settlement. I now learned a story about my father that I had never known. Whenever I show him a photo of a place he knows, his longterm memory is triggered and seems to work fine.
All families have secrets. For instance, what happened to that cousin? Why did our uncle go overseas and never return? Family members are told snippets that are coloured by another teller’s point of view. Misunderstandings between family members occur. Rifts appear and solidify.
Another person I know takes his father out to lunch once a month (when there are no Covid lockdowns). He records their conversation on his phone. At home, he is able to transcribe it so that his children can read it. Not only does he get to hear his father’s story but these two
men spend precious time together, a rare event in our society. Recording your relatives’ story is easier than it has ever been. There are so many devices to use. Stories over the years have been preserved on cassette tape, CDs and phones. Keep in mind, though, that technology changes, and changes rapidly. There are young people nowadays who don’t even own a CD player because they download everything. Here’s a tip: print never dies! Type or write it down. Australia is dotted with many mines across our wide brown land. Probably many more than you expect. We are very good at digging, or so it seems. Did you know that according to Australia Mineral resources 2018, a document prepared for the minister of Natural resources, the following are most but not all of what we dig up from our Australian continent. Top of the list is Gold at 128 mines, followed as you might expect by Coal, with 91 mines. Copper at 35 sites, Iron Ore from 33 mines, Silver at 21 mines, Zinc at 12, Nickel at 10, Zircon at 8, Bauxite (aluminium) at 7 mines, Lithium at 4 sites, Uranium at 3, Diamond at 2 and Tin at 1. https://blog.iseekplant.com.au/blog/ largest-silver-mines-in-australia That is a total of 355 mines, that does not include sites for extraction of Manganese, Mineral sands, Rare Earths or Antimony. This is a form of exploitation of resources, since these are not renewable materials, once removed from our land, there is no second option, so we need to concentrate on reuse where ever possible.

Conservation is a value system of being conservative in every aspect of living, leaving behind as small a footprint as possible on Earth. We clearly have been making a lot of noise about coal, since the burning of fossil fuels creates greenhouse gas, which is not good for Climate Change conditions.
But as we move to more sustainable ways of living, such as solar power and wind turbines, the materials used in those must be resourced. According to the American Wind Energy Association, is that it takes somewhere in the range of 200 to 230 tons of steel to make a single wind turbine.

For battery back up for solar power and for electric cars the demand for lithium is set to increase dramatically. Quote from Greentech media.com “In an act of wild speculation, let’s suggest that the world will see 100 Tesla-size battery production factories by 2040 . This is enough to produce about 100 million EVs per year, plus a ton of stationary storage (global sales of cars are about 80 million per year, so 100 million a year seems about right. If this is the case, and the basic battery requirements don’t change too much, the world would need about 800,000 metric tons of lithium by 2040. And that’s just for battery production and doesn’t include the many other uses of lithium.” So how can we help achieve better outcomes? An old mobile phone sitting in a drawer contains a variety of metals, with the most common being aluminium, lithium, cobalt oxide and carbon graphite are used to make the batteries. Elements like gold, copper and silver are used in the wiring of the phone.

Aldi also provides collection for all batteries. Council also runs a few collections a year. All Company Director’s Now Can Register For Their Director IDs Online By Warren Strybosch
All Australian company directors including SMSF directors can now register for the new director ID. This unique 15-digit identifier only takes about 15 minutes to apply online for most people but for those overseas a paper-based system may need to be used. For those currently living overseas, it is recommended they start this process as soon as possible as there might be issues with matching current director names to their actual birth names. The director IDs will stay with a person for life and aims to provide greater security and a level playing field for all those running a business. Superannuation and Financial Services Minister Jane Hume said it would cut red tape and make things fairer for all. “Directors will keep the same director ID as they move between different roles, businesses and even countries,” Ms Hume said. “Acting as a unique identifier for every director, director ID not only paves the way for streamlined experiences in the future but offers directors greater confidence that they are protected from fraud and illegal activity today.”
With over 2.7 million company directors can now apply for their new director identification numbers (director ID) using the Australian Business Registry Services (ABRS) website. To apply, directors can simply log into ABRS online using the myGovID app. It is free to apply and available to directors within Australia and overseas. Applications are available by phone and by paper for those who need it. Any individual who is a director or acting as an alternate director must register. This includes directors of an SMSF or a limited recourse borrowing (LRBA) corporate trustee. Due to the huge number of applications that will need processing, there are transitional arrangements in place for directors to assist with the onboarding process. Key dates to be aware of From 1 November 2021 to the end of 4 April 2022 there is a transitional period where all new directors have 28 days to apply for a DIN after being appointed as a director. From 5 April 2022, when the transitional period ceases, all directors will be
required to apply for a DIN prior to being appointed as a director. For all existing directors appointed prior to 31 October 2021, they will have a deadline of 30 November 2022 to apply for a DIN. SMSF Directors are encouraged to get their DIN as soon as possible. For directors of corporate trustees related to a SMSF, only they can apply for their own DIN. The accountant, tax agent or bookkeeper will not be able to apply on their behalf. As such, all SMSF Directors of SMSF are encouraged to also start the process as soon as possible. For those setting up a new SMSF or a limited recourse borrowing arrangement, they must get the DIN with in 28 days of face ASIC action, including penalties for noncompliance. If a SMSF director fails to obtain their DIN, the SMSF could become noncompliance and face huge tax liabilities. Also, it might result in the SMSF Director, who is also a member, having to exit the SMSF given they have demonstrated they do not have the ability to manage their own SMSF.

With the advent of the Costco store in Ringwood, between Bond and Seymour Streets, another chapter turns in Ringwood’s history. The area once was the site of a leader in the manufacturing of socks and other garments, Holeproof. The factory existed from the early 1940s to the late 1960s, and employed numerous local people. The driving force behind this enterprise was the Staley family, Scottish immigrants. STALEY FAMILY Thomas Staley, son of Thomas Snr, lived in Ayrshire on the west coast of Scotland in the 1780s, located just below Glasgow. He was a miner and, no doubt, he worked on the lead mines around Leadhills, where he married his wife, Mary. Despite being a small village, the Leadhills Miners' Library, founded in 1741 housed an extensive antiquarian book collection, local relics, mining records and minerals. The library still exists and is the oldest subscription library in Britain. Thomas and Mary later moved to Muirkirk, about 20kms away. As the name implies, the village formed around the church and was a source of iron and coal, again probably employing Thomas. They had five children, Margaret, Anne, Fortune, Jonathan and (another) Thomas. The three girls remained in the area. Thomas went to Orange Valley Estate
in Jamaica, the area associated sugar plantations, but died at the young age of 21. Jonathan married Mary Goldie in 1820 and had twelve children. It was this family who migrated to Victoria in 1853 on the ship Reaper to seek fortune on the goldfields. Thus establishing the Staley clan in Australia. One of the sons was David Gray Staley, later became a storekeeper at Yandoit, which is half way between Castlemaine and Daylesford. One of his six children was David John, born in 1865 in Yandoit and died in 1912 in Malvern whose son, Andrew, born in 1890 in Wilby and died in Toorak in 1981. Andrew Gray Staley started in the hosiery business with George Foletta in the company "Prestige" in 1920, leaving it in 1924 to form a rival hosiery firm, "Staley and Staley Ltd" with his uncle Dan Staley in their new premises in Dods Street, Brunswick. This company grew from 10 employees in 1925 to 300 by 1929, and over 1,200 by 1932. Both Foletta and Staley were welfare-capitalists, with canteens, social activities and clubs for their employees. There was even company-organized community singing in Brunswick Town Hall during the 1930s Depression. HOLEPROOF IN RINGWOOD A flamboyant super salesman, with the financial help of his equally flamboyant Uncle Dan ( youngest son of David Gray), Andrew established Holeproof (Australia) in 1929 which soon became a market

leader. The company had innovative strategies such as individually packaged and named nylon stockings, and eventually had a large range of other garments, including business shirts, casual wear and pyjamas. During WWII, Holeproof used the Methodist Jubilee Hall in Station Street and the Oddfellow’s Hall in Pratt (later Aird) St for the war effort. Holeproof hosiery factory, was established in Ringwood, on Maroondah Highway, in 1942. The small open area in central Ringwood, at the back of the factory, become known as Staley Gardens. In 1968 Holeproof was bought by Dunlop, which later became Pacific Dunlop and subsequently, Pacific Brands. Holeproof factories were also established in Deepdene, Nunawading and Box Hill. The area of the current gardens was given to the Ringwood Council in 1969 by Staley, and is well-remembered by many as a popular location for touring circuses. Staley Gardens is a passive recreation area, a grassed oasis with some trees and paths, and surrounded by streets, shops and carparks. Major developments of landscaping, paving and the erection of covered shelters were carried out in 1982, financed jointly by the Ringwood Market, Myer, and the Ringwood Council. Controversial Council plans, in 2005, allowed part of it to be used as a skateboard park. In 2013, considerable development was in the area, with the Costco store.

Jaundice: Why does my baby look yellow? Risk factors for severe hyperbilirubinemia include: jaundice within the first 24 hours after birth, visible jaundice before hospital discharge, late pre-term (35-38 weeks), maternal age greater than 25 years, bruising or cephalohematoma, previous jaundiced sibling, male baby and East Asian ethnicity.
LACTATION CONSULTANT By Dr. Joanna Strybosh
Babies commonly experience a yellowing of the skin and whites of the eyes after birth. This condition is called hyperbilirubinemia, or neonatal jaundice. Bilirubin is an orange or yellow pigment circulating in the blood stream, most of which is a byproduct of the breakdown of the newborn’s excess red blood cells in their liver. Normally, this product is excreted through the newborn’s intestinal tract via their stools. In the case of jaundice, some bilirubin remains in circulation and gives the skin and eyes its characteristic yellow colour. Why does a baby have excess red blood cells to breakdown? Before birth, the baby requires higher levels of red blood cells because the uterus is a relatively low oxygen environment. After birth, the baby moves into a higher oxygen environment and no longer requires as much hemaglobin (red blood cells). This excess is what is broken down in the baby’s liver and then excreted via the intestinal tract. Most newborns produce more bilirubin than they can eliminate. There are other situations that can increase a newborns’ likelihood of becoming jaundiced. This includes prematurity (especially late pre-term ie 35-38 weeks), bruising or hematoma such as occurs with vacuum extraction, infection, maternal diabetes, infant weight loss, use of oxytocin to induce labour and genetic factors. Physiological Jaundice: It is estimated that 60-70% of full term infants will become visibly jaundiced in the first week of life. Most of the time, this a benign, self-limiting condition, which resolves spontaneously without the need for any treatment. In these cases, the jaundice usually peaks around day 4 or 5 after birth, and then resolves over the following week or two. This is called physiological jaundice. Breastmilk Jaundice: In this situation, the jaundice peaks around day 6-14 after birth and can develop in up to one third of healthy breasted infants. It occurs in male and female babies equally and can run in

families. The hyperbilirubinemia can persist for up to 3 months. This form of jaundice is not fully understood although it is thought to be due to factors in maternal breastmilk that inhibit the normal metabolism of bilirubin. Breastfeeding Jaundice: Also called various other names such as nonfeeding jaundice or lack of breastfeeding jaundice or even starvation jaundice. This occurs in circumstances where there is inadequate milk intake (for either infant or maternal reasons). Infrequent, inefficient breastfeeding reduces calorie intake, increases the amount of infant weight loss and delays meconium passage thought the gut. This can drive up bilirubin levels to where intervention is required. This form of jaundice can be seen in babies whose feedings are scheduled by the clock (such as, every 3 hours for 10 minutes) or in babies who show signs of hunger but are given a dummy. It can also occur in babies who have difficulties latching, sucking or swallowing and therefore do not actually transfer milk in sufficient quantities. These babies may be put to the breast and may appear to be feeding but are in fact not swallowing. As a result they don’t poo as much. Skilled assessment by a qualified lactation consultant is important to ensure infant swallowing is occurring at the breast. Advice and support to the mother can improve infant feeding. When is the situation serious? Rising levels of bilirubin needs to monitored as extremely high levels of bilirubin can be toxic to the brain and cause seizures and brain damage. Although severe hyperbilirubinemia is uncommon, it can happen if a jaundiced baby is not monitored closely and interventions implemented early on.
Management of Jaundice: Most commonly, phototherapy is used for babies with high levels of bilirubin. Phototherapy helps with the breakdown of bilirubin, so that it can be excreted via the stools. There are side effects of phototherapy that can interfere with breastfeeding (such as separation from the mother, lethargy, poor feeding, increased water loss requiring fluid replacement and unsettled baby). In less urgent situations, and for in-home treatment, a portable phototherapy blanket (biliblanket) can be used. Breastfeeding Support: All newborn babies and mothers benefit from receiving support to optimise their breastfeeding skills new breastfeeding skills. The more a baby feeds, the more he poos and the more bilirubin is excreted. Jaundiced babies are often sleepy and slow to feed, adding to the challenge of establishing these important breastfeeding skills. Best practices for after birth to optimise infant feeding and therefore reduce jaundice: • • • • • •
avoid separating mother and baby 24hr rooming in and feeding through the night helps eliminate meconium and bilirubin more quickly Frequent feeds (8-12 feeds per 24hrs) minimise visitors that would delay or inhibit a mother from breastfeeding skin to skin contact to trigger behavioural feeding-readiness cues skilled breastfeeding assessment and advice

Is Now The Best Time to Fix The Rate On Your Home Loan? MORTGAGE BROKERING By Reece Droscher
As a mortgage broker one of the most common questions I receive from clients is whether they should fix the interest rate on their Home Loan. Since the commencement of the COVID pandemic there has been a surge in clients locking in at least some of their Home Loan into a fixed rate to take advantage of the very low rates on offer in this market, in some cases well under 2%. Now, with commentary from the Reserve Bank indicating that they may be looking to increase the cash rate a lot earlier than expected due to inflation, most lenders have started to lift their advertised fixed rates, particularly in the popular 2 and 3 year fixed rate products. At the same time some of their variable rate products have started to come down, with Banks trying to encourage more customers into these products, anticipating that there may be several rate rises from the Reserve Bank in the future. Given the current interest rate uncertainty is now the best time to fix the rate on your Home Loan? There are advantages and disadvantages to locking in your interest rate which would determine if fixing your rate is the best option for you. Advantages 1. Security When you fix a rate on your Home Loan you are guaranteed that the rate will not change for the period you have fixed for. This means your repayments will also remain unchanged which is helpful for household budgets. 2. Potential Money Saver If you are able to fix your rate at the right time you will save money on interest, potentially thousands of dollars. For example, if you were to fix a rate today you could lock in for as low as 2.09% for two years with some lenders. These same lenders have variable rates at 2.69%, and if those variable rates do not reduce below 2.09% over that two year period
the benefits of fixing at the lower rate would be substantial. 3. Some Flexibility Most lenders will allow borrowers to make additional repayments when they have a fixed rate loan without incurring a penalty. It is most common for any extra repayments to be capped at a maximum $10,000 per year. Some lenders also offer the ability to have an offset account linked to the fixed rate loan to help reduce interest costs further, although these are generally only partial offsets usually 40%. For example if you had a $1,000 balance in an offset account only $400 of that balance would be offsetting your loan. Disadvantages 1. Penalties may be payable for early repayment If you become dissatisfied with your lender, decide to sell your home or you simply want to take advantage of better deals elsewhere, when you are locked in to a fixed rate you could be charged a substantial interest penalty to break the contract. A complex formula is used to determine what the loss to the lender would be if the fixed rate contract is broken which is outlined in any Home Loan Contract. This penalty could offset any benefit you received by locking in originally. 2. Most flexible features are unavailable Flexible features that are standard on most variable rate loans are either not available or offered with reduced benefits on a fixed rate loan. Offset is typically not available, or only offered as partial offset which reduces the effect it has on interest saving, and redraw is also not available on fixed rate loans. 3. Potential to lose on the interest rate bet Fixing a rate is effectively betting that the fixed rate will be lower than the variable rate for the time you choose to lock in for. In a volatile interest rate environment, where variable interest rates are dropping, if you have a fixed loan your rate will not reduce. The inflexibility of
the fixed rate which is great in stable environments can be a curse at other times. 4. Potential for higher repayments once the fixed rate expires A large number of borrowers have fixed their rates at historically low rates for the next few years. Once these rates expire the new interest rate may have increased significantly during this period, so their loan repayments could be much higher than what they have been used to paying. Borrowers could be in for a rude shock in the next 2-3 years. Split Loans If you can’t decide which option is the best one for you it is possible to hedge your bets. Lenders also offer a split loan option which means you can have a portion of your loan at a fixed rate and the balance on a variable rate. By splitting your loan you retain the flexible repayment features of a variable rate loan, as well as having some of your loan locked away securely on a fixed rate for a few years. NEW HOMES FOR THE OLD HEATHERDALE COMMUNITY ACTION GROUP

We have received a copy of this booklet from the writer, and we share the story with you. VEPH Inc. - & Dandevue Village. Ken states that the VEPH started by accident really- because although there had been talk in the Community there was no real plan. It all happened, he states from a serendipitous discussion between two ladies- Mrs. Pat Faggetter and Miss "Birdie" Kirkpatrick- approx. 1966. "Birdie" donated her home in Orion Street, Vermont to the Vermont Church and Community Aid Group (VCCA) as a site for the elderly. She was interested in a unit for herself, but died before this was a possibility, BUT-- just after transferring the land! VCCA recognized the level of Community involvement fostered by members of the Churches in Vermont. Vermont resolved to commence a community service centre "with offers to help you" This was a very ambitious Dr. Graham Corbett was a founding member of VEPH and a long term local General practitioner. A story he remembers of "Birdie" one of his patients-was about her " security" arrangements. -- She used to keep a LOADED SHOT GUN handy in case of intruders.! Around the time of 1973, Prime Minister Menzies had an idea to help Community Organizations build dwellings for the aged through the Aged People's Act -- Pound for pound grant, and then later increased to 2 for

1 for the Churches, BUT there were a few strings attached. - 4,400 pounds per unit, so only 26,400 pounds were available for 6 units. VEPH developed an excellent strategic plan for incoming unit occupation. The Vermont Horticultural Society donated their expertise and landscaping. So- the gift from Birdie Kirkpatrick was valued at 7,000 pounds at the time, but in 2018 the value was $1.35 million. Residents moved in in October 1972, and the opening of 6 units a craft room, and closed in car port was celebrated by Dorothy Goble M.P. cutting the ribbon in April 1973. A further gift by the "Palmers" of Glenburnie Rd in 2018 was received and was valued at $2,000,000 and another further donation from J. Osborne of $20,000. A plan was developed by David Gawler for 19 units and much needed help was received from Vermont Lions. In June of 1982 the units were ready for their residents, and in 1984 - Cr. Ken Barelli opened "Pinaroo Court"- named after the place the "Palmers" had first settled in Australia. A further donation by Mrs. Gladys Hauser who bequeathed her 2 properties in Glenburnie Rd., and $350,000. This amounted to planning for 9 units at Glenburnie Road which were opened in March 1989 by Cr. Jan Plummer. VEPH were very grateful for all the help they received and along comes a further donation of Mrs. Muriel Williams of $200,000. Planning was essential,
and at the time the Mitcham Primary School was perhaps a suitable site to purchase. A meeting with Bruce Atkinson MLC then Minister for Housing, and so the Committee had a big decision to make. The strategy was decided, and so the Mitcham Primary School site was purchased. - Corner of Mitcham and Canterbury Roads. A couple of properties were sold, and VEPH moved forward. The decision was made to call the village "DANDEVUE" after the name of the Hauser's property in Glenburnie Rd, thus recognizing their donation formerly. Fund raising was essential. ENTER JEFF KENNETT! A fund-raising poster was developed with a photo of Jeff and a resident stating--- We need your help!! This wasn't as successful as it was hoped, and the William Angliss Trust came along. !! They have ever since continued with small but very useful donations. A tender was let for the first 4 units in 1995 (Stage 1.) and a caretaker's residence and craft room. The first resident was welcomed in April 1996, and the official opening was done by Mr. Rob Knowles MLC. Minister for Health. All the landscaping was done by the Preston TAFE College students. A search of the public archives has failed to uncover any records of Community based housing for the aged and maybe this could be the ONLY organization in Victoria such as VEPH. In the booklet Ken Barelli lists the office bearers over the years AND RECOGNIZES THE FIRST 50 YEARS OF THE VEPH STORY.

Nobody wants to go through the doors of a shop or restaurant where the sign above the door is missing letters or looks grubby and unloved, but a well-lit and well-maintained sign has exactly the opposite effect and offers encouragement. At this time of year, when the weather is improving, the warming glow of a good sign is a welcoming invitation to the casual passerby and certainly helps your business stand out. Getting your signage right is key, and when done well, it becomes the gift which just keeps on giving. Signage is an incredibly powerful marketing tool which is both a prominent and a permanent investment, advertising your business round the clock simply by being so visible. Choosing a colour scheme can be highly personal so it’s good to start with a certain theme – plenty of inspiration can be found across the internet and from paint manufacturers.

‘Natural light plays an important role in selecting your whites. Warm white can brighten up a room that has less natural light. For example, there is the colour Lexicon White, but what about Lexicon White-Half or Lexicon WhiteQuarter? These have the same undertone, but the shades differ due to the amount of undertone used. Sometimes by using a different strength of the same colour, you can create an element of interest.’

Premium Minimisation Using Risk Control GENERAL INSURANCE By Craig Anderson
Insurance policies indemnify the named insured against losses for which they become liable in the course of their business, making them a simple but effective risk transfer product. The risk will not magically vanish, but the majority of the financial risk falls on the insurer, with the insured required to pay a deductible known as an excess. Implementing risk management strategies can have a positive impact on the amount of risk the insurer takes on, and premium cost in some cases. Well-documented risk control (plus appropriate experience and qualifications) may even take a company from considered unacceptable to an underwriter to acceptable. Some simple steps might help you achieve a long-term claim-free record and minimal premium increases over time. As risk comes in all shapes and sizes I’ll stick to some of the simple fixes. Minimise physical losses to 3rd parties. With OH&S matters involving physical risk there is a simple Hierarchy of Controls, which if followed allows the insured to assess and eliminate, or at least control physical hazards. Visit https://www. worksafe.vic.gov.au/hierarchy-control to see the official Victorian version. This should be formalised within the company OH&S Policy document that every company must have anyway. Better work practices keep the team safe, and make them less likely to mishandle materials or equipment that could injure others on and off the work site.
Minimise Theft. Pole mounted solar powered security cameras which upload any motion detected to cloud servers are now common on building sites. Some Contract Works proposal forms now have this as tick box question. Using these can favourably affect your premium. Shops are expected to have CCTV for theft deterrent value as much as for the evidence they provide. While breakins still happen, they are increasingly ram raids. The addition of bollards to roller doors and window protection to shopfronts should reduce attempted raids and minimises associated damage. Combined with External Lighting, monitored alarms and security patrols premiums can come down further. Minimise Interruption When looking for a location to base your business a bit of research can go a very long way. Incredibly, there are large swathes of land on which warehouses and factories sit where there were once wetlands, and this land may still be subject to occasional flooding. In fact this is the case in many pockets around Australia and insurers offer no flood cover at these addresses. The result can be long-term business interruption and stock and equipment damage. It takes only a few minutes to look up the flood mapping for an area you are thinking of targeting. Avoid locating close to chemical industries, hazardous sites, lowlying areas, and estates with only one way in and out. Name any important suppliers in the Business Interruption section of your policy, because if they are the only source of a particular thing

Love, Compassion and Togetherness Trumps Anger and Divide! PARENTING By Lesley-Anne Banton
With so much divide and civil unrest it is a time to come together despite how we individually choose to experience and perceive the world right now. Life is tough enough without the divide of our personal point of views around covid. What if we could show compassion, love, and respect, despite our differences of opinions? Could the journey out of this psychologically and emotionally could be through love, compassion, and togetherness? On many levels and areas in life, there is stress right now and most of it comes from FEAR showing up when COVID showed up. ET is an iconic film of an extra-terrestrial showing up after being left behind and his journey to get back home. The journey to get home for him was scary, unknown, and filled with uncertainty about the place he had been left behind in. He learns to trust those around him overcomes his fear, likewise, the humans around him build trust in him, rally around in love and compassion to keep ET safe and get him home. Likewise, there were a group who fear him, hunted him, wanted to capture him. If we use ET as a symbol that represents our fear showing up having been triggered by the uncertainty of COVID being present in our lives and not knowing what could happen when this might leave us, and what it could do while it is here. What is that your fear might need, in this unknown time?
Fear is a part of you that can do unpredictable things to your thinking, perception, and actions, it can be a part of you that you shame, a part of you that you might be scared of as it might be alien to you, or let it become part of your identity when it never used to be. How might your fear/ anxiety/ stress react to being on an unknown world – the world of covid and being screamed at, feared? What might it need to feel safe? What might it need to be ok with being there and understood? In the film, ET quickly built trust with those around him, and without a full understanding of words, he felt love and secure enough to put trust in those around him to help him get home. It was love, compassion and togetherness that go him home. How might you help yourself, your fear/ stress/ anxiety get back home? home to love trust and understanding?

This might be easier said than done right now yet love and understanding helps us feel safe and secure in moving forward in our lives. So how can we move from fear to love? Notice Awareness Focus In fear we might feel withdrawn, we might believe we have no choice, we are stuck, hopeless, attacked, angry, or in procrastination. We might also be forthright, overstep other people’s boundaries with words or actions. We might make irrational decisions and statements, act in a way to ‘protect' ourselves but hurt or disrespect others in the process, our bodies might feel a bit off, low in energy, or feel we want to take flight. Whatever it is for you one of the first steps is to NOTICE this. Notice where your thoughts and thinking are at, how your body is feeling, what are your actions doing? Once you empower yourself with noticing yourself, your thoughts, emotions, and feeling are you give yourself the gift of awareness. With this AWARENESS, you can put words and understanding to where you are at and what state of mind and emotions you are in. You can then choose to change your thinking and focus to bring you back to love. In this space ask yourself: • • •
What would love do? What would compassion do? If I was in a state of love or certainty, what would I do? What would I think? Feel? Act? What if I showed compassion to those who have a different perception and opinion?
This can be also true with many right now, as they are in panic and want to contain, ignore, or destroy their fear.

Fear and panic can be paralysing, it can cause you to run away from those trying to help you and towards those who don’t. Fear can also dominate your thoughts and prevent you from moving forward because you feel unsafe, unsure and can also make decisions that you wouldn’t normally make and be someone you normally wouldn’t be.
As you are asking yourself these questions breathe and FOCUS on yourself, calm your breathing and notice your body calming, bring thoughts of love, kindness, joy, gratitude, or whatever words bring a sense of calm and peace to you.
It was understanding, trust, compassion, and love that helped ET get home. What could help you to get back to a place that you know you are home within yourself? Is it love? Compassion? Understanding of where you are at?
By bringing yourself back to a place of love and out of a state of fear you can navigate your world differently more empowered, and you could help those around you come back to a place of love come back to a place of feeling like home within themselves, bring back a sense of togetherness.

SMSF Trustees – Should You Purchase Collectables? ACCOUNTANT By Warren Strybosch
SMSFs trustees need to be aware of the various compliance risks surrounding collectables, as the asset class requires continued consideration and how it can impact a SMSF. With low interest rates, SMSF trustees are looking for alternative investments to place their funds into which has led to an increase in collectables within SMSFs. However, care needs to be given to the restrictive rules surrounding the holding of collectables in a SMSF. Collectables and personal-use assets include artwork, jewellery, antiques, artefacts, coins, stamps, books, memorabilia, wine, cars, bikes, recreational boats and club memberships. Bullion is not included as its value is based on intrinsic weight and purity. One of the restrictions with collectables, is that they cannot be leased or used by a related party or stored in a private
residence of a related party. The SMSF can only lease them to unrelated parties e.g., to an art gallery, and it must be possible to show the transaction was completely at arm’s length. Even with vintage cars held with an SMSF, the related party cannot drive it for any reason, even if it is for maintenance purposes or to get restoration work done on the vehicle. When it comes to storage of these type of assets, they must be remote; not located in a trustee’s private residence – that includes the land they own. As such, artwork and vehicles, cannot he displayed in a trustee’s home or stored in a purpose built shed on their property. Records must be kept by trustees showing how the decision was made to store the items. Lastly, the items must be insured by the SMSF and not in a trustee’s individual name or under a business entity they might own. If the SMSF cannot insure the collectibles appropriately so that the asset is secure for members in the future, then the fund must dispose of that asset.
Whilst collectibles are a different asset class to hold within the SMSF and may seem ‘sexy’ when telling friends and other’s you own such an asset, given the limited ability to use or display such an asset, trustees need to consider whether or not holding such an asset is worth all the hassle. As part of a multi-pronged Marketing plan, the Ringwood Bowls Club will be launching a new website this month. The website features a number of new initiatives that will help drive the club in attracting new members – both bowlers and social club members, increase interest and participation in venue hire with in-house catering a new feature and providing additional benefits to its valued sponsors via a pro-active business directory. Offering activities for people living within the City of Maroondah will continue with its highly successful and hugely popular Barefoot Bowling campaign that currently runs throughout the period of daylight saving. The Ringwood Bowls Club presents two major bowls tournaments during the year -The Ringwood Classic sponsored by Jellis Craig and a Triples Tournament sponsored by William Matthews Funerals.
Further major tournaments are having the final touches applied and will become additional features throughout 2022. What investments should I hold in my portfolio? FINANCIAL PLANNING By Warren Strybosch
Whether you own a SMSF, are an accumulator, or a retiree, it is a golden rule of investing to diversify your super/ pension assets. In other words, not to have all your eggs in one basket. In the past, managed funds have been a very popular investment choice. There were single sector managers, index managers, growth managers, multimanagers, and so on. The list of fund managers has grown exponentially over the last 20 years as technology evolves. Whilst fund managers have been the main stay of investment for many years, Exchange Traded Funds (ETFs) and Listed Investment Companies (LICs) have grown in popularity. Whilst technology has made it easier to choose different types of investments, it is becoming unclear as to which type of investment should be chosen. For many, there is the fear they might miss out or be placed in the wrong type of investment. This is especially so for those who are moving into their retirement phase of their lives. They do not want to risk their hard-earned savings that has taken them over 30 years to accumulate being lost through poor investment choices. So, what is the ‘right’ type of investment one should consider investing in? To help you choose the right investments we have summarised the main technical points related to some of the key investments out there in the marketplace: What are LICs and ETFs? Listed investment companies (LICs) are the great grandfathers of the listed managed investment scene, with a history going back almost 100 years. LICs provide exposure to a basket of underlying securities, often shares, although increasingly there are funds providing exposure to other asset classes, such as fixed income. Exchange Traded Funds (ETFs) invest in a basket of shares or other investments that generally track the performance of a market index such as the ASX200 Index or the US S&P500. You can buy an ETF to give you exposure to an entire market, region such as emerging markets, market sector such
as global health or technology stocks, or theme such as sustainability. They also offer investments in a wider range of asset classes, from local and international shares to fixed interest, commodities, currency, property, infrastructure and cash. The most popular ETFs in 2020–21 were Australian and global equities, as sharemarkets rebounded strongly from the pandemic lows. The best-performing ETF were technology sectors and themes such as battery technology, robotics and AI and global cybersecurity. Similarities: 1. ETFs and LICs are like managed funds in that are professionally managed but tend to have lower fees than most managed funds. 2. Like managed funds, ETFs and LICs, have your money pooled with other investors to create a large portfolio of assets. 3. All three allow you to gain exposure to other sectors and regions that traditional Australian shares cannot provide which in turn achieves greater diversification. Differences? 1. ETFs and LICs can be bought and sold on the Australian Stock Exchange (ASX) whereas most managed funds are bought directly via the fund manager themselves or through a financial advisor. However some fund managers are available via the ASX mFund Service but do not operate like shares. Where the price of shares, ETFs and LICs are live on the ASX, the un-listed managed funds, display the price at the close of trading each day. 2. Most ETFs simply passively track the index however there are some new ETF players in the marketplace who claim to be active managers; utilising derivates, options and short-selling to try to outperform the index.Before choosing a fund, it’s important to understand how they work. Also look at their underlying investments, their performance and trading history, their tax status and distribution policy as well as their fees and cost. 3. LICs are companies traded on the ASX where the share price is determined by the market. They are closed-end structures which allow the fund manager to concentrate on investment selection without
having to factor in the possibility of money coming into or leaving the company. ETFs are open-ended which means units in the fund can be created or redeemed according to investor demand without the share price being affected. LICs are closed-ended investments, which mean they have a fixed number of shares on issue 3. LICs use a company structure whilst ETFs, similar to managed funds, use a unit trust structure. 4. LICs pay company tax on their income and realised capital gains whereas ETFs are not required to pay tax on their income or realised gains. LICs may hold on to their profits or pay them out as a dividend to their investors whereas, ETFs pass on all tax obligations to the investor who pays tax at their marginal rate. Despite the different ways these investments are structure for tax purposes, investors to tend to pay a similar amount of tax once income has been paid out. 5. ETFs tend to the more affordable of the three when it comes to fees with managed funds, especially active managed funds that charge a performance fee, being the costliest of the three investment choices to hold on to. Triple Jab out now – a boost to all Victorians By Warren Strybosch
Bendigonians will be one of the first group of Victorians to be administered the third job in a hope to reduce COVID numbers.
The booster dose of the Pfizer vaccine will be offered to all eligible adults, regardless of the vaccine type received for their first and second shots.
COVID-19 vaccinations before they will be able to get the booster shot. However, the proof must be via your mobile device displaying the certificate or a copy of the certificate supplied via Medicare. It won’t be enough to simply show the card that was written on by the nurse who gave you the first and second vaccination shots as there are reports that some people have obtained these cards and falsified, they have been vaccinated already. For anyone caught with falsified documents we believe the fines are very hefty.

their second COVID-19 vaccination over six months ago. It is also believed that the health minister has stated that all state-run aged care residents and staff will be required to take the booster shot in the coming months. It is reported that a Pfizer booster shot five months after a second dose reduces a person's risk of hospitalisation with the coronavirus by 93 per cent. This is yet to be proven given we are all still living through the largest clinic trial on earth.
Victorian Nurses Can Be Fired But A Court Challenge Related To The Vaccine Mandate Is Likely Heading To Court Many nurses are being forced to leave their jobs because they are either refusing to take the Covid-19 vaccination or refusing to disclose their vaccination status. A group of nurses from Monash Health, tried to stop unsuccessfully stop Monash Health, one of Victoria’s largest public health service, from allowing them to be fired – the court injunction was thrown out by the federal court. A directive from Victoria’s chief health officer under the Public Health Act makes it clear that health workers must be fully vaccinated, having received at least their first Covid-19 vaccine dose by 29 October, in order to work in a healthcare setting. They must provide evidence of vaccination to their employer. As such, Monash Health has been given the green light to terminate it’s nurses if they do not take the jab.
Justice John Snaden said that Monash Health had no choice but to fire them. “…the evidence that there is very much suggests that the course that has been plotted has been plotted because Monash Health has formed the view that under the public health directions by which it is bound, they’re not permitted to do anything else [other than terminate employment],” he said. Chris O’Grady QC, representing Monash Health, said the employer had simply been following the chief health officer’s directions. “In light of the CHO directions it goes without saying that anyone working in the health sector is going to have difficulty working in that sector absent their willingness to either be vaccinated or disclose their vaccination status,” he said.
The only hope for those nurses who have not been vaccinated is the pending court case regarding the vaccination mandate. Snaden said when the matter goes to trial, if the court finds the vaccine mandate was unlawful, then the nurses would likely have their employment reinstated and receive back pay. Therefore, the court had no reason to block disciplinary action including Monash Health firing the nurses in the meantime, he said. Monash Health has given undertakings not to take action against the relevant nurses until the matter was determined. In light of Snaden’s decision, Health was now free to terminate the staff. Less Children To Suffer From Heart-Attacks When Taking Pfizer By Warren Strybosch
Pfizer adds ingredient used to stabilize heart attack victims in vax for kids Buried on Page 14 in the Pfizer paperwork submitted to the FDA for the Covid vaccine for children is the following: Vaccine formulation Authorization is being requested for a modified formulation of the Pfizer BioNTech COVID-19 Vaccine. Each dose of this formulation contains 10 μg of a nucleosidemodified messenger RNA (mRNA) encoding the viral spike (S) glycoprotein of SARSCoV-2 that is formulated in lipid particles and supplied as a frozen suspension in multiple dose vials. To provide a vaccine with an improved stability profile, the Pfizer-BioNTech COVID-19 Vaccine for use in children 5-11 years of age uses tromethamine (Tris) buffer instead of the phosphate buffered saline (PBS) as used in the previous formulation and excludes sodium chloride and potassium chloride. The packaged vials for the new formulation are stored frozen at -90°C to – 60°C. The frozen vials may bethawed and stored at refrigerator at 2°C to 8°C for up to 10 weeks. Tromethamine (Tris) is a blood acid reducer which is used to stabilize people with heart attacks. Here are known side effects: Respiratory depression, local irritation, tissue inflammation, injection site infection, febrile response, chemical phlebitis, venospasm (vein spasms), hypervolemia, IV thrombosis, extravasation (with possible necrosis and sloughing of tissues), transient decreases in blood glucose concentrations, hypoglycemia, and hepatocellular necrosis with infusion via low-lying umbilical venous catheters.

AMA encourages doctor’s not to abide by their own Code of Conduct

The AMA Victoria president, Dr Roderick McRae, said those who do not believe Covid-19 is real or a threat should update their advanced care directives and inform their relatives that they do not wish to receive care in the public health system if diagnosed with the virus.
Under section 3.4 Decisions about access to medical care, the code states:
“Covid-deniers” and “anti-vaxxers” should opt out of care in the public health system if they catch the virus as Victoria reopens, says the Victorian branch of the Australian Medical Association. This statement by the AMA seems to flies in the face of the code of conduct that doctors must abide by when dealing with patients.

2021 TA SA COVID-19 stimulus and relief package Throughout the COVID-19 pandemic, the South Australian Government has implemented a range of stimulus payments for residents and businesses. In response to the July 2021 South Australian lockdown: • businesses with a reduction in turnover are eligible for emergency cash grants of up to $3,000 • further grants of up to $6,000 for businesses who had a delayed reduction in turnover from the lockdown • specific business support grants of up to $3,000 available for businesses in eligible industries, with continuing top-ups paid automatically • eligible events suffering significant losses from being cancelled or postponed can access funding of up to $100,000, and • individuals outside the federal government’s declared hotspot areas who lose work hours will be

entitled to the COVID-19 Disaster Payment. In addition to these grant payments to affected businesses, in the past relief from payroll tax and land tax has been available. In particular, smaller employing businesses have been given a waiver of payroll tax from March 2020 to May 2021. Land tax deferrals were available to landlords during the 2020 land tax year. Also, landlords who provided rent relief, or commercial property owner-occupiers who were eligible for JobKeeper, were eligible for reduction in land tax liabilities up to 30 April 2021.
Queensland COVID-19 business grants and assistance In its response to the current COVID-19 lockdowns across August 2021, the Queensland Government has implemented support grants for businesses across the state. The support package is jointly funded by the Commonwealth and Queensland governments. The grants have recently been extended to include businesses on the border to NSW who have struggled due to the border closure. Assistance is available from 14 August 2021. Grants of up to $15,000 will be available to eligible small and medium businesses across all industries. Support payments of up to $30,000 will also be provided to eligible impacted large hospitality and tourism businesses. Applications for grants opened on 16 August 2021. Non-employing sole traders may

also be eligible for a one-off $1,000 grant, with more information to be released soon. A COVID-19 cleaning rebate of up to $10,000 has also been introduced for eligible small and medium businesses and not for profit organisations. Tourism and hospitality businesses have also been given the option to defer payment of their July or August 2021 monthly payroll tax liability for 6 months.
COVID-19 Disaster Payment to be phased out The COVID-19 Disaster Payment provides a federally funded assistance payment for people who have lost work in 2021 as a result of state-based lockdowns. Originating in June 2021, it has been recently announced that this tax-free payment will be phased out once a state reaches COVID-19 vaccination targets for eligible populations. Depending on when the payment is received, a recipient would receive between $320 and $750 per week. Those in receipt of other Government support would be entitled to either $100 or $200 per

week. The payment may also be available to individuals who have lost working hours and live outside a Commonwealth declared hotspot provided they meet other criteria. The accessibility of these payments is at the discretion of state-based policy. Like other support payments, it will be available through Services Australia. Victoria COVID-19 business grants and assistance The Victorian Government has recently announced that critical assistance and hardship programs for businesses will begin being phased out in October 2021. It is expected that most ongoing business support programs will cease once the state reaches a COVID-19 vaccination target of 80% of people aged 16 years and older. These support grants commenced in July 2021 for certain businesses impacted by the lockdown and was extended in September. Many of these payments are made automatically to businesses and sole traders that received grants under established COVID-19 support programs. The Commercial Tenancy Relief Scheme has been reintroduced to provide support for eligible tenants and landlords. Other industryspecific support packages were also rolled out across 2020-21. Eligible businesses include those expected to be highly impacted by drops in turnover from extended COVID-19 restrictions, such as the alpine regions, Melbourne CBD or the City of Ballarat. Most of the grants assisted with unavoidable business expenses that are not support by other government funding.

Tasmania COVID-19 stimulus package The Tasmanian and Australian governments recently announced a support package designed to assist micro and small businesses that are impacted by lockdowns and restrictions that are affecting other states. Grants of up to $110,000 will be provided to eligible businesses that have suffered a reduction in turnover as a direct result of lockdowns and border closures reducing the: •
number of visitors being able to travel to Tasmania, and/or

ability to provide, sell or import/export goods and services.

Maroondah Heritage Action Plan: identifying, protecting and celebrating our heritage Council has released the Maroondah Heritage Action Plan, which outlines its objectives for identifying, protecting, promoting and celebrating the city’s heritage over the next four years. The Maroondah Heritage Action Plan, which was adopted at Council’s meeting on Monday 18 October 2021, sets out the parameters for the further identification, conservation and management of Maroondah’s heritage, working within the following four themes: • Knowing – To know where we have come from and understand the significance of our heritage. • Protecting – To protect Maroondah’s heritage places from inappropriate demolition, development or subdivision. • Supporting – To assist in conserving and educating others about heritage places. • Communicating – To celebrate, connect with and enjoy our heritage places. Mayor of Maroondah, Cr Kylie Spears, said a key priority of the Heritage Plan is the preparation of municipal-wide heritage gap studies to identify and protect places throughout the city that remain unprotected. “Council has a strong commitment to conserving Maroondah’s rich heritage, which forms an important part of our city’s identity and character. A Heritage Study Review conducted in 2003 resulted in more places of heritage significance being protected under Council’s Heritage Overlay,” Cr Spears said. “A new Heritage Study Review will complete this work and involve a wider survey of places of potential heritage significance, including identifying those places that have
significant cultural heritage value to ensure they are sufficiently documented and protected,” she said. “Places and assets of heritage significance warrant special attention and management. They can include anything that might be considered of significance to the local community in terms of historical, aesthetic, architectural, technological and social value, as well as spiritual importance. “Heritage sites are not only limited to buildings but also natural assets like trees and landscapes, as well as intangible cultural heritage such as the memories of long-established families and the traditions and ceremonies that bring us together. “All these things form part of a historical record. It helps our understanding of the past, enriches the present and will be of value to future generations. We look forward to working in partnership with the community to achieve objectives identified in the Maroondah Heritage Action Plan,” Cr Spears added. The Maroondah Heritage Action Plan has been developed with input from the Maroondah Heritage Reference Group formed by Council in early 2021. The Reference Group includes representatives from the Croydon Historical Society, Croydon Conservation Society, Monastery Ridge Group, Ringwood and District Historical Society, Friends of Cheong Park and Jubilee Park Residents Group. Council adopts Maroondah Liveability Wellbeing and Resilience Strategy 2021-2031 Council has this week adopted the Maroondah Liveability Wellbeing and Resilience Strategy 2021-2031, which outlines its commitment to improving the health and wellbeing of all Maroondah residents over the next 10 years. Mayor of Maroondah, Cr Kylie Spears, said the Strategy would provide a long-term direction for Council and covered key actions to improve the health and wellbeing of the Maroondah community. “Over the past two years, Council has been working towards developing a long-term strategy to shape the future liveability, wellbeing and resilience of the Maroondah community,” Cr Spears said. “This has involved undertaking significant research and engagement with the Maroondah community to see where Council should focus its efforts to achieve the greatest impact on community health, wellbeing, liveability and resilience,” she said. “The outcome is a strategy that focuses on key areas of living in Maroondah, such as embracing diversity, promoting social inclusion, creating safe neighbourhoods, and encouraging both physical and mental wellbeing,” Cr Spears added. The newly adopted Strategy will be supplemented by a sequence of two-year action plans, including those with
a focus on health and wellbeing, disability, and positive ageing, as well as building on Council’s COVID-19 Recovery Plan adopted earlier this year. “On behalf of Council, I’d like to acknowledge the invaluable contributions made by the many members of our community and local service agencies in helping to develop this important document. The implementation of this strategy and associated action plans will ensure Council continues it’s important role in promoting healthy communities,” Cr Spears added. In response to the changing dynamic and emerging needs arising from the COVID-19 pandemic, Council will review action plans related to health and wellbeing every two years. Findings from the Australian Government 2021 Census of Population and Housing will also be incorporated into future reviews of this strategy. Council will report to the community on progress made towards Strategy implementation on an annual basis. Since the launch of our Be Kind Maroondah campaign 18 months ago, we have been amazed and inspired by the many people, businesses, clubs and organisations who have jumped on board and shared kindness to others in our community.

From a community book exchange, handwritten letters from children to residents in aged care; inspiring stories like Sarah’s treasure garden and the Where’s Wally in Heathmont, plus the many simple random acts of kindness, our campaign continues to amplify positive moments happening in neighbourhoods right across our city. We want to encourage this positive community spirit to continue by ‘paying it forward’ through our Acts of kindness project.
Research has shown that helping others through volunteering and kindness can improve self-confidence and overall mental wellbeing.
To be part of the project, simply send us a short video (20 seconds to one-minute) or photo or two about a volunteer project or activity that has come about during COVID-19.

Applications Now Open For Unique Scholarship Opportunity Applications for the James Stevens Scholarship are now open and are being accepted until close of business Friday 5 November. Maroondah Mayor, Councillor Kylie Spears said this scholarship provides a great opportunity for a local student. “The James N Stevens Scholarship provides practical placement for a Maroondah based student who has completed at least the first year of a course at a tertiary institution or college and is about to start their second year studies, or someone who is already into their second year of study,” said Cr Spears. The areas of study eligible to apply for the practical placement scholarship are: Finance/Accounting; Records Management; Information Technology; Customer Service; Human Resources; Council Administration (e.g. Governance); Rates/Revenue; and Risk Management.

Extensions For Pool And Spa Barrier Compliance Private pool and spa owners should by now have registered their pool or spa with Council as part of the Victorian Government’s pool safety legislation. New laws introduced on 1 December 2019 requires mandatory registration of all pools and spas. Since then, approximately 4000 Maroondah householders have registered their pool or spa. In addition to ensuring your pool or spa is registered, owners (including rental providers) are legally required to have their safety barriers inspected and a certificate of barrier compliance lodged with Council every four years. Due to public health restrictions having limited the opportunity for owners to organise swimming pool and spa barrier inspections, the Victorian Government has extended the due date for compliance certificates by six months. The new deadlines for lodgement of certificate of barrier compliance are: •
For pools and spas constructed on or before 30 June 1994, a safety barrier compliance certificate is now due by 1 June 2022

For pools and spas constructed from 1 July 1994 and 1 May 2010, a safety barrier compliance certificate is due by 1 June 2023. For pools and spas constructed on or after 1 May 2010 but before 1 June 2021, a safety barrier compliance certificate is due by 1 June 2024.
Owners of properties with a swimming pool or spa have a legal obligation to ensure they maintain safety barriers to reduce the risk of unsupervised children gaining access. This includes above-ground, bathing, wading and portable pools and hot tubs capable of holding more than 300mm of water. New pools or spas constructed after November 2020 should have been registered within 30 days of receiving the relevant Occupancy Permit or Certificate of Final Inspection. Failure to comply with these regulations may result in property owners being fined. If you have not yet registered your pool or spa with Council, you can do so using Council’s online portal, or phone us on 1300 88 22 33. You can check if your pool or spa barriers are compliant using the Victorian Building Authority self-assessment checklist.

Lest We Forget: Remembrance Day Services In Maroondah The Maroondah community is being encouraged to take a moment on Remembrance Day on 11 November to reflect on the sacrifices of those who have bravely served our nation in wartime, and to the men and women who continue to serve in military conflict and peacekeeping operations around the world. The local events will be held in line with Victorian Government Directions meaning all attendees will be required to check in using the Service Victoria QR Code. Please ensure you have already linked your vaccination certificate to the Service Victoria App. Ringwood service The Ringwood RSL Sub-branch will be hosting a Remembrance Day service at the Ringwood Memorial Clocktower, corner of Maroondah Highway and Ringwood Street, from 10.30am, including a wreath-laying ceremony led by the sub-branch’s President, Vietnam Veteran David Jamison. At Ringwood Town Square, a lone bugler will sound The Last Post before a minute’s silence at 11am. Croydon service The Croydon RSL Sub-branch will be marking the day with a Remembrance Day service from 10.45am on the James Stevens Memorial Lawn, Civic Place, Croydon, led by the subbranch’s President, John Hexter, who will lay a single wreath. Maroondah Councillors will attend both services to lay a wreath on behalf of the community.
Mayor of Maroondah, Cr Kylie Spears, said the events were an opportunity for the community to reflect on the courage and sacrifices of soldiers past and present. “It is on Remembrance Day, above all other days, that we recall the women and men, who, through personal sacrifices, contributed to the evolution and identity of our country, Australia,” Cr Spears said. “For those who are unable to attend in person, there are many ways we as a community can honour our veterans this Remembrance Day. “Residents can tune into live services, including the official livestream of the service at the Shrine of Remembrance, spend a quiet moment in remembrance from wherever they are on the day, or make a donation to their local RSL,” she said. You can also plant a virtual poppy in the RSL Poppy Appeal Remembrance Garden and leave a special message in commemoration of a loved one, as well as share your stories, thoughts and ideas on Remembrance Day and what it means to you. Money raised through the annual Poppy Appeal fundraiser will go towards funding vital services for veterans. Poppies can be purchased from reception at the Ringwood RSL, which is open 10.30am to 5pm daily, and at Croydon RSL on Wednesdays and Fridays, 1.30pm-6pm. Maroondah Arts and Resilience Awards Ringwood and District Historical Society By Russ Haines OAM
Congratulations to Ringwood & District Historical Society for being a joint winner in the Maroondah Arts and Resilience Awards. One of our initiatives - the very active Ringwood & District Historical Society Facebook - contributed to the community getting through the pandemic. We particularly thank Tom Guest for his daily posts and the many contributors who enjoyed the dialogue and meeting old friends. Check out the Facebook today. It is packed with loads of local photos and some wonderful recollections. The Society used social media to actively engage their members and achieved an increase of 70% in membership and engagement during the pandemic. They used online resources to promote local history and enable residents to engage in nostalgic and historic activity. Ringwood and District Historical Society will receive curatorial support to present a one month exhibition of historical photos and artefacts in the Maroondah Federation Estate foyer. Due the pandemic Ringwood & District Historical Society has had it normal fund-raising activities curtailed. As a volunteer organisation, whose goal is to collect, preserve and catalogue thousands of photographs, newspapers and other objects, we rely on donations to keep us running. Our next project is to continue digitising the Ringwood Mail newspaper, from 1980-89. It isn’t cheap to do this, around $5,000, but it is an incredible source of information for schools, researchers and the general public. We are looking donations, even a few dollars. START A COMMUNITY PROJECT RETIREMENT By Bernard Kelly
As a senior, you would normally have some flexibility in your daily schedule. This of course is what those still in the workforce dream about, however if you allow idleness to develop, that will have an adverse impact on your zest for living. Now the current probability statistics show that for anyone aged 65 today, your “estate event” – that’s a polite expression used by the retirement planning industry – is likely to occur for a male at age 93 and for a female at age 95. But of course, those figures are only the average. Obviously over half of us will be living well into our 90s. So how will you occupy your time? How can you develop relationships? How can you maintain your mental and physical health?
My current research suggests the solution is to establish a community project. Let me give you an example. There’s a vacant school site near where I live, and it’s nicely overgrown with trees and shrubs and the concrete pads for the classrooms are all still there. Effectively it’s been abandoned by the government, but the concern is that someday a bureaucrat will have a need to sell it off. Even with very little open space remaining locally, it probably will be sold for a housing development. It needs Protection. Now there will be pockets of land in your locality which will similarly need a Protector – and that’s you! Every Community Project will have elements how a charity operates – such as grants, volunteers, donations, an extended timeline – but it’s really more likely to be called a “social enterprise” with a Social Mission.

And they are really easy to start – just post a series of posts on your local community noticeboard on Facebook, asking for anyone with a similar concern to meet you for coffee – probably at your home, at 11.00 am on Saturday. Perhaps only a handful will turn up. But that’s enough. Allocate tasks and “portfolios” to these core members, and set them the task of establishing a series of achievable goals.
