As the new year unfolds, Goa emerges as a beacon of promise and opportunity, experiencing remarkable development across various sectors. While the hospitality industry thrives, its ripple effect extends to ancillary businesses, all finding fertile ground in this vibrant state.

Undoubtedly, tourism reigns supreme, drawing in a steady stream of visitors, particularly as the weekend approaches.

The allure of the opulent offshore casinos nestled along the Mandovi River amplifies the influx, rendering navigation through the capital city's thoroughfares a daunting task, with cars haphazardly parked along every available space.

Compounding the challenge is the ongoing smart city initiative, with major roads undergoing simultaneous renovations. Negotiating through the labyrinth of construction becomes an exercise in patience, as congestion reaches its zenith.

During this flurry of activity, Goa epitomizes a juxtaposition of progress and perseverance, where the pursuit of leisure and innovation intertwine amidst the chaos of development.

It's a common reflex to point fingers at the administration or our elected representatives during times of inconvenience.

However, it's essential to recognize that short-term disruptions pave the way for long-term benefits, such as

expanded roads, improved sanitation, and better drainage systems, ultimately mitigating issues like street congestion, especially during monsoon season.

As citizens, we naturally desire top-tier amenities from our government without enduring any inconvenience during their implementation. Yet, is this feasible in the realm of reality?

It's a topic open to varied perspectives.

In simple words, there is no Pain No Gain. Let me explain this with the following example.

Consider the example of recent construction projects like the new Zuari Bridge and expansive flyovers linking north and south Goa. Despite the temporary inconveniences endured during their construction phase, their completion has significantly enhanced travel efficiency.

Today, covering the distance from Panaji to Margao in under half an hour would have been inconceivable without these vital infrastructural upgrades.

These projects exemplify how enduring short-term challenges yield substantial long-term benefits, underscoring the necessity of embracing temporary discomfort for lasting progress.

In a jubilant tribute to the monumental occasion of the Sri R a m Te m p l e C o n s e c r a t i o n Ceremony and 'Pran Pratishtha' at Sri Ram Temple, Ayodhya, the D e p a r t m e n t o f To u r i s m , Government of Goa, orchestrated the awe-inspiring "Enlightening Sri Ram Jyoti" event.

Held on January 22, 2024, at 6:00 pm in Porvorim, Bardez, Goa, this celebration heralded a moment of profound significance in the annals of the nation's history.

Distinguished by the esteemed presence of the Hon'ble Union Minister of State for Ports, Shipping & Waterways & Tourism, Government of India, Shri.

In a landmark event, the Directorate of Higher Education, in collaboration with Sant Sohirobanath Ambiye Government College of Arts & Commerce, Virnoda, Pernem, hosted the inaugural 'CONVERGE 2024' – Shiksha-Udyojak Sangam on January 17, 2024. The IndustryAcademia Conclave featured

prominent figures, including Mr. Mangirish Salelkar, CEO & CoFounder of UMANG Group, who emphasized the crucial role of implementing the National Education Policy in mitigating brain drain.

During the conclave, Mr. Salelkar highlighted the potential success of the new education policy in

As he matured, completed his secondary education, and embarked on his engineering journey at Goa College of Polytechnic, financial constraints threatened to impede his educational pursuits.

Undeterred, Govind Gaude found himself at a crossroads where another journey began—one of relentless work to fund his education. Fate intervened when he crossed paths with Manguesh Bandodkar, who extended a job opportunity in his Bamboo plantation. Govind's task was to transport bamboo from the plantation to the main road, earning him 200 rupees for a day's labour. This employment not only provided a source of income but also facilitated his continuation of studies at the Polytechnic, showcasing Govind's unwavering determination to overcome financial obstacles and pursue his educational aspirations.

Reflecting on his approach, he shared, "I have always been a part of major agitations since my college days, unable to tolerate the injustices around me. My unyielding aggression fueled my endurance during protests until tangible results were achieved. This resilience became a cornerstone of my entire political career from the outset."

In addition to his activism, Govind emphasized the importance of staying connected with the grassroots level. Constant engagement allowed him to identify and understand the challenges faced by the people at the ground level, informing his approach to addressing societal issues throughout his political journey.

Despite facing defeat in the 2007 election for the Marcaim seat, Govind Gaude's resilience remained unwavering. Undeterred by the setback, he decided to contest again in the 2012 assembly polls, this time from the Priol Constituency.

Unfortunately, the outcome was not in his favor once again. When questioned about his persistence despite two consecutive defeats, Govind candidly shared his thoughts.

"I did contemplate giving up after the second consecutive loss from two different constituencies. However, it was the faith my people had in me that prevented me from doing so," Govind revealed.

His determination and dedication to his cause remained steadfast, showcasing a perspective that valued the journey and the struggle as integral components of his mission to bring about positive change.

Journey into the Fitness Arena Govind Gaude's persona extends beyond his roles as a politician and artist; he embodies a multifaceted individual with a strong commitment to health and fitness. A self-proclaimed fitness enthusiast, Govind prioritizes staying fit and maintaining a healthy lifestyle.

It is not uncommon to find a tiffin box in his car, containing his meticulously prepared morning breakfast and midday meal.

When asked about his dietary habits, Govind explained, "You will always find a tiffin in my car with my morning breakfast and midday meal. Coming from a humble background, I have always been accustomed to eating homemade food, as I couldn't afford meals in expensive restaurants. In my opinion, nothing beats the goodness of home-cooked food."

Govind's engagement in sports and outdoor activities dates back to his school days.

He actively participated in

various sports activities, earning numerous medals for his school and college.

Despite his demanding schedule and workload, he remains dedicated to a disciplined daily routine. His day begins at 5 am with meditation, followed by exercise. Completing his morning regimen, he heads to his office by 8 am, where he engages with people, party workers, and constituents.

Govind emphasized the prime importance of physical fitness in his life, stating, "Physical fitness is crucial for me because I believe that only if I am physically fit, I can effectively work for the people and serve them." His commitment to a healthy lifestyle not only reflects his personal ethos but also underscores his belief that maintaining physical wellbeing is essential for fulfilling his responsibilities as a public servant.

Staying Down to Earth Govind Gaude's humility and down-to-earth demeanor have remained steadfast throughout his journey, even as he achieved success and recognition. When asked about the secret behind his grounded personality and casual approach towards society, he shared, "I come from a very humble background, and I've always been with the people. I am a person from the masses. The reason I don't feel the need to change my personality or approach is that I don't believe in changing just because the situation has changed for me."

The Way Ahead Despite the transient nature of the political landscape, Govind Gaude remains steadfast in his commitment to serving the people of Goa, whether within or outside the realm of politics. "I always believed that I would like to stay independent and self-reliant, and at the same time, I would like to help anyone who comes to me for help, regardless of whether I remain in politics tomorrow or not," he affirmed. He envisions setting up smallscale units to provide training and job opportunities for the youth, fostering self-reliance among them. Govind

Breaking barriers and setting a groundbreaking trend, Vaibhav has become the first person globally to accomplish the remarkable feat of cycling without holding the handlebar.

Not merely confined to his cycling prowess, Vaibhav is also an accomplished photographer and videographer, adding a multifaceted layer to his already impressive persona.

Team Incredible Goa had the privilege of sitting down with this young sensation to delve into the details of his extraordinary journey. In this exclusive interview, Vaibhav shares the highs and lows of his unique endeavour, shedding light on the dedication and passion that propelled him to unparalleled fame.

Vaibhav Rajamani, a 21-yearold aficionado of cycling and a graduate in mass communication from Don Bosco College, Panaji.

Currently, he channels his passion into his role as a professional videographer and video editor for none other than Dr. Subodh Kerkar, a distinguished artist and the proud proprietor of the Museum of Goa. Hailing from the quaint neighborhood of Mala in Panaji, Vaibhav's formative years were spent at Mushtifund High School until his 10th standard.

"I've always had a deep affinity for outdoor pursuits, and among them, cycling has held a special place in my heart. Exploring diverse locales has been a personal passion, and the bicycle became my preferred mode of exploration. Even during my school days in Cujira, despite the availability of bus services, I opted to pedal my way to and from school. It was a defining moment when my aunt introduced me to a 100kilometer cycling event, and to my delight, I not only completed it with a commendable time but also embarked on a transformative cycling journey from that point forward," he shared.

Reflecting on his remarkable journey to achieve a Guinness World Record, he shared, "The desire to hold a Guinness World Record title has always been a personal aspiration of mine. One evening, as I perused the multitude of records on their website, I stumbled upon the intriguing title of 'greatest distance cycled (no hands).' beginning of my focused efforts to break this particular record. However, the realization hit me that the process involved submitting an application, which, unfortunately, had a 12-week processing time. I had to temporarily halt my practices due to the impending rainy season. Undeterred, I resumed my training, only to discover that my application had expired. Lesson learned, I reapplied, ensuring a thorough understanding of the rules and regulations. Joining Team Probyk added a new dimension to my preparation.

In 2021, at the peak of my performance, the unexpected challenge of COVID-19 struck, necessitating a lengthy recovery period. Undeterred, I reapplied in November 2022, setting a goal to break the record on April 4, 2023.

Juggling final year college commitments, part-time work, and intensive training, I faced setbacks, including the prohibitive cost of the chosen venue, Dr. Shyama Prasad Mukherjee Indoor Stadium. I persevered, focusing on completing my graduation first.

break the record on December 17. After numerous setbacks, I finally achieved success by cycling an impressive 151.33 kilometers in 7 hours, 18 minutes, and 13 seconds, surpassing the previous record of 130.29 kilometers. This momentous achievement unfolded at the Soccorro Skating Rink, marking the culmination of a challenging yet triumphant journey."

Expressing his deep-rooted passion for cycling, he reminisced, "My connection with cycling dates back to my childhood. It was my go-to mode of transportation whenever I wanted to explore.

Even as a youngster, I would embark on journeys from Panaji to Revora, near Mapusa, immersing myself in the surroundings. The trips were not just rides; they were a collection of cherished moments—visiting the bridge, engaging in conversations with fishermen by the river.

These experiences held great significance for me.

The turning point came during my Class 11 days when my aunt, also an avid cyclist, extended an invitation to join her for a 100-kilometer cycling event.

Having never covered such a distance before, I faced

challenges after the initial 50 kilometers.

However, a fellow cyclist from the event chose t o accompany me for the remainder of the journey, providing unwavering s u p p o r t despite my slower pace.

T h e i r encouragement propelled me across the finish line, marking a pivotal moment in my cycling journey. It was from that point onward that I began to approach cycling with a newfound seriousness and dedication."

Reflecting on the hurdles encountered in the pursuit of his passion, he shared, "Balancing a full-time job with the rigorous training required for the record presents a significant challenge for me.

My training sessions typically extend for at least five hours, and I find myself squeezing them in after work, from 7 p.m. to 1 a.m. This has a direct impact on my sleep schedule, adding an extra layer of complexity to an already demanding routine.

Practicing at the Skating Rink in Porvorim at night brings forth its own set of challenges.

The absence of adequate lighting at the rink means I have to navigate my training sessions in near darkness. It's a testament to my dedication that I continue to push through these challenging conditions.

Moreover, fueling up for the ride poses its own difficulties, as once I commence cycling, I cannot afford to make stops.

This adds another layer of complexity to the already intricate balance between training, work, and the relentless pursuit of breaking records."

Detailing his future aspirations, Vaibhav shared, "Currently, I am immersed in training for the upcoming Ironman 70.3 Goa, a formidable triathlon that encompasses a 1.9km swim, a challenging 90km cycling stretch, followed by a demanding 21km run. The event is set to unfold on the 27th of October, and I am gearing up for this multifaceted endurance challenge.

Beyond this, my ambitions extend to participating in a Long Range Marathon (LRM) covering a staggering 1200km from Goa to Dhanushkodi. The aim is not only to cover this formidable distance but to complete the arduous journey within a tight timeframe of 90 hours. This monumental challenge translates to a continuous cycling effort of 300km per day over four consecutive days. It's a test of endurance and mental fortitude that I am eager to take on as part of my ongoing journey in pushing personal boundaries and achieving new milestones in the realm of cycling."

In a rendezvous with the Incredible Goa team, we delved into Deepraj's extraordinary journey. In the quaint town of Bicholim, amidst the lush greenery of Goa, a young talent emerged, destined to make waves in the world of cricket. Deepraj Devidas Gaonkar, a 25-yearold cricketer, shares his remarkable journey from the narrow lanes of Bicholim to the competitive grounds of professional cricket.

Early Days and Schooling Deepraj's story begins in Carapur Sanquelim, where he was born to proud parents, Devidas Atmaram Gaonkar and Deepika Devidas Gaonkar. With two elder sisters, Pallavi and Kiran, Deepraj's family laid the foundation for his ambitions.

The Gaonkar family relocated to Bicholim during Deepraj's 5th standard, where he grew up and pursued his education at Shri Shantadurga High School.

It was during this time that Deepraj's love for cricket blossomed. The shift to

Bicholim opened doors to opportunities, and he joined the Bicholim Cricket Centre, kickstarting his journey in leather ball cricket.

Passion Ignited Deepraj's passion for cricket surpassed his early tryst with music classes. Encouraged by his father to explore tabla and harmonium, Deepraj found his true calling in the cricket field.

Inspired by the sight of boys practicing cricket, he convinced his parents to let him join the Bicholim Cricket Centre, a decision that would shape his future.

Under the guidance of his coach, the late Mr. Prasad Gadekar, Deepraj honed his skills and earned a spot in the Goa U-14 state team. His journey in professional leather ball cricket had officially begun.

Challenges Faced Coming from Bicholim, Deepraj encountered challenges typical of a small town – limited facilities and financial constraints. Quality practice sessions were hard to come by, and during the rainy season, the absence of indoor nets made training a logistical challenge. Yet, these hurdles fueled Deepraj's determination.

Despite financial constraints, acquiring cricket equipment became a thoughtful decision.

Travelling long distances from Bicholim to Porvorim during the monsoons highlighted the dedication and resilience he brought to his craft.

Educated at the esteemed Shree Saraswati High School in Queula, Sagar's journey took an enriching turn when he ventured to Hyderabad for his Master's degree at the prestigious Sarojini Naidu School of Fine Art – University of Hyderabad.

Amidst the vibrant tapestry of Hyderabad's cultural milieu, Sagar found himself reminiscing about his roots, realizing the profound significance of his hometown, Goa. The stark contrast in cultures sparked a deep sense of longing, evoking a newfound appreciation for the essence of Goa. Reflecting on his transformative journey, Sagar identifies the pivotal year of 2016 as the catalyst for change, marking the beginning of a profound chapter in his life.

Reflecting on his resourcefulness, he shares, "Financial limitations spurred me to find innovative solutions.

With scarce funds for art supplies, I resorted to unconventional canvases and materials, scavenging for objects to breathe life into my creations."

In Sagar's view, challenges are not obstacles but rather catalysts for growth and resilience. "Without facing challenges, one's potential remains untapped," he asserts. "Comfort breeds complacency, stifling creativity. Embracing discomfort pushes us to think outside the box, sparking innovation."

For Sagar, bridging the gap between art and its audience is paramount. "Effective communication is the cornerstone of my practice," he shares. "I eschew complex language in favour of simplicity, ensuring accessibility to all. I communicate in Konkani, my native tongue, transcending linguistic barriers to share my vision with the world. By fostering understanding and connection, we propel the artistic journey forward, fulfilling its true purpose."

Sagar attributes a transformative moment in his journey to Prime Minister Modi's "Man Ki Baat" program, which he describes as a turning point that propelled his career to new heights. "The unexpected opportunity to be featured on the program

"Receiving a call from Pune f o r a n interview on my Kaavi Art marked a significant milestone in my artistic endeavours."

In April 2023, Sagar had the honour of representing Goa at the prestigious Man Ki Baat Conclave, where he joined a select group of 100 individuals from across India.

"Being the sole representative from Goa was a privilege," he reflects. "Presenting my art to dignitaries like Amit Shah and Anurag Thakur was a surreal experience."

Participation in programs such as "Modi Ke Superheroes" further elevated Sagar's profile, providing a substantial boost to his career and reputation. His work garnered widespread recognition, including a notable feature in the esteemed publication "Amar Chitra Katha." "Being the first Goan artist to be showcased in Amar Chitra Katha is a monumental achievement," he proudly states, underscoring the significance of this milestone in his artistic journey.

Sagar's deep-rooted connection to the soil, or "Maati," forms the cornerstone of his artistic ethos. "The earth has bestowed upon me abundant blessings, and I am compelled to reciprocate," he expresses earnestly. Inspired

by Goa's historical liberation from Portuguese rule, Sagar envisions a similar

emancipation from the scourge of plastics. "My mission began by clearing plastic litter from our streets and surroundings," he explains, emphasizing the imperative of safeguarding the environment for future generations. Through grassroots efforts, Sagar aims to cultivate awareness and instil a sense of responsibility among his fellow Goans.

Driven by a passion to preserve and propagate Kaavi Art, Sagar endeavours to journey to various villages, imparting knowledge and fostering an appreciation for this indigenous form. "It's essential for our people to recognize the significance of our artistry amidst the dominance of Western influences," he asserts, underscoring the importance of cultural heritage.

Gratitude flows freely as Sagar extends heartfelt thanks to his family—his father, mother, devoted wife, and cherished son Jaksh—for their unwavering support. THE GOA GOVERNMENT RENEWS PARTNERSHIP WITH NOVO NORDISK EDUCATION FOUNDATION TO COMBAT DIABETES

The Government of Goa has reaffirmed its commitment to tackle diabetes by renewing its Memorandum of Understanding (MoU) with the Novo Nordisk Education Foundation (NNEF), a non-profit organization established by Novo Nordisk India.

This significant announcement was made during a ceremony presided over by the Hon'ble Minister of Health, Shri Vishwajit Pratapsingh Rane, along with other dignitaries including Secretary Health, Shri Arun Kumar Mishra, IAS; Director-Health

Services, Dr Geeta Kakodkar; Managing Trustee of NNEF, Mr Vikrant Shrotriya; and representatives from the Royal Embassy of Denmark.

Under the renewed MoU, the state's pioneering 'Changing Diabetes Barometer®' (CDB) program will continue its mission to raise awareness, offer screening, and provide education and training programs for healthcare professionals and caregivers. Notably, the partnership will see the establishment of Goa's first

footcare clinic dedicated to people living with diabetes, in addition to other crucial initiatives aimed at combating the disease.

Highlighting the significance of this collaboration, Hon'ble Minister Shri Vishwajit Pratapsingh Rane emphasized the government's steadfast commitment to prioritize health initiatives for the well-being of its citizens. He underscored the alarming prevalence of diabetes in Goa, making it imperative to sustain efforts in partnership with NNEF to mitigate its impact.

Moreover, the minister announced the launch of a digital diabetes registry to streamline monitoring and enhance awareness campaigns.

Ms. Louise Sevel Lundstrom, Counsellor (Health) at the Royal Embassy of Denmark, commended the collaborative efforts aimed at improving the quality of life for people with diabetes, aligning with the IndoDanish strategic partnership's focus on promoting health and wellness.

WHEN ARE WE LIABLE TO PAY GST - THE FINER PRINT

Every taxpayer by now understands that he or she is liable to pay GST whenever there is either of sale of goods or a provision of service. Some others may be under the presumption that every income or receipt is liable to GST. In this edition we will try to analyse the ingredients which make a transaction liable to GST. The edifice of GST is built on the concept of “Supply”. Supply is explained or defined in Section 7 of the GST act , where the “scope of supply” is set out. Only if a transaction meets all the ingredients set out in Section 7,

However, in the same example if there was a pre-condition that Mr A would give the money ONLY if his name were advertised, then there is a strong case for arguing that there was “quid pro quo” and that

the form of other goods like in the case of barter or exchange, or it can even in the form of services i.e the act of doing something.

It can even be paid by a third party. In corporate transactions, it may a common situation for the Head office to pay the money, whereas the delivery or enjoyment of goods or services, maybe done at the level of any of the branches.

The phrase “for a consideration” firstly means that whatever the activity done, if it is done without any corresponding benefit in exchange, then the activity may not be a supply. So the first important principal from this phrase “for a consideration” is “quid pro quo”.

Quid Pro Quo simply means “a favour or advantage granted in return for something”. The finer points here can be seen with the help of an example: Mr A donates Rs 10 lac to a school to fund a science lab, out of the

The next important point is that, consideration may or may not be in terms of money. The definition of consideration covers several p o s s i b l e m o d e s o f “consideration” as below: 1. “any payment made or to be made” – This indicates that the consideration need not have been paid before or at the time of the supply, but it may be paid even in the future i.e. “to be maid” 2. “whether in money or otherwise” – This phrase indicates that the consideration can be in non-monetary terms as well. For example, consideration can be in

respect of, in response to, or for the inducement of, the supply ofgoods or services or both”. This indicates the nature of “quid pro quo” needed in a transaction, which we have already explored above.

Thus, we can conclude that just any receipt of money is not a supply liable to GST, however, for almost all transactions, if there is no consideration i.e. no receipt of money or other valuable items, then there cannot be a supply and hence there cannot be a levy of GST on the same. Hence, we must examine every receipt of money from the angle as to investigate, what was the reason for receipt of the same. If there was no supply for such money being received, then there is no GST on the same.
