If I got one, I got a hundred e-mails telling me the fishing schedule I announced at the Captain’s meeting was a great call and why not adopt it for future Nationals. For those of you who were not at the Nationals, the weather was horrific. However, we do everything we can to get the event in because of time, travel, and expense for you and us if we have to postpone. That’s just common sense. Weather on Thursday was just not going to work however we knew that a lot of time and effort went into finding bait and locating fish. If we cancelled Friday many would be upset. So the call to make it Captain’s choice on Friday and Saturday worked, although the weather gods could have brought the weather we were promised earlier Saturday morning. The vast majority liked the idea of scaling two fish any way they wanted. One or two on Friday

or Saturday. For the past 18 years we have always made the Nationals a true test of a team’s skill— a two-fish aggregate with one fish caught each day. The luck factor was eliminated. We’ve been fortunate over the years with only one Championship cancelled, but we’ve had two with very questionable weather. Personally I like the two fish, one per day, format and believe that it should be protected. But the format we adopted because of weather worked also. So what do we do? There are advantages in both. The format we adopted this year (two fish either day or one each day) can be a problem if a team gets into a good school of fish and catches two good fish from the school and creates a problem for the history books; the change in format would not be an equal accomplishment with past championship winning teams. However, with this format

you could only spend one day on the water, saving fuel and time. I think we should keep the standard format (weigh one fish each day) but keep the format we used this year as an alternate in case the weather or other unforseen circumstances dictate it. But as I often do, I look for your response and input. You may have another idea we didn’t even talk about. Before you send me an e-mail about the time of the year we do the event, please be advised that we used to do the championship in the spring however sponsors really balked. They want the event done in the same year, at the end of the year, so they get the promotional value if the winning competitor is using their brand. So the date won’t change. School is in session and the campus and course curriculum are like a ﬁsherman’s dream come true. What

is the ultimate challenge in saltwater fishing? For many, catching a billfish with a fly rod is the pinnacle. It is a blend of applied knowledge and choreographed teamwork that locks the angler, captain and mate into a fast-paced ballet, matched against one of the fastest fish in the ocean. My quest to catch a billfish on a fly started 25 years ago with a trip to the La Guaira Banks in Venezuela during the peak of white marlin season. The first two days we trolled rigged ballyhoo on light stand up outfits and the fishing was outstanding with double digit releases both days. With such fast paced action I broached the question to the other anglers in my party about switching to a fly rod for day three. I just happened to have one with me. Two had no interest, but wanted to take a day 6

off anyway, the third was raring to give it a try. The captain and mate had been toying with the idea for some time and were up for the challenge. We raised seven whites on ballyhoo with no hooks and the mate managed to get three close enough for a cast. All three took the fly,

but I missed two on the hook set (I had no idea why and the mate and captain didn’t either) and managed to jump the third and hang on for a few minutes before the captain got too aggressive with the boat and I broke the tippet. Exciting? Definitely! Successful? Nope. I knew there had to be a better way,

but it didn’t materialize for another twelve years. What I did realized was you could spend a lot of money trying to figure out workable techniques with very unsatisfying results because it would require going to exotic places where billfish are so abundant you can get lots of shots to try and figure out what works and what doesn’t. And even then you have no guarantee that the captain and mates on the boats you charter have any experience playing this game. This is not an angler against the fish scenario. Like SKA tournament fishing it absolutely requires teamwork! The angler doesn’t come into the picture until the captain finds the fish and the mate teases one to the boat, setting it up for your cast and a successful hook set. It’s all very technical and once the

fish is hooked boat handling is critical for besting the fish. Mistakes or sloppy boat handling will cost the angler his fish. It sounds difficult, and it is to the degree that without the knowledge of how to do it and that advantage provided by an experienced team your chances of success are drastically limited. But once you overcome those hurtles any angler can catch a billfish on a fly and it is one of the most exciting and memorable experiences sport fishing has to offer! Now, if I was to tell you there is a school that has been teaching anglers to catch billfish with a fly rod that boasts a 100% success rate would you consider taking the course? Let me repeat that. Every angler who attends, even those who have never cast a fly rod before, has caught at least a couple billfish and most many more! Here’s the kicker. The campus is on the grounds of one of the finest resorts in Central America, the fishing takes place aboard a fleet of classic sport fishing boats with captains and mates who have shattered all the records for releasing billfish and they are fly rod experts. It’s called the Sailfish School and its run by legendary Florida Keys guide, big game master angler and fly fishing instructor, Capt. Jake Jordan and the location is in the heart of billfish central, Casa Vieja Lodge in Guatemala.

Jordan, a top tarpon guide in the Keys for over 30 years, has specialized in developing innovative techniques for hooking and fighting giant fish on the fly. He has been instrumental in the development of the techniques that have changed the sport to more of a science than an art. He is a soft-spoken gentleman whose even tempered approach belies his remarkable ability and accomplishments. As the proprietor and instructor of the Sailfish School he gets to indulge and teach fellow anglers what he has learned, and nothing makes him happier than watching his students join the growing list of anglers who have successfully met the ultimate challenge. Jake brings small groups of anglers to Guatemala where he instructs them both off and on the water on the techniques he has honed with the captains and mates that run the fleet of world class fishing boats owned by the lodge. The key to the school is learning these techniques and getting to put them into practice during your days on the water and that’s all part of the curriculum. Guatemala is home to the most abundant concentration of Pacific sailfish on earth, fish that can attain speeds of 50 miles per hour and weight in excess of 120 pounds. When hooked they go on jumping rampages that leave you wondering if they actually touch the water between vaults. I’ve fished there with Jake a number of times, watching how he works with his

students and have come away thoroughly impressed. I have learned more about the subject and caught more billfish there than anyplace else in my travels On my first trip to the school I was on hand to see one of his pupils, Jeff Asplundh, tackle his first ever fly rod billfish. “Left rigger,” the captain called out from the flybridge of the classic Rybovich, and class was officially in session. The two amazing mates sprang into action manipulating the ballyhoo being trolled from the starboard rigger and flat line expertly teasing the sailfish as it charged into the pattern. The port side of the boat was kept clear, the outrigger retracted, so Jeff had an open lane to make his back cast. He was positioned in the port corner with Professor Jordan a few steps behind him, there to oversee his every move. Jeff had a fly rod in his right hand, a pink and white sailfish fly in his left. Earlier, Jake showed him how to prepare for action by pulling the 30-foot shooting head and a few feet of back-

ing off the reel, making a cast out behind the boat and carefully stripping the line back onto the deck at his feet. As the sailfish approached Jeff slid the fly into the water alongside the boat and let it flow out until the line was tight. He held the rod tip in the water with both arms extended out away from his body, exactly as he’d been taught. The mates made everything around them seem like it was happening in slow motion even though it only took 30 seconds from the time the fish was spotted until it was within 30 feet of the transom, still charging hard after the last teaser remaining in the water. As the fish approached the starboard corner, the captain pulled the boat out of gear and shouted, “Cast!” Jeff responded by lifting the fly line off the water with a back cast out to his right and shooting a forward cast that brought the fly across the wake to his left slightly behind the fish. Excellent! So far teacher was pleased. “Point the rod, extend your arms,

lean out toward the fly,” coached Jordan. When the last teaser disappeared, the excited billfish turned across the transom and spotted the fly as the forward motion of the boat carried it back across the wake. “Wait,” cautioned Jake as the sailfish turned and engulfed it heading away from the boat, textbook for a solid hook set, a technique that took hundreds of fish for Jordan and company to perfect. “Pull, pull,” Jordan cried, and Asplundh pulled straight back on the rod, the tip still held low and pointed straight at the fish so the butt passed under his right armpit. No jerking, no bend in the rod, no hand on the line—just pull straight back and let the 6-pounds of drag bury the needle-sharp hook with the fish going away from the boat. The satisfaction of a solid hook up was quickly followed by the sailfish going berserk, charging first to the right in a series of jumps in rapid succession and then it turning back across the transom, rising from the water shaking like a dog emerging from a pond, running hard in the opposite direction. The jumps eased into a sequence of long, graceful, gray hounding charges that torn line from the reel at a remarkable rate ending in another huge leap for the sky! The captain was on the throttles turning the boat, pacing the fish with practiced 8

moves that kept the angler in constant contact with the fish. The Rybovich responded like a showtrained stallion. On command it would hurtle in one direction and, reacting to the captain’s every input at the helm, immediately spin back around following the frenzied sailfish wherever it moved. As the battle progressed, Jake looked on quite proud of his pupil’s performance thus far. Jeff responded to his calm directions and move around the cockpit like a seasoned member of the team. After another ten minutes the fish was boat side where it was billed, the fly removed and released. Jeff had just bested his first billfish on a fly, one of nine he would catch in the coming three days, and all I could think was, “I don’t remember school being anything like this!” The tackle consists of a heavy fly outfit, usually a 13/15 weight rod or better, a large capacity fly reel with an excellent drag system loaded with at least 350 yards of 50-pound Spectra backing and a short, IGFA-legal leader system. The flies are baitfish imitations, the most popular the Cam Sigler Tube Fly with a foam popper on the nose that bubbles, gurgles and drives billfish wild! The typical outfit costs a couple thousand dol-

lars, but you don’t need to buy one to attend school. Jordan supplies the finest gear available, big game reels by Mako, rods by Temple Fork Outfitters and flies by Sigler. It’s all part of the school as are the wonderful rooms, meals and hospitality of Casa Vieja Lodge, the premiere big game operation in Central America. And the cost is quite reasonable. You’ll learn the techniques that have increased the hook up ratio on billfish from less than 25% just ten years ago to closer to 75% today and will get to experience the most incredible sailfish action found anywhere on earth! And if you want to increase the degree of difficulty, Guatemala is home to a remarkable

concentration of blue marlin. The number of fly rod releases of blues in recent years has increased steadily at Casa Vieja and Jake’s students are catching them. While the techniques can be described and emulated, learning them first hand at the Sailfish School is a lot more efficient and fun. SKA Captains Joe Bruce and Ed Mecchella have a solid game plan that helps their kingfish teams double up on their kingfish success!

You

might say that Captain Joe Bruce has enjoyed double success during the many Southern Kingfish Association tournament seasons. Joe Bruce captained his kingfish team, Angling Pursuits, to Angler of the Year during the 1992 SKA tournament fishing season. Bruce also fished with Paul Massey’s Outrageous kingfish team and when the skilled kingfish team captured SKA Angler of the Year honors in 2003. While winning the coveted SKA Angler of the Year award is the goal of any competitive kingfish team, winning the title twice is certainly double the difficulty. Another SKA kingfish team that has enjoyed double success on the tournament trail, is Ed Mecchella’s Fish Fever kingfish team. During the 2002 Southern Kingfish Association tournament season, Ed Mecchella captained his fishing team not only to the Angler of the Year title,

but also captured the 2002 SKA National Championship while fishing from Biloxi, Mississippi. This accomplishment is certainly doubly difficult. However when you take a closer look at both of these accomplished SKA kingfish captains, they have a lot in common. Both Bruce and Mecchella double up on both their baitfish size and fishing efforts while becoming winners on the SKA tournament kingfish trail. “During the first day of the 2008 SKA National Championship, we checked our boat out and found winds were literally “howling” from the Northeast at 40 miles per hour,” Shawn Mecchella said. “Seas were running from eight

pound bluefish that eventually proved to be our ace in the hole.” While many of the SKA kingfish teams had quickly jigged up a livewell full of blue runners and left, the Fish Fever kingfish team spent that extra time to catch the right bait. “We knew that there were plenty of kingfish where we had found fish during practice,” Shawn said. “However our main goal was to win the tournament and we knew first hand that average size live baits were not the key to catching tournament winning king mackerel. That’s why we spent the extra time in capturing larger baits.” Obviously Ed and son, Shawn, knew first hand that their main objective was to take the time and patience in catching bigger baits. After reaching a rocky bottom area, which was some 80 miles from the SKA tournament site, the Mecchellas began free-lining their live baits back into a giant school of Gulf king mackerel. “There were several other SKA kingfish teams fishing the same area and were constantly hooked up to king mackerel,” Shawn said. “However our winning key was in using the larger baits so that the smaller kingfish would allow them to feed back to the larger kingfish. Smaller live baits would be quickly eaten up by the smaller kingfish, giving us little chance in barbing a big tournament winning kingfish.” “That’s when that big four-pound live bluefish became our ace in the hole. After free lining that big bluefish past that school of smaller kingfish, a much larger kingfish was waiting to eat our bluefish. It was a pretty uneventful fight as we had the drags set pretty tight. We had the

just in time for the tough economy, there is a wave of new fishfinders available lately. These are stand-alone sounders, not part of a network. New boat sales are way down now, but there are a lot of people doing upgrades to existing boats and a new fishfinder would be a likely replacement or addition to the console without the expense of installing a totally new networked system. Do you need the peripheral equipment that is available with a network, like satellite radio and weather, or do you need a better fishfinder right now to stay in the tournament standings?

Any of these sounders could be built in, but they could be mounted in a bracket to save installation costs of cutting in to the dashboard material. For spending on a big upgrade you get the latest in digital signal processing, which gives you a clearer picture of fish near the bottom and the bottom structure. Fish in a school will be separated and more identifiable as individual targets. GARMIN The Garmin 400C is a budgetminded, but full-featured fishfinder. Although the four-inch screen could not be called huge, it is full-color QVGA. And with the

500-watt dual frequency transducer option, you can expect it to work in 1500 feet of water. List prices vary with options but, for under $400, this sounder could be carried as a spare. Serious offshore people who worry about losing all navigation equipment if an entire networked system goes down would consider this sounder and a hand-held Garmin GPS/plotter. The 400C is CANet compatible to display the fishfinder data on a compatible plotter screen. If the price is your only concern, consider the Garmin 250C, which is grayscale; not color. You can still have a dual frequency transducer to

reach suitable depths and pay less than $300. RAYMARINE The A-series of stand-alone chart plotters and fishfinders now has the digital technology that was introduced first by Raymarine a few years ago. Taking another step ahead, Raymarine also offers a “fan-beam” transducer to get an extra-wide-cone-angle look around your boat. These A-series units are available with 5-inch, 5.5-inch and 6.4-inch screens, and come with varying amounts of Navionics charts already installed in memory. ANGLER | February 2009

FURUNO Furuno has a long history of building stand-alone fishfinders for the commercial fishing industry, and they just introduced a couple more of these totally professional machines with the very newest digital signal-processing circuitry. The FCV-295 has a 10.4-inch LCD screen and a list price of $2,995. The FCV-1150 has a retail handle of $4,595, but it can see through to Australia from here. Seriously, you get the advantages of the new digital circuitry and all of its filtering ability. This new ability, when applied to a function like white line, gives a separation of bottom fish from bottom structure that is like diving down there yourself with a flash light. If one of these large-screen, high-powered fishfinders is in your sights, a new feature is the adjustable frequency and adjustable power output to match it with your existing transducers or your fishing requirements. Or perhaps you need to use it with an old transducer until you can haul and install a new transducer later. Power can be 1, 2 or 3kW and frequency can be February 2009 | ANGLER

The basics of the discussion would be that you may prefer a radar from one company, a fishfinder from another and a plotter from another company, etc. You may also consider that a power supply failure in a network may disable all the pieces of that system. However, a network allows you to have a large screen on a small console, and you get the freedom to display whatever function is important to you in a large picture at any time. You can also do split screens, picGarmin 400c ture-in-picture and track several functions at once. NETWORK SOUNDERS If you are following the network systems, you’ll see the sounder boxes being tweaked, but the state of the art now is still the low-power of the Simrad and Lowrance broadband sounders from Navico, the rounding out of the Furuno Navnet 3D sounder line-up, (where the chart availability and product delivery is the big news.) At Lowrance (now part of Navico) the new screens and new radar are the hot topics. Raymarine recently increased the power output of their networked sounder boxes. There is a re-vamped version of E-series and C-series networks coming out soon, but I don’t think the sounder module will change substantially. Exactly one year ago, I commented in an article in Angler magazine that there were not any new standalone sounders, and all the development was in the networked sounder black boxes. It’s interesting that this season the cycle has come around to newly-announced fishfinders that are independent of networks. It’s also interesting that in a slow economy, there are still new electronic products being introduced and you always get plenty of choice to at least study if you can’t afford to buy right now. ■

SI-TEX The new Si-Tex CVS-126 is the latest stand-alone fishfinder in generations of 5.7-inch Si-Tex sounders. Digital technology is at work here, too. With a list price of only $999 and a maximum depth of 2,800 feet, this machine has many featured details like snapshot memory of hotspot images, and fish alert beeps that sound off when a new echo image appears at the right side of the screen. You may have heard that Si-Tex’s parent company, Koden, will use the Koden name more often now, but it really does not make for any large-scale changes in the staff or products at either end of the companies. The Championship, for staff, begins right after Labor Day. Eleven weeks of logistics go into the event, from making sure all the prize boats and motors are ready for delivery to ordering tents and port a lets, to facilitating party planning. There are several people who make it easier in Biloxi including the Palace Casino Resort’s GM Keith Crosby and the Isle of Capri’s Bobby Carter. Frankie Dugan secures the marina slips and Danny and Lori Patilo from Gorenflo’s Bait and Tackle stock up to supply

the fishermen with what they need to get on the water. Mike Moore at the Mississippi Development Authority is a great help, too. Anthony and Rebecca Toups help us with the food and other logistics leading up to the event. All of these individuals and their staffs help us to make your experience at Nationals the best it can be. Still, a work force of nine SKA staff plus another nine recruits travel to the site to make it all happen. We arrive in Biloxi Sunday afternoon in time to direct the tent crew where to erect the 30x30 tent used

for the Kingfish Boutique adjacent to the SKA sales trailer and office. Then we get settled in our rooms. Monday morning, bright and early, we hit the ground running. Most of the guys offload and assemble the floating docks while another crew tows Rusty David’s barge to the Palace face dock. When these tasks are completed separately, the floating docks are towed to the barge and anchored. Meanwhile, back at the big tent, the ladies form an assembly line to stuff 400 captain’s bags with line, lures, hooks, pliers, towels, and

dozens of other items. Meanwhile, 135 tables, 1,000 chairs, and the stage have been delivered. It’s time to unfold and place the tables and chairs in anticipation of the Captain’s Meeting on Thursday. The sponsor booths are designated and equipped with the appropriate tables and chairs as well. Prize boats arrive that day and the shrink wrap needs to be removed and the boats prepared for attendees’ admiration. Finally, the port a lets arrive and, once in place, we retire for the evening. Tuesday comes too soon and at 8am all 18 of us are back at the Palace Casino site for more work. Some of the guys hang all the banners and lighting while others prepare the stage with lights and sound. Still others are assembling the scoreboards and constructing the ramp from the barge to the dock. The ladies are busy inventorying Nationals merchandise and stocking the Kingfish Boutique and sales trailer. We all help sponsors with their booths as they arrive. We quit at five that evening and

rush back to the Isle of Capri for the Blackjack Tournament. Wednesday is the first day of registration. All the merchandise needs to be stocked and the computer for registration needs to be set up for teams to check in and pick up their boat number and captain’s bag. Both the boutique and registration close promptly at five so that staff can be on hand for the Lava Bar Party, gas give-away and sponsor parties. There’s also a Texas Hold ‘Em Tournament. We quit close to midnight. Thursday morning registration opens at 10am. The food is being prepared, the tables covered, awards arranged for distribution, and general policing of the grounds. At the end of the day, nearly 300 teams were recorded into the membership director, Loreen Berlin’s, system where they received a boat number and captain’s bag. They also had an opportunity to buy a raffle ticket and most stopped by several sponsor booths to view new products or ask questions. At five o’clock the Welcome Party kicked off with a meal of pulled pork, beef brisket, dirty rice, cole

slaw, rolls and soft drinks. A cash bar is available. SKA Managing Partner, Jack Holmes, takes the microphone at 6:30 to recognize our sponsors. In addition to Sponsor Awards, there were presentations of Special Awards including the Director’s Award, Sportsmanship Award, and the Lifetime Achievement Award. The 2008 “Rookie of the Year” Award was presented to Mike Jiran who fished Greenbacks. He received $1,000 in gift cards from Boater’s World Marine Centers. The Captains Meeting followed immediately with the announcement of a format change due to the inclement weather: This Nationals would be a two-fish aggregate as always, but teams had a choice to weigh two fish on day one, two fish on day two, or one fish each day. The announcement was met with applause. Then came the Annual Divisional Awards presentation: top five places in the Open Class, top three places in the Class of 23, top Ladies, top 3 Juniors in each division, top Seniors, and overall Top Lady, Top Junior, and Top

Senior. The Top Angler of the Year Awards followed. After dinner, the Captain's Meeting and Awards, the SKA team policed the grounds. Up at five on Friday morning to check out the boats. Then it’s off to breakfast before returning to the site to take all the tables down, stack the chairs, and clean the property. The weigh-in site is prepared including setting up and calibrating the scales, getting the sound running, and setting up the scoring tables and computer. Daniel, SKA webmaster, sets up for and tests the live webcast. The boutique opens at noon to the general public. Scales open at three and all boats must be checked in by five, which is mostly dark at that time of year. As the fish are weighed, scores are entered on the Web site and written on the scoreboards. After the last fish is weighed, we pack everything up and head back to the room for a much needed rest. Saturday we’re up at five again to check out the boats. Then it’s over to the weigh-in site to set up once again. But tonight we will have National Champions! After

the last fish is weighed, scores are verified and handed to press on site and e-mailed to other news outlets for them to pick up in the morning. Everything has to be packed up again for the night and the grounds policed. Deona still has four or five hours of work left verifying scores, writing prize checks, filling prize certificates, and putting it all in award sleeves. She gets to bed at midnight. Sunday morning we’re up by six to get the prizes out of the trailer and arranged in order near the stage. At 8:30am the awards ceremony gets underway and an hour later the tent is finally empty. For the next four hours we undo all the work we did just six days ago: docks come out of the water, trailers are packed, scoreboards are disassembled and stowed, and banners and lights are removed. Everyone participates in a thorough cleaning of the grounds and by two o’clock we’re on the way home. It’s often overheard from team members that Nationals is the most exhausting, and most fun, week of the year. ■

Apparently we have several teams this year that went the extra mile just to travel here. Barry Matthews of The Right One Baby fishing team combined forces with Jamie Wallace’s Rugman team for the Nationals. They pre-fished Monday and had no trouble finding bait and put a bead on some good fish. Just the fact that their boat is in the water is a testament to their never-say-die attitude. On the road to the Nationals on a ramp at exit 67A in Atlanta at the I-20 / 285 exchange, they hit a bump or a dip and their 33T Contender came completely off the trailer. After preliminary inspection, he hired two cranes to lift the boat back onto the trailer and continued on to Biloxi. They put her in the water, fired her up, and all components were working. Aside from some cosmetic damage, the boat is running fine. Three hours earlier, Michael Kennedy’s Simply Storage team’s 31 Contender came off the trailer at the same spot. They had a wrecker put the boat back on the trailer, rebuilt the tongue and were back on the road to Nationals in three hours. The team arrived in Biloxi Sunday about 11:00 and had her in the water about 1:00. Aside from the cosmetic damage, their boat is running fine, too. Sunday, the On The Brink team had truck trouble just outside of Savannah. Kelley Clements told me, “I didn’t make it 30 minutes from home on I-95 and the engine redlined. I finally got it stopped on the side of the road. We hooked the boat up to Steve Fischer’s truck and they continued on while we waited for the wrecker. I had just installed a new toolbox in the truck with rodholders, so while we waited we pulled all the stuff off the truck, as well as the luggage. The wrecker came and hauled off the truck and there we were sitting on a toolbox, on the side of I-95, with all of our luggage. We got a few looks.” Tracy Shaw came to pick them up and they continued to Biloxi. 22

FishSmart Program Huge Success! ■ by Jack Holmes

As most

of you know, fishery management leaves a lot to be desired. Managers are always being accused of using voodoo science and user groups each have different opinions on what’s happening on the water. When decisions are made, fisher people from all segments come out of the woodwork and meetings turn into shouting matches. Not a pretty picture. I was contacted in early 2008 about serving on a committee called FishSmart. In 2007, the Gordon and Betty Moore Foundation funded a team of scientists and representatives from the American Sportfishing Association, a trade group representing fishing tackle and boat manufacturers, to assess the potential of a new approach that can incorporate multiple stakeholder viewpoints in the management process. The project sought to increase the quality of marine recreational fisheries by reducing the impact of recreational and commercial fishing while still maintaining a quality fishing experience thru a combination of changes to regulations, angling practices, and thru the development of new tackle. At the heart of this aim is the important goal that fisheries management will be more likely to achieve its goal of sustainable fisheries if all stakeholders contribute and are more fully engaged at multiple stages of the management process. The FishSmart project was overseen by a national steering committee that includes representatives from State and Federal government, angling organizations, trade groups, environmental NGO’s, and academicians. The project by the Moore Foundation had two central objectives. First, seek to document and analyze marine recreational fisheries around the nation to identify changes in harvest patterns and to identify characteristics of species that might February 2009 | ANGLER

make them particularly responsive to changes in recreational fishing activity. Second, to identify a target species that could serve as a case study for the development and testing of a stakeholder driven process designed to explore and recommend options for improving the quality of marine recreational fisheries for the target species. Following extensive review of candidate fisheries, the steering committee endorsed the selection of the king mackerel fishery in the southeast Atlantic as the first system in which the FishSmart

For the better part of six months we diligently met and came together as a group. Ben had great input from the commercial side with catch records going back to the 70s and we had tournament records going back years. Both were instrumen-

tal in us reaching conclusions. At no time were there arguments or objections. We had a job to do and, thanks to our steering committee, we achieved our goal. If only all fisheries could be managed in this fashion, however we did come up with a model for other species. Our goal was to present our plan to the South Atlantic Fishery Management Council at their meeting on December 4th in

Wilmington, North Carolina. Members of the steering committee and Eddie Cameron and John Adair expertly presented our plan. Unfortunately, the mackerel committee decided to leave the quota status quo before we got to present our findings. There’s nothing wrong with that because a ten million pound quota can never be reached. The presenters were asked many, many questions and overall our work was met with great enthusiasm. They could even go back and institute our recommendations. It would certainly be in the stocks’ best interest. Our workbook that was developed thru out our meetings was close to 1,000 letter sized pages of user and facilitator discussions. The models prepared to help us reach conclusions were well over 100. So what were our final recommendations? Based on our process, the workgroup developed 17 consensus recommendations that seek to improve the long-term sustainability and quality of Atlantic king mackerel fisheries. The workgroup made three specific recommendations for the recreational fishery that seek to avoid the Atlantic king mackerel stock from becoming overfished or experiencing overfishing, while maintaining a year-round fishery. The recommendations are: • 8 million pound annual total allowable catch, and a two-fish

per angler daily bag limit for the recreational fishery. • 8 million pound annual total allowable catch, two fish per angler daily bag limit, and a 28" minimum size limit for the recreational fishery. • 8 million pound annual total allowable catch, and a 32" minimum size limit for the recreational fishery. Remember, the commercial sector receives approximately 30% of the total allowable catch. The entire SKA tournament trails kill 250,000 pounds of fish annually. So even with over 5 million pounds in the recreational side, we could never even come close to those numbers. However, if we did, the resource would still be sustainable. To improve the ability to manage this specie in the future, the workgroup also recommended four management principals be adopted.

The Atlantic and Gulf Councils should consider the effects of fishing on the stock in Mexican waters in their future stock assessments. The council should consider the Gulf of Mexico king mackerel stock as well as the Atlantic stock before any adjustments are made to the Atlantic king mackerel stock quota. Mixing zone allocation decisions should be informed by a stakeholder process and based on a comprehensive analysis of the underlying biology of the two fisheries. Decisions affecting the Atlantic king mackerel fishery should be considered in conjunction with the Gulf king mackerel fishery before changes in management are made. The councils stakeholder process should be expanded to include a more direct and interactive stakeholder driven process that seeks to improve input in developing scientifically-based management

advice and exploring potential consequences of alternative management actions, such as the FishSmart process, to guide the Council’s management decisions. In talking with many members of the SKA, my observations dictated sound conservation practices. No one wants to see a declining fishery. However, over the years thru member input, our tournament practices are superb. The membership is to be congratulated. The fish stocks of the king mackerel are near record levels. Remember however, some will insist that we’re still not back to pre1980s levels. They could be right, but before you agree with them a study needs to be made on the impacts of the oil fields in the Gulf of Mexico. It is believed by some that the annual migration of fish stocks in the upper Gulf do not occur because of the increased food supply that inhabit the oil and gas platforms.

Jim Oppenborn, the St. Lucie County Marine Resource Coordinator, announced the SKA now has an artificial reef named after it. He announced, “The Southern Kingfish Association has been a great benefactor to the artificial reef program. After hearing from the advisory committee we have decided to rename Reef A the

“SKA Reef.” The coordinates of the SKA Reef, deployed on 5/11/06, are 27˚24.132N, 80˚01.114W. This is the artificial reef closest to the Civic Center Reef, lying about 60 yards to the southeast. Reef A was chosen by the Advisory Committee because of its proximity to the Civic Center Reef, known for holding bait which kingfish anglers can use when in the area. SKA has always taken the monies collected

from the sale of fish in tournaments it produces in Fort Pierce, Florida (St. Lucie County) and donated it to the Artificial Reef Program. “We are very pleased,” said SKA Managing Partner, Jack Holmes. “We believe that something should be given back to the resource. Our partners and tournament directors do a great job raising over a million dollars a year to local charities and marine enhancement programs.”

Many of you also believe that not all king mackerel migrate, especially those who fish North Carolina waters. They report that big king mackerel are caught in November and December. Observations by avid king mackerel fishermen need to be explored. We know a lot about the specie, maybe more than any other fish stock, but there is still much to be learned. FishSmart proved to me that by bringing user groups together, fish stocks for all species can be managed in a much more efficient manner. This is a special tour of five events held in prime locations from the Carolinas to Louisiana. It is the toughest test of team skills in any fishing contest in the world. Not only do these highly skilled contestants have to fish in unfamiliar waters but in all types of sea conditions.
