The 37th National Games takes center stage in this issue, delving into the profound significance of this sporting extravaganza for a charming destination like Goa. It promises to engrave Goa onto the world map as a premier sporting hub, alongside its well-known pristine beaches and unparalleled hospitality. The event's comprehensive coverage sheds light on how this grand spectacle is set to catapult our modest state to international recognition, making room for local talent to shine on the global stage. Naturally, any significant transformation comes with its share of controversies. The National Games in Goa are no exception, drawing opposition and dissent from various quarters. It's a common occurrence for such e v e n t s , d r i v e n b y misunderstandings of their potential outcomes. These dissenting voices, however, do not deter the spirit of progress and change, a pattern observed in similar events throughout history. While tourism remains a cornerstone of Goa's economy, it's essential to acknowledge that a sustainable future depends on diverse economic sectors. Activities like offshore and onshore casinos contribute significantly to tourism, drawing crowds and providing substantial direct and indirect employment opportunities. The hypothetical scenario of these casinos departing due to public demand raises questions about alternative income sources for the state. It is noteworthy that this resistance to change extends beyond casinos, with several major projects facing opposition from locals.
The conundrum of wanting to capitalize on land sales to outsiders while resisting external businesses is a complex issue, emblematic of the challenges facing Goa. While it might be a contentious topic, it reflects the harsh realities that residents grapple with daily. It underscores the notion that progress often necessitates sacrifices. Returning to the National Games marks a momentous stride for Goa in the world of sports. Credit is due to Goa's dynamic Chief Minister, Shri Pramod Sawant Ji, and the youthful Sports Minister, Shri Govind Gaude Ji, who tirelessly pursued this event despite numerous hurdles and objections. Their collective efforts bore fruit when, in 2022, Shri Gaude Ji, with full support from the Honorable CM Dr Pramod Sawant Ji, turned the dream into a reality. Today, Goa proudly hosts the National Games, featuring over 10,000 athletes from across the nation, competing in more than 43 different disciplines—a historic first in the event's six-decade history. With over 1,000 local participants, Goa introduced water sports and beach football to the National Games, creating a new chapter in sporting history. The National Games, like many other initiatives, represent the path to progress for Goa and its people. MAKING GOA THE FIRST 100 PERCENT DIGITAL STATE - CM DR. PRAMOD SAWANT
Chief Minister Pramod Sawant's goal for Goa on Wednesday was to become the first state to be entirely digital. "We will submit a fresh project to PM Modi to make Goa a fully digital state... Goa would become the first state to
implement digitalization, and we need the center's help to make this happen. Additionally, we have requested a special fund for this," Sawant remarked. Interestingly, by 2050, the Goa administration wants to see 100%
of the state's energy coming from renewable sources. The Goa chief minister had earlier stated, "The government is committed to generating 150 MW of green energy in the next two years and will be setting up 100 MW solar power plants throughout Goa," at the Confederation of Indian Industries (CII) Conference on Clean Renewable Energy 2023, which was held in March for its second edition. "We and the three independent MLAs in our support will win 100% seats this time," he declared, expressing confidence in his ability to win the Lok Sabha election. Before this, Swayampurna e-bazaar, an online platform for self-help organizations, was introduced by Goa Chief Minister Pramod Sawant. According to Chief Minister
Sawant, the purpose of this online platform's introduction was to provide a market for various products produced by women and self-help groups. The Swayampurna e-bazaar has been launched in honor of Dussehra. We started this online store to provide a platform for various products created by women and self-help organizations. People all around India would be able to purchase these goods, according to Pramod Sawant. An expansion of the popular Swayampurna Chavath Bazar is the Swayampurna e-bazaar. According to organizers, the Chaturthi e-Market, an additional platform, also garnered positive feedback. For easy ordering, the Swiggy app is connected to the Chavath e Bazaar internet platform.
GCCI PARTNERS WITH IT DEPARTMENT TO BOOST STARTUP ECOSYSTEM
On the 23rd of October 2023, a significant stride was made towards nurturing the growth of startups and IT companies in Goa. The Goa Chambers of Commerce & Industry (GCCI) and the Startup & IT Promotion Cell, Department o f I n f o r m a t i o n Te c h n o l o g y , Electronics and Communications, joined hands by signing a Memorandum of Understanding at the Surendrababu Timblo Hall, GCCI. This collaboration aims to create an environment conducive to meaningful interactions, knowledge exchange,

mentorship, and fruitful partnerships. Mr. Shrinivas Dempo, President of GCCI, lauded the government's endeavors in promoting the growth of startups and IT firms in the state. He reflected on his involvement in policy formulation back in 2017-18, particularly in the Hospitality sector. The initiative will kick off with sector-specific monthly sessions. The Chief Guest, Hon'ble Minister of IT, E&C, Shri. Rohan Khaunte, articulated the government's vision of positioning Goa as the
Creative Capital of India. He commended the startup program, emphasizing its potential to add substantial value. Shri. Khaunte emphasized the fusion of innovation with established industries as the linchpin for propelling Goa towards new realms of progress. The event segued into a panel discussion featuring industry luminaries and investors including M r . A s h o k Ta n n a , G e n e r a l Manager at Kenilworth, Mr. Carlos de Sousa from the De Sousa Group of Hotels, Ms. Sadhana Mukundan, Director and General Manager at Bogmalo Beach Resort, Mr. Saurabh Khanna, General Manager at The Park Hotel, and Mr. Jack Sukhija, Director of Panjim Inn. The panelists explored avenues of collaboration with startups, culminating in a commitment to compile a list of industry challenges for startups to address. Mr. D. S. Prashant, CEO of Startup & IT Promotion Cell – Goa, expertly moderated the discussion. Subsequently, seven startups presented their products to the
panelists, followed by a dynamic speed-dating session. This provided startups with a valuable opportunity to engage one-onone with the industry stalwarts. The Goa Startup & Corporate Bridge aspires to serve as a nexus between startups and established industries. It endeavors to provide mentorship from seasoned professionals, bringing together experts, industrialists, and startups within specific sectors. This platform aims to nurture innovation, facilitate knowledge sharing, and foster collaborative endeavors for mutual advancement.

ROADMAP TO GOA'S TOURISM SUCCESS - SKAL INTERNATIONAL GOA PRESIDENT
Vivek Kerkar, the newly appointed president of SKAL International Goa, a global network of travel and tourism industry stakeholders, has outlined key strategies for maintaining Goa's status as a premier Indian tourism destination. These recommendations include upskilling the tourism workforce, improving road infrastructure, and diversifying tourism experiences. Kerkar's inauguration as president
took place at The St. Regis Resort Goa in the presence of former president Shekhar Divadkar and Tourism Minister Rohan Khaunte. Khaunte emphasized the importance of diversifying tourism beyond beaches, highlighting sustainable initiatives like homestays, caravan tourism, agro-tourism, and spiritual circuits. He emphasized that such efforts empower local women and contribute to sustainable and inclusive tourism.
The Tourism Ministry is actively working to provide training, mentorship, and resources for women entrepreneurs in the homestay business, fostering a more diverse and vibrant tourism landscape. Kerkar echoed this sentiment, asserting that promoting Goa's IndoPortuguese fusion cuisine and ensuring strict hygiene standards are vital steps in solidifying its reputation as the gastronomic capital of India. He also advocated for more open-air, public festivals centered around food. Addressing infrastructure challenges, Kerkar stressed the need for improved roads, footpaths, and signage, recognizing that these deficiencies can dissuade potential tourists. Striking a balance between environmental sustainability and infrastructure development is crucial for the tourism industry's growth. Kerkar also underscored the importance of upskilling the existing workforce, emphasizing training programs to enhance
cultural understanding and communication skills. He noted that Goa's inherent strength lies in the friendly and cooperative nature of its people, making effective interaction with diverse cultures a significant asset. Looking forward, Kerkar proposed an expansion of marketing efforts, advocating for the exploration of untapped markets in Southeast Asia, the Middle East, and Europe, with special attention to Scandinavia and the USA. Regarding sports and adventure tourism, Kerkar commended the government's investments in sports infrastructure, highlighting Goa's readiness to attract sports enthusiasts, especially with the upcoming National Games and various sporting events on the horizon. 37TH NATIONAL GAMES GOA 2023 The National Games in Goa mark a momentous occasion, as it is the very first grand-scale sporting event of its kind to grace the picturesque state's shores. Commencing on the 26th of October and running until the 9th of November, this event has been orchestrated through the tireless dedication of the esteemed Sports Minister, Shri Govind Gaude ji, who has been working diligently under the steadfast guidance of the revered Chief Minister of Goa, Dr Pramod Sawant Ji, a true pillar of strength throughout this extraordinary journey. The journey to bring the National Games to Goa began in 2022 when the dynamic Sports Minister, Shri Govind Gaude, publicly declared his intention to host this prestigious event in 2023. His announcement was met with a mix of scepticism and anticipation, as the very authenticity of this endeavour was questioned. However, any doubts were put to rest when the official dates were unveiled by the Goa Government, putting to rest all speculations and making this a landmark moment in the state's sporting history. Undaunted, I persisted in my outreach to the Indian Olympic Federation and the Union Ministry, and to my good fortune, I received a favorable response." It is this unwavering determination and
persistence, coupled with a firm belief in the potential of one's dreams, that led to the realization of the National Games on Goan soil. While the Sports Authority of Goa already had many coaches and staff working in the sports arena, there was a need to establish a robust administrative setup. Swetika was entrusted with the task of appointing project officers and assistants to manage various functional areas. Regarding the onboarding of agencies, Swetika led the effort to engage Project Management Consultants for overlays and designs, among other essential tasks. Tendering, a significant part of this process, required careful financial planning, as the National Games had a substantial budget. The team was diligent in ensuring that financial efficiency was a top priority, while still maintaining the high standards they aspired to achieve, drawing inspiration from the Asian Games and Commonwealth Games. Mr Amitabh Sharma and Swetika collaborated closely on a multitude of responsibilities. Their joint efforts encompassed a wide range of tasks, from the intricate design of accreditation cards to the meticulous planning and e x e c u t i o n o f accommodations, catering, and transportation. This comprehensive approach aimed to ensure that the needs of the ten thousand athletes arriving in Goa to represent their states in the 37th National Games were met efficiently and effectively. Their partnership and dedication were instrumental in orchestrating a successful and well-
organized event. Swetika clarified that the financial responsibility for hosting the National Games falls squarely on the respective state governments. While states must bid for the opportunity to host the National Games, it's ultimately the responsibility of the Indian Olympic Association (IOA) to make the decision. Consequently, the entirety of the financial burden rests on the shoulders of the state alone. However, she noted that the central government does provide financial assistance to the states in the form of grants. This financial support aids in the creation of essential infrastructure, including state-of-the-art stadiums and grounds. These grants are invaluable in not only building such facilities but also in maintaining them to the desired standards, ensuring that the state is well-equipped to host a successful National Games. Swetika emphasized the sheer magnitude of the National Games, highlighting the substantial numbers involved in this grand event. The athlete count alone reaches an impressive ten thousand. In addition to the athletes, there are over four thousand five hundred technical staff members contributing their expertise. Furthermore, more than four thousand volunteers play a pivotal role in ensuring the Games run smoothly. These volunteers are organized into two distinct segments, including sportsspecific volunteers and general volunteers. Within the general volunteer category, there are sub-divisions

Swetika highlighted that each sporting event within the National Games is, in essence, a full-fledged event in its own right, requiring comprehensive management and organization. Reflecting on her own journey, she also shared some personal challenges she faced. Being a naturally sporty person, transitioning into the domain of sports management was an enlightening but challenging experience. To mitigate potential inconveniences, the team has taken measures such as providing travel advisories and placing ample signage across the state to ensure smooth navigation for local Goans. She extended a personal invitation to all Goans to attend at least one of the Games, an idea previously suggested by the Honorable Chief Minister of Goa. This, she believed, would not only motivate the Goan athletes but also uplift the spirits of the athletes who have travelled great distances to be part of this National Games. Spectators are granted no-pass entry, with no accreditation required, and drop-off points have been designated at each venue. Furthermore, specific parking arrangements have been made for visitors. Efforts are also underway to facilitate the attendance of students to witness the Games. Swetika expressed her commitment to promoting the Games by conducting extensive publicity campaigns across all 45 talukas in the state. Geeta Nagvenkar, a dynamic and accomplished individual, hails from the picturesque village of Siolim. After completing her higher secondary education at St. Xavier's in Mapusa, she pursued her undergraduate studies in Microbiology and went on to earn her master's degree in Marine Sciences from Goa University. While her academic background is in the sciences, her destiny led her to a career in civil services. She decided to take the Goa Public Service Commission

(GPSC) exams and achieved the remarkable feat of securing the first rank in the entire state of Goa. Geeta made history as the first female to achieve this milestone in the third batch of GPSC candidates in Goa. Her professional journey began with the position of Additional Director of Municipal Administration, followed by roles as Deputy Director of Panchayat, Deputy Commissioner of the Corporation of the City of Panaji (CCP), Deputy Director
of the Water Resources Department, and various other postings in different capacities across Goa. Ultimately, Geeta Nagvenkar joined the Sports Authority of Goa as the Executive Director of Sports. In an exclusive interview, I had the privilege of speaking with Geeta Nagvenkar to learn more about her first-hand experience with the National Games, one of the most significant sporting events hosted in Goa. Geeta Nagvenkar assumed
full responsibility as the head of the Sports Authority of Goa on April 4, 2023, even though she had been posted there in November 2022. Since taking the helm, she has leveraged her administrative skills to address various issues related to sports within the Sports Authority of Goa. Geeta explained that the primary focus of the Sports Authority of Goa is to foster a sports culture by collaborating with key stakeholders, including State Sports Associations (SSAs) and sports clubs affiliated with the S AG . T h e y a l s o p r o v i d e support to athletes at both the grassroots and elite levels. She noted that their efforts have been directed towards effectively reaching out to beneficiaries and simplifying processes to ensure that their schemes benefit those they are intended for. T h i s w e l l structured approach aims to ensure a smooth and successful execution of the National Games. Dr Geeta elaborated on Goa's aspirations and improved success ratio in the 37th National Games. She h i g h l i g h t e d t h e underwhelming performance in the 36th National Games held in Gujarat, where Goa secured only 5 Bronze medals and was placed 30th on the Medal Tally Table, third from the bottom. As a result of these initiatives, there is an optimistic expectation of a more substantial medal haul. This journey saw him fulfilling roles such as Deputy Collector, Registrar of Cooperative Societies, and Managing Director for various corporations, including the Education Development
Corporation and ST Finance Development Corporation. Then, on the 1st of August 2023, just two months before the commencement of the 37th National Games, he assumed the pivotal position of Director of Sports and Youth Affairs. I had the privilege of speaking with Mr Kuttkar to gain insights into his role and aspirations regarding this monumental sporting event in Goa.
When asked about the Sports Authority of Goa's capacity to manage an event of such colossal magnitude, Mr Kuttkar confidently affirmed that the SAG is well-equipped to handle the situation. At the governmental level, the National Games Organizing Committee (NGOC), under the esteemed leadership of the Honorable Chief Minister, Dr. Pramod Sawant, is steering the efforts. Guidance from the Chief Secretary is invaluable in ensuring that the event proceeds in the right direction. A cohesive team approach is witnessed as different department secretaries lend their support. Smyrna's journey is a testament to the power of passion, music, and the joy of giving back. A Harmonious Upbringing Smyrna's story begins in Goa, where her schooling at Sharada Mandir provided the foundation for a lifetime of
opportunity. Raised in a household where music was a constant companion, Smyrna's parents instilled in her a love for the art form. Although they hadn't had the chance to learn an instrument themselves, they were determined to provide Smyrna and her brother with
every resource to nurture their musical talents. Smyrna, not content with just listening, embarked on a musical journey of her own. She honed her skills on the keyboard and the violin. Recently, she added the bass guitar to her repertoire, further expanding her musical horizons. The Joy of Giving Back However, Smyrna's talents extend beyond the realm of music. Guided by her family's values and the principles instilled by her church, she learned the profound importance of giving. The act of giving, especially in challenging circumstances, became evident during the C OV I D - 1 9 p a n d e m i c . Witnessing countless compassionate individuals stepping up to support their communities, whether healthcare workers or food distributors, stirred Smyrna's desire to make a difference. As Christmas approached in 2020, Smyrna decided to act. She and her brother conceptualized "Joy of Giving," a donation collection drive centered around the festive season. Their mission was clear: to provide essentials such as clothes, toys, toiletries, and other gently used items to those in need. A fundamental rule was set in place – "Don't gift it if you wouldn't own it." Their first collection drive was launched, with modest expectations due to their limited experience a n d r e a c h . To t h e i r astonishment, the response was overwhelming, with overflowing collection points and donors going the extra mile to contribute new items. Building on this initial success, Smyrna and her team organized a second drive in

2022, covering both North and South Goa. The response was even more phenomenal, with over 60 volunteers joining their cause. While they faced their share of challenges, including unusable donations and distribution logistics, the joy on the faces of the recipients made all the struggles worthwhile. "Joy of Giving" had achieved its goal – to spread happiness and inculcate the habit of giving. A Musical Journey In parallel to her philanthropic endeavours, Smyrna's musical journey was also evolving. She found her platform to grow as a musician through her church, which encouraged her to play even during her "figuring out music" phase. Slowly but steadily, she began participating in wedding gigs and other events alongside her brother. Together, they
formed a band called "3POC," setting the stage for captivating performances. Beyond playing instruments, Smyrna discovered a passion for songwriting. Starting at the age of nine, she dabbled in writing for fun, eventually shelving it as a passing phase. It was only in high school, driven by competitions, that she realized her talent for songwriting. The positive results fueled her creativity, and she has been writing songs ever since. Smyrna's newfound energy led her to venture into music production in 2023. Her aim is not just to replicate music but to create something new and original. GOA BENCH OF BOMBAY HC RESTRICTS GST AUTHORITIES TO ISSUE FINAL ORDERS TO DELTA CORP
The Bombay High Court's Goa Bench has issued an order mandating that GST authorities cannot make an order about show cause notices issued against Delta Corp without the court's approval. The court's ruling stems from arguments made in these petitions challenging Section 15(5) of the CGST Act and Rule 31(A) of the CGST Rules. In these petitions, which were submitted by Delta Corp, the court issued a ruling stating that it wants the AG to submit the response on section 15(5) of the CGST Act to the court for ultimate resolution. The court
will hear the matter o n February 5, 2 0 2 4 . Because t h e governmen t has filed an SLP in the SC over Gameskraf t, experts believe that AG's response within the next six weeks would be very important. As of right moment, the GST authorities have made several claims about 1,765 crore that the Hyderabad zone of the DGGI issued for July 2017 through March 2022. Determining the legitimacy of the supply of actionable claims in the form of gaming winnings will be the court's moot point. According to the applicable regulations, the value must equal 100% of the wager's face value or the money put into the totalizer.
GOA GOING BEYOND BEACHES TO BECOME A 'WORKCATION' SPOT According to an ET report, the Goa government is improving its electronics and lodging facilities to entice IT investment and digital nomads. Sea hubs, or co-working spaces, will be set up along the coastline in the upcoming quarter. The minister of tourism and IT for Goa, Rohan Khaunte, claims that these hubs will enable people to mix work and play, engaging in activities like surfing and savoring regional food in beach shacks. The provision of high-speed internet connectivity in rural areas is a crucial component of this effort since it would facilitate digital nomads and the state's upcoming homestay policy. The intended audience for this project is digital nomads or people who can use information and communications technologies to work from any place. To meet its two-year deadline for 100% internet connectivity throughout the state, the government is working with the federal government to investigate other solutions, such as BharatNet 3.0. The Goa government has already inked a deal with Airbnb and is currently in talks with MakeMyTrip to digitize the homestay network. Furthermore, Goa has been a vocal

supporter of a visa category for "digital nomads." To expedite this visa, the state government intends to make its case before the home and external affairs ministries. With a "digital nomad" visa, travelers can work remotely for a foreign company or employer for up to a year while they are in the nation. Goa hopes to stimulate the local economy by luring digital nomads to its rural homestays and beaches. Up to 46 nations already granted visas for digital nomads, including Spain, Iceland, Germany, Thailand, Portugal, and Malaysia. According to Khaunte, these digital nomads will make between Rs 90 lakh and Rs 1 crore as their base pay. Roughly thirty to thirtyfive percent will return to the local economy, promoting growth in the areas in which they live. A new policy that would provide tax breaks for the production of electronics is being developed; it should be completed in a month. The Electronics Manufacturing Cluster Scheme in Tuem has already begun to assign land, with 20–25% of the total area designated for different businesses.
"The laws ignore the basics of the sector, which state that when numerous people gamble, one player is not providing any service to the other participant, and instead aim to tax the value of an actionable claim, which relates to the amount between one participant to the other. The assumption that every action is binary—that is, that it is either a source of products or services—is a fundamental flaw in the rule, Rastogi continued. In a related case, the Sikkim GST Authorities issued another show cause notice on September 27, 2023, requesting that Deltin Denzong, Gangtok, Sikkim, pay 628 crore in Goods and Services Tax (GST) at a rate of 28% on the total face value of bets for the July 2017–March 2022 period. These notifications are a portion of a broader series of show cause letters worth over 23,000 crore that were sent to the corporation and its subsidiaries in September and October of 2023. The
Directorate General of Goods and Services Tax Intelligence (DGGI) is based on Rule 31A, which stipulates that in the event of a chance victory in gaming or betting, GST must be charged at full face value. "It has been controversial to levy GST on internet gaming, casinos, and horse racing. The GST council's explanation that the duty will be on the whole value starting in 2017 has clarified the situation, but it was certain to lead to legal challenges. The High Court's decision to stay the Show Cause Notice was anticipated, and it may mark the start of further High Court rulings along similar lines. The CBIC should ask the Supreme Court to consider the case given the technological difficulties at hand. The government, business, and trade all have a lot on the line, thus the issue needs to be resolved quickly," stated Najib Shah, the former head of the CBIC.

10 IMPORTANT CHANGES IN GST FROM OCTOBER CA Gaurav Kenkre is a CA in practice for the last 11 years. He is a regular speaker at various professional organizations, trade bodies, MNCs and Government bodies. He also writes regularly in local as well as national publications. Besides this he holds various positions in bodies such as ICAI, GCCI, College bodies, Rotary etc.
Several Important changes and amendments in GST law and rules, were proposed to be implemented from 1.10.2023. They are now active, and this article tries to cover the impact of the significant changes. 1. Composition levy extended to suppliers of goods under ecommerce model Benefit of composition scheme was earlier not available to registered persons engaged in supplying goods through Ecommerce operator. Such suppliers selling goods through ecommerce operators were allowed to take registration only under the regular scheme of GST registration. Now an amendment has been brought in which shall enable such suppliers also to opt for composition scheme. This will certainly help smaller suppliers to expand their business via sale through e-commerce operators. However, restriction will continue to apply for such registered persons who are engaged in supply of services through Ecommerce operator. 2. Clarificatory amendment concerning payment to supplier within 180 days The GST law has a clause which states that input tax credit on purchases (ITC) will not be allowed to recipient, if the recipient fails to make payment to the supplier, within 180 days from date of invoice of goods. To align the language of law with the return filing system, it is provided that where a recipient fails to pay to the supplier the amount towards the value of supply along with tax, within a period of 180 days from the date of issue of invoice, an amount equal to the ITC availed by the recipient, shall be paid by the recipient along with interest payable u/s 50 of the CGST Act. The pre-amendment provision

provides for payment of ITC as addition to output tax liability whereas, post-amendment it would be payment/reversal of ITC. Consequently, the liability of interest on such reversal shall be determined in accordance with Section 50(3) instead of 50(1) of the CGST Act. 3. ITC blocked on CSR activities Companies often purchase goods and services which are eventually used for under Corporate Social Responsibility (“CSR”) purposes. There was a debate in the industry as to whether GST paid on such purchases, would be available as input tax credit. A new amendment has hence been introduced to resolve this issue. ITC shall not be available on goods/services received by a taxable person, which are used or intended to be used for activities relating to fulfilment of obligations under Corporate Social Responsibility (“CSR”) activities referred to in section 135 of the Companies Act, 2013 (18 of 2013). The Amendment refers only to CSR obligations under Companies Act, hence there is still a slight debate on whether CSR expenses incurred voluntarily, would be eligible for GST credit or not. 4. Limitation of 3 years on filing of returns The registered person shall not be allowed to furnish the return in GSTR-1, GSTR-3B, GSTR-9, GSTR9C and GSTR-8 after a period of 3 years from the due date of furnishing the relevant return. 5. Retrospective overriding effect of S. 23(2) on 22 and 24 Retrospective amendment from 01.07.2017 has been introduced, to provide that the persons exempted from obtaining registration by virtue of a notification issued u/s 23(2) of
the CGST Act need not obtain registration notwithstanding anything contained u/s 22 (threshold limit cases) or 24 (mandatory cases). The situations notified u/s 23(2) of CGST Act are as follows i.e. the below persons are exempted from taking a GST registration: a. persons who are only engaged in making supplies of taxable goods or services or both, the total tax on which is liable to be paid on reverse charge basis by the recipient of such goods or services or both under subsection (3) of section 9 of the CGST Act b. persons making inter-State taxable supplies of notified handicraft goods Section 22 states that if a person makes supply of goods above threshold limit (Rs 40 lacs for goods in Goa, and Rs 20 lacs for services), then he is liable to register under GST. The new amendment from 1.10.2023 states that even if the turnover exceeds Rs 40/20 lacs as above, the persons covered in (a) and (b) above need not register under GST Further, Section 24 states many situations where even though the turnover is below above thresholds, a person needs to register under GST if certain transactions are undertaken. The new amendment from 1.10.2023 states that even if these transactions are undertaken by the persons covered in (a) and (b) above, they need not register under GST. 6. Time limit on application for revocation of cancelled registration Time limit of 30 days prescribed u/s 30 has been omitted for filing an application for Revocation of Cancellation of GST Registration. The time period has now been prescribed under Rule 23 which is increased to 90 days (up from the

earlier 30 days) from the date of order of cancellation or such further period as may be allowed by Commissioner not exceeding 180 days. 7. Zero-rated supplies to SEZ for authorised operations The words “for authorised operations” have been added to clause (b) of Section 16(1) to remove the ambiguity that only the supplies made for authorised operations to SEZ unit or developer shall qualify as zerorated supplies. Earlier, the requirement existed under Rule 89 to provide endorsement from designated officer of SEZ regarding authorised operations while claiming refund of accumulated ITC or IGST by the DTA supplier. Now, the same has been incorporated under the Statute so that the Rules cannot be challenged as superseding the Statute. 8. Zero-rated supplies not permitted with payment of IGST until notified The default option is now exporting of goods under LUT without tax payment and claiming refund of accumulated ITC. Now the government is empowered to notify categories permitted for IGST payment and refund route. The latest notification, No.01/2023-IGST, permits export with tax payment for all exports of goods and services, barring specific goods like cigarettes, pan-masala, and other tobacco related products. Currently, no notification has been issued permitting supplies to SEZ units/developers with payment of IGST. Hence, default route of LUT without payment of IGST would only be available.

Exercise is the key to a healthy life. When it comes to exercise, it does not mean only the strenuous ones and exercising at the gym. Exercise also includes stretching and balancing acts. Before you decide on any exercise plan for yourself for the entire week, you must talk to your doctor. Try to include exercises that focus on all aspects of your health. Research has shown that incorporating exercise from each of the four categories or types of exercises helps you in various ways rather than doing only a specific type of exercise. Doing each kind of exercise can help you do the other one in a better way. Each type of exercise has different benefits. Variety in the exercises also reduces boredom and helps you stay motivated. 1. ENDURANCE EXERCISES Endurance activities are often referred to as aerobics or cardio exercises. These involve exercises that increase your heart rate and breathing. Benefits of endurance exercises
include: Improved fitness Ease in performing all the routine activities Improved health of your heart, lungs, and circulatory system Physical activities that build endurance include: Brisk walking Jogging Cycling Swimming Dancing (such as Zumba) Climbing stairs Sports activities (such as playing tennis, badminton, or basketball) The American Heart Association recommends getting at least 150 minutes per week of moderateintensity aerobic activity, 75 minutes per week of vigorous aerobic activity, or a combination of both, preferably spread throughout the week. The intensity of an exercise is decided based on the rise in the heart rate caused while performing it. 2. STRENGTH TRAINING Strength training exercises are also called resistance training exercises. These help in
strengthening the muscles. These exercises make you feel confident in carrying out simple activities, such as gardening and carrying groceries. Strengthening your muscles not only makes you stronger but also: Enhances bone growth Lowers blood sugar Helps in weight control Improves balance and posture Reduces pain in the joints Strength training includes lifting weights (even your body weight) and using a resistance band. Lifting weights or using your weight, you can use your own weight to improve the muscle strength of your lower legs through exercises, such as lunges and squats. can also use resistance band While performing muscle training exercises, it is important to feel muscle fatigue, which is an indicator that you are doing them correctly. Remember to breathe in and out while doing resistance training. Breathe in when you lift the weights and breathe out when you bring the weights down. The American Heart Association recommends moderate- to highintensity muscle-strengthening activity (such as resistance or weights) at least 2 days per week. 3. BALANCE EXERCISES Exercises that involve balancing acts help you in preventing falls and these are especially useful in
older people. The special type of exercises like 'tai chi' and yoga are examples of balance exercises. An example of a balance exercise includes: Balancing on a single leg: Stand up straight with your feet together and hands resting sideways on your hips. Lift one leg with bent knees as high as you can or until your thighs are parallel to the floor. Try balancing for several seconds to a few minutes. Perform this exercise alternating the legs. 4. FLEXIBILITY EXERCISES Flexibility exercises are the ones that involve stretching the muscles. These exercises make it easier for your joints to move in all possible directions (improved range of motion). Muscles that become stiff due to aging can give you muscle cramps. Flexibility exercises make them longer and flexible. Activities like bending down to tie the shoes become easier. Flexibility exercises are especially recommended while recovering from fractures, ligament injuries, and muscle injuries. Flexibility exercise can be done for all kinds of muscles, such as calf muscles and back muscles. Some yoga exercises can also be used to improve the flexibility of your muscles. Remember to do warm-up and cool-down exercises before endurance exercises and strengthening exercises. Make sure you drink plenty of water in between the exercises, especially the ones that cause you to sweat. Including protein-rich foods in your diet is equally important as exercising.
