GOA’S TRANSPORT STALEMATE
Public transportation in Goa has long been challenging, marred by inefficiencies and limited options. The arrival of app-based taxi services promised a much-needed solution, offering tourists more reliable and affordable travel options. However, the resistance from local taxi drivers has made it nearly impossible for these services to operate smoothly, turning what could have been a boon for travellers into a prolonged struggle. As this conflict continues, the hope for a reasonable and effective public transport system in the state remains elusive, with no resolution in sight.

Parking, or rather the lack of it, is a growing concern as the number of vehicles entering the city daily far exceeds the available space. This results in chaotic parking situations, further complicating the already congested roads. An improved public transport system, including more reliable city buses and appbased taxis, could alleviate these issues significantly.
The state government is trying to address the ongoing public transport issues, but the local bus and taxi operators continue to impede progress. Understandably, these operators and their families rely on this business for their livelihoods, making it a significant challenge for the government and administration to enforce changes. Compounding the problem is the influence of political patronage. The local taxi and bus unions hold considerable sway in the political l a n d s c a p e , r e p r e s e n t i n g a substantial portion of the local vote bank Their ability to disrupt commuting and business activities gives them the power to resist new policies This raises a critical question: Who is to blame? The state government, the local politicians who protect their voter base, or the people themselves, who resist the very developments that could benefit the state?
Certain questions seem destined to remain unanswered, often for the perceived greater good of society. The demand for an efficient public transport system in Goa is undeniably genuine. Such a system would reduce traffic congestion and curb pollution, making

However, the challenge remains with the old, overcrowded local buses that are still in service Despite their decrepit condition, these buses continue to run, and the reasons for their persistence, rather than being replaced by the new Green Buses, are known only to the locals and the administration. This resistance to change raises yet another set of questions about the future of public transport in the state. The final question is, will an efficient public transport system ever become a reality in Goa? If so, when and how? What is the ultimate solution that can satisfy local bus and taxi operators while also providing the state with the modern, efficient public transport it desperately needs? There is a proverb in Hindi “Sona Aag Me Tapkar Kundan Banta Hai” which means that one has to go through trials and tribulations in life to achieve purity and greatness. This saying metaphorically expresses the idea that just as gold is refined and purified through intense heat, people too become stronger, wiser, and more valuable by facing challenges and hardships in life. Difficulties and struggles are seen as a way to test and improve one ' s character, leading to personal growth and the development of resilience. The journey of Tanmay Kholkar is one such example of victory through hardship and consistency.
Tanmay, was born and raised in the quaint town of Raibandar, nestled close to the bustling capital of Goa. Growing up in a middle-class family, he witnessed firsthand the dedication and hard work of his parents, who lived with limited means. Inspired by their perseverance, Tanmay set his sights on the business world from a young age. His relentless drive and determination have since propelled him to become one of Goa's most prominent real estate developers, with his brand, Manas Developers, now a cornerstone of the state's market Actively involved in community related organisations, Tanmay is on the b o a r d o f t h e m a n a g i n g
and South Goa Tours,' which is now well-known in the state's travel and tourism industry. I believe the gift of public relations that I possess comes from him. Today, he's retired and enjoying his life to the fullest."
"This story wouldn't be complete without acknowledging the incredible influence of my mother on who I am today," he continued. "As a schoolteacher, she was the one who really pushed me towards business—more so than my father. I call her 'Jhansi Ki Rani' because she did things that weren't expected of women at that time. She was a go-getter, unstoppable once she set her mind to something I still remember when we had a Lambretta scooter My father would drop all of us—my brother Samarth, my mother, and me—on that scooter But the road to school was so steep that the scooter couldn't carry all four of us, so we’d have to get off and walk until the incline was over, then get back on. This motivated my mother to buy her own twowheeler. Despite objections from the family, she went to the bank, took out a loan, and paid it off through her salary. She was completely independent and soon bought a car. When I decided to venture into business, s h e s u p p o r t e d m e wholeheartedly, saying, 'Go ahead, we are all here to support you.' She taught me not to fear failure because victory comes after it."

The buildings along Dayanand Bandodkar Road in Miramar always fascinated me. My father used to tell me that this is one of the most expensive areas in Goa, home to the rich and famous. That inspired me to set a goal: to create something that would leave a lasting mark in Goa's business community."
When you decide to embark on any venture, you often have the image of your role model guiding you. Tanmay was no different. "In business, I look up to many who have made their mark in the industry. The business and real estate stalwarts of Goa have always been my role models," Tanmay shared. He entered the business world with a blank slate, driven solely by a dream to excel and succeed. "That's why I take full responsibility for both my successes and failures. Blaming others for my failures isn’t my style. Although I started with a lot of zeal, I soon realized that business is not as easy as it seems—it's a capital-intensive game. That realization led me to start my journey as a contractor. In this, my father's contacts and networking were invaluable, especially when no one was willing to give me work in the beginning. I started with odd jobs like repairs and waterproofing."
A father of two, Tanmay is incredibly proud of his two children, Manas and Kaya Tanmay’s story is a testament to the power of resilience and the belief that true greatness is forged through life's adversities.
"My father was a bank employee, a n d m y m o t h e r w a s a schoolteacher. We come from a very humble background, with no history of business in the family," Tanmay shared. "But over time, I learned that my father had once tried his hand at business He started the first private tours in Goa under the name 'North Goa
"I still remember how my father would always encourage me to join the bank after completing my education, but I never agreed to it," Tanmay recalled. "I prefer roles where I can take initiative and lead, rather than simply following directives. That's a fundamental trait of any entrepreneur. I always wanted to lead, to run an organisation, and that drive ultimately pushed me to start my own business."
Tanmay's educational journey began at Bal Bharati, followed by his years at Dhempe College in Miramar. "My focus wasn't so much on academics but on doing business with passion for the

Reflecting on the challenges of the business world, Tanmay candidly spoke about the losses he incurred due to his trusting n a t u r e , w h i c h m a d e h i m vulnerable to exploitation by opportunists. "I’ve always had a tendency to trust people easily, and that has cost me financially," he admitted. "But being a strong believer in God and destiny, I now see that the challenges I faced and the losses I incurred pale in comparison to the growth and blessings I’ve received today, thanks to God's grace and destiny."
He continued, "I didn’t have the financial backing to absorb the shocks of those losses. My father stepped in to help, using his savings to support me and even helping me secure a loan from the bank by offering his surety. We didn’t own a single piece of land back then, and when I look at where I am today, with so many projects under my belt and owning real estate that’s mine, I feel an immense sense of pride and gratitude toward God and my family, who made it all possible."
Tanmay’s journey from having nothing to achieving remarkable success is a testament to his resilience. "There are always ups and downs in business, but the key to success is staying in control and facing every situation with courage, " he emphasized Despite the challenges, Tanmay maintains a positive outlook on life. "When I feel down or lost, I look out of the window and remind myself how fortunate I am compared to those who have nothing and carry the burden of life, believing it's their destiny God has always been kind to me, and the moral support from my family is something that can never be replaced by anything in this world."
Today, Manas Developers stands as a landmark in Goa's real estate industry, but Tanmay is quick to acknowledge that the journey wasn’t easy. "When someone asks me the secret of my success, I tell them it’s simple: Striving every day."
Starting his journey in the business world alone, Tanmay gradually built a strong team around him. "There was a time when a friend questioned why I had so many staff members when he was doing more business with fewer people. But I believe in delegating work

Beyond business, Tanmay is also c o m m i t t e d t o s u p p o r t i n g education, particularly for students in need. "I’m a member of the Rotary Club of Panaji Midtown, and at one point, they made me the president of the education grants committee I held that position for more than eight years and witnessed firsthand the struggles students and their parents go through just to secure a decent education. I still remember the efforts my parents made to provide me with the resources I needed to get educated, and now I feel it’s time to give back to society by offering educational support to as many as I can. Tanmay's journey from a solo entrepreneur to a successful
Difficulties and hard times are inevitable, no matter how successful one becomes. Tanmay, too, was no exception to this rule. When I asked him about the most challenging period of his life, he shared an inspiring story that truly reflects his resilience. "Yes, there was a time when everything seemed to be falling apart, and I felt utterly powerless to control the situation. The only option was to turn things around and find a way out," he began, taking me back to a critical moment in his life, right after he had just gotten married.
"This wasn ’t related to my marriage, but rather to a business deal that went wrong I was deeply involved in contract work at the time, and my wife Krupa, who came from a business family in Baroda, decided to step into my business to support me As I mentioned earlier, I had made some poor decisions back in my life by taking on bad contracts, and I accept full responsibility for that It was the most difficult period of my life—I had sleepless nights and didn’t know what to do as suppliers lined up at my door for payment, while I wasn’t getting paid on time. I reached a point where I felt completely hopeless, unable to see any way out."
Despite the overwhelming negativity, Tanmay found strength in the unwavering support of his wife, Krupa. "She was with me through it all, giving me the courage to believe that this phase would pass, even when I couldn’t see any silver lining. I knew one thing for sure—there’s always light after darkness, and I decided to fight back."
The first step he took was to face the situation head-on. "I called all my suppliers and proposed a onetime settlement I borrowed money from banks and my in-laws to pay them off. God was kind, and He saw my struggle, allowing me to bounce back."
What Tanmay shared next was something only a few close family members knew. "After things started to improve, I called all those suppliers again—the ones who had accepted the one-time settlement out of necessity—and I paid them the remaining dues they never expected to see. Of course, it took time; it didn’t happen overnight, but once the money started coming in, I made it a priority to repay them. I still feel immense gratitude toward those suppliers who stood by me during that difficult time. They accepted the settlement without tarnishing my reputation in the market, and when it was my turn to pay back, I did just that. I believe that this integrity and commitment to my word are what have shaped me into who I am today."
After years of building his empire through sheer determination, hard work, and honesty, blessed by the almighty, Tanmay felt it was time to give back to society and create a strong brand presence f o r h i s c o m p a n y , M a n a s Developers. This drive led him to invest in community projects, including a cricket team and a club, to further his commitment to social responsibility and brand building.
When I asked him about these endeavours, he explained, "I approach every project with meticulous attention to detail, ensuring that each one becomes a landmark in the state of Goa. I don't believe in cutting corners to make more money, and that's the reputation Manas Developers has built in the market. We deliver quality projects on time, every time."
In his efforts to create a brand identity for Manas Developers, Tanmay was determined to do it right. "I wanted to project our values and integrity accurately while building the brand. At the

Beyond beautification, Tanmay's passion for cricket also drove him to invest in nurturing young talent in the sport. "I'm very passionate about cricket, and while I can't be a part of any cricket team at this age, I can certainly give back by supporting young talent," he said. As a member of the managing c o m m i t t e e o f t h e P a n a j i Gymkhana, Tanmay seized the opportunity to invest in a cricket team when the Panaji Cricket League was introduced "I immediately grabbed the opportunity to own a team, and that's how 'Manas Mavericks' was born. It's now part of the Manas Group family."
Through these initiatives, Tanmay has not only enhanced the brand identity of Manas Developers but has also made significant contributions to the community. His efforts reflect his belief in creating lasting value, both in business and in society. Tanmay's vision for Manas Developers is clear: focus on excellence in real estate without diversifying unnecessarily “Manas Developers is a brand that offers a wide range of choices to people looking to invest or buy properties in Goa," he shared. “Our honourable Chief Minister, Dr Pramod Sawant, envisioned a budgeted scheme for Coding and Robotics in Goa,” shared Dr Vijay Borges, noting that this initiative took root in 2020 with the
i n t r o d u c t i o n o f t h e N e w Education Policy (NEP). “The NEP h i g h l i g h t e d t h e n e e d f o r computational, mathematical, and design thinking skills at the middle school level on a national scale While it was still in the policy draft stage, our dynamic CM took the bold step to implement it immediately. I must say, Goa is the first state in the country to have a budgeted
scheme for school education.”
Dr Vijay elaborated that the scheme is specifically designed for students in classes 6 to 8. “The focus on middle school is intentional, as it’s crucial to nurture the developing minds of students during this growth phase. A strong foundation at this s t a g e w i l l f o s t e r s t r o n g personalities in the future,” he emphasised.
He also spoke on the significance of the initiative taken by Prime Minister
S h r i N a r e n d r a M o d i “ O u r honourable Prime Minister has taken a decisive step by implementing the

Computing and robotics represent the future of the tech industry, and to achieve self-reliance, we must innovate and develop our products and services. We must cultivate indigenous technology.”
The implementation of Coding and Robotics in middle schools aims to equip students with the skills to tackle problems and devise solutions. "As students engage with this program, they begin to activate their analytical
minds, developing multiple solutions for a given problem," explained Dr. Vijay Borges. "This is where the training truly comes into play. Once this foundational stage is established, the next challenge was determining the path forward," he continued. Dr. Borges highlighted that the scheme is currently exclusive to government and governmentaided schools, with private educational institutions not yet participating. "At present, we are covering nearly 444 schools across Goa under this initiative," he noted.
The Coding and Robotics program is structured into two sections: an elective and a regular curriculum. The regular curriculum is taught by the existing computer teachers in schools, while the elective curriculum allows students to choose courses based on their interests or career aspirations. "Currently, we have over 60,000 students being trained under this umbrella," Dr. Borges shared. Reflecting on the program ' s
rollout, Dr. Borges mentioned that the implementation began in 2021, "We decided to launch this new scheme using the existing infrastructure and resources, which led to computer teachers taking on the task. Integrating the s u b j e c t i n t o t h e e x i s t i n g curriculum was the next step, and it was accomplished We also established an R&D team to ensure best practices and stay u p d a t e d w i t h t h e l a t e s t
technology," he said.
Remarkably, all the tools used for teaching and training students are entirely indigenous and developed in-house by their team. "We haven't relied on any external vendors for tools and educational kits. We are the only government organization doing e v e r y t h i n g
r o m s c r a t c h d e v e l o p i n g o u r hardware and software in-house. I can say with complete pride and
humility that we have become truly 'Atmanirbhar' in the real sense," Dr. Borges concluded. Speaking about the challenges encountered during the scheme's implementation, Dr Borges explained that after revising the curriculum, the next crucial step was to establish labs in schools, as the majority lacked any lab infrastructure "I want to reference an excerpt from Dr R N Bhaskar's book, where he
mentions that only 30 per cent of schools in our country have science labs," he noted. Another significant challenge was internet connectivity, as not all schools in Goa were equipped with internet access. "This issue was a major roadblock in the scheme's i m p l e m e n t a t i o n , b u t o u r Honorable Chief Minister stepped in to support, and today, we have internet connectivity in all schools. We currently have around 4,500 computers installed in 444 schools across Goa connected to the Internet and operating on the open sources Linux platform."
“We've also provided routers to each school, enabling wireless i n t e r n e t c o n n e c t i v i t y a n d eliminating the need for costly cabling," Dr. Borges added. He emphasized that each school has the freedom to choose its own Internet Service Provider (ISP), which promotes transparency and allows multiple vendors to participate, thereby preventing any monopolistic practices "I must say that we are the only state in the country that has developed the entire educational stack comprising hardware, connectivity, study materials—and now other states are reaching out t o u s f o r a s s i s t a n c e i n
implementing this model in their schools."
"Our entire software and study materials have been developed and coded by our engineers from Goa, without any external technical expertise. It's time to proudly declare ourselves as truly 'Swayampurna Goa,'" Dr. Borges concluded, adding that the next step is to extend this successful model to other states in the country and beyond.
Discussing the learning process and the approach to teaching Coding and Robotics in schools, Dr. Borges explained, “It's a p r o j e c t - b a s e d l e a r n i n g framework where students learn by doing. Everything is designed with drag-and-drop modules, so students don't need to be wellversed in coding from the start. As they engage with these modules, t h e c o d e i s g e n e r a t e d automatically, allowing them to
understand what coding is and how it works." He further noted t h a t t h e r e i s a n e l e c t i v e curriculum tailored for students who choose it based on their interests. "We've selected around 161 lead schools where the e l e c t i v e c u r r i c u l u m i s implemented. Students come to learn Coding and Robotics after school hours. Currently, this is being done in two batches, with teaching and mentoring provided by individuals selected under the ' Te a c h f o r G o a F e l l o w s ' program a fellowship initiative by the Honorable Chief Minister. We have already appointed 45 Teach for Goa Fellows and plan to appoint 45 more. These engineers are dedicating part of their time to this project."
Dr. Borges also mentioned that specialized Robotics Kits have been developed for the 11,000 students attending after-school classes to learn Coding and R o b o t i c s " T h e s e k i t s a r e specifically designed for the 161 selected schools and are capable of building multiple models with
different functions, depending on how they are assembled."
When asked whether Coding and Robotics is a mandatory or subscription-based course, Dr. Borges clarified that the program is divided into two sections: R e g u l a r a n d E l e c t i v e . "Participation in the regular curriculum is mandatory for all students, while only those with a genuine interest opt for the elective curriculum. We have more than 11,000 students e n r o l l e d i n t h e e l e c t i v e curriculum."
Regarding the possibility of extending this course to the 9th grade, Dr. Borges stated that this decision rests with the education department. "We are currently focusing on grades 6 to 8. The 6th and 7th grades are already part of the program, but we couldn't include the 8th grade due to COVID-19 during 2021-22 However, we plan to launch it next year, " he explained "The prospects for students in the elective curriculum will depend on the career paths they choose."

Born into a defence family and having journeyed across various states during her formative years, Sanchita Bannerjee Rodrigues eventually found her roots in Goa after marrying a Goan. Her diverse experiences, from her studies to working with an Italian multinational company, have shaped her into a multifaceted individual. Today, while she thrives in the hospitality industry, her true passion lies in animal welfare. As the driving force behind the PAWS animal shelter in Panaji, she dedicates much of her time and resources to the well-being of stray animals, embodying a life of compassion and commitment. When Sanchita Rodrigues first arrived in Goa after her marriage, she quickly realized that job opportunities in the state were limited, with hospitality and mining being the dominant industries. "I decided to join the hospitality industry since mining was not my cup of tea," she recalls Sanchita began her career in hospitality as part of the pre-opening team at Goa Marriott Resorts, starting as the Business Incharge of the Business Centre. Despite it being her first foray into hospitality, she successfully navigated the challenges and completed six years at the Marriott before moving on to the Entertainment Society of Goa (ESG) in 2004.
“It was the first IFFI in Goa, brought by Mr. Parrikar, and I was part of the team setting up the cell,” Sanchita shares, explaining that she was on a one-year contract. Once her time with ESG
concluded, she joined Cidade de Goa, where she remained for seven fruitful years before transitioning to Vivanta Panaji. Her tenure at Vivanta was brief, as she was soon called by Mr. Parrikar to join his office. When he was appointed the Defense Minister, Sanchita moved with him to Delhi. However, when Parrikar returned to Goa as Chief Minister, she chose to stay in Delhi and took on the role of Officer on Special Duty (OSD) for Ms Smriti Irani. After nearly eight years in government service, Sanchita decided to return to Goa, driven b y t h e h i g h b u r n o u t s h e experienced.
Upon her return to Goa, Sanchita found herself back at the beginning, seeking a position in the hospitality industry. “I went to Marriott and Taj with my résumé in hand, and within a couple of hours, Anmol [Anmol Ahluwalia] called me to meet him," she recalls After completing her cooling-off period, she joined Fort Aguada Beach Resorts under Anmol Ahluwalia's leadership "I've always been in the sales department," she notes, "but during that time, the hotel was opening three restaurants, and they asked me to move into the PR and Marcomm department.”
"In 2004, I became a Trustee of the PAWS Animal Shelter and began taking on a larger role in animal rescue and welfare," Sanchita Rodrigues shares,
reflecting on her deepening commitment to the cause. She became particularly aggressive in fundraising efforts, recognizing t h a t t h i s w a s c r u c i a l f o r supporting initiatives like animal r e s c u e a n d

n "Fundraising was a major challenge, but I feel I'm quite good at it. The state government only funds sterilization, so all other expenses for procedures have to be covered by us."
Sanchita's journey in animal welfare was not without its challenges. She faced significant hurdles, opposition, and backlash f r o m t h o s e w h o w e r e unsympathetic to the plight of stray animals, often viewing them as dangerous. "When we went for rescues, people would start fighting with us," she recalls. "It took a lot of time and patience to educate people that we would handle everything and that they didn't need to do anything." A turning point came when the government passed a law mandating that every district must have a District Society for Prevention of Cruelty to Animals (DSPCA), with the district collector serving as the de facto chairperson. "This law was a huge relief for us. It made people more cautious about harming stray animals, as the collector could now issue orders, and the police would take appropriate action against culprits."
In 2003, the Panjim Municipality
launched "Mission Chaka Chak," an initiative led by thenadministrator Sanjit Rodrigues to clear dustbins from the city and keep Panaji clean. While this initiative reduced the nuisance caused by strays rummaging through garbage, it inadvertently led to an increase in dog bites as the animals, deprived of their food source, became more desperate. This prompted PAWS to expand its shelter and intensify sterilization efforts to address the growing issue Sanchita's leadership during this period was instrumental in transforming the landscape of animal welfare in Panaji, balancing the needs of the community with the well-being of stray animals.
When asked how she managed to balance a full-time job with her dedication to animal welfare, Sanchita Rodrigues responded with a simple yet profound philosophy: "I believe that where there is a will, there is a way. You have to make time if you wish to do something you love " She shared how she would often pick up accident cases after office hours, dedicating her Sundays, off days, and holidays entirely to animal welfare. "Many times, before going to the office, I check on the cases I've admitted, and I do the same after work," she explained.
Sanchita's commitment extends beyond just her time. She actively appeals to people to donate old
linens, such as torn bedsheets, towels, old newspapers, and cartons. She has also built a network within the medical community to secure better rates for the shelter's medical supplies. "I even collect discarded linens from Taj properties around Goa. My car is always filled with old newspapers—on Friday evenings, I collect them from the office, and on Sunday mornings, I deliver them to the shelter," she recounted Her story is a t e s t a m e n t t o h e r t
s s dedication and resourcefulness, making a tangible difference in the lives of countless animals. As mentioned earlier, Sanchita devotes her entire salary to the welfare of stray animals. "I didn’t want to work just to feed myself—my husband is more than capable of taking care of me. I work so that I can spend that money on the welfare of stray animals," she explains. Sanchita passionately believes that everyone can contribute in their own way "All of us can do something within our power. If you wish to help, there are many ways—you can volunteer with us at the shelter, or donate things you no longer use for the welfare of stray animals. I believe that everybody can do something if they wish to," she concludes, encouraging others to join her in making a difference.

Salgaonkar College of Law It was here that his fascination with law began to crystallize into a profound commitment to justice and human rights. Today, Prasenjeet not only practices as an advocate but also pursues an LL.M in Human Rights and Science & Technology at Goa University, embodying his d e d i c a t i o n t o e f f e c t i n g meaningful change.

During his early days of college, Prasenjeet was actively involved in combating corruption within educational institutions, filing RTIs to expose unethical practices This commitment to transparency and reform caught the attention of Aahraz Mulla, then President of NSUI Goa, who invited Prasenjeet to join the organization Recognizing Prasenjeet’s drive and the impact of his independent efforts, Aahraz saw in him a valuable ally for NSUI’s broader goals.
One of Prasenjeet’s foremost concerns was the declining rank of Goa University and its implications for the quality of education. His determination to address this issue led him to focus on reforms that would benefit students and enhance the institution's standing His most
significant achievement in this regard was advocating for an amendment to the Goa University Ordinance Previously, students faced severe consequences for failing to clear their backlogs, particularly in law courses where the passing percentage was notably higher than in other disciplines. This rigid policy often left students stranded, unable to progress in their studies despite their potential Prasenjeet’s advocacy led to a critical change, allowing students to retain a backlog of up to five papers per year, thereby providing them with a fair opportunity to complete their coursework without being held back. This reform not only alleviated the academic pressure on students but also contributed to the growth of the university, including the establishment of an LL M section that significantly increased enrollment and academic opportunities.
The digital age presented both opportunities and challenges for Prasenjeet’s activism. While social media facilitated communication and mobilization, it also posed challenges in engaging students actively Prasenjeet’s efforts to rally support and foster a culture of advocacy were sometimes thwarted by the distractions and disengagement prevalent in the digital era Nevertheless, his resilience and commitment remained unwavering.

The concept of Kshetrapal is integral to Goan culture, where these guardian deities are considered protectors of the land and its people. Each village has its own Kshetrapal, enshrined in local

"Early people had faith in him and believed that he protected them and the village from problems and dangers of daily lives. So, as a mark of respect, they started this festival for the remembrance of the deity," explains Mahesh Gawade, a local resident who plays a pivotal role in the festivities. The origin of this tradition is humble, beginning with the offering of just one or two chickens, as the villagers could not afford much more. Today, with improved economic conditions,
the offerings have grown significantly. "This year, we had 55 chickens in total," Mahesh proudly shares.
The procession is a maleexclusive event, rooted in local beliefs that restrict women ' s participation in temple rituals From grating coconuts and chopping onions to roasting s p i c e s o v e r a s t o v e , a l l preparations are carried out by men. The 125th Year Of Vasco Saptah

Every year, in the month of July/August the quaint town of Vasco-da-Gama welcomes with utmost exhilaration the age-old festival of Saptah. This festival falls during the Sharavan period of the Hindu calendar and g e n e r a l l y c o m m e n c e s i t s ceremonies on the second day of Nagapanchami each year. This celebration has associated itself with a miracle that is known to have liberated the entire town from damnation. Some say that over a century ago, in the year 1898, Vasco was battling a crisis, a disaster bound to lead the entire town to its extinction, citizens believe it was plague or cholera spreading fast through the settlements.
During this period, a few humbled citizens journeyed to the temple of Lord Damodar in Zambaulim, South Goa. Praying for their town’s survival, they brought back a coconut given in the form of prasad (religious offering). Within a few days, like a miracle, the unfortunate curse was finally lifted from the city, and the outbreak died down in the f o l l o w i n g d a y s a f t e r t h e consecration of Lord Damodar in the heart of Vasco City. Hence, to memorialize and extend the township’s gratitude towards Lord Damodar, the people of this city hold an extravagant grandeur of festivities, annually, known as the stupendous Vasco Saptah.

Concerning this, a few of the other vendors claimed that Gobi Manchurian continues to prosper due to its soaring demand from consumers. Whereas, several of the Gobi Manchurian vendors had no say on this issue, while the o t h e r s c o u l d b a r e l y b e approached due to massive crowds flocking in and around their stalls. Despite the opposition and requests from multiple organizations and the residents of Vasco, the authorities yet again displeased the public by not delivering suitable results, abandoning the health concerns, and positioning the lives of Goan citizens at stake, rather than undertaking necessary actions. Everyone can and should do some form of exercise, even if they face severe limitations Experts have designed specific exercises for seniors that are low-impact, safe and able to be done even from a sitting position if necessary. If you're concerned about fall risk, balance exercises for seniors can be done holding onto a chair or doorframe For example, standing behind a chair, you can hold its back and lift one leg to about the height of the middle of the calf of the other leg while tightening your abdominal muscles. As you progress, you might try holding the chair with just one hand and eventually letting go of the chair. Even core-strengthening exercises for seniors can be adapted to those with limited abilities For example, a standard plank is done by holding yourself parallel to the floor with only your forearms and toes touching the mat. An easier version allows you to also place your knees on the mat. But a still easier method is to do the plank while standing and leaning forward. You put your elbows and forearms on a desk, table or wall while resting on the balls of your feet and keeping your back straight.
There are a variety of stretching exercises for seniors to suit people of different abilities. If holding poses on your hands and knees is out of the question, you could try a full-body stretch in which you lie on your back, straighten your legs and extend your hands along the floor past your head. Some stretches can be done while seated, such as overhead stretches and neck rotations.

When you exercise, you call on your body's cells to take glucose (sugar) out of the blood, which they do by becoming more sensitive to insulin, the h o r m o n e c r u c i a l t o g l u c o s e metabolism. That means your cells remain insulin-sensitive long after you're finished exercising. In July 2024, the finance minister Mrs Nirmala Sitharaman, presented the first budget of the new Government. As far as the GST proposals are concerned, they were largely brought in to implement the recommendations given by the GST Council at its 53rd meeting held recently.

ANALYSIS OF BENEFICIAL AMENDMENTS IN GST IN BUDGET 2024
In July 2024, the finance minister Mrs Nirmala Sitharaman, presented the first budget of the new Government. As far as the GST proposals are concerned, they were largely brought in to implement the recommendations given by the GST Council at its 53rd meeting held recently. This article envisages to critically analyse two of the proposals made in the budget, which are of paramount importance to taxpayers, since they offer substantial relief in very vexed issues.
It is important to note that at this time, the budget proposals are only proposals, and need to be passed by both houses, and need to receive the President's
a s s e n t , b e f o r e t h e y b e c o m e enforceable in law.
1.Insertion of Sec 16(5) in the CGST Act
2017
Trade at large has been deeply affected by the provisions of Sec 16(4) of the CGST Act. The section said that, taxpayers can avail input tax credit for any particular financial year, only upto 30th November succeeding the financial year. Thus, for Financial Year 2023-24 for egs, the last date for claiming GST input credit was 30-11-2024. This itself, was an extended date i.e. the earlier date was effectively 20th October. So, for the initial years i.e. for FY 2017-18, FY 2018-19, FY 2019-20, the time limit expired on 20th October after the respective year. Only for FY 2017-18 the date was extended till 31.3.2019 with some conditions.
Due to this, there were several cases of taxpayers having their input tax credit being disallowed, for not having claimed it within the above timelines.
The contention of the taxpayers was that they have satisfied all the conditions relating to claim of input tax credit, and mere delayed claim should not extinguish their right to the GST paid by them to the suppliers Further, there were cases where GST returns were filed belatedly, after the timelines above, wherein taxpayers contested the same saying that the credit had been “taken” in books of accounts well within timelines, and merely returns were filed belatedly, and such action should not extinguish the right of claim of credit.
To resolve this issue for three time periods i.e. FY 2017-18, 2018-19 and FY 2 0 1 9 - 2 0 , t h e b u d g e t h a s n o w introduced Section 16(5). Sub-section (5) is being inserted in section 16 of the CGST Act, so as to carve out an exception to the existing sub-section (4) and to provide that in respect of an invoice or debit note under the said subsection, for the Financial Years 2017-18, 2018-19, 2019-20 and 2020-21, the registered person shall be entitled to take input tax credit in any return under section 39 which is filed upto the 30th day of November, 2021. Thus, with this section, a large number of
demands under Section 16(4) of the CGST Act, for FY 2017-18, FY 2018-19 and FY 2019-20 can be resolved, provided the GST returns were filed upto 30.11.2021.
The main issue around this amendment is, is it too little too late. A large number of taxpayers have already paid such demands with interest due, to avoid further litigation. Very few taxpayers may have live demands which have been contested or appealed, at this time. So, the actual number of taxpayers who may benefit from this are few.
Further, the Finance bill has a clear provision that there will be no refund of the tax already paid or input already reversed, in such matters. Here too, there is an interesting issue: The provision debarring refund, only mentions TAX and does not debar the claim of refund of interest paid on such tax. Is this merely an oversight? Or a deliberate action?
We are certainly expecting a circular on this matter.
2. Section 128A of the CGST Act
The GST Act was introduced in July 2017, and brough seeping changes to the tax landscape. Not only was the law quite novel, it brought in some interesting concepts and also introduced heavy digitalisation of the entire process. As with every new law, there are always teething troubles right from portal level issues to deep issues regarding interpretation Due to this, several taxpayers have unwittingly made some errors while paying their GST dues for the initial years of implementation. Many of these errors have been due to lack of understanding or even portal issues. Due to these errors, such taxpayers are currently facing demands from the GST department, of tax, interest and penalty. For older cases, the interest amount even outstrips the tax due.
To provide relief to such taxpayers, the budget has introduced a quasi-amnesty section called Section 128A This amnesty will apply firstly only to demands of Financial year 2017-18, 2018-19 and 2019-20.
Secondly, the demands must have been raised only under Section 73 of the CGST Act i.e. for reasons OTHER THAN fraud, wilfulmisstatement or suppression of facts. Any cases of erroneous refund being demanded back by authorities will NOT be covered, however.
The third condition is that the demand must be at any of the below stages:
A. Notice has been issued under section 73, but order is not issued
B. Order has been issued under
S e c t i o n 7 3 , b u t o r d e r b y appellate/revisional authority has not been issued
C O r d e r h a s b e e n i s s u e d b y appellate/revisional authority but order by GST Appellate Tribunal has not been issued.
Practically, only in matters of FY 201920, one could fit into clause (A) above, since for FY 2017-18 and FY 2018-19, the timelimit to issue orders u/s 73 has already elapsed.
Secondly, serial number (B) has been curiously worded. It says that order must have been passed, but order by Commissioner Appeals must not have been passed. This clause is silent on whether an appeal should be existent or not. To elaborate, there can be cases where an order u/s 73 has been passed, no appeal is filed, neither any recovery has been initiated by the department. A plain reading of the law would suggest that even such cases would fit into clause (B), but it is very possible that the department would insist that only in cases where appeal has been preferred, Clause (B) is applicable.
Thirdly, all matters u/s 73 will get covered in clause (C) since the GST Appellate Tribunal is not yet formed.
If any case is fitting into above conditions, then if the entire TAX payable needs to be paid by 31.03.2025 and for such cases, entire interest and penalty will be waived off. This is certainly a huge relief given.
Again, the only issue is that those who did not litigate their cases and paid the dues, will suffer, as this section also has a provision that no refund of interest and penalty already paid, shall be granted. Another key point to note is that Section 128A says that only cases where TAX is PAYABLE, will be admitted under this section. Thus it can be interpreted that proceedings where only interest and penalty are due, Section 128A may not apply. If so, then it would be travesty since the entire intent of the section is to eliminate interest and penalty if tax is paid. We are awaiting for a suitable clarification on this.
The section further provides that it will also apply to cases where the original notice was issued u/s 74, and an order is passed or required to be passed by the proper officer in pursuance of the direction of the Appellate Authority or Appellate Tribunal or a court in accordance with the provisions Section 73 i e a case which was originally alleged to be under fraud/wilful misstatement or suppression of facts, and which was later held to be a case not having the above ingredients. All in all, both the above amendments are trying to help the taxpayers who have pending demands for the first three years of GST. However, as is the case with all amnesty schemes, the taxpayers who paid without litigating will not get any benefit of the above.
