The journey of Incredible Goa has been far from easy Competing against an array of established lifestyle publications, carving a niche was no small feat. Yet, the vision to create a unique “Society Magazine” that went beyond glamour to celebrate Goan stories and culture propelled us forward. The launch of Goa’s first society awards, “The Incredible Goa Awards,” cemented our bond w i t h t h e c o m m u n i t y , recognising individuals who embody excellence and innovation.

As the years progressed, c h a l l e n g e s r e m a i n e d constant, but so did our resolve to innovate. When the C O V I D - 1 9 p a n d e m i c disrupted industries globally, Incredible Goa adapted by embracing digital platforms and launching Goa’s first Food & Hospitality Magazine Resilience defined us during

This gathering, which attracts pilgrims and visitors worldwide, reflects the resilience and unity of Goan society—a spirit mirrored in our magazine’s journey.

Thanks to innovations in digital technology, our magazine now connects with a worldwide audience through the powerful platform Magzter. What’s more, it’s completely free, allowing us to share the essence of Goa far and wide, giving us a distinct edge over other publications.

While Incredible Goa stands tall today as a symbol of success, our journey has been anything but easy. It has been a road filled with challenges, moments of uncertainty, and countless learning experiences. Yet, t h r o u g h r e s i l i e n c e a n d unwavering dedication, we ’ ve transformed from a humble beginning into a significant voice that resonates with readers.

As we reflect on this remarkable journey, we want to share our story with you, our cherished readers, as a testament to the power of vision, persistence, and community. It’s a celebration of how far we’ve come and a promise of the exciting paths still ahead.

When I first ventured into the world of fullsized lifestyle magazines, the market was

already brimming with glossy, wellestablished publications showcasing the glitz and glamour of Goa’s elite. With over a dozen magazines covering lifestyle, business, fashion, tourism, and more, the competition was fierce The biggest challenge was finding a unique niche that would set us apart in such a saturated space.

It was during this time that the idea of creating a “Society Magazine” struck me—a concept that was entirely absent in Goa. The vision was clear: a magazine that would delve into the essence of Goan society, capturing stories that celebrated people, culture, and community in a way no other publication did.

The next hurdle was choosing the perfect name. It had to be something bold, captivating, and reflective of Goa’s charm. What could be more fitting than the word “Incredible”? With this inspiration, we approached the Registrar of Newspapers for India (RNI) to secure

the title. To our delight, the name was available and promptly approved a moment that marked the beginning of a transformative journey. From that point on, we were ready to redefine storytelling in Goa. The rest, as they say, is history. Over the past nine years, our journey has been a long and challenging one, filled with fierce competition, countless rejections, and seemingly insurmountable obstacles The first challenge was launching our debut issue, a task we undertook without any external support or a guiding hand in this cutthroat industry. Determined to bring the vision to life, I

knocked on every possible door. By sheer persistence—and a bit of luck some doors opened, and our magazine began its transformation from a dream into a reality.

After a year of hard work, we marked our first anniversary with a special issue. But rather than easing, the challenges grew more complex and demanding with every step forward. For me, the key to overcoming these hurdles has always been reinvention Each obstacle became an opportunity to innovate, and we consistently introduced fresh ideas while enhancing our content to stay ahead in a highly competitive market.

However, innovation alone was not enough. We realized the n e e d t o c e l e b r a t e a n d acknowledge the inspiring individuals featured in the magazine. This idea led to the creation of Goa’s first society m a g a z i n e a w a r d s ” T h e Incredible Goa Awards”. Launched on the magazine’s second anniversary, the awards became a platform to recognize e x c e l l e n c e a n d f u r t h e r strengthen our connection with the community Their success marked a significant milestone in our journey and proved that reinvention, coupled with recognition, is a powerful formula for growth.

The initial success of the first “Incredible Goa Awards” opened new doors, allowing us to explore uncharted territories and further strengthen our connection with our audience. Building on this momentum, we launched the second edition of the awards, which turned out to be a grand success, earning widespread acclaim for the magazine and its dedicated team. From that point on, there was no looking back. Incredible Goa began attracting significant attention, recognition, and support from sponsors and advertisers.

Just as we were gaining momentum, the

w o r l d f a c e d a n u n p r e c e d e n t e d challenge: the COVID-19 pandemic. Everything came to a standstill, and the print media industry was among the hardest hit However, every setback presents an opportunity, and I embraced this moment to pivot. We launched Goa’s first “Food & Hospitality Magazine” in a digital format, catering to an industry also g r a p p l i n g w i t h t h e p a n d e m i c . Simultaneously, we transitioned “Incredible Goa” into a digital version alongside the print edition, ensuring that our readers, many wary of physical copies due to misinformation during the pandemic, could still access our content. The awards were paused that year as the entire world went into lockdown. The hospitality industry, like print media, faced immense challenges but found ways to reinvent itself providing food for the needy and setting up quarantine centers. These acts of resilience inspired us to keep going.

After a year and a half of uncertainty, the world began to recover. Life resumed its

rhythm, and so did our publication. As always, challenges became stepping stones, and the journey continued with renewed vigor.

By the time the world emerged from the grip of COVID-19, we had already reached our sixth year of operations, now with an additional publication under our belt. Yet, the challenges never ceased, and neither did our commitment to reinvention. Post-pandemic turned out to be a pivotal time, bringing us a wave of good fortune and new business opportunities.

We raised the bar with each issue, crafting bigger and more impactful stories. Our covers featured stalwarts in various fields, while new sections and columns kept our content fresh and engaging This evolution not only strengthened our magazine’s appeal but also deepened our connection with our audience.

Another year went by, marked by another successful awards event and an anniversary issue that celebrated how far

Journey from Passion to Successful Business Venture

Among the many artists hailing from the coastal paradise of Goa, a few are dedicated to using their talents for the betterment of the state One such passionate individual is Vaibhav Salgaonkar, widely known as ArtByBu. Vaibhav spent his formative years in the quaint village of Calangute; he never visualized artistry as his ultimate path. Like most young dreamers, he envisioned joining the fields of science or sports. A vital source of inspiration during Vaibhav’s childhood was his older brother, who excelled in drawing contests. This motivated Vaibhav, who proved his talents by winning and representing his school and college in various cultural events across Goa. This is where the seed of artistry was first sown. Additionally, Vaibhav cites Alexyz ( A l e x R a p h a e l ) , a G o a n cartoonist, as one of his most essential inspirations He even attended a certificate course held by the aforementioned renowned artist.

Art was not the only passionate aspect of Vaibhav’s life; through h i s a c a d e m i c j o u r n e y , h e developed a deep interest in Biotechnology, opting for a Master's in this field after completing his Bachelor of Science degree. In between his b a c h e l o r ’ s a n d m a s t e r ’ s programs, Vaibhav began his Instagram page, ‘ArtByBu,’ establishing an online presence for his artistic abilities. Though cheerfully dedicated to his studies, he nearly forgot his artistic potential and even considered pursuing a PhD in

Biotechnology—until 2020, when the world began making decisions for its inhabitants due to the COVID-19 pandemic.

While gradually completing his master's degree, Vaibhav utilized the lockdown to rediscover his artistry. He also engaged in social activism online, advocating his art for the ‘#savemollem’ movement, which gained significant traction on social media. His talent was further recognized when he was featured in a local newspaper, sharing his opinions about the Mollem forest situation. As time went on, Vaibhav began receiving job opportunities in pharmaceutical companies, but he was not keen on the 6-8 hour working lifestyle.

The inception of Vaibhav’s business came from his desire to spread social awareness through art, which attracted a diverse audience for this young artist seeking a viable career Eventually, he established his website (www artbybu com), selling personalized Goan caricatures printed on everyday items like t-shirts, mugs, badges, and coasters. However, the business truly gained momentum after Vaibhav set up stalls at local festival markets that occur weekly in various villages of Goa. His products sold out within a couple of hours on his very first day, boosting his confidence and earning him well-deserved recognition for his artistry.

“Seeing the immense potential of selling artworks at pop-up markets and engaging with new people each time was what I needed. To this day, I still set up stalls at pop-up markets, meeting incredible people and customers,” he explains Moving forward, Vaibhav introduced unique calendars that featured local village festivals of Goa, followed by a calendar showcasing the religious festivals of the region. Such creative

concepts set Vaibhav apart; showcasing his ideals for not only excelling in creativity but also promoting cultural preservation through his work.

Vaibhav is also a member of the Urban Sketchers Goa, the Goa chapter of an international non-profit organization and community of sketchers that regularly conducts workshops, sketch meets, and sketch walks. He expresses that joining this group provided him with immense exposure and knowledge, allowing him to adopt new techniques he had previously overlooked, further enhancing his skills as an artist. “I observed many artists sketching everything around them. Their dedication motivated me so much that I decided to do the same. Now, even if I’m not sketching with the group, I always make sure to carry my pens, brushes, colors, and sketchbook wherever I go.”

When asked about his motivation for sketching Goan architecture and society, Vaibhav explains, “Our future generations might not be able to see these beautiful heritage structures because of unnecessary projects that lead to their demolition. That’s why I’m on a mission to document all these iconic structures through my sketches.”

Vaibhav expresses contentment with his career choice, stating, “I am happy with my work I am free to do whatever I want, whenever I want, without being bound by a higher power who wants me to work a 6-8 hour job. That’s the beauty of freelancing, I believe.” He also highlights that his father and brother have been constant pillars of support throughout his ventures and conveys deep gratitude for them.

Looking ahead, 28-year-old Vaibhav aims to expand his business by developing and introducing more products, while keeping his

mission of cultural preservation in focus. He also wishes to collaborate with like-minded artists. One of Vaibhav’s long-standing goals has been to exhibit his works at an art gallery, and based on his exceptional abilities, this aspiration is likely to become a successful venture soon.

For aspiring artists, Vaibhav offers essential advice: “Do what you love, love what you do. If you think you have the talent, keep working on it, and choose a career path suitable for that field. Sometimes we think we need a proper, well-paid job to sustain ourselves and our family, but that’s not always the case. You can build a career out of anything; all you need is focus and determination.” These vital words of motivation resonate with people from various walks of life. It is said that Tripurasura, an asura (demon), created havoc and distress for all the people and the Gods. The demon received this name for creating three cities (Puras) in space, which caused much imbalance in the order of the universe as it was being

altered leading to adverse consequences. Eventually, this demon met his end at the hands of Lord Shiva, who also destroyed the indestructible cities created by Tripurasura that had to be demolished simultaneously, with a single arrow. By doing this lord Shiva yet again restored and preserved the order of cosmic events, bringing it back to its original flawless nature. Following this incredible victory, the full moon day in the month of Kartika, which generally falls in November, is observed as a celebratory commemoration of bringing justice and reinstating peace. The recent Circular No 238/32/2024 issued on October 15, 2024, addresses several doubts concerning the application of Section 128A of the CGST Act, introduced to relieve taxpayers facing penalties and interest on GST dues for financial years 201718, 2018-19, and 2019-20. This amendment allows a waiver of penalties and interest, subject t o s p e c i f i c c o n d i t i o n s , particularly for demands arising from section 73 of the CGST Act. The guidelines laid out by the Central Board of Indirect Taxes and Customs (CBIC) offer essential insights into how taxpayers can apply for and benefit from this relief.

Eligibility for Waiver and Conditions for Application

The circular specifies that Section 128A applies only to specific cases where: A notice has been issued under section 73 but has not yet been adjudicated. An order was passed under section 73, but no higher a u t h o r i t y h a s i s s u e d a subsequent order.

Appellate or revisional authorities have issued an order, but no order has been passed by the GST Appellate Tribunal.

In addition, cases initially initiated under section 74 (involving fraud or willful misstatement) and later directed to be reassessed under section 73 also qualify. To apply, taxpayers must s u b m i t a p p l i c a t i o n s electronically through the GST portal using either Form GST SPL-01 or GST SPL-02, depending on the situation. Notably, applications for waiver must be filed within three months of March 31, 2025, or within six months

f r o m a n a u t h o r i t y ' s redetermination date if applicable.

Withdrawal of Appeals and Payment Conditions

The circular mandates that taxpayers with pending appeals or writ petitions related to the demands under section 73 must withdraw t h e s e a p p e a l s b e f o r e applying for the waiver. Regarding tax payment, taxpayers must pay the full tax amount cited in the demand notice to be eligible for the w a i v e r o f i n t e r e s t a n d penalties. However, when a portion of the tax demand is no longer payable due to retrospective changes in Section 16, taxpayers can deduct this amount from the total payment requirement, ensuring they only pay the revised tax amount.

Limitations and Special Cases

The waiver applies only to penalties and interest and excludes any demands for late fees, redemption fines, and demands arising from selfassessed returns. Additionally, this provision does not cover import IGST dues under the C u s t o m s A c t I n c a s e s involving multiple periods with tax liabilities beyond the waiver's coverage, taxpayers must pay the full tax amount for all periods to qualify for a partial waiver.

Interestingly, the circular allows for payment of tax using either the electronic cash ledger or input tax credits (ITC), except in instances involving Reverse Charge Mechanism (RCM) demands or cases where the demand concerns erroneous refunds paid in cash. Here, only the cash ledger is permissible for payment.

Practical Considerations and Clarifications
